Southeast China is one of the severe soil degradation areas in China. This paper theoretically examines the impact of some important institutional arrangements and policies, like land management pattern, the rural off-farm employment, land property change and changes in prices of agricultural products, on soil degradation in this area. It further conducts some case studies to confirm the potential relationship between the institutions & policies and soil degradation, applying the surveyed and the second hand data. The paper at last makes some conclusions and proposes some suggestions on how to promote soil conservation by improving the ways of policy decision-making and the effects of policies on land use.  相似文献

Reviewing the existing environmental policies in Western China,we find that:in time sequence,the characteristics of China's western environmental policies shift from"development drive governance"to the full implementation of environmental protection and construction;and in spatial sequence,the ecological,social,and economic development of Western China reach to coordination through the nature reserve setting,ecological migrants,fiscal transfer payment and differentiated ecological environmental policies.Due to the implementation of the policies and projects,environmental degradation trends in the western ecological environment were alleviated significantly,the living conditions of farmers and herdsmen were improved,and many successful experiences were explored.However,future ecological environmental construction in Western China requires further improvement in integrated planning,eco-compensation mechanism,and policy assessment.This paper concludes with specific recommendations such as drawing up ecological environment construction planning,strengthening environmental law enforcement and incentive mechanisms,improving policy assessment and scientific support,enhancing environmental protection capacity,improving eco-compensation mechanism,and refining the environmental policies for key areas.  相似文献

This paper reviews the progress in climate change adaptation (CCA) policies both under the United Nations Framework Convention on Climate Change (UNFCCC) and in major regions and countries, including the EU and its major member countries, the influential developed countries in the Asia-Pacific region, the emerging economies and the least developed countries (LDCs). The progress made in China in CCA policies is also reviewed and compared with that in other countries. Finally, good international practices are proposed for China’s policy development. It is found that adaptation has been given the same priority as mitigation since the twenty-first century with regard to climate change-related actions. The topics related to adaptation in the international climate change negotiations under the UNFCCC have evolved from mechanisms for finance and technology development and transfer exclusively in the early stages to implementation of practical adaptation programs and actions. Since 2006, major developed and developing countries have frequently set forward specific CCA policies or general climate change policies involving adaptation in the form of laws, frameworks, strategies, and plans. The LDCs have also been working on National Adaptation Programmes of Action and subsequent National Adaptation Plans with the support from the financial mechanisms under the UNFCCC. Therefore, globally, it has become a common practice to develop national or regional policies to plan and guide CCA actions. China has established climate change policies involving adaptation at the national, regional, and sectorial levels since 2007. However, these policies have strong limitations in their knowledge base, strategic positioning, contents, and implementation mechanisms, e.g. lack of a sound knowledge base, an international perspective, clear responsibilities for policy implementation, and appropriate monitoring and evaluation mechanisms. It is recommended that China should further strengthen its technical capabilities in climate change projections as well as impact, vulnerability, and risk assessment, and develop methodologies and techniques for the preparation, impact assessment and implementation of CCA policies. Furthermore, future CCA strategies or plans should be developed with an emphasis on China’s vision and strategic position on the world stage.  相似文献

当代中国环境政策的形成是在1972年联合国人类环境会议后开始起步。1979年翻2006年得翻快速发展。中国环境政策十分注意吸取发达国家的经验教训,密切结合中国国情,其主要特点有:①充分运用命令-控制手段;⑦努力推动筹集环保资金;③着力明确谁应承担保护环境的责任;④不断鼓励“防治结合”和“综合利用”;⑤较早体现对外开放和国际合作。30多年来,中国环境政策逐步演变并深化:地位从基本国策到可持续发展战略。重点从偏重污染控制翻污染控制与生态保护并重,方法从未端治理翻谭头控制,范围从点谭治理到流域与区域的综合治理。手段从以行政命令为主导翻以法律、经济手段为主导。文章最后介绍了国际社会对于这些政策的基本评价,展望了中国环境政策的未来。  相似文献

