This paper identifies the coalitions involved in the topic of shale oil and gas development in India and identifies the circumstances surrounding a change in policy in 2013 by the Ministry of Petroleum and Natural Gas to promote shale exploration. Using the Advocacy Coalition Framework as the theoretical lens, the data are collected primarily from newspaper articles from 2010 to 2015 to identify coalitions, including actors’ positions, priorities, and interactions. The findings show the presence of a dominant advocacy coalition in favor of shale oil and gas development with priorities about energy security and a regulatory framework. The findings indicate some internal coalition disagreement, but stronger internal coalition agreement. Policy change was preceded by a spike in disagreement internal to the dominant coalition. This paper shows how a change in a dominant coalition can precede a change in policy, offers a replicable method of identifying and measuring coalitions via newspaper content analysis, provides a rare application of the Advocacy Coalition Framework outside of North America and Western Europe, and provides evidence of support for shale oil and gas development in India. 相似文献

ABSTRACTThe long-standing debate on environmental policy ‘leaders’ and ‘laggards’ lends itself to a new analysis following with the advent of the 2008 economic crisis. This paper, therefore, asks the question to what extent do European Union (EU) member states have the capacity and willingness to implement EU environmental policy amid austerity, budget cuts, and rising costs over the period 2008–2014. Building upon previous studies, 26 interviews with European, Greek and United Kingdom participants and records of environmental infringements, the paper provides a contemporary picture of the environmental policy ‘leader-laggard’ dynamic in Europe. The findings demonstrate that the impact of the economic crisis seems contestable and varies amongst member states, while the reduction in environmental infringements appears to have a link with the decrease in economic activity. Although environmental policy ‘leaders’ maintain patterns of strong implementation, the improved implementation performance of some ‘laggards’ reflects a shift in their implementation patterns amid a period of intense political and economic controversies. 相似文献

ABSTRACTLagos is undoubtedly the cultural capital and economic hub of the West African sub-region. The challenge of municipal solid waste management (MSWM) in the megacity has remained intractable due partly to the increasing rate of population growth. While solid waste policy reforms, investments, and management practices in Lagos are in the upswing in the formal economy, the role of the informal economy in engendering sub-regional material linkages and livelihoods remain unexplored. Adopting a multi-stakeholder approach and data from interviews, this study critically examines how value reclamation from informal MSWM advances green neoliberalism and inclusive development. It shows that while informal transboundary trade of recyclable materials in the West African sub-region have previously been left out of analyses of MSWM in Lagos, the informal economy of waste and new investments in MSWM have neoliberal underpinnings beyond the megacity scale. The paper concludes that integrating the informal economy in framing MSWM policy in the megacity offers scope for evolving an inclusive development strategy while also enabling sustainable MSWM in the post-2015 era. 相似文献

The aim of the present article is to examine the importance of public participation in the production and use of environmental science, with special reference to “expert citizens” who can facilitate and mediate between expert knowledge and lay people. The study of expert citizens is largely unexplored in Japan's environmental policy. As uncertainty, inherent in the complexity of environmental science, increases, there are calls for refashioning expert knowledge into a more citizen–expert interactive governance. In the USA, the way that lay people can participate in scientific knowledge application and policy-making is organised through grassroots and national environmental organisations, such as the National Resources Defense Council. In Japan, such professional associations that build networks of interaction with scientific experts, policy-makers, interest groups and the media, have yet to emerge on a wider scale. Nonetheless, voluntary citizens individually or collectively have developed their expertise over many years and have begun to play an intermediary role at the local level. This article will analyse the potential roles of expert citizens by conducting the case studies of two Japanese localities, Shiki and Joyo cities. 相似文献

The Ontario Government has recently released its latest Provincial Policy Statement (PPS), which includes a policy concerning wetland protection. This paper uses interviews with key respondents and the results of three separate case studies that examined the former PPS in order to assess the ability of the new policy to improve wetland conservation efforts in Ontario. The case studies include wetland conservation and urban stormwater management in the City of London for the periods 1978-1999 and 1978-2000, respectively. As well, agricultural drainage that occurred in the Township of Zorra for the period 1978-1997 is used to address this management dimension. While progress is evident, the current policy will be difficult to implement effectively because it inadequately deals with the fundamental aspects of management: fragmented jurisdiction, interagency communication, financial arrangements, enforcement, and promoting informed decision making. 相似文献

