This paper explores community perspectives of environmental change and the role development actors in the regional Nepali town of Nepalganj. Understanding these perceptions is crucial for planning future adaptation to climate change and ensuring that these measures are sustainable and in line with community priorities. Firstly, I contend that whilst the local community in Nepalganj may be experiencing the impacts of climate change, they are unfamiliar and disassociated with the concept. Secondly, I identify a number of risks and opportunities around the role of local government, international development organisations and local non-government organisations in future adaptation actions. Participant perceptions of these institutions in their community reinforce a number of established critiques of development around themes such as poor consultation and short project timelines. The long-term success of adaptation actions will be shaped by the ability and willingness of development actors to evolve their practices by listening to local communities. 相似文献

Bangladesh is one of the most densely populated countries in the world with a very low per capita income. The increasing poverty and instability in the political front led to degradation of the environment and natural resources in the country. The present article reviews the current use of natural resources in Bangladesh and the emerging issues in sustainable management of those scarce resources. The paper shows that developments in one sector have adversely affected resources in related sectors and calls for an integrated approach to management of the environment and natural resources in a sustainable manner. The development of strong institutional mechanisms is necessary to facilitate the sustainable management of resources and to prevent further deterioration of the environment. 相似文献

The Kyoto Protocol provides for the involvement of developing countries in an atmospheric greenhouse gas reduction regime under its Clean Development Mechanism (CDM). Carbon credits are gained from reforestation and afforestation activities in developing countries. Bangladesh, a densely populated tropical country in South Asia, has a huge degraded forestland which can be reforested by CDM projects. To realize the potential of the forestry sector in developing countries for full-scale emission mitigation, the carbon sequestration potential of different species in different types of plantations should be integrated with the carbon trading system under the CDM of the Kyoto Protocol. This paper discusses the prospects and problems of carbon trading in Bangladesh, in relation to the CDM, in the context of global warming and the potential associated consequences. The paper analyzes the effects of reforestation projects on carbon sequestration in Bangladesh, in general, and in the hilly Chittagong region, in particular, and concludes by demonstrating the carbon trading opportunities. Results showed that tree tissue in the forests of Bangladesh stored 92tons of carbon per hectare (tC/ha), on average. The results also revealed a gross stock of 190tC/ha in the plantations of 13 tree species, ranging in age from 6 to 23 years. The paper confirms the huge atmospheric CO(2) offset by the forests if the degraded forestlands are reforested by CDM projects, indicating the potential of Bangladesh to participate in carbon trading for both its economic and environmental benefit. Within the forestry sector itself, some constraints are identified; nevertheless, the results of the study can expedite policy decisions regarding Bangladesh's participation in carbon trading through the CDM. 相似文献

A passive flat-plate solar air collector was constructed in the laboratory of New and Renewable Energy in Arid Zones, Ouargla University, South East Algeria. The absorber of the passive flat-plate solar air collector was laminated with a thin layer of local sand. This acted as a thermal packed bed with a collecting area of 0.5 m2 (1 m × 0.5 m). Three series of experiments were performed. The first consisted of choosing the best sand brought from three different places of the Algerian desert. The second consisted of studying the effect of the thickness of the sand layer on the daily efficacy of the collector. The influence of the sand diameter was investigated in the third series. The experimental results showed that: All collectors covered with sand had higher efficiency than those without. It was noticed that, for a fixed mass of sand (given thickness of the sand layer), the improvement of the collector was inversely proportional to the sand particle diameters. The maximum efficiency approximates 62.1% for a particle diameter 0.063 mm, compared to 41.71% for a diameter 0.250 mm.The efficiency of the collector for a fixed particle diameter increases with the increase in the thickness of the sand layer. The collector with thickness sand layer 0.84 mm gave the best efficiency of 46.14% compared to 27.8% for 0.28 mm of thickness sand layer. 相似文献

