Although planning scholars often argue that public participation improves implementation outcomes, this relationship is rarely empirically tested. This study investigates how public engagement, during planning and after plan adoption, impacts on the speed of local government sustainability plan implementation. It includes a correlation analysis of quantized in-depth interviews with sustainability planners in 36 American cities. The study finds that individual characteristics of public engagement, both during planning and after plan adoption, had statistically significant relationships to implementation speed, but in some cases this relationship was negative. The correlations imply that sustainability planners can make strategic choices to improve implementation speed through public participation in plan creation and after plan adoption. Alternatively, planners also make choices during participatory planning that slow implementation, a problematic outcome when the ultimate goal of a planning process is on-the-ground change.  相似文献

This article describes a template for implementing an integrated community sustainability plan. The template emphasizes community engagement and outlines the components of a basic framework for integrating ecological, social and economic dynamics into a community plan. The framework is a series of steps that support a sustainable community development process. While it reflects the Canadian experience, the tools and techniques have applied value for a range of environmental planning contexts around the world. The research is case study based and draws from a diverse range of communities representing many types of infrastructure, demographics and ecological and geographical contexts. A critical path for moving local governments to sustainable community development is the creation and implementation of integrated planning approaches. To be effective and to be implemented, a requisite shift to sustainability requires active community engagement processes, political will, and a commitment to political and administrative accountability, and measurement.  相似文献

This paper applies an integrated approach to assessing urban sustainability in Dammam City, Saudi Arabia. The approach, based on geographic information systems (GIS), involves the evaluation of the planning process, the master plan and the land use activities resulting from planning. It concludes that some aspects of sustainability are not addressed by the planning process and the plan document. The planning process and the plan document addressed economic sustainability issues more than social and environmental issues. The result of the GIS-based sustainability assessment of the study area produces similar findings. The paper develops a sustainable planning guidance and makes some recommendations based on the findings.  相似文献

Smart growth and sustainability planning have, in recent years, become central issues in planning discourse. Scholars have argued that planning capacity at the local government level is critical for smart growth planning, and that planners have a fundamental role to play in advancing local and regional sustainability. In this paper, we investigate the extent to which local planning capacity enables communities to promote more sustainable, smart growth residential development. Based on a 2013 survey of 38 county and 53 municipal governments in the state of Wisconsin, USA, this study finds that the majority of the sample communities have permitted residential developments characterized as transit-oriented, New Urbanist, mixed use, infill developments, or conservation subdivisions as alternatives to low-density, automobile-dependent conventional developments. The study also finds that jurisdictions with higher planning capacities are more likely to overcome significant barriers to more sustainable residential development.  相似文献

Recent Italian laws mandate the consideration of environmental factors in local plans, especially at the provincial level of government. The plan for the province of Cremona in northern Italy illustrates the integration of the environment in provincial-level planning. The Cremona plan was developed through an ecological planning approach that occurred from 1994 to 1998. As part of this process, the planning team designed an environmental sustainability index. This index was integrated with an environmental capability analysis. To improve the quality of the Cremona landscape, the planning team developed an ecological network. This network seeks to weave together the natural areas of the province, especially by connecting provincial parks to regional river parks throughout Lombardy. The experience of the Cremona provincial plan has implications for environmental management elsewhere in Italy, Europe, and abroad.  相似文献

Public participation in planning is frequently linked to ideas of environmental justice and sustainability; yet, despite the voluminous literature on the topic, the reaction of frontline planning professionals to the broadly pro-participation agendas of central and devolved government in Great Britain has not been sufficiently examined. This is important because of their role in implementing such agendas, and the space for frontline professionals to shape the contours of reform. Drawing on extensive empirical material, I explore the reaction of local authority planners to participation policies, finding divided opinion as to whether more participation is needed to improve planning, but a strong framing of participation as something requiring careful management. I conclude that planners are broadly supportive of participation so long as they are in control, which can be understood through an institutionalist perspective that suggests there will be a similar reaction to further, ongoing, efforts to make planning more participatory.  相似文献

