Abstract: The population of Collier and Lee Counties in southwestern Florida has increased 11‐fold from 1960 to 2004 with a concomitant increase in freshwater demand. Water levels and salinity within the water table aquifer over the past two to three decades have generally been stable, with more monitoring wells showing statistically significant temporal increases in water level than decreases. Residential development has had a neutral impact on the water table aquifer because the total annual evapotranspiration of residential communities is comparable to that of native vegetation and less than that of most agricultural land uses. Public water supply systems and private wells also result in net recharge to the water table aquifer with water produced from deeper aquifers. Confined freshwater aquifers have overall trends of decreasing water levels. However, with the exception of the mid‐Hawthorn aquifer, water levels in most areas recover to near background levels each summer wet season. Freshwater resources in humid subtropical areas, such as southwestern Florida, are relatively robust because of the great aquifer recharge potential from the excess of rainfall over ET during the wet season. Application of game theory for a groundwater conflict in Mexico   总被引:2,自引:0,他引:2  
Exploitation of scarce water resources, particularly in areas of high demand, inevitably produces conflict among disparate stakeholders, each of whom may have their own set of priorities. In order to arrive at a socially acceptable compromise, the decision-makers should seek an optimal trade-off between conflicting objectives that reflect the priorities of the various stakeholders. In this study, game theory was applied to a multiobjective conflict problem for the Alto Rio Lerma Irrigation District, located in the state of Guanajuato in Mexico, where economic benefits from agricultural production should be balanced with associated negative environmental impacts. The short period of rainfall in this area, combined with high groundwater withdrawals from irrigation wells, has produced severe aquifer overdraft. In addition, current agricultural practices of applying high loads of fertilizers and pesticides have contaminated regions of the aquifer. The net economic benefit to this agricultural region in the short-term lies with increasing crop yields, which requires large pumping extractions for irrigation as well as high chemical loading. In the longer term, this can produce economic loss due to higher pumping costs (i.e., higher lift requirements), or even loss of the aquifer as a viable source of water. Negative environmental impacts include continued diminishment of groundwater quality, and declining groundwater levels in the basin, which can damage surface water systems that support environmental habitats. The two primary stakeholders or players, the farmers in the irrigation district and the community at large, must find an optimal balance between positive economic benefits and negative environmental impacts. In this paper, game theory was applied to find the optimal solution between the two conflicting objectives among 12 alternative groundwater extraction scenarios. Different attributes were used to quantify the benefits and costs of the two objectives, and, following generation of the Pareto frontier or trade-off curve, four conflict resolution methods were then applied.  相似文献

ABSTRACT: California's courts have recently recognized the existence of underground aquifer storage rights that permit public agencies to (1) store imported waters in aquifers; (2) prevent others from expropriating that water; and (3) recapture the stored water when it is needed. The article describes the two appellate decisions that represent the common-law development of aquifer storage rights. Each decision related to separate aquifers that were subject to separate types of groundwater management programs. One decision involved an aquifer under the southeastern San Francisco Bay area that was managed under statutory authority and is entitled, Niles Sand and Gravel Co. v. Alameda County Water District 37 C.A.3d 924 (1974); cert. denied 419 US 869. The other decision involved an aquifer under Southern California's San Fernando Valley that was managed under judicial authority and is entitled, City of Los Angeles v. City of San Fernando 14 Cal.3d 199 (1975). The two decisions provide separate, but complimentary, public interest rationales for aquifer storage rights: (1) to protect water supplies necessary for the overlying community; and (2) to increase water supply efficiencies by using natural underground reservoirs wherever practicable. The Article reviews the relationship of aquifer storage rights to conventional groundwater rights and indicates aspects of the storage right that may need additional development.  相似文献

