This paper proposes a method to select forest restoration priority areas consistently with the key principles of the Ecosystem
Approach (EA) and the Forest Landscape Restoration (FLR) framework. The methodology is based on the principles shared by the
two approaches: acting at ecosystem scale, involving stakeholders, and evaluating alternatives. It proposes the involvement
of social actors which have a stake in forest management through multicriteria analysis sessions aimed at identifying the
most suitable forest restoration intervention. The method was applied to a study area in the native forests of Northern Argentina
(the Yungas). Stakeholders were asked to identify alternative restoration actions, i.e. potential areas implementing FLR.
Ten alternative fincas—estates derived from the Spanish land tenure system—differing in relation to ownership, management,
land use, land tenure, and size were evaluated. Twenty criteria were selected and classified into four groups: biophysical,
social, economic and political. Finca Ledesma was the closest to the economic, social, environmental and political goals,
according to the values and views of the actors involved in the decision. This study represented the first attempt to apply
EA principles to forest restoration at landscape scale in the Yungas region. The benefits obtained by the application of the
method were twofold: on one hand, researchers and local actors were forced to conceive the Yungas as a complex net of rights
rather than as a sum of personal interests. On the other hand, the participatory multicriteria approach provided a structured
process for collective decision-making in an area where it has never been implemented. 相似文献

In this article we present a framework for assessing climate change impacts on water and watershed systems to support management
decision-making. The framework addresses three issues complicating assessments of climate change impacts—linkages across spatial
scales, linkages across temporal scales, and linkages across scientific and management disciplines. A major theme underlying
the framework is that, due to current limitations in modeling capabilities, assessing and responding to climate change should
be approached from the perspective of risk assessment and management rather than as a prediction problem. The framework is
based generally on ecological risk assessment and similar approaches. A second theme underlying the framework is the need
for close collaboration among climate scientists, scientists interested in assessing impacts, and resource managers and decision
makers. A case study illustrating an application of the framework is also presented that provides a specific, practical example
of how the framework was used to assess the impacts of climate change on water quality in a mid-Atlantic, U.S., watershed. 相似文献

Optimum natural resource management and biodiversity conservation are desirable goals. These, however, often exclude each
other, since maximum economic benefits have promoted drastic reductions in biodiversity throughout the world. This dilemma
confronts local stakeholders, who usually go for maximizing economic inputs, whereas other social (e.g., academic) sectors
are favor conservation practices. In this paper we describe the way two scientific approaches—landscape and participatory
research—were used to develop sound and durable land use scenarios. These two approaches included expert knowledge of both
social and environmental conditions in indigenous communities. Our major emphasis was given to detect spatially explicit land
use scenarios and capacity building in order to construct a decision support system operated by stakeholders of the Comunidad
Indigena de Nuevo San Juan Parangaricutiro in Mexico. The system for decision-making was fed with data from inventories of
both abiotic and biotic biodiversity components. All research, implementation, and monitoring activities were conducted in
close collaboration with members of the indigenous community. As a major result we obtained a number of forest alternative
uses that favor emerging markets and make this indigenous community less dependent on a single market. Furthermore, skilled
members of the community are now running the automated system for decision-making. In conclusion, our results were better
expressed as products with direct benefits in local livelihoods rather than pure academic outputs. 相似文献

The way we learn about our environments—be they farms, forests, or tribal lands—has implications for the formulation of environmental
policy. This article presents the findings of how residents learned about their environments in two rural case studies conducted
in northern Queensland and relates these to the concept of “primal landscapes,” which is concerned with the interaction that
occurs between children and the environments in which they mature. Rather than focusing specifically on built environments
or natural environments, the article draws on an approach that conceptualizes environment as meaning-laden places in which we live and work, which integrate social, cultural, biological, physical, and economic dimensions. In drawing insights
for environmental policy, the article draws attention to the timing of policy interventions, the significance of experiential
environmental education, the potential to learn from place-based festivals, and the importance of learning from extreme events