Many cities today face challenges related to urban growth. This is also the case in Oslo, currently one of the fastest growing capitals in Europe. In order to prepare for the population growth, a new municipal master plan has been prepared. In this, sustainable development is a prominent concept, and the urban district is going to be densified as part of the strategy. This paper examines some obstacles of turning planning theory into practice. There is a lack of coherence between municipal goals and the actual outcome. The analysis indicates that the official strategy is not able to cater for social sustainability partly due to institutional constraints. Moreover, there is no concise understanding of what sustainability means, which in turn hampers the ability to operationalise the concept in urban planning.  相似文献

ABSTRACT: The state of Texas passed legislation in 1997 that established a process for developing a 50‐year state water plan through a bottoms‐up approach involving representation from at least 11 recommended special interest groups. Moorhouse Associates Inc. was contracted to develop and implement a Public Participation Plan for the South Central Texas Region. The two goals of the public process were to take planning information out to the public and to provide a format for bringing the public opinion back to the planning group. The overall goal of the project was to provide public input throughout the planning process that will facilitate the development of a water plan that is widely accepted by the public. By using county government to establish focus groups, participation was encouraged from all of the twenty‐one counties in the region. The tools used in the process included an Internet site, surveys, focus groups, public meetings, community group presentations, media communications, and newspaper clippings. The public participation process as implemented, maintained communication throughout the planning process and at key decision points. This ongoing communication helped alleviate an initial uneasiness with the integrated resource planning approach.  相似文献

In this paper we examine and compare communication processes aimed at building social networks and increasing citizen engagement in two communities participating in a municipal sustainability planning (MSP) pilot programme in Alberta, Canada, initiated by the Alberta Urban Municipalities Association (AUMA). Data were gathered through qualitative semi-structured interviews and documentary review. In soliciting citizen engagement, each community utilised a variety of communication methods, based on available resources and on-going evaluation of community responses. In both cases, citizens developed a shared vision of a preferred future for their community, aided by a reconfiguration of their internal and external social networks. In addition to drawing upon and strengthening bonding relationships within the community, bridging relationships with external actors and agencies promoted knowledge mobilisation that aided in planning and transitioning towards sustainability. Both communities faced challenges as well, which the authors discuss in relation to the sustainability of MSP planning.  相似文献

ABSTRACT. The water resources manager, concerned with providing for citizen needs for water in all its varied aspects, is obliged to consider the public interest in his decision making. But the public interest, although inferring the superiority of public over purely private interests, is more of a concept of political ethics than an operational objective. Recent attacks on water resources developments place in question just how responsive the water resources manager has been to the public at large during the planning process. The recent broadening of planning objectives beyond economic efficiency to include greater attention to social goals is an encouraging development. Efforts should be expanded toward greater citizen participation and more attention should be given to sampling surveys to determine citizen attitudes on water resources proposals. In the last analysis, the decision-making process must combine the expertise of the water resources manager and the participation of the people through the political process.  相似文献

The European Landscape Convention indicates that assessment of different dimensions that exist in landscapes should be taken into account in planning. In this study, we first investigated ecological, cultural and social values as perceived by the local people in a highway-planning process in Sweden. Next, we explored which factors influenced the local people's participation in the road-planning process. We used questionnaires, planning documents and the Theory of Planned Behavior to investigate the relations between different factors and local people's participation in the planning process. The results showed that people presumed the ecological values in the landscape to be adversely affected by the new road, while the social values would remain the same. Landowners had heard of the participatory-process, but few participated. Those who lived within 300 m of the road were more active in the planning process than people living further away. The findings suggest that people living within a few hundred metres of the road should be treated as key stakeholders in the planning process. The involvement of other stakeholders, and when in the public participation process stakeholders should be involved, is also discussed.  相似文献

