Biodiversity offsets are intended to achieve no net loss of biodiversity due to economic and human development. A variety of biodiversity components are addressed by offset policies. It is required that loss of protected species due to development be offset under the EU Habitats and Birds Directives in Europe. We call this type of offset a species‐equality offset because the offset pertains to the same species affected by the development project. Whether species equality can be achieved by offset design is unknown. We addressed this gap by reviewing derogation files (i.e., specific files that describe mitigation measures to ensure no net loss under the EU Habitats and Birds Directives) from 85 development projects in France (2009–2010). We collected information on type of effect (reversible vs. irreversible) and characteristics of affected and offset sites (i.e., types of species, total area). We analyzed how the type of effect and the affected‐site characteristics influenced the occurrence of offset measures. The proportion of species targeted by offset measures (i.e., offset species) increased with the irreversibility of the effect of development and the conservation status of the species affected by development (i.e., affected species). Not all effects on endangered species (International Union for Conservation of Nature Red List) were offset; on average, 82% of affected species would be offset. Twenty‐six percent of species of least concern were offset species. Thirty‐five percent of development projects considered all affected species in their offset measures. Species richness was much lower in offset sites than in developed sites even after offset proposals. For developed areas where species richness was relatively high before development, species richness at offset sites was 5–10 times lower. The species‐equality principle appears to have been applied only partially in offset policies, as in the EU directives. We suggest the application of this principle through offsets is highly important for the long‐term conservation of biodiversity in Europe. Abstract: The establishment of marine protected areas is often viewed as a conflict between conservation and fishing. We considered consumptive and nonconsumptive interests of multiple stakeholders (i.e., fishers, scuba divers, conservationists, managers, scientists) in the systematic design of a network of marine protected areas along California's central coast in the context of the Marine Life Protection Act Initiative. With advice from managers, administrators, and scientists, a representative group of stakeholders defined biodiversity conservation and socioeconomic goals that accommodated social needs and conserved marine ecosystems, consistent with legal requirements. To satisfy biodiversity goals, we targeted 11 marine habitats across 5 depth zones, areas of high species diversity, and areas containing species of special status. We minimized adverse socioeconomic impacts by minimizing negative effects on fishers. We included fine‐scale fishing data from the recreational and commercial fishing sectors across 24 fisheries. Protected areas designed with consideration of commercial and recreational fisheries reduced potential impact to the fisheries approximately 21% more than protected areas designed without consideration of fishing effort and resulted in a small increase in the total area protected (approximately 3.4%). We incorporated confidential fishing data without revealing the identity of specific fisheries or individual fishing grounds. We sited a portion of the protected areas near land parks, marine laboratories, and scientific monitoring sites to address nonconsumptive socioeconomic goals. Our results show that a stakeholder‐driven design process can use systematic conservation‐planning methods to successfully produce options for network design that satisfy multiple conservation and socioeconomic objectives. Marine protected areas that incorporate multiple stakeholder interests without compromising biodiversity conservation goals are more likely to protect marine ecosystems.  相似文献

Urban growth is a major threat to biodiversity conservation at the global scale. Its impacts are expected to be especially detrimental when it sprawls into the landscape and reaches sites of high conservation value due to the species and ecosystems they host, such as protected areas. I analyzed the degree of urbanization (i.e., urban cover and growth rate) from 2006 to 2015 in protected sites in the Natura 2000 network, which, according to the Habitats and Birds Directives, harbor species and habitats of high conservation concern in Europe. I used data on the degree of land imperviousness from COPERNICUS to calculate and compare urban covers and growth rates inside and outside Natura 2000. I also analyzed the relationships of urban cover and growth rates with a set of characteristics of Natura sites. Urban cover inside Natura 2000 was 10 times lower than outside (0.4% vs. 4%) throughout the European Union. However, the rates of urban growth were slightly higher inside than outside Natura 2000 (4.8% vs. 3.9%), which indicates an incipient urban sprawl inside the network. In general, Natura sites affected most by urbanization were those surrounded by densely populated areas (i.e., urban clusters) that had a low number of species or habitats of conservation concern, albeit some member states had high urban cover or growth rate or both in protected sites with a large number of species or habitats of high conservation value. Small Natura sites had more urban cover than large sites, but urban growth rates were highest in large Natura sites. Natura 2000 is protected against urbanization to some extent, but there is room for improvement. Member states must enact stricter legal protection and control law enforcement to halt urban sprawl into protected areas under the greatest pressure from urban sprawl (i.e., close to urban clusters). Such actions are particularly needed in Natura sites with high urban cover and growth rates and areas where urbanization is affecting small Natura sites of high conservation value, which are especially vulnerable and concentrated in the Mediterranean region.  相似文献

