The planning and design of regional hazardous waste management system (RHWMS) involves selection of treatment and disposal facilities, allocation of hazardous wastes and waste residues from generator to the treatment and disposal sites and selection of the transportation routes. An improved formulation based upon multi-objective integer programming approach is presented to arrive at the optimal configuration of RHWMS components. This formulation addresses important practical issues like unique characteristics of the hazardous wastes reflecting on waste–waste and waste–technology compatibility. A utility function approach is presented to integrate both cost and risk related objectives. An illustrative case example is presented to demonstrate the usefulness of the improved formulation as a tool which can be used by environmental planning agencies in regional planning for hazardous waste management.  相似文献

In Japan, conflicts regarding the siting of waste disposal facilities occur frequently. In particular, siting of incinerators and landfills has become increasingly difficult because the public is highly concerned about the dioxin issues. Inefficient siting of waste disposal facilities causes several social problems, such as the shortage of waste treatment and disposal facilities, the rising of waste management costs and an increase in the consumption of resources. While dealing with a similar situation, the Chemical Society of Japan adopted a risk communication technique successfully. Hence, the pragmatic use of a risk communication technique is proposed to avoid conflicts and for a smooth information exchange to seek cooperation in waste management. In order to achieve this, a study was conducted to resolve conflicts between residents and the municipality for the selection of site for a solid waste treatment and disposal facility. This study aims to discuss the subject of risk communication for the waste disposal system in Japan. This study is performed through personal interviews and a questionnaire covering opposing parties in the town. As a result of the survey, a risk communication approach for a waste treatment and disposal system is presented in the paper addressing issues such as building of social trust, pragmatic use of the communication process, installation of credible information sources, and environmental education and awareness.  相似文献

The US Environmental Protection Agency (US EPA) launched the Resource Conservation Challenge (RCC) in 2002 to help reduce waste and move towards more sustainable resource consumption. The objective of the RCC is to help communities, industries, and the public think in terms of materials management rather than waste disposal. Reducing cost, finding more efficient and effective strategies to manage municipal waste, and thinking in terms of materials management requires a holistic approach that considers life-cycle environmental tradeoffs. The US EPA's National Risk Management Research Laboratory has led the development of a municipal solid waste decision support tool (MSW-DST). The computer software can be used to calculate life-cycle environmental tradeoffs and full costs of different waste management or materials recovery programs. The environmental methodology is based on the use of life-cycle assessment and the cost methodology is based on the use of full-cost accounting. Life-cycle inventory (LCI) environmental impacts and costs are calculated from the point of collection, handling, transport, treatment, and disposal. For any materials that are recovered for recycling, offsets are calculated to reflect potential emissions savings from use of virgin materials. The use of the MSW-DST provides a standardized format and consistent basis to compare alternatives. This paper provides an illustration of how the MSW-DST can be used by evaluating ten management strategies for a hypothetical medium-sized community to compare the life-cycle environmental and cost tradeoffs. The LCI results from the MSW-DST are then used as inputs into another US EPA tool, the Tool for the reduction and assessment of chemical and other environmental impacts, to convert the LCI results into impact indicators. The goal of this paper is to demonstrate how the MSW-DST can be used to identify and balance multiple criteria (costs and environmental impacts) when evaluating options for materials and waste management. This type of approach is needed in identifying strategies that lead to reduced waste and more sustainable resource consumption. Data are presented on the production and management of hazardous waste by approximately 20 000 small-quantity hazardous-waste generators (SQHWGs) in the state of Florida. SQHWGs are generators that produce less than 1000 kg of hazardous waste in a calendar month. There were approximately 117 000 metric tonnes of small-quantity-generator (SQG) hazardous waste produced annually. Included in this total are over 43 000 tonnes of waste oils even though they were not regulated as a hazardous waste at the time of the survey. Approximately half of this hazardous waste is managed using the following methods: recycling, treatment, and disposal in permitted hazardous-waste-management facilities. However, large quantities of this SQG hazardous waste are disposed of in sanitary landfills and discharged to public sewers and these facilities are typically not designed to handle hazardous waste. These data indicate that there are potential environmental and human-health problems associated with the management of SQG hazardous waste in Florida as well as throughout the U.S.A.  相似文献

