Cities throughout the world are key sites for energy sustainability activities. However, analysis of such efforts to date has focused on a sub-set of atypical cities: early adopters and/or world cities. This article undertakes a case-study analysis for an ordinary city, Philadelphia, PA in order to assess the extent to which prior research provides adequate policy explanation for ordinary cities and to gain empirical insight on two under-researched aspects: policy actors, and the policy-making and implementation sites (action sites) for urban energy sustainability. Overall, the types of policy drivers, modes of governance, and enabling factors and barriers in the Philadelphia case fit with prior studies. Focusing on actors and action sites, however, offers insight on the city’s relative policy-making approach based on “non-controversy”, the key role of third-sector actors in both policy-making and implementation, and the diversification of action sites through external-level policy-making operationalised locally nevertheless at the expense of reduced control by urban actors. These findings lead to recommendations for urban energy sustainability research and practice.  相似文献

ABSTRACT

The quest for sustainability signals a departure from industrialist presuppositions about the human capacity to control nature that had hardly been questioned during the modern era. Environmental politics, indeed, entered the public scene with warnings of environmental crisis that disrupted industrialist assumptions and supported a call for a dramatic change in course. As environmental problems became part of an agenda of sustainable development, however, there came a shift from a disruptive politics towards professionalization and a managerial emphasis. A reflexive approach to sustainability needs to reconsider the relevance of politics while also thematizing problems of history and power. The concept of ‘developmental constructs’, which Harold D. Lasswell offered as part of his proposal for a reflexive project of contextual mapping, is advanced here as relevant to that end. Comparing the early interventions of Rachel Carson and Amory Lovins to Lasswell's conception of developmental constructs, the article maintains that such proposals for sustainable futures highlight the importance of a political connection.  相似文献

This study analyzed discourses influencing the meaning of Sustainable Forest Management in Catalonia (Spain) and the effects of the European Natura 2000 policy on these discourses. It focused on the Montseny area and on the Administration and Practitioner stakeholder groups. Based on literature review and interviews, we found six discourses influencing the meanings of Sustainable Forest Management. Two of these discourses underwent changes due to the effects of Natura 2000 implementation while the others did not, showing the substantial role played by local elements and actors in shaping the discursive framework of Sustainable Forest Management. Based on empirical findings, the study provided conclusions valid at European level: (1) implementing Natura 2000 does not mean revolutionizing local nature conservation systems, but rather adapting them to European requirements; (2) in order to increase local policy impact, the implementation of European environmental policies needs to be backed up by economic compensation of local actors.  相似文献

Extensive research has been done on the 'high politics' of negotiations of international environmental agreements. However, little attention has been paid to the effectiveness of their implementation after coming into force. Effectiveness cannot be easily measured, since different stakeholders use different criteria as the basis of their opinion. The purpose of this study is to investigate discourses on the effectiveness of an international environmental regime. The regime chosen is the Mediterranean Action Plan (MAP) - and its legal framework, the Barcelona Convention - which was established in 1975 under the aegis of the United Nations Environment Programme (UNEP). Q methodology was used to reveal discourses on the effectiveness of UNEP/MAP. After collecting relevant literature and identifying the stakeholders, 25 in-depth interviews were conducted. The stakeholders were from the Secretariat of the Convention, academia, NGO workers, and others that studied or knew the subject well. From these interviews 294 statements were extracted, from which 44 were finally selected to be used in the Q study. The interviewees were approached for the second time to complete the Q sorts. This study revealed four distinct discourses concerning the effectiveness of international environmental regimes. It concludes that there is no one 'right' way of defining effectiveness and that no approach can provide more than a partial evaluation of the overall effectiveness of a regime.  相似文献

In this study we evaluate the accuracy of four global and regional forest cover assessments (MODIS, IGBP, GLC2000, PROARCA) as tools for baseline estimation. We conduct this research at the national scale for Costa Rica and for two tropical dry forest study sites in Costa Rica (Santa Rosa) and Mexico (Chamela-Cuixmala). We found that at the national level, the total forest cover accuracy of the four land cover maps was inflated due to an overestimation of forest in areas with an evergreen canopy. However, the four maps greatly underestimated the extent of the deciduous forest (dry forest); an ecosystem that faces high deforestation pressure and poses complications to the mapping of its extent from remotely sensed data. For the tropical dry forest sites, all maps have low forest cover accuracies (mean for Santa Rosa: 27%; mean for Chamela-Cuixmala: 56%). This has implications for policy implementation.  相似文献