Land use is expanding and intensifying in the unprotected lands surrounding many of the world's protected areas. The influence of this land use change on ecological processes is poorly understood. The goal of this paper is to draw on ecological theory to provide a synthetic framework for understanding how land use change around protected areas may alter ecological processes and biodiversity within protected areas and to provide a basis for identifying scientifically based management alternatives. We first present a conceptual model of protected areas embedded within larger ecosystems that often include surrounding human land use. Drawing on case studies in this Invited Feature, we then explore a comprehensive set of ecological mechanisms by which land use on surrounding lands may influence ecological processes and biodiversity within reserves. These mechanisms involve changes in ecosystem size, with implications for minimum dynamic area, species-area effect, and trophic structure; altered flows of materials and disturbances into and out of reserves; effects on crucial habitats for seasonal and migration movements and population source/sink dynamics; and exposure to humans through hunting, poaching, exotics species, and disease. These ecological mechanisms provide a basis for assessing the vulnerability of protected areas to land use. They also suggest criteria for designing regional management to sustain protected areas in the context of surrounding human land use. These design criteria include maximizing the area of functional habitats, identifying and maintaining ecological process zones, maintaining key migration and source habitats, and managing human proximity and edge effects.  相似文献

Most people follow and are influenced by some kind of spiritual faith. We examined two ways in which religious faiths can in turn influence biodiversity conservation in protected areas. First, biodiversity conservation is influenced through the direct and often effective protection afforded to wild species in sacred natural sites and in seminatural habitats around religious buildings. Sacred natural sites are almost certainly the world's oldest form of habitat protection. Although some sacred natural sites exist inside official protected areas, many thousands more form a largely unrecognized "shadow" conservation network in many countries throughout the world, which can be more stringently protected than state-run reserves. Second, faiths have a profound impact on attitudes to protection of the natural world through their philosophy, teachings, investment choices, approaches to land they control, and religious-based management systems. We considered the interactions between faiths and protected areas with respect to all 11 mainstream faiths and to a number of local belief systems. The close links between faiths and habitat protection offer major conservation opportunities, but also pose challenges. Bringing a sacred natural site into a national protected-area system can increase protection for the site, but may compromise some of its spiritual values or even its conservation values. Most protected-area managers are not trained to manage natural sites for religious purposes, but many sacred natural sites are under threat from cultural changes and habitat degradation. Decisions about whether or not to make a sacred natural site an "official" protected area therefore need to be made on a case-by-case basis. Such sites can play an important role in conservation inside and outside official protected areas. More information about the conservation value of sacred lands is needed as is more informed experience in integrating these into wider conservation strategies. In addition, many protected-area staff need training in how to manage sensitive issues relating to faiths where important faith sites occur in protected areas.  相似文献

The EU Habitats Directive (92/43/EEC) does include provisions for setting up the Natura 2000-network of protected areas based on listed species and habitats, and in addition specific regulations on species protection. Three Quarters of all designated sites (SCI’s) do not only include natural habitat types in a strict sense like forests or water-bodies, but also agricultural land. 18?% of the SCI’s even include between 25 and 50?% agricultural land and 24?% above 50?%. 48 species and three habitat types listed under the Habitats Directive have a clear focus in agriculture. Another eleven habitat types are dependant from a nature-friendly low intensity use or management. A large proportion of these habitats and species are actually in an unfavourable conservation status. The paper analyses the impact of EU nature conservation on agriculture based on the species and habitats falling under the Habitats Directive. On the other hand indirect negative influences of agriculture are discussed, that may have considerable impact on the future development of the conservation status of endangered habitats and species.  相似文献

Protected areas throughout the world are key for conserving biodiversity, and land use is key for providing food, fiber, and other ecosystem services essential for human sustenance. As land use change isolates protected areas from their surrounding landscapes, the challenge is to identify management opportunities that maintain ecological function while minimizing restrictions on human land use. Building on the case studies in this Invited Feature and on ecological principles, we identify opportunities for regional land management that maintain both ecological function in protected areas and human land use options, including preserving crucial habitats and migration corridors, and reducing dependence of local human populations on protected area resources. Identification of appropriate and effective management opportunities depends on clear definitions of: (1) the biodiversity attributes of concern; (2) landscape connections to delineate particular locations with strong ecological interactions between the protected area and its surrounding landscape; and (3) socioeconomic dynamics that determine current and future use of land resources in and around the protected area.  相似文献

