This paper examines the problems and operation of waste paper recycling in the UK. Long- and short-term forecasts for demand are developed, showing demand strongly correlated with Gross Domestic Product. These are used to simulate a buffer stock scheme and establish costs for operating such a scheme. The authors conclude, given that the only large source of waste paper not fully exploited is the householder, then grants for developing waste upgrading technologies are likely to be more effective than buffer stock schemes.  相似文献

The financial costs of recycling schemes fail to account for external costs and benefits such as environmental pollution, road congestion and accidents. This paper compares the environmental and social impacts of a kerbside collection scheme for recyclable household waste, with a bring scheme, using lifecycle assessment. Economic valuation is used to assign relative weights to these impacts. A second comparison examines the relative external costs of recycling and landfill disposal of waste. The results show that the kerbside collection scheme has a lower external cost than the bring scheme, but this is of less importance than the benefits to be gained within the manufacturing system by using secondary materials. It is concluded that the combination of lifecycle assessment and economic valuation is an effective means of evaluation to direct the sustainable development of waste management.  相似文献

During the past several years, an increasing body of evidence and opinion has formed concerning the relationships between advancements in environmental, health, and safety (EH&S) management and the financial performance of the organization. In recent work,1 we have described a new theoretical model linking improvements in environmental management systems and environmental performance to corporate risk, stock volatility, and market value, as well as an empirical evaluation that validated our model. A number of other studies2 have documented changes in the market value of corporate equity as a function of environmental accidents, incidents, and (conversely) accomplishments. These are in addition to the numerous examples presented in the literature and at EH&S conferences and symposia that suggest that concerted efforts to reduce the organization's environmental “footprint” can yield cost savings, increased market share, reduced time to market, and perhaps other financial benefits. Some have gone so far as to proclaim that a new era has begun, in which environment-friendly corporations will increasingly be recognized and rewarded by financial market participants, and organizations that lag behind will be severely penalized.3 This article documents a new survey undertaken to identify important environmental factors, if any, investors employ in evaluating the quality and worth of equity and debt financing instruments.  相似文献

The Packaging and Packaging Waste Directive has had an undeniable impact on waste management throughout the European Union. Whereas recycling and recovery targets are the same, member states still enjoy a considerable degree of freedom with respect to the practical organization and management strategies adopted. Nevertheless, in all cases, the industry (which brings packaging material onto the market) should be responsible for the costs associated with packaging waste recycling/recovery (following the extended producer responsibility principle). The current paper compares and contrasts the institutional frameworks and financial costs and benefits of waste management operators for Belgium and Portugal. The unit costs of selective collection and sorting of packaging waste are provided for both countries. In Belgium, the costs of recycling seem to be fully supported by the industry (through Fost Plus, the national Green Dot agency). In Portugal the fairness of the recycling system depends on the perspective adopted (economic or strictly financial). Adopting a strictly financial perspective, it seems that Sociedade Ponto Verde (SPV, the Portuguese Green Dot agency) should increase the transfers to local authorities. However, the conclusions differ for this country if the avoided costs with refuse collection and other treatment are taken into account.  相似文献

Many UK local authorities, looking to meet their regulatory recycling targets, have opted for voluntary kerbside collection schemes for source segregated recyclables from households. The success of a recycling service is highly dependant on the number of people who participate in the service and the frequency of its use. High participation rates are therefore an essential component of any effective kerbside collection scheme. It is commonly accepted that recycling behaviour is strongly influenced and motivated by personal opinions as well as external issues such as access and convenience. This paper characterises the recycling attitudes within West Oxfordshire, UK, and compares them with the results from a previous study conducted during 2003 in Brixworth, in Daventry, UK. From 1st April 2004, West Oxfordshire District Council, expanded its kerbside collection scheme for dry recyclables, adding cardboard, batteries, aerosols and mixed plastics to the already collected recyclables (paper, glass, textiles and metals) and increasing the frequency from fortnightly to weekly In this study, the recycling attitudes and behaviour of a cross-sectional socio-economic sample from households from West Oxfordshire, is investigated. It is observed that the propensity to recycle varies between individuals and socio-economic areas, and that recycling is influenced by concern for future generations, the need to bury less waste in landfills, and the fact that recycling saves resources and protects the environment. The results from this study can be used to help inform local authorities who are considering the development of their recycling schemes and associated promotional campaigns based on an understanding of their socio-demographic profile.  相似文献

