/ Data were collected from 245 farmers within the Darby Creek hydrologic unit in central Ohio to assess perceptions of risk associated with use of farm chemicals. Farmers were asked to evaluate the level of risk associated with use of agricultural chemicals for water quality, food safety, food quality, health of applicator, health of farm animals, wildlife, beneficial plants, beneficial insects, and human health. Study findings revealed that respondents perceived use of farm chemicals posed little or no threat to any of the assessed items. A composite index was formulated from the responses to the nine items and was titled Perceived Risk. Variance in the Perceived Risk index was regressed against social learning variables. The findings revealed that approximately 32% of the variance was explained by the predictive variables included in the model. It was concluded that the theoretical perspective was somewhat useful for understanding perceptions held about agricultural chemical use at the farm level. Learning style models recognised that individuals differ in the sense learning modality of stimuli from which they best absorb, retain and process new information. The effect of sensory learning modalities on individual children’s sensitivity to sensory cues has so far been neglected. This paper reports on a study that sought to establish whether individual differences in children’s sensitivity to sensory cues in their perception of their school environmental features is influenced by their sensory learning modalities. Participants included Key Stage 1 and 2 pupils (N = 151) from four primary schools in South Gloucestershire, UK. The study used a child-friendly Visual, Auditory and Kinaesthetic questionnaire to establish children’s learning style modality. All children, independent of their learning style category, were exposed to three types of sensory cues, consisting of photo-safari, speech frequency and Global Positioning System. The analysis revealed that children’s sensitivity to sensory cues in their perception of school environmental features varied significantly between the three sensory learning modalities: visual, auditory and kinaesthetic. The implications of these findings on research, policy and practice are discussed.  相似文献

Surveys of water recreational activities were conducted in the Peel-Harvey estuary. Channels used by recreationists to gain information about water quality, the perception of water quality and resulting behaviour were investigated. This study showed that personal perception, local knowledge and history, absence of warnings and residency were major factors contributing to risk perception and behaviour in this recreational community. Management strategies should take this information into account to achieve maximal outcomes.  相似文献

The study used the hypothetical lottery-choice questions to measure risk aversion and a detailed survey collected data on input use, farm production and non-farm activities to specifically assess whether risk aversion, risk perceptions, and socioeconomic factors affect the risk management strategies of farm households in Northern Ghana. Risk aversion significantly increases crop diversification strategies of households but marginally reduces herbicide use by households. Market risk significantly increases the use of improved seed varieties and the application of inorganic fertiliser but reduces diversification into livestock production. Production risk largely increases diversification into livestock production. Farmers’ risk management strategies are affected by socioeconomic variables such as access to extension services, area cultivated, age and gender. Policy effort focused on building pliable on-farm crop related risk management strategies should aim at considering the risk aversion and the perception of market risk whilst those focused on livestock should focus on production risk.  相似文献

This paper presents the results from a survey on experts’ attitudes towards the development of CCS technologies in Spain. This is the first study carried out in Spain intending to report an empirical analysis of stakeholder perceptions on the risks, challenges and barriers facing CCS deployment. Results show a positive attitude towards CCS implementation in Spain. Experts are concerned about the suitability of storage sites, safety and capture costs. They tend to support CCS as a bridging solution to climate change, and have a general low level of perceived risk from CCS. Experts’ risk perception is influenced, to some extent, by general values and beliefs as well as by sociodemographics and, to a lesser extent, by group membership.  相似文献

The emergence of a global water crisis has seen the necessity for a sustainable approach to water management. Policies directed towards water recycling have been implemented in many regions of the world. In Australia, prolonged drought conditions in most major cities during the past decade have led to serious national calls for less drinking water to be used (Prime Minister’s Science Engineering and Innovation Council, 2003), and a strategic policy response from many State Governments, including bold targets for water recycling. A key consideration to the realisation of these policies is greater understanding of community attitudes to recycled water use, without which, a number of recycled water projects have failed (Hurlimann and McKay, 2004). Despite the critical nature of community attitudes, little research has been conducted, especially in relation to perception of risk, which has been found to be critical in the adoption of new technologies (Cvetkovich and Lofstedt, 1999). This paper investigates an urban Australian community’s perception of risk involved with using recycled water. Key findings include: perception of risk increased as the use of recycled water became increasingly personal. Perception of risk was significantly negatively related to trust, perception of fairness and information. Trust in the Water Authority to manage risk was significantly related to perception of trust, communication and integrity of the Authority.  相似文献

