Objective: The aim of the study was to compare the safety effects of studded and unstudded winter tires based on fatal road accidents.

Methods: The data included 958 road accidents involving a passenger car or van that occurred in Finland from November to March between 1997 and 2012.

Results: Comparing the proportions of winter tire type in accidents and in general traffic showed that the overall effect of tire type on the number of accidents was not significant, although studded tires reduced fatal accidents by 10–15%. Compared to unstudded tires, studded tires reduced accidents significantly only on bald ice in 2005–2012. Drivers using unstudded tires were more experienced and their profession was more frequently related to driving. In addition, the vehicle age was lower for vehicles with unstudded tires. On the other hand, the state of repair was less pertinent for unstudded than for studded tires. These confounding factors offset their effects to some degree.

Conclusions: The risk of fatal road accidents in winter between studded and unstudded tires does not differ significantly. However, the accident risk has recently been substantially higher on bald ice for unstudded than for studded tires. The magnitude of this risk difference is difficult to determine without specific information on exposure by road surface.  相似文献

For decades, the importance of highway work zone safety has increased considerably with the continual increase in the number of highway work zones present on highways for repairs and expansion. Rural work zones on two-lane highways are particularly hazardous and cause a significant safety concern due to the disruption of regular traffic flow. In this study, researchers determined motorists’ responses to warning signs in rural, two-lane highway work zones. The researchers divided vehicles into three classes (passenger car, truck, and semitrailer) and compared the mean change in speed of these classes based on three different sign setups: portable changeable message sign (PCMS) OFF, PCMS ON with the message of Slow Down, Drive Safely, and a temporary traffic sign (W20-1, “Road Work Ahead”). Field experiments were conducted on two two-lane work zones with flagger control. Statistical analyses were performed to determine whether there was a significant interaction between motorists’ responses and the sign setups. Data analysis results show that a visible PCMS, either turned on or off, was most effective in reducing truck speeds in rural, two-lane work zones. The temporary traffic sign (W20-1) was more effective in reducing the vehicle speeds of passenger car and semitrailer. Results of this research project will help traffic engineers to better design the two-lane work zone setup and take necessary safety countermeasures to prevent vehicle crashes.  相似文献

ProblemMopeds are a popular transportation mode in Europe and Asia. Moped-related traffic accidents account for a large proportion of crash fatalities. To develop moped-related crash countermeasures, it is important to understand the characteristics of moped-related conflicts.MethodNaturalistic driving study data were collected in Shanghai, China from 36 car drivers. The data included 2,878 h and 78,296 km driven from 13,149 trips. Moped-car conflicts were identified and examined from the passenger car driver's perspective using kinematic trigger algorithms and manual video reduction.ResultsA total of 119 moped-car conflicts were identified, including 74 high g-force conflicts and 45 low g-force events. These conflicts were classified into 22 on-road configurations where both similarities and differences were found as compared to Western Countries. The majority of the conflicts occurred on secondary main roads and branch roads. Hard braking was the primary response that the car drivers made to these conflicts rather than hard steering.DiscussionsThe identified on-road vehicle-moped conflict configurations in Shanghai, China may be attributed to the complicated traffic environment and risky behavior of moped riders. The lower prevalence of hard steering in Shanghai as compared to the United States may be due to the lower speeds at event onsets or less available steering space, e.g., less available shoulder area on Chinese urban roads.ConclusionsThe characteristics of moped-car conflicts may impact the design of active safety countermeasures on passenger cars. The pilot data from Shanghai urban areas suggest that countermeasures developed for China may require some modifications to those developed for the United States and European countries, although this recommendation may not be conclusive given the small sample size of the study. Future studies with large samples may help better understand the characteristics of moped-car conflicts.  相似文献

