An Environmental Management System (EMS) has been widely in use by many companies to manage the environmental effects of their operations. The process has recently gained ground in being adopted at city and municipal levels as well as in institutions such as universities. However, an EMS that is conducted at corporate level has some deficiencies when it is applied at city level. These deficiencies are in evaluating environmental goals and policies carried out to mainly ensure that the policies meet ISO 14001 standard and corporate requirements and neglect of public participation. Urban areas differ from companies due to their size, complexity and environmental challenges, high rate of growth and the dynamic nature of urban systems. Therefore, they need an urban environmental management approach that will assess the formulated urban environment policies and goals in a strategic method before implementation, including social dimensions such as public participation. Therefore, this paper proposes a modified approach to incorporate an EMS, called the Sustainable Urban Environmental Management Approach (SUEMA). The approach recognizes the above-mentioned deficiencies and benefits from the advantages of sustainability and Strategic Environmental Assessment (SEA) in the formulation and evaluation of policies, plans and programs. Summary In the spring of 1981, Tufts University and the International Union for the Conservation of Nature began teaching the World Conservation Strategy to environmentalists working at the local level. The fourteen-week course that they offered was the first of a series of initiatives to increase public awareness of the need for local action toward the solution of global environmental problems. The success of the first course has encouraged other groups to adapt it to their own social and ecological settings, but there is a pressing need for even more public education. While several aids to teaching the World Conservation Strategy are now being developed to give local conservation educators access to the Strategy, the initiative for bringing the World Conservation Strategy to the public should continue to come from these local leaders. Frank Thibodeau is an environmental biologist and policy analyst with MA and PhD degrees from Tufts University. He is currently a Research Associate in the Department of Urban and Environmental Policy at Tufts, preparing a book on the World Conservation Strategy as a foundation for local environmental initiative under the auspicies of IUCN and the World Wildlife Fund. In addition to his writing and teaching related to the Strategy, he maintains an active research program examining the development of national and international strategies for the preservation of genetic diversity. Hermann H. Field, an urban planner and Fellow of the American Institute of Architects, was director of the Planning Office of the Tufts-New England Medical Center in downtown Boston for 12 years. In 1972 he initiated and then directed a new graduate department of Urban and Environmental Policy at Tufts University. Since 1978 he has been Professor Emeritus in Environmental Planning there. In addition to continued involvement in his department he is active on a range of levels in conservation from the local to the international, including membership on IUCN's Commission on Environmental Planning.  相似文献

Summary In Nigeria, an increased level of consciousness is observable with regard to the complex relationship that exists between development and the quality of the environment. However, there remains much to be done by way of actually developing the mechanism and legislative backing for reconciling environmental imperatives with developmental goals. Nigeria, like many other developing countries, is beset with such environmental problems as desertification, deterioration of urban physical quality, land degradation, deforestation, soil erosion, and flooding. It has been established that these problems emanate mainly from human activities created in the quest to achieve a higher level of development. The implication is that sufficient precautions have not been taken to balance development objectives against the need to maintain desirable environmental quality.The policy responses that have so far resulted from these problems include: the establishment of a Federal Ministry which is charged solely with the responsibility for environment related issues, the institution of a War Against Indiscipline (WAI) campaign with environmental sanitation as one of its key components, the initiation and sponsorship of national conferences on issues related to the environment, the establishment of the Federal Environmental Protection Agency, and the launching of a National Policy on the Environment.While it can be conceded that a start has been made towards the attainment of sustainable development, Nigeria presently needs the necessary technical, administrative and legislative back-up for more effective integration of environmental concems with national and local development policies.Dr Layi Egunjobi is a Senior Lecturer in the Centre for Urban and Regional Planning at the University of Ibadan, Nigeria.  相似文献

Urban transportation projects are essential in increasing the efficiency of moving people and goods within a city, and between cities. Environmental impacts from such projects must be evaluated and mitigated, as applicable. Spatial modeling is a valuable tool for quantifying the potential level of environmental consequences within the context of an environmental impact assessment (EIA) study. This paper presents a GIS-based tool for the assessment of airborne-noise and ground-borne vibration from public transit systems, and its application to an actual project. The tool is based on the US Federal Transit Administration's (FTA) approach, and incorporates spatial information, satellite imaging, geostatistical modeling, and software programming. The tool is applied on a case study of initial environmental evaluation of a light rail transit project in an urban city in the Middle East, to evaluate alternative layouts. The tool readily allowed the alternative evaluation and the results were used as input to a multi-criteria analytic framework.  相似文献

