The role of American leadership in the UN climate negotiations that produced the 2015 Paris Agreement is examined. First, United States (US) climate goals are identified. Then, utilizing unique survey data collected at eight UN climate summits between 2008 and 2015, the extent to which the US was recognized as a leader by potential followers is investigated. Finally, the extent to which US goals are reflected in negotiation outcomes is evaluated. Recognition of the US as a leader varied over time, peaking at the UN climate meetings in Copenhagen and Paris, reflecting US leadership in shaping the outcomes of both meetings. Although the results reveal a divided leadership landscape in which the US must compete for leadership with other actors, such as the European Union and China, US leadership was crucial to the successful adoption of the Paris Agreement.  相似文献

A Capability Approach is adopted to critically analyse, in the interests of Climate Justice, whether the Paris Agreement is likely to adequately protect human and non-human Capabilities from the worst impacts of climate disasters. The mitigation, adaptation, and loss and damage provisions of the Paris Agreement are not convincing. Adaptation offers only a modest response to climate change, compared with mitigation, and current financial commitments to fund adaptation in developing countries are far too low. Consequently, the Parties to the United Nations Framework Convention on Climate Change have a long way to go in their negotiations before they have any hope of meeting their agreed temperature goals, and protecting human and non-human Capabilities from climate disasters.  相似文献

The regulatory contribution that preferential trade agreements (PTAs) make to global climate governance is assessed through an analysis of climate-related provisions found in 688 PTAs signed between 1947 and 2016. Provisions are analyzed along four dimensions: innovation, legalization, replication, and distribution. Innovative climate provisions are found in several PTAs that are in some cases more specific and enforceable than the Kyoto Protocol and the Paris Agreement. Nonetheless, these climate provisions offer limited progress because they remain weakly ‘legalized’, fail to replicate broadly in the global trade system, and were not adopted by the largest greenhouse gas emitters. Despite the inclusion of innovative climate provisions in a number of PTAs, their poor design and weak replication position them as some of the weakest environmental provisions within PTAs.  相似文献

ABSTRACT

Existing scholarship on climate governance has not sufficiently considered the relationship between climate leaders/pioneers and followers. Because of the global commons nature of climate change, unilateral leadership or pioneership by one or a small number of actors will be insufficient to combat climate change effectively. The need to take seriously the relationship between leaders and followers is all the greater in the wake of the 2015 Paris Agreement, which emphasises diffuse, bottom–up action. The relationship between leaders and followers in polycentric climate governance is unpacked in this contribution. What types of actors can be climate followers? Through what pathways can followership emerge and how can we capture the essential characteristics of leader–follower relationships? What conditions facilitate (or hinder) followership? The utility of the approach is illustrated using cases of EU climate leadership and (non-) followership of other actors.  相似文献

ABSTRACT

The East-West divide within the EU over climate policy has been frequently discussed. There is a tendency in the literature to focus on Poland and ignore the other countries in the central and eastern European region. Here it is argued that the institutionalised cooperation between the four countries in the Visegrad Group (the Czech Republic, Hungary, Poland and Slovakia) provides a crucial component for an understanding of how the participating countries approach EU climate negotiations. Here it is suggested that the group is important as a bargaining coalition but also as a reference point for the development of shared ‘Visegrad’ norms in the field. This is based on a case study of the Czech Republic’s approach to the 2014 negotiations on the 2030 climate and energy framework and the country’s cooperation with the other Visegrad countries on the issue.  相似文献

Why do some governments have more environmentally friendly policies than others? Part of the answer involves governing parties’ ideological positions on environmentalism and the constraints imposed by executive institutions. Here, this party-based explanation is elaborated and tested with uniquely comparable indicators of national environmental policies for governments in 27 countries in the European Union (EU). The findings show that governments with parties that emphasized environmental protection in their manifestos are more likely to propose pro-environment policies during EU-level negotiations. However, the effect of ideology is mediated by the centralization of the national executive branch. In centralized national executives, the environmental positions of prime ministers’ parties affect policies, while in decentralized national executives, the positions of environment ministers’ parties are relevant. The findings have implications for understanding the impact of parties’ environmental positions on government policies, as well as for policy making in coalitions more generally.  相似文献

Reporting on the origins and directions of social movement strategy on climate and energy issues in the last decade, the shifts in ‘climate movement’ practice are discussed using a neo-Polanyian account of the political economy of climate change combined with sociological analysis of the strategic decisions campaigners reported making. Since the mid-2000s, Australia’s climate movement has been engaged in three concurrent arenas of political contestation. The longest-standing arena of movement activity has been negotiations over climate policy. More recently, activists and communities are engaged in a struggle over the expansion of fossil fuels. A third contest has been waged over the present and future position of renewable energy technologies in Australia’s electricity market. In the wake of climate policy failure, energy campaigns have been deepened, and it seems that a broader energy justice agenda is being forged. New strategic dilemmas are visible in the field.  相似文献