During the period from 1996 to 2002, 60,397 vehicles were involved in crashes with property damage and/or injury on a French motorway network of 2000 km. It was observed that 6.7% of these accidents involved tire blow-outs. In 87% of cases, only one vehicle was involved in the accident. Tire blow-outs occurred in 6.5% of cars that represented more than 80% of the vehicles involved in crashes. The occurrence of this phenomenon is very high for vans (22%), though it concerns trucks less (2.5%). The proportion of tire blow-outs decreased from 1997, when it was 8.0%, to 5.9% in 2002. However, two main facts require examination: (1) On inter-urban motorways, crashes involving blow-outs of rear tires occur four times more frequently than for blow-outs of front tires. (2) The frequency of tire blow-outs is especially high for vans, and almost always involves rear tires. This higher frequency for rear tires is the result of two phenomena, which are indistinguishable given the data available: firstly, a four-wheel vehicle is more difficult to control if a blow-out occurs on a rear tire (confirmed experimentally); secondly, rear tires may be in poor condition more often than front tires, and so more prone to blow-outs. Consequently, users are strongly recommended to install the best tires on rear wheels. In practice, if only the front tires are replaced, which often occurs because they tend to be worn out more quickly than the rear ones (especially for front wheel drive vehicles), it is necessary to move the rear tires to the front and fit the new ones on the rear wheels. Very interesting technological developments are in progress that should reduce the number of tire blow-outs. However, considering the time necessary to renew the number of cars on the roads, this very simple and inexpensive recommendation should apply to all cars and especially to vans.  相似文献

Introduction

Highway crash occurrence is a leading cause of unnatural deaths, and highway agencies continually seek to identify engineering measures to reduce crashes and to assess the efficacy of such measures. Most past studies on the effectiveness of roadway improvements in terms of crash reduction considered all rural two-lane sections as a single category of roads. However, it may be hypothesized that the differences in the mobility and accessibility characteristics that are reflected in (and due to) the different design standards between different functional subclasses in the rural two-lane highway system can lead to differences in efficacies of safety improvements at these subclasses. This paper investigates the efficacy of roadway improvements, in terms of crash reduction, at the various subclasses of rural two-lane highways.

Methods

An empirical analysis of safety performance at each of the three subclasses of rural two-lane highways was carried out using the negative binomial modeling technique. For each subclass, crash prediction models were developed separately for the three levels of crash severity: property-damage only, injury, and fatal/injury. The crash factors that were considered include lane width, shoulder width, pavement surface friction, pavement condition, and horizontal and vertical alignments. After having developed the safety performance functions, the effectiveness (in terms of the extent of crash reduction, for different levels of crash severity) of highway safety enhancements at each highway subclass were determined using the theoretical concepts established in past literature. These enhancements include widening lanes, widening shoulders, enhancing pavement surface friction, and improving the vertical or horizontal alignment.

Results and Conclusion

The study found that there is empirical evidence to justify the decomposition of the family of rural two-lane roads into its constituent subclasses for purposes of analyzing the effectiveness of safety enhancement projects and thus to avoid underestimation or overestimation of benefits of safety improvements at this class of highways.  相似文献

Friction measurements were conducted to study the effects of shoe sole, floor, contamination, and inclined angle of the floor surface on friction coefficient. The shoe sole samples included composite rubber outsole samples with and without V-shaped tread design. Unglazed ceramic tiles of both flat and tiles with molded profile design were tested. The contamination conditions included dry, wet, and glycerol-contaminated conditions. The inclined angles included 0°, 5°, and 10°. A Brungraber Mark II slipmeter was used. The results showed that all the four factors affected friction coefficient significantly (p < 0.0001). Flat rubber soles had higher friction coefficients than the soling samples with V-shaped tread design on all tested floors and inclined angles under wet conditions. Flat soles, however, had extremely low friction when tested on flat floors under glycerol-contaminated conditions. The floors with molded grooves perpendicular to friction measurement direction had the highest friction coefficients than all other floor conditions under both the wet and glycerol-contaminated conditions except the wet/flat sole/10° condition. A regression model with a cosine function was established to describe the relationship between friction coefficient and inclined angle of the floor under the experimental conditions. This model is statistically significant at p < 0.0001 with an R2 of 0.97.  相似文献

