Watershed planning groups and action agencies seek to understand how lake water quality responds to changes in watershed management. This study developed and demonstrated the applicability of an integrated modeling approach for providing this information. An integrated model linking watershed conditions to water-quality of the receiving lake incorporated the following components: (1) an event-based AGNPS model to estimate watershed pollutant losses; (2) annualization of AGNPS results to produce annual lake pollutant loadings; (3) a base flow separation package, SAM, to estimate base flow; (4) estimates of nutrients in base flow and point sources; and (5) linkage of watershed loadings directly to EUTROMOD lake water quality algorithms. Results are presented for Melvern Lake, a 28-km2 multipurpose reservoir with a 900-km2 agricultural watershed in east central Kansas. Reasonable estimates of current lake quality were attained using an average phosphorus availability factor of 31 percent to calibrate model results to measured in-lake phosphorus. Comparison of a range of possible scenarios, including all cropland changed to no-till (best case) and all CRP and good-condition grasslands changed to cropland (worst case), indicated only a (4 percent change for in-lake phosphorus and a (2 percent change for chlorophyll a. These results indicated that this watershed is not sensitive to projected changes in land use and management.  相似文献

ABSTRACT: A modeling framework was developed to determine phosphorus loadings to Lake Okeechobee from watersheds located north of the lake. This framework consists of the land-based model CREAMS-WT, the in-stream transport model QUAL2E, and an interface procedure to format the land-based model output for use by the in-stream model. QUAL2E hydraulics and water quality routines were modified to account for flow routing and phosphorus retention in both wetlands and stream channels. Phosphorus loadings obtained from previous applications of CREAMS-WT were used by QUAL2E, and calibration and verification showed that QUAL2E accurately simulated seasonal and annual phosphorus loadings from a watershed. Sensitivity and uncertainty analyses indicated that the accuracy of monthly loadings can be improved by using better estimates of in-stream phosphorus decay rates, ground water phosphorus concentrations, and runoff phosphorus concentrations as input to QUAL2E.  相似文献

ABSTRACT: A National Pilot Project (NPP) on Livestock and the Environment was initiated in 1992 to help provide solutions to environmental problems associated with livestock production. A major development of the NPP was the Comprehensive Economic and Environmental Optimization Tool‐Livestock and Poultry (CEEOT‐LP), an integrated modeling system designed to produce economic and environmental indicators for alternative policy scenarios applied to intensive livestock production watersheds. The system consists of a farm‐level economic model (FEM) and two environmental models: the field‐scale APEX model and the watershed‐level SWAT model. To date, CEEOT‐LP has been applied to two watersheds in Texas and one in Iowa. Predicted reductions in P losses for two P‐based manure application rate scenarios, relative to baseline conditions, ranged from ?4 to ?54 percent across the three watersheds; however, N loss impacts ranged from a decrease of 34 percent to an increase of 79 percent. For five other alternative scenarios that were simulated for only one watershed, N and P loss impacts ranged between a reduction of 78 percent to an increase of 20 percent. Aggregate watershed‐level economic impacts of the seven scenarios spanned a spectrum of a 27 percent decrease to a 25 percent increase in profit, relative to the baseline.  相似文献

ABSTRACT: The Truckee River is a vitally important water source for eastern California and western Nevada. It runs 100 miles from Lake Tahoe to Pyramid Lake in the Nevada desert and serves urban populations in greater Reno-Sparks and agricultural users in three Nevada counties. In the 1980s and 1990s, a number of state and local groups initiated projects which, taken collectively, have accomplished much to improve watershed management on the Truckee River. However, the task of writing a management plan for the entire watershed has not yet been undertaken. Key players in state, federal and local government agencies have instead chosen to focus specific improvement efforts on more manageable, achievable goals. The projects currently underway include a new agreement on reservoir operation, restoration of high priority sub-watersheds, public education and involvement, water conservation education, and water resource planning for the major urban population centers. The approach which has been adopted on the Truckee River continues to evolve as more and more people take an interest in the river's future. The many positive projects underway on the watershed are evaluated in terms of how well they meet the definition of the ambitious water resources strategy, “integrated watershed management.”  相似文献

