ABSTRACT: A partial production function for corn that considers the time and amount of water applications is determined. Examples are worked out by using data on site specific parameters for nine soil sites in the Great Plains Region repesenting various combinations of water holding capacity, pan evaporation, and average rainfall. It is found that soils with a low water holding capacity are more water and energy intensive in crop production and thus more vulnerable to fluctuations in net returns due to declining water tables or energy shortages. Despite this, farmers of low water holding capacity soils are likely to opt for irrigation. This points to the existence of a necessary, but sufficient, condition for socially inefficient use of ground water resources. This calls to question the property right concept in water created through the appropriation doctrine and the “law of capture.” This paper indicates the type of analysis that must be undertaken in order to make appropriate changes in laws governing water use.  相似文献

ABSTRACT: Increasing block-rate prices for irrigation water were implemented during 1989 in a 10,000-acre irrigation district in California's San Joaquin Valley. The program motivated improvements in irrigation practices that reduced the volume of water delivered to farm fields and the volume of drain water collected in on-farm drainage systems. The ratio of net crop water requirements to field deliveries increased from 0.65 in 1988 to 0.73 in 1989. The volume of drain water collected at a subset of 20 drainage systems was reduced by 351.1 acre-feet (11.5 percent). Estimated loads of salt, boron, and selenium were reduced by 2,407 tons (11.0 percent), 3.33 tons (11.0 percent), and 0.07 tons (9.2 percent).  相似文献

ABSTRACT: Artificial recharge as a means of augmenting water sup plies for irrigation is a management alternative which policy makers in ground water decline areas are beginning to consider seriously. A conceptual model is developed to evaluate the economic benefits from ground water recharge under conditions where the major water use is irrigation. The methodology presented separates recharge benefits into two components: pumping cost savings and aquifer extension benefits. This model is then applied to a Nebraska case to approximate the value of recharge benefits as a function of aquifer response. discount rate, and commodity prices. It was found that recharge benefits vary from less than $2 to over $6 an acre foot recharged.  相似文献

ABSTRACT: Due to the spread of Islam in the seventh century the number of pilgrims to the City of Makkah increased sharply, resulting in an acute water shortage. To solve this problem, galleries were built to collect water from the upstream of Wadi Naaman and transfer it to Makkah. Expansion of Makkah and the absence of any mapping of the galleries have resulted in the destruction of a part of the galleries. This caused a discontinuity of flow in the galleries and, consequently, the ground water table is rising at a rate of 0.48 m/yr, causing environmental problems. Research was conducted to rehabilitate the destructed part of the galleries, and to find an appropriate use for the ground water. The study found that the quality of the ground water is suitable for landscaping purposes, that is, for the irrigation of trees and ornamental plants.  相似文献

ABSTRACT: This paper computes estimates of the demand for surface irrigation water directly from disaggregated profit functions for fields in the San Joaquin Valley of California. It finds that treating delivered surface water and pumped ground water as separate, imperfectly substitutable inputs to production matters a great deal. We find substantial ranges of inelastic demand for delivered water, and thresholds across which demand then becomes highly elastic. The results imply that moves toward freer water markets could lead to large quantities reallocated from agriculture to urban uses in the Western U.S., but would require large price increases and would induce extensive ground water mining and major changes in cropping patterns. While these results are dependent on our particular model and simplifying assumptions, evidence exists that they may be robust.  相似文献

ABSTRACT .A study was conducted in two arid zones to determine the effect of saline water applied to various crops growing in coarse-textured soil, using trickle irrigation. The test crops responded most favorably to this new method of water application in terms of plant development and yield. The method provides us with the possibility of raising the permissible salinity level of irrigation water, and thus to increase the water reserves suitable for agricultural use in the world.  相似文献

ABSTRACT: Irrigated agriculture is one of the most important water-use sectors in terms of total water diversion and consumptive use. For at least the last 25 years, improving irrigation efficiency has been a widely advocated and accepted goal. This paper uses a sample of 16 Bureau of Reclamation irrigation projects to examine the pattern of average irrigation efficiency and change in efficiency over time. In general, the highest average efficiencies are found in the arid Southwest while the lowest are found in the semi-arid to sub-humid Great Plains region. Over the 22-year period of analysis, there has been no observable trend toward improvement in efficiency at any of the projects.  相似文献