and the confluence of the Korangi River recorded a sighting rate of 0.13 sightings/km (mean group size = 1.8 dolphins) and
0.08 sightings/km (mean group size = 3.8 dolphins), respectively. These sections of river were considered to be priority areas
for investigation because several water development projects have already been constructed and more are planned for the areas.
During the surveys we examined the remains of dolphins caught accidentally in plastic gillnets and observed fishermen catching
the fish species Clupisoma garua using dolphin oil and body parts as a fish attractor. Additional studies are needed to assess the status of dolphins and
effects of water development and fisheries bycatch. Feasibility studies should be conducted on designating dolphin/fish sanctuaries
and creating artificial habitat or enhancing existing habitat in eddy countercurrent scour pools to mitigate deleterious impacts.
The environmental requirements of river dolphins reflect the needs of productive and biotically diverse tropical rivers. 相似文献

The most consumed food samples of cereals (rice, maize and wheat), vegetables (lentil, brinjal, carrot, bean, potato, tomato, onion and chili), fruits (banana, mango and jackfruit), fish (taki, rui, pangas and tilapia), egg (chicken and duck), milk (cow) and meat (chicken, duck, beef and mutton) were collected from some markets of Bogra district northern part of Bangladesh to evaluate the levels of arsenic (As) and associated health risk to the adult’s and child inhabitants. Arsenic is a highly toxic element, and its presence in food composites is a matter of concern to the world scientists. Target hazard quotients (THQs) and target carcinogenic risk were calculated to evaluate the non-carcinogenic and carcinogenic health risk from ingested arsenic. The highest and the lowest mean concentrations of arsenic were noted in the Tilapia fish [(0.94 mg/kg, wet weight (ww)] and beef (0.012 mg/kg, ww). The daily intakes of arsenic via foodstuffs were 1.92 and 3.30 µg/kg-bw/day for rural adults and children and 1.69 and 3.04 µg/kg-bw/day for urban adults and children, respectively. The result shows the highest THQs of arsenic in cereals and vegetables for both the rural and urban inhabitants which exceed the safe limit (>1) indicating that cereals and vegetables are the main food items contributing to the potential health risk. The estimated target cancer risks from ingesting dietary arsenic all exceeded 10?6, indicating increased risk of cancer for adults and children in the study area. 相似文献

Although the coastal ecosystem of Bangladesh contains a highly functional and structurally diverse ecology, this ecology is gradually being degraded. As a consequence, the quality of life of a large section of the coastal community is in economic decline. This poses a daunting challenge to the sectoral coastal management programmes, active since the 1960s, aiming at simultaneously ameliorating people's livelihood and supporting the ecosystem. These programmes have been reasonably successful in managing the ecosystem, but in many cases, the situation has become worse. The limitations of these programmes include the tendency to adopt an exclusionist approach, a narrowly departmentalized administration and weak management. Currently, the integrated coastal zone management (ICZM) approach is espoused as the main strategy. With the adoption of Bangladesh's Coastal Zone Policy of 2005, the foundation for integrated management was laid. The next realistic target will be to bring about changes in culture and mandate among coastal institutions in favour of integrated management. 相似文献