ABSTRACT

The momentum achieved for unilateral carbon taxes in seven European countries is examined. Why is it that small countries, despite being vulnerable to forces of international competition, have been able to implement carbon taxes? A review of national experiences does not suggest that the share of fossil fuels in the energy mix defines the room for such taxes, or point to a strong role for traditional left-right ideology. Rather, it is deep-seated patterns of national policy styles with neo-corporatist traits, providing a protective device for the open economies of small countries, which condition the introduction of carbon taxes. The associated routines of decision-making offer coordination mechanisms for proactive macroeconomic policies in which carbon taxation can find a place. Parliamentary democracies with proportional representation, as is common in the smaller countries, provide access to government for political parties that pursue carbon taxation. These in turn sensitise larger political parties to climate concerns, as they benefit from institutionalised practices and routines for problem-solving and consensus-seeking.  相似文献

Years of research show that left-leaning individuals are more supportive of environmental policies than right-leaning individuals. The explanation for the lower level of support among right-leaning individuals is their stronger preference for economic growth and lower acceptance of intervention in markets. However, recent cross-national studies have questioned whether the effect of ideology on environmental support is universal. A Swedish survey experiment shows that the effect of ideology varies greatly depending on how individuals think about the environment. Specifically, it demonstrates that if environmental support is contrasted with economic growth, then the effect of ideology is stronger as opposed to when environmental support is not juxtaposed with economic growth. Furthermore, among people who strongly perceive the environment as a left–right issue, there is a larger divide between left and right.  相似文献

Technologies for Solar Radiation Management (SRM) could limit global warming by manipulating the Earth’s radiation balance. A major objection to SRM is the termination problem: the catastrophic consequences that are likely to result from its sudden discontinuation. The termination problem limits the reversibility of policy choices and poses the risk of inadvertent or enforced program collapse. It is often considered a major impediment to the governability of SRM. In a first attempt to systematically engage with the question of institutional design for resolving the termination problem, the scenarios in which the termination problem arises as well as their respective drivers are identified. Scenarios and drivers are then used to derive institutional solutions in the form of excludable benefits, scientific oversight and phase-out mechanisms. While other objections to SRM may remain valid, it is concluded that the termination problem raises fewer challenges for international governance than is usually assumed.  相似文献

Corporate climate leadership and its relationship with state regulations are discussed. First, a typology defining corporate climate leadership is introduced and distinguished from the other strategic behaviours corporations may adopt in response to climate change. A conceptual framework to explore the mechanisms enabling corporate climate leadership within a given policy system is then presented. This framework is applied to two big Swiss food retailers, considered as typical of corporate climate leaders, firms that showed an early interest in climate protection, as a result of ecological values, third actors’ lobbying and particular market incentives. Most importantly, the two companies were set in motion by a regulatory framework that featured stringent policy goals associated with flexible instruments and economic sanctions. The importance of these findings for understanding the role of corporate leadership in polycentric climate governance is discussed.  相似文献

The normative debate surrounding consumption-based emissions accounting, conceived of as a method for constructing national emissions inventories, is investigated. The focus is to examine whether such accounting would be more just than the current method of production-based accounting. It is argued that there is no good reason to think that consumption-based accounting would be less just, and some reason to think that it would be more just. The consequences of this for the overall question of whether to adopt consumption-based accounting are also investigated.  相似文献

This article argues that population policies need to be evaluated from macro and micro perspectives and to consider individual rights. Ecological arguments that are stringent conditions of liberal democracy are assessed against a moral standard. The moral standard is applied to a series of reasons for limiting procreative rights in the cause of sustainability. The focus is directly on legally enforced antinatalist measures and not on indirect policies with incentives and disincentives. The explicit assumption is that population policy violates the fairness to individuals for societal gain and that population policies are incompatible with stringent conditions of liberal democracy. The author identifies the individual-societal tradeoff as the "rapid reproducers paradox." The perfect sustainable population level is either not possible or is a repugnant alternative. 12 ecological arguments are presented, and none are found compatible with notions of a liberal democracy. Three alternative antinatalist options are the acceptance of less rigid and still coercive policies, amendments to the conception of liberal democracy, or loss of hope and choice of noncoercive solutions to sustainability, none of which is found viable. If voluntary abstinence and distributive solutions fail, then frugal demand options and technological supply options both will be necessary.  相似文献