ABSTRACT: This paper presents an analysis of the effects of different institutional arrangements and economic environments on water markets. Characteristics of water rights transfers in the South Platte Basin of Colorado and transfers of shares of the Northern Colorado Water Conservancy District (NCWCD) are compared to show how different institutional arrangements can affect the types and size distributions of transfers. The characteristics of water rights transfers in the prosperous South Platte are then compared with water rights transfer characteristics in the economically marginal Arkansas River basin of Colorado to identify the effects of different economic environments. Finally, the economic losses from reductions in irrigated acreage resulting from water transfers are estimated for the South Platte and Arkansas and compared with purchase prices by municipalities. Transfers in the South Platte were to new uses in the same basin, while more recent transfers in the Arkansas were to out of basin users. Transfers of South Platte rights and especially NCWCD shares were small and continuous over time, while transfers in the Arkansas were dominated by a few very large transfers. The negative impacts are judged to be more severe in the Arkansas basin than in the South Platte. Purchase prices paid by municipalities substantially exceeded capitalized transitional losses in the selling areas. In the South Platte, gains and losses were in the same basin, while the Arkansas absorbed the losses, with the benefits going to the purchasing basin.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00526.x Abstract: Wells screened across multiple aquifers can provide pathways for the movement of surprisingly large volumes of groundwater to confined aquifers used for public water supply (PWS). Using a simple numerical model, we examine the impact of several pumping scenarios on leakage from an unconfined aquifer to a confined aquifer and conclude that a single inactive multi‐aquifer well can contribute nearly 10% of total PWS well flow over a wide range of pumping rates. This leakage can occur even when the multi‐aquifer well is more than a kilometer from the PWS well. The contribution from multi‐aquifer wells may be greater under conditions where seasonal pumping (e.g., irrigation) creates large, widespread downward hydraulic gradients between aquifers. Under those conditions, water can continue to leak down a multi‐aquifer well from an unconfined aquifer to a confined aquifer even when those multi‐aquifer wells are actively pumped. An important implication is that, if an unconfined aquifer is contaminated, multi‐aquifer wells can increase the vulnerability of a confined‐aquifer PWS well.  相似文献

Abstract: Conserving the watershed can help to preserve ground water recharge. Preventing overuse of available water through pricing reforms can also substantially increase the value of an aquifer. Inasmuch as users are accustomed to low prices, efficiency pricing may be politically infeasible, and watershed conservation may be considered as an alternative. We estimate and compare welfare gains from pricing reform and watershed conservation for a water management district in Oahu that obtains its water supply from the Pearl Harbor aquifer. We find that pricing reform is welfare superior to watershed conservation unless the latter is able to prevent very large recharge losses. Watershed conservation that yields net gains in combination with pricing reform may cause net losses without the pricing reform. If adoption of watershed conservation delays the implementation of pricing reform, the benefits of the latter are significantly reduced.  相似文献

ABSTRACT: Increasing demands on western water are causing a mounting need for the conjunctive management of surface water and ground water resources. Under western water law, the senior water rights holder has priority over the junior water rights holder in times of water shortage. Water managers have been reluctant to conjunctively manage surface water and ground water resources because of the difficulty of quantification of the impacts to surface water resources from ground water stresses. Impacts from ground water use can take years to propagate through an aquifer system. Prediction of the degree of impact to surface water resources over time and the spatial distribution of impacts is very difficult. Response functions mathematically describe the relationship between a unit ground water stress applied at a specific location and stream depletion or aquifer water level change elsewhere in the system. Response functions can be used to help quantify the spatial and temporal impacts to surface water resources caused by ground water pumping. This paper describes the theory of response functions and presents an application of transient response functions in the Snake River Plain, Idaho. Transient response functions can be used to facilitate the conjunctive management of surface and ground water not only in the eastern Snake River Plain basin, but also in similar basins throughout the western United States.  相似文献

Texas water resources, already taxed by drought and population growth, could be further stressed by possible listings of endangered aquatic species. This study estimated potential economic impacts of environmental flows (EFs) for five freshwater unionid mussels in three Central Texas basins (Brazos, Colorado, and Guadalupe‐San Antonio Rivers) that encompass 36% of Texas (~246,000 km2). A water availability model projected reductions in water supply to power, commercial and industrial, municipal, and agriculture sectors in response to possible EFs for mussels. Single‐year economic impacts were calculated using publicly available data with and without water transfers. Benefits of EFs should also be assessed, should critical habitat be proposed. Potential economic losses were highest during droughts, but were nominal (<$1 M) in wetter years — even with high EFs. Reduced supplies to San Antonio area power plants caused worst‐case impacts of a single‐year shutdown up to $107 million (M) during drought with high EFs. For other sectors in the study area, water transfers reduced worst‐case losses from $80 to $11 M per year. Implementing innovative water management strategies such as water markets, conjunctive use of surface water and groundwater, aquifer storage and recovery could mitigate economic impacts if mussels — or other widely distributed aquatic species — were listed. However, approaches for defining EFs and strategies for mitigating economic impacts of EFs are needed.  相似文献

