In this paper we question the importance of social capital as a primary indicator of a community's ability to engage in sustainable development as social capital can have both hindering and facilitating effects. We suggest that actor agency allows an individual or group to increase access to other critical forms of capital to overcome barriers and solve problems. We present 'bonding' social capital consisting of strong network ties as a negative in excess quantity as it can lead to the enforcement of social norms that hinder innovative change, and 'bridging' social capital consisting of weak network ties as a benefit that allows actors to bring about critical social changes. Communities achieve agency through a dynamic mix of bonding and bridging ties. We close with suggestions for fostering community agency and flag the need for further research in this area. 相似文献

This article examines energy priorities for Thailand from the economic, social and environmental perspectives of sustainable development. The article uses a set of indicators devised by the International Atomic Energy Agency in partnership with other international agencies and research institutes in seven countries. Thailand's energy efficiency in the 1980s and 1990s are analysed using energy intensity indicators, and possible impacts on sustainable energy development are highlighted. The early 1990s in particular was an important period for Thailand, as the country was at the height of its economic growth, and a number of energy efficiency and conservation programmes were launched. Energy intensity indicators show continuing and faster growth in energy consumption relative to economic activity. The financial crisis in the late 1990s did halt growth in energy consumption, with positive consequences on environmental emissions, but only temporarily as Thailand's economy quickly started to recover in 2000. Notwithstanding the financial crisis, the other indicators show significant progress in economic and social dimensions. 相似文献

This article summarizes some of the results from the application of the indicators for sustainable energy development (ISED) tool for analyzing Lithuania's energy sector, in terms of trends, setting energy policy goals and monitoring progress towards these goals. This experience illustrates the potential applicability of the ISED methodology for energy policy development in economies in transition, using Lithuania as an example. The article presents a summary of the results achieved and conclusions arrived at from the analysis of six priority areas in the context of the research project coordinated by the International Atomic Energy Agency, and provides recommendations for the development of sustainable energy policy using the ISED approach. 相似文献

This article presents a summary of a study on the application to the Mexican energy sector of a core set of indicators for sustainable energy development (ISED), developed by the International Atomic Energy Agency (IAEA). The study focused on the elaboration of socio‐economic and environmental indicators related to energy production and use, and was aimed at assessing Mexico's existing energy policies and identifying strategies and possible policies that could bring about improvements in major priority areas: energy intensity, atmospheric emissions, energy import dependency and use of renewables. While positive trends have been observed in relation to energy intensity and atmospheric emissions, Mexico is becoming more dependent on imports of gasoline, natural gas and other high‐value secondary energy sources, while exporting significant amounts of primary fuels, such as crude oil. Also, no significant increase has been observed in the use of renewable sources of energy. Social, economic and environmental policies need to be formulated for the energy sector and related investments (public and private) reinforced so that all economic sectors have access to energy from cleaner and more diverse sources. 相似文献

Summary This paper considers the application of the principles of sustainable development to an airport situation. If sustainable development is to be enshrined as the global development pathway which reconciles economic and environmental issues then it must be applicable to a range of spatial scales. Airports will interact at a variety of levels with this multi-level decision making and enactment structure. The requirements imposed upon an airport may differ according to whether decisions are being taken by local, regional or national decision makers. Conflicts and uncertainties will inevitably result. Definitions of sustainable development are considered and policy guidance from the United Nations (UN), the European Union (EU) and the nation State level evaluated for its relevance to airport decision making. An attempt is made to reconcile definitions and interpretations before an idealized representation of a sustainable airport is presented. Mechanisms by which this may be actualized are then suggested. A need for improved theoretical knowledge is identified but research is also necessary on application and localization procedures for sustainable development.Professor James Longhurst is Head of Department of Environmental Health and Science at UWE, Bristol. In this paper, it is proposed that water resources should be managed as an integral part of a nation's social and economic development. Water resources managers should broaden their scope of work to include an integrated management approach. Instead of the traditional 'supply oriented approach' in which they act in response to ever-increasing demands for water from different sectors of the economy, water resources management agencies should play a more active role in guiding and stimulating socioeconomic development through more efficient water use. Demand management should be an important tool which should go beyond the improvement of technical efficiencies. Most important is to develop economic and institutional approaches that accept charging for the full costs of the utilization and management of water resources. Implementation of such an approach will require more sectoral integration than is currently the case and will have considerable implications for organizations, staffing, institutional arrangements and corresponding capacity building. 相似文献

This paper describes new environmental policies and expanded administrative agencies which in recent years have been adopted by many governments faced with a continuing decline in the quality of their environments. In a number of developed and developing countries, devising a far reaching environmental policy for sustainable development of the natural resources sector is a national priority. Specific environmental policies may be classified according to objectives, timeframe, mechanisms for implementation, whether or not they are binding, and the nature of sanction. This paper provides some generalizations about certain features common to most environmental policies. In the first section an examination is made of some of the most pressing problems which environmental policies relating to natural resources seek to address. The second section discusses environmental policies themselves. The third section, which makes up the main body of the paper, assesses the strengths and weaknesses of a variety of mechanisms available for implementing environmental policies to promote sustainable development in the natural resources sector. 相似文献

Economic sustainability or intergenerational equity entails maintaining social well-being by decisions about investments in different types of assets. Under certain conditions, consumption can be sustained by depleting resources, or various kinds of natural capital, while building up other kinds of capital. Theoretically, the choices involve the use of a set of accounting prices. The question becomes one of finding and implementing accounting prices that express the roles of the various capital goods in achieving the objective of the economy.Hartwick's rule holds that an economy can be sustained if the value of the total, net investment in the economy, evaluated at those accounting prices, is zero. The rule applies to a special, abstract economic model which expresses a social objective different from the discounted-utilitarian objective on which national accounting is based. Different objectives give rise to different accounting prices. Because the prices may not be right, the zero net-investment rule using available national-accounting prices cannot generate a condition for sustaining an economy.Still, environmental accounting is a tool which, used prudently, can make an important contribution to social decision-making. This paper expands upon these ideas by discussing the incorporation of natural resource and intangible environmental costs and benefits into green accounting at the firm as well as the economy level. Common techniques of mine valuation and standard corporate accounting are the bases for this extension to the valuation of and accounting for decisions concerning the environment. 相似文献