Introduction: The objective of this study is to describe changes in teenage driver licensing policies in the United States during the past two decades with the introduction of graduated driver licensing (GDL) programs, assess GDL laws currently in place, and discuss the possibilities and likely consequences of further changes. Methods: The history of laws introducing and amending GDL programs was tracked, based on records maintained by the Insurance Institute for Highway Safety (IIHS). Counts of states included the District of Columbia. Results: A few states had elements of GDL prior to the mid-1990s, and between 1996 and 2006 all other states adopted a learner period of 2 months or more, a minimum supervised practice hours requirement for the learner period, or a night or passenger restriction once initially licensed. All but seven states have upgraded their original laws one or more times. Very few states weakened their laws, usually in minor ways. In 158 instances, minimum learner periods, minimum practice hour requirements, or night or passenger restrictions were added or strengthened. Fifteen states raised the minimum age for a license allowing any unsupervised driving. Conclusion: GDL policies have reduced teenage driver crashes. Most states now have at least minimum requirements for basic GDL features, although there is substantial opportunity for strengthening existing policies. Additional upgrades would result in further crash reductions, but very few have been made in recent years.Practical applications: Guidelines for maximizing the crash reduction potential of GDL programs are available, based on the experience of U.S. states, other countries with GDL programs, and the evaluation literature in regard to GDL components.  相似文献

Slipping and falling are common incidents not only in workplaces but also on school campuses. In this research, we measured the coefficient of fiction of three floors commonly used on a college campus in Taiwan, under dry, wet, and sand-covered conditions using the Brungraber Mark II slipmeter. Leather, rubber, and polyvinyl chloride footwear samples without tread pattern were adopted in the friction measurement. The most surprising finding of this study was that there were significant friction reductions when the floors (terrazzo, ceramic and quarry) were covered by sand as compared with both dry and wet conditions. The grains of sand on the floor resulted in a friction loss ranging from 71% to 92% as compared with the dry non-contaminated surface, depending on the type of the footwear material and floor. The results indicated that effects of sand particles on the friction at footwear–floor interface were more significant than that of the wet conditions for most of the footwear material–floor combinations tested in this experiment.  相似文献

Introduction: There is currently a strong focus within the automotive industry centered on traffic safety, with topics such as distracted driving, accident avoidance technologies, and autonomous vehicles. These papers tend to focus on the possible improvements from a single factor. However, there are many factors that are present in each accident, and it is important to understand the influence of each factor on the relative accident risk in order to identify the most effective approaches for improving driver safety. Rear-end accidents tend to be the most common accident type with approximately 1.8 M cases, or 31% of all accidents, in 2012, according to NHTSA. Of the rear-end accident scenarios, approximately 18–23% occur on wet surfaces. Method: A Monte Carlo Forward Collision Simulation models the conditions of a wet rear-end accident and estimates the relative impact of various vehicle collision parameters. The model takes distributions of these parameters as inputs, and outputs a risk of collision relative to a known reference case. The parameters that can be studied include: tire grip level, road grip level, vehicle velocity, following distances, and the presence of vehicle technologies (ABS, FCW & AEB). Distributions of some of these parameters have been improved thanks to Naturalistic Driving Study data from SHRP2. Results: This study shows that these vehicle systems have a large impact on safety and can change the amount of influence attributed to other parameters such as tire grip levels. As the use of automated vehicle systems expands, so will the influence of tire grip performance levels on collision risks. Practical Applications: It is more important than ever for consumers and auto manufacturers to consider tire performance levels. Therefore, the tire industry should continue to focus on wet grip as a key performance related to safety and should strive to continue to improve tire performance.  相似文献