This article critically reviews the evolution of urban environmental management in Shanghai since 1978. Established in a transitional
postsocialist economy and shaped by a spectacular urban redevelopment process, the current environmental management framework
of Shanghai has succeeded in mitigating major industrial pollution and improving urban amenities with unprecedented pace and
magnitude. However, it generally failed to take social equity and environmental justice issues into consideration. Based on
Haughton’s models of sustainable urban development, this article proposes four priorities and five principles within the framework
of a fair shares cities model for the future environmental management of Shanghai and briefly discusses their policy implications
and implementation issues. The authors argue that Haughton’s approach is relevant to Shanghai’s case because the essence of
his argument—the multidimensional equity principles—is the core of the concept of sustainable development. 相似文献

Birds feeding on landfill sites cause problems in terms of nuisance to neighbors, flight safety, a threat to public health,
and affecting the day to day site operation. A number of control measures exist to deter problem species; however, research
into their effectiveness across sites and for multiple species has been limited. We use a modeling approach in order to assess
the effectiveness of nine techniques — pyrotechnics, hand-held distress calls, static distress calls, blank ammunition, a
combination of blank and lethal use of ammunition, the use of falcons, the use of hawks, wailers and helium-filled bird-scaring
kites — at deterring three commonly recorded species — the Black-headed Gull (Larus ridibundus), the Herring Gull (Larus argentatus) and the Lesser Black-backed Gull (Larus fuscus) — from six landfill sites across the United Kingdom. The use of distress calls, falconry, and combinations of lethal and
nonlethal use of ammunition were the most effective techniques for initially deterring birds from these sites. However, when
habituation is considered, there is a clear difference between techniques such as falconry, which have a lethal aspect and
may act to reinforce the deterrence, and the use of techniques such as distress calls, which do not. However there are problems
related to legislation and public perception when lethal techniques are used. 相似文献

It is now widely accepted that members of the public should be involved in environmental decision-making. This has inspired
many to search for principles that characterize good public participation processes. In this paper we report on a study that
identifies discourses about what defines a good process. Our case study was a forest planning process in northern New England
and New York. We employed Q methodology to learn how participants characterize a good process differently, by selecting, defining,
and privileging different principles. Five discourses, or perspectives, about good process emerged from our study. One perspective
emphasizes that a good process acquires and maintains popular legitimacy. A second sees a good process as one that facilitates
an ideological discussion. A third focuses on the fairness of the process. A fourth perspective conceptualizes participatory
processes as a power struggle—in this instance a power play between local landowning interests and outsiders. A fifth perspective
highlights the need for leadership and compromise. Dramatic differences among these views suggest an important challenge for
those responsible for designing and carrying out public participation processes. Conflicts may emerge about process designs
because people disagree about what is good in specific contexts. 相似文献

Participatory research in which experts and non-experts are co-researchers in addressing local concerns (also known as participatory action research or community-based research) can be a valuable approach for dealing with the uncertainty of social–ecological systems because it fosters learning among stakeholders and co-production of knowledge. Despite its increased application in the context of natural resources and environmental management, evaluation of participatory research has received little attention. The objectives of this research were to define criteria to evaluate participatory research processes and outcomes, from the literature on participation evaluation, and to apply them in a case study in an artisanal fishery in coastal Uruguay. Process evaluation criteria (e.g., problem to be addressed of key interest to local and additional stakeholders; involvement of interested stakeholder groups in every research stage; collective decision making through deliberation; and adaptability through iterative cycles) should be considered as conditions to promote empowering participatory research. Our research contributes to knowledge on evaluation of participatory research, while also providing evidence of the positive outcomes of this approach, such as co-production of knowledge, learning, strengthened social networks, and conflict resolution. 相似文献

