Seventy-six users of a camp grounds along the River Loing (France) took part in semi-directive interviews concerning their perceptions of water pollution levels of the river. The results of the interviews were analysed in conjunction with objective water pollution data supplied by the water quality monitoring authority. While there is some relationship between subjective estimates and objective quality classifications many people appear to be tolerant of water pollution. Quality estimates do not seem to be affected by the specific water-related activities of the respondents. A number of criteria are used by respondents in achieving their overall assessment of water quality (colour, presence/absence of water plants and algae, presence/absence of floating debris, odour, movement and clarity). These criteria appear to be used hierarchically and in a multi-stage judgmental process. 相似文献

The EU Water Framework Directive (WFD) requires member states to take measures to ensure that bodies of water will be in good chemical and ecological condition by 2015. Important measures to achieve this goal include reducing emissions of nitrogen (N) and phosphate (P2O5) from manure and mineral fertilizers into the environment. In regions with a high livestock density, this measure is expected to affect agricultural production and income. To quantify these effects, an environmental economic model is required that can assess alternatives capable of reducing N and P2O5 potential emissions to water. In this paper, we develop a model that is capable of analysing changes in potential emissions to water of N and P2O5 and apply it to the Netherlands, a country with large nutrient emissions. Compared to a 2015 reference scenario based on current efforts to reduce nutrient emissions, we found that the WFD measures will increase regional transport and export of manure and reduce the number of animals in the Netherlands. Fodder adjustments (defined as lower N and P2O5 input in purchased fodder) to decrease nutrient excretion in manure were a less attractive option than amongst others export, transportation of manure to another region, land use changes or reduction of the number of livestock. Compared to the reference scenario in 2015, total agricultural income will decrease by about €81.5 million per year (about €49/ha per year), although the effects will differ among parts of the Netherlands and agricultural sectors. The average predicted decrease in N emissions from agricultural sites, vulnerable to leaching into bodies of water will be almost 20% or approximately 14.7 kg N/ha per year. The reduction in N emissions to air from animal sheds, manure storage systems, application of animal manure and mineral fertilisers to the crops and grazing animals equals 6.5% or 5 kg ammonia (NH3) per hectare. 相似文献

Summary The island of Palawan covers some 12000 km2 and is located in the southwest of the Philippines archipelago. It is a beautiful and as yet relatively unspoilt island but in recent years the social and economic pressures on its natural resources and environment have begun to mount. If present trends continue, severe environmental damage will result. In recognition of this danger, the Philippines government and the European Economic Community have commissioned the preparation of an Integrated Environmental Program (IEP) for the island, as part of an overall economic development program. Phase one of the IEP study comprised an assessment of the island's resources and present situation and the formulation of a plan for the future protection of its environment, taking due account of the need for continuing economic development.An analysis was made of the likely economic returns from the proposed environmental protection program, using conventional benefit-cost analysis methodology. Due to the inadequate data base and the wide-ranging assumptions which had to be made, this was inevitably very approximate in nature. It was carried out in terms of the three main types of conservation activity proposed, namely land-based conservation, mangrove conservation and inshore marine conservation, and the program as a whole. The main benefits and costs were identified and, where appropriate, quantified for inclusion in the analysis.Choice of discount rate and length of analysis period are critical factors affecting the economics of environmental protection, which essentially involves the pursuit of long-term rather than short-term gains, output in the immediate future being restricted to the level of long-term sustained yield for the benefit of future generations. Use of the high discount rates customarily applied for project analysis in countries such as the Philippines (typically, 10–15 percent) places a heavy premium on short-term gains and attributes little or no value to benefits and costs further in the future. To take account of this problem the present values of costs and benefits were calculated using low discount rates of zero and 5 percent. Though this was a necessarily crude and arbitrary method of adjustment it was considered to be a better alternative than that of following normal convention and applying the high rates of discount customarily used in the Philippines.The analysis indicated that the various conservation activities could be expected to produce acceptable, though not spectacular, levels of economic return. Mangrove conservation would be particularly beneficial and the irrigation benefits from preserving river base flows and preventing an increase in peak floods, by means of catchment protection, would be high. Over the past 10 years, the National Infrastructure Simulation and Analysis Center (NISAC) has conducted over 150 detailed multi-hazard, multi-infrastructure scenario analyses of a wide range of man-made and natural disasters. Using a model-based implementation of the Department of Homeland Security risk management framework, NISAC analyzes scenarios ranging from extreme-event situational awareness to long-term strategic policy for improved homeland security and resilience to these events. This article describes the essential elements of the NISAC scenario analysis process, the toolkit of subject-matter expertise and models used, with a particular focus on the economics component. An example set of Hurricane Katrina economic-analysis results is used to illustrate basic elements of NISAC economics scenario analysis. 相似文献