In recent times, the State of New Jersey (USA) has been making attempts at promoting recycling as an environmentally friendly means of attaining self-sufficiency at waste disposal, and the state has put in place a 50% recycling target for its municipal solid waste stream. While the environmental benefits of recycling are obvious, a recycling program must be cost effective to ensure its long-term sustainability. In this paper, a linear programming model is developed to examine the current state of recycling in selected counties in Northern New Jersey and assess the needs to achieve the state's recycling goal in these areas. The optimum quantities of waste to be sent to the different waste facilities, which include landfills, incinerators, transfer stations, recycling and composting plants, are determined by the model. The study shows that for these counties, the gap between the current waste practices where the recycling rate stands at 32% and the state's goal can be bridged by more efficient utilization of existing facilities and reasonable investment in expanding those for recycling activities.  相似文献

Managing construction and demolition (C&D) wastes has challenged many municipalities with diminishing waste disposal capacity. Facing such challenges, the Massachusetts Department of Environmental Protection proposed a policy restricting the landfill disposal of certain C&D waste materials, if unprocessed. This research is to study the potential economic impact of such restriction on construction contractors and C&D waste processors. A spreadsheet-based systems analysis model has been developed to assist the cost-benefit evaluation for various C&D waste management scenarios. The model, developed based on the mass balance principle, is designed to track a C&D waste stream through the various stages of a waste management system, i.e. generation, source separation, processing, recycling, and final disposal. This model, by incorporating the material flow data with the cost/revenue data associated with each management activity, can then provide an economic analysis for a proposed C&D waste management scenario. A case study illustrating the application of this model for Massachusetts is also presented.  相似文献

A cost methodology is proposed for evaluating the ecological-economic efficiency of a municipal solid waste management scheme based on the recommendations of cost-benefit analysis and the full-cost accounting methodology for municipal solid waste management. The methodology employs the previously introduced waste managements’ efficient decision (WAMED) model and the company statistical business tool for environmental recovery (COSTBUSTER) indicator. A case study presents the practical application of the proposed cost-benefit analysis-based theory to the landfilling concept currently applied in Kalmar, Sweden. It is concluded that the presented provisions for evaluation of the ecological-economic efficiency of a municipal solid waste management scheme reflect a novel integrated approach to solving the problem of simultaneously decreasing the negative impacts of municipal solid waste on the environment and the health of the population while providing an information support tool for decision making in municipal solid waste management at regional and municipal levels to improve small-and medium-sized company competitiveness in particular.  相似文献

The feasibility of the 3R concept tends to increase the reduction, reuse, and recycling of industrial waste. In this study, we investigated the feasibility of 3R methods to cope with industrial waste generated from high-density polyethylene production in Thailand. The sources and types of waste and existing waste management practices were identified. The four sources of waste generation that we identified were: (1) production, (2) packaging, (3) wastewater treatment, and (4) maintenance, distributed as 47, 46, 4, and 3 %, respectively. The main options for management were: sales to recycling plants (60.41 %), reuse and recycling (25.93 %), and industrial-waste landfilling (10.47 %). After 3R options were introduced, the proposed alternatives were found to be capable of reducing the amount of waste by 33.88 %. The results of life-cycle assessment (LCA) were useful for considering the environmental impact where 3R options were adopted. We also found that net greenhouse gas (GHG) emissions and other environmental impacts could be reduced when industrial waste diverted from landfill is used as alternative fuel. However, the cost of waste disposal seems to be the greatest obstacle for the adoption of 3R methods in Thailand.  相似文献

This study deals with generation, composition, collection, transportation, and disposal, as well as the present cost of the waste management on the basis of 60% collection of the total waste and the cost of proposed improved system of management on the basis of 100% waste collection using the IWM-2 LCI model. A GIS map of Data Ganj Bakhsh Town (DGBT) of Lahore City District showing communal storage facilities is also provided. DGBT has a population of 1,624,169 living in 232,024 dwellings. The total waste generated per year is 500,000 tons, or 0.84/kg/cap/day. Presently 60% of the MSW is collected and disposed in open dumps, while 40% is not collected and lies along roadsides, streets railway lines, depressions, vacant plots, drains, storm drains and open sewers. In DGBT, 129 containers of 5-m3 capacity, 120 containers of 10-m3 capacity and 380 skips of 2.5-m3 capacity are placed for waste collection. The overall collection and disposal cost of the MSW of DGBT is $3,177,900/yr, which is $10.29/ton. Modeling was conducted using the IWM-2 model for improved collection and disposal on the basis of 100% service, compared to the current 60% service. The modelled cost is $8.3/per ton, which is 20% less than the present cost, but the overall cost of 100% collection and disposal increases to $4,155,737/yr.  相似文献

