Knowledge of the nature conservation value of agricultural land provides a useful input to land-use planning. However, the scarcity of suitable data causes this component to rarely play a role. The paper proposes a methodology based on commonly available data to assess the nature conservation value of agricultural landscapes, and to generate cartographic results to be used as decision variables in planning. The approach relies on landscape ecological indicators and on the application of multicriteria analysis in a Geographical Information System (GIS) context. Four criteria were selected: the agricultural landscape type, the cover of vegetation remnants and marginal features, the length of forest-agriculture ecotones, and the proximity to nature reserves. These criteria were assessed directly or by means of specific indicators, generating maps that were subsequently aggregated through spatial multicriteria analysis. The New South Wales Government recently introduced the Native Vegetation Conservation Act to protect the native grassland and woodland of the state. The Act protects biodiversity by preventing farmers from clearing such vegetation on their properties but, as a consequence, reduces farm incomes and land values. An economic model of the relationship between land value and percentage of farm in native vegetation is integrated with an ecological model of the relationship between species lost and percentage of the farms in native vegetation. The integrated framework is applied to estimate the opportunity costs of the Act for one important agricultural area of the state, the northern part of the Brigalow Belt South Bio-Region. If all the vegetation were protected, the reduction in land value would be at least 14.3%, which is an opportunity cost of at least 148.5 dollars m for the area. Both the benefits and costs of biodiversity protection must be accounted for, so risk simulations are then combined with benefit-cost analysis to compare the benefits of biodiversity protection to these costs.  相似文献

Human-induced global climate change presents a unique and difficult challenge to the conservation of biodiversity. Despite increasing attention on global climate change, few studies have assessed the projected impacts of sea-level rise to threatened and endangered species. Therefore, we estimated the impacts of rising sea levels on the endangered Lower Keys marsh rabbit (Sylvilagus palustris hefneri) across its geographic distribution under scenarios of current conditions, low (0.3-m), medium (0.6-m), and high (0.9-m) sea-level rise. We also investigated the impacts of allowing vegetation to migrate upslope and not allowing migration and of two land-use planning decisions (protection and abandonment of human-dominated areas). Not surprisingly, under all simulations we found a general trend of decreasing total potential LKMR habitat with increasing sea-level rise. Not allowing migration and protecting human-dominated areas both tended to decrease potential LKMR habitat compared with allowing migration and abandoning human-dominated areas. In conclusion, conservation strategies at multiple scales need to be implemented in order to reduce the impact of global climate change on biodiversity and endangered species. At the regional level, managers must consider land-use planning needs that take into account the needs of both humans and biodiversity. Finally, at the local scale those agencies that are in charge of endangered species conservation and ecosystem management need to rethink static approaches to conservation or else stand by and watch ecosystems degrade and species go extinct. This can be accomplished by bioclimatic reserve systems where climatically underrepresented areas are included in conservation planning along with the standard concerns of threat, opportunity, connectivity, and viability.  相似文献

This paper explains briefly the conceptual framework of an ecosystem-based multiple-use forest management planning focusing on biodiversity conservation and participation. Some results from a case study were documented to realize the implementation of the concept. A strong liaison between the related institutions and major stakeholders and the effective use of Geographic Information System (GIS) and Remote Sensing (RS) are necessary. Effective participation is evident only with the involvement of enthusiastic and skillful stakeholders. A case study of ??neada, Turkey, supported the idea that participation as communication has better possibilities to promote multiple-use forest management than participation as information gathering. Primary challenges relate to the effectiveness of conservation program, availability of coherent biodiversity data, capacity building; awareness, training, and common understanding of biodiversity and protected area concept; coordination among the related institutions and stakeholders; and willingness and enthusiasm of authorities to accept and implement the concept.  相似文献