ABSTRACT: A national and interregional programming model was used in projecting the impacts of alternative energy policies and prices on agricultural production, land use, and irrigation. The alternatives analyzed include (a) natural gas deregulation, (b) natural gas curtailment, (c) doubled energy prices, and (d) tripled energy prices. These alternatives are compared with a base alternative where prices and conditions are at normal levels. Restraints in the model control availability of water, land, nitrogen fertilizers, and energy. Water production functions were used to adjust water use to conform with projected energy prices and policies. Natural gas curtailment would have the largest effect on nitrogen use on irrigated land. Values or shadow prices for lands that remains in irrigation would increase under all of the alternatives because of reduced supply. Increased energy prices generally would increase use of surface water for irrigation and reduce use of ground water due to higher pumping costs. Reductions of 50 percent or more in ground water use would occur in the South Central and Western regions of the United States. Water supply prices increase under all of the alternatives; with the amount varying by regions and the policy or price situation.  相似文献

Out study deals with the demand for water and alternative agricultural production and land use patterns under varying prices for both surface and ground water. We derive irrigation water demands for both the United States and regions of it. Not only is a different amount of water used at each set of water prices but also a different mix of crops, livestock, and production technology develops among the different regions. Under the highest set of prices used, more than fourteen million acres are converted into dryland farming. Total irrigated water use decreases by more than 25 million acre-feet. Irrigated crop yields are reduced and cropping patterns shift away from irrigation. Commodity shadow prices increase as much as 15 percent under high prices for both surface and ground water. A redistribution of farm income occurs between irrigated and dryland regions.  相似文献

The paper describes an approach towards optimal allocation of surface and ground water resources to three agricultural areas in the Jordan Valley under conditions of scarce water supply. The optimizing model allocates water from three main rivers, each with reservoir storage, and from two ground water sources to three irrigation regions. Productivity of irrigation water, expressed as the net present value of the regional agricultural output, but allowing for crop water deficits, is first maximized using nonlinear programming. The allocation process then adopts techniques of linear programming to determine the least cost alternative based on the unit cost of water from each resource at each destination, as it varies with time.  相似文献

ABSTRACT: An allocation model for irrigation water cost, based on the Use of Facilities method, is presented. The model is developed for large-scale irrigation systems which may include multipurpose reservoirs, irrigation control works, pump stations and irrigation canals of various orders. The model accounts for the water conveyance losses as well as the water gains in the irrigation canals, and their effects on irrigation cost. It is applied to the irrigation distribution system of the Nile Valley in Egypt, which contains the High Aswan Dam, 16 irrigation structures, 12 pump stations, and numerous irrigation canals. The irrigation water cost at 29 areas representing the Nile Valley is determined.  相似文献

The International Drinking Water Supply and Sanitation Decade, which was inaugurated in November of 1980 is intended to focus attention and development efforts on the implementation of national drinking water supply and sanitation plans. This article briefly describes the background and goals of the Decade and analyses the findings and recommendations of a seminar on rural water supply held in Uppsala, Sweden in October of 1980. The meeting, which was jointly sponsored by the Government of Sweden, Uppsala University and the United Nations Department of Technical Cooperation for Development examined – among other issues – appropriate technology; operation and maintenance; monitoring and evaluation; and consumer-producer-donor relationships. La Décennie internationale de l'eau potable et de l'assainissement qui a été inaugurée en novembre 1980 a pour but d'attirer l'attention et de centraliser les efforts sur les plans nationaux pour la fourniture d'eau potable et pour l'assainissement. Cet article décrit brièvement les raisons et les objectifs de la Décennie. Il analyse les résultats et les recommandations d'un séminaire sur la fourniture de l'eau rurale qui s'est tenue à Uppsala, en Suède, en octobre 1980. La réunion qui a été organisée conjointement par le Gouvernement de la Suède, l'Université d'Uppsala et le Département des Nations Unies de la coopération technique pour le développement a étudié, entre autres, la technologie nécessaire, le mode opératoire et l'entretien, la supervision et les estimations, et les rapports entre consommateur, producteur et donateur. El Decenio Internacional del Agua Potable y del Saneamiento Ambiental que se inauguró en noviembre de 1980 enfocará la atención y los esfuerzos de desarrollo en la implementación de los planes nacionales de suministro de agua potable y saneamiento. Este artículo describe brevemente los antecedentes y metas del Decenio y analiza los resultados y recomendaciones de un seminario sobre suministro de agua en zonas rurales realizado en Suecia en octubre de 1980. ABSTRACT: A bromide tracer was used to evaluate percolate water and ion movement in the upper 1.2 m of soil at a proposed sewage effluent irrigation site located in the Missouri Ozarks. Two plots representing Doniphan silt loam and Crider silt loam soils were sprinkler irrigated with local ground water at a rate of 7.62 cm/week from June through August 1976. Soil water potential, percent soil moisture by volume, and background levels of bromide in soil water, ground water, and precipitation were measured at the study plots. Bromide exchange properties and saturated hydraulic conductivity of the soils were determined in the laboratory. During two selected time periods, irrigation water, was spiked with NaBr (5.0 mg/l Br). Bromide movement through the upper profile was quantified by soil water samples and post-sampling neutron activation analysis. Soil moisture was near saturatin in both soils when the Br tracer was applied. Bromide concentrations above background levels (0.023 mg/l Br, Doniphan silt loam and 0.016 mg/l Br, Crider silt loam) were detected within 2.60 hours at 0.9 m in the Doniphan soil and within 3.75 hours at that depth in the Crider soil. The rate of Br movement in the profile was greater in both soils than the measured saturated hydraulic conductivity, Bromide concentrations above background levels were present in soil water from the study plots for a minimum of 21 days after irrigation with the Br tracer.  相似文献