The promotion of development projects based on the commercialization of non‐timber forest products has increased in recent decades, showing a positive contribution to rural development; yet it has led to controversial approaches in resource preservation. This paper examines the case of Candelilla wax from the Chihuahuan Desert in northern Mexico, identifying its potential contribution to poverty alleviation in marginal areas, and its unique opportunity to access potential markets of a wide variety of industries all around the world. In this paper, the authors base their analysis on three main aspects: social, economic and environmental. Potential benefits that could be obtained from the collaboration of private institutions, development organizations, policymakers and rural producers through integrated rural development projects are featured.  相似文献

This paper aims to contribute to the ongoing debate on the use of resource accounting tools in regional policy-making. The Northern Limits project applied material flow analysis (MFA) and ecological footprinting (EF) to regional policy-making in Northern Ireland over a number of years. The early phase of the research informed the regions first sustainable development strategy which was published in 2006 with key targets relating to the EF and improving the resource efficiency of the economy. Phase II identified the next steps required to address data availability and quality and the use of MFA and EF in providing a measurement and monitoring framework for the strategy and the development of the strategy implementation plan. The use of MFA and EF in sustainable regional policy-making and the monitoring of its implementation is an ongoing process which has raised a number of research issues which can inform the ongoing application and development of these and other resource accounting tools to within Northern Ireland, provide insights for their use in other regions, and help set out the priorities for research to support this important policy area.  相似文献

This study corroborates the importance of United Nations Sustainable Development Goal 7 (SDG-7), intended to ensure access to affordable, reliable, sustainable energy for all, and SDG-8, designed to promote decent work and sustainable economic growth. This article is motivated by the highlighted SDGs and empirically explores the long-run and causality relationship between energy consumption, urbanization, trade openness, and economic growth for annual frequency data from 1965 to 2021 for the case of Mexico. To this end, we leverage the use of fully modified ordinary least squares, dynamic ordinary least squares, and canonical regression estimation methods, while for the direction of causality, the gradual shift and wavelet coherence methods are used. According to the Autoregressive distributed lag (ARDL), the bounds test traces a long-run relationship between the outlined variables over the sampled period. Empirical evidence validates the energy-induced growth hypothesis. This result resonates with the causality analysis, where energy consumption drives economic growth one way in Mexico. This suggests that Mexico cannot embark on energy-conservative policies, as such actions will hurt economic progress. In addition, unidirectional causality is seen between urbanization, trade openness, and economic growth. These findings have far-reaching implications for economic growth and macroeconomic indicators in Mexico. More insights are highlighted in the concluding section.  相似文献

Dutch disease and, more recently, resource curse thesis have been critical issues for development of resource abundant economies. This paper attempts a comparison between Indonesia and Mexico in their policy adjustments to the oil boom with special reference to the Dutch disease. There exists a striking contrast, especially in their fiscal, foreign borrowing, and exchange rate policies, and confirms the conventional understanding that a booming government should be conservative, as was the case in Indonesia, in its macroeconomic management to avoid the Dutch disease. Equally significant, investment use of oil revenues to strengthen the tradable sector is another factor responsible for Indonesian success. Mexico provides a clear-cut example of the resource curse thesis, but Indonesia is an exception.  相似文献

The integration of socio-economic and environmental objectives is a major challenge in developing strategies for sustainable landscapes. We investigated associations between socio-economic variables, landscape metrics and measures of forest condition in the context of Portugal. The main goals of the study were to 1) investigate relationships between forest conditions and measures of socio-economic development at national and regional scales, 2) test the hypothesis that a systematic variation in forest landscape metrics occurs according to the stage of socio-economic development and, 3) assess the extent to which landscape metrics can inform strategies to enhance forest sustainability. A ranking approach and statistical techniques such as Principal Component Analysis were used to achieve these objectives. Relationships between socio-economic characteristics, landscape metrics and measures of forest condition were only significant in the regional analysis of municipalities in Northern Portugal. Landscape metrics for different tree species displayed significant variations across socio-economic groups of municipalities and these differences were consistent with changes in characteristics suggested by the forest transition model. The use of metrics also helped inform place-specific strategies to improve forest management, though it was also apparent that further work was required to better incorporate differences in forest functions into sustainability planning.  相似文献

