In order to study the relationship between economic globalization and industrial pollution, this paper developed the theoretical framework and used simultaneous equations. The result shows that economic globalization has influences on the industrial pollution mainly by the direct effect of scale, structure and technology as well as the indirect effect of income and policy. Considering all the factors, economic globalization, especially foreign direct investment (FDI), will reduce industrial pollution, in which technology spillover effect plays an important role.  相似文献

Abstract

In this paper, we construct a model in which the impact of pollution on health is exerted through both direct and indirect channels. The indirect channel is captured by a production function in which the principal health-improving factor, income growth, can be realized only in the cost of pollution increase. This model is then tested by the aggregated chronicle disease data in over 78 Chinese counties. Our results show, after attaining the threshold of 8 μg/m2, continuous increase in industrial SO2 emission density will lead the ratio of population suffering chronicle diseases, among which respiratory diseases occupy a significant proportion, to rise. However, owing to technological progress in pollution control activities, the needed SO2 emission to produce one unit of GDP diminishes with time. Therefore, the negative effect from pollution augmentation on public health seems to be recompensed more and more by the positive effect of economic growth.  相似文献

Abstract

Based on data of trade, foreign direct investment (FDI), economic development and environmental conditions in China's 30 provinces between 1990–2002, this paper deals with the impact on Environmental Kuznets Curve (EKC) of trade and FDI in China. The results show no direct impact on EKC of trade, on the one hand. However, trade contributes significantly to economic growth, and has played a positive role in introducing advanced pollution prevention technology and environmental management methodology to China. Therefore, a proactive trade policy will help solve the environmental pollution problem brought by economic growth. On the other hand, there is a positive correlation between FDI and pollutant emission, which proves that FDI does have some negative influence on environment in China due to hasty introduction of foreign capital and inadequate environmental management system in China.  相似文献

Based on the perspective of government-dominated and market-driven industrial co-agglomeration mode, the effect of producer services and manufacturing industrial co-agglomeration on the ecological environment pollution control is explored by using spatial Durbin model, and the mediating effect of technological innovation is further tested. The results show that: (1) At the national level, the government-dominated industrial co-agglomeration only significantly promotes the local ecological environment pollution control, while the market-driven industrial co-agglomeration also can promote the ecological environment pollution control in the surrounding region through its spatial spillover effect. Moreover, there is a significant inverted “U-shaped” curve relationship between the economic development level and ecological environment pollution. Additionally, the environment regulation is also conducive to promoting the ecological environment pollution control, while the industrial structure and foreign direct investment will lead to more serious ecological environment pollution; (2) In the east region, the government-dominated and market-driven industrial co-agglomeration can promote the ecological environment pollution control in the local and surrounding regions, and the promotion effect and spatial spillover effect of market-driven industrial co-agglomeration are greater. However, in the central and west regions, the government-dominated industrial co-agglomeration and market-driven industrial co-agglomeration only promote the local ecological environment pollution control. (3) Technological innovation has partial mediating effect in the impact of government-dominated and market-driven industrial co-agglomeration on the ecological environment pollution control, namely that the government-dominated and market-driven industrial co-agglomeration not only can directly promote the ecological environment pollution control, but also can indirectly promote the ecological environment pollution control through the mediating effect of technological innovation.

Abstract

It is difficult to manage the manufacturing hazardous waste (MHW) which is generated from a huge amount of complicated sources and causes very serious pollution. Therefore more and more attention has been paid to MHW pollution. Shanghai, as an industrial and economic center and an international metropolis in China, has a vast industrial system spanning a multitude of sectors, which generates MHW not only in a huge magnitude but also in a large variety of types from complicated sources, resulting in severe pollution. In 2003, the production of MHW in Shanghai is about 3.96 × 105 ton, involving 33 indices. Most of MHW in Shanghai is treated and disposed of, but a significant portion is not handled properly and effectively. This paper carries out in-field investigation on the current status of MHW production and treatment in Shanghai, and puts forward scientific proposals that Shanghai should facilitate cleaner production and minimize hazardous waste; strictly enforce hazardous waste registration system, strengthen monitoring the certified enterprises; strengthen intent disposal center construction and realize hazardous waste reclamation; accelerate establishing the technical criteria and the management policy, promote the research and development on the treatment and disposal technology, and strengthen information management, thus realizing integrated management on MHW pollution.  相似文献