土地利用总体规划是国民经济和社会发展规划的重要组成部分,是统筹城乡建设、加强土地管理的基础,是实现世界上最严格的耕地保护制度的基本手段。在新一轮土地利用总体规划修编之际,对上轮规划存在的主要问题从宏观层面上进行了分析与探讨,有助于新一轮规划的科学编制和有效实施。简要介绍了规划修编的背景,并对本轮规划修编的网上调查结果进行了分析。通过回顾和分析上一轮土地利用总体规划实施过程中存在的主要问题,提出本轮规划修编应以统筹城乡发展、加强部门协调、促进节约集约、合理增加弹性、提高公众参与等为理念,并就本轮规划的重点与难点方面提出了建设性的意见和建议。  相似文献

The planning process for wind farm projects appears to be a complicated matter in many cases. Despite the positive attitude towards wind power in general, local wind farm projects often face strong opposition. The aim of this study is to shed more light on residents’ perceptions of participation in the planning process of wind farms. This study is based on interview data (N?=?22) and survey data (N?=?291) collected from residents living near two Finnish large-scale onshore wind farms built about 1.5 years before the data were collected. The results indicate that residents’ participation in the planning process was rather passive and the vast majority of the respondents perceived that they did not have an opportunity to participate. Quite interestingly, perceived participation in the planning process resulted in a decrease in acceptability in terms of perceived well-being. Furthermore, the results indicate that the need for participation does not expire after the planning process for a wind farm has concluded. Thus, project developers should be prepared to continue communication with residents after the planning phase.  相似文献

Public participation in decision making is a central component of the planning process; however, implementing effective engagement initiatives to resolve complex planning and policy problems, such as climate change, is challenging for planners. These challenges are particularly acute in coastal communities throughout Australia, where many settlements are at risk of future climate perturbations. Using the International Association for Public Participation framework for public participation, we analyse three local government led public participation initiatives in New South Wales, Victoria and Tasmania, Australia. Our analysis suggests there are three critical factors that can influence the level of public participation in the context of climate change adaptation: the technocratic approach to decision making; absent high order government support; and the lack of evaluation mechanisms for public participation.  相似文献

This article discusses the potential of Geographic Information Systems (GIS) to become an information technology enabling groups of people to participate in decisions shaping their communities and promoting sustainable use of natural resources. It explains the concept of participation in the context of planning and decision making. In this context Participatory GIS (PGIS) offers tools that can be used to help the public become meaningfully involved in decision making processes affecting their communities. Following an overview of research on PGIS and its current status the article presents two recent studies of PGIS in water resource planning; one involving the use of computer generated maps representing simple information structures and the other involving the use of more sophisticated information tools. The synthesis of both studies provides the bases for discussing the prospects of PGIS to empower citizens in making decisions about their communities and resources.  相似文献

ABSTRACT: The 15 federal-state interagency river basin studies (designated as Type 2 or Level B in the planning program of the Water Resources Council) of the 1960's brought together in each of the study regions, in many cases for the fist time, state and federal water resources agencies, and afforded an opportunity for coordination. Examination of the studies, however, reveals that many organizational problems remain to be solved in preparing truly comprehensive plans that effectively integrate and balance the diverse values held by study participants and concerned citizens. Burgeoning changes in state and federal laws, in planning concepts, and in public attitudes influenced the studies. Increased interest in the environment and greater emphasis on a multiple objective approach to planning for example, had significant effect. The type of organization used for carrying out these studies was a coordinating committee with one of the agencies - in most cases, the Corps of Engineers, - serving as lead agency. Some of the observed weaknesses of this arrangement were the lack of an effective mechanism for screening individual agency project proposals; unbalanced participation of agencies - for example, construction vs. non-construction, state vs. federal; agency representatives without sufficient delegated authority; insufficient control of the planning organization over individual agency participation and punctuality; and lack of emphasis on plan formulation and public participation. Suggested improvements, some of which are already being implemented in more recent studies include centralized planning staff and funding, formalized work agreements, a dynamic and continuous planning process with mechanisms for monitoring technological and social changes and evaluating planning effectiveness, planning guidelines and evaluative criteria, and a formalized training program for planners.  相似文献