/ The Ganges River supplies water to the southwest region of Bangladesh mainly through one of its distributaries-the Gorai River. India commissioned a barrage on the Ganges River at Farakka in April 1975 to divert water and make the Bhagirathi-Hooghly River navigable. The diversion has reduced the dry season discharge of the Ganges and Gorai rivers in Bangladesh. Statistical analyses indicate that the changes in the dry season discharge of these rivers are significant. Reduced discharge in the Gorai River has induced accelerated sedimentation and increased salinity in the southwest region of Bangladesh. Empirical analyses demonstrate the relationship between discharge in the Gorai River and salinity. Analyses also determine the requirement of flow for the Ganges and Gorai rivers to keep salinity at threshold limits. Disproportionately little attention has been paid to the dry season trade‐off between rice and (inland capture) fish production on the floodplains of Bangladesh, compared to the same trade‐off during the flood season. As the rural economy grows increasingly dominated by dry‐season irrigated rice production, and floodplain land and water come under ever‐increasing pressure during the dry winter months, there is an urgent need to focus attention on these dry months that are so critical to the survival and propagation of the floodplain resident fish, and to the poor people that depend on these fish for their livelihood. This article examines three important dry‐season natural resource constraints to floodplain livelihoods in Bangladesh, and finds a common factor at the heart of all three: rice cultivation on lands at low and very low elevations. The article articulates the system interlinkages that bind these constraints and the long‐run trend towards irrigated rice cropping on lower‐lying lands, and suggests a management approach based on locally tailored strategies to arrest this trend. Apart from its direct relevance to the floodplains of Bangladesh, which support more than 100 million people, these lessons have relevance for river floodplain systems elsewhere in the developing world, notably the Mekong Delta. 相似文献

The Ganges Delta in Bangladesh is an example of water‐related catastrophes in a major rural river basin where limitations in quantity, quality, and timing of available water are producing disastrous conditions. Water availability limitations are modifying the hydrologic characteristics especially when water allocation is controlled from the upstream Farakka Barrage. This study presents the changes and consequences in the hydrologic regime due to climate‐ and human‐induced stresses. Flow duration curves (FDCs), rainfall elasticity, and temperature sensitivity were used to assess the pre‐ and post‐barrage water flow patterns. Hydrologic and climate indices were computed to provide insight on hydro‐climatic variability and trend. Significant increases in temperature, evapotranspiration, hot days, heating, and cooling degree days indicate the region is heading toward a warmer climate. Moreover, increase in high‐intensity rainfall of short duration is making the region prone to extreme floods. FDCs depict a large reduction in river flows between pre‐ and post‐barrage periods, resulting in lower water storage capacity. The reduction in freshwater flow increased the extent and intensity of salinity intrusion. This freshwater scarcity is reducing livelihood options considerably and indirectly forcing population migration from the delta region. Understanding the causes and directions of hydrologic changes is essential to formulate improve water resources management in the region. 相似文献

Land use in the Chittagong Hill Tracts (CHT) of Bangladesh had undergone changes over the past several centuries. The landscape, which was mostly covered with forest with interspersed shifting cultivation plots until the beginning of the colonial period, has gradually changed into a landscape with a blend of land uses. Overall, the forest area has gradually declined, while the area under shifting cultivation and sedentary agriculture has expanded. The process of the change was multi-directional. National forestry, land use, land taxation, population migration policies, and development activities, such as construction of a hydroelectric dam and roads, played an important role in this process. Shifting cultivation had inflicted little damage on the forest until the beginning of the colonial period. The pace of deforestation accelerated with the nationalization of forests which abolished tribal people's customary use and management rights to the forest, and allowed large-scale commercial logging both legally and illegally. The pace was further intensified by the policy encouraging population migration to CHT and construction of a reservoir on the Karnafuli River. Efforts were made to replace shifting cultivation with more productive types of sedentary agriculture. However, much change could not take place in the absence of secure land rights, supportive trade policies, and the required support services and facilities, including infrastructure. Locationally suitable land use evolved in areas where transportation facilities were available and farmers were granted land title with the necessary extension services and credit facilities. These findings have important policy implications for the promotion of environmentally and economically sound land use in CHT. 相似文献

Economists have shown the empirical relationships between the economic growth of a nation and its environmental quality using the hypothesis of the Environmental Kuznets Curve (EKC). To understand the EKC phenomena, a study of the literature was undertaken. As waste, waste emission, and suspended particulate matter (SPM) are the active agents of environmental degradation, the study focused on those agents for EKC consideration. Through understanding the different EKC trajectories, an attempt was made to relate the economic development of Bangladesh to the EKC. It is shown that the EKCs for waste, emissions from waste, and SPM follow the conventional EKC trajectory with a turning point related to higher income per capita in most cases. The type of economic policy that Bangladesh should follow to deal with the pollutants and their sources is also shown. The study recommends creating a tunnel in the EKC to lower the turning point in Bangladesh. The study is likely to help stimulate policy development in Bangladesh. 相似文献