本文从生产要素投入端将环境污染引至索洛增长模型,理论考察工业经济结构、经济增长对环境污染的非线性影响机制,基于1999—2014年我国30个省份的面板数据,以SO_2排放量作为环境污染水平的代理变量,采用面板平滑迁移回归(PSTR)模型检验全国及分区域工业经济结构、经济增长对环境污染的非线性影响效应及区域差异性。研究结果表明:随着工业化进程的不断加快,工业产出及污染排放均呈现不断上升的趋势,但由于资本边际收益递减规律使得这种增长趋势逐渐减弱,最终导致经济增长和环境污染增长趋于稳态,当污染排放增长率降低为负时,经济增长对环境污染的影响作用由正向转变为负向。实证表明我国工业经济结构、经济增长与SO_2排放具有显著的产出水平门槛效应,随着经济产出水平由低区制平滑的过渡到高区制,经济增长对SO_2排放的影响由正向促进作用转变为负向减排效应,但工业经济结构对SO_2排放呈现逐渐增强正向促进作用,可见工业经济结构、经济增长对SO_2排放具有显著的非线性影响。此外,研究发现工业经济结构、经济增长对SO_2排放的非线性影响存在显著的区域差异性,东部地区经济增长与SO_2排放呈现显著的倒"U"型曲线关系,而在中西部地区表现出逐渐增强的促进作用,中部地区的工业经济结构对SO_2排放的促进作用最大,西部其次,东部最弱,研究还表明,减排技术水平以及环境治理投资增加对SO_2污染排放具有遏制作用,能源投资的增加加速了SO_2的排放。在未来经济发展中,应摒弃传统"高投入、高消耗"的工业化模式,政府应实施创新管理,完善环境保护立法,鼓励企业发展环境污染治理方面的技术,避免以环境容量过渡为代价,追求工业经济高质量、可持续发展模式。  相似文献

Abstract

The exploitation of mineral resources plays an important role in promoting national economic development. Mining is an essential component of China’s industrial economy. Using grey correlation method to analyze the correlative effect of mineral resources exploitation to relevant industries, using national income method to calculate the pulling effect of mineral resources exploitation to economic growth and using graphs as well as tables to analyze the income distribution effect, the article obtains active economic effect of mineral resources development in Bijie, Guizhou. Moreover, from the view of resources-cored effect, the article analyzes negative effects such as single industrial structure brought by mineral resource development. Through analysis, we find that mineral resources exploitation to some extent brings active effects including gross domestic product growth, local financial revenue growth and relevant industries development; however, its negative effects should not be ignored. The negative effect can be lightened by diversifying industrial structure and prolonging industrial chain.  相似文献

目前我国正在积极地探寻经济增长高质量发展,生态环境与经济持续、稳定的和谐发展至关重要。虽然政府制定了相关的环境治理政策,但我国环境治理整体效果仍然欠佳。自从分税制改革以来,地方政府为了获得较高经济效益,会放松对环境管理,导致环境治理高投入低成效。同时,由于区域经济发展不平衡导致政府在制定相关环境治理政策时带有区域性特点,迫使高污染高能耗企业迁移至环境规制相对薄弱的地区,由此产生污染迁移的现象。基于此,对2003—2017年30个省区市(港澳台和西藏除外)环境污染总指数的空间溢出效应进行探讨,构建动态空间杜宾模型研究环境规制、省际产业转移对污染迁移的影响。研究结果表明:①环境规制总体上对环境污染具有显著直接效应且存在正向空间溢出效应,当某省环境规制强度增加,环境污染总指数会降低,从而引起污染向相邻省份转移,造成相邻省份的环境污染总指数上升。②省际产业转移整体上对环境污染具有显著直接效应且存在负向空间溢出效应,当某省的产业转移到相邻省份时,会缓解本省环境污染,却加重相邻省份的环境污染程度。这就需要中央政府加强对于各省区市的环境管控,统筹各区域的联防联治机制。产业转移承接省份在招商引资的过程中不仅要考虑本省环境承载能力和环境治理能力,还要考虑入驻企业自身污染排放处理能力,并将污染排放指数纳入筛选条件。同时,产业转移承接省份要引入企业的生产工艺、技术、研发团队等,运用技术溢出效应提升区域环境治理水平。  相似文献