The traditional factors used to determine safe yield of a groundwater basin (water supply, economics, water quality and water rights) do not include environmental effects. Because of the unique estuarine ecosystems associated with many coastal aquifers, environmental effects should be included in the determination of the safe yield of these aquifers. Controlled saline-water intrusion should be considered as a management tool in coastal aquifers. Artificial aquifer recharge using treated wastewater may be used to increase the safe yield of a coastal aquifer system while preserving the ecology of the coastal ecosystems.  相似文献

The objectives were to (1) delineate the complex set of rules governing the fate and transfer of water rights as agricultural land is urbanized in Texas and New Mexico in the United States and Chihuahua in Mexico and (2) estimate the change in water use as a result of such urbanization. Important additional determinants of water use in the region include intensification of agriculture and the hydroschizophrenic policy framework. We conducted interviews with key informants to identify the possible outcomes for changes in water rights as land is urbanized. We constructed decision trees for each of the three jurisdictions, Chihuahua, Texas, and New Mexico, that identified the possible outcomes from urbanization. For each of the possible outcomes in the decision tree, we estimated a range of potential water use outcomes and the most likely water use outcome on a per unit of land area basis. Results show that urbanization of agricultural land has almost no impact on the aggregate demand for or use of surface water. However, the impacts of urbanization on groundwater use vary considerably over the region from Texas to New Mexico to Chihuahua. In New Mexico and Chihuahua where groundwater rights can be leased or sold to other users, the likely impact is a net increase in groundwater use as land is urbanized, ranging from 0 to 3,000 m3/ha in New Mexico and averaging 3,000 m3/ha or more in Chihuahua. In Texas, there is a net benefit in groundwater savings, but those savings are subject to being offset by increased groundwater pumping to meet the needs of expanding pecan production. The net result is continued groundwater depletion, threatening the life of the transboundary aquifers, the Hueco Bolson and the Mesilla Bolson, in the Middle Rio Grande basin (defined as the part of the basin between Elephant Butte Reservoir in New Mexico to the confluence of the river with the Rio Conchos from Mexico).  相似文献

ABSTRACT: Unsustainable withdrawals from regional aquifers have resulted in adverse impacts considerable distances from the point locations of supply wells. In one area of the southeastern (SE) Coastal Plain, conservative estimates for repair/replacement of some residential wells damaged or destroyed by unsustainable yield from the Floridan aquifer system exceeded $4 million. However, a comprehensive assessment of damage/economic loss to private property and public resources due to unsustainable yield from that regional karst aquifer has not been made. Uncalculated direct costs to home‐owners from damage attributed to those withdrawals are associated with destruction of homes from increased sinkhole formation, devalued waterfront property, and removal of diseased and dead trees. Examples of other uncalculated economic burdens resulting from unsustainable aquifer yield in the SE Coastal Plain include: (1) irreversible damage to the aquifer matrix and concomitant increased potential for groundwater contamination, (2) large‐scale wildfires with subsequent degradation of air quality, debilitation of transportation corridors, and destruction of timber, wildlife habitat and property, and (3) destruction of “protected” natural areas. This paper provides a general background of the regional Floridan aquifer system's karst characteristics, examples of known impacts resulting from ground water mining in the SE Coastal Plain, and examples of additional damage that may be related to unsustainable yield from the Upper Floridan aquifer. Costs of these impacts have not been calculated and are not reflected in the price users pay for ground water. Evidence suggests that the classic watershed management approach must be revised in areas with mined regional karst aquifers to include impacts of induced recharge from the surficial aquifer, and subsurface inter‐basin flow. Likewise, associated impacts to surface water and interrelated systems must be calculated. The true cost of groundwater mining to this and future generations should be determined using a multidisciplinary approach.  相似文献