Applying the concept of sustainability to invasive species management (ISM) is challenging but necessary, given the increasing rates of invasion and the high costs of invasion impacts and control. To be sustainable, ISM must address environmental, social, and economic factors (or “pillars”) that influence the causes, impacts, and control of invasive species across multiple spatial and temporal scales. Although these pillars are generally acknowledged, their implementation is often limited by insufficient control options and significant economic and political constraints. In this paper, we outline specific objectives in each of these three “pillars” that, if incorporated into a management plan, will improve the plan’s likelihood of sustainability. We then examine three case studies that illustrate how these objectives can be effectively implemented. Each pillar reinforces the others, such that the inclusion of even a few of the outlined objectives will lead to more effective management that achieves ecological goals, while generating social support and long-term funding to maintain projects to completion. We encourage agency directors and policy-makers to consider sustainability principles when developing funding schemes, management agendas, and policy. 相似文献

The article advances the hypothesis that the seasonal and inter‐annual variability of rainfall is a significant and measurable factor in the economic development of nations. An analysis of global datasets reveals a statistically significant relationship between greater rainfall variability and lower per capita GDP. Having established this correlation, we construct a water resources development index that highlights areas that have the greatest need for storage infrastructure to mitigate the impacts of rainfall variability on water availability for food and basic livelihood. The countries with the most critical infrastructure needs according to this metric are among the poorest in the world, and the majority of them are located in Africa. The importance of securing water availability in these nations increases every day in light of current population growth, economic development, and climate change projections. 相似文献

The adverse effects of stratospheric ozone depletion on human health and welfare is a major environmental concern. One potential welfare effect is reduction in plant productivity, including agricultural crops, due to increased UV-B radiation and tropospheric ozone formation. This paper evaluates the economic effects of potential changes in crop yields due to hypothetical depletions in stratospheric ozone over regions of the U.S.A. Results suggest that increases in tropospheric ozone due to a 15 per cent stratospheric ozone depletion may cause economic losses of around 0·9 billion dollars. Combined effects of both tropospheric ozone and UV-B radiation range from 1·3 to 2·5 billion dollars. Sectoral analysis, a new branch of political science, alleges that mineral extraction creates a socio-political climate that promotes inflexible statism, which in turn leads to substandard development performance. The theory, that mineral economies underperform bureaucratically and economically, is said not only to hold in a post-dictive sense for the mature mineral economies, such as Zambia, but also in a predictive sense for the newer mineral economies, such as Ecuador. This essay reviews and assesses this hypothesis in the light of the empirical evidence comparing mineral production, state capacity, and economic performance. In many river floodplains in the UK, there has been a long history of flood defence, land reclamation and water regime management for farming. In recent years, however, changing European and national policies with respect to farming, environment and flood management are encouraging a re-appraisal of land use in rural areas. In particular, there is scope to develop, through the use of appropriate promotional mechanisms, washland areas, which will simultaneously accommodate winter inundation, support extensive farming methods, deliver environmental benefits, and do this in a way which can underpin the rural economy. This paper explores the likely economic impacts of the development of flood storage and washland creation. In doing so, consideration is given to feasibility of this type of development, the environmental implications for a variety of habitats and species, and the financial and institutional mechanisms required to achieve implementation. 相似文献

A process is described for making comparative valuations of a wide range of environmental management activities when the combined social, economic, managerial, and political benefits of some (but not all) of these activities cannot be adequately described in economic terms and when budgetary constraints do not permit funding of all activities under consideration. Scholarly critics such as Wendell Berry, as well as the popular media, frequently refer to problems associated with agriculture as the agricultural crisis or the farm crisis. Despite the identification of a problem or problems as symptomatic of this crisis, scant attention is paid to why the situation is a social crisis as opposed to a problem, tragedy, trend, or simple change in the structure of agriculture. This paper analyzes the use of social crisis as applied to the state of modern agriculture and, by extension, other crises such as those in legitimation and morality. It concludes that, although important social values associated with farming as a way of life may be in danger of being lost, the crisis we may be facing with respect to agriculture is more properly understood as a sociopolitical crisis that has broader implications than simply the loss of farms or traditional farming values. Indeed, what is in danger of being lost is our ability to affect a secure and sustainable political-economic system. 相似文献

The link between environmental and economic performance has been widely debated in the literature for the last ten to fifteen years. One view is that improved environmental performance mainly causes extra costs for the firm and thus reduces profitability. However, also the opposite has been argued for: improved environmental performance would induce cost savings and increase sales and thus improve economic performance. Theoretical and empirical research have provided arguments for both positions and have not been conclusive so far. This article discusses reasons for the different views and the differences in empirical research and presents a theoretical framework to explain the coexistence of the conflicting views. It is argued that not merely the level of environmental performance, but mainly the kind of environmental management with which a certain level is achieved, influences the economic outcome. The model presented provides implications for both empirical research and company management in practice. Research and business practice should focus less on general correlations and more on causal relationships of eco-efficiency, i.e. the effect of different environmental management approaches on economic performance. 相似文献