The concept of water conservation has increased in importance because of revisions in the rules and procedures for performing cost-benefit analyses of federal water projects. These revisions include a requirement that nonstructural and water conservation measures be incorporated into economic assessments of projects. Project analyses will now proceed as if water supplies were allocated “most effectively,” that is, to their highest valued uses. A related requirement provides that the net benefits of any project should now be valued using willingness to pay measures. A specific cost-benefit methodology accommodating the revisions is constructed and discussed. Informational requirements for applying this methodology are identified. In addition to being consistent with federal mandates, this technique offers important advantages over the traditional “requirements” approach to water supply planning.  相似文献

ABSTRACT: The rate of return on invested capital can be used as a guide to resource allocation by municipal water departments (MWD's) in the same way it is used in the private sector. To achieve economic efficiency, the target rate of return for MWD's should be the market rate of return as an approximation to the opportunity cost of capital. The actual internal rate of return for a sample of 30 California MWD's for the period 1970-1982 is calculated for this study. The operating internal rate of return varies across the sample MWD's from less than 2 percent to 14 percent. If 10 percent is taken as the opportunity cost of capital, 25 of the 30 MWD's were inefficient; i.e., earned less than 10 percent. Half the sample earned less than 5 percent. An examination of potential causes of low rates of return shows that low average water prices are the primary reason for the low rates of return. For efficient operation, MWD's should set a target rate of return equal to the opportunity cost of capital and adjust water prices so as to achieve that target.  相似文献

ABSTRACT: To help meet national energy demands, interest has been focused on the coal, oil shale, and uranium deposits of the Upper Colorado River Basin. Several energy output projections for the basin have been presented based upon water availability. Inherent in all these analyses are estimates as to the rate of water use in each energy development. New energy technologies are characterized by parameters extrapolated from small scale energy facilities. The data provide projected costs, conversion efficiencies, and material inputs and outputs. Alternative techniques for process cooling and solids handling provide variable rates of water use which affect other conversion parameters. Results from a mathematical model are used in analyzing the sensitivity of an optimal energy development strategy for the Upper Colorado River Basin. The impacts of alternative water use rates are investigated in terms of net energy output, total cost, and displacements in the development strategy. Similarly, controls and regulations on energy resource development are evaluated.  相似文献

ABSTRACT: Soil water was monitored by neutron scattering in six soils, three each within two drainage catenas in east-central Illinois, over a 15-month time span. The prairie soils have formed in: (1) 76–152 cm of silt loam, eolian sediments (bess) over glacial till (Catlin-Flanagan-Drummer catena), and (2) bess greater than 152 cm in thickness (Tama-Ipava-Sable catena). We characterized the water content of these soils over the total time span and for wet and dry climatic subsets, as an aid to potential irrigation decisions. Soils of the thin bess, C-F-D catena dried out to lower water contents and had greater soil water variability than did the thick bess soils. Under wet conditions, soil water contents in the two catenas were quite similar. Alleviation of surface and subsurface drying via irrigation would thus be more advantageous to yields on the C-F-D soils than on the T-I-S soils.  相似文献

ABSTRACT: Conflicts caused through development of urban areas in proximity to irrigated agriculture in water-scarce regions can be minimized through the direct urbanization of irrigated lands. This shifts the water supply from one use to another on the same site rather than creating an additional use in an adjoining area. This condition has prevailed in the Phoenix region. In the Tucson region, the municipality is buying and retiring farmland in an adjacent agricultural area, for the purpose of acquiring the water right in order to transfer water to municipal use. This land purchase is necessitated by existing Arizona water law, which ties the water to the land. This method of transfer creates problems concerning how much water can be transferred per acre retired; what to do with the abandoned farmland; inequities to agribusiness and taxing entities; and loss of food crop production which have not been resolved. An alternative to the retirement of farms, applicable in the Tucson region, is to exchange treated municipal wastewater for irrigation water. While this method appears to be the least disruptive, it requires the resolution of certain institutional problems concerned with land and water management method.  相似文献