/ Environmental impact assessment (EIA) has been identified as an important instrument for facilitating sustainability. However, to do so requires the integration of sustainability into EIA theory and practice. The sustainability concept is a valid and important environmental management perspective. However, many issues and obstacles need to be addressed further if the concept is to be translated into practical strategies. Sustainability can potentially infuse EIA with a clearer sense of direction, an ethical foundation, a mechanism for establishing priorities and assessing choices, and a means of linking EIA to other environmental management instruments. Conceptually, EIA and sustainability can be integrated, but frameworks should be refined, adpated to context, and linked to related initiatives. Sustainability should be explicitly incorporated into EIA legislation, guidelines, and institutional arrangements. An experimental approach to testing, assessing, and sharing experiences is suggested.A framework is first presented that defines and characterizes the sustainability concept. A further framework is then described for integrating sustainability into EIA at the conceptual level. The integration of sustainability and EIA at the regulatory level is next addressed through an overview of sustainability initiatives in EIA requirements in Canada. The Canadian examples include many promising initiatives but these and other experiences will need to be monitored, shared, and integrated into comprehensive environmental management strategies. The advent of democracy in South Africa in 1994 has resulted in a radical law reform process, new systems of governance, and significantly transformed planning and decision-making processes. At the same time, principles of sustainability, integration, participation, social and environmental justice have also been placed squarely on the South African political agenda. Local government has become the intended focal point for addressing the socio-economic needs of local communities and sustainable service delivery, with the principal tool for achieving these developmental objectives the Integrated Development Plan (IDP). This paper examines the available policy frameworks, including those at the national level, guiding incorporation of environmental sustainability considerations into IDPs and highlights difficulties of achieving this in practice. Ideas for moving beyond rhetoric to practical mainstreaming of environmental sustainability considerations in IDPs are provided.  相似文献

This paper explains briefly the conceptual framework of an ecosystem-based multiple-use forest management planning focusing on biodiversity conservation and participation. Some results from a case study were documented to realize the implementation of the concept. A strong liaison between the related institutions and major stakeholders and the effective use of Geographic Information System (GIS) and Remote Sensing (RS) are necessary. Effective participation is evident only with the involvement of enthusiastic and skillful stakeholders. A case study of ??neada, Turkey, supported the idea that participation as communication has better possibilities to promote multiple-use forest management than participation as information gathering. Primary challenges relate to the effectiveness of conservation program, availability of coherent biodiversity data, capacity building; awareness, training, and common understanding of biodiversity and protected area concept; coordination among the related institutions and stakeholders; and willingness and enthusiasm of authorities to accept and implement the concept.  相似文献

Infrastructure resilience has become a primary objective for homeland and national security organizations over the past decade. Recent initiatives have focused on resilient building design, and one approach under consideration is a voluntary resilience certification program for commercial buildings. The intent of this program would be to encourage the adoption of resilient design practices in construction and planning of the buildings. While resilience may be a frequently discussed concept within the security communities, its level of awareness within the construction, design, insurance, and building owner communities is not well known. Given the voluntary nature of the certification program under consideration, program development requires a comprehensive understanding of resilience as defined by the commercial building stakeholders. Toward this end, Sandia National Laboratories conducted a study of stakeholder perspectives on resilience to ascertain factors that would serve as motivation for participation in the resilience certification program. This paper describes how Sandia performed the study and the resulting conclusions. One of the key conclusions that the study found is that the term resilience is unfamiliar to many and inconsistently defined across the industries. Those familiar with the term frequently linked it to sustainability concepts. The study also found that increased participation in the resilience certification program is very likely affected by demonstrable returns on resilience investments and a public–private partnership model for program administration.  相似文献