Introduction

Roadway safety is a major concern for the general public and public agencies, as roadway crashes claim many lives and cause substantial economic loss each year. In Iran, a large number of vehicles are involved in road accidents each year, which cause many deaths and extensive property damage; such accidents are among the major causes of death and disability in the country. Method: To reduce roadway accidents, the factors that affect the occurrence and severity of accidents should be scrutinized to prevent or reduce their effect. The method that many researchers have adopted to determine the effective parameters surrounding road accidents in recent years is through statistical modeling of accidents. In this article, the role of different kinds of vehicles in traffic flow are investigated separately in terms of the likelihood of crashes on urban highways, and the vehicles are divided into three groups: passenger cars, heavy vehicles, and light non-passenger car vehicles. Poisson and negative binomial (NB) regression models were applied to model the accidents in this research, which were categorized into two groups: no injury (property damage only) accidents and more severe (injury and fatal) accidents. Results: Ultimately, we conclude that light non-passenger car vehicles (i.e., taxis and motorcycles) play the largest role in the occurrence of crashes on urban highways for both types of accidents.  相似文献

IntroductionThis study measured whole-body vibration (WBV) exposures in front-end loader operators, and evaluated the effects of traction chains and work tasks on their WBV exposures.MethodWBV exposures were measured and compared across three different front-end loader tire configurations: (a) stock rubber tires, (b) rubber tires with ladder chains, and (c) rubber tires with basket chains. The operators completed three distinct standardized tasks: driving on a city street, simulated plowing, and a simulated scooping and dumping task. A portable data acquisition system collected tri-axial time weighted and raw WBV data per ISO 2631-1 and 2631-5 standards. In addition, Global Positioning System (GPS) data were collected in order to compare loader speeds across tire conditions and the standardized tasks.ResultsRelative to the stock rubber tires, both types of tire chains significantly increased WBV exposures with the ladder chains having substantially higher WBV exposures compared to basket chains. Additionally, there were task dependent differences in WBV exposures. During the driving task, the z-axis (up and down) was the predominant exposure; the plowing task had a more even distribution of exposure across all three axes; while during scooping and dumping task, the x-axis (fore and aft) had the highest WBV exposures. The GPS data indicated that there were significant speed differences across tasks but not between the basket and ladder chain conditions.ConclusionsTires with ladder chains increased the front-end loader operators' exposure to WBV above the ISO 2631-1 recommended eight hour action limit increasing risk for adverse health effects. Although more expensive, basket chains are recommended over ladder chains since they substantially lowered the front-end loader operator's exposures and may ultimately reduce vibration related wear and tear on the vehicle.Impact on IndustryIn order to reduce a heavy equipment vehicle (HEV) operator’s chances for developing low back pain, this study provides information that health and safety professionals can use to reduce whole-body vibration (WBV) exposures when operating front-end wheel loaders with traction chains.  相似文献

Objective

To assess the effect of the newly enacted child passenger safety law, Wisconsin Act 106, on self-report of proper restraint usage of children in Milwaukee's central city population.

Method

A prospective, non-randomized study design was used. The settings used were (a) a pediatric urban health center, and (b) two Women, Infants and Children offices in Milwaukee, Wisconsin. Participants included 11,566 surveys collected over 18 months that spanned the pre-legislation and post-legislation time periods from February 2006 through August 2008.

Results

The study set out to assess appropriate child passenger restraint. The results showed that the changes in adjusted proper restraint usage rates for infants between the pre-law, grace period, and post-fine periods were 94%, 94%, and 94% respectively. For children 1-3 years old, the adjusted proper usage rates were 65%, 63%, and 59%, respectively. And for children 4-7 years old, the rates were 43%, 44% and 42%, respectively. There was a significant increase in premature booster seat use in children who should have been restrained in a rear- or forward-facing car seat (10% pre-law, 12% grace period, 20% post-fine; p < 0.0005). There was no statistically significant change over time in unrestrained children (2.1%, 1.7%, 1.7%, p = 0.7, respectively).