Current international research focuses on topics like sustainable development, regional planning, environmental decision making and implementation, biodiversity conservation plus a number of other relevant issues, especially at times of economic crisis as today. Economic growth and environmental protection can go hand in hand, provided that decision makers develop and use tools and insights targeting in the implementation of successful and robust long term policies. This paper was developed in the framework of a European research project and implements a Multicriteria Mathematical Programming model that optimises the sustainable management of agricultural regions taking in account the available resources (land, labour, capital) and environmental parameters (agrochemicals, water consumption). The model achieves the optimum farm plan in the area combining different criteria to a utility function under a set of constraints and the spatial integration of the vulnerability maps of the regions into the model enables the regional authorities to design policies for the optimal agricultural development and the groundwater protection from the agricultural land uses. Furthermore, the model is used to simulate different scenarios and policies by the local stakeholders, due to changes on different social, economic and environmental parameters. In this way the decision makers can achieve alternative farm plans and agricultural land uses as well as to estimate economic, social and environmental impacts of different policies. The model has been applied to an agricultural region in Northern Greece and proved to be a valuable tool in the implementation of environmental policies and actions, especially in agricultural regions in a delicate balance as the study area.  相似文献

The goal of this article is to understand strategies by which both the environmental and poverty alleviation objectives of PES programs can be achieved cost effectively. To meet this goal, we first create a conceptual framework to understand the implications of alternative targeting when policy makers have both environmental and poverty alleviation goals. We then use the Grain for Green program in China, the largest PES program in the developing world, as a case study. We also use a data set from a survey that we designed and implemented to evaluate the program. Using the data set we first evaluate what factors determined selection of program areas for the Grain for Green program. We then demonstrate the heterogeneity of parcels and households and examine the correlations across households and their parcels in terms of their potential environmental benefits, opportunity costs of participating, and the asset levels of households as an indicator of poverty. Finally, we compare five alternative targeting criteria and simulate their performance in terms of cost effectiveness in meeting both the environmental and poverty alleviation goals when given a fixed budget. Based on our simulations, we find that there is a substantial gain in the cost effectiveness of the program by targeting parcels based on the “gold standard,” i.e., targeting parcels with low opportunity cost and high environmental benefit managed by poorer households.  相似文献

As human influences fragment native communities and ecosystems, remaining land must be better managed to conserve many elements of biodiversity. Much of this land is privately held, yet traditional private land-use management practices often further diminish biodiversity by promoting favored or edge-adapted species. Today, private land stewards are increasingly aware of and concerned about biodiversity, but little guidance exists for them to make land-use decisions incorporating principles and knowledge from conservation biology. Consequently, most management strategies are highly subjective. This article addresses that problem by introducing current conservation wisdom to management and use of private lands. The result is a model program for developing land management plans, with the goal of maintaining viable populations and natural distributions of native species and communities from a landscape perspective. The program establishes a protocol for classifying sites according to the importance of their species, communities, and other elements to global and regional biodiversity. These site classifications are based on the management objectives necessary to maintain important elements. Once managers classify a site, the program provides management standards, general stewardship principles, examples of land management strategies, and basic monitoring and evaluation procedures.  相似文献

Rapid deforestation has occurred in northern Thailand over the last few decades and it is expected to continue. The government has implemented conservation policies aimed at maintaining forest cover of 50% or more and promoting agribusiness, forestry, and tourism development in the region. The goal of this paper was to analyze the likely effects of various directions of development on the region. Specific objectives were (1) to forecast land-use change and land-use patterns across the region based on three scenarios, (2) to analyze the consequences for biodiversity, and (3) to identify areas most susceptible to future deforestation and high biodiversity loss. The study combined a dynamic land-use change model (Dyna-CLUE) with a model for biodiversity assessment (GLOBIO3). The Dyna-CLUE model was used to determine the spatial patterns of land-use change for the three scenarios. The methodology developed for the Global Biodiversity Assessment Model framework (GLOBIO 3) was used to estimate biodiversity intactness expressed as the remaining relative mean species abundance (MSA) of the original species relative to their abundance in the primary vegetation. The results revealed that forest cover in 2050 would mainly persist in the west and upper north of the region, which is rugged and not easily accessible. In contrast, the highest deforestation was expected to occur in the lower north. MSA values decreased from 0.52 in 2002 to 0.45, 0.46, and 0.48, respectively, for the three scenarios in 2050. In addition, the estimated area with a high threat to biodiversity (an MSA decrease >0.5) derived from the simulated land-use maps in 2050 was approximately 2.8% of the region for the trend scenario. In contrast, the high-threat areas covered 1.6 and 0.3% of the region for the integrated-management and conservation-oriented scenarios, respectively. Based on the model outcomes, conservation measures were recommended to minimize the impacts of deforestation on biodiversity. The model results indicated that only establishing a fixed percentage of forest was not efficient in conserving biodiversity. Measures aimed at the conservation of locations with high biodiversity values, limited fragmentation, and careful consideration of road expansion in pristine forest areas may be more efficient to achieve biodiversity conservation.  相似文献

