Two major issues are discussed in this paper. The first is the commitment of Federal and State Governments to the maintenance of biodiversity and nature conservation through their endorsement of conservation strategies. Based on a rangeland biophysical resource inventory survey (Pringle et al., 1994) it is contended that existing nature conservation reserves are not representative of the biological diversity in the region. In 1990, less than 1% of the survey area was under nature reservation. Whilst 13 of 17 land types are present in reserves, most of the reserves consist of land types least suitable for pastoralism (but not necessarily lacking conservation value). The land types most subject to preferential grazing and most threatened from a nature conservation perspective are poorly (three types) or not (four types) represented, and certainly not replicated, in nature reserves of the survey area, which exceeds 100 000 km2. Of the 23 priority plant species for nature conservation occurring in the survey area, 21 are not known to occur in nature reserves. Nature conservation in the area needs to improve because of the unrepresentativeness of the existing nature reserves and the absence of numerous priority plant species for nature conservation from these areas. We should recognize that reservation is but one nature conservation strategy. Viewed as a land tenure issue, this paper presents a case for a more representative nature reserve system, and substantial changes in outlook towards off-reserve nature conservation. First, an integrated appraisal of findings from rangeland and biological surveys is required. Together they provide a strong foundation for nature conservation planning, from which a more representative nature reserve system can be planned. Given that off-reserve nature conservation values are still likely to be substantial, partly as a result of compromise with existing land uses, new approaches to land management, sensitive to these values, may be required.The second major issue concerns the success of maintaining regional biological diversity in the arid shrubland rangelands of Western Australia, which will be strongly influenced by the use of the semi-natural matrix of lands under pastoral management. In six suggested opportunities, this paper addresses how this use may be achieved. Central to the ideas is a regional approach in which all stakeholders can contribute to, and have ownership of, regional environmental management plans. This paper emphasizes the role that conservative pastoral management might be able to play and some approaches to encourage more widespread participation of pastoralists in nature conservation management.  相似文献

Abstract:  Numerous models for predicting species distribution have been developed for conservation purposes. Most of them make use of environmental data (e.g., climate, topography, land use) at a coarse grid resolution (often kilometres). Such approaches are useful for conservation policy issues including reserve-network selection. The efficiency of predictive models for species distribution is usually tested on the area for which they were developed. Although highly interesting from the point of view of conservation efficiency, transferability of such models to independent areas is still under debate. We tested the transferability of habitat-based predictive distribution models for two regionally threatened butterflies, the green hairstreak ( Callophrys rubi ) and the grayling ( Hipparchia semele ), within and among three nature reserves in northeastern Belgium. We built predictive models based on spatially detailed maps of area-wide distribution and density of ecological resources. We used resources directly related to ecological functions (host plants, nectar sources, shelter, microclimate) rather than environmental surrogate variables. We obtained models that performed well with few resource variables. All models were transferable—although to different degrees—among the independent areas within the same broad geographical region. We argue that habitat models based on essential functional resources could transfer better in space than models that use indirect environmental variables. Because functional variables can easily be interpreted and even be directly affected by terrain managers, these models can be useful tools to guide species-adapted reserve management.  相似文献

Biodiversity and Conservation of Plants in Brazil   总被引:4,自引:1,他引:3  
Abstract:  With more than 56,000 species (excluding fungi), Brazil has one of the richest floras in the world—nearly 19% of the world flora. Our knowledge of the diversity and status of nonvascular plants in Brazil is still fragmentary, although localized studies on algae have revealed loss of species resulting from environmental pollution. Emphasis on local floral surveys, rather than wider taxonomic studies, has obscured estimates of national totals for most taxonomic groups. Knowledge of angiosperms, especially monocotyledons (of which 45% of the species are endemic), is more complete than most. For this group figures are more reliable, with some distribution patterns, endemism levels, and centers of diversity identified. Much, however, still awaits discovery. Coordinated efforts to catalog Brazil's flora are in progress and include projects such as the conservation priority-setting workshops of the Brazilian Ministry of the Environment, which have identified key conservation areas in the major biomes; development of threatened species lists for plants; and the assembly of type data on species of northeastern Brazil through the Darwin Initiative—all of which greatly assist in increasing our knowledge. These initiatives also underline the urgent need to expand the numbers and geographic spread of projects on plant systematics and taxonomy in Brazil, a measure that demands adequate provision of funding and training programs for plant specialists. Finally, Brazil's environmental agency (IBAMA) could play a proactive role in opening protected areas under its jurisdiction, thereby facilitating botanical research by university departments and research institutes.  相似文献