What municipal recycling rate is socially optimal? One credible answer would consider the recycling rate that minimizes the overall social costs of managing municipal waste. Such social costs are comprised of all budgetary costs and revenues associated with operating municipal waste and recycling programs, all costs to recycling households associated with preparing and storing recyclable materials for collection, all external disposal costs associated with waste disposed at landfills or incinerators, and all external benefits associated with the provision of recycled materials that foster environmentally efficient production processes. This paper discusses how to estimate these four components of social cost to then estimate the optimal recycling rate.  相似文献

Waste management activities contribute to global greenhouse gas emissions approximately by 4%. In particular the disposal of waste in landfills generates methane that has high global warming potential. Effective mitigation of greenhouse gas emissions is important and could provide environmental benefits and sustainable development, as well as reduce adverse impacts on public health. The European and UK waste policy force sustainable waste management and especially diversion from landfill, through reduction, reuse, recycling and composting, and recovery of value from waste. Energy from waste is a waste management option that could provide diversion from landfill and at the same time save a significant amount of greenhouse gas emissions, since it recovers energy from waste which usually replaces an equivalent amount of energy generated from fossil fuels. Energy from waste is a wide definition and includes technologies such as incineration of waste with energy recovery, or combustion of waste-derived fuels for energy production or advanced thermal treatment of waste with technologies such as gasification and pyrolysis, with energy recovery. The present study assessed the greenhouse gas emission impacts of three technologies that could be used for the treatment of Municipal Solid Waste in order to recover energy from it. These technologies are Mass Burn Incineration with energy recovery, Mechanical Biological Treatment via bio-drying and Mechanical Heat Treatment, which is a relatively new and uninvestigated method, compared to the other two. Mechanical Biological Treatment and Mechanical Heat Treatment can turn Municipal Solid Waste into Solid Recovered Fuel that could be combusted for energy production or replace other fuels in various industrial processes. The analysis showed that performance of these two technologies depends strongly on the final use of the produced fuel and they could produce GHG emissions savings only when there is end market for the fuel. On the other hand Mass Burn Incineration generates greenhouse gas emission savings when it recovers electricity and heat. Moreover the study found that the expected increase on the amount of Municipal Solid Waste treated for energy recovery in England by 2020 could save greenhouse gas emission, if certain Energy from Waste technologies would be applied, under certain conditions.  相似文献

The recent Green Paper ‘War on Waste’ urges local authorities to organize the recovery and re-use of waste materials in their areas. It is ambiguous, however, on the question of whether recovery should be regarded primarily as a commercial venture or a social service. In this article some of the factors to be considered before embarking on a recovery programme are discussed, and the authors identify some of the arguments for and against the view that recovery is properly a local authority service. Questions considered include the costs and savings associated with a recovery scheme, the impact of the activities of opportunists and the role of the private contractor and voluntary organizations.  相似文献