Environmental quality in urban areas has become an increasingly important topic in Taiwan. Previous research involving the interrelationshipsbetween urban development and environmental quality have rarely emphasized the symbiosis between urban areas and the natural environment. In recent years, the discipline of ecological economics has applied ecological energetic analysis to evaluate the contribution of the natural environment to an urban system. In addition, system simulation also plays a prominent role in assessing the dynamic interrelations between humans, economics and ecological systems. On the basis of an ecological economics perspective, this paper establishes indices of environmental quality and develops an ecological system model to simulate the interrelationshipsbetween urban developmentand environmentalquality of the Taipei metropolitan region. Furthermore, this paper not only proposes future development alternatives and strategies, but also initiates scenarios of the Taipei metropolitan region for policy simulation. According to those results, future development in the Taipei metropolitan region should adjust the interface and mechanism between man and nature for sustainable development.  相似文献

The residential environment occupies a special place in the lives of older adults, and satisfaction with the residential environment has been linked with general psychological well-being among the elderly. While older residents may be especially sensitive to environmental conditions, few studies have established strong empirical linkages between objective residential variables and subjective satisfaction with living units (LUs) and local areas (LAs). The purpose of this study is to explore critical issues in environmental assessment using a case study sample of 88 elderly female residents. Alternative techniques for defining multi-item variables are discussed, including a multiple regression process employing Perceived Environmental Quality Indices (PEQIs) as initial criteria. In the case study, the PEQI-based scaling technique was used to develop 26 environmental variables representing objective resource attributes of LUs and LAs. Twelve of the fifteen environmental scales at the LU level were significantly correlated with general living unit satisfaction, and seven of the eleven environmental scales at the LA level were significantly correlated with general satisfaction with the local area. Multiple regression analyses using the PEQI-based variables explained 31% of the variance in LU satisfaction and 20% of the variance in LA satisfaction after controlling for personal characteristics of residents. Interpretation and application of the environmental scales for assessing residential settings are discussed. Although qualified in their generalizability, positive results of the case study support further development and validation of the PEQIbased scaling technique.  相似文献

城市环境总体规划是对城市中长期环境管理的综合安排,是环境保护基础性的规划,其核心问题在于规模、结构和布局,即从城市环境、资源与生态约束角度为社会经济发展规划、城市总体规划与土地利用规划提出限制(环境、资源与生态红线),从环境承载力与发展生态适宜性分区角度为城市发展规划提出发展适度规模、结构与布局。在城市"多规融合"的实践过程中,城市环境总体规划,作为政府综合决策的重要支撑之一,可以为其他的规划编制提供约束条件以及土地供给能力测算值,使得各规划间能够相互支撑、相互融合,因此有必要先行。本文以北京市丰台区环境总体规划为例,从布局角度出发,基于区域土地资源供给能力对丰台区进行土地生态适宜性评价,并得到土地生态适宜性区划图,从而提出丰台区城市总体规划与土地利用规划的限制条件,为城市环境总体规划先行提供科学依据。  相似文献

Environmental indicator systems are a fundamental tool in quantifying the environmental component of sustainable development. They are useful because they quantify the status and trends of key environmental parameters and provide information on the environment that allows authorities and communities to make informed decisions. This article analyzes the basic framework for Chinese environmental indicator systems and presents a “core” set of environmental indicators. In our research, we used a theme approach to develop the environmental indicator systems. We performed two case studies of selected indicators. In the first, we used an urban ambient air pollution composite index and an urban ambient air pollution indicator for three main pollutants to examine trends in urban air pollution in China from 1990 to 2000 at regional and national levels. The results indicate that China has made some progress towards controlling urban air pollution, but must do more in order to reach acceptable pollution levels. We think that an aggregated index and disaggregated indicators have important complementary roles in the policy-making processes. In the second case study, we developed and constructed a grassland degradation index that aggregates information on the extent and severity of grassland degradation. Taking the Xilinhaote region of Inner Mongolia as the study area, we calculated this index by combining remote-sensing data, a geographical information system (GIS), and field investigation. Based on these results, we provide recommendations regarding further development and measurement of environmental indicators in China.  相似文献