This study explores how conservation and development are interlinked and quantifies their reciprocal trade-offs. It identifies interventions which hold a promise to improve both conservation and development outcomes. The study finds that development trajectories can either be at the cost of conservation or can benefit conservation, but in all cases sustained poverty negatively affects conservation in the long term. Most scenarios with better outcomes for conservation come at a cost for development and the financial benefits of payments for environmental services (PES) are not sufficient to compensate for lost opportunities to earn cash. However, implementation of strategies for reducing emissions from deforestation and forest degradation in locations with low population densities come close to overcoming opportunity costs. Environmental services and subsistence income enhance the attractiveness of conservation scenarios to local people and in situations where these benefits are obvious, PES may provide the extra cash incentive to tip the balance in favor of such a scenario. The paper stresses the importance of external factors (such as industrial investments and the development of the national economy) in determining landscape scale outcomes, and suggests a negotiating and visioning role for conservation agencies.  相似文献

The cost-effectiveness of biodiversity management of heather, herb-rich grassland and wetland habitats is compared between different farm types in the context of the Environmentally Sensitive Area (ESA) scheme in Scotland. Biodiversity is measured at two spatial levels. Costs to the public exchequer of habitat management are compared with private costs to the farmer. Biodiversity and cost are combined in cost-effectiveness ratios. Biodiversity, cost and cost-effectiveness differentials are found between farm types for all three habitats. Farms incur negligible opportunity costs in the management of all three habitats, implying farmer retention of compensating ESA management payments. It is concluded that greater account of biodiversity and cost characteristics of entrants to agri-environmental schemes would increase the costeffectiveness and transparency of schemes, and assist towards scheme assessment at the individual farm level.  相似文献

选取经济发达区原锡山市作为研究区域,以1982年和2005年土壤速效钾作为研究对象,分析探讨不同时空状态下区域土地利用变化对土壤钾含量的影响,以期获得较长时空条件下土壤质量对土地利用变化的响应。20年来,通过统计分析和独立样本t检验表明,原锡山市土壤速效钾含量增加了36.9mg/kg。变异函数分析表明,土壤速效钾的变异函数理论模型呈指数型,块金方差与基台值的比值、自相关阀值发生较大变化。kriging插值分析结果表明,土壤速效钾空间分布较简单,但空间变异明显。  相似文献

Habitat loss and modification is one of the major threats to biodiversity and the preservation of conservation values. We use the term conservation value to mean the benefit of nature or habitats for species. The importance of identifying and preserving conservation values has increased with the decline in biodiversity and the adoption of more stringent environmental legislation. In this study, conservation values were considered in the context of land-use planning and the rapidly increasing demand for more accurate methods of predicting and identifying these values. We used a k-nearest neighbor interpreted satellite (Landsat TM) image classified in 61 classes to assess sites with potential conservation values at the regional and landscape planning scale. Classification was made at the National Land Survey of Finland for main tree species, timber volume, land-use type, and soil on the basis of spectral reflectance in satellite image together with broad numerical reference data. We used the number and rarity of vascular plant species observed in the field as indicators for potential conservation values. We assumed that significant differences in the species richness, rarity, or composition of flora among the classes interpreted in the satellite image would also mean a difference in conservation values among these classes. We found significant differences in species richness among the original satellite image classes. Many of the classes examined could be distinguished by the number of plant species. Species composition also differed correspondingly. Rare species were most abundant in old spruce forests (>200 m3/ha), raising the position of such forests in the ranking of categories according to conservation values. The original satellite image classification was correct for 70% of the sites studied. We concluded that interpreted satellite data can serve as a useful source for evaluating habitat categories on the basis of plant species richness and rarity. Recategorization of original satellite image classification into such new conservation value categories is challenging because of the variation in species composition among the new categories. However, it does not represent a major problem for the purposes of early-stage land-use planning. Benefits of interpreted satellite image recategorization as a rapid conservation value assessment tool for land-use planners would be great.  相似文献