Wildfire, like many natural hazards, affects large landscapes with many landowners and the risk individual owners face depends
on both individual and collective protective actions. In this study, we develop a spatially explicit game theoretic model
to examine the strategic interaction between landowners’ hazard mitigation decisions on a landscape with public and private
ownership. We find that in areas where ownership is mixed, the private landowner performs too little fuel treatment as they
“free ride”—capture benefits without incurring the costs—on public protection, while areas with public land only are under-protected.
Our central result is that this pattern of fuel treatment comes at a cost to society because public resources focus in areas
with mixed ownership, where local residents capture the benefits, and are not available for publicly managed land areas that
create benefits for society at large. We also find that policies that encourage public expenditures in areas with mixed ownership,
such as the Healthy Forest Restoration Act of 2003 and public liability for private values, subsidize the residents who choose
to locate in the high-risk areas at the cost of lost natural resource benefits for others. 相似文献

This article examines one MPA—the Gulf of Mannar National Park and Biosphere Reserve—located in southern India, and four types
of social conflict that have surrounded its establishment. Taking the strength of wellbeing aspirations as point of departure,
we focus on two themes: the implications of MPA embeddedness in wider societal systems, and the consequences of natural and
social variety for governance. We conclude first of all that conflict resolution depends on MPA authorities’ willingness to
engage with the interferences that emerge from outside the MPA area. Secondly, we point out the varying wellbeing aspirations
of the population and the need to develop governance partnerships. The latter are argued to contribute to more balanced decision
making, as well as to a greater appreciation among the target population of the ‘fairness’ of MPA policy. 相似文献

The creation of protected conservation areas may result in protracted conflicts between stakeholders. In this study we examine the drivers of anthropogenic wildfire ignitions in the National Park of “los Alerces” (NPA) in Patagonia, Argentina. The NPA was established in 1937 to protect the native “andino-patagónico” forests from wildfires as well as preserving its scenic beauty and native flora and fauna. At the time of its creation state authorities prohibited all extractive human activities in the “intangible”—fully protected—“National Park” section, while other regulated extractive and ecotourism activities were allowed to continue in the “Natural Reserve” section in an effort to accommodate the historical entitlements of the displaced populations of “pobladores” (settlers) that had been living in the NPA for over a century. Here we interviewed the main stakeholder groups—“pobladores”, forest rangers and administrators, ecolodge owners and angler club members—to identify the drivers of wildfire ignitions in the park. Wildfires have been singled out by state authorities as the main threat to the NPA though considerable scientific uncertainty exists regarding their complex ecological effects. This study argues, based on the human and biophysical system data collected, that two conflicting cultural frames exist within the NPA that provide the necessary backdrop for understanding the drivers of wildfire ignitions. In turn, these findings raise puzzling dilemmas for the main theoretical approaches that have been used to inform and design conflict management strategies in protected conservation areas. 相似文献

A simple method for predicting the consequences of land management in urban habitats 总被引:2,自引:0,他引:2
Land management in urban areas is characterized by the diversity of its goals and its physical expression in the landscape,
as well as by the frequency and often rapidity of change. Deliberate or accidental landscape alterations lead to changes in
habitat, some of which may be viewed as environmentally beneficial, others as detrimental. Evaluating what is there and how
changes may fit into the landscape context is therefore essential if informed land-management decisions are to be made.
The method presented here uses a simple ecological evaluation technique, employing a restricted number of evaluation criteria,
to gather a spatially complete data set. A geographical information system (GIS) is then used to combine the resulting scores
into a habitat value index (HVI). Using examples from Wolverhampton in the United Kingdom, existing real-world data are then
applied to land-management scenarios to predict probable landscape ecological consequences of habitat alteration.
The method provides an ecologically relevant, spatially complete evaluation of a large, diverse area in a short period of
time. This means that contextual effects of land-management decisions can be quickly visualized and remedial or mitigating
measures incorporated at an early stage without the requirement for complex modeling and prior to the detailed ecological
survey. The strengths of the method lie in providing a detailed information baseline that evaluates all habitats, not just
the traditional “quality” habitats, in a manner that is accessible to all potential users—from interested individuals to professional

