The Acid Rain Provisions (Title IV) of the Clean Air Act Amendments of 1990 call for about a 10 million ton reduction in annual SO2 emissions in the United States. Although the provisions apply nationwide, most of the reduction will occur in the eastern half of the country, where use of high-sulfur coal for electricity generation is most common. One potentially large benefit of Title IV is the expected improvement in visibility conditions in the eastern United States due to the reductions in secondary sul-fate aerosols. This paper combines available economic estimates of willingness to pay for improvements in visibility with current estimates of the difference between expected visibility conditions in the eastern United States with and without Title I V, to estimate the expected visibility benefits of Title IV. The results suggest an annual value of $2.3 billion (in 1994 dollars) in the year 2010, as a result of visibility improvements due to Title IV in residential areas of the eastern United States. The results also suggest a possible additional annual value for eastern U.S. residents of as much as $1-2 billion for visibility improvements at national parks in the Southeast.  相似文献

Reducing greenhouse gas (GHG) emissions to avert or slow climate change has become an increasingly important policy issue in developing countries such as Korea, as well as in developed countries. This paper uses the willingness to pay survey technique to assess the benefits that would ensue from a proposed OHO emissions reduction policy. It aims to provide at least a preliminary evaluation of the policy, using Korea as a specific case study. Respondents overall accepted the contingent market and were on average willing to contribute a significant amount toward the GHG emissions reduction policy. This willingness varies according to respondents' individual characteristics and environmental concerns. Finally, this study discusses the importance of including the climate change problem in cost—benefit analysis and presents the policy implications of the results.  相似文献

The goal of the regional haze mitigation program in the United States is to attain "natural conditions" in national parks and wilderness areas by 2064. Results of research investigations on background concentrations of sea salt and biogenic organic matter, of episodic Saharan and Asian dust, and of carbon from natural fires were reviewed to provide a basis for making site-specific estimates of what the concentrations of atmospheric fine particulate matter components might be under natural conditions in the Southeastern United States. Based on this review, rough estimates were made of potential contributions of these aerosol components to natural background visibility. Natural organic particles were the dominant influence on the rate of visibility improvement required to reach natural conditions at an inland, mountainous location, and organic particles and sea salt were the dominant influences on the rate at a coastal location. African dust also had a large episodic effect, but the current regulatory approach is not designed to address episodic background variations. Insufficient data exist to quantify the contributions of wildfires with any detail, although global air pollution modeling provides insight, and their emissions can be locally dominant. Conservative regional refinements to the default natural background estimates do not greatly alter the region-wide rates of reduction of ambient particulate matter concentrations that will be needed to accomplish the first phase of the regional haze program. However, refinements at specific Class I areas may have considerable influence on defining the nature (magnitude and spatial and temporal distribution) of local emission reduction efforts there.  相似文献

The objective of this research was to develop a multiobjective optimization model to deploy emissions reduction technologies for nonroad construction equipment to reduce emissions in a cost-effective and optimal manner. Given a fleet of construction equipment emitting different pollutants in the nonattainment (NA) and near -nonattainment (NNA) counties of a state and a set of emissions reduction technologies available for installation on equipment to control pollution/emissions, the model assists in determining the mix of technologies to be deployed so that maximum emissions reduction and fuel savings are achieved within a given budget. Three technologies considered for emissions reduction were designated as X, Y, and Z to keep the model formulation general so that it can be applied for any other set of technologies. Two alternative methods of deploying these technologies on a fleet of equipment were investigated with the methods differing in the technology deployment preference in the NA and NNA counties. The model having a weighted objective function containing emissions reduction benefits and fuel-saving benefits was programmed with C++ and ILOG-CPLEX. For demonstration purposes, the model was applied for a selected construction equipment fleet owned by the Texas Department of Transportation, located in NA and NNA counties of Texas, assuming the three emissions reduction technologies X, Y, and Z to represent, respectively, hydrogen enrichment, selective catalytic reduction, and fuel additive technologies. Model solutions were obtained for varying budget amounts to test the sensitivity of emissions reductions and fuel-savings benefits with increasing the budget. Different mixes of technologies producing maximum oxides of nitrogen (NO(x)) reductions and total combined benefits (emissions reductions plus fuel savings) were indicated at different budget ranges. The initial steep portion of the plots for NO(x) reductions and total combined benefits against budgets for different combinations of emissions reduction technologies indicated a high benefit-cost ratio at lower budget amounts. The rate of NO(x) reductions and the increase of combined benefits decreased with increasing the budget, and with the budget exceeding certain limits neither further NO(x) reductions nor increased combined benefits were observed. Finally, the Pareto front obtained would enable the decision-maker to achieve a noninferior optimal combination of total NO(x) reductions and fuel-savings benefits for a given budget.  相似文献