Abstract: Invertebrates are important functionally in most ecosystems, but seldom appraised as surrogate indicators of biological diversity. Priority species might be good candidates; thus, here we evaluated whether three freshwater invertebrates listed in the U.K. Biodiversity Action Plan indicated the richness, composition, and conservation importance of associated wetland organisms as defined respectively by their alpha diversity, beta diversity, and threat status. Sites occupied by each of the gastropods Segmentina nitida, Anisus vorticulus, and Valvata macrostoma had greater species richness of gastropods and greater conservation importance than other sites. Each also characterized species assemblages associated with significant variations between locations in alpha or beta diversity among other mollusks and aquatic macrophytes. Because of their distinct resource requirements, conserving the three priority species extended the range of wetland types under management for nature conservation by 18% and the associated gastropod niche‐space by around 33%. Although nonpriority species indicated variations in richness, composition, and conservation importance among other organisms as effectively as priority species, none characterized such a wide range of high‐quality wetland types. We conclude that priority invertebrates are no more effective than nonpriority species as indicators of alpha and beta diversity or conservation importance among associated organisms. Nevertheless, conserving priority species can extend the array of distinct environments that are protected for their specialized biodiversity and environmental quality. We suggest that this is a key role for priority species and conservation surrogates more generally, and, on our evidence, can best be delivered through multiple species with contrasting habitat requirements.  相似文献

Abstract:  The development of transportation and energy infrastructure has been a major driver in the conversion of natural ecosystems in Brazil since the nineteenth century. Although this pattern is present in most countries, Brazil differs in the scale of opportunities that are still available to build its physical infrastructure while pursuing an ambitious conservation agenda. This advantage stems from the magnitude of intact ecosystems, a dynamic policy environment, and the increasing availability of biological and economic data needed to harmonize conservation with public works. Success depends on integrating conservation and infrastructure planning, rather than relying on the project based, largely ineffective environmental assessment process. Front-loading environmental mitigation and compensation will also help, as will improving public access to, and understanding of, information on the environmental and economic values at stake in major infrastructure decisions.  相似文献

This study was conducted in Gwayi Valley Conservation Area in Zimbabwe. The objective was to evaluate the level of environmental awareness raising among rural communities resettled by government in a wildlife conservation area and their behavior and actions towards biodiversity conservation. We selected three communities based on the degree of exposure to environmental awareness campaigns by various government departments and non-governmental organizations. This formed a gradient of exposure to environmental awareness campaigns, ranging from the most accessible and exposed community (Hangano), moderately exposed (Gwayi) through to the least accessible and exposed community (Karna). We used focus group discussions, key informant interviews and structured interviews with 95 respondents in the selected communities from November 2016 to April 2017. Through public awareness raising, a number of conservation groups were established including fire and hunting committees, anti-poaching teams and environmental resource monitors. While these groups were found to be either inactive or less effective in Gwayi and Karna, all were found to be very active and effective in Hangano. Similarly, community behavior and actions that caused biodiversity loss such as indiscriminate cutting of live trees, poaching, streambank cultivation, fishing in rivers with nets and use of sledges were much reduced in Hangano than in Gwayi and Karna. Frequent environmental awareness campaigns played a critical role in promoting biodiversity in Hangano. We conclude that substantial gains can be made in environmental conservation by investing more in public awareness campaigns, particularly in developing countries such as Zimbabwe where financial resources for conservation are scarce.  相似文献