Conflicts over how to “scale” policy-making tasks have characterized environmental governance since time immemorial. They
are particularly evident in the area of water policy and raise important questions over the democratic legitimacy, economic
efficiency and effectiveness of allocating (or “scaling”) tasks to some administrative levels as opposed to others. This article
adopts a comparative federalism perspective to assess the “optimality” of scaling—either upward or downward—in one issue area,
namely coastal recreational water quality. It does so by comparing the scaling of recreational water quality tasks in the
European Union (EU) and Australia. It reveals that the two systems have adopted rather different approaches to scaling and
that this difference can partly be accounted for in federal theoretical terms. However, a much greater awareness of the inescapably
political nature of scaling processes is nonetheless required. Finally, some words of caution are offered with regard to transferring

Examples of sustainable land management (SLM) exist throughout the world. In many cases, SLM has largely evolved through local traditional practices and incremental experimentation rather than being adopted on the basis of scientific evidence. This means that SLM technologies are often only adopted across small areas. The DESIRE (DESertIfication mitigation and REmediation of degraded land) project combined local traditional knowledge on SLM with empirical evaluation of SLM technologies. The purpose of this was to evaluate and select options for dissemination in 16 sites across 12 countries. It involved (i) an initial workshop to evaluate stakeholder priorities (reported elsewhere), (ii) field trials/empirical modeling, and then, (iii) further stakeholder evaluation workshops. This paper focuses on workshops in which stakeholders evaluated the performance of SLM technologies based on the scientific monitoring and modeling results from 15 study sites. It analyses workshop outcomes to evaluate how scientific results affected stakeholders’ perceptions of local SLM technologies. It also assessed the potential of this participatory approach in facilitating wider acceptance and implementation of SLM. In several sites, stakeholder preferences for SLM technologies changed as a consequence of empirical measurements and modeling assessments of each technology. Two workshop examples are presented in depth to: (a) explore the scientific results that triggered stakeholders to change their views; and (b) discuss stakeholders’ suggestions on how the adoption of SLM technologies could be up-scaled. The overall multi-stakeholder participatory approach taken is then evaluated. It is concluded that to facilitate broad-scale adoption of SLM technologies, de-contextualized, scientific generalisations must be given local context; scientific findings must be viewed alongside traditional beliefs and both scrutinized with equal rigor; and the knowledge of all kinds of experts must be recognised and considered in decision-making about SLM, whether it has been formally codified or not. China is an illustrative—and extreme—case of the difficulties of balancing the pursuit of economic, social, and environmental
objectives. In 2003 it adopted a form of Strategic Environmental Assessment (SEA) for its plans and programs (referred to
here as PEIA) with the aim of moving towards greater environmental sustainability. The literature has explored primarily the
issue of methods and legal procedures. This research contributes to the analysis of PEIA through a different set of interpretative
lens. Drawing on recent developments in the theory and practice of SEA, I propose a conceptualization of SEA effectiveness
that combines direct and incremental impacts, and a need for context-specific systems as a way to focus on the relationship
between assessment, planning, and their context, and thus maximize effectiveness. This framework underpins the analysis of
China’s experience, which I explore with the help of interview material and the literature. The result is an evaluation of
the strengths and weaknesses of PEIA in terms of its purpose, assessment concept, process, and methods. The detailed analysis
of six aspects of the context helps explain the origin of such shortcomings, and identify opportunities for its improvement.
I conclude defining elements of a context-specific system for SEA that seeks to maximize the opportunity for incremental,

