By creating attitudinal rifts among partisan voters, political polarization is expected to negatively affect chances of effectively mitigating climate change. While such expectations generally have found support, less attention has been paid to the opposite claim that political consensus should eliminate the partisan dimension in climate change politics. This study tests this claim by studying how party identification, and party cues specifically, affects public policy attitudes in a context defined by political consensus. Using data from a large online access panel in Sweden, party identification and party cues are shown to matter for policy attitudes even in a consensus context. This effect is not limited to certain issues but is found across a wide range of policies, and the effect of party cues, for a given issue, varies across parties. The implications of this study and areas for future work are discussed.  相似文献

Scientific knowledge, it is argued, is insufficient to overcome climate skepticism. Spiritual truth is proposed as a way to do so. First, the cases of Eric Holthaus and Paul Kingsnorth are examined. Though they knew about climate change, they were only able to tell the truth and act on it after a personal collapse that transformed them. Telling the truth in this way carried a political force that their previous advocacy did not. These figures help animate and adapt Foucault’s notion of spiritual truth for climate change. Finally, this theory of spiritual truth is compared to Naomi Klein’s argument that climate science determines political truth and Bruno Latour’s argument that politics should decide the truth of climate science. Spiritual truth accommodates the insights these perspectives provide while adding transformation as a key element for telling the truth about climate change.  相似文献

ABSTRACT

Recent research into the best ways to mobilize people to act on climate change suggests that careful, and relatively positive, emotional framing is critical. However, environmental non-governmental organizations (ENGOs) need to not only mobilize publics, but also attract media coverage. If the media prefers negativity or is skeptical of ENGOs’ emotive appeals, are ENGOs’ emotional frames damaging their ability to gain media attention? Quantitative sentiment analysis is used to identify emotional framing in a targeted case study of 350.org’s public press releases and their subsequent media coverage. The results suggest that appropriate emotional frames for mobilization are not necessarily detrimental to gaining media attention, and that ENGO press releases influence media coverage, when they are used. Several concrete suggestions emerge for how ENGOs might use press releases more effectively, if they seek to influence the media’s emotional tone on climate change.  相似文献

Issue frames portraying climate science as uncertain are cited as a key impediment to new climate change and energy policies. However, some have recently argued that the debate over policy impacts, especially policy impacts on consumers, has become more politically salient than the debate over science. This study applies qualitative content analysis to 340 documents from the conservative think tank, the Heartland Institute, to test whether certain policy frames have become more common among leading opponents of climate policy in the United States. The results indicate a continued reliance on science framing, with more directed attacks on climate scientists and fewer frames stressing the uncertainty of climate science. An increase in the use of policy frames related to effects on consumers also suggests that opposition to climate policy is taking new forms as the political debate evolves, with ramifications for climate change policy opposition on an international scale.  相似文献

The politics of climate change is much discussed, but there has been little investigation into how politicians themselves understand or articulate the issue. Corpus analysis, a method developed within linguistics, is used to investigate how UK politicians talk about climate change, using the example of the 2008 Climate Change Bill. Corpus techniques, including keyword analysis, collocation and semantic tagging, are used, alongside critical reading of the text. The analysis shows that politicians frame climate change as an economic and technical issue, and neglect discussion of the human and social dimensions. They are selective in their use of scientific evidence, with little mention of abrupt or irreversible change. In doing so, they attempt to ‘tame’ climate change, rather than confronting difficult realities. While this strategy has the benefit of political acceptability, it does not allow for discussion of the full political and social implications of climate change, and precludes more radical responses.  相似文献

How do choices among information sources reinforce political differences on topics such as climate change? Environmental sociologists have observed large-scale and long-term impacts from news media and think-tank reports, while experimental science-communication studies detect more immediate effects from variations in supplied information. Applying generalized structural equation modeling to recent survey data, previous work is extended to show that political ideology, education and their interaction predict news media information choices in much the same way they predict opinions about climate change itself. Consequently, media information sources serve as intervening variables that can reinforce and, through their own independent effects, amplify existing beliefs about climate change. Results provide empirical support for selective exposure and biased assimilation as mechanisms widening political divisions on climate change in the United States. The findings fit with the reinforcing spirals framework suggesting partisan media strengthens climate change beliefs which then influences subsequent use of media.  相似文献

The relationship between racial attitudes and public opinion about climate change is examined. Public opinion data from Pew and American National Election Studies surveys are used to show that racial identification and prejudices are increasingly correlated with opinions about climate change during the Obama presidency. Results show that racial identification became a significant predictor of climate change concern following Obama’s election in 2008, and that high levels of racial resentment are strongly correlated with reduced agreement with the scientific consensus on climate change. These results offer evidence for an effect termed the spillover of racialization. This helps further explain why the public remains so polarized on climate change, given the extent to which racial grievances and identities have become entangled with elite communication about climate change and its related policies today.  相似文献