ABSTRACT: Policy and management plans can be enhanced through effective communication between researchers and decision makers. Differences in understanding can come from differences in professional cultures. Scientists deal with facts, proof and incremental progress whereas the decision makers are often faced with perceptions, emotions and deadlines. A case study is presented illustrating the interaction between the political system and science on a water management issue. Irrigation projects in the western San Joaquin Valley of California lead to a situation requiring subsurface drainage and disposal of the drainage water. The original plan was to discharge the drainage water in the Suisun Bay east of the San Francisco Bay. Severe damage to birds associated with selenium in the water led to a reevaluation of irrigation and drainage management options. Federal and state agencies cooperated to establish a San Joaquin Valley Drainage Program (SJVDP) which was to develop plans for solving the problem. Discharge to the Bay was politically eliminated as an option for evaluation, an action criticized by a National Research Council Committee as not being scientifically based. The SJVDP published a Management Plan in 1990 which contained proposals viewed by the scientific community as not necessarily incorrect but not completely justified based on the scientific knowledge at the time. A segment of the Citizens Advisory Committee that was part of the SJVDP consisting of representatives from the interest groups viewed the Management Plan as a negotiated agreement between the environmental and agricultural interests. Presently, an Activity Plan exists, consisting of technical committees to evaluate the current technical and economic evaluation of the management options proposed in the Management Plan. This case study illustrates that factors other than scientific facts have bearing on decisions. Successful management plans must be technically sound, economically viable and socially acceptable. The scientific community needs to evaluate its role in the policy making arena and to focus research on questions of greatest value to decision makers, as well as to scientific peers.  相似文献

ABSTRACT: A growing concern for environmental quality paralleled with increasing demands on our forest resources has prompted the Washington State Department of Natural Resources to evaluate simulation modeling as a technique for analyzing management decisions in terms of their environmental effects. The evaluation focused on a system of integrated models developed at the University of Washington which simulate processes and activities within the forest ecosystem. A major part of the system is a hydrologic model which predicts changes in discharge, stream temperature, and concentrations of suspended sediment and dissolved oxygen based on information generated by other models representing intensive management practices. The evaluation consisted of applying the system to a 72,000 acre tract of forest land, validating the models with two years of discharge and water quality data from a 93,000 acre watershed, and determining the pertinence of hydrologic modeling for management purposes. Results show several potential uses of hydrologic modeling for forest management planning, especially for analyzing the effects of timber harvesting strategies on water quality.  相似文献

ABSTRACT: Nonpoint source (NPS) models and expert opinions are often used to prescribe best management practices (BMPs) for controlling NPS pollution. An optimization algorithm (e.g., a genetic algorithm, or GA) linked with a NPS model (e.g., Annualized AGricultural Nonpoint Source pollution model, or AnnAGNPS), can be used to more objectively prescribe BMPs and to optimize NPS pollution control measures by maximizing pollutant reduction and net monetary return from a watershed. Pollutant loads from design storms and annual loads from a continuous simulation can both be used for optimizing BMP schemes. However, which strategy results in a better solution (in terms of providing water quality protection) for a watershed is not clear. The specific objective of the study was to determine the differences in watershed pollutant loads, in an experimental watershed in Pennsylvania, resulting from optimization analyses performed using pollutant loads from a series of five 2‐yr 24‐hr storm events, a series of five 5‐yr 24‐hr storm events, and cumulative pollutant loads from a continuous simulation of five years of weather data. For each of these three different event alternatives, 100 near optimal solutions (BMP schemes) were generated. Sediment (Sed), sediment nitrogen (SedN), dissolved N (SolN), sediment organic carbon (SedOC), and sediment phosphorus (SedP) loads from a different five‐year period (an evaluation period) suggest that the optimal BMP schemes resulting from the use of annual cumulative pollutant loads from a continuous simulation of five years of weather data provide smaller cumulative NPS pollutant loads at the watershed outlet.  相似文献

ABSTRACT: This paper evaluates the effects of watershed geometric representation (i.e., plane and channel representation) on runoff and sediment yield simulations in a semiarid rangeland watershed. A process based, spatially distributed runoff erosion model (KINEROS2) was used to explore four spatial representations of a 4.4 ha experimental watershed. The most complex representation included all 96 channel elements identifiable in the field. The least complex representation contained only five channel elements. It was concluded that oversimplified watershed representations greatly influence runoff and sediment yield simulations by inducing excessive infiltration on hillslopes and distorting runoff patterns and sediment fluxes. Runoff and sediment yield decrease systematically with decreasing complexity in watershed representation. However, less complex representations had less impact on runoff and sediment‐yield simulations for small rainfall events. This study concludes that the selection of the appropriate level of watershed representation can have important theoretical and practical implications on runoff and sediment yield modeling in semiarid environments.  相似文献