ABSTRACT The aim of this paper is to investigate the relationship between environmental policy stringency and CO2 emissions in BRIICTS (Brazil, Russia, India, Indonesia, China, Turkey and South Africa) for the period 1993–2014 after controlling for renewable energy, fossil energy, oil prices and income. We believe that this is the first attempt to use the recently OECD-developed environmental policy stringency index to test the effectiveness of environmental stringency policy in reducing CO2 emission in these countries. Applying the Panel Pooled Mean Group Autoregressive Distributive Lag (PMG-ARDL) estimator, we found an inverted U–shaped relationship between environmental policy stringency and CO2 emissions. This suggests that initially strict stringent environmental policy does not lead to improvements in the environment but after a certain level or a threshold point, environmental stringency policy leads to improvement in environmental quality. Renewable energy consumption was negatively related to CO2 emissions while fossil energy consumption and real oil prices and income were positively and significantly related to CO2. Our findings suggest that strengthening the stringency of environmental policies and promoting renewable energy are effective ways of preventing environmental degradation in BRIICTS countries. 相似文献

Drawing up environmental policy options is a complex activity which involves defining and weighing the merits and risks of various alternative courses of action governments could pursue. In its modern version, this task typically involves formal policy analysis or ‘policy appraisal’, that is, policy work specifically undertaken to generate and evaluate policy options in order to address problems or issues on a policy agenda. Indicators play a powerful but under-investigated role in this process. To shed light on this issue, the paper conducts a case study of the design and evolution of policy indicators in water security policy formulation, examining both their utilization and impact. The paper documents the origins of water security policy indicators; assesses their relevance and influence in policy formulation and identifies the reasons for the emergence of certain preferred indices, despite their having several well-known limitations. In particular, the discussion flags the significance of the political advantages surrounding their ease of use and interpretation, rather than their technical merits, as a key factor affecting the continued utilization and influence of specific indicators in environmental policy and planning. 相似文献

Mining is essentially a destructive developmental activity, where ecology suffers at the altar of economy. Unfortunately, in most regions of the Earth, the underground geological resources are superimposed by biological resources (forests). This is particularly evident in India. Hence mining operations necessarily involve deforestation, habitat destruction, biodiversity erosion and destruction of geological records which contain information about past biodiversity. Extraction and the processing of ores and minerals also lead to widespread environmental pollution.However, mankind cannot afford to give up the underground geological resources which are the basic raw materials for development. An unspoiled nature can provide ecological security to people but cannot bring economic prosperity. Scientific mining operations accompanied by ecological restoration and regeneration of mined wastelands and judicious use of geological resources, with search for eco-friendly substitutes and alternatives must provide the answer.A case study from the Bijolia quarrying area in Rajasthan, India, provides some sensational revelations of the impact of mining on the human ecosystem. 相似文献

Although various studies have shown that farmers believe there is the need for a producer-led initiative to address the environmental
problems from agriculture, farmers in several Canadian provinces have been reluctant to widely participate in Environmental
Farm Plan (EFP) programs. Few studies have examined the key issues associated with adopting EFP programs based on farmers’,
as opposed to policy makers’, perspectives on why producers are reluctant to participate in the program. A study adapting
Van Raaij’s (1981) conceptual model of the decision-making environment of the firm, and prospect theory on value functions
associated with the gains and losses from risky choices can be used to characterize how farmers perceive potential risks in
environmental farm planning. This framework can be used to assert that farmers are concerned about risks of public disclosure
of potentially incriminating environmental information from farms because the EFP program requirements for identification
and extensive documentation of farm information is perceived by farmers as facilitating the accessibility of environmental
information to the public, and public investigative efforts. Although the EFP program does not explicitly generate information
about the environmental conditions of a farm nor the disclosure of such information to the public, it creates the possibility
of generating and divulging potentially incriminating information that the farmer may want to treat as confidential. Yet,
alone, these risks of public disclosure concerns should not prevent farmers from participating in the EFP. Awareness of and
participation in environmental farm planning can be increased if farmers and policy makers understand what the risks are,
and how they arise. Aspects of the EFP process that have the potential to generate risk of public disclosure concerns relate
to farm reviews, documentation and record keeping, and corrective action plans. There are legal and policy instruments that

Quantification of the regional carbon cycle of the biosphere: policy, science and land-use decisions