Cost estimation is a basic requirement for planning municipal solid waste management systems. The variety of organizational, financial and management schemes and the continuously developing technological advancements render the economic analysis a complex task, made more complex by the scarcity of real cost data. The objectives of this paper were: (1) to explore the problems arising in getting cost estimates from scattered and limited published data; (2) to suggest a procedure for generating cost functions relating initial set-up cost and operating cost with facility size; and (3) to present such cost functions, relevant to European states, for selected types of solid waste treatment and disposal facilities. Regarding the problems of available scarce data, one needs to deal with cost figures which correspond to facilities with variations in size, technology, year of construction, working conditions, level of technological automation, environmental impacts, social acceptance, capacity utilization rate, composition of inflowing waste, waste management policies, degree of compliance with quality standards, etc. The paper addresses this issue and discusses the proper use of statistical analyses in such cases of fragmented data; moreover, it points out some usual misuses of statistics by analysts and the danger of getting erroneous results. The suggested process for generating cost functions acceptable to the decision-makers is pivoted around the question of acceptable approximation level. Finally, approximate cost curves are suggested for waste-to-energy facilities, landfilling facilities, anaerobic digestion facilities and composting facilities.  相似文献

Although the concern with sustainable development and environment protection has considerably grown in the last years it is noted that the majority of decision making models and tools are still either excessively tied to economic aspects or geared to the production process. Moreover, existing models focus on the priority steps of solid waste management, beyond waste energy recovery and disposal. So, in order to help the lack of models and tools aiming at the waste treatment and final disposal, a new concept is proposed: the Cleaner Treatment, which is based on the Cleaner Production principles. This paper focuses on the development and validation of the Cleaner Treatment Index (CTI), to assess environmental performance of waste treatment technologies based on the Cleaner Treatment concept. The index is formed by aggregation (summation or product) of several indicators that consists in operational parameters. The weights of the indicator were established by Delphi Method and Brazilian Environmental Laws. In addition, sensitivity analyses were carried out comparing both aggregation methods. Finally, index validation was carried out by applying the CTI to 10 waste-to-energy plants data. From sensitivity analysis and validation results it is possible to infer that summation model is the most suitable aggregation method. For summation method, CTI results were superior to 0.5 (in a scale from 0 to 1) for most facilities evaluated. So, this study demonstrates that CTI is a simple and robust tool to assess and compare the environmental performance of different treatment plants being an excellent quantitative tool to support Cleaner Treatment implementation.  相似文献

Quantification and characterization of medical waste generated in healthcare facilities (HCFs) in a developing African nation has been conducted to provide insights into existing waste collection and disposal approaches, so as to provide sustainable avenues for institutional policy improvement. The study, in Ibadan city, Nigeria, entailed a representative classification of nearly 400 healthcare facilities, from 11 local government areas (LGA) of Ibadan, into tertiary, secondary, primary, and diagnostic HCFs, of which, 52 HCFs were strategically selected. Primary data sources included field measurements, waste sampling and analysis and a questionnaire, while secondary information sources included public and private records from hospitals and government ministries. Results indicate secondary HCFs generate the greatest amounts of medical waste (mean of 10,238 kg/day per facility) followed by tertiary, primary and diagnostic HCFs, respectively. Characterised waste revealed that only approximately 3% was deemed infectious and highlights opportunities for composting, reuse and recycling. Furthermore, the management practices in most facilities expose patients, staff, waste handlers and the populace to unnecessary health risks. This study proffers recommendations to include (i) a need for sustained cooperation among all key actors (government, hospitals and waste managers) in implementing a safe and reliable medical waste management strategy, not only in legislation and policy formation but also particularly in its monitoring and enforcement and (ii) an obligation for each HCF to ensure a safe and hygienic system of medical waste handling, segregation, collection, storage, transportation, treatment and disposal, with minimal risk to handlers, public health and the environment.  相似文献