ABSTRACT

The implications of state size for the party politics of climate change are examined, and in particular its effect in facilitating or impeding cross-party consensus on the issue. This issue is explored through an in-depth, qualitative comparison of Australia and Norway, which are shown to be comparable in important respects yet differ in terms of their size and climate politics. Original primary data is presented from 44 interviews with policymakers and policy-shapers in both countries, which shows that, to the limited extent that state size moderates the parties’ behaviour, it is the countries’ geographical – not economic – size that matters. Institutional factors are found to play a more significant role, however, and the corporatist features of state-business cooperation, strong ENGOs and compensatory welfare arrangements are highlighted as particularly important.  相似文献

The concept of environmental citizenship is employed as an analytical tool to determine what kind of climate citizenship(s) the citizen-directed material in the European Commission’s climate change campaign is constructing. The research material is read, analysed and interpreted through elements attached to environmental citizenship: the realm of activity, political space, depth of activity, level of activity, citizen virtues, citizen rights and responsibilities and conception of the environment. The results suggest that climate citizenship is considered mainly as a private sphere activity performed by individuals and consists mainly in small adjustments in daily life. Climate citizens are motivated to everyday-life mitigation by personal benefit, greenhouse gas emissions and preserving natural resources.  相似文献

There is a substantial body of literature on public understandings of large-scale ‘environmental’ phenomena such as climate change and resource degradation. At the same time, political science and economics analyse the governance arrangements to deal with such issues. These realms of research rarely meet: there has been little research into people’s understandings of the governance of environmental change. This study adds a psychological perspective to governance research by investigating social representations of governance that promotes societal change towards sustainability, and related practices. It examines data from qualitative interviews with sustainability-interested people in seven European countries (n = 105). The analysis identified building blocks of representations suitable as an analytical framework for future research on governance representations. The diversity of their content reflected a range of pathways to societal change. Representations often seemed to have a creative function as a guiding vision for individuals’ own practices, but their wider transformative potential was constrained.  相似文献

Political parties are important actors in domestic climate politics. What drives variation in parties’ climate policy preferences? To contribute to a growing literature on the party politics of climate change, we focus on the roles of public opinion, party competition, and parties’ traditional policy preferences in shaping parties’ climate policy preferences in Denmark and Ireland. In case studies that draw on in-depth interviews with policy practitioners, we show how parties respond to public opinion, accommodate issue-owners, and are powerfully constrained and enabled by their existing preferences. These mechanisms also help to explain different responses on climate policy across the left-right spectrum. Competition between mainstream parties is particularly powerful, but can constrain as much as it enables ‘greener’ climate policy preferences. While climate change may be a distinctive problem, the party politics of climate change features similar incentives and constraints as other domains.  相似文献

The oil and gas industry has traditionally been reticent to engage with the issues surrounding climate change, typically being cast as a laggard. Yet, over recent years, the sector has begun taking on a more active role in climate governance, doing so in a variety of capacities – as initiators, catalysts and participants in industry-led or multi-stakeholder efforts. The Oil and Gas Climate Initiative is reviewed, as a case study to illustrate emerging climate leadership within the global oil and gas industry. In 2015, its members committed to a two-degree pathway. The paucity of research on the nascent role of oil and gas firms in climate governance is addressed.  相似文献

Questions of equity, gender, power and rights are central to environmental justice in climate mitigation schemes such as REDD+ (Reducing Emissions From Deforestation and Degradation). Drawing on the ideas of co-benefits and safeguards, the strategies for challenging mainstream discourse on gender in REDD+ – from the outside and within – are examined of two organisations that have attempted to bring a political concept – gender – into the largely technical discourse of climate policy. The analysis points to the risks of co-option that women’s organisations face, trying to challenge and change the mainstream discourse on gender in climate policy-making. The need for diverse and flexible strategies for resistance and influence in order to seize opportunities that may arise in countering the depoliticising force of global climate governance are highlighted.  相似文献

Mainstream policy responses seek to utilize market mechanisms in an effort to minimize costs for major emitters of greenhouse gases. Presumably, this should win over some climate change deniers who align themselves with think tanks promoting free markets and economic growth. Yet, climate change deniers and free-market activists are as staunchly opposed to market-based climate policy as they are to any other form of climate mitigation. In order to understand why climate change deniers reject market-based policy proposals, an archive of free-market environmental newsletters was analyzed for themes of economic opposition. This analysis revealed how climate change deniers rely upon the concept of a regulatory cartel to connect economic opposition to climate policy with attacks on scientific evidence. Because professional scientists do not operate under conventional private-market incentive structures, neoliberal climate change deniers frame scientific knowledge as an attack on economic freedom when utilized to guide policy governing environment–economy relationships.  相似文献