The 2017 revisions to the Regional Haze Rule clarify that visibility progress at Class I national parks and wilderness areas should be tracked on days with the highest anthropogenic contributions to haze (impairment). We compare the natural and anthropogenic contributions to haze in the western United States in 2011 estimated using the Environmental Protection Agency (EPA) recommended method and using model projections from the Comprehensive Air Quality Model with Extensions (CAMx) and the Particulate Source Apportionment Tool (PSAT). We do so because these two methods will be used by states to demonstrate visibility progress by 2028. If the two methods assume different natural and anthropogenic contributions, the projected benefits of reducing U.S. anthropogenic emissions will differ. The EPA method assumes that episodic elevated carbonaceous aerosols greater than an annual 95th percentile threshold are natural events. For western U.S. IMPROVE monitoring sites reviewed in this paper, CAMx-PSAT confirms these episodes are impacted by carbon from wildfire or prescribed fire events. The EPA method assumes that most of the ammonium sulfate is anthropogenic in origin. At most western sites CAMx-PSAT apportions more of the ammonium sulfate on the most impaired days to global boundary conditions and anthropogenic Canadian, Mexican, and offshore shipping emissions than to U.S. anthropogenic sources. For ammonium nitrate and coarse mass, CAMx-PSAT apportions greater contributions to U.S. anthropogenic sources than the EPA method assigns to total anthropogenic contributions. We conclude that for western IMPROVE sites, the EPA method is effective in selecting days that are likely to be impacted by anthropogenic emissions and that CAMx-PSAT is an effective approach to estimate U.S. source contributions. Improved inventories, particularly international and natural emissions, and further evaluation of global and regional model performance and PSAT attribution methods are recommended to increase confidence in modeled source characterization.

Implications: The western states intend to use the CAMx model to project visibility progress by 2028. Modeled visibility response to changes in U.S. anthropogenic emissions may be less than estimated using the EPA assumptions based on total U.S. and international anthropogenic contributions to visibility impairment. Additional model improvements are needed to better account for contributions to haze from natural and international emissions in current and future modeling years. These improvements will allow more direct comparison of model and EPA estimates of natural and anthropogenic contributions to haze and future visibility progress.  相似文献

This paper investigates the impact of light duty diesels on California visibility in the early 1990s. It is found that, without increased dieselization, there will be little change in statewide visibility levels from the late 1970s to the early 1990s. Visibility impacts from diesels are calculated for various scenarios of diesel use and particulate control. The likely dieselization (20%), do nothing particulate control (0.4 g/ml) scenario will change projected statewide emissions slightly for HC ( –2 % ) , NO x (+1%), SO x (+5%), and TSP (+1%) but will increase statewide emissions of elemental carbon (soot) by about 80%. Simplistic haze budget calculations indicate that this increase In soot emissions should reduce visibility about 10 to 25% in California. More precise and geographically detailed visibility calculations are performed by applying a lead tracer model to data for 86 California locations. The lead tracer model indicates that the likely dieselization, do nothing control scenario will reduce visibility by about 10 to 35%, with the greatest impacts occurring in and near urban areas. Actual visibility decreases for this scenario may even be much greater, 20 to 50%, because the analysis does not address two other significant factors: (1) increased SO4 –2 levels due to catalytic SO2 oxidation by soot and to higher SO2 emissions, and (2) increased soot emissions due to dieselization of the medium and heavy duty fleets.  相似文献

Tourism is a financing mechanism considered by many donor-funded marine conservation initiatives. Here we assess the potential role of visitor entry fees, in generating the necessary revenue to manage a marine protected area (MPA), established through a Global Environmental Facility Grant, in a temperate region of Chile. We assess tourists’ willingness to pay (WTP) for an entry fee associated to management and protection of the MPA. Results show 97 % of respondents were willing to pay an entrance fee. WTP predictors included the type of tourist, tourists’ sensitivity to crowding, education, and understanding of ecological benefits of the MPA. Nature-based tourists state median WTP values of US$ 4.38 and Sun-sea-sand tourists US$ 3.77. Overall, entry fees could account for 10–13 % of MPA running costs. In Chile, where funding for conservation runs among the weakest in the world, visitor entry fees are no panacea in the short term and other mechanisms, including direct state/government support, should be considered.  相似文献