This paper addresses some issues related to the carbon cycle and its utilization by society. Traditional uses for agriculture, forestry, as a source of fuel and other products, and for pastoral farming, among others, have recently been supplemented by identifying its potential for mitigating the increasing concentration of greenhouse gases in the atmosphere. Through the Kyoto Protocol, carbon has become a commodity and the CO(2)-absorbing capability of the vegetation and soils an economically valuable asset. The multi-facetted roles of the C cycle and its sensitivity to human activities present a demand for techniques that permit accurate, timely and affordable characterization of the various components of this cycle, especially on land where most human activities take place. Such techniques must satisfy a range of demands in terms of purpose, clients for the information, and biosphere properties. However, if successful, they offer the potential to support monitoring, reporting, policy setting, and management of terrestrial biospheric resources. The context for these requirements and possibilities is illustrated with reference to the China Carbon Sequestration Project and its findings. 相似文献

The socio‐economic fabric of single‐company mining towns needs to be carefully considered by both Government and companies in sustainability policymaking. Policy design and effectiveness in such towns are significantly impacted by the city's economic dependence on a single company. This paper explores the perceived effectiveness of government and voluntary private sector mining policies for pursuing sustainability in the historic mining town of Itabira, Brazil over a period of 20 years. Itabira serves as a worthwhile case study because it allows for an in‐depth and longitudinal analysis that can reveal valuable lessons to policymakers of different sectors and jurisdictions located elsewhere. Based on extensive face‐to‐face interviews and literature reviews, study results indicate that changes to the state environmental licensing policies in the 1990s led to significant socio‐environmental improvements in the area. The globalization of the mining company also contributed to an increase in the quantity and quality of voluntary industry policies. Recent technological improvements in the beneficiation processes of the mining company promises to extend the life of the mine to 2050. Although there are significant incremental socio‐environmental policies and programmes, sustainability remains an elusive vision in Itabira, with no clear objectives or monitoring and accountability mechanisms. ABSTRACTConceptualizing and analyzing collective policy learning processes is a major ongoing theoretical and empirical challenge. A key gap concerns the role of exogenous factors, which remains under-theorized in the policy learning literature. In this paper, we aim to advance the understanding of the role that exogenous factors play in collective learning processes. We propose a typology of exogenous factors (i.e. material, socioeconomic, institutional, discursive), and subsequently apply this in a comparative study of flood risk policymaking in two municipalities in the Netherlands. We find that exogenous factors are indeed essential for understanding collective learning in these cases, as the combined influence with endogenous factors can steer similar learning processes towards different learning products. We conclude our contribution by identifying two opportunities for further developing the collective learning framework, namely regarding the distinction of varying learning products, and the dynamics of exogenous factors over time. 相似文献

Following the intent of the National Environmental Policy Act of 1969, many states have adopted policies and procedures directing state agencies and local government units to evaluate the potential environmental impacts of development projects prior to their undertaking. In contrast to a rich literature on federal requirements, current understanding of state environmental review is narrowly focused and outdated. This paper seeks to provide information on the landscape of state environmental review policy frameworks. The paper identifies 37 states with formal environmental review requirements through a document review of state statutes, administrative rules and agency-prepared materials, and confirms this finding through a survey of state administrators. A two-tier classification is used to distinguish states based on the approach taken to address environmental review needs and the scope and depth of relevant policies and procedures implemented. This paper also provides a discussion of policy and programme attributes that may contribute to effective practice, and of the potential for adopting relevant legislation in states where environmental review is currently lacking. 相似文献

The scale and intensity of bushfire activity in Australia is likely to increase as a result of climate change. Effective bushfire management policy measures are therefore essential to minimise the interrelated social, environmental and economic impacts of fire in the landscape. This paper presents a historical review of bushfire management in the South West of Australia (SW): a bushfire prone and biodiverse region. Using a worldview framework to analyse key policy documents and literature, the paper demonstrates that the evolution of complex policy sectors such as bushfire management, is influenced not only by scientific and technical developments but also as a result of changing worldviews. Adapting the Integrative Worldview Framework (IWF), seven worldview categories that dominated particular periods of history in Australia are presented. These worldview categories are then used to examine the evolution of bushfire management practice, policy and institutional arrangements relevant to the SW. The argument presented herein is that a better understanding of worldviews and how they influence complex and contentious policy fields such as bushfire management, is useful for policy analysis, reflexive practice and research. The paper suggests an integrative worldview approach, which enables opportunities for exchanges and constructive conflict between stakeholders and agencies with diverse worldviews, could contribute to creating more sustainable bushfire management. Finally, it is argued that opportunities for Indigenous and Western worldview exchanges in the bushfire management sector, through collaborative knowledge partnerships could assist the sector in both management practice and policy formulation. 相似文献