The policy instruments that provide information on a firm’s or facility’s environmental performance, such as the U.S. Toxic Release Inventory (TRI) and the Pollutant Release and Transfer Register system (PRTRs) used in some European countries and Japan, play an important role in encouraging firms or facilities to improve their environmental performance, if investors, consumers and residents recognize their environmental performance. This study uses a hedonic approach to explore how the Japanese rental housing market responds to carcinogenic risk arising from releases and transfers of chemical substances produced and used at close facilities. We found that residents do not perceive carcinogenic risk generated more than 1.0 km away from their residence and that they seem to recognize the increased carcinogenic risk at distances from 0.5 km to 1.0 km away; a 1% increase in carcinogenic risk reduces the average rent by 0.0007%. The distance at which residents perceive the risk arising from such facilities is less than in previous studies. This suggests that the risk perception recognized in previous studies may capture the other externalities in addition to the chemical risk because the risk is measured by the distance.  相似文献

Mining generates risk of environmental and social harm for Indigenous peoples but can also generate substantial revenues for them, creating opportunities for community development in a context where economic and social disadvantage is the norm. Especially as mining revenues should, in part, compensate for mining’s negative social and environmental impacts, it is vital that mineral taxation on Indigenous lands reflect a careful assessment of appropriate tax mechanisms and a matching of these with community priorities. Yet little has been written that could serve as a guide for Indigenous decision makers. This article contributes to an understanding of the issues and choices facing Indigenous communities in designing mineral taxation regimes, by focusing on the question of economic risk. Risk arises as a key variable in choosing or designing a mineral taxation regime in three ways. Different approaches to mineral taxation are inherently more or less risky, in the sense that they are more or less certain to generate tax revenues. A second aspect of risk involves the degree of economic certainty or predictability associated with different types of commodities and projects. Third, the risk tolerance of Indigenous peoples and communities can vary significantly. We show how Indigenous groups can integrate and address these different dimensions of risk, by recognising the ‘risk consequences’ associated with different approaches to mineral taxation and choosing an approach that reflects, as fully as possible, the group’s risk tolerance.  相似文献

We observe the way multiple stakeholder decision-making plays out a number of Risk Society themes, including the emergence of 'unbounded risk' and of highly 'individualised' and 'reflexive' risk communities. Across several decades, the events of the HCB story support Risk Society predictions of legitimacy problems faced by corporations as they harness technoscientific support for innovation in their products and industrial processes without due recognition of social and environmental risk. Tensions involving identity, trust and access to expert knowledge advance our understanding of democratic 'sub-political' decision-making and ways of distributing environmental risk.  相似文献

When the construction of the Lyon-Turin segment of the new European high-speed rail network was first publicly announced at the beginning of the 1990s, it immediately found fierce opposition from the inhabitants of Susa Valley, Italy, one of the areas to be cut across by such infrastructure. At issue were the project’s potential environmental impact and its consequences on public health. This study intends to clarify environmental risk perception and public debate between the national government, local advocacy groups, and the inhabitants of Susa Valley. Two major phases of public reaction were identified: (1) an initial rebellious period of no real dialog among the project’s major stakeholders (exemplified by the popular “No TAV” [No High Speed Train] movement), followed by (2) a yielding period of intense multilateral negotiations centered on the activities of the “Lyon-Turin Environmental Observatory.” The results of a qualitative cross analysis of the residents’ perception of the proposed high-speed rail revealed that public acceptance of risk in Susa Valley was influenced by the characteristics of hazards perceived by the residents and by the communicative approach used by the project’s various stakeholders. It also emerged that early dialog among all the parties involved was critical in forming a personal viewpoint on risk, which, once consolidated, defied new information and perspectives. Likely, a greater and earlier care taken by the other stakeholders to inform and consult the local population about the railway would have greatly eased the public debate.  相似文献

An individual's perception of risk develops from his or her values, beliefs, and experiences. Social scientists have identified factors that affect perceptions of risk, such as whether the risk is knowable (uncertainty), voluntary (can the individual control exposure?), and equitable (how fairly is the risk distributed?). There are measurable differences in how technical experts and citizen stakeholders define and assess risk. Citizen knowledge and technical expertise are both relevant to assessing risk; thus, the 2002 National Research Council panel on biosolids recommended stakeholder involvement in biosolids risk assessments. A survey in 2002 identified some of the factors that influence an individual's perception of the risks involved in a neighbor's use of biosolids. Risk communication was developed to address the gap between experts and the public in knowledge of technical topics. Biosolids management and research may benefit from applications of current risk communication theory that emphasizes (i) two-way communications (dialogue); (ii) that the public has useful knowledge and concerns that need to be acknowledged; and (iii) that what may matter most is the credibility of the purveyor of information and the levels of trustworthiness, fairness, and respect that he or she (or the organization) demonstrates, which can require cultural change. Initial experiences in applying the dialogue and cultural change stages of risk communication theory--as well as consensus-building and joint fact-finding--to biosolids research suggest that future research outcomes can be made more useful to decision-makers and more credible to the broader public. Sharing control of the research process with diverse stakeholders can make research more focused, relevant, and widely understood.  相似文献