随着全球变暖及工业污染排放的蔓延式发展,由空气污染带来的区域能见度恶化越来越成为中国东部经济发达地区所面临的严重区域性问题,常出现大范围的雾霾天气,造成区域空气质量的恶化及能见度水平的下降.基于对能见度及相对湿度、颗粒物浓度和组分的观测分析及影响能见度的相对湿度和空气污染因子的理论分析,提出了环保范畴内的霾污染概念,并制定了包括能见度、颗粒物浓度及其组分的上海市霾污染判别指标体系,基于颗粒物组分观测数据,对相对湿度因子进行了参数化.根据所提出的指标体系,通过上海市某点位一年观测数据的跟踪分析发现,根据霾污染判别指标体系计算得到的霾污染天数与气象学意义上的霾天数具有很好的对应关系,且新的判别指标体系能很好地区分霾污染和浮尘过程.  相似文献

Regional haze regulations require progress toward reducing atmospheric haze as measured by particle scattering coefficient of visible light. From a practical perspective, this raises the following question: Given a decrease in extinction, what is the probability that people will notice an improvement in visibility? This paper proposes a quantitative definition of the probability of a perceptible increase in visibility given a decrease in light extinction and a general method to estimate this probability from perception measurements made in the field under realistic conditions. Using data from a recent study of visibility perception by 8 observers, it is estimated that a 2-4 deciview change gives a 67% maximum probability of detecting the improvement. Stated another way, the odds of seeing a difference are at most 2:1 for a change of 2-4 deciviews. A 90% probability requires a change of at least 3.5-7.0 deciviews. The limitations and possible bias in the results of this study are discussed. These results may have a major effect on the cost-benefit analysis of regulatory actions to improve visibility.  相似文献

The public attitudes survey involving St. Louis City, St. Louis County, and Madison and St. Clair Counties, Illinois, was completed and published in the fall of 1964. A total of 1002 respondents gave needed information for the development of an acceptable abatement program. Substantial proportions from the study area expressed the view that they have had some negative reaction to the quality of the air. These respondents indicated that air pollution meant, primarily, odor and smoke with residents of some localities indicating other significant elements. The interviewed persons felt that factories and businesses were the prime causal agents in the existence of air pollution. Over 90 percent of all respondents felt that some governmental agency should do something about air pollution in the St. Louis area, with some bi-state metropolitan agency being the principal choice. The residents also expressed a willingness to pay minimal tax support for such a program. The U.S. Environmental Protection Agency (EPA) Notice of Proposed Rulemaking (NPR) for regional haze uses the deciview haze index (dv) as the indicator for visibility impairment and proposes a change of 1 dv as "a small but noticeable change in haziness under most circumstances." All previous visibility rules have specified human perception as the indicator for visibility impairment. This article examines the technical basis cited in the NPR for this new indicator for visibility impairment and for the perception threshold of approximately 1 dv. Derivations based on the assumptions and approximations cited in the NPR show that the deciview haze index does not have the correct functional form to relate changes in haze within federal Class I areas to the visual perception of those changes. The just-noticeable change in light extinction is, in most cases, inversely proportional to the sight path length instead of proportional to the light-extinction coefficient. These derivations also indicate that a 1-dv change in haziness is typically too small to be perceived in most Class I areas.  相似文献

Using a WRF-SMOKE-CMAQ modeling framework, we investigate the impacts of smoke from prescribed fires on model performance, regional and loc al air quality, health impacts, and visibility in protected natural environments using three different prescribed fire emission scenarios: 100% fire, no fire, and 30% fire. The 30% fire case reflects a 70% reduction in fire activities due to harvesting of logging residues for use as a feedstock for a potential aviation biofuel supply chain. Overall model performance improves for several performance metrics when fire emissions are included, especially for organic carbon, irrespective of the model goals and criteria used. This effect on model performance is more pronounced for the rural and remote IMPROVE sites for organic carbon and total PM2.5. A reduction in prescribed fire emissions (30% fire case) results in significant improvement in air quality in areas in western Oregon, northern Idaho, and western Montana, where most prescribed fires occur. Prescribed burning contributes to visibility impairment, and a relatively large portion of protected class I areas will benefit from a reduced emission scenario. For the haziest 20% days, prescribed burning is an important source of visibility impairment, and approximately 50% of IMPROVE sites in the model domain show a significant improvement in visibility for the reduced fire case. Using BenMAP, a health impact assessment tool, we show that several hundred additional deaths, several thousand upper and lower respiratory symptom cases, several hundred bronchitis cases, and more than 35,000 workday losses can be attributed to prescribed fires, and these health impacts decrease by 25–30% when a 30% fire emission scenario is considered.