Leading societies toward a more sustainable, equitably shared, and environmentally just future requires elevating and strengthening conversations on the nonmaterial and perhaps unquantifiable values of nonhuman nature to humanity. Debates among conservationists relating to the appropriateness of valuing ecosystems in terms of their human utility have eclipsed the more important and impactful task of expressing conservation concerns in terms that are meaningful to diverse stakeholders. We considered the wide global diversity of perspectives on the biosocial complex—the relationships and interactions between all living species on Earth—and argue that humanity's best chance for effective conservation is to take a pluralistic approach that engages seriously with the worldviews of all stakeholders. Many worldviews—particularly those in indigenous cultures—place a higher value on the spiritual and nonmaterial aspects than what is often represented by the discourse surrounding Western conservation policy. Alternative framings of the biosocial complex that recognize nature's intrinsic value can be powerful motivators for social change and for local-scale conservation efforts. At a national and international level, changing ethical framings of human relationships with nature have started influencing conceptions of human rights relating to the environment and of the rights of nature itself. This change has led to an increased role of the judiciary in promoting environmental sustainability and promoting justice for groups who are most often affected by environmental harms. We hope our essay will motivate the scientific community to change its own perception of what a sound and sustainable relationship between humanity and other species should be and will help citizens become active environmental subjects, connected to the ecosystems around them.  相似文献

SUMMARY

An assessment is made of various grassroots development initiatives in Latin America which show that agroecological technologies can bring significant environmental and economic benefits to small farmers and rural communities in the region. Examined initiatives offer new ways of enhancing the multifunctional attributes of traditional agriculture through greater per unit area productivity and environmental services obtained in complex, integrated agroecological systems that feature many crop varieties, together with animals and trees. If such experiences were to be scaled up, multiplied, extrapolated, and supported in alternative policy scenarios, the gains in food security and environmental conservation would be substantial. The challenge now is to mobilize science, institutions and the right policies to increase the productivity of smallholder farming systems, while preserving the resource base and at the same time empowering local communities.  相似文献

Abstract:   We studied the conservation status of Atlantic forest birds in 43 forest fragments ranging in size from 1 to 384 ha in the Viçosa region of southeastern Brazil. We compared data from 15 years of field work with historical records from the region, mainly originating from specimens collected by João Moojen during the 1930s. We used published studies associated with museum data and current field work to assess the decline of forest birds during the last 70 years and to relate their disappearance to forest fragmentation and destruction. At least 28 bird species have become locally extinct, 43 are critically endangered, and 25 are vulnerable, representing 60.7% of the original forest bird community known to exist in the region. Vulnerability to fragmentation differed among guilds, forest strata, and endemicity status. Birds that feed on fruit and seeds, and those that feed on insects, were more threatened than omnivores and carnivores. Nectarivorous species were less threatened than other guilds. Moreover, terrestrial and understory birds or birds using only one forest stratum also were more likely to have been threatened. Finally, Atlantic forest endemics were more likely to have become extinct than nonendemic species. In general, sensitivity to environmental disturbance at the local level was similar to the predicted vulnerability to regional disturbance derived from the literature. Our results indicate that a serious decline of Atlantic forest birds is underway and that many other species of birds, not previously recognized as threatened, are of conservation concern .  相似文献