The business excellence through resource efficiency (betre) project aimed to increase awareness of the benefits of waste minimisation for SMEs in West Sussex, South East England. The programme was run by the West Sussex Sustainable Business Partnership, a collaboration of all West Sussex Local Authorities, the Environment Agency and EcoSys (a service provider). Betre provided a range of free business support and advice over an 18-month period including; workshops, newsletters, audits, grants and a technical Helpline. Information on environmental compliance and Best Practice for waste minimisation, recycling, energy and water efficiency was disseminated. All activities were linked with the UK government's Best Practice programmes. Although company recruitment was initially slow, betre was ultimately extremely successful at attracting companies to join; with 308 recruited. This is probably the most successful recruitment to a project, of this type, in the UK to date. Over half of the business members became actively involved and attended training events or had environmental audits. There were over 200 improvement actions identified by 64 of the participating companies. These resulted in estimated cost savings of at least £215 000 per annum. In addition, actions taken to prevent pollution and ensure compliance with environmental legislation have the potential to save businesses a further £204 000 in possible penalties. The environmental impact of the project has been significant, with reductions identified in waste (1437 tonnes), water (62 933 m3) and energy (15 million kW h—equivalent to 668 tonnes CO2). In addition to actions with directly measurable results, betre has stimulated long-term benefits by addressing pollution prevention and compliance, through the formulation of environmental policies and from the adoption of Environmental Management Systems. One of the key learning points is that it may have been better to devote less time to running training events and instead to have diverted this time to increased business support, mainly through audits. The management of municipal waste is one of the most emotive local environmental issues in the UK at present and represents a key sustainability “battleground” as local authorities seek to reduce waste arisings and encourage the reuse and recycling of materials among households. Within the literature on household waste management, a broad range of disciplinary perspectives and practical recommendations exist and it is the aim of this paper to step back and take stock of the role of households and communities in resource consumption and waste generation patterns across the UK within recent decades. By exploring the household in this context, trends in consumption and waste generation are outlined in addition to key influencing factors such as lifestyles and well-being, demographics and environment. Finally, key lessons learnt, challenges faced going forward and approaches for developing more sustainable practices at the household, community and national levels are discussed.  相似文献

This paper uses a model of the optimum buffer stock as a ‘filter rule’ together with a financial model that can be used to assess the efficiency of international commodity markets. The approach is simpler to apply than many other methods which have hitherto been used and yields an economy in theoretical and computational effort. The arguments are applied as a case study to the international copper market. The main conclusion is that private storage is not under-provided for and that a public buffer stock agency would be unlikely to be self-financing.  相似文献

The author considers the international commodity agreement as an economic instrument, and discusses its benefits and costs with respect to price stabilization and the building-up of buffer stocks. The author asserts that there is a wide range of economic arguments that can be employed to support the case for price stabilization as a form of commodity control. However, he argues that price stabilization is not desirable in all cases, because each commodity market is unique, and there can be certain costs associated with stabilization, in addition to the beneficial aspects. This paper sets out the legislative background to the recycling of waste materials in the UK. Relevant items in this background include: the provision of recycling credits under the 1990 Environmental Protection Act; the draft EC Packaging Waste Directive; and the German DSD scheme. We next set out the elements of a cost‐benefit analysis of waste paper recycling, including the environmental impacts of recycling. The method is then applied to a recycling scheme in central Scotland. We find that whilst on private, financial grounds the scheme is unattractive, it passes the cost‐benefit test in the base‐line case; this justifies government support for this recycling scheme, given the data used.  相似文献

This paper describes a more compelling case for industry to promote the non-energy benefits of energy efficiency investments. We do this in two ways to actively appeal to chief executive officers (CEOs) and chief financial officers (CFOs) primary responsibility: to enhance shareholder value. First, we describe the use of a project-by-project corporate financial analysis approach to quantify a broader range of productivity benefits that stem from investments in energy-efficient technologies, including waste reduction and pollution prevention. Second, and perhaps just as important, we present such information in corporate financial terms. These standard, widely-accepted analysis procedures are more credible to industry than the economic modeling done in the past because they are structured in the same way corporate financial analysts perform discounted cashflow investment analyses on individual projects. Case studies including such financial analyses, which quantify both energy and non-energy benefits from investments in energy-efficient technologies, are presented. Experience shows that energy efficiency projects’ non-energy benefits often exceed the value of energy savings, so energy savings should be viewed more correctly as part of the total benefits, rather than the focus of the results. Quantifying the total benefits of energy efficiency projects helps companies understand the financial opportunities of investments in energy-efficient technologies. Making a case for investing in energy-efficient technologies based on energy savings alone has not always proven successful. Evidence suggests, however, that industrial decision makers will understand energy efficiency investments as part of a broader set of parameters that affect company productivity and profitability.  相似文献