Agriculture is a key land user implicated in the causes of, and solutions to, the problem of biodiversity decline. The development, in the late 1990s, of farm biodiversity action plans (farm BAPs) represents an important step towards achieving greater farmer involvement in biodiversity and is the first specific attempt to devise a practical mechanism for meeting biodiversity targets at the farm level. In this paper the processes surrounding the design and implementation of farm BAPs are used to explore how farmers are responding to the biodiversity issue and to highlight challenges and opportunities being faced by the organizations delivering biodiversity to the farming community. It describes the formulation and operation of farm BAPs, and then moves on to present two conceptual domains, governance and ecological modernization, which provide a framework for interpreting the emergence of farm BAPs. Following a brief elaboration of methodology, the paper presents and discusses selected findings from empirical research into farm BAPs across the UK.  相似文献

Biosphere Reserves attempt to align existing biodiversity conservation with sustainable resource use, specifically for improving socio-economic circumstances of resident communities. Typically, the Biosphere Reserve model is applied to an established landscape mosaic of existing land uses; these are often socio-ecological systems where strict environmental protection and community livelihoods are in conflict, and environmental degradation frequently accompanies “use”. This raises challenges for successful implementation of the model, as the reality of the existing land-use mosaic undermines the theoretical aspirations of the Biosphere concept. This study focuses on the Kruger to Canyons Biosphere Reserve (K2C), South Africa; a socio-ecological landscape where formal conservation is juxtaposed against extensive impoverished rural communities. We focus on land-cover changes of the existing land-use mosaic (1993–2006), specifically selected land-cover classes identified as important for biodiversity conservation and local-level resource utilization. We discuss the implications of transformation for conservation, sustainable resource-use, and K2C’s functioning as a “Biosphere Reserve”. Spatially, changes radiated outward from the settlement expanse, with little regard for the theoretical land-use zonation of the Biosphere Reserve. Settlement growth tracked transport routes, transforming cohesive areas of communal-use rangelands. Given the interdependencies between the settlement population and local environmental resources, the Impacted Vegetation class expanded accordingly, fragmenting the Intact Vegetation class, and merging rangelands. This has serious implications for sustainability of communal harvesting areas, and further transformation of intact habitat. The distribution and magnitude of Intact Vegetation losses raise concerns around connectivity and edge effects, with long-term consequences for ecological integrity of remnant habitat, and K2C’s existing network of protected areas.  相似文献

The interest in improved environmental sustainability of agriculture via biodiversity provides an opportunity for placed-based research on the conceptualization and articulation of ecosystem services. Yet, few studies have explored how farmers conceptualize the relationship between their farm and nature and by extension ecosystem services. Examining how farmers in the Southern Piedmont of South Carolina discuss and explain the role of nature on their farm, we create a detail-rich picture of how they perceive ecosystem services and their contributions to the agroeconomy. Using 34 semi-structured interviews, we developed a detail-rich qualitative portrait of these farmers’ conceptualizations of ecosystem services. Farmers’ conceptualization of four ecosystem services: provisioning, supporting, regulating, and cultural are discussed, as well as articulation of disservices. Results of interviews show that most interviewees expressed a basic understanding of the relationship between nature and agriculture and many articulated benefits provided by nature to their farm. Farmers referred indirectly to most services, though they did not attribute services to biodiversity or ecological function. While farmers have a general understanding and appreciation of nature, they lack knowledge on specific ways biodiversity benefits their farm. This lack of knowledge may ultimately limit farmer decision-making and land management to utilize ecosystem services for environmental and economic benefits. These results suggest that additional communication with farmers about ecosystem services is needed as our understanding of these benefits increases. This change may require collaboration between conservation biology professionals and extension and agriculture professionals to extended successful biomass provisioning services to other ecosystem services.  相似文献

