China has won the name of the world factory being famous for exporting a great deal of and various kinds of low-price merchandise. However, most of Chinese exports are primary goods or manufactured products that create heavy pollution and require intensive use of resources. Chinese products go abroad, but their following harms stay behind. The article analyzes many obvious low-price facts in China and their concomitant terrible environmental results in detail, and points out that there are huge hidden troubles in the way of China's sustainable development behind her seemingly flourishing economy.  相似文献

ABSTRACT

The evolution of Chinese environmental policy and politics can be better understood in the broader context of institutional changes that have taken place since the late 1970s. In this study, an analytical framework was established to analyze how overall institutional changes were reflected in the roles of relationships between governmental and non-governmental actors engaged in environmental governance. Institutional changes were observed at three levels: informal institutions (cultural traditions, and political ideology); formal institutions (the polity, political system, property rights, and judiciary); and governing mechanisms (structures, regulatory approaches, and incentives). This analysis of interactions between institutional changes and the changing environmental process explained not only the drives and constraints behind China’s environmental policy evolution so far but also shed light on future challenges and opportunities.  相似文献

Abstract

In this paper, using the input-output model, the author first calculated the CO2 emissions embodied in exports of China in 2002 and 2007. Then, the author empirically analyzed problems existing in the composition of exported products and analyzed its possible reasons. The research results of this paper are as follows: Since China’s entry into WTO, the CO2 emissions embodied in exports of China have been increasing rapidly; the value of exported products of high-carbon emissions industries accounts for a relatively higher proportion to China’s total exports value because China’s carbon intensive products have a certain competitive advantage. Additionally, this paper has put forward relevant suggestions based on these results.  相似文献

This study analyzes the driving factors behind regional income inequality to provide an important reference for China and other developing countries and to support the formulation of more effective regional development policies. The study used data from 625 county-level administrative units in China in 2017 and conducted a total factor analysis of China's regional income based on 10 economic dimensions using spatially explicit regression methods. The results show that commerce, population footprint, industrialization, and investment are the main factors that affected a Chinese region’s income, but different factors have different degrees of influence in different regions. The impact of economic institutions (developing an institutionally diverse market economy) on income cannot be ignored. Based on our findings, China should give local governments more autonomy, so they can formulate strategies that account for local constraints and opportunities, thereby increasing their chances of decreasing regional income inequality.

Abstract

China has witnessed rapid economic development since 1978, and during the time, energy production and consumption developed at a tremendous speed as well. Energy efficiency which can be measured by energy consumption per unit of GDP, however, experienced continuous decrease. Theoretically, the change of energy efficiency can be attributed to industry structural change and technological change. In order to explain the transformation of Chinese energy efficiency, we adopt logarithmic mean Divisia index techniques to decompose changes in energy intensity in the period of 1994–2005. We find that technological change is the dominant contributor in the decline of energy intensity, but the contribution has declined since 2001. The change in industry structure has decreased the energy intensity before 1998, but raised the intensity after 1998. Decomposed technological effects for all sectors indicate that technological progresses in high energy consuming industries such as raw chemical materials and chemical products, smelting and pressing of ferrous metals, manufacture of non-metallic mineral products and household contribute are the principal drivers of China’s declining energy intensity.  相似文献

Abstract

Over the past decade, the Chinese government has developed several plans regulations and policy measures related to the development of renewable energy technologies and has implemented a series of pilot projects. Chinese policymakers have spent several years studying how renewable energy policy models that have been used internationally could be implemented in China. Programs are currently underway to implement pilot renewable portfolio standards, or mandatory market shares (MMS) for renewable energy, in several provinces. This paper examines the primary institutions that are involved in promoting renewable policies in China, the structure of the policies that currently are being drafted, and the status of the complementary, national-level renewable energy law being drafted to provide a legal basis for ongoing local and national-level policies. It then examines the legal requirements for promoting renewable energy legislation under the Chinese law-making system. Finally, it provides recommendations for strategies to ensure the smooth implementation of a multi-faceted national renewable energy policy and legal framework.  相似文献

BackgroundMany studies have reported increased mortality risk associated with heat waves. However, few have assessed the health impacts at a nation scale in a developing country. This study examines the mortality effects of heat waves in China and explores whether the effects are modified by individual-level and community-level characteristics.MethodsDaily mortality and meteorological variables from 66 Chinese communities were collected for the period 2006–2011. Heat waves were defined as ≥ 2 consecutive days with mean temperature ≥ 95th percentile of the year-round community-specific distribution. The community-specific mortality effects of heat waves were first estimated using a Distributed Lag Non-linear Model (DLNM), adjusting for potential confounders. To investigate effect modification by individual characteristics (age, gender, cause of death, education level or place of death), separate DLNM models were further fitted. Potential effect modification by community characteristics was examined using a meta-regression analysis.ResultsA total of 5.0% (95% confidence intervals (CI): 2.9%–7.2%) excess deaths were associated with heat waves in 66 Chinese communities, with the highest excess deaths in north China (6.0%, 95% CI: 1%–11.3%), followed by east China (5.2%, 95% CI: 0.4%–10.2%) and south China (4.5%, 95% CI: 1.4%–7.6%). Our results indicate that individual characteristics significantly modified heat waves effects in China, with greater effects on cardiovascular mortality, cerebrovascular mortality, respiratory mortality, the elderly, females, the population dying outside of a hospital and those with a higher education attainment. Heat wave mortality effects were also more pronounced for those living in urban cities or densely populated communities.ConclusionHeat waves significantly increased mortality risk in China with apparent spatial heterogeneity, which was modified by some individual-level and community-level factors. Our findings suggest adaptation plans that target vulnerable populations in susceptible communities during heat wave events should be developed to reduce health risks.  相似文献

