Abstract

Although intrinsically a global environmental concern, the climate change issue has a number of implications for local authorities. Within the European Union (EU), the remit of local authorities in—‐for abatement policies—the crucial areas of energy and transport policy varies considerably, as does their commitment to environmental action more generally. This paper examines the role of local authorities in climate protection within a framework of global, EU and national action, through examples of local strategies from Germany, Italy, Spain, Sweden and the UK. The paper finds positive instances of action in all countries, but points to unsympathetic policy frameworks both at national and EU level, such as budget constraints imposed on local authorities, the pursuit of low energy prices combined with a resistance to impose carbon taxes, a lack of energy efficiency standards and insufficient support for public transport.  相似文献

Abstract

This article reports the findings of a qualitative study with residents living in six deprived neighbourhoods in the UK and the front-line workers and local policymakers responsible for the renewal of these areas. The study was an attempt to raise awareness of local environmental concerns in the context of a national and local policy agenda, which has, until recently, largely overlooked the impacts of degraded environments on the lives and activities of the people who live in them. A key aim for the study was to raise people's concerns with local decision-makers and examine how far these might be addressed through the existing financial, administrative and legislative arrangements for neighbourhood renewal in the UK, namely Local Strategic Partnerships. The research was designed to provide practical lessons and policy recommendations for others wishing to raise the profile of environmental justice in the context of neighbourhood level regeneration projects, in both the UK and elsewhere in the ‘developed’ world.  相似文献

The economic policy needs to pay increasingly more attention to the environmental issues, which requires the development of methodologies able to incorporate environmental, as well as macroeconomic, goals in the design of public policies. Starting from this observation, this article proposes a methodology based upon a Simonian satisficing logic made operational with the help of goal programming (GP) models, to address the joint design of macroeconomic and environmental policies. The methodology is applied to the Spanish economy, where a joint policy is elicited, taking into consideration macroeconomic goals (economic growth, inflation, unemployment, public deficit) and environmental goals (CO2, NO x and SO x emissions) within the context of a computable general equilibrium model. The results show how the government can “fine-tune” its policy according to different criteria using GP models. The resulting policies aggregate the environmental and the economic goals in different ways: maximum aggregate performance, maximum balance and a lexicographic hierarchy of the goals.  相似文献

/ The International Joint Commission (IJC) has overseen the implementation of the Great Lakes Water Quality Agreement between Canada and the United States for 25 years. Part of its mandate has been to facilitate international cooperation among a diversity of stakeholders focusing on the "waters" and the "ecosystem." In the 1970s policy focused on phosphorus reduction and individual contaminants, with some efforts (after 1978) to take an ecosystem (ecological perspectives) approach. In the last 15 years human health effects from (real and perceived) environmental causes have received considerable recognition. By contrast, less concern has been expressed for what is traditionally considered "environment" issues (such as protecting fish species). This shift at the policy level is well illustrated in the manner in which human health is increasingly used as a way for mobilizing environmental agendas. This paper analyzes nine IJC biennial reports to track how the framing of Great Lakes issues has shifted from concern for its waters to concern for human neurobehavior and reproductive systems. Frame analysis is used to conceptualize the controversies that are expressed through the Great Lakes policy documents. The analysis of the reports also reveals a shift in operational frames, used by the IJC to mobilize decision-makers into action.  相似文献

Colonial processes including the dispossession of indigenous lands and resources and the development of Western management institutions to govern the use of culturally important fish resources have served in many ways to marginalize indigenous interests within the United States fisheries. In recent years, several US fishery institutions have begun to develop policies that can confront this colonial legacy by better accommodating indigenous perspectives and rights in fishery management practices. This paper analyzes two such policies: the 2005 community quota entity program in Alaska which permits rural communities (predominantly Alaska Native villages) to purchase and lease commercial halibut fishing privileges and the 1994 State of Hawai?i community-based subsistence fishing area (CBSFA) legislation through which Native Hawaiian communities can designate marine space near their community as CBSFAs and collaborate with the state of Hawai?i to manage those areas according to traditional Hawaiian practices. The analysis reveals a striking similarity between the trajectories of these two policies. While they both offered significant potential for incorporating indigenous rights and environmental justice into state or federal fishery management, they have so far largely failed to do so. Environmental managers can gain insights from the challenges and potentials of these two policies. In order to introduce meaningful change, environmental policies that incorporate indigenous rights and environmental justice require a commitment of financial and institutional support from natural resource agencies, a commitment from indigenous groups and communities to organize and develop capacity, and careful consideration of contextual and cultural factors in the design of the policy framework.  相似文献