Evidence of groundwater management by aquifer users emerging under Integrated Water Resources Management (IWRM) initiatives is presented, by analyzing the Consejos Técnicos de Aguas (COTAS; Technical Water Councils or Aquifer Management Councils) in the state of Guanajuato, Mexico, established between 1998 and 2000 by the Guanajuato State Water Commission (CEAG). Two contrasting models influenced this attempt to promote user self-regulation of groundwater extractions: locally autonomous aquifer organizations with powers to regulate groundwater extractions versus aquifer organizations with advisory powers only. The COTAS were conceived as locally autonomous IWRM organizations consisting of all aquifer users that would work together to reduce groundwater over-extraction and stabilize aquifer levels, at a later stage. CEAG followed an expedient IWRM approach to develop the COTAS, setting achievable targets for their development and explicitly focusing on active stakeholder participation. The article shows that, due to struggles between the state and federal levels, the COTAS have become advisory bodies that have not led to reductions in groundwater extractions. It concludes that achieving user self-regulation of groundwater extractions requires a fuller delegation of responsibilities to the COTAS which would not be possible without addressing the institutional struggles over water governance at the state and federal levels.  相似文献

DOI: 10.1111/j.1752-1688.2010.00427.x Abstract: Groundwater levels, apparent age, and chemistry from field sites and groundwater-flow modeling of hypothetical aquifers collectively indicate that groundwater-flow paths contribute to differences in nitrate concentrations across riparian corridors. At sites in Virginia (one coastal and one Piedmont), lowland forested wetlands separate upland fields from nearby surface waters (an estuary and a stream). At the coastal site, nitrate concentrations near the water table decreased from more than 10 mg/l beneath fields to 2 mg/l beneath a riparian forest buffer because recharge through the buffer forced water with concentrations greater than 5 mg/l to flow deeper beneath the buffer. Diurnal changes in groundwater levels up to 0.25 meters at the coastal site reflect flow from the water table into unsaturated soil where roots remove water and nitrate dissolved in it. Decreases in aquifer thickness caused by declines in the water table and decreases in horizontal hydraulic gradients from the uplands to the wetlands indicate that more than 95% of the groundwater discharged to the wetlands. Such discharge through organic soil can reduce nitrate concentrations by denitrification. Model simulations are consistent with field results, showing downward flow approaching toe slopes and surface waters to which groundwater discharges. These effects show the importance of buffer placement over use of fixed-width, streamside buffers to control nitrate concentrations.  相似文献

Many important groundwater aquifers cross state and national boundaries. The flow of water in these aquifers is not influenced by the boundaries but may be materially influenced by mans activities on one or both sides of a boundary. Interstate and international problems may develop because of excessive groundwater lowering on one side of a boundary affecting water users on the opposite side of the line. Similarly, intensive groundwater development along a surface stream may influence the amount of surface water that flows across a boundary. A third type of problem may develop when pumping on one side of the boundary induces poor quality water into an aquifer on the other side of the boundary. ABSTRACT: A groundwater quality change of +0.13 millimhos electrical conductivity was documented between 1940 and 1 972 in the Safford Valley. The change is attributable to four principal mechanisms: pumping-encouraged saline artesian aquifer leakage, natural recharge of the water table aquifer by saline waters, leaching of agricultural waters into the aquifer and the lateral flow of groundwater through saline lacustrine beds. A hydrologic study of the area has shown the first of these mechanisms to be predominant. Salinity modeling has shown three regions of salinity change, and salinity increase projections for each are determined. An economic analysis and an economic model are then combined with the physical model, yielding information as to when certain economic conditions are reached with respect to the salinity increase. This combined model shows that, based on projected salinity trends, cotton, the principal agricultural crop of the valley, will remain economical to cultivate for a significant time beyond the model's limit of prediction. Alfalfa, on the other hand, should go out of production in large areas of the valley by 1990, and not be under economical cultivation by 2040. A sociologic model, based on the cluster analysis of questionnaire data, shows an awareness of the salinity problems of the area but little concern over them. Interdisciplinary model based salinity control regulations are made.  相似文献