ABSTRACT

Shanghai-born Yao Ming, a retired star player with the American National Basketball Association, is the celebrity face of translocal conservation campaigns to stop the consumption of shark-fin soup in Chinese restaurants worldwide. The standard justification for such communication practices is that they will generate media publicity and save shark populations, by encouraging increasingly affluent Chinese consumers to stop eating a luxury food item based on cruel and unsustainable practices. To date, there has been limited research on the nature of shark-protection campaigns in mainland China, the proclaimed major future market for shark fin. This paper fills that gap. It contends that these campaigns have missed their target, being heavily influenced by communication strategies used in international campaigns and providing incoherent local framing. Declining demand for shark fin demonstrates instead that government austerity measures have had a greater impact on luxury consumption practices, inadvertently highlighting the potential of “authoritarian environmentalism.”  相似文献

Abstract

The EU, the United States and other economies, with the intention to implement unilateral trade measures Border Carbon Adjustments, impose emission reduction pressure on developing countries. Once implemented, the measures will have great impact on China’s foreign trade. Using the input-output table in 2007, this paper had analyzed the influences on China’s foreign trade as a whole and sub-sectors in three tax rates scenarios. The results showed that the tariff level of China’s exports will increase by 3.6%–6.3% if the tax was levied on exports embodied emissions, and by 1.0%–1.7% if levied on export direct emissions. In 2007, the former total amount of carbon tax was about US$42.6–73.0 billion, 4 times that of the latter. Based on export embodied emissions, sectors largely influenced were non-traditional energy intensive ones, such as textile, et al. These sectors should be encouraged to carry out industrial upgrading, raising the value-added of export goods, and reducing their embodied emissions by reduction of energy intensity. Taking into account of the complexity of data collection, the tax levied on products direct emission is more operational. The results showed that the five top sectors most affected were other chemical materials, processing of petroleum and nuclear fuel, coking, smelting and rolling of ferrous metal and textile. Most of them were energy intensive sectors. Therefore, adjusting export products structure, and controlling too fast development of energy intensive industries are also important strategies in China.  相似文献

Abstract

Strategic environmental assessment (SEA) in China has developed rapidly since it was introduced into China in the 1990s. Chinese government promulgated the Environmental Impact Assessment Law of China (hereinafter referred to as the EIA Law) in 2002. In this law, it is stipulated clearly that regional and sector plans should be assessed. Through investigating materials and analyzing literatures, this article analyses the practical and academic study achievements of SEA in China that have been achieved since the EIA Law was implemented, probes into the current situation of the main level of SEA in China—plan EIA, then summarizes the development characteristics, and eventually, puts forward the development trends of SEA in China. The research conclusions can offer the foundations for comprehending systematically the progress of SEA in China.  相似文献

Abstract

As an important traditional labor-intensive industry of both India and China, the cocoon silk industry has long made great contributions to the ecological environment protection, rural economic development and the increase in export income of both countries. India is not only a very important cocoon silk trading partner, but an important production competitor of China. In recent years, there has been a large increase in the production and trade of the cocoon silk between China and India; however, China relies heavily on Indian market, which leads to a tendency of further deterioration in the silk trade environment between both countries. The present article makes an empirical study of the cocoon silk resources of the two countries and the scale, product mix and market structure of China–Indian silk trade from 2001 to 2007. Overall silk trading volumes from China to India and market concentration rate are on the increase because of the superiority of Chinese cocoon silk production over that of India. Owing to scattered market share and export that mainly focused on raw materials product, there has been a phenomenon of price reduction and quantity increase. India carries out fierce competition with China in the international market and even imposes antidumping sanction on Chinese silk, which are key factors restricting further increase between China–India trade. Based on the abovementioned facts, the authors aim to put forward suggestions for steadily developing the production and trade of China’s silk.  相似文献

ABSTRACT

Global environmental cooperation serves as an important part in the Chinese ideal of building a Community with a Shared Future for all Human Beings. The report of 19th CPC National Congress indicates that China is committed to proactive mitigation under the Paris Agreement and further participating in global environmental governance under the 2030 Agenda for Sustainable Development, and both of which are largely integrated to the Belt and Road Initiative (BRI). BRI are also closely linked with South–South environmental and climate cooperation proposed by China from previous UN summits. Based on shared ideas, intersected agendas, and compatible governance approaches, BRI and the 2030 Agenda for Sustainable Development grow increasingly relevant and they might form synergies based on increasingly interactive relations. In sum, seeking and intensifying the linkages between BRI and 2030 sustainable development goals (SDGs) could address global environmental governance deficits and enhance cooperation among nations.  相似文献