Environmental Vulnerability Indicators for Environmental Planning and Decision-Making: Guidelines and Applications 总被引:6,自引:0,他引:6
Environmental decision-making and policy-making at all levels refers necessarily to synthetic, approximate quantification
of environmental properties such as vulnerability, conservation status, and ability to recover after perturbation. Knowledge
of such properties is essential to informed decision-making, but their definition is controversial and their precise characterization
requires investments in research, modeling, and data collection that are only possible in the most developed countries. Environmental
agencies and governments worldwide have increasingly requested numerical quantification or semiquantitative ranking of such
attributes at the ecosystem, landscape, and country level. We do not have a theory to guide their calculation, in general
or specific contexts, particularly with the amount of resources usually available in such cases. As a result, these measures
are often calculated with little scientific justification and high subjectivity, and such doubtful approximations are used
for critical decision-making. This problem applies particularly to countries with weak economies, such as small island states,
where the most precious environmental resources are often concentrated.
This paper discusses frameworks for a “least disappointing,” approximate quantification of environmental vulnerability. After
a review of recent research and recent attempts to quantify environmental vulnerability, we discuss models and theoretical
frameworks for obtaining an approximate, standardizable vulnerability indicator of minimal subjectivity and maximum generality.
We also discuss issues of empirical testing and comparability between indicators developed for different environments. To
assess the state of the art, we describe an independent ongoing project developed in the South Pacific area and aimed to the
comparative evaluation of the vulnerability of arbitrary countries. 相似文献

Local governments are under pressure to tackle an increasing spectrum of complex contemporary problems, such as climate change, while ensuring multiple stakeholder interests are incorporated into decision processes. Multi-criteria decision tools can assist, but challenges remain in creating an enabling environment for incorporating and balancing different stakeholder perspectives. Here, we draw on interview data and a sensitivity analysis to investigate the use of an evaluation matrix to guide local coastal adaptation decision-making in South Africa. We adopt a participatory action research framework and find that decision-making is influenced by individual, departmental and institutional values that are not adequately captured in the matrix approach. Our study reveals the compromise between achieving broad stakeholder representation and utilising technical expertise, and that altering matrix assumptions can imply different decision outcomes. Suggestions are made to improve multi-criteria decision approaches to better facilitate integrated coastal management in responding to local coastal adaptation challenges. 相似文献

This paper claims that participatory approaches to water resource management in New Zealand are highly influenced by how institutional and community actors understand and practise democracy, including indigenous Māori rights under the Treaty of Waitangi. Drawing on case study analysis from a six-year research programme in which the aim was to evaluate existing and new methods for participatory decision-making, we highlight how different but co-existing democratic beliefs and practices, referred to as democratic logics can shape relationships between governance/decision-making bodies and affected communities. One particular case is examined in detail to illustrate how the various “logics” were strengthened, extended and challenged through participatory research methodologies. Our key message is that revealing and articulating existing democratic logics for participation can help promote and facilitate new participatory approaches, as well as increase robustness and community buy-in to local government decision-making. 相似文献

South Korea’s Civilian Control Zone (CCZ), a relatively untouched area due to tight military oversight since the end of Korean
War, has received considerable attention nationally and internationally for its rich biodiversity. However, the exclusion
of local communities from the process of defining problems and goals and of setting priorities for biodiversity conservation
has halted a series of biodiversity conservation efforts. Through qualitative research, we explored CCZ farmers’ views of
key problems and issues and also the sources of their opposition to the government-initiated conservation approaches. Key
findings include the farmers’ concerns about the impact of conservation restrictions on their access to necessary resources
needed to farm, wildlife impacts on the value of rice and other agricultural goods they produce, and farmers’ strong distrust
of government, the military, and planners, based on their experiences with past conservation processes. The findings regarding
farmers’ perceptions should prove useful for the design of future participatory planning processes for biodiversity conservation
in the CCZ. This case highlights how conservative measures, perceived to be imposed from above—however scientifically valuable—can
be undermined and suggests the value that must be placed on communication among planners and stakeholders. 相似文献