To analyze the factors affecting US public concern about the threat of climate change between January 2002 and December 2013, data from 74 separate surveys are used to construct quarterly measures of public concern over global climate change. Five factors should account for changes in levels of concern: extreme weather events, public access to accurate scientific information, media coverage, elite cues, and movement/countermovement advocacy. Structural equation modeling indicates that elite cues, movement advocacy efforts, weather, and structural economic factors influence the level of public concern about climate change. While media coverage exerts an important influence, it is itself largely a function of elite cues and economic factors. Promulgation to the public of scientific information on climate change has no effect. Information-based science advocacy has had only a minor effect on public concern, while political mobilization by elites and advocacy groups is critical in influencing climate change concern.  相似文献

Which organisations saw their positions on two contentious issues reflected in the Irish climate law of 2015, and what role did advocacy coalitions play in the policy process? These questions are answered drawing theoretically from the Advocacy Coalition Framework (ACF) and by conducting a network analysis of survey data collected from the organisations involved in the national climate policy process. The study finds that several institutionally important or economically powerful organisations, particularly those involved in the agricultural sector, as well as the government parties saw their preferences reflected in the law. This resulted in legislation that excluded binding emission reductions targets, differentiating it from similar laws introduced in other European countries. Organisations in favour of stronger regulation formed a coalition to advocate for their positions, but they largely failed to get their way.  相似文献

Moral foundations theory argues that moral reasoning is widely observed and fundamental to the legitimacy of relevant governance and policy interventions. A new analytical framework to examine and test how moral reasoning underpins and legitimizes governance and practice on adaptation to climate change risks is proposed. It develops a typology of eight categories of vulnerability-based and system-based moral reasoning that pertain to the dilemmas around adaptation and examines the prevalence of these moral categories in public discourse about specific adaptation issues. The framework is tested using data on climate change impact, adaptation, and societal responsibility, drawn from 14 focus groups comprising 148 participants across the UK. Participants consistently use moral reasoning to explain their views on climate adaptation; these include both vulnerability-based and system-based framings. These findings explain public responses to adaptation options and governance, and have implications for the direction of adaptation policy, including understanding which types of reasoning support politically legitimate interventions.  相似文献

Strategic lawsuits against public participation (SLAPPs) brought against the environmental movement in the UK since the 1990s are examined. SLAPPs, a form of Green backlash, have been mobilised across a wide range of policy areas that have seen vigorous campaigning and protest by the movement, including roads, GMOs and, more recently, climate change. SLAPPs are typically regarded as a threat, designed to close down democratic free speech and protest. However, in the UK, there are some notable cases where the environmental movement has been able to use agency to convert what may appear as a legal threat into a positive legal or media opportunity.  相似文献

A new framework for analysing subnational policymaking is applied to climate governance in the ‘twin towns’ of Newcastle upon Tyne and Gelsenkirchen. Low levels of resource interdependence between central and local government in England mean that Newcastle Council has to rely heavily on other horizontal actors to achieve its climate objectives. In contrast, Gelsenkirchen Council receives substantial support from higher tiers of government, which gives it greater control over policymaking within the locality. Greater independence between tiers of government can make it more difficult for subnational bodies to adopt the kind of ambitious policies that may be necessary to combat wicked and/or significant policy challenges such as climate change. Instead, interdependent ‘joint-decision’ systems, which facilitate mutual support across tiers of government, may be better equipped to ensure that subnational public bodies have the capacity to act appropriately.  相似文献

The climate change policy design of the Lee Myung-bak administration was the outcome of interest group politics around the greenhouse gas and energy target management scheme, carbon taxes, and the emission-trading scheme. Using qualitative methods, this research examines powerful stakeholders and their interests at play in Korea’s climate change policymaking processes. It also links the political economy of climate change policy to the legacy of the ‘developmental state’ and examines environmental developmentalism in the design of the three climate change policies. The Lee administration strongly promoted environmental developmentalism, which created a new growth engine in an environmental field, while bolstering manufacturing businesses and excluding the views of environmental non-governmental organisations from the target-management and the emission-trading schemes. The Lee administration also sought to facilitate pro-business measures such as low taxes, which led it to reject a carbon tax. Therefore, environmental developmentalism was central to the politics of the Lee administration’s climate change policy design.  相似文献
