A hazardous waste assessment has been completed on ash samples obtained from seven sewage sludge incinerators operating in the UK, using the methods recommended in the EU Hazardous Waste Directive. Using these methods, the assumed speciation of zinc (Zn) ultimately determines if the samples are hazardous due to ecotoxicity hazard. Leaching test results showed that two of the seven sewage sludge ash samples would require disposal in a hazardous waste landfill because they exceed EU landfill waste acceptance criteria for stabilised non-reactive hazardous waste cells for soluble selenium (Se). Because Zn cannot be proven to exist predominantly as a phosphate or oxide in the ashes, it is recommended they be considered as non-hazardous waste. However leaching test results demonstrate that these ashes cannot be considered as inert waste, and this has significant implications for the management, disposal and re-use of sewage sludge ash.  相似文献

This paper considers the current status of waste generation and waste treatment trends, and introduces a wide variety of policy instruments for waste minimization at every stage of economic activity in Korea, i.e., production, distribution, and consumption. At each stage, the Korean government has imposed a policy mix of direct regulations and economic incentives. These policy instruments have made definite contributions to a reduction of waste generation and an increase in the recycling rate. Despite these fruitful outcomes, there are still some shortcomings with respect to efficiency and equity. Among other aspects, this paper examines three representative economic incentives – the charge system, the volume-based-collection fee system, and the deposit–refund system – and identifies shortcomings in each. Some suggestions are made for the creation of better systems of economic incentives. However, many experts insist that this kind of piecemeal change in each policy instrument is not enough to achieve the ultimate goal of resource circulation and an environmentally friendly society, especially in Korea, which is a country with little land, a high population density, and a high economic growth rate. In recent years the issue of the municipal waste in Poland has become increasingly topical, with a considerable rise in the waste generation, much of which can be attributed to a boom in product packaging (mainly plastic). The annual production of plastics packaging has been constantly increasing over the last 20 to 30 years, and now exceeds 3.7 million tons. Due to a lack of processing technologies and poorly developed selective segregation system, packaging waste is still treated as a part of the municipal solid waste (MSW) stream, most of which is landfilled. As a result of Poland's access to the European Union, previous legal regulations governing municipal waste management have been harmonized with those binding on the member countries. One of the main changes, the most revolutionary one, is to make entrepreneurs liable for environmental risks resulting from the introduction of packaging to the market, and for its recycling. In practice, all entrepreneurs are to ensure recovery, and recycling, of used packaging from products introduced to the market at the required level. In recent year, the required recycling levels were fulfilled for all types of materials but mainly by large institutions using grouped and transport packaging waste for that matter. Household packaging gathered in the selective segregation system at the municipalities was practically left alone. This paper is an attempt to describe the system and assess the first year of functioning of the new, revamped system of packaging waste management in Poland. Recommendations are made relating to those features that need to be included in packaging waste management systems in order to maximize their sustainability and harmonization with the EU legal system.  相似文献

The paper presents some data regarding waste electrical and electronic (WEEE) management in one of the founding countries of the EU, Italy, and in a recent entry into the EU, Romania. The aim of this research was to analyze some problems that countries entering the EU will have to solve with respect to WEEE management. The experiences of Italy and Romania could provide an interesting reference point. The strengths and weaknesses that the two EU countries have encountered can be used in order to give a more rational plan for other countries. In Italy the increase of WEEE collection was achieved in parallel with the increase of the efficiency of selective Municipal Solid Waste collection. In Romania, pilot experiences were useful to increase the awareness of the population. The different interests of the two populations towards recyclable waste led to a different scenario: in Romania all types of WEEE have been collected since its entrance into the EU; in Italy the “interest” in recycling is typically related to large household appliances, with a secondary role of lighting equipment.  相似文献

The concept of a knowledge-based approach to policy making (also referred to as 'evidence-based policy making' or 'science meets policy') has been around for 10 years, and is widely 'signed up to' by Governments. This paper examines the theory and the practice at national government (using the UK as a case study) and European levels, looking at how the knowledge-based approach has been applied in waste and resources management. There is general agreement that a knowledge-(or evidence-) based approach to policy making is a 'good thing'; however putting the concept into practice has proven challenging and is still evolving. The linkages between researchers and policy makers need to be further strengthened, as does the 'demand' for evidence from policy; requiring policy specialists to articulate their requirements for evidence sufficiently well in advance, and to do so routinely, is still an area of weakness. Using a model developed by the UK's Department for Environment, Food and Rural Affairs (Defra), we examine in detail some of the implications of changing the question from 'is this good research on waste and resources issues?' to 'is this good evidence for waste and resources policy?'. The paper also provides recommendations for further work required to achieve this at a European level, and for priority areas where international co-ordination of waste and resources research could add most value to policy.  相似文献

