This paper examines the issue of disproportionate costs of Water Framework Directive (WFD) implementation using public surveys as a means to inform policy and decision making. Public taxpayers are asked their opinion regarding the implementation of the WFD and its costs. Taxpayers are expected to bear a large share of the cost of WFD implementation, be it through national taxation, local water pollution charges or higher market prices for water related goods and services. The paper's main objective is to illustrate the role of stated preference research to elicit public opinions and perceptions towards socially acceptable levels of water quality and public willingness to pay (WTP) for the expected environmental benefits of the WFD. Stated preference research can be used as a way to assess the concept of disproportionate costs to those who are expected to bear a large share of the costs of WFD implementation, and at the same time address the issue of public participation in the WFD. The survey results are used as a public consultation tool to inform policy and decision makers about public willingness and ability to pay for the implementation of the WFD. This measure can be used as one of the benchmarks to define disproportionate costs in a cost-benefit context.  相似文献

The European Water framework directive (WFD) is probably the most important environmental management directive that has been enacted over the last decade in the European Union. The directive aims at achieving an overall good ecological status in all European water bodies. In this article, we discuss the implementation steps of the WFD and their implications for environmental engineering practice while focusing on rivers as the main receiving waters. Arising challenges for engineers and scientists are seen in the quantitative assessment of water quality, where standardized systems are needed to estimate the biological status. This is equally of concern in engineering planning, where the prediction of ecological impacts is required. Studies dealing with both classification and prediction of the ecological water quality are reviewed. Further, the combined emission–water quality approach is discussed. Common understanding of this combined approach is to apply the most stringent of either water quality or emission standard to a certain case. In contrast, for example, the Austrian water act enables the application of only the water quality based approach - at least on a temporary basis.  相似文献

The European Union Water Framework Directive (WFD) has provided the European Member States with a range of interacting governance challenges. This article studies three of these (the need for new administrative arrangements, public participation, and the enforced strict time frame). It questions how these interacting governance challenges were addressed in implementing the WFD in the Netherlands – a particularly interesting country since the European Commission assesses its implementation process in relatively positive terms, while an in-depth study reported on in this article tells a contrasting story. Based on this study, the article concludes that especially the interaction effects between the governance challenges may help us to better understand the outcome of the WFD-implementation process, and to provide more suitable advice as to how to improve the implementation process in future rounds.  相似文献

The performance of different policy design strategies is a key issue in evaluating programmes for water quality improvement under the Water Framework Directive (60/2000). This issue is emphasised by information asymmetries between regulator and agents. Using an economic model under asymmetric information, the aim of this paper is to compare the cost-effectiveness of selected methods of designing payments to farmers in order to reduce nitrogen pollution in agriculture. A principal-agent model is used, based on profit functions generated through farm-level linear programming. This allows a comparison of flat rate payments and a menu of contracts developed through mechanism design. The model is tested in an area of Emilia Romagna (Italy) in two policy contexts: Agenda 2000 and the 2003 Common Agricultural Policy (CAP) reform. The results show that different policy design options lead to differences in policy costs as great as 200–400%, with clear advantages for the menu of contracts. However, different policy scenarios may strongly affect such differences. Hence, the paper calls for greater attention to the interplay between CAP scenarios and water quality measures.  相似文献

The EU Water Framework Directive calls for cost effective measures to achieve a “good status” in all European ground, surface and coastal waters. Besides eutrophication, the degradation of hydromorphology is the main reason for failing this objective. In this paper, we conceptualise the interactive decision support process BASINFORM-M for finding proper locations for river restoration. The concept combines the recently proposed “stepping stone approach” from aquatic ecology with elements from cost effectiveness analysis, multi-criteria analysis and participatory approaches. BASINFORM-M exemplifies a shift away from the isolated restoration of single river reaches towards a consideration of functional relationships within river networks.  相似文献