Today, Bangladesh is confronted with an immense water supply crisis: the decline of surface water bodies as well as a fall in the water table, together with the multiple pollution of the water in general, has put pressure on a precious resource that needs to meet the demand of a growing population. However, the most serious problem became public just four years ago—the contamination of the groundwater with arsenic. Considering the extent of the water supply problem, solutions for the future provision of safe drinking water are urgently needed. This article argues that ponds, a traditional water source in Bangladesh, could contribute to a solution. However, it is essential to recognise the problems and advantages of ponds in order to make suggestions on how to integrate ponds into the national water policy. Therefore, this paper analyses pond management—the use, maintenance and control of ponds—and its change from the past to the present. This paper examines the challenges of achieving sustainable management of the world's largest mangrove forest, the Sundarbans (SMF) in Bangladesh. During the past two decades, conflicts between mangrove maintenance and the pressure to provide economic livelihoods to forest-dependent communities (FDCs) have emerged and persisted. The SMF is currently managed by the Bangladesh Forest Department (BFD) under a state property rights regime. This study explores an alternative property rights regime which includes participatory approaches and co-management with FDCs to achieve sustainability, both economically and environmentally. Focus group discussions and a survey were the methods used to assess the prospects. The study finds that the absence of a management partnership between the BFD and FDCs is mainly responsible for the policy failures to achieve sustainable management of the SMF. However, evidence is presented that a ‘co-management’ property rights regime cannot be established until FDC capacity is enhanced through the formation of community level institutions. 相似文献

Forests represent more than just a livelihood to many people in developing countries. In Bangladesh, for example, overwhelming poverty and socio-economic pressures have resulted in an unstable situation where intensive pressure on forest resources is having increasingly negative consequences for the population. Some studies have evaluated the benefits of people-oriented forestry activities from an investment, as well as a participant, point of view. In the study area located in the Tangail Forest Division, a total of 11,854 ha of woodlot, 2704 ha of agroforestry and 945 km of strip plantations have been raised in a benefit-sharing program that is inclusive of land encroachers and other economically disadvantaged people. Since 2000-2001, a total of 3716 ha of woodlot, 890 ha of agroforestry and 163 km of strip plantations have been harvested to the benefit of 6326 individuals. Investment analysis indicates that woodlot plantation is not financially viable but agroforestry is the most profitable. These results were somewhat unexpected since initial analysis suggested that the woodlot plantation profit would be greater than, or at least equal to, that of the agroforestry plantation if the number of planted seedlings per unit area was taken into account. The per unit area net present value (NPV) was highest in the agroforestry plantation ($1662) and negative in the woodlot plantation (-$397). The benefit cost ratio (BCR) was also highest in the agroforestry plantation (1.64) and lowest in the woodlot plantation (0.86). This study also showed that some individuals who were formally classified as encroachers have now become vital stakeholders. On average, participants received $800, $1866 and $1327 over the course of 13 years from strip, agroforestry and woodlot plantations, respectively. Average annual return per participant was $62, $144 and $102, respectively, which was in addition to each individual's yearly income. This added income is a significant contribution to monetary resources and improves socio-economic conditions at a grass roots level. Overall then this program can be considered a financial success as a plantation raising strategy. However, despite this financial progress, the program cannot be considered a true form of participatory people-oriented forestry because it shows serious deviations from the original concept or model for participatory people-oriented forestry that is outlined in the project document. These discrepancies are especially notable with regard to (i) beneficiary selection, (ii) gender equity, (iii) professional attitude and corruption, (iv) funding and (v) program approach. However, other countries faced with similar challenges of forest overuse and degradation may adopt this practice for achieving self-reliance and environmental stability. 相似文献