In this paper estimates are made of the profitability of the tin buffer stocks operated under the International Tin Agreements. The issue of buffer stock profitability is important because under UNCTAD's Common Fund proposals some funds will be raised from money or capital markets and commercially competitive rates of interest must be paid. If a buffer stock fails to be commercially profitable, these interest payments will have to be subsidized from governmental contributions or elsewhere. Although it does seem that the International Tin Agreements have been broadly self- financing, the limited influence that they have had on market price fluctuations still leaves open the question of their usefulness.  相似文献

Waste minimisation clubs have been established for some 12 years in the UK. During that time, they have been significant driving forces in disseminating sustainable waste management practices in industry and commerce. Clubs have also demonstrated that they can achieve significant reductions in levels of waste. However, data on the economic benefits of these clubs remain scanty and disparate. In addition, no standard methodology has developed to assess whether the investment costs of clubs can be justified on grounds of either economic welfare or sustainable development, despite the theoretical advantages from doing so. Against this background, the paper considers the need for economic appraisal and evaluation of waste minimisation clubs and discusses how these methods could be applied to the creation of clubs that will be sustainable over time.  相似文献

As a result of the UK Government's waste policy, which increasingly encourages sustainable development, and the realisation that water in the UK cannot be treated as an unlimited resource, there is growing interest in reducing the demand for water by industry. A series of industrial waste minimisation clubs have been set up within the country. This paper identifies the effectiveness of these clubs in reducing the demand for water. An overview of some of the clubs show how there is a major discrepancy between potential and implemented water savings, whilst a more detailed analysis of three specific examples show how water demand and cost to the company can be reduced, with the project paying for itself within around 1 year. It appears that companies are able to reduce water consumption by approximately 30%. If this level of saving was taken up by the entire industrial sector in England and Wales, water consumption could be reduced by approximately 1500 Ml/day. This reduction would be more significant in regions of lower rainfall, for example East Anglia and Southeast England.  相似文献

Local authorities in the UK have been set challenging new targets for recycling household waste for 2003/4. This means many of them are urgently trying to determine which parameters in kerbside schemes are most important for increasing recycling rates. In this work information from previous kerbside schemes was used to plan significant improvements in an existing scheme in Horsham District, UK, and a trial was conducted using 1000 homes including a control group. It used fortnightly collection of residual waste with sets of recyclables collected on alternate weeks. The new scheme resulted in improvements of participation rates from 72 to 84%, and set-out rates from 45 to 59% (falling to 76 and 50% respectively, some months later). Details on participation and set-out for different groups of materials are given, as well as levels of excess waste and participation in the collection of garden waste.  相似文献

An essential difference in solid waste management systems lies in their treatment of the large paper component. This study reveals that in most cases considered for southern Ontario, net energy savings are attributable to recycling waste paper rather than using it as a source of energy. It was also found that recycling waste paper could result in a net decrease in air and water pollution. Minimisation is the top priority of the waste management hierarchy, which is one of the guiding principals for national solid waste management planning throughout the developed world. As such it should be encouraged as a means for reducing wastes which require treatment and disposal, whether they be household, commercial or industrial in source. This paper suggests that minimisation is not being given the necessary policy frameworks or legislation within which to develop in the UK, and questions whether minimisation is being afforded the respect and attention, from all levels, that is due the most preferable waste option according to the hierarchy. This theme is investigated by surveying the county councils of England as a representative sample of waste disposal authorities in England, and former waste regulation authorities. They are responsible for guiding local and district waste policy and are the regional waste planners in the UK. If they are not seriously taking on board the message of minimisation, then there is little chance that it will succeed without further legislative developments. Some 59% of English counties have a minimisation policy, whilst only 47% have participated in and supported a minimisation programme or trial within their region. The majority of these developments have occurred within the last three years, and 78% of counties who have participated in a programme have found it a successful venture. By 1999 79% of English counties will have been actively involved in a minimisation programme in their region, which is a positive scenario. This trend must continue if waste minimisation is to become the key theme of future sustainable waste management in the UK as was intended by declarations at the Rio '92 conference and in subsequent UK Government policy and strategy.  相似文献