Understanding the cost-effectiveness and the role of economic and policy instruments, such as the combined product tax-recycling subsidy scheme or a tradable permit, for scrap tire recycling has been of crucial importance in a market-oriented environmental management system. Promoting product (tire) stewardship on one hand and improving incentive-based recycling policy on the other hand requires a comprehensive analysis of the interfaces and interactions in the nexus of economic impacts, environmental management, environmental valuation, and cost-benefit analysis. This paper presents an assessment of the interfaces and interactions between the implementation of policy instruments and its associated economic evaluation for sustaining a scrap tire recycling program in Taiwan during the era of the strong economic growth of the late 1990s. It begins with an introduction of the management of the co-evolution between technology metrics of scrap tire recycling and organizational changes for meeting the managerial goals island-wide during the 1990s. The database collected and used for such analysis covers 17 major tire recycling firms and 10 major tire manufacturers at that time. With estimates of scrap tire generation and possible scale of subsidy with respect to differing tire recycling technologies applied, economic analysis eventually leads to identify the associated levels of product tax with respect to various sizes of new tires. It particularly demonstrates a broad perspective of how an integrated econometric and engineering economic analysis can be conducted to assist in implementing policy instruments for scrap tire management. Research findings indicate that different subsidy settings for collection, processing, and end use of scrap tires should be configured to ameliorate the overall managerial effectiveness. Removing the existing boundaries between designated service districts could strengthen the competitiveness of scrap tires recycling industry, helping to reduce the required levels of product tax and subsidy. With such initial breakthroughs at hand to handle the complexity of scrap tire recycling technologies, there remains unique management and policy avenues left to explore if a multi-dimensional solution is to be successful in the long run. 相似文献

This paper investigates social and environmental injustices in solid waste management in Kinshasa, the capital of the Democratic Republic of Congo. The urban poor in most parts of Kinshasa bear a huge encumbrance of the solid waste burden and face multiple challenges associated with poor management of solid waste. This situation has resulted in poor and unhealthy living conditions for the majority of the urban residents. The problem of solid waste management in Kinshasa has further been compounded by rapid urbanisation which has occurred in the face of poor urban governance, civil conflict and weak institutional set-up. The combination of these challenges has resulted in increased overcrowding, poor sanitary conditions, lack of water and an unprecedented accumulation of solid waste which have triggered a myriad of urban problems. The worst affected are the poor urban who reside in locations that receive little or no socio-economic services from the Kinshasa Municipal authority. Using secondary data collected through a desk study, this paper argues that the poor solid waste situation in Kinshasa is not only a health risk, but also presents issues of both social and environmental injustices. These issues are analysed within the context of evolving arguments that focus on the need to develop a pro-poor approach in solid waste management that may present an opportunity for achieving both social and environmental justice for the urban poor in Kinshasa. 相似文献

Waste disposal is an issue that is becoming increasingly important in policy terms in the European Union, and in Italy, a country showing strong geographical heterogeneity in waste management. This paper analyses the process of decoupling/delinking between economic growth and landfilling trends in a framework where economic, policy, geographical elements and spatial issues are all considered as drivers behind the phenomenon. We exploit an original and very rich provincial panel dataset over 1999–2005 for the 103 Italian provinces. Evidence shows that the observed ‘absolute’ decoupling between economic growth and landfilling is driven by a mix of structural factors. Among the main factors, population density, more than the provincial income level, emerges as a crucial driver: local opportunity costs and landfill externalities matter in shaping waste policies and local commitment to a transition away from landfilling of waste (landfill diversion). However, not only structural factors are relevant. If on the one hand landfill taxes are not a significant driver of the phenomenon, waste management tools, such as separated collection for recycling, and the tariff system connected to waste services, bring about significant effect on the amount of landfilled waste. Moreover, regarding the analysis of spatial interrelations across provinces, we note that the presence of incinerators in nearby provinces increases landfill diversion, due probably to free riding behaviour or intra-provinces ‘agreements’ on waste management; this is not true for nearby landfill sites, that cause for a given province a strong lock in effect. Future research could strengthen the analysis of policy effectiveness at regional level, focusing on policy endogeneity, and the full investigation of spatial correlations in waste disposal performances. 相似文献