/ Public participation in environmental management decisions has frequently led to conflict. This paper examines the role of environmental values in fueling these conflicts, based on a data base and sample content analysis of written public comments solicited in 1994 regarding the highly contentious Clinton Forest Plan (also known as Option 9) proposed for management of federal forests in the US Pacific Northwest. The analysis considered whether those respondents favoring more versus less environmental protection than was offered in Option 9 held entirely different values, identifying which antagonistic values appeared to be most fundamental and where (if at all) values consensus occurred. It also compared values emanating from respondents within and outside the affected region, although few major differences were detected in this regard. Results suggest that strong values differences did exist among those preferring greater versus less environmental protection, in particular as concerned the extent, form, and spatial and temporal scope of justification of their positions, their ideas of forests, and the appropriate role of people in forest management. Disagreement concerned far more than purely environmental values: a major point of difference involved human benefits and harms of the proposed forest plan. Indeed, both sides' positions were overridingly anthropocentric and consequentialist-a values orientation that almost inevitably spells conflict in light of the commonly differentiated social impacts of environmental management decisions. Although public involvement in environmental management thus cannot be expected to lead to a clear and consensual social directive, the Pacific Northwest case suggests that viable environmental management solutions that take this range of values into account can still be crafted.KEY WORDS: Environmental values; Public participation; Clinton Forest Plan; Pacific Northwest  相似文献

The management of urban transportation systems represents one of the most formidable challenges for local government that generates several problems related to the well-being and the comfort of the public that commute and travel in their daily life. Improvements to various policies and practical measures can move us closer to the ideal of sustainable urban areas with sustainable urban transportation systems. Nevertheless, these aspirations in no way ensure unanimity over the most effective actions to take and the extent of their benefits. In response, a mathematical model has been developed for decision-taking purposes using multi-criteria analysis adapted to urban transportation systems. This model not only takes account of environmental parameters, but also examines economic, social and urban models, the characteristics and condition of the transport fleet and freight distribution vehicles, in order to generate a sustainability index value for the transportation system of urban areas.  相似文献

This study aims to contribute to the field of urban planning by applying policy mobilities and transfer theories to a case study of the Capital Regional District and its 13 municipalities in British Columbia, Canada, in order to analyse and understand the dynamics of how sustainability is governed locally, with a special focus on barriers to sustainability policy mobility. The empirical material is primarily based on interviews with key stakeholders who guide policy development and creation in the region to inform an understanding of how sustainable development initiatives are developed and shared. This study finds that while there is interest and demand in sustainability, policy-makers are frustrated with their lack of success in implementing sustainability programmes. While there are some instances of policy sharing and transfer among municipalities in the region, there is a clear desire for more exchanges which would allow municipalities to respond more effectively to the demands placed upon them. Significant barriers to policy mobility are also identified, in particular, an unclear understanding of sustainability, a culture of competition and hostility among municipalities, difficulty with the process of transfer itself, and a lack of time, money and resources. These barriers are in part a result of a broken governance structure which does not provide clear leadership to the municipalities, sets municipalities to be competitive with each other and provides ineffective support for municipalities through an unwieldy regional administrative body which is not well regarded by the municipalities.  相似文献

This work is part of a larger project, which aims at investigating the environmental sustainability of the Province of Siena and of its communes, by means of different indicators and methods of analysis. The research presented in this article uses ecological footprint and biocapacity as indicators to monitor the environmental conditions of the area of Siena, thus complementing previous studies carried out using Emergy, greenhouse gases balance and other methods. The calculations have been performed in such a way as to enable a disaggregation of the final results according to the classical categories of ecologically productive land and of consumption, but also according to citizen's and public administration's areas of influence. This information allows us to investigate in detail the socio-economic aspects of environmental resource use. Among the notable results, the Siena territory is characterized by a nearly breakeven total ecological balance, a result contrasting with the national average and most of the other Italian provinces. Furthermore, the analysis has been carried out at different spatial scales (province, districts and communes), highlighting an inhomogeneous territorial structure consisting of subareas in ecological deficit compensated by zones in ecological surplus.  相似文献

Urban sustainability literature calls for new governance relations to support green urban agendas. Privileging non-hierarchical relations, this literature fails to address the means by which organisations create these capacities. The author interviewed public, private and community environmental leaders in metropolitan Chicago regarding their disposition toward creating boundary spanning organisations (BSOs) in addressing the City's Environmental Action Agenda. Their responses reflect engaged efforts to enhance cross-boundary sharing of information, resources, and power. However, they also reflect the decisive role of central authority in initiating this process. These findings suggest the complexity of urban governance in transitions toward sustainability and the opportunities they provide to explore the implications of on-the-ground practice.  相似文献