It has been clearly recognized that future global climate change will limit the possibilities for sustainable development in China. To minimize these negative effects, as a practical strategy, we suggest that the Chinese government engage in international cooperation as a key contributor in the prevention of global warming. This suggestion results from numerical estimations of China’s greenhouse gas (GHG) emission trends accompanied with economic growth up to 2100. The results show that China’s gross domestic product (GDP), measured in terms of purchasing power parity (PPP), may overtake the sum of the GDPs of the United States and Canada in 2020. It is predicted that GDP per capita may reach US$20,000 and $80,000 in 2050 and 2100, respectively; meanwhile, CO2 emissions in China will increase from 6.6 billion tons (in carbon equivalent units) in 1990 to 54.6 billion tons in 2100. This means that the global peak concentration of GHG cannot be practically reduced without significant contributions from China. For international cooperation in mitigating global climate change, we introduce a new option, “per-capita emission restricted by assigned amount,” as an accounting rule for GHG reduction. This baseline classifies global CO2 reduction actions into three categories: compulsory reduction, self-imposed reduction, and voluntary reduction. We suggest that China contribute to world CO2 reduction according to the following timetable: voluntary reduction until 2012, self-imposed reduction until 2020, and compulsory reduction from 2020. The simulation results also indicate that China can benefit from this strategy in terms of improvements in its domestic economy and environment, for instance, by reducing fossil fuel consumption and the emission of pollutants.

Art has long been an important force in environmental movements. In China, environmental art is a fast-growing sector of the art scene. This new area of emphasis is expanding the function of art and aiding in China’s environmental movement by challenging both imported Western practices and Maoist era philosophy, thereby opening up new ways of considering the relationship between human “progress,” political systems, economic practices, and their repercussions on existing ecosystems. I turn to artist Xu Xiaoyan’s paintings to explore how the notion of “progress” can be challenged through art. I use Deleuze and Guattari’s theory of deterritorialization and reterritorialization to map how Xu’s art offers viewers space to think outside dominant paradigms, creates the potential for changes in human consciousness, considers the environment as a composition of relationships and interactions, and provokes discussion concerning the impact of linear notions of time on human conceptions of nature.  相似文献

Formaldehyde, an economically important chemical, is classified as a human carcinogen that causes nasopharyngeal cancer and probably leukemia. As China is the largest producer and consumer of formaldehyde in the world, the Chinese population is potentially at increased risk for cancer and other associated health effects. In this paper we review formaldehyde production, consumption, exposure, and health effects in China. We collected and analyzed over 200 Chinese and English documents from scientific journals, selected newspapers, government publications, and websites pertaining to formaldehyde and its subsequent health effects.Over the last 20 years, China's formaldehyde industry has experienced unprecedented growth, and now produces and consumes one-third of the world's formaldehyde. More than 65% of the Chinese formaldehyde output is used to produce resins mainly found in wood products — the major source of indoor pollution in China. Although the Chinese government has issued a series of standards to regulate formaldehyde exposure, concentrations in homes, office buildings, workshops, public places, and food often exceed the national standards. In addition, there have been numerous reports of formaldehyde-induced health problems, including poisoning and cancer. The lack of quality epidemiological studies and basic data on exposed populations emphasizes the need for more extensive studies on formaldehyde and its related health effects in China.  相似文献

ABSTRACT

Continuously reducing the CO2 intensity of GDP is the core strategy for developing countries to realize the dual targets of economic growth and CO2 emissions reduction. The measures are twofold: one is to strengthen energy saving and decrease energy intensity of GDP and the other is to promote energy structural decarbonization and reduce CO2 intensity of energy consumption. In order to control global temperature rise no more than 2°C, the decrease in CO2 intensity of GDP needs surpass 4% before 2030, but it could be merely about 2% based on the current trend. Therefore, all countries ought to speed up the low-carbon transition in energy and economy. As for China, keeping a continuous decline in CO2 intensity of GDP of 4%–5% will ensure the realization of the NDC objectives, and also promotes the early peaking of CO2 emissions before 2030. China will play a positive leading role in realizing a win-win low-carbon development coordinating sustainable development and climate change mitigation.  相似文献

China’s land institution can be defined broadly or narrowly. By examining the broad definition of the land institution, we found that there were prerequisite, complementary, and substitutional relationships among the various systems. These relationships were verified through discussion of the structural evolution of each system. Based on these relationships, three methods for quantification were used to measure the regulation intensity and intra-provincial differences in each system among 31 provinces, municipalities, and autonomous regions in China in 2014. The statistics analysis shows that provinces used to pursue outstanding performances in land institution but few provinces could outperform the other provinces in all types of systems. The statistics results also indicate that the provinces which executed land institution earlier often hold significant advantages in institutional innovations but it is still not clear whether they can maintain the advantages. This study recommends that the Chinese government should improve the overall framework of regional land institution based on land systems’ relationships and evolutionary patterns. Furthermore, the government should optimize the spatial distribution of regional land institution based on the intra-provincial differences in land-regulation intensity.  相似文献