SUMMARY

The contention is examined that forests can contribute to biodiversity conservation either as protected areas or as production forests, especially where the latter are managed for timber extraction. This notion is explored for the Peninsular Malaysian forests, and it is shown that biodiversity conservation would be optimized if the system of protected areas is located within a broader matrix of carefully managed production forests. A model is developed to illustrate how the biodiversity value of protected areas would be enhanced through interaction with production forests. In no way is the suggestion being made here that production forests could serve as critical centres for the conservation of biotic diversity, but then neither should they be dismissed as areas completely devoid of any contribution to the biodiversity cause. These findings are especially significant in Peninsular Malaysia where two-thirds of the forests legally set aside as Permanent Forest Estate is to be managed as production forests. If the incremental biodiversity value of these forests can be captured through improved management practices, then the overall biodiversity status of the country, and the globe, could be greatly increased. The extent to which any country is willing to set aside forests as protected areas, strictly for biodiversity conservation, is limited, hence the integrated approach to the management of protected and production forests advocated here could prove an attractive and feasible strategy. Where funding is limited, as in the case of the Global Environment Facility, it may be worthwhile to provide incentives for improved management of production forests as a means of conserving biodiversity.  相似文献

Preserving biodiversity over time is a pressing challenge for conservation science. A key goal of marine protected areas (MPAs) is to maintain stability in species composition, via reduced turnover, to support ecosystem function. Yet, this stability is rarely measured directly under different levels of protection. Rather, evaluations of MPA efficacy generally consist of static measures of abundance, species richness, and biomass, and rare measures of turnover are limited to short-term studies involving pairwise (beta diversity) comparisons. Zeta diversity is a recently developed metric of turnover that allows for measurement of compositional similarity across multiple assemblages and thus provides more comprehensive estimates of turnover. We evaluated the effectiveness of MPAs at preserving fish zeta diversity across a network of marine reserves over 10 years in Batemans Marine Park, Australia. Snorkel transect surveys were conducted across multiple replicated and spatially interspersed sites to record fish species occurrence through time. Protection provided by MPAs conferred greater stability in fish species turnover. Marine protected areas had significantly shallower decline in zeta diversity compared with partially protected and unprotected areas. The retention of harvested species was four to six times greater in MPAs compared with partially protected and unprotected areas, and the stabilizing effects of protection were observable within 4 years of park implementation. Conversely, partial protection offered little to no improvement in stability, compared with unprotected areas. These findings support the efficacy of MPAs for preserving temporal fish diversity stability. The implementation of MPAs helps stabilize fish diversity and may, therefore, support biodiversity resilience under ongoing environmental change.  相似文献

Abstract:  Despite wide agreement that strictly protected areas (World Conservation Union categories I–III) are the best strategy for conserving biodiversity, they are limited in extent and exclude many species of key conservation importance. In contrast, multiple-use management areas (categories IV–VI), comprising >60% of the world's protected-area network, are often considered of little value to biodiversity conservation, particularly in Africa, where they typically contain few charismatic large mammals. We sampled small mammals, amphibians, birds, butterflies, and trees at 41 sites along a four-step gradient of increasing human activity and decreasing conservation protection, from a well-protected Tanzanian national park to nonintensive agricultural land. Although preliminary, our results indicate that species richness of these five taxa did not decline along this gradient, but different management areas, occupying areas of largely similar habitat, hosted distinct communities of each taxon. Differences in species composition in the absence of manifest differences in species richness highlight the importance of developing landscape-scale conservation strategies and the danger of using either a limited suite of indicator taxa or umbrella species as surrogates for biodiversity. Although strictly protected areas perform a unique and vital conservation service in East Africa by protecting large mammals, areas that allow varied resource extraction activities still possess vital and complementary conservation value.  相似文献