Climate change has become an important political priority in the environmental field, and beyond. To revert the increase in the Earth’s temperature, developed country parties to the Kyoto Protocol committed to limit their greenhouse gas emissions. The 15 Member States that made up the European Community in 1997 have a combined reduction target of 8% in CO2-equivalent emissions in the period 2008–2012 compared to 1990. The role of soil, both as a source and a sink for carbon, is particularly important. How can soil organic matter be maintained or increased? There is no single answer, and a broad range of options need to be explored. Among the different measures proposed, the promotion of organic input on arable land (crop residues, cover crops, farm yard manure, compost, sewage sludge) has been mentioned. The challenge is to ensure that organic wastes of good quality are used to increase soil organic matter in carbon depleted soils and that appropriate monitoring is established. On the waste management front, the European Commission intends to produce guidance for Member States on the management of biowaste that will take into account all related environmental issues, including soil aspects. As for monitoring, the European Commission has put forward legislation according to which Member States would have to identify the areas at risk of soil organic matter decline in their national territory. Such legislation should be regarded as a major step forward for Europe, as it would ensure a high level of soil protection across the Community. This development will have the potential to enable the kind of estimation, measurement or modelling of crop or grazing land management needed for accounting under Article 3.4 of the Kyoto Protocol.  相似文献

Reduce, reuse, and recycle (3R) policies form the basis of waste management and global warming countermeasures globally, so we conducted a comparative study of 3R and waste management policies in the European Union (EU), USA, Korea, Japan, China, and Vietnam. An international workshop for 3R and waste management policymakers was held in Kyoto, Japan, and a bibliographic survey was also conducted to collect data. 3R policies are clearly given priority in the hierarchy of waste management in every country studied. Thermal recovery, which includes power generation from waste heat and methane gas collected from organic waste, is also a priority; this is consistent with the increased use of countermeasures to reduce greenhouse gas (GHG) emissions. In the EU, waste management is characterized by practical and effective 3R policies through the development of realistic regulations and by the policymakers??desire to simplify management systems. The policy ideal in China, however, is the development of a circular economy that targets reductions in the amount and hazardousness of waste. Limits on the number of final disposal sites, strategies for procuring resources, and GHG emission countermeasures are closely linked with 3R policies, and further development of 3R policies in parallel with such issues is expected.  相似文献

Waste and waste management have become significant global issues and common challenges that we face. Efficient and effective waste management is an essential part of civilized society. A good waste classification system is the foundation and precondition for efficient waste management. In this paper, in accordance with waste classification principles of systematicness, hierarchy, practical maneuverability and expansibility, waste classification systems in China, the EU, Japan and the USA are reviewed for collection, transportation and treatment sectors. Comparison analysis results show that waste classification methods are diversified and process-oriented classification, substance-oriented and hazardous properties classification principles are widely adopted for waste generation and transportation. For waste treatment process, all the countries and regions adopt similar classification methods based on follow-up treatment process. In general, the EU and Japan all have established their own integrated waste classification system. However, the EU’s macro–micro integration waste classification systems are more suitable for China to learn which process-oriented waste classification is used for declaration and registration at the micro-level and substance-oriented waste classification system for environmental statistics at the macro-level.  相似文献

Increased energy consumption due to industrial growth has increased the levels of carbon dioxide (CO2) emission being released into the atmosphere. CO2 emission is a type of greenhouse gas which is a major cause of global warming. Since the issue of CO2 emissions has drawn much attention in recent years, the development of CO2 capture technology has become a necessity. Although CO2 adsorbents are still at the early development stage, it has been suggested that CO2 adsorbents are the most effective technology in controlling CO2 emissions. Solid adsorbents have great potential as an alternative method to conventional adsorbents in adsorbing CO2. In this paper, low cost adsorbents including activated carbon, zeolites, mesoporous silica and clays are discussed in terms of adsorbent preparation methods and CO2 adsorption capacity. The low cost adsorbents are mainly derived from waste materials such as fly ash, steel slag, red mud, bagasses wastes and wood wastes. Besides that, natural resources such as clays have also been applied as low cost CO2 adsorbents. Surface modifications have also been applied to the low cost adsorbents, including metal ion exchange and amine impregnation to enhance CO2 adsorption capacity. In the last section, the current status of CO2 adsorbents is summarized and future trends are discussed briefly to predict the potential materials which can be applied as CO2 adsorbents.  相似文献

As part of the EU Life + NOVEDI project, a new eco-efficient recycling route has been implemented to maximise resources and energy recovery from post-consumer waste glass, through integrated waste management and industrial production. Life cycle assessment (LCA) has been used to identify engineering solutions to sustainability during the development of green building products. The new process and the related LCA are framed within a meaningful case of industrial symbiosis, where multiple waste streams are utilised in a multi-output industrial process. The input is a mix of rejected waste glass from conventional container glass recycling and waste special glass such as monitor glass, bulbs and glass fibres. The green building product is a recycled foam glass (RFG) to be used in high efficiency thermally insulating and lightweight concrete. The environmental gains have been contrasted against induced impacts and improvements have been proposed. Recovered co-products, such as glass fragments/powders, plastics and metals, correspond to environmental gains that are higher than those related to landfill avoidance, whereas the latter is cancelled due to increased transportation distances. In accordance to an eco-efficiency principle, it has been highlighted that recourse to highly energy intensive recycling should be limited to waste that cannot be closed-loop recycled.  相似文献