A total of 260 soil profiles were reported to investigate the fluoride distribution and vertical variation in Guangdong province. The soil fluoride contents followed an approximately lognormal distribution. Although the soil fluoride geometric mean concentration of 407 mg/kg is lower than that of China, its content varied from 87 to 2860 mg/kg. An upper baseline concentration of 688 mg/kg was estimated for surface soils. In A-, B-, and C-horizon soil fluoride spatial distribution presented similar patterns that high fluoride concentration mainly located in limestone, purple shale, and sandshale areas, indicated that soil fluoride spatial distribution was primarily dependent on the regional bedrock properties rather than anthropogenic inputs. From A- to C- horizon soil fluoride geometric mean concentration had an increasing tendency of 407, 448, and 465 mg/kg. This vertical variation was the result of the intensive eluviation under the subtropical hydrothermal condition, and had closely related with soil properties, such as lower organic matters and clay content variations. Moreover, the soil degradation and erosion was also an important pathway of soil fluoride movement, as a result the soil fluoride exported into surface and groundwaters would reach about 4.1x10(4) t year-1 in the study area.  相似文献

Least squares (LS), Theil’s (TS) and weighted total least squares (WTLS) regression analysis methods are used to develop empirical relationships between radium in the ground, radon in soil and radon in dwellings to assist in the post-closure assessment of indoor radon related to near-surface radioactive waste disposal at the Low Level Waste Repository in England. The data sets used are (i) estimated 226Ra in the <2 mm fraction of topsoils (eRa226) derived from equivalent uranium (eU) from airborne gamma spectrometry data, (ii) eRa226 derived from measurements of uranium in soil geochemical samples, (iii) soil gas radon and (iv) indoor radon data. For models comparing indoor radon and (i) eRa226 derived from airborne eU data and (ii) soil gas radon data, some of the geological groupings have significant slopes. For these groupings there is reasonable agreement in slope and intercept between the three regression analysis methods (LS, TS and WTLS). Relationships between radon in dwellings and radium in the ground or radon in soil differ depending on the characteristics of the underlying geological units, with more permeable units having steeper slopes and higher indoor radon concentrations for a given radium or soil gas radon concentration in the ground. The regression models comparing indoor radon with soil gas radon have intercepts close to 5 Bq m−3 whilst the intercepts for those comparing indoor radon with eRa226 from airborne eU vary from about 20 Bq m−3 for a moderately permeable geological unit to about 40 Bq m−3 for highly permeable limestone, implying unrealistically high contributions to indoor radon from sources other than the ground. An intercept value of 5 Bq m−3 is assumed as an appropriate mean value for the UK for sources of indoor radon other than radon from the ground, based on examination of UK data. Comparison with published data used to derive an average indoor radon: soil 226Ra ratio shows that whereas the published data are generally clustered with no obvious correlation, the data from this study have substantially different relationships depending largely on the permeability of the underlying geology. Models for the relatively impermeable geological units plot parallel to the average indoor radon: soil 226Ra model but with lower indoor radon: soil 226Ra ratios, whilst the models for the permeable geological units plot parallel to the average indoor radon: soil 226Ra model but with higher than average indoor radon: soil 226Ra ratios.  相似文献

The black soil in northeast China is considered one of the most fertile soils in China. Consequently, the black soil region has become one of the most important regions for cereal grain production in China. Agriculture has developed rapidly since the early part of the nineteenth century. To date, approximately 70 percent of total land in the area is cultivated. Even though the agricultural production in this region is increasing continuously, some soil fertility quality problems have become serious. This is hampering agricultural development and sustainability in the region. A brief history of population growth and agricultural development in the region is presented. Major soil quality problems, particularly soil degradation and soil erosion, are analyzed. Based on studies, suggestions for improving soil quality and for promoting sustainable agricultural development in the region are presented. These suggestions include improving agricultural landscape patterns, developing conservation cultivation, promoting combinations of crop production with combinations of forestry and animal husbandry, and implementing integrated management for soil and water conservation.  相似文献