Implications: This study assesses the potential regional and local air quality, public health, and visibility impacts from prescribed burning activities, as well as benefits that can be achieved by a potential reduction in emissions for a scenario where biomass is harvested for conversion to biofuel. As prescribed burning activities become more frequent, they can be more detrimental for air quality and health. Forest residue-based biofuel industry can be source of cleaner fuel with co-benefits of improved air quality, reduction in health impacts, and improved visibility.  相似文献

Several studies have been carried out over the past 20 or so years to assess the level of visual air quality that is judged to be acceptable in urban settings. Groups of individuals were shown slides or computer-projected scenes under a variety of haze conditions and asked to judge whether each image represented acceptable visual air quality. The goal was to assess the level of haziness found to be acceptable for purposes of setting an urban visibility regulatory standard. More recently, similar studies were carried out in Beijing, China, and the more pristine Grand Canyon National Park and Great Gulf Wilderness. The studies clearly showed that when preference ratings were compared to measures of atmospheric haze such as atmospheric extinction, visual range, or deciview (dv), there was not a single indicator that represented acceptable levels of visual air quality for the varied urban or more remote settings. For instance, using a Washington, D.C., setting, 50% of the observers rated the landscape feature as not having acceptable visual air quality at an extinction of 0.19 km?1 (21 km visual range, 29 dv), while the 50% acceptability point for a Denver, Colorado, setting was 0.075 km?1 (52 km visual range, 20 dv) and for the Grand Canyon it was 0.023 km?1 (170 km visual range, 7 dv). Over the past three or four decades, many scene-specific visibility indices have been put forth as potential indicators of visibility levels as perceived by human observers. They include, but are not limited to, color and achromatic contrast of single landscape features, average and equivalent contrast of the entire image, edge detection algorithms such as the Sobel index, and just-noticeable difference or change indexes. This paper explores various scene-specific visual air quality indices and examines their applicability for use in quantifying visibility preference levels and judgments of visual air quality.

Implications: Visibility acceptability studies clearly show that visibility become more unacceptable as haze increases. However, there are large variations in the preference levels for different scenes when universal haze indicators, such as atmospheric extinction, are used. This variability is significantly reduced when the sky–landscape contrast of the more distant landscape features in the observed scene is used. Analysis suggest that about 50% of individuals would find the visibility unacceptable if at any time the more distant landscape features nearly disappear, that is, they are at the visual range. This common metric could form the basis for setting an urban visibility standard.  相似文献

Abstract

Organic carbon has been found to be a significant component of aerosols that impair visibility in remote areas across the country. Organic aerosols are particularly important in western areas of the United States and contribute roughly equally with sulfate aerosols and dust in the total extinction budget. Potential visibility enhancement resulting from various future energy management options that reduce volatile organic carbon and particulate material emissions from fossil-energy-related processes hinges on the relative contribution of the fossil-fuel-derived organic component to the extinction budget. Thus, additional studies are needed to quantify the partitioning of organic carbon between biogenic and fossil sources. Relative humidity (RH) also plays an important role in visibility impairment. It is well known that water soluble aerosol species, such as sulfate and nitrate, can increase light-scattering efficiencies of fine particles by more than an order of magnitude as RH is increased from 20-30% to 90-95%. Organic carbon aerosol has been found to be a mixture of more soluble and less soluble components, but few studies have been performed to evaluate the RH response function of aerosols composed of these components, either separately or in combination, especially at high relative humidities. The purpose of this paper is to describe some experiments that could address the major uncertainties of biogenic and fossil carbon contributions to the fine particle extinction budget and visibility impairment.  相似文献

根据长沙地区1970—2012年气象观测资料及环境监测数据,对近43年长沙雾霾特征及影响因子进行了分析。结果表明,长沙地区雾的年际变化具有显著的倒"U"型特征,霾整体上呈上升趋势;雾霾天气主要集中在秋冬季节,春夏季节较少;从空间分布来看,望城区(县)和宁乡县雾霾天气最多,浏阳市次之,长沙市区最少。在一次持续性雾霾天气过程中(10.2~10.12),相对湿度、PM2.5质量浓度与能见度呈现显著负相关,说明PM2.5质量浓度和相对湿度是雾霾天气形成的首要影响因子。  相似文献

Efforts are on the way on the Swedish West Coast to develop the capacity for cultivation of marine resources, notably of kelps. Given that this is a region of great natural and national heritage, public opposition to marine developments has been identified as a possible risk factor. This survey thus sought to shed light on awareness levels, perceptions of different types of aquaculture and on reactions to a scenario depicting future aquaculture developments on the West Coast. When asked about their general opinions of aquaculture, respondents tended to be favourable though a majority chose neutral responses. On the whole, respondents were favourable to the depicted scenario. Finally, it was found that the high-awareness group tended to be more supportive than the low or medium-awareness groups, hinting at the benefits of increasing awareness to reduce public aversion and to support a sustainable development of aquaculture on the Swedish West Coast.  相似文献