Abstract: Current networks of protected areas are biased in many countries toward landscapes of low productivity. Voluntary conservation incentives have been suggested as a socially acceptable way to supplement existing networks with more productive, privately owned areas of high priority for nature conservation. The limited resources committed to nature conservation demand cost‐efficiency. Efficiency, however, depends not only on costs incurred to society from alternative ways of maintaining biodiversity but also on ecological values that can be captured. We examined the ecological efficiency of the new market‐based voluntary program to preserve forest habitats on private land in southwestern Finland. We compared sites that have become protected (10‐year contracts) in the program with managed forests, with sites that have been negotiated for protection for which no contract has been signed, and with the most ecologically valuable privately owned sites in the region that have not been offered for protection by forest owners. We surveyed sites for the amount of dead wood, wood‐decomposing fungi, and epiphytic lichens to evaluate their ecological quality. Contracted sites had more features important for overall biodiversity than managed forests and negotiated sites with no contract. These results indicate that procedures used during site selection and negotiations were appropriate and not opportunistic. The contracted sites were also as valuable in ecological terms as the best, still‐unprotected, privately owned forests in the region that have not been offered for protection. We conclude that voluntary conservation programs have the potential to yield ecologically valuable sites for protection if the site‐selection procedures are appropriate. Reliance on completely voluntary programs, however, may entail uncertainties and inadequacies, for example, in terms of spatial configuration and persistence of the ecological values. Thus, such programs may often need to be supplemented with alternative methods such as land purchase to achieve an ecologically effective network of protected sites.  相似文献

China's Belt and Road Initiative (BRI) sets to create connections and build infrastructure across Eurasia, Asia, and parts of the African continent in its initial phase and is the largest infrastructure project of all time. Any infrastructure project on this scale will necessarily pass through ecofragile regions and key biodiversity areas (KBAs). This creates an imperative to identify possible areas of impact and probable effects on conservation values to facilitate adaptive planning and to mitigate, minimize, or avoid impacts. Using the highest resolution route maps of the BRI available, I overlaid the proposed road and rail routes on KBAs, protected areas, and predicted biodiversity hotspots for over 4138 animal and 7371 plant species. I also assessed the relationship between the proposed route with the distribution of mines across BRI countries and the proportion of deforestation and forest near routes. Infrastructure, especially mining, was clustered near the proposed route; thus, construction and development along the route may increase the size and number of mines. Up to 15% of KBAs were within 1 km of proposed railways. Thus, planned and probable development along the routes may pose a significant risk to biodiversity, especially because the majority of KBAs are unprotected. Many biodiversity hotspots for different taxa were near the route. These hotspots varied between taxa, making systematic management and environmental impact assessments an effective strategy for at least some taxa. A combination of planning and mitigation strategies will likely be necessary to protect the most important areas for biodiversity proximal to development, especially in currently unprotected KBAs and other regions that need protection. A fuller assessment of trade-offs between conservation and other values will be necessary to make good decisions for each project and site being developed, including potentially modifying parts of the route to minimize impacts. Modification or foregoing of infrastructure may be needed if stakeholders consider the conservation costs too high.  相似文献

Over half of the European landscape is under agricultural management and has been for millennia. Many species and ecosystems of conservation concern in Europe depend on agricultural management and are showing ongoing declines. Agri‐environment schemes (AES) are designed partly to address this. They are a major source of nature conservation funding within the European Union (EU) and the highest conservation expenditure in Europe. We reviewed the structure of current AES across Europe. Since a 2003 review questioned the overall effectiveness of AES for biodiversity, there has been a plethora of case studies and meta‐analyses examining their effectiveness. Most syntheses demonstrate general increases in farmland biodiversity in response to AES, with the size of the effect depending on the structure and management of the surrounding landscape. This is important in the light of successive EU enlargement and ongoing reforms of AES. We examined the change in effect size over time by merging the data sets of 3 recent meta‐analyses and found that schemes implemented after revision of the EU's agri‐environmental programs in 2007 were not more effective than schemes implemented before revision. Furthermore, schemes aimed at areas out of production (such as field margins and hedgerows) are more effective at enhancing species richness than those aimed at productive areas (such as arable crops or grasslands). Outstanding research questions include whether AES enhance ecosystem services, whether they are more effective in agriculturally marginal areas than in intensively farmed areas, whether they are more or less cost‐effective for farmland biodiversity than protected areas, and how much their effectiveness is influenced by farmer training and advice? The general lesson from the European experience is that AES can be effective for conserving wildlife on farmland, but they are expensive and need to be carefully designed and targeted.  相似文献