Conclusions

The passage of a strengthened child passenger safety law with fines did not significantly improve appropriate restraint use for 0-7 year olds, and appropriate use in 1-7 year olds remained suboptimal with a majority of urban children inappropriately restrained. Although the number of unrestrained children decreased, we identified an unintended consequence of the legislation - a significant increase in the rate of premature belt-positioning booster seat use among poor, urban children.

Impact on Industry

The design of child restraint systems maximizes protection of the child. Increasing reports of misuse is a call to those who manufacture these child passenger restraints to improve advertising and marketing to the correct age group, ease of installation, and mechanisms to prevent incorrect safety strap and harness placement. To ensure accurate and consistent use on every trip, car seat manufacturers must ensure that best practice recommendations for use as well as age, weight, and height be clearly specified on each child restraint. The authors support the United States Department of Transportation's new consumer program that will assist caregivers in identifying the child seat that will fit in their vehicle. In addition, due to the increase in premature graduation of children into belt-positioning booster seats noted as a result of legislation, promoting and marketing booster seat use for children less than 40 pounds should not be accepted. Child passenger safety technicians must continue to promote best practice recommendations for child passenger restraint use and encourage other community leaders to do the same.  相似文献

Objective: European car design regulations and New Car Assessment Program (NCAP) ratings have led to reductions in pedestrian injuries. The aim of this study was to evaluate the impact of improving vehicle front design on mortality and morbidity due to pedestrian injuries in a European country (Germany) and 2 countries (the United States and India) that do not have pedestrian-focused NCAP testing or design regulations.

Methods: We used data from the International Road Traffic and Accident Database and the Global Burden of Disease project to estimate baseline pedestrian deaths and nonfatal injuries in each country in 2013. The effect of improved passenger car star ratings on probability of pedestrian injury was based on recent evaluations of pedestrian crash data from Germany. The effect of improved heavy motor vehicle (HMV) front end design on pedestrian injuries was based on estimates reported by simulation studies. We used burden of disease methods to estimate population health loss by combining the burden of morbidity and mortality in disability-adjusted life years (DALYs) lost.

Results: Extrapolating from evaluations in Germany suggests that improving front end design of cars can potentially reduce the burden of pedestrian injuries due to cars by up to 24% in the United States and 41% in India. In Germany, where cars comply with the United Nations regulation on pedestrian safety, additional improvements would have led to a 1% reduction. Similarly, improved HMV design would reduce DALYs lost by pedestrian victims hit by HMVs by 20% in each country. Overall, improved vehicle design would reduce DALYs lost to road traffic injuries (RTIs) by 0.8% in Germany, 4.1% in the United States, and 6.7% in India.

Conclusions: Recent evaluations show a strong correlation between Euro NCAP pedestrian scores and real-life pedestrian injuries, suggesting that improved car front end design in Europe has led to substantial reductions in pedestrian injuries. Although the United States has fewer pedestrian crashes, it would nevertheless benefit substantially by adopting similar regulations and instituting pedestrian NCAP testing. The maximum benefit would be realized in low- and middle-income countries like India that have a high proportion of pedestrian crashes. Though crash avoidance technologies are being developed to protect pedestrians, supplemental protection through design regulations may significantly improve injury countermeasures for vulnerable road users.  相似文献

Introduction: With the significant number of motor-vehicle fatalities occurring on the nation’s roadways in recent years, there exists a need to integrate a more complete range of data sources, available at a regional or statewide level, to effectively evaluate existing safety concerns and quantify their impacts. Crash data alone does not provide ample crash-associated citation, injury, and roadway characteristics; therefore, a more cohesive dataset is required to accurately and completely analyze the true impacts of motor-vehicle crashes. Previously developed strategies linked crash data with citation and roadway inventory data to enhance the identification and optimization of highway safety strategies. Method: The main objective of this research focused on developing a new deterministic linkage between crash and Emergency Medical Services (EMS) data, by utilizing the Massachusetts Crash Data System (CDS) and the Massachusetts Ambulance Trip Record Information System (MATRIS). Results: After several iterations of match criterion, the validated linkage successfully matched 58.3% of MATRIS records (containing an Injury Cause of Motor Vehicle Crash) to a CDS person record (55011 linked pairs, between 2014 and 2016). The data linkage provided significant insight into injury trends in several highway safety emphasis areas such as roadway departure, speeding-related, and distraction-affected crashes. The findings from this research are twofold: (1) an established process for linking previously separate data sets, and (2) a mechanism for analysis that provides decision-makers and safety professionals with a better measure of crash outcomes.  相似文献