ABSTRACT: The City of Portland's stormwater management program, winner of EPA's Environmental Excellence Award for 1996, is committed to partnership-based, cost-effective, “green” approaches to healthy neighborhoods and water quality. The stormwater program encourages innovative, non-structural pollution reduction techniques like native landscaping, stormwater pollution reduction bioswales and ponds, and public involvement and education. Effectiveness of stormwater best management practices (BMPs) has been difficult to determine on a citywide basis. Recognizing this problem, the City of Portland launched the Parkrose Pilot Project in 1994 to test the effectiveness of a wide range of BMPs in a small watershed in north Portland, the Parkrose catchment, and monitor the results prior to citywide implementation. This catchment was selected because of its small size (144 acres), its representative mix of land uses, and an extensive record of water quality monitoring data. This paper examines the City's strategy in selecting the Parkrose study area as a pilot watershed, the BMPs chosen for use in the watershed, and the results of the program to date. Final success of the Parkrose project will be gauged by the attainment of measurable pollution reduction within the catchment while providing opportunities for meaningful participation by the local community in achieving water quality. Involvement by private citizens in the community is crucial to the success of the project and to ensure compliance with the federal mandate to reduce pollutants to the maximum extent practicable.  相似文献

ABSTRACT: This paper presents an integrated optimal control model that optimizes economic performance of reservoir management in watersheds in which there are significant economic and hydrologic interdependencies. The model is solved using the General Algebraic Modeling System (GAMS). Results show that application of this model to New Mexico's Rio Chama basin can increase total system benefits over historical benefits by exploiting complementarities between hydroelectricity production, instream recreation, and downstream lake recreation.  相似文献

ABSTRACT: This paper examines the potential to manage Mississippi River water levels for ecological benefits. The study focuses on the Weaver Bottoms, a 4,000 acre backwater marsh in southeastern Minnesota (Pool 5) highly valued for fish and wildlife habitat. The Weaver Bottoms has suffered increasing loss of aquatic vegetation and associated habitat degradation since the 1960s, largely due to persistent high water, sedimentation, wave re-suspension of sediments, and poor light penetration. In other reaches of the Mississippi River, water level reductions exposing backwater sediments have produced strong vegetative responses due to subaerial exposure of seeds and sediment compaction. Water level management scenarios for Pool 5 were developed using the HEC-2 water surface profile model. Results indicate that in many years it would be possible to reduce water levels sufficiently to expose much of the Weaver Bottoms, generating a substantial vegetative response. Additional benefits could be expected since both sediment compaction and increased vegetation would reduce re-suspension of sediments. Shifting management priorities to improve habitat would temporarily impact many river users, including both commercial and recreational boaters. Water level reductions must be coordinated with their needs.  相似文献

ABSTRACT: We evaluated the effectiveness of watershed‐scale implementations of best‐management practices (BMPs) for improving habitat and fish attributes in two coldwater stream systems in Wisconsin. We sampled physical habitat, water temperature, and fish communities in multiple paired treatment and reference streams before and after upland (barnyard runoff controls, manure storage, contour plowing, reduced tillage) and riparian (stream bank fencing, sloping, limited rip‐rapping) BMP installation in the treatment subwatersheds. In Spring Creek, BMPs significantly improved overall stream habitat quality, bank stability, instream cover for fish, abundance of cool‐ and coldwater fishes, and abundance of all fishes. Improvements were most pronounced at sites with riparian BMPs. Water temperatures were consistently cold enough to support coldwater fishes such as trout (Salmonidae) and sculpins (Cottidae) even before BMP installation. We observed the first‐time occurrence of naturally reproduced brown trout (Salmo trutta) in Spring Creek, indicating that the stream condition had been improved to be able to partially sustain a trout population. In Eagle Creek and its tributary Joos Creek, limited riparian BMPs led to localized gains in overall habitat quality, bank stability, and water depth. However, because few upland BMPs were installed in the subwatershed there were no improvements in water temperature or the quality of the fish community. Temperatures remained marginal for coldwater fish throughout the study. Our results demonstrate that riparian BMPs can improve habitat conditions in Wisconsin streams, but cannot restore coldwater fish communities if there is insufficient upland BMP implementation. Our approach of studying multiple paired treatment and reference streams before and after BMP implementation proved effective in detecting the response of stream ecosystems to watershed management activities.  相似文献

ABSTRACT: This paper presents the implementation of one element of a decision support system (DSS) for regional water quality management, applied to the Nitra River Basin in Slovakia. A model-based, aspiration-led methodology for multicriteria decision support has been used for the study. Several reusable, modular software tools have been developed and implemented: a problem-specific generator to produce the core part of the mathematical programming model, tools for the generation and interactive modification of multicriteria problems, and a solver for the resulting mixed-integer optimization problem. Provided in the paper are the following: a complete formulation of the mathematical model (including the imbedded water quality model), a summary of the aspiration-reservation-led multiple criteria optimization approach applied to decision support, and an overview of results that illustrate the applied approach and provide some interesting insights to the case study.  相似文献