The aim of the present study was to establish a reference site and its soil characteristics for use of fallout radionuclides in erosion studies in Slovenia. Prior to this study, no reference site and baseline data existed for Slovenia for this purpose. In the agricultural area of Gori?ko in East Slovenia, an undisturbed forest situated in Šalamenci (46°44’N, 16°7’E), was selected to establish the inventory value of fallout 137Cs and to establish a baseline level of multi-elemental fingerprint (major, minor, trace elements including heavy metals) and naturally occurring radionuclides in soils. A total of 20 soil profiles were collected at four 10 cm depth increments for evaluation of baseline level of 137Cs inventory. An exponential distribution for 137Cs was found and the baseline level inventory was established at 7300 ± 2500 Bq m−2 with a coefficient of variation of 34%. Of this mean present-day inventory, approximately 45% is due to the Chernobyl contribution.The physical degradation of soils through erosion is linked with biochemical degradation. This study introduces an approach to establishment of the naturally occurring radionuclide and elemental fingerprints baseline levels at a reference site which can provide comparative data to those from neighbouring agricultural fields for assessment of soil redistribution magnitude using fallout radionuclides. In addition, this information will be used to determine the impact of soil erosion processes and agricultural practices on soil quality and redistribution within agricultural landscapes in Slovenia.  相似文献

The voluntary emission reduction (VER) trading mechanism has played an important role in China’s seven pilot carbon markets. From a comprehensive review of the VER trading and offsetting mechanisms since 2013, this study analyses the quality management of the Chinese Certified Emission Reduction (CCER) in the pilot carbon markets, conducts a comparative analysis of the geographical and field distributions of proposed and registered projects and emission reductions and provides the CCER supply outlook for 2020 in the aspects of on record, project registration, emission reduction registration and emission reduction issuance. Results show that the potential number of CCER projects by 2020 will be 2,864, 1,047, 818, and 286 with the corresponding emission reductions amounting to 493, 212, 133, and 49 million tCO2e, respectively. Although considerable progress has been made, China remains confronted with many challenges in developing the VER trading system. Accordingly, policy stability and continuity and guarding against market risks should be maintained to enable the system to play a substantial role in promoting ecological progress and green low-carbon development in China.  相似文献

国家审计署2008-2012年审计工作发展规划将资源环境审计作为六大审计类型之一,同时在2009年9月出台<关于加强资源环境审计工作的意见>(以下简称<意见>),这必将极大促进我国环境审计理论与实践的发展.在历史即将翻开新的一页之时,有必要对我国环境审计理论与实践研究轨迹进行系统总结和梳理,发掘其规律、问题,以利于未来环境审计研究.本文以发表于1999-2009年的689篇环境审计论文为样本,从发表时间、期刊类型、研究内容、研究方法、推动力量、学术影响力及研究人才队伍培养等方面系统描述我国近十年环境审计研究的轨迹.结果发现,我国环境审计研究的层面不够深入,研究方向存在偏颇性,研究视角显片面性.未来的环境审计研究应更加紧密围绕全球环境问题和国际环境会计的最新实,整合生态学、环境科学、会计学及审计学界力量,倡导研究视角的多元化,更加注重民间环境审计、环境审计的鉴证职能、生态绩效的评价审核等研究.  相似文献

利用Costanza的生态系统服务功能价值核算方法,以省(市)为核算单元,对1989-2007年间中国农村生态资源的生态服务价值进行评估,并分析我国农村生态服务价值的时空分异特征.研究结果表明:①)1989-2007年间中国农村生态资源的生态服务价值呈现先增长后下降的趋势,1996年以后农村生态资源退化较为严重,主要是由耕地和草地的生态服务功能下降造成的农村生态价值中林地和草地所提供的生态价值所占的比重较高,其比重都在40%左右;②农村资源生态服务价值较多的省份主要分布在西部地区,不同地区农村生态服务价值的内部构成差异也很大;③中国农村生态资源的退化普遍存在,农村资源退化不仅分布在生态脆弱的西部地区,并且已经蔓延到部分中部和东部地区,其中江苏、浙江、山东、北京、天津、河北、辽宁、河南、广东等省市主要表现为耕地退化型;福建、江西、湖南、广西、云南等省市主要表现为林地退化型;贵州、西藏、甘肃等省市主要表现为草地退化型,因此,不同区域应实行差别化的管理措施.  相似文献