对于中国多数资源型城市来说,改善生态环境与促进经济增长是当前面临的重要任务。一些研究认为治理环境污染可能加重"遵循成本",进而不利于经济增长;也有研究认为环境规制会通过"创新补偿"效应,增进当地产品竞争力,弥补企业成本负担并促进经济增长;此外,还有研究认为环境标准提高有助于区域产业结构升级,进而带动经济增长。为验证中国资源型城市环境规制对经济增长的影响及其传导机制,本文基于2004—2014年资源型城市数据,以样本城市GDP为被解释变量,以工业污染治理设备运行费用为解释变量,进行了面板数据实证分析,并观察了科技行业人员比重和第三产业比重的中介效应。结果显示:(1)资源型城市工业污染物治理对GDP总量和人均GDP的影响均显著为正;(2)在环境规制与GDP(或人均GDP)的正向关系中,科技行业人员比重的提升起到了部分中介作用,即存在显著的创新补偿效应;(3)除了传统观点看到的创新补偿效应,污染治理对产业结构的积极影响也在二者正向关系中有重要的中介作用,而且比创新补偿效应的作用更显著。本文的结论是,资源型城市环境规制未对经济增长造成不利影响,主要是由于经济资源从效益不佳的工业企业流向了第三产业,同时工业部门自身的创新潜力也已逐步凸显。因此,面对经济社会持续发展的压力,资源型城市要取得经济增长与生态环境的双赢,应当强化污染治理成本对企业技术进步的倒逼机制,进一步实现创新驱动发展,同时要构建多元产业体系,促进资源型行业与现代服务业的有效对接和深度融合。  相似文献

ABSTRACT

This paper investigates the spatial effect of environmental regulation measures on the upgrading of industrial structure in the integrated development strategy of Beijing-Tianjin-Hebei region and its surrounding areas. In order to reflect the effect of the environmental regulation and different regulation measures more truly, this paper constructs indices of the environmental regulation measures through the results of policy texts quantification. On the basis of the previous research, this paper divides environmental regulation into the following types: personnel and administrative measures of command and control; market-oriented fiscal, taxation, financial and other economic measures; guidance measures. Spatial panel regression results show that administrative measures of command control and market-oriented fiscal measures have a significant role in promoting regional industrial structure upgrading, but not conducive to the advancement of the industrial structure of adjacent areas. Their roles in promoting and inhibition are counteracted, which causes the total effect of industrial structure upgrading of Beijing-Tianjin-Hebei and the surrounding areas are not significant. Personnel measures, financial measures, other economic measures and guidance measures do not have the short-term effect and spatial effect on the upgrading of industrial structure.  相似文献

Abstract

In light of the practical need for research to inform policy in Beijing, this study evaluates the economic cost of the impact of PM10 pollution in Beijing from 2001 to 2006, taking health as the main impact, and mortality as the main outcome. Based on the literature review, this study adopts relatively conservative parameters as the basis for calculating the health impacts. It concludes that nearly 30% of mortality among registered residents above age 30 in Beijing can be attributed to PM10 pollution, and that the economic cost equals 0.8%–1.2% of the city’s GDP over the same period. This is lower than the results of previous studies, but still high enough to warrant a commitment to solve the city’s air pollution problem.  相似文献

经济全球化背景下,中国工业化进程深度融入全球价值链分工体系,在以资源能源消耗与要素投入增加为特征的粗放型经济增长模式下,国际贸易与国际投资在带动中国经济迅速发展的同时,也不可避免地影响国内的资源环境形势。基于此,本文以中国为研究对象,探究对外直接投资对母国环境的影响及其作用机制,对于“一带一路”战略背景下中国改善生态环境质量、推动经济绿色发展,具有重要的现实意义。本文首先从经济规模扩张、产业结构转型以及技术水平增进等三个视角,构建起对外直接投资影响母国环境的理论框架,并提出相应研究假说。随后,基于中介效应法,构建动态面板模型,在核算各省综合污染指数基础上,结合省级面板数据与系统GMM估计方法,实证探究对外直接投资对母国环境的基本影响,并对其作用机制进行了检验、识别与分析。多个角度开展的稳健性检验依然表明实证结果是稳健的。研究结论如下:一是对外直接投资通过推动母国经济规模扩张,导致其污染物排放增加;二是对外直接投资通过促进母国产业结构朝向服务化转型,有利于减少其污染物排放;三是对外直接投资通过引致反向技术溢出效应,有利于母国污染物排放减少;四是综合来看,当前中国推动对外直接投资,有利于减少母国污染物排放。最后,本文从优化国际投资结构、强化技术领域国际合作等方面提出促进中国环境治理的政策建议。  相似文献