ABSTRACT: Landsat satellite Thematic Mapper (TM) data were used to assess regional soil moisture conditions. The mid-infrared (MIR) data of TM band 7 were overlain onto four principal land-use categories (Agricultural/Irrigated, Urban/Clearings, Forest/ Wetlands, Water) using a geographic information system (GIS). M data were used to assess four qualitative surface soil-moisture conditions (water/very wet, wet, moist, and dry) within each land-use category of a 208,354 ha southwestern Florida study area. The MIR response was inversely related to the qualitative surface soil-moisture content. Integration of Landsat TM MIR data with land use through GIS appears to be a useful technique for high-resolution regional soil moisture assessment, and further research to reline this technique is recommended.  相似文献

Information about the net benefits of land degradation treatment is required at the relevant management level, such as regional, local or site-specific, to assist decision makers in the allocation of funds to soil conservation. In this paper, estimates of regional opportunity costs of erosion and costs of treatment are used to derive benefit-cost ratios to assess the profitability of gully erosion treatment for localities in the wheat-sheep zone of New South Wales. These results are then used to develop site-specific models which predict benefit-cost ratios of treatment from land attributes including gully length, slope, soil type and land use. These predictive models form the basis of a rapid appraisal method to aid soil conservation decisions.  相似文献

It is important to adopt proper water and soil conservation and land-use planning in a watershed for lowering adverse impacts on reservoir water quality. Although reservoir watersheds occupy a large amount of land in Taiwan, high population density has exerted development pressures on such land. Therefore, the priority ranking of land-use restrictions for the subdivisions with different degrees of environmental vulnerability is necessary in watershed management. Since there are several criteria for evaluating the potential environmental impact from the subdivisions, multi-criteria analysis was applied as a technique for solving these problems in this study. The VIKOR method was applied to determine the best feasible solution according to the selected criteria, including geographical and meteorological factors. The objective of this study was to establish the priority ranking of land-use restrictions in the Tseng-Wen reservoir wastershed in southern Taiwan. The results show that subdivisions close to the outlet or reservoir area should have the priority of land-use restrictions.  相似文献

The paper defines the concept of land degradation and costs and effects of soil erosion. Through the concept of optimal levels of soil erosion, a conceptual model of the social costs of soil degradation is elaborated. The discussion focuses on the measurement aspects of the economic scarcity of soil in the agriculture sector. Reliable estimates of the true impacts of soil degradation can only be made if data on marginal damage costs and marginal conservation costs are available. The different scarcity indicators are evaluated and competitive land rental prices are considered as appropriate in indicating soil scarcity in agriculture.  相似文献

/ Much information is available on changes that occur in natural resources from both spatially-explicit data on environmental conditions and models of the interactions of these conditions and resources with human activities. The strategy for assessing land-use impacts on natural resources developed in this paper provides a framework for using relevant data and models to address questions of how management practices can promote both use and protection of resources. This assessment strategy integrates spatially explicit environmental data using geographic information systems (GIS) with computer models that simulate changes in land cover in response to land-use impacts. The computer models also simulate susceptibility of species to changes in habitat suitability and landscape patterns. The approach is applied to management of limestone barrens on the Oak Ridge Reservation in East Tennessee. Potential limestone barrens habitats are identified by overlaying appropriate soils, geology, slope, and land-use/land-cover conditions. Their validity is tested against known sites containing rare species that occur in these habitats. The location of habitats at risk in the aftermath of human activities is determined by using an available area model that identifies the size and proximity of sites that particular types of species can no longer use as habitat. The resulting risk map can be used in land management planning. The approach uses readily available in situ and remotely sensed data and is applicable to a wide range of locations and land-use scenarios.