Implicit in every government decision on energy technology is a trade-off of a certain amount of risk in return for societal benefits. As a result of growing public concern over such risks, environmental analysts are increasingly being requested not only to describe potential adverse consequences but also to quantify their probability. However, this task is frustrated not only by inadequate experience with, and incomplete knowledge of, the causality of environmental impacts, but also by a disparity between individual and societal views of risk. While the societal view is based on objective risk functions andnet societal benefit, individuals tend to rely on subjective judgment, and consider the distribution as well as the amount of benefit. Thus, environmental risk assessments, produced by analysts on behalf of society as a whole, are likely to be quite speculative, and are unlikely to be reliable indicators of the acceptability of risk to the public.  相似文献

The 1983 National Academy of Sciences paradigm for conducting human health risk assessment is considered with respect to ecological risk assessment. This four-step paradigm fails to capture key intrinsic differences between the two types of analysis, specifically: identity of risk targets and receptors; identity of the appropriate level of ecological organization at which the risk is expressed; variability of endpoint with respect to risk receptor; and the existence ofrisk cascades through ecological feedback loops. We propose an alternative paradigm that includes a preliminary step,receptor identification, in which chemical partitioning is combined with a conceptual model of the ecosystem to identify appropriate risk targets. In addition, we propose formal inclusion ofendpoint identification and explicit consideration of risk cascades in arelationship assessment in which interactive feedback loops are considered in an iterative process. The proposed paradigm preserves the steps of hazard identification, exposure assessment, dose-response assessment (renamedresponse assessment) and risk characterization, although specific modifications are recommended.  相似文献

Risk assessment and environmental impact assessment have developed as separate traditions. While environmental impact assessment is a broad field that includes all activities that attempt to analyze and evaluate the effects of human and related actions on the environment, risk assessment has been concerned with the relatively well-defined regulatory problems and employs formal quantitative analysis of the probability of specific undesired events, such as cancer. Risk analytic approaches, particularly the explicit treatment of uncertainty, can significantly contribute to environmental assessments. This article discusses the type and sources of uncertainty in environmental assessments, techniques for their quantification, and ways to use uncertainty estimates to calculate probabilities of effects or probabilities of exceeding environmental standards and to determine the need for mitigation or additional research.This article was presented at the International Institute of Applied Systems Analysis, Task Force Meeting on Risk and Policy Analysis under Conditions of Uncertainty, Laxenburg, Austria, November 1985.  相似文献

A novel index for the preliminary evaluation of the distribution of pollutants in the harbor environment (Small Marinas Pollution Risk) is proposed. An associated Environmental Decision Support System (JMarinas) has been developed which implements the Multiple Attribute Decision Making theory (MADM) and uses the harbor’s map as geographical support for computations. In recent years there has been a startling rise in the issuance of fish consumption advisories. Unfortunately, compliance by the public is often low. Low compliance can be due to a number of factors, including confusion over the meaning of advisories, conflicting advisories issued by different agencies, controversies involving health benefits versus the risks from consuming fish, and an unwillingness to act on the advisories because of personal beliefs. In some places, such as along the Savannah River, one state (South Carolina) had issued a consumption advisory while the other (Georgia) had not, although at present, both states now issue consumption advisories for the Savannah River. Herein we report on the development of a fish fact sheet to address the confusing and conflicting information available to the public about consuming fish from the Savannah River. The process involved interviewing fishers to ascertain fishing and consumption patterns, evaluating contaminant levels and exposure pathways, discussing common grounds for the provision of information, and consensus-building among different regulatory agencies (US Environmental Protection Agency, South Carolina Department of Health and Environmental Control, Georgia Department of Natural Resources) and the Department of Energy. Consensus, a key ingredient in solving many different types of “commons” problems, was aided by an outside organization, the Consortium for Risk Evaluation with Stakeholder Participation (CRESP). The initial role for CRESP was to offer scientific data as a basis for groups with different assumptions about risks to reach agreement on a regulatory response action. The process was an example of how credible science can be used to implement management and policies and provide a basis for consensus-building on difficult risk communication issues. The paper provides several lessons for improving the risk process from stakeholder conflicts, through risk assessment, to risk management. It also suggests that consensus-building and risk communication are continuing processes that involve assimilation of new information on contaminants and food-chain processes, state and federal law, public policy, and public response.  相似文献