Under the EU Water Framework Directive (WFD) 20/60/EC and the US Federal Water Pollution Control Act 2002 management of water quality within river drainage basins has shifted from traditional point-source control to a holistic approach whereby the overall contribution of point and diffuse sources of pollutants has to be considered. Consequently, there is a requirement to undertake source-apportionment studies of pollutant fluxes within catchments. The inclusion of the Bathing Water Directive (BWD), under the list of 'protected areas' in the WFD places a requirement to control sources of faecal indicator organisms within catchments in order to achieve the objectives of both the BWD (and its revision - 2006/7/EC) and the WFD. This study was therefore initiated to quantify catchment-derived fluxes of faecal indicator compliance parameters originating from both point and diffuse sources. The Ribble drainage basin is the single UK sentinel WFD research catchment and discharges to the south of the Fylde coast, which includes a number of high profile, historically non-compliant, bathing waters. Faecal indicator concentrations (faecal coliform concentrations are reported herein) were measured at 41 riverine locations, the 15 largest wastewater treatment works (WwTWs) and 15 combined sewer overflows (CSOs) across the Ribble basin over a 44-day period during the 2002 bathing season. The sampling programme included targeting rainfall-induced high flow events and sample results were categorised as either base flow or high flow. At the riverine sites, geometric mean faecal coliform concentrations showed statistically significant elevation at high flow compared to base flow. The resultant faecal coliform flux estimates revealed that over 90% of the total organism load to the Ribble Estuary was discharged by sewage related sources during high flow events. These sewage sources were largely related to the urban areas to the south and east of the Ribble basin, with over half the load associated with the relatively small subcatchment of the River Douglas. The majority of this load was attributed to two WwTWs that discharge through a common outfall close to the tidal limit of this catchment. Budgets adjusted to accommodate the impact of proposed UV disinfection of these effluents showed that the load from these sources would be reduced significantly during base flow conditions. However, during high flow events loads would still remain high due to the operation of storm sewage overflows from stormwater retention tanks. The study identified untreated storm sewage spills from urban infrastructure and WwTW stormwater retention tanks as the dominant component of the high flow flux of faecal indicators to receiving waters of the Fylde coast and the associated bathing waters.  相似文献

Managing diffuse water pollution from agricultural land continues to be one of the more intractable challenges for environmental policy. The advent of the Water Framework Directive places the onus on EU member states to identify reasons why water bodies fail or are at risk of failure to meet good ecological status. In such cases, programmes of measures are to be enacted to mitigate the causes at least cost. Failing this, users may ultimately be faced with the full costs of pollution. This paper considers the scope for measures that address nitrogen and phosphorus pollution at source. Specifically the paper relates the diffuse pollution problem to the extent of over application of nitrogen and phosphorus. Data envelopment analysis applied to English cereal and dairy farmers, provides an indication of resource use and evidence of over application. This inefficiency provides a potential basis for either a least cost abatement approach using effective information and advice, or alternatively a pollution charge.  相似文献

The EU Water Framework Directive (WFD) requires member states to take measures to ensure that bodies of water will be in good chemical and ecological condition by 2015. Important measures to achieve this goal include reducing emissions of nitrogen (N) and phosphate (P2O5) from manure and mineral fertilizers into the environment. In regions with a high livestock density, this measure is expected to affect agricultural production and income. To quantify these effects, an environmental economic model is required that can assess alternatives capable of reducing N and P2O5 potential emissions to water. In this paper, we develop a model that is capable of analysing changes in potential emissions to water of N and P2O5 and apply it to the Netherlands, a country with large nutrient emissions. Compared to a 2015 reference scenario based on current efforts to reduce nutrient emissions, we found that the WFD measures will increase regional transport and export of manure and reduce the number of animals in the Netherlands. Fodder adjustments (defined as lower N and P2O5 input in purchased fodder) to decrease nutrient excretion in manure were a less attractive option than amongst others export, transportation of manure to another region, land use changes or reduction of the number of livestock. Compared to the reference scenario in 2015, total agricultural income will decrease by about €81.5 million per year (about €49/ha per year), although the effects will differ among parts of the Netherlands and agricultural sectors. The average predicted decrease in N emissions from agricultural sites, vulnerable to leaching into bodies of water will be almost 20% or approximately 14.7 kg N/ha per year. The reduction in N emissions to air from animal sheds, manure storage systems, application of animal manure and mineral fertilisers to the crops and grazing animals equals 6.5% or 5 kg ammonia (NH3) per hectare.  相似文献