Multistakeholder collaboration in the environmental realm has been increasing steadily over the past decade. This trend is responding to several stimuli, including dissatisfaction with current regulatory regimes, a liberal economic climate emphasizing global competitiveness and short-term returns, and the growing roles of the business and nongovernmental organization sectors in the environmental policy arena. This paper grows out of ethnographic research conducted between 1994 and 1998 with four environmental partnerships in Europe and the United States. The research found all of these partnerships to be marked by practices of conflict minimization and diffusion. Drawing upon illustrative data from one of these case studies, a European Union level initiative aimed at enabling sustainable development in Europe, the paper asks why this was the case, especially given the diverse political and economic interests at stake and the history of contentious relations between the sectors in other venues. Employing a theoretical perspective highlighting the sociohistoric factors involved in these processes, the paper suggests that this proclivity toward nonconfrontational behavior stems in part from two sources: a prominent cultural model that conceptualizes the partnership process as fundamentally nonconflictual in nature, and the promotion of the discourse of ecological modernization over other competing discourses. The paper explores some of the implications of this finding and concludes that environmental partnerships characterized by such nonconfrontational practices risk inadvertently encouraging the delegitimization of conflictual approaches to environmental action and engendering a retreat from radical thinking and innovative environmental solutions.  相似文献

Large-scale public infrastructure projects have featured in China’s modernization course since the early 1980s. During the early stages of China’s rapid economic development, public attention focused on the economic and social impact of high-profile construction projects. In recent years, however, we have seen a shift in public concern toward the environmental and ecological effects of such projects, and today governments are required to provide valid environmental impact assessments prior to allowing large-scale construction. The official requirement for the monitoring of environmental conditions has led to an increased number of debates in recent years regarding the effectiveness of Environmental Impact Assessments (EIAs) and Governmental Environmental Audits (GEAs) as environmental safeguards in instances of large-scale construction. Although EIA and GEA are conducted by different institutions and have different goals and enforcement potential, these two practices can be closely related in terms of methodology. This article cites the construction of the Qinghai–Tibet Railway as an instance in which EIA and GEA offer complementary approaches to environmental impact management. This study concludes that the GEA approach can serve as an effective follow-up to the EIA and establishes that the EIA lays a base for conducting future GEAs. The relationship that emerges through a study of the Railway’s construction calls for more deliberate institutional arrangements and cooperation if the two practices are to be used in concert to optimal effect.  相似文献

Increasingly, performance measurement is being used to hold federal agencies accountable, represent environmental progress, and evaluate the effectiveness of environmental programs. The need to track measurable outputs has created a tendency to present programmatic progress solely by quantifiable data, despite the inherent complexity of natural resource management. Wetlands and fire management programs are two specific environmental arenas that have come to overemphasize the tracking of acreage numbers to validate existing policy direction. In both of these arenas, we find the definition and categorization of "countable" acres to be inconsistent and unreliable. We explore this systemic flaw for both wetlands and fire programs and describe its implications for environmental policy and natural resource management more broadly. We conclude with recommendations for improved performance measurement in these arenas.  相似文献

East European food self-provisioning (FSP) has fascinated scholars of post-socialism ever since the early 1990s. In keeping with its predominantly economic and cultural conceptualisations, much of this research has been concerned with FSP’s role in household economy and with the social profile of its practitioners. In contrast to western conceptualisations of FSP as an opportunity to expand food activism and foster social justice and environmental sustainability, post-socialist FSP has rarely been considered as such. In Czechia, FSP is practised by 43% of citizens and many of them do so in a relatively environmentally friendly way. Yet, most food-related campaigns run by environmental NGOs (ENGOs) pay little attention to FSP and focus on market-based ethical consumerism and alternative food networks instead. Using insights from actor-network theory, this paper discusses how Czech ENGO activists engage with FSP through discourse and in practice. Based on ethnographic fieldwork and interviews with leading activists, we show that FSP does figure in non-food-related campaigns and that the FSP practised by activists themselves or the FSP carried out by relatives and relatives’ friends are not the same as the FSP on which they are reluctant to campaign. These differences, which include controllability and the time-consuming nature of practising FSP according to some of the activists’ ideals, help this paper to come to an initial understanding of why Czech ENGOs do not run campaigns explicitly focused on FSP at the moment and shed some light on how this could change in the future.  相似文献

Deliberative forms of stakeholder participation have been widely embraced as a key measure for addressing legitimacy deficits and non-compliance in environmental governance. However, the great significance of such collaborative structures for state-stakeholder interaction is much too often accepted uncritically as an established truth in the environmental policy discourse. Building on examples from the literature on fisheries co-governance, this article constructs a conceptual and normative framework for interpreting and assessing such views about co-governance, legitimacy and compliance. Analysing central claims in this discourse in relation to different concepts and standards of legitimacy helps us identify and distinguish many powerful reasons to welcome co-governance. However, the article defends the need to do so cautiously and reflectively. It is conceptually misleading to suggest that more intense forms of co-governance will generally improve the overall level of social legitimacy and, thereby, compliance rates among stakeholders. Furthermore, it is argued that the democratic value of co-governance is not fundamental. The democratic desirability of such arrangements should be primarily assessed on instrumental-pragmatic grounds, focusing on their capacity to serve the wider ideals of equal citizenship and public reason.  相似文献