The management of clinical solid waste (CSW) continues to be a major challenge, particularly, in most healthcare facilities of the developing world. Poor conduct and inappropriate disposal methods exercised during handling and disposal of CSW is increasing significant health hazards and environmental pollution due to the infectious nature of the waste. This article summarises a literature review into existing CSW management practices in the healthcare centers. The information gathered in this paper has been derived from the desk study of open literature survey. Numerous researches have been conducted on the management of CSW. Although, significant steps have been taken on matters related to safe handling and disposal of the clinical waste, but improper management practice is evident from the point of initial collection to the final disposal. In most cases, the main reasons of the mismanagement of CSW are the lack of appropriate legislation, lack of specialized clinical staffs, lack of awareness and effective control. Furthermore, most of the healthcare centers of the developing world have faced financial difficulties and therefore looking for cost effective disposal methods of clinical waste. This paper emphasizes to continue the recycle-reuse program of CSW materials after sterilization by using supercritical fluid carbon dioxide (SF-CO2) sterilization technology at the point of initial collection. Emphasis is on the priority to inactivate the infectious micro-organisms in CSW. In that case, waste would not pose any threat to healthcare workers. The recycling-reuse program would be carried out successfully with the non-specialized clinical staffs. Therefore, the adoption of SF-CO2 sterilization technology in management of clinical solid waste can reduce exposure to infectious waste, decrease labor, lower costs, and yield better compliance with regulatory. Thus healthcare facilities can both save money and provide a safe environment for patients, healthcare staffs and clinical staffs.  相似文献

Uncontrolled growth of the urban population in developing countries in recent years has made solid waste management an important issue. Very often, a substantial amount of total expenditures is spent on the collection of solid waste by city authorities. Optimization of the routing system for collection and transport of solid waste thus constitutes an important component of an effective solid waste management system. This paper describes an attempt to design and develop an appropriate storage, collection and disposal plan for the Asansol Municipality Corporation (AMC) of West Bengal State (India). A GIS optimal routing model is proposed to determine the minimum cost/distance efficient collection paths for transporting the solid wastes to the landfill. The model uses information on population density, waste generation capacity, road network and the types of road, storage bins and collection vehicles, etc. The proposed model can be used as a decision support tool by municipal authorities for efficient management of the daily operations for transporting solid wastes, load balancing within vehicles, managing fuel consumption and generating work schedules for the workers and vehicles. The total cost of the proposed collection systems is estimated to be around 80 million rupees for the fixed cost of storage bins, collection vehicles and a sanitary landfill and around 8.4 million rupees for the annual operating cost of crews, vehicles and landfill maintenance. A substantial amount (25 million rupees/yr) is currently being spent by AMC on waste collection alone without any proper storage/collection system and sanitary landfill. Over a projected period of 15 yr, the overall savings is thus very significant.  相似文献

The wide variety of activities at healthcare facilities generates different types of waste. There is always a danger of spreading infection due to mishandling of infectious waste or sharps. Hence, a variety of policies and actions have been taken to improve healthcare waste management systems. A large body of literature is available which suggests methods for tackling different problematic situations but management is confronted with a variety of complex problems, such as the choice of technological options to control infection, legal and budget restrictions and the timely removal of waste, which can, at times, conflict with each other. Hence, a planning model is presented that is based on a trans-shipment goal programming approach wherein the waste flow is optimized for multiple objectives under different priority structures or with different relative importance (weights). The use of the model is demonstrated as a decision-making tool that would help the management to understand the effects of their policies on the system performance. The model is validated for a case application representing a real-life situation. It can be easily seen that, in the case in which the management is biased toward a higher level of safety protection towards infection control, they have to compromise on cost control and to some extent on environmental pollution control.  相似文献