IntroductionLittle research has focused on the problem of alcohol impairment among pedestrians and bicyclists in the United States. The aim of the current study was to investigate the prevalence, trends, and characteristics of alcohol-impaired fatally injured pedestrians and bicyclists.MethodData from the Fatality Analysis Reporting System (FARS) were analyzed for fatally injured passenger vehicle drivers, pedestrians, and bicyclists 16 and older during 1982–2014. Logistic regression models examined whether personal, roadway, and crash characteristics were associated with high blood alcohol concentrations (BACs) among fatally injured pedestrians and bicyclists.ResultsFrom 1982 to 2014, the percentage of fatally injured pedestrians with high BACs (≥ 0.08 g/dL) declined from 45% to 35%, and the percentage of fatally injured bicyclists with high BACs declined from 28% to 21%. By comparison, the percentage of fatally injured passenger vehicle drivers with high BACs declined from 51% in 1982 to 32% in 2014. The largest reductions in alcohol impairment among fatally injured pedestrians and bicyclists were found among ages 16–20. During 2010–2014, fatally injured pedestrians and bicyclists ages 40–49 had the highest odds of having a high BAC, compared with other age groups.ConclusionsA substantial proportion of fatally injured pedestrians and bicyclists have high BACs, and this proportion has declined less dramatically than for fatally injured passenger vehicle drivers during the past three decades. Most countermeasures used to address alcohol-impaired driving may have only limited effectiveness in reducing fatalities among alcohol-impaired pedestrians and bicyclists.Practical applicationsEfforts should increase public awareness of the risk of walking or bicycling when impaired. Results suggest the primary target audience for educational campaigns directed at pedestrians and bicyclists is middle-age males. Further research should evaluate the effectiveness of potential countermeasures, such as lowering speeds or improving lighting in urban areas.  相似文献

Introduction: Motor-vehicle crash is one of the leading causes of unintentional injury death in the United States. Previous studies focused on fatalities among drivers and front-seat passengers, with a limited number of studies examining rear-seat passenger fatalities. The objectives of this study were to assess trends in rear-seat passenger motor-vehicle fatalities in the United States from 2000 to 2016 and to identify demographic factors associated with being unrestrained among fatally injured rear-seat passengers. Methods: Rear-seat passenger fatality data were obtained from the Fatality Analysis Reporting System (FARS) database. The fatality rate ratios for overall rear-seat passengers and for different age and sex groups were determined by comparing fatality rates in 2000 and 2016 using random effects models. Risk ratios of being unrestrained for age and sex groups were obtained using general estimating equations. Results: Compared to 2000, the overall rear-seat passenger fatality rate in 2016 decreased by 44% (95% confidence interval [CI]: 39–49%). In particular, the fatality rate among rear-seat passengers decreased more in males than females, and passengers aged 14–19 years experienced a larger decline than all other age groups. Fatally injured male rear-seat passengers had a higher risk of being unrestrained (adjusted risk ratio: 1.06, 95% CI: 1.04–1.07) than their female counterparts, and both youngest (≤13 years) and oldest (65–85 years) passengers were less likely to be unrestrained than those aged 20–64 years. Conclusions: Overall, fatality rates among rear-seat passengers have declined, with differential degrees of improvement by age and sex. Practical Applications: Continued restraint use enforcement campaigns targeted at teenagers and males would further preserve them from fatal injuries and improve traffic safety for the overall population.  相似文献