Use of environmental valuation and benefits transfer in a recent legal ruling in the UK between Thames Water Utilities and the Environment Agency over water abstraction costs appeared to set an unfortunate precedent. In the first attempt to fulfil its statutory duties, the Agency was thwarted in its use and interpretation of non-market valuation techniques, in particular, the vexed issue of how to aggregate the results of valuation studies in original sites or those to where values might be transferred. The ruling has broader implications for water pricing and resource development by the industry. Far from being a blow for either cost-benefit analysis or environmental valuation, the decision highlights some of the research imperatives for the derivation of non-market values by economists and their translation for use in government decisions.  相似文献

This paper addresses a current trend of New Environmental Governance (NEG). It examines whether NEG is able to overcome a series of complex regulatory barriers and market shortfalls that stand in the way of carbon emissions reductions in the building sector. Building on an evaluation of 20 NEG arrangements from Australia and the Netherlands, it discusses the limits of the effective implementation and use of NEG in this sector. Current research on household food waste has not considered the impact of the inter-class power dynamics between employers and domestic helpers on food waste management and generation in the Global South. This article focuses on the issue of food justice and will demonstrate that it is important to reconsider household food practices within the framework of unequal power dynamics in household units – especially between employers and their domestic helpers. Informed by food waste regime conceptual framework, this paper will examine the complex food provisioning practices of Indonesian households. The research draws on 21 in-depth interviews with households of varying incomes, multiple site visits, participant observation and going along on grocery trips to better understand the power dynamics and practices that result in, or prevent the generation of household food waste. In addition, 12 key informant interviews with government officials, traditional food vendors, supermarket managers, and a waste collector was also conducted. In an Indonesian context, understanding the interclass dynamics of the household, namely, who gets to define what is “food” and what is “waste” is key to understanding the broader phenomenon of food waste in order to promote solutions to food waste prevention and food insecurity that is socially and environmentally just.  相似文献

ABSTRACT

“Community energy” (CE) is argued to be an opportunity to transition to low-carbon energy systems while creating additional benefits for local communities. CE is defined as energy initiatives that place a high degree of emphasis on participation of local community members through ownership and control, where through doing so, benefits are created for the community. The trend has seen considerable growth in many countries over the last decade. Occurring simultaneously is a trend for local communities (e.g. municipalities) to create their own Local Energy Plans (LEPs) – a planning process that articulates energy-related actions (i.e. expected outcomes). While CE and LEPs both address energy activities in a local context, any further connection between these trends remains unclear.

This research develops a framework, based on CE and LEP literature, to assess LEPs for their relevance to CE. The research analyses 77 LEPs from across Canada for the ways in which they address the three components that define CE: community participation, community ownership, and community capacity. The main findings are that LEPs have emerged as a process that is both relevant to CE and capable of strategically addressing its components. Despite this, LEPs do not appear to reveal a radically different approach to the “closed and institutional” models of traditional community involvement practices. The investigation suggests that for CE advocates, LEPs may be considered to be an important avenue to pursue CE ambitions. LEPs could increase their relevance to CE by improving the processes and actions related to all three CE components.  相似文献

This paper examines the complex social reality of mixed ethnic residential areas, as reflected in drawn perceived neighbourhoods of Jews and Arabs living in homogenous and mixed neighbourhoods in Jaffa, Tel Aviv. Through in-depth interviews conducted among 89 Jaffa's residents, it illustrates how different perceptions about the residential area and its residents (including attitudes, emotions, feeling of fear/safety, collective identity and tolerant relations) are reflected in the form, size and consensus area of residents' perceived neighbourhoods. The study finds a clear association between tolerant attitudes and the size and consensus area of the perceived neighbourhoods. Arabs perceive their neighbourhood as significantly larger than Jews do and are characterised by a larger consensus area. These findings are explained by the Arab's strong social cohesion, common national identity, rootedness in Jaffa, as well as by tolerant attitudes towards Jaffa's Jewish population. The study demonstrates the interrelation between the spatial, social and perceptual dimensions associated with the mixed residential area, and illustrates how these dimensions are reflected in drawn perceived neighbourhoods.  相似文献

Abstract

This paper contributes to discussions of procedural aspects of environmental justice, understood as having procedural and substantive dimensions. It argues that the struggle for environmental justice must recognize the oppression of disabled people as part of the essential broadening of the notion of citizenship, which continues to be the focus for struggle for the international disability movement. Its case study of an area of South Wales suggests that at present disabled people, and the struggles of the disability movement, do not really feature in the way environmental activists (inside and outside government) see the world. This huge omission must be addressed, but in a way that avoids interpreting disability as an administrative category, and must engage with disablement as a political and contested notion. The paper develops the significance of this contention by considering the case of Deafness, which is entirely different from hearing impairment. The paper's case study, presented as an illustration of its arguments, shows that to regard Deaf people in South Wales as part of some generic category of ‘disabled people’ would be to ignore their self-identification as a distinctive linguistic community. Moreover, there is some evidence that Deaf people have a distinctive view of, and set of concerns about, quality of life, reflecting their distinctive experience of social injustice and marginalization. This underlines the necessity for a serious engagement with disablement as a political category, and the disability movement as a struggle for social justice, within the promotion of environmental justice.  相似文献