ABSTRACT

In recent years, high-polluting industries have been gradually shifted from the eastern developed regions to the central and western underdeveloped regions in China. Certain environmental regulations have been in place accordingly in various regions, but the pollution in the central and western regions has risen sharply. Based on the data of interprovincial panel in China from 2006 to 2015, this paper calculates high-pollution industry dynamic agglomeration index, environmental pollution agglomeration index and relative environmental regulation intensity index, and uses Generalized Method of Moments to carry out the regression analyses of the whole samples, regional heterogeneity and temporal heterogeneity. The results show that there is an inverted U-shaped relationship between relative environmental regulation and environmental pollution concentration in China. The concentration degrees of industrial wastewater pollution and industrial waste gas pollution are deepened, which are mainly caused by the transfer of highly polluting industries. However, the concentration of industrial solid waste pollution caused by the transfer is not obvious. Furthermore, the deepening of industrialization intensifies the concentration of regional environmental pollution. Environmental Kuznets Curve does exist in China, but it is not significant. The increase of labor cost and quality will reduce the concentration of environmental pollution.  相似文献

工业生产是现代物质财富的主要来源,同时也是带来环境污染的重要产业。本文对中国工业增长的绿化度进行了考察。首先采用层次分析法测度2005-2009年中国各地区环境污染综合指数,结果表明2005-2009年这5年间全国大多数地区环境污染指数都有不同程度上涨,平均环境污染指数从2005年的0.208上涨到2009年的0.267,就地区差异而言,环境污染指数呈现东高西低的特征,东部地区环境污染指数平均为0.340,而中部地区和西部地区分别为0.241和0.154,这与东部地区工业较为发达存在密切关系,也印证了中国经济发展仍存在较为明显的粗放式特征;其次,应用DEA方法在综合考虑环境污染和能源消耗问题的基础上测度2005-2009年中国各地区工业增长绿化度,结果表明东部地区工业绿化度明显优于中西部地区,东部地区工业绿化度平均为0.689,远高于中部地区的0.435和西部地区的0.496,而且,"十一五"以来,东部地区工业绿化度上升趋势明显,说明东部地区工业增长正在积极向绿色转型;论文还应用TOBIT回归分析法对影响中国工业绿化度的因素进行分析,研究表明技术进步、结构升级、经济开放都会对工业绿化度产生积极的效应。因此,为促进工业绿色增长中国需要进一步为技术的研发、扩散搭建顺畅的渠道;积极推动产业融合,获得协同收益;有效吸引清洁外资,开展绿色生产。  相似文献

BackgroundWaste treatment plants release toxic emissions into the environment which affect neighboring towns.ObjectivesTo investigate whether there might be excess cancer mortality in towns situated in the vicinity of Spanish-based incinerators and installations for the recovery or disposal of hazardous waste, according to the different categories of industrial activity.MethodsAn ecologic study was designed to examine municipal mortality due to 33 types of cancer, across the period 1997–2006. Population exposure to pollution was estimated on the basis of distance from town of residence to pollution source. Using Besag–York–Mollié (BYM) regression models with Integrated Nested Laplace approximations for Bayesian inference, and Mixed Poisson regression models, we assessed the risk of dying from cancer in a 5-kilometer zone around installations, analyzed the effect of category of industrial activity, and conducted individual analyses within a 50-kilometer radius of each installation.ResultsExcess cancer mortality (BYM model: relative risk, 95% credible interval) was detected in the total population residing in the vicinity of these installations as a whole (1.06, 1.04–1.09), and, principally, in the vicinity of incinerators (1.09, 1.01–1.18) and scrap metal/end-of-life vehicle handling facilities, in particular (1.04, 1.00–1.09). Special mention should be made of the results for tumors of the pleura (1.71, 1.34–2.14), stomach (1.18, 1.10–1.27), liver (1.18, 1.06–1.30), kidney (1.14, 1.04–1.23), ovary (1.14, 1.05–1.23), lung (1.10, 1.05–1.15), leukemia (1.10, 1.03–1.17), colon–rectum (1.08, 1.03–1.13) and bladder (1.08, 1.01–1.16) in the vicinity of all such installations.ConclusionsOur results support the hypothesis of a statistically significant increase in the risk of dying from cancer in towns near incinerators and installations for the recovery or disposal of hazardous waste.  相似文献