Abstract

A growing body of literature has documented the rapidly increasing income disparities that accompanied China's economic growth in the 1980s and 1990s, and the driving factors behind this. Growing income inequality in its turn may have important implications for the accumulation of physical capital, human capital, and natural capital and as a consequence for sustainable economic development. The purpose of this paper is to investigate the potential impact of income inequality on savings, human resources and the environment in China. It starts with an overview of the different causal mechanisms through which income inequality may affect the accumulation of physical capital, human capital, and natural capital, and discusses to what extent these causal relationships may be relevant in the case of China. Next, provincial data for the year 2002 are used to explore the relationship between income inequality and different elements of sustainable development in China. It is found that income inequality does not affect aggregate savings levels. Rising inequality, however, contributes to lower health and possibly also to higher fertility levels. It also lowers the use of chemical fertilizers in agriculture and therefore is likely to reduce water pollution. Other types of environmental degradation are not affected.  相似文献

Abstract

Carbon emissions embodied in international trade of China during 1997–2007 are accounted by input–output method based on Chinese input–output table and global trade analysis project database. It is revealed that carbon emissions embodied in imports and exports both increased during 1997–2007, but carbon emissions embodied in exports are greater than those embodied in imports, China is a net export nation in embodied carbon. The net exports of embodied carbon account for about 10.82% of the total carbon emissions in 1997, dropped to 7.15% in 2002, increased to 13.13% in 2006, and slightly dropped to 12.64% in 2007. Low-end position of international industry division is an objective factor of being a net exporter of embodied carbon for China, and usage of a large amount of obsolete energy-using equipments wasted much energy and increased carbon emissions embodied in exports. Importers should take more responsibilities for carbon emissions embodied in trade, and China should take a certain responsibility for unreasonable energy dissipations too.  相似文献

ABSTRACT

China’s domestic oil production has lagged the growth in domestic oil consumption since the beginning of the 21st century, leading to a growing reliance on imports. In response, the Chinese government has introduced a number of policies, including import license constraints, to support domestic suppliers. In an effort to measure the economic impact of these policies we develop a short-run equilibrium model of China’s wholesale oil and gas market at the provincial scale. We construct counterfactual scenarios that suggest that relaxing policies that prioritize domestic production in 2016, when the average price of Chinese oil imports was US$42 per barrel (bbl), could have increased China’s import demand by 0.29 million barrels per day (MMbbl/d). This results in a substitution of 9% of China’s domestic production in 2016, and a reduction of US $2.8 billion in crude supply costs including transportation as the imported oil has more direct access to the country’s pipeline network, compared to the displaced domestic production. In addition, rising import prices since mid-2017 may provide a window of opportunity for Chinese policymakers to proceed with further deregulation of the domestic oil sector, as the short-term impact on domestic producers is reduced.  相似文献

Abstract

Since the reform and opening up, China’s export trade has maintained a rapid growth; meanwhile, China’s energy consumption has been increasing sharply. “High export and high energy consumption” has become the feature of China’s trade and economic development. In this paper, based on the input–output analysis approach, the authors have conducted an empirical study on the export trade and energy consumption of 21 trade industrial sectors. The results show that, China is a big net exporter of embodied energy. Assuming that the export growth rate of embodied energy maintains to be about 23.6%, the average annual growth rate of the past 32 years, and based on the input–output data of 2005, by 2030 China’s net export of embodied energy would be over eight times more than the aggregate energy production, which is obviously infeasible. As a country of very low per capita energy, China must change its export pattern, encourage or restrain the export of different industrial sectors according to their energy consumption intensity, and promote structural change of energy– efficient exported products, so as to achieve the sustainable development. Accordingly, the authors put forward some suggestions.  相似文献

ADMS-Urban is the most widely used advanced dispersion model for urban areas, being used extensively in China and worldwide, providing a practical tool for assessing and managing urban air quality. In this paper we briefly describe the ADMS dispersion models and give an overview of their use in China. And it describes in more detail the use of ADMS-Urban in Fushun in Liaoning province and in Jinan in Shangdong province respectively, for studies of urban air quality. Abstract

Southeast China is one of the severe soil degradation areas in China. This paper theoretically examines the impact of some important institutional arrangements and policies, like land management pattern, the rural off-farm employment, land property change and changes in prices of agricultural products, on soil degradation in this area. It further conducts some case studies to confirm the potential relationship between the institutions & policies and soil degradation, applying the surveyed and the second hand data. The paper at last makes some conclusions and proposes some suggestions on how to promote soil conservation by improving the ways of policy decision-making and the effects of policies on land use.  相似文献

Cities based on mining are distinctive from other cities in China. Their heavy dependence on minerals, a relatively undiversified industrial structure, seriously damaged ecological environment and the rather low degree of openness have all reduced their competitiveness, and severely constrained and hindered their sustainable development.