ABSTRACT: The objective of water quality/watershed management is attainment of water quality goals specified by the Clean Water Act. The Total Maximal Daily Load (TMDL) planning process is a tool to set up watershed management. However, TMDL methodologies and concepts have several problems, including determination of Loading Capacity for only low flow critical periods that preclude consideration of wet weather sources in water quality management. Research is needed to develop watershed pollutant loading and receiving waters Loading Capacity models that will link wet and dry weather pollution loads to the probability of the exceedence of water quality standards. The long term impact of traditional Best Management Practices as well as ponds and wetlands, must be reassessed to consider long term accumulation of conservative toxic compounds. Socioeconomic research should focus on providing information on economic and social feasibility of implementation of additional controls in water quality limited watersheds.  相似文献

ABSTRACT: This paper brings together spatially and temporally explicit mechanistic models of hydrodynamic, water quality, and ecological processes with an economic model to examine water management alternatives for California's Sacramento River and Delta ecosystem, a large‐scale watershed. Overallocated water supplies in most years, combined with increasing demand for water for environmental purposes, have created a politically charged atmosphere and a need for quantitative assessment of the implications of policy alternatives. By developing and analyzing a common set of policy scenarios, this integrated framework allows us to consider tradeoffs between agricultural economic factors, water quality, and population dynamics for two at‐risk fish species. We analyze two rather extreme types of policy options; one involves structural modifications to change the flow of water within the watershed but no change in water diversions, while the other reallocates water from agricultural users to fish and wildlife. Results suggest that substantial environmental improvements could be made at a relatively modest cost to farmers (1 to 4 percent reductions in revenues) but that those costs could be significant locally. In addition to tradeoffs between farmers and environmental interests, results suggest that policy makers may need to balance competing environmental objectives.  相似文献

Abstract: Recent water sector reforms and increased scarcity and vulnerability of water resources, combined with declining public funding available for large scale infrastructure investment in the sector, have led to a greater awareness by the Government of Vietnam for the need to analyze water resource allocation and use in an integrated fashion, at the basin scale, and from a perspective of economic efficiency. In this study we focus on the development, application, and selected policy analyses using an integrated economic hydrologic river basin model for the Dong Nai River Basin in southern Vietnam. The model framework depicts the sectoral structure and location of water users (agriculture, industry, hydropower, domestic, and the environment) and the institutions for water allocation in the basin. Water benefit functions are developed for the major water uses subject to physical limitations and to constraints of system control and policy. Based on this modeling framework, we will analyze policies that can affect water allocation and use at the basin level, including both basin-specific and general macroeconomic policies.  相似文献

ABSTRACT: The performance of two popular watershed scale simulation models — HSPF and SWAT — were evaluated for simulating the hydrology of the 5,568 km2 Iroquois River watershed in Illinois and Indiana. This large, tile drained agricultural watershed provides distinctly different conditions for model comparison in contrast to previous studies. Both models were calibrated for a nine‐year period (1987 through 1995) and verified using an independent 15‐year period (1972 through 1986) by comparing simulated and observed daily, monthly, and annual streamflow. The characteristics of simulated flows from both models are mostly similar to each other and to observed flows, particularly for the calibration results. SWAT predicts flows slightly better than HSPF for the verification period, with the primary advantage being better simulation of low flows. A noticeable difference in the models' hydrologic simulation relates to the estimation of potential evapotranspiration (PET). Comparatively low PET values provided as input to HSPF from the BASINS 3.0 database may be a factor in HSPF's overestimation of low flows. Another factor affecting baseflow simulation is the presence of tile drains in the watershed. HSPF parameters can be adjusted to indirectly account for the faster subsurface flow associated with tile drains, but there is no specific tile drainage component in HSPF as there is in SWAT. Continued comparative studies such as this, under a variety of hydrologic conditions and watershed scales, provide needed guidance to potential users in model selection and application.  相似文献

ABSTRACT: Making decisions for environmental management is a complex task due to the multiplicity and diversity of technological choices. Furthermore, the exploitation of natural resources and the preservation of the natural environment imply objectives that are often in conflict within a sustainable development paradigm. Managers and other decision makers require techniques to assist them in understanding strategic decision making. This paper illustrates the use of a multiple‐objective decision‐making methodology and an integrative geographical information system‐based decision‐making tool developed to help watershed councils prioritize and evaluate restoration activities at the watershed level. Both were developed through a multidisciplinary approach. The decision‐making tool is being applied in two watersheds of Oregon's Willamette River Basin. The results suggest that multiple‐objective methods can provide a valuable tool in analyzing complex watershed management issues.  相似文献