Abstract

The Clean Development Mechanism, a flexibility mechanism contained in the Kyoto Protocol, offers China an important tool to attract investment in clean energy technology and processes into its electricity sector. The Chinese electricity sector places centrally in the country's economy and environment, being a significant contributor to the acid rain and air pollution problems that plague many of China's cities and regions, and therefore a focus of many related energy and environmental policies. China's electricity sector has also been the subject of a number of economic analyses that have showed that it contains the highest potential for clean energy investment through the Clean Development Mechanism of any economic sector in China. This mechanism, through the active participation from investors in more industrialized countries, can help alleviate the environmental problems attributable to electricity generation in China through advancing such technology as wind electricity generation, clean coal technology, high efficient natural gas electricity generation, or utilization of coal mine methane. In this context, the Clean Development Mechanism also compliments a range of environmental and energy policies which are strategizing to encourage the sustainable development of China's economy.  相似文献

Abstract

Shandong Peninsula, as a more developed region in Shandong Province even the east coast of China, is facing challenges from resources and environment pressures. This paper tried to track and assess the coordination status and the dynamic between resource-environment and economy-society systems in Shandong Peninsula during 2001—2008 in order to provide decision support for regional sustainability. An appraisal index system was built including five aspects of harmony degree (A), sustainability degree (B), opening degree (C), stability degree (D) and controllability degree (E). The results showed that: 1) The coordination level of resource-environment and economy-society in Shandong Peninsula has continuously grown, and it has undergone three stages: no coordinated degree (2001–2002), weak coordinated degree (2003–2006) and basically coordinated degree (2007– 2008). 2) Five indexes of criterion hierarchy also increased overall, but each index showed different trends. Harmony degree, sustainability degree and opening degree rose all the time, while stability degree and controllability degree alternately rose and fell. The improvement of controllability degree was the slowest. 3) The aggravating trend of environmental pollution was slowing down. The economic growth was driven by industrial growth and urbanization typically and investment was still the main force to pull the regional economic growth. At the same time, technology and education were becoming more and more important for economic growth. The level of foreign capital utility declined and the geographical advantage of Shandong Peninsula was exerted. Meanwhile some characteristics of knowledge economy were presenting. Water resources become the main constraint factor of fast development in Shandong Peninsula. It is necessary to further strengthen the coordination ability of government on regional sustainable development.  相似文献

The crude palm oil industry plays an important role in the economic development of Thailand and in enhancing the economic welfare of the population. Despite obvious benefits of this industrial development, it also significantly contributes to environmental degradation, both at the input and the output sides of its activities. On the input side, crude palm oil mills use large quantities of water and energy in the production process. On the output side, manufacturing processes generate large quantities of wastewater, solid waste/by-products and air pollution. Current industrial wastes and recoverable materials are empty fruit bunches, fibers, shells and ash. It is estimated that in 2003, a total of 2.1 million ton of solid wastes/by-products and 2.5 million m3 of wastewater were generated. The concept of the industrial ecosystem points at the potential of industrial waste recycling resembling food chains, food webs and nutrient cycles of nature. Following the notion of industrial ecology crude palm oil mills can develop a number of waste recycling and reuse systems. This paper analyzes the nature of these industrial ecosystems, divided in in-plant ecosystems (clean technology options) and external waste exchange between crude palm oil industries and other economic activities in Thailand.  相似文献

Abstract

Carbon emission is the current hot issue of global concern. How to assess various contributing factors for carbon emission is of great importance to find out the key factors and promote carbon emission reduction. In this paper, the author constructs an identical equation for carbon emission, based on the economic aggregate, the economic structure, the efficiency of energy utilization, the structure of energy consumption, and the coefficient of carbon emission; by applying to LMDI decomposition technology, the author analyzes the carbon emission of China from 1995 to 2007 at industrial level and regional level. The results show that the expansion of economic aggregate is the main reason for China’ s rapidly increasing carbon emission and the increase of energy utilization efficiency is the key factor that can hold back the increase of carbon emission. In addition, the change of industrial structure or regional structure and the change of traditional energy structure have limited influence on the carbon emission, and their potentials have not yet been exploited. At the end of this paper, the author proposes the efforts that China should make to reduce carbon emission.  相似文献