Animals usually build nests to provide protection, for themselves or their offspring, from adverse environmental conditions. However, different nest structures may be better at providing protection in different environments. The ability to adjust building behaviour and design of nests in response to variation in environmental conditions is therefore likely to be important in determining individual fitness. Here, we look at how the nests of three-spined stickleback (Gasterosteus aculeatus) males differ between still and flowing water conditions. Within flowing water treatments, we find that males select nesting sites with lower than average flow. We also find that nests built in flowing water are smaller and more streamlined than those built in still water. Nests built in flowing water contain more spiggin—an endogenous glycoprotein secreted by nesting males—per gramme of nest material than still water nests, though the absolute spiggin content of nests did not vary with flow regime. These results suggest that male sticklebacks may adjust nest-site selection and nest structure to suit environmental conditions in which they are building. Because flow regime is a factor that is often altered by anthropogenic activities, such as impoundment, channelization and abstraction, this study may also have implications for the conservation of freshwater fish populations.  相似文献

This paper presents a framework to evaluate alternative designs of conservation programs and their implications for the allocation of conservation funds. We show that the efficient allocation of conservation funds must consider two important “pooling” effects—cumulative effects and interrelationships among alternative environmental benefits. Ignoring the cumulative effects of environmental benefits may cause conservation funds to be overly dispersed geographically and, as a result, may result in minimum environmental benefits when the budget is small. Ignoring the interrelationships among alternative environmental benefits may result in not only misallocation of conservation funds among geographical areas, but also incorrect resources being targeted for conservation practices. Implications of these results for the design of conservation programs are discussed.  相似文献

Abstract:  At present most of the large rivers of South America are impounded. Management plans historically have relied on the construction of fish passages, specifically ladders, to mitigate the impact of these waterway blockages on fisheries and biodiversity. Nevertheless, the design of these facilities is not ecologically sound and they are not monitored continually. Consequently, the real role of South American fish passages in fisheries and biodiversity management is unclear and the results of some studies suggest that ladders are problematic in fish conservation. We examined the characteristics and negative aspects of fish passages within a larger context and considered the notion that these facilities are ecological traps in some Brazilian impoundments. Four conditions are required to characterize a fish passage as an ecological trap: (1) attractive forces leading fish to ascend the passage; (2) unidirectional migratory movements (upstream); (3) the environment above the passage has poor conditions for fish recruitment (e.g., the absence of spawning grounds and nursery areas); and (4) the environment below the passage has a proper structure for recruitment. When these conditions exist individuals move to poor-quality habitats, fitness is reduced, and populations are threatened. To exemplify this situation we analyzed two case studies in the upper Paraná River basin, Brazil, in which the four conditions were met and migratory fish populations were declining. If passages work as ecological traps, regional fisheries will be in danger of collapse and conservation policies toward biodiversity will become more difficult and ineffective. The situation demands the closing of the passage in conjunction with alternative management actions to preserve system functionality, especially the conservation of critical habitats downstream and the restoration of damaged habitats in the region.  相似文献

Integrated conservation approaches (ICAs) are employed by governments, communities, and nongovernmental organizations worldwide seeking to achieve outcomes with dual benefits for biodiversity conservation and poverty alleviation. Although ICAs are frequently implemented concurrently, interactions among ICAs and the synergies or trade-offs that result are rarely considered during program design, implementation, and evaluation. In support of more deliberate and effective use of ICAs, we examined interactions among four well-known strategies: biosphere reserves (BRs), voluntary protected areas (VPAs), payments for ecosystem services (PES), and community forest management (CFM). Through a comparative case study, we analyzed interactions among spatially or temporally clustered ICAs implemented on communally held and managed lands in three ecologically and socioeconomically distinct regions of Mexico. Our research methods combined policy analysis with data gathered through participant observation and semistructured interviews (n = 78) and focus groups (n = 5) with government officials, implementers, and participants involved in ICAs in 28 communities. Despite the significant differences among the regions in which they were implemented, we found that key actors at each level of involvement generally perceived interactions among ICAs as synergistic. The PES programs were perceived to strengthen protected areas by reducing forest cover loss in and around BRs, fostering proconservation attitudes, and incentivizing the establishment of VPAs. Communities that invested PES income in CFM were motivated to conserve forests beyond the duration of PES programs, and CFM in buffer zones was perceived to strengthen BRs by maintaining forest cover and generating income for communities. We also identified key social and environmental factors that can influence these interaction effects among ICAs. Based on these findings, we recommend further study of ICA interactions and intentionally complementary policy design to maximize positive environmental and social outcomes.  相似文献