Understanding public risk perception related to possible consequences of climate change is of paramount importance. Not only does risk perception have an important role in shaping climate policy, it is also central in generating support for initiatives for adaptation and mitigation. In order to influence public knowledge and opinion, there is a need to know more about why people have diverging attitudes and perceptions related to climate change and its possible consequences. By using representative survey data for Norway and multivariate analysis, the authors of this article show that differences in attitudes and perceptions are partially explained by factors such as gender, educational background, and people's political preferences. However, an important factor explaining people's perception of climate change and its possible consequences is their direct personal experience of damage caused by climate-related events such as flooding or landslide. Furthermore, the results show that personal experience of damage has the largest impact on the respondents' belief that there will be more natural-resource hazards locally than in Norway or globally. The results also show that merely living in a more exposed area but not having a personal experience of damage does not affect the respondents' concern towards climate change.  相似文献

The Indian Himalayan Region (IHR) is suffering from environmental degradation due to population pressure and infra-structural needs. This is coupled with a natural setting, which creates problems of accelerated soil erosion and mass wasting. In view of these environmental difficulties and the growing concern for effective restoration, there has become an urgent need for multi-disciplinary coordinated improvement schemes. The mitigation of risk arising from hazardous mass wasting processes, through a careful and systematic approach, has helped in the development of the concept of Mountain Risk Engineering (MRE). The MRE practices involve an integrated approach to solving the infra-structural engineering problems of hilly and mountainous areas through environmentally conscious cost-effective and site-specific designs. However, the role of people's participation is extremely crucial for the success of such programs. This paper analyzes the perception of the local people about the approaches adopted in MRE participatory developmental programs and throws light on the intricacies of peoples' participation.  相似文献

/ The risk tropospheric ozone poses to forests in the United States is dependent on the variation in ozone exposure across the distribution of the forests in question and the various environmental and climate factors predominant in the region. All these factors have a spatial nature, and consequently an approach to characterization of ozone risk is presented that places ozone exposure-response functions for species as seedlings and model-simulated tree and stand responses in a spatial context using a geographical information systems (GIS). The GIS is used to aggregate factors considered important in a risk characterization, including: (1) estimated ozone exposures over forested regions, (2) measures of ozone effects on species' and stand growth, and (3) spatially distributed environmental, genetic, and exposure influences on species' response to ozone. The GIS-based risk characterization provides an estimation of the extent and magnitude of the potential ozone impact on forests. A preliminary risk characterization demonstrating this approach considered only the eastern United States and only the limited empirical data quantifying the effect of ozone exposures on forest tree species as seedlings. The area-weighted response of the annual seedling biomass loss formed the basis for a sensitivity ranking: sensitive-aspen and black cherry (14%-33% biomass loss over 50% of their distribution); moderately sensitive-tulip popular, loblolly pine, eastern white pine, and sugar maple (5%-13% biomass loss); insensitive-Virginia pine and red maple (0%-1% loss). In the future, the GIS-based risk characterization will include process-based model simulations of the three- to 5-year growth response of individual species as large trees with relevant environmental interactions and model simulated response of mixed stands. The interactive nature of GIS provides a tool to explore consequences of the range of climate conditions across a species' distribution, forest management practices, changing ozone precursors, regulatory control strategies, and other factors influencing the spatial distribution of ozone over time as more information becomes available.KEY WORDS: Ecological risk assessment; GIS; Ozone; Risk characterization; Forests; Trees  相似文献

This article explores individual and community action taken in response to perceived environmental risks by investigating the determinants of environmental action across a range of action types. A conceptual framework is first presented, which provides a foundation for investigating the role of local compositional (i.e., individual characteristics), contextual (i.e., neighborhood environment), and collective (i.e., social networks) factors in environmental action. To test the utility of the conceptual framework, a quantitative survey was administered to a random sample of households (n = 512) in Hamilton, Canada. The results suggest that the predictors of environmental action vary by action type (i.e., personal change, individual civic action, and cooperative civic action), and that factors related to perceived environmental exposure and social capital generally play a stronger, more consistent role in civic environmental action than sociodemographic or neighborhood factors. The results underscore the role of social connection in responses to perceived environmental risks.  相似文献