Neighbourhoods are increasingly gaining attention as planning units of great potential for contribution to sustainable development. Many assessment tools such as LEED-ND, BREEAM Communities and CASBEE-UD have been developed to examine the sustainability of neighbourhood development projects. Some of these tools are claimed to be suitable for assessment in different contexts, and LEED-ND has already been utilised in various countries. This study investigates the viability of using global standards through a series of comparative case studies. One certified case from each of the aforementioned tools is chosen and evaluated against its non-corresponding assessment tools. Selected cases are, respectively, Hoyt Yards, MediaCityUK and Koshigaya Lake Town. Results of this study provide evidence that casts doubt on the viability of using global standards. The paper concludes that neighbourhood sustainability assessment should be regarded as a pluralistic practice. This implies that any realistic and reliable assessment should take account of the specificities of specific locations and varying needs of different stakeholders.  相似文献

Summary Iron and steel have been used in India since ancient times (possibly as early as 5000 BC). There are several references to the use of iron and steel in the Vedic literatures. The rust and corrosionfree iron pillar of Qutub Minar in Delhi, built 1500 years ago and the steel girders used in the temples of Orissa around AD 700–1200 still bear the testimony of these early industries. Steels are in great demand today but the large steel plants provide a limited range of steel mostly consumed in building and construction activities. In India, heavy machine tools, locomotives, automobiles, aviation, ship building and engineering tools require super grade steels with various specifications and these are met by mini iron and steel industrial plants. There are approximately 160 such plants mostly situated in big cities and towns. There are several economic and ecological advantages of these mini steel plants. They mostly use iron and steel scrap and other kinds of iron wastes from large industries as their raw material, contrary to the large plants which use iron ores as primary raw materials, the extraction processing and utilization of which involves severe environmental damage by way of deforestation and air and water pollution. Mini steel plants consume much less water and energy. The government of India has given a number of incentives to the mini steel industries by way of exemption from income tax, custom and excise duties, depreciation and investment allowances and rebates on charges for consumption of water and electricity.Dr Rajiv K. Following the United Nations Conference on Environment and Development, the concept of sustainability in general and of urban sustainability in particular has become increasingly significant in the course of the 1990s. Even if the environmental problems of cities are far from being solved, one can interpret this development as a change in the relationship between society and nature on both a discursive and a material level. At the same time the transition from Fordism to post-Fordism has given rise to new forms of urban entrepreneurialism, with an absolute priority to economic competitiveness on the one hand and sharpened social conflicts on the other. Looking at the case of the Hamburg region, the article discusses the interaction of these processes. Contrary to the understanding of sustainability as a broadly accepted policy goal it conceptualizes sustainability as a terrain of conflict. As such, we will argue, the sustainability concept and the underlying change in social relations with nature contribute to containing the contradictions of capitalist societalization, which in the transition to post-Fordism have become more visible again. The servicising approach in vineyard protection is considered a valid alternative to achieve decoupling between the economic and environmental performance of viticulture. In this paper, a policy package is designed to promote the uptake of a servicised model of vineyard protection in an area of smallholding viticulture. In doing so, a specific methodology based on a step by step protocol has been followed that aims to come up with a package that is effective, implementable and socially as well as politically acceptable. The paper concludes on the importance of combining several policy instruments in a policy package to realise the political objective. The proposed viable policy package includes incentives that support the companies’ shift towards offering crop protection solutions, further development of IPM solutions and instruments that encourage farmers to reduce the use of pesticides and collectively hire crop protection services.  相似文献

The concept of sustainable development is debatable within the mining context as the fact that mineral resources are non-renewable makes mining inherently unsustainable. The need for a realistic definition of sustainability that can be applied to mining is important, in light of claims by the industry that sustainable development principles underpin aspects of their operations. Furthermore, the socio-economic upliftment that should logically follow the implementation of these principles is not visible in many mining areas. Within the theoretical frameworks of intermediate sustainability, our study aimed to determine the level of sustainability that is appropriate for the mining context. The evaluation of community perspectives within the Rustenburg platinum region in South Africa as a case study, based on qualitative information derived from structured questionnaires and informal interviews brings further clarity. We found out that the environmental and social costs associated with mining were high, while economic benefits to surrounding communities were low. The perceptions of community and corporations were found to contrast sharply: the reality experienced by community members fell well short of the optimistic scenarios presented in the corporate social responsibility reports of the mining companies, which has implications for the mining industry in the area. The Rustenburg region is typical of mining areas, more especially the developing world, and application of a realistic sustainable development concept here can help the mining industry elsewhere to move its operations onto a genuinely more sustainable path.  相似文献