Costa Rica’s national parks stand as a model for the preservation of biodiversity in the tropics, with 622,000 ha, or 12.2%, of the country set aside in preserves. In 1970, efforts to establish the parks were met with indifference but a practical strategy for nature conservation and favorable opportunities led to success, including establishment of Poas Volcano, Cahuita, Santa Rosa and Tortuguero National Parks in 1970–1971. Since then we have concentrated on four main activities. (1) procuring funds and personnel; (2) obtaining national and international support; (3) developing conservation education programs; and (4) getting environmental legislation passed Today we continue to build the national park system. We are creating a system of national forests, encouraging commercial reforestation and management of private land, consolidating the national parks system, and continuing to raise funds. Because most tourism is based on the national parks, we are asking the tourism industry to do its fair share to support the parks and to encourage wise use and conservation. Many organizations use funds to maintain an international bureaucracy rather than supporting direct conservation in the field. We do not need more planning studies and documents to tell us what to do, but instead we need funds to make environmental conservation a reality at the grass-roots level. International environmental standards should be set by a United Nations environmental organization that is empowered to infringe on the sovereignty of individual states in environmental matters. Future concerns for the national parks of Costa Rica include the economic situation, conservation education, the need to demonstrate the monetary value of conservation, population growth, the need for citizen involvement and the need for effective environmental legislation.  相似文献

Assessing Conservation Value Using Centers of Population Density   总被引:1,自引:0,他引:1  
We present an index of centers of density for identifying areas of high conservation value. This index represents the average importance of an area to species occurring there as measured by comparisons of relative densities of each species among areas. We evaluated the index using collections of stream fishes from the Clinch River system above Norris Reservoir in Virginia and Tennessee (U.S.A.). A strong correlation between index values measured at the same sites at different times suggested that the index could be applied to sites without replicated samples in the region and still allow centers of density to be distinguished from noncenters. Species richness showed no relationship to the index, suggesting that conservation priorities based solely on species richness can be inadequate. A species-accumulation curve based on the index performed nearly as well as one based on an algorithm for identifying the minimum number of sites in which all species in the region are represented. This pattern reflected the tendency of the index to weight regionally rare species more heavily than common species. But sites with high index values were not necessarily those selected by the algorithm because the algorithm used only presence/absence, whereas the index used the additional information present in relative densities. Our index represents an additional tool for identifying "hot spots" of diversity, but conservation of biodiversity over the long term will also require that the ecological integrity of regional landscape be maintained.  相似文献

Abstract:   Museum records have great potential to provide valuable insights into the vulnerability, historic distribution, and conservation of species, especially when coupled with species-distribution models used to predict species' ranges. Yet, the increasing dependence on species-distribution models in identifying conservation priorities calls for a more critical evaluation of model robustness. We used 11 bird species of conservation concern in Brazil's highly fragmented Atlantic Forest and data on environmental conditions in the region to predict species distributions. These predictions were repeated for five different model types for each of the 11 bird species. We then combined these species distributions for each model separately and applied a reserve-selection algorithm to identify priority sites. We compared the potential outcomes from the reserve selection among the models. Although similarity in identification of conservation reserve networks occurred among models, models differed markedly in geographic scope and flexibility of reserve networks. It is essential for planners to evaluate the conservation implications of false-positive and false-negative errors for their specific management scenario before beginning the modeling process. Reserve networks selected by models that minimized false-positive errors provided a better match with priority areas identified by specialists. Thus, we urge caution in the use of models that overestimate species' occurrences because they may misdirect conservation action. Our approach further demonstrates the great potential value of museum records to biodiversity studies and the utility of species-distribution models to conservation decision-making. Our results also demonstrate, however, that these models must be applied critically and cautiously.  相似文献