The ways in which climate adaptation is understood in the European Union is examined via three key policy documents: the Strategy on adaptation and the Green and White Papers that preceded it. Drawing on Poststructuralist Discourse Theory, light is shed on the implicit values and assumptions that underpin this recent policy initiative. The findings demonstrate a tension between the declared ambition to act on adaptation and implicit suggestions that nothing really has to change, and the challenge can be addressed by market and technological innovations, and by mainstreaming adaptation into existing sectoral policies. The policy discourse effectively serves to depoliticize choices societies make in response to climate change, presenting adaptation as a non-political issue. Insight into European adaptation discourse enables deeper understanding of recent policy developments and opens up possible entry points for critique.  相似文献

Ecological citizens are increasingly encouraged to adopt ‘precautionary consumption’ – a set of practices aimed at shielding them from the potential health harms of exposures to everyday toxics. The utility and the effects of precautionary consumption in relation to common chemical exposures are investigated. Precautionary consumption is not only of questionable utility, but is fundamentally misguided as an approach for inspiring antitoxics organizing. The failure of this approach is in part due to its assumption of a naturally bounded, autonomous individual who is able to maintain an impermeable boundary between herself and the environment. Drawing on the work of material feminist theorists, it is argued that Gabrielson and Parady’s notion of corporeal citizenship, an approach that places bodies into a complex web of material, ecological relations entangled with the social, offers several strategic advantages for framing resistance strategies.  相似文献

Scientific knowledge, it is argued, is insufficient to overcome climate skepticism. Spiritual truth is proposed as a way to do so. First, the cases of Eric Holthaus and Paul Kingsnorth are examined. Though they knew about climate change, they were only able to tell the truth and act on it after a personal collapse that transformed them. Telling the truth in this way carried a political force that their previous advocacy did not. These figures help animate and adapt Foucault’s notion of spiritual truth for climate change. Finally, this theory of spiritual truth is compared to Naomi Klein’s argument that climate science determines political truth and Bruno Latour’s argument that politics should decide the truth of climate science. Spiritual truth accommodates the insights these perspectives provide while adding transformation as a key element for telling the truth about climate change.  相似文献

The concept of environmental innovation strategies (EIS) is introduced and discussed. The notion refers to the conduct by which non-governmental organisations (NGOs) act as policy entrepreneurs seeking to address environmental issues by going beyond the provisions of public regulations. Environmental innovation is understood as the product of a process of social interactions between heterogeneous types of actors, including NGOs. Three social mechanisms are introduced in order to capture the conditions enabling and motivating NGOs to pursue EIS, as well as the politics through which EIS are produced. These mechanisms are then discussed in the light of two in-depth case studies in Indonesia and Switzerland. The findings highlight the institutional frustration and mix of concerns that push NGOs to engage in EIS, as well as the non-spontaneous nature of environmental innovations. Innovation represents, in the end, a game of power that should be analysed as such.  相似文献

The rise of right-wing populism (RWP) poses a challenge for the climate agenda, as leaders and supporters tend to be climate sceptics and hostile to policy prescribing action on climate change. However, there is a surprising dearth of research that investigates the nature and causes of this association. Two kinds of explanation are considered, drawing on the literature on populism. One is termed ‘structuralist’, drawing on accounts of the roots of populism in economic and political marginalisation amongst those ‘left behind’ by globalisation and technological change. A second focuses on the ideological content of RWP, especially its antagonism between ‘the people’ and a cosmopolitan elite, with climate change and policy occupying a symbolic place in this contrast. It is argued that there are limits to the structuralist approach, and that an ideologically based explanation is more compelling. An agenda for future research on RWP and climate science and policy is proposed.  相似文献

The global circulation of the word ‘fracking’ seems to testify to a setback for energy transitions, a nexus that has not yet received much scholarly attention. In light of this, the controversy over fracking is understood as furthering infrastructural changes that are central to energy transitions. Infrastructure should not be understood as materiality per se but instead as sedimented but ultimately discursive elements that can be reactivated and rearticulated. Examining ‘infrastructure’ from the point of view of discourse theory places the focus on infrastructural change. Prior to 2011, the oil and gas infrastructure in northern Germany was largely invisible to the public. The subsequent reassembling of production with fracking facilitated the politicization not just of that term but also of the whole infrastructure. Instead of routinely reproducing the infrastructure, subjects that had formerly dominated the field were confronted with new and heterogeneous voices that challenged their agency.  相似文献