In the present paper, a new system of purpose built landfill (PBLF) has been proposed for the control of methane emissions from municipal solid waste (MSW), by considering all favourable conditions for improved methane generation in tropical climates. Based on certain theoretical considerations multivariate functional models (MFMs) are developed to estimate methane mitigation and energy generating potential of the proposed system. Comparison was made between the existing waste management system and proposed PBLF system. It has been found that the proposed methodology not only controlled methane emissions to the atmosphere but also could yield considerable energy in terms of landfill gas (LFG). Economic feasibility of the proposed system has been tested by comparing unit cost of waste disposal in conventional as well as PBLF systems. In a case study of MSW management in Mumbai (INDIA), it was found that the unit cost of waste disposal with PBLF system is seven times lesser than that of the conventional waste management system. The proposed system showed promising energy generation potential with production of methane worth of Rs. 244 millions/y ($5.2 million/y). Thus, the new waste management methodology could give an adaptable solution for the conflict between development, environmental degradation and natural resources depletion.  相似文献

Municipal solid waste management (MSWM) constitutes one of the most crucial health and environmental problems facing authorities in the Arabian Gulf. Recent literature on current solid waste management (SWM) in Qatar has been reviewed in this paper, and a focused study has been carried out to provide a review on the total amount of municipal solid waste generated, stored, collected, disposed as well as the constituents of the waste. The analysis showed that Qatar produced around 2,000,000 tons of solid municipal waste annually, corresponding to a daily generation rate per capita of about 2.5 kg. About 60% of MSW is organic material and about 300 kg is composed daily. Landfill and composting is considered the most appropriate waste disposal techniques in Qatar. Um-Al-Afai landfill has nearly 80% of MSW. Because of the increased migration in Qatar, there is a sharp rise in the volume and also in the variety of solid waste. It is important to alleviate societal concerns over the increased rate of resource consumption and waste production; thus, policy makers have encouraged recycling and reuse strategies to reduce the demand for raw materials and to decrease the quantity of waste going to landfill. An example of the benefit of mechanical recycling of plastics compared to land filling and composting was conducted by GaBi 4 life cycle analysis tool which showed the benefits to the global warming and human toxicity. Recycling is the favored solution for plastic waste management, because it has a lower environmental impact on the defined impact categories, from Global Warming Potential (GWP) and Human Toxicity Potentials (HTP) indicators.  相似文献

A mathematical model can help waste planners to optimize waste management systems related to environmental protection. It can also help government bodies set guidelines and regulations, and evaluate prevailing strategies for handling and disposal of waste. In this paper, a technique to develop a mathematical model to correlate the generation rate of biomedical waste (contaminated with blood and body fluid) as a function of bed occupancy and type of ailment (in terms of seasonal changes) using data for two consecutive years from three different healthcare facilities is presented. The data exhibit different trends in biomedical waste generation rates and number of beds occupied in two different years. However, the seasonal variation in biomedical waste production rate remained nearly the same during these 2 years. The fixed trend in biomedical waste generation rate in two consecutive years could be due to similar seasonal illnesses pattern and social factors.  相似文献

It is very important that waste should be controlled and appropriately handled in a waste disposal stream, considering its impact on the environment. In this research, the LCA-EA model was applied to the current waste disposal stream of the BMR as well as other waste disposal stream scenarios, so that treatment cost, environmental load and environmental cost were assessed quantatively. The results of this study showed that in the current waste diposal stream in Bangkok, there were large contributions from carbon dioxide and methane to the greenhouse gas emissions from the stream. The study was able to quantify the reductions in environmental load associated with various waste disposal stream scenarios, using the baseline scenario as a standard.  相似文献

In many cities of developing countries, such as Mekelle (Ethiopia), waste management is poor and solid wastes are dumped along roadsides and into open areas, endangering health and attracting vermin. The effects of demographic factors, economic and social status, waste and environmental attributes on household solid waste disposal are investigated using data from household survey. Household level data are then analyzed using multinomial logit estimation to determine the factors that affect household waste disposal decision making. Results show that demographic features such as age, education and household size have an insignificant impact over the choice of alternative waste disposal means, whereas the supply of waste facilities significantly affects waste disposal choice. Inadequate supply of waste containers and longer distance to these containers increase the probability of waste dumping in open areas and roadsides relative to the use of communal containers. Higher household income decreases the probability of using open areas and roadsides as waste destinations relative to communal containers. Measures to make the process of waste disposal less costly and ensuring well functioning institutional waste management would improve proper waste disposal.  相似文献