Abstract: Current networks of protected areas are biased in many countries toward landscapes of low productivity. Voluntary conservation incentives have been suggested as a socially acceptable way to supplement existing networks with more productive, privately owned areas of high priority for nature conservation. The limited resources committed to nature conservation demand cost‐efficiency. Efficiency, however, depends not only on costs incurred to society from alternative ways of maintaining biodiversity but also on ecological values that can be captured. We examined the ecological efficiency of the new market‐based voluntary program to preserve forest habitats on private land in southwestern Finland. We compared sites that have become protected (10‐year contracts) in the program with managed forests, with sites that have been negotiated for protection for which no contract has been signed, and with the most ecologically valuable privately owned sites in the region that have not been offered for protection by forest owners. We surveyed sites for the amount of dead wood, wood‐decomposing fungi, and epiphytic lichens to evaluate their ecological quality. Contracted sites had more features important for overall biodiversity than managed forests and negotiated sites with no contract. These results indicate that procedures used during site selection and negotiations were appropriate and not opportunistic. The contracted sites were also as valuable in ecological terms as the best, still‐unprotected, privately owned forests in the region that have not been offered for protection. We conclude that voluntary conservation programs have the potential to yield ecologically valuable sites for protection if the site‐selection procedures are appropriate. Reliance on completely voluntary programs, however, may entail uncertainties and inadequacies, for example, in terms of spatial configuration and persistence of the ecological values. Thus, such programs may often need to be supplemented with alternative methods such as land purchase to achieve an ecologically effective network of protected sites.  相似文献

Abstract: The tropical Andes harbor an extraordinarily varied concentration of species in a landscape under increasing pressure from human activities. Conservation of the region's native plants and animals has received considerable international attention, but the focus has been on terrestrial biota. The conservation of freshwater fauna, particularly the conservation of fishes, has not been emphasized. Tropical Andean fishes are among the most understudied vertebrates in the world. We estimate that between 400 and 600 fish species inhabit the diverse aquatic environments in the region. Nearly 40% of these species are endemic. Tropical Andean fishes are vulnerable to ongoing environmental changes related to deforestation, water withdrawals, water pollution, species introductions, and hydropower development. Additionally, their distributions and population dynamics may be affected by hydrologic alterations and warmer water temperatures associated with projected climate change. Presently, at least three species are considered extinct, some populations are endangered, and some species are likely to decline or disappear. The long‐term persistence of tropical Andean fishes will depend on greater consideration of freshwater systems in regional conservation initiatives.  相似文献

Based on a survey of 107 farm households by means of participatory rural appraisal, this paper presents a region-level analysis of farmer's perception and response towards land policies and eco-environment in the Loess hilly area, China. The surveyed farmers are divided into two groups, farmers on non-irrigated farmland and farmers on irrigated farmland. The results indicate that most farmers mainly depend on cropland, especially the farmers on non-irrigated farmland. Farmers believe that stability and persistence of land policies are important, and most hold a positive attitude towards the Grain-for-Green Programme. The farmers on irrigated farmland have a more favourable attitude to environmental conservation than the farmers of non-irrigated farmland. Nearly 80% of interviewees consider that the local eco-environment has improved in the last ten years. About 45% never consider the environmental impact of their agriculture practices. About 55% think drought is the most important reason for eco-environment deterioration, overgrazing and serious soil erosion. Soil and water conservation is not conscious and voluntary behaviour for farmers, it is only a measure to guarantee their basic agricultural production and to improve their living conditions. Results indicate that farmers on nonirrigated land find engineering approaches more beneficial to agronomic methods. However, the farmers on irrigated farmland pay more attention to improving farmland quality.  相似文献