A small sedimentary basin (the Yuehu lagoon), located at the eastern tip of Shandong Peninsula, China, was selected to study its filling by sediment and the vertical flux of particulate organic carbon in response to natural/anthropogenic processes. Surficial and short core sediment samples were collected and analyzed to obtain data sets of grain size, organic carbon content, deposition rates and vertical fluxes of sediment and organic carbon. The analytical results show that the lagoon is covered mainly with fine-grained sediments with high deposition rate and particulate organic carbon content being found from the central part of the mud deposit. The sediment balance of the lagoon indicates high denudation rates of the catchment basin, which may be related to soil erosion in response to farming and land use pattern changes. Furthermore, preliminary analysis of the organic carbon fluxes of the Yuehu lagoon and other embayments of the region shows that these coastal systems make an important contribution to the regional shallow sea carbon burial.  相似文献

ABSTRACT

This paper establishes a diagnostic model for assessing the rationality of size structure of urban agglomerations (UAs) in China. The model is designed to determine from a three-dimensional index including size distribution index (SDI), size compactness index (SCI), and size efficiency index (SEI). The spatio-temporal pattern of size structure involving the studied 19 UAs and its implications are explored. The results indicate that size structure of China’s UAs advanced from a low rationality development stage to a moderate rationality development stage in 1995–2015. Among them, the SDI and SEI were reasonably high, and the SCI was relatively low. Spatially, the high rationality UAs were distributed across eastern China, while the low rationality UAs were located in western China. UAs with positive size structure possessed typically a dual- or multicenter urban structure, while UAs with negative size structure usually presented as a single-center structure. The evolutionary trajectories of rationality of size structure of UAs can be summarized as four different stages. Our findings suggest that, in addition to consolidating the status of national-level UAs, the development of regional-level UAs should be promoted. Also, the fostering focus and direction should be oriented toward an UA with dual- or multicenter spatial structure.  相似文献

中国城市群是我国未来经济发展格局中最具活力和潜力的核心地区,是我国主体功能区划中的重点开发区和优化开发区,也是未来中国城市发展的重要方向,在全国生产力布局格局中起着战略支撑点、增长极点和核心节点的作用.本文针对中国城市群形成发育中呈现出的新特点和存在的新问题,从权力、财力、法力和能力四方面构建了城市群可持续发展的组织协调保障机制、公共财政保障机制、法律法规保障机制和资源环境保障机制等四大保障机制,提出了加快城市群健康发展的若干对策措施.包括:明确国家归口管理机关,组建国家级城市群协调发展管理委员会和跨城市的行业协调组织;建立城市群公共财政机制和公共财政储备制度;推进城市群一体化发展的立法工作,制定城市群合作公约,修订《城乡规划法》,增补城市群规划的内容;出台《城市群规划编制审批办法》、《城市群规划实施管理条例》和城市群规划技术导则,建立城市群规划执业制度,引导城市群科学规划,加强城市群资源环境保障能力和可持续发展能力建设;依托快速国土轴,加快建设国家高速公路的7918网、国家高速铁路网和空中快线系统,完善城市群快速交通系统;规范统计标准数据,编制并出版中国城市群统计年鉴.  相似文献

Many people would be increasingly affected by living under critical conditions in Latin America if, as expected, global warming aggravates disease and pest transmission processes. Heat waves and air pollution would increase heat-related diseases and illness episodes in large cities. Fire smoke has been associated with irritation of the throat, lung and eyes, and respiratory problems. Climate extreme increases associated with climate change would cause physical damage, population displacement, and adverse effects on food production, freshwater availability and quality. It would also increase the risks of infectious and vector-borne diseases. Climate change impacts the geographical range, seasonality, and the incidence rate of vector-borne diseases, such as malaria. Climate-related ecological changes may expand cholera transmission, particularly among populations in low-laying tropical coastal areas. El Niño conditions may affect the incidence of infectious diseases, such as malaria. Ocean warming would increase temperature-sensitive toxins produced by phytoplankton, which could cause more frequent contamination of seafood. A clearer understanding on the current role of climate change in disease patterns will be able to improve forecasts of potential future impacts of projected climate change and support action to reduce such impacts.  相似文献