Informal settlements are an integral part of the urban environment in South Africa. People living in these settlements exist at a close interface with the environment, constantly having to adjust to environmental changes. Urban managers and planners need to find ways of developing informal settlements that enhance residents' quality of life while reducing the settlement's impact on the environment. Central to addressing these issues is the adoption of a participatory planning approach, which recognises and acts upon knowledge of community values, perceptions and needs. This paper reports the results of a case study of informal settlers' perceptions of environmental quality. Fifteen residents of an informal settlement were interviewed regarding their perceptions of their living environment, with the aim of alerting planners to ways in which environmental quality might be improved. Four major themes were identified: aspects of the natural environment; services and facilities; personal and community security; and employment opportunities. The need to unite the community to work together to achieve its own goals was a common thread in all these aspects. The findings indicate that informal settlers have a developed appreciation of local environmental quality which should be investigated and incorporated in the planning and development process.  相似文献

Summary A country which truly wishes to preserve the full range of genetic diversity with which it has been endowed must look beyond large biosphere reserves. It must inventory and protect individual species and habitat types in smaller preserves as well. The United States provides an example of a country which has a legacy of preserves. Much of the land that would be necessary for an effective preserve system has already been acquired, but basic information and coordination among agencies is lacking.Dr Francis Roy Thibodeau graduated in Environmental Sciences from Boston College. He later took his Masters in Urban, Social and Environmental Policy, and his Doctorate in Ecology and Environmental Policy, both degrees from Tufts University. Environmental education can be a catalyst for sustainable development in local communities as long as it is recognised that communities have different challenges and needs. From a perspective of social change and sustainable development, environmental education can be broadly defined as the process that enables students and teachers to participate in the planning, implementation, and evaluation of educational activities aimed at resolving an environmental issue that they themselves have identified. What an 'environmental issue' is, then, depends on the perceptions and earlier experiences of the learner as well as the context in which education takes place. An illustration of such a participatory approach to environmental education is provided by the case of Pistons Middle School in Detroit, Michigan where teachers, students and outside facilitators combined action research and community problem solving.  相似文献

The achievement of sustainable development demands the integration of environment and development. To achieve sustainable development requires a close collaboration and cooperation between environmentalists and the decision-makers. The evidence is that in developing countries (Egypt, as an example) the gap is widening rather than closing. Intensive research programs are needed, for instance in the field of sustainable development and urban environmental management, to narrow that gap. Environmental Impact Assessment (EIA) has become a management tool for achieving acceptable forms of environmentally sound development and sustainability; at best it is proving nothing more than a permit to move a project ahead.It is recommended that indicators for sustainable development and their progress be fully monitored. Performance indicators should always be established, not only for project implementation, but also during and after the implementation process to make sure that all mitigation measures are satisfactorily implemented. This can be achieved by linking the license granting authority for action to the actual implementation of these measures. To secure the environmental sustainability of an environmental project, it is also important to have the EIA document as an integral part of the license application document, and to make it available to inspectors during their necessarily frequent inspection visits.  相似文献

Urban farming – a type of urban agriculture focused on entrepreneurial food production – serves multiple functions in neighbourhoods; yet these are not well delineated. Expectations for urban farming often centre on traditional measures of economic development, potentially overlooking other benefits. Through a qualitative case study conducted in Baltimore, Maryland, we sought to understand community perceptions regarding the ways in which urban farms can benefit cities. Interviews with residents, neighbourhood leaders, and urban farmers in three residential neighbourhoods with urban farms revealed the pathways by which community members view farms as improving neighbourhoods. Benefits stemmed from four primary changes urban farms made to study neighbourhoods: creation of public projects welcoming involvement, physical improvement of degraded space, production of local food, and creation of new businesses. These changes led to multiple perceived benefits including increased social connectedness, a transformed physical landscape, improved neighbourhood reputation, increased access to fresh produce, and educational, youth development, and employment opportunities. Our findings demonstrate the importance of a multifunctional paradigm that accounts for social and educational functions in assessing the value of urban farming and bring empirical evidence to the concept of multifunctional agriculture. Urban farms with strong social aims may appear to contribute little to economic development if measured using traditional indicators of success such as job creation or fiscal impacts, but provide numerous other benefits for community development.  相似文献