Substantial conflict exists over water management and allocation in the Platte River Basin of Nebraska. An interdisciplinary computer simulation model, representing the water quantity, water quality, environmental, and economic dimensions of the conflict, was developed in order to analyze the tradeoffs among allocation scenarios. Most importantly, decisionmakers and interest groups were involved in model development. Simulation results for a base case and two scenarios are presented. One scenario favors protection of instream flow for wildlife; the other favors water diversions for agriculture. Impacts of the instream flow scenario, as measured by the amount of land irrigated, groundwater levels, the amount of wildlife habitat for cranes and catfish, and net agricultural benefits did not differ greatly from those of the base case. However, impacts of the diversion scenario were substantial. On the negative side, instream flows and wildlife habitat declined an average of 39 percent; while, on the positive side, groundwater levels and net agricultural benefits each increased 6 percent. The modeling process was successful insofar as it promoted an understanding among the highly diverse interest groups of the systems nature of the Basin. One agreement on a water diversion schedule among three of the parties has been reached, partly as a result of this process. More comprehensive compromises have not yet been forged. Our experience, however, indicates that modeling success at the policymaking level depends more on the extent to which the policymakers understand the model than it does on model sophistication.  相似文献

ABSTRACT: A national and interregional programming model was used in projecting the impacts of alternative energy policies and prices on agricultural production, land use, and irrigation. The alternatives analyzed include (a) natural gas deregulation, (b) natural gas curtailment, (c) doubled energy prices, and (d) tripled energy prices. These alternatives are compared with a base alternative where prices and conditions are at normal levels. Restraints in the model control availability of water, land, nitrogen fertilizers, and energy. Water production functions were used to adjust water use to conform with projected energy prices and policies. Natural gas curtailment would have the largest effect on nitrogen use on irrigated land. Values or shadow prices for lands that remains in irrigation would increase under all of the alternatives because of reduced supply. Increased energy prices generally would increase use of surface water for irrigation and reduce use of ground water due to higher pumping costs. Reductions of 50 percent or more in ground water use would occur in the South Central and Western regions of the United States. Water supply prices increase under all of the alternatives; with the amount varying by regions and the policy or price situation.  相似文献

Abstract: Water supply uncertainty continues to threaten the reliability of regional water resources in the western United States. Climate variability and water dispute potentials induce water managers to develop proactive adaptive management strategies to mitigate future hydroclimate impacts. The Eastern Snake Plain Aquifer in the state of Idaho is also facing these challenges in the sense that population growth and economic development strongly depend on reliable water resources from underground storage. Drought and subsequent water conflict often drive scientific research and political agendas because water resources availability and aquifer management for a sustainable rural economy are of great interest. In this study, a system dynamics approach is applied to address dynamically complex problems with management of the aquifer and associated surface‐water and groundwater interactions. Recharge and discharge dynamics within the aquifer system are coded in an environmental modeling framework to identify long‐term behavior of aquifer responses to uncertain future hydrological variability. The research shows that the system dynamics approach is a promising modeling tool to develop sustainable water resources planning and management in a collaborative decision‐making framework and also to provide useful insights and alternative opportunities for operational management, policy support, and participatory strategic planning to mitigate future hydroclimate impacts in human dimensions.  相似文献

Water stress in Northern China is characterized with major, inefficient irrigation water use and rapidly growing non-agricultural water demands, as well as limited water quantity and declining water quality. Water use in the region is undergoing transfer from agricultural to municipal and industrial sectors. Currently, part of the economic loss and environmental damage due to water stress can be considered as a consequence of water transfer failures, including the current transfers, which hurt farmers' livelihood and income, and the needed transfers, which industry and cities have been waiting for but have not received. This paper starts with a discussion of the causes of water stress in Northern China, which is fundamental to understand the necessity and complexity of agricultural water transfers. Following that, it reviews water transfers in Northern China as a cause for concern over the social stability, economy and environment of the region. Based on an integrated analysis of economic, environmental, fiscal and social implications, this paper begins by identifying critical barriers to smooth water redistribution; and ends with implications for policy reforms, ensuring that farmers can and will save water. It is concluded that the decisions of water reallocation under water stress should be shared by communities at all levels, from the local to the national, to ensure equal access of water, especially the availability of the basic water need for all groups.  相似文献