Regional economic impacts of water management alternatives: the case of Devils Lake,North Dakota,USA
Devils Lake, located in a closed basin in northeastern North Dakota has over a century-long history of highly fluctuating water levels. The lake has risen nearly 25 feet (7.7 m) since 1993, more than doubling its surface area. Rising water levels have affected rural lands, transportation routes, and communities near the lake. In response to rising lake levels, Federal, state and local agencies have adopted a three-part approach to flood damage reduction, consisting of (1) upper basin water management to reduce the amount of water reaching the lake, (2) protection for structures and infrastructure if the lake continues to rise, and (3) developing an emergency outlet to release some lake water. The purpose of this study was to provide information about the net regional economic effects of a proposed emergency outlet for Devils Lake. An input-output model was used to estimate the regional economic effects of the outlet, under two scenarios: (1) the most likely future situation (MLS) and (2) a best case situation (BCS) (i.e., where the benefits from the outlet would be greatest), albeit an unlikely one. Regional economic effects of the outlet include effects on transportation (road and railroad construction), agriculture (land kept in production, returned to production sooner, or kept in production longer), residential relocations, and outlet construction expenditures. Effects are measured as changes in gross business volume (gross receipts) for various sectors, secondary employment, and local tax collections. The net regional economic effects of the proposed outlet would be relatively small, and consideration of these economic impacts would not strengthen the case for an outlet. 相似文献

The main purpose of a water distribution system (WDS) is to deliver safe water of desirable quality, quantity and continuity to consumers. However, in many cases, a WDS fails to fulfill its goal owing to structural and associated hydraulic failures and/or water quality failures. The impact of these failures can be reduced significantly if preventive actions are taken based on their potential of occurrences or if a failure occurs and is detected within a minimum period of time after its occurrence. The aim of this research was to develop a forensic system for WDS failures. As part of the proposed forensic analysis, a framework has been developed, which investigates structural and associated hydraulic failures as well as water quality failures and integrates all failure investigation under a single platform. Under this framework, four different models have been developed to evaluate and identify structural and associated hydraulic failures and water quality failures. If a failure is detected in the system, the framework is capable of identifying the most probable location of the failure. To investigate the effectiveness of the proposed framework, the developed models have been tested and implemented in different WDSs. 相似文献

Impact of groundwater markets in India on water use efficiency: a data envelopment analysis approach

In the hard rock areas of India, overdraft of groundwater has led to negative externalities. It increased costs of groundwater irrigation and caused welfare losses. At the same time informal groundwater markets are slowly emerging and are believed to improve water distribution and to increase water use efficiency in the irrigation sector. These claims are evaluated in this study. For this purpose data was collected from a sample containing three different groups of water users: water sellers, water buyers and a control group of non-traders. First the socio-economic characteristics of these groups are compared. Then the efficiency of water use of the three groups is studied using Data Envelopment Analysis. The results indicate that groundwater markets provide resource poor farmers access to irrigation water, giving them the opportunity to raise their productivity. Water buyers are furthermore shown to be most efficient in their water use, while water sellers are also shown to be more efficient than the control group. The differences in efficiency between the groups are statistically significant. The demonstrated potential of groundwater markets to improve the efficiency of water use and to increase equity in resource access should be taken into account by the Indian government when deciding on their attitude towards the emerging groundwater markets. 相似文献

Integrated coastal zone management (ICZM) has evolved as a key mechanism for the delivery of sustainable development objectives within coastal regions. Yet, despite significant advancements in ICZM application over recent years, one of the most noticeable weaknesses of ICZM performance has been a failure to adequately account for the existence of socio‐economic concerns. This information deficiency is particularly apparent in Scotland. Despite significant progress in the promotion of ICZM, Scottish experiences have been characterized by a focus upon sectoral policy co‐ordination and environmental dimensions of sustainability. At present, many rural enterprises in China's mountainous areas are developing rapidly, and due to poor planning and improper
management, in an uncontrolled manner. These small enterprises are making atmospheric pollution far more serious and more
difficult to control than before. Thus, as is the case with most developing countries, China is facing the challenge of managing
the increased environmental pollution that is accompanying its economic development. This paper examines the case of cement
dust pollution in the town of Wenquan in Sichuan province in order to determine how to adjust the relationship between development
of rural enterprises and atmospheric environmental pollution in mountainous areas. Using the single objective linear programming
method, and based on the principle of overall optimization, an optimal control plan for different pollution sources was worked
out and an economic assessment on reclamation of cement dust was completed. According to our analysis, after implementation
of this plan for four years, two months, the concentrations of suspended particles in Wenquan will achieve the requirement
of the national third-order ambient air quality standard; the current serious dust pollution will be completely controlled;
and the reclamation of cement dust will totally compensate for the cost of dust control and will result in 92,000 yuan of