Urban resilience assessment can help planners understand the status of resilience in an urban system and identify needs for improving resilience capacities. The issues related to urban resilience are complex because of multiple urban system components, threats from different sources, and uncertainty of the future. Urban resilience theories have progressed to consider an urban system as an integrated complex system; however, urban resilience assessments are inconsistent and underdeveloped in assessing an integrated urban system for different threats at various uncertainties. In an effort to address this deficiency, we propose to develop an Integrative Urban Resilience Capacity Index (IURCI) for assessing urban resilience capacity for all threats. To improve the quality of urban resilience assessment, the IURCI considers urban physical form, spatial structure, preparation for future, and performance after plan implementation to measure resilience capacities of absorption, mitigation, and adaptation. It is built in a Scenario-Based Planning Support System (SB-PSS). The SB-PSS is a framework and an open system that integrates IURCI with scenario generation, modeling, and assessment to inform the public, planners, and other stakeholders about the consequences of different planning policies and to assist them make decisions for implementing a preferred scenario.  相似文献

Summary Exploitation of energy resources need not imply irreperable damage to our physical environment. Unfortunately lack of involvement at the policy planning stage hinders significant improvements despite the enthusiastic but fragmented endeavours of interested parties.Evaluation of alternative strategies must keep pace with prospecting and engineering to achieve real influence upon the ultimate location, scale and form of development.Fruitful examination of policy alternatives is hindered by the competition between energy industries in the UK perpetuated by the apparent lack of a national energy strategy.The fast increasing bulk of environmental guidelines and proposed European legislation will not of itself prevent the significant environmental impact of energy exploitation.There is as yet no legislation in the United Kingdom requiring a developer to submit an environmental impact assessment with a planning application. However, many recent project proposals have been accompanied by such, either voluntarily or at the request of the local planning authority. The quality of such submissions ranges from the superficial to substantial, but few demonstrate evidence of environmental influence on policy formulation, alternative site selection or development characteristics.Recent experience in the UK has achieved significant success in the early introduction of physical planning and environmental criteria during the exploration of Western Europe's largest recoverable deep coal reserves.Environmental influence was achieved through close collaboration between client and consultants. Early discussion with local authorities and other agencies established during coal field exploration provided the basis for ongoing consultation during the four-year study period. "约谈"是一种政策执行的新机制,旨在通过告诫谈话、指出相关问题、提出整改要求并督促整改到位来疏通政策执行的"中梗阻"。与一般"硬性"的法律行为不同,约谈作为一种自上而下的制度安排,是政府的"柔性"行政行为,以行政级别较高的"条"对行政级别较低的"块"进行诫勉和警示为主。本文以《环境保护部约谈暂行办法》为参照,阐释了环保约谈的内涵、优势、适用条件以及结构与流程,并以环保约谈后临沂市的治霾行动为案例,分析了环保约谈的作用机制,即通过增强上级环境部门的行政权威、弱化同级政府的非法干预,调整政绩考核的激励结构、重塑政府的责任体系,增强社会认同、塑造政策执行的良好环境等方式疏通了政策执行的"中梗阻",使环保政策得到有效落实。最后,本文在肯定环保约谈积极效果的同时,也指出了其在法律依据、科学与民主决策机制、激励性制度设计以及不同制度间的衔接等方面存在的不足。  相似文献

在"十三五"我国经济新常态的大逻辑下,环境管理机遇和挑战并存。污染欠账多、污染随着产业转移、政策执行走样、排污收费覆盖面窄、收取率低等,制约环境管理和环保产业的发展。对环境污染的严重性和复杂性、生态环境形势的十分严峻性,以及对污染治理的艰巨性和长期性,应当有一个清醒认识。扭转环境保护与经济发展不协调、不可持续状况,满足城乡居民日益高涨的环境诉求,必须调整环境管理思路,加快改革步伐,扭转环境保护"弱势"格局,厘清环境管理、环境事业和环境市场之间的关系,形成以排污许可证为依据的管理主线、以环境标准为准绳的倒逼机制,以环境司法裁定为常态的终身责任追究制度,创造一个人人守法、企业自觉治理污染和保护环境的社会氛围。  相似文献