The present study was undertaken as part of the first application and evaluation of the BREF (Best Available Techniques; BAT Reference Document) Textile Document within the context of the European Union's Integrated Pollution Prevention and Control (IPPC) Directive to a large scale textile mill in Turkey. The BAT requirements for the denim manufacturing textile mill were selected in cooperation with the factory management. Detailed mass balance calculations were conducted to evaluate the overall effect of the selected BAT options. The initial findings indicated that the adoption of the selected BAT options resulted in considerable savings in water and energy consumption in the mill. Besides the installation of flow meters and use of semi-counter current rinsing in the most water-intensive processes, minimization of wash waters in the water softening plant, reuse of the concentrate stream from the reverse osmosis plant and compressor cooling waters provided a 29.5% reduction in the total specific water consumption of the mill, reaching the lower limits suggested by the BREF Textile Document. In terms of energy consumption, use of waste heat from finishing wastewater streams in heating up the wash waters, heat insulation and maintenance applications in addition to BAT measures taken for water minimization reduced specific energy consumption by 9% achieving the limits set by the BREF Textile Document.  相似文献

The paper explores the role local governments and territorial proximity play in the efficiency of collaborative environmental governance. It develops the hypothesis that the representatives of local authorities involved in partnerships possess resources to diminish the pitfalls of sustainable governance, facilitate coordination, and contribute to the success of shared policy-making. Four French and English partnerships are presented. They include a diversity of stakeholders such as fisheries, ports, farmers, yachting associations, environmental NGOs, or local authorities. Thereby, the paper develops whether and under which conditions local governments play a positive or negative role, as well as comparing territorial levels of implementation and the effects of geographical proximity. It is shown that collaboration at the regional level prevents the integration of decision-making in organisational networks, the inclusion of citizens, and the development of social responsibility for stakeholders – the partnership acting as a formalisation of pre-existing lobbying. Locally, governments assume inter-organisational leadership and do contribute to the institutionalisation of the new forums. Yet, local successes of partnerships answer logics of social, rather than environmental, regulation. The local attenuation of usage conflicts does not necessarily reduce the negative effects of those usages on the environment. By stressing a collaborative definition of environmental problems, the partnerships tend to sideline substantial policy changes, and possibly conflict with the goals and long-term temporality of sustainable governance.  相似文献

The Water Framework Directive is a major regulatory reform of water resources management within the European Union. Integrated catchment management plans must be prepared for all river basins, in order to achieve 'good ecological status' in all EU waters. Ecological status is a broader measure of water quality than the chemical and biological measures that were previously dominant. The Directive calls for a consideration of the economic costs and benefits of improvements to ecological status. In this paper, we use the choice experiment method to estimate the value of improvements in three components of ecological status. Given the high resource cost of valuation studies, benefits transfer methods will be needed in implementing the Directive. We thus also test the ability of choice experiments for benefits transfer across two very similar rivers in the UK.  相似文献

Valuing goods and services from open oceans provides arguments for the ocean's protection and plays an increasingly important role in debates on the use and management of natural resources. This paper identifies and estimates the monetary value of some of the most important goods and services provided by open oceans. The list of goods and services considered includes food production, raw materials, water supply, CO2 regulation, bioremediation of waste, biomass and biodiversity conservation. Therefore, not only values associated with productive uses are quantified but also values assigned to other biological ecosystem services. This paper constitutes a first attempt in the open ocean literature at evaluating services such as water supply, biomass and biodiversity conservation. To obtain their monetary value, different techniques, some not applied before in this area, have been used depending on the ecosystem service to be evaluated. As a general criterion we use the concept of net value added (revenues obtained from the services less incurred costs). Our methodology is illustrated by estimating the monetary values of goods and services provided by the open ocean ecosystem of Spain as defined by its exclusive economic zone. The total economic value obtained measures the contribution of oceans to overall welfare and it may be an important instrument in managing open ocean ecosystems and developing environmental policies in the future.  相似文献

The article advances the hypothesis that the seasonal and inter‐annual variability of rainfall is a significant and measurable factor in the economic development of nations. An analysis of global datasets reveals a statistically significant relationship between greater rainfall variability and lower per capita GDP. Having established this correlation, we construct a water resources development index that highlights areas that have the greatest need for storage infrastructure to mitigate the impacts of rainfall variability on water availability for food and basic livelihood. The countries with the most critical infrastructure needs according to this metric are among the poorest in the world, and the majority of them are located in Africa. The importance of securing water availability in these nations increases every day in light of current population growth, economic development, and climate change projections.  相似文献

Integrated catchment management represents an approach to managing the resources of a catchment by integrating environmental, economic, and social issues. It is aimed at deriving sustainable benefits for future generations, while protecting natural resources, particularly water, and minimizing possible adverse social, economic, and environmental consequences. Indicators of sustainable development, which summarize information for use in decision-making, are invaluable when trying to assess the diverse, interacting components of catchment processes and resource management actions. The Driving-Forces–Pressure–State–Impact–Response (DPSIR) indicator framework is useful for identifying and developing indicators of sustainable development for catchment management. Driving forces have been identified as the natural conditions occurring in a catchment and the level of development and economic activity. Pressures include the natural and anthropogenic supply of water, water demand, and water pollution. State indicators can be split into those of quantity and those of quality. Impacts include those that affect the ecosystems directly and those that impact the use value of the resource. It core indicators are identified within each of the categories given in the framework, most major catchment-based management issues can be evaluated. This framework is applied to identify key issues in catchment management in South Africa, and develop a set of indicators for evaluating catchments throughout the country.  相似文献

Water demands in the Aegean Islands have increased steadily over the last decade as a result of a building boom for new homes, hotels, and resorts. The increase in water demand has resulted in the disruption of past sustainable water management practices. At present, most freshwater needs are met through the use of the limited groundwater, desalinated seawater, and freshwater importation. Wastewater reclamation, not used extensively, can serve as an alternative source of water, for a variety of applications now served with desalinated and imported water. Three alternative processes: desalination, importation, and water reclamation are compared with respect to cost, energy requirements and long-term sustainability. Based on the comparisons made, water reclamation and reuse should be components of any long-term water resources management strategy.  相似文献

The aim of this paper is to show some aspects of the practical use of economic measures in the fight against water pollution in France. Twenty years ago, these economic measures were first implemented, and it may be interesting to draw some lessons from the experience. First, the paper presents the principles of water quality management in France established by the Law on Water of 16 December 1964. Second, some examples of factories and local communities facing the problem of fighting water pollution are discussed. Finally, general results and some reflections conclude the paper.  相似文献

We evaluated a simple bioassessment method based on a priori river typology to predict benthic macroinvertebrate fauna in riffle sites of rivers in the absence of human influence. Our approach predicted taxon lists specific to four river types differing in catchment area with a method analogous to the site-specific RIVPACS-type models. The reference sites grouped in accordance with their type in NMS ordination, indicating that the typology efficiently accounted for natural variation in macroinvertebrate assemblages. Compared with a null model, typology greatly increased the precision of prediction and sensitivity to detect human impairment and strengthened the correlation of the ratio of observed-to-expected number of predicted taxa (O/E) with the measured stressor variables. The performance of the typology-based approach was equal to that of a RIVPACS-type predictive model that we developed. Exclusion of rarest taxa with low occurrence probabilities improved the performance of both approaches by all criteria. With an increasing inclusion threshold of occurrence probability, especially the predictive model sensitivity first increased but then decreased. Many common taxa with intermediate type-specific occurrence probabilities were consistently missing from impacted sites, a result suggesting that these taxa may be especially important in detecting human disturbances. We conclude that if a typology-based approach such as that suggested by the European Union’s Water Framework Directive is required, the O/E ratio of type-specific taxa can be a useful metric for assessment of the status of riffle macroinvertebrate communities. Successful application of the approach, however, requires biologically meaningful river types with a sufficient pool of reference sites for each type.  相似文献

River restoration is becoming a priority in many countries because of increasing the awareness of environmental degradation. In Europe, the EU Water Framework Directive (WFD) has significantly reinforced river restoration, encouraging the improvement of ecological status for water bodies. To fulfill the WFD requirements, the Spanish Ministry of the Environment developed in 2006 a National Strategy for River Restoration whose design and implementation are described in this paper. At the same time many restoration projects have been conducted, and sixty of them have been evaluated in terms of stated objectives and pressures and implemented restoration measures. Riparian vegetation enhancement, weir removal and fish passes were the most frequently implemented restoration measures, although the greatest pressures came from hydrologic alteration caused by flow regulation for irrigation purposes. Water deficits in quantity and quality associated with uncontrolled water demands seriously affect Mediterranean rivers and represent the main constraint to achieving good ecological status of Spanish rivers, most of them intensively regulated. Proper environmental allocation of in-stream flows would need deep restrictions in agricultural water use which seem to be of very difficult social acceptance. This situation highlights the need to integrate land-use and rural development policies with water resources and river management, and identifies additional difficulties in achieving the WFD objectives and good ecological status of rivers in Mediterranean countries.  相似文献