The Benguela Current Large Marine Ecosystem off southwest Africa is a regionally valued system because of its biological productivity, which supports high biomass throughout the foodweb, and a rich diversity of habitats and species. However, the region is exposed to numerous anthropogenic pressures that are likely to escalate under future economic growth. In response, the Benguela Current Commission called for a spatial biodiversity assessment (BCC-SBA) to identify conservation priorities, including potential areas for marine protected areas. The systematic conservation-planning approach to this assessment requires a fine-scale map of coastal habitats, which was not previously available for the region. Our aim was to undertake this mapping, within tight logistic and resource limitations. We used a previously derived methodology for mapping the distribution of coastal habitats from aerial imagery. The Benguela coast is approximately 5,047 km long. Half of this extent is sandy beach, a third is rocky and mixed shores, 13 % comprises lagoonal features, and the remainder (4 %) comprises estuaries and offshore islands. The distribution and extent of these coastal habitats differs substantially alongshore (i.e. with latitude), with conditions ranging north–south from hot, humid mangrove-lined lagoons, to hyper-arid coastal desert sandy beaches. Patterns in regional geology, climate and oceanography are proposed as the main drivers of spatial heterogeneity in coastal habitat types. The resulting ecological and socio-economic wealth requires proactive protection (supported through the BCC-SBA, for example), to ensure sustainable utilization of the rich natural resources, and persistence of these resources for the benefit of current and future generations.  相似文献

Evaluation of protected area effectiveness is critical for conservation of biodiversity. Protected areas that prioritize biodiversity conservation are, optimally, located and managed in ways that support relatively large and stable or increasing wildlife populations. Yet evaluating conservation efficacy remains a challenging endeavor. We used an extensive community science data set, eBird, to evaluate the efficacy of protected areas for birds across the Gulf of Mexico and Atlantic coasts of the United States. We modeled trends (2007–2018) for 12 vulnerable waterbirds that use coastal areas during breeding or wintering. We compared two types of protected areas—sites where conservation organizations implemented active stewardship or management or both to reduce human disturbance (hereafter stewardship sites) and local, state, federal, and private protected areas managed to maintain natural land cover (hereafter protected areas)—as well as unprotected areas. We evaluated differences in trends between stewardship, protected, and unprotected areas across the Gulf and Atlantic coasts as a whole. Similar to a background sample, stewardship was known to occur at stewardship sites, but unknown at protected and unprotected areas. Four of 12 target species—Black Skimmer (Rynchops niger), Brown Pelican (Pelecanus occidentalis), Least Tern (Sternula antillarum), and Piping Plover (Charadrius melodus)—had more positive trends (two to 34 times greater) at stewardship sites than protected areas. Furthermore, five target species showed more positive trends at sites with stewardship programs than unprotected sites during at least one season, whereas seven species showed more positive trends at protected than unprotected areas. No species had more negative trends at stewardship sites than unprotected areas, and two species had more negative trends at protected than unprotected areas. Anthropogenic disturbance is a serious threat to coastal birds, and our findings demonstrate that stewardship to reduce its negative impacts helps ensure conservation of vulnerable waterbirds.  相似文献

The European Union has made extensive biodiversity conservation efforts with the Habitats and Birds Directives and with the establishment of the Natura 2000 network of protected areas, one of the largest networks of conservation areas worldwide. We performed a gap analysis of the entire Natura 2000 system plus national protected areas and all terrestrial vertebrates (freshwater fish excluded). We also evaluated the level of connectivity of both systems, providing therefore a first estimate of the functionality of the Natura 2000 system as an effective network of protected areas. Together national protected areas and the Natura 2000 network covered more than one‐third of the European Union. National protected areas did not offer protection to 13 total gap species (i.e., species not covered by any protected area) or to almost 300 partial gap species (i.e., species whose representation target is not met). Together the Natura 2000 network and national protected areas left 1 total gap species and 121 partial gap species unprotected. The terrestrial vertebrates listed in the Habitats and Birds Directives were relatively well covered (especially birds), and overall connectivity was improved considerably by Natura 2000 sites that act as stepping stones between national protected areas. Overall, we found that the Natura 2000 network represents at continental level an important network of protected areas that acts as a good complement to existing national protected areas. However, a number of problems remain that are mainly linked to the criteria used to list the species in the Habitats and Birds Directives. The European Commission initiated in 2014 a process aimed at assessing the importance of the Birds and Habitats Directives for biodiversity conservation. Our results contribute to this assessment and suggest the system is largely effective for terrestrial vertebrates but would benefit from further updating of the species lists and field management.  相似文献

Coastal dune ecosystems are among the most dynamic habitats with high conservation value in Europe but are also under strong anthropogenic pressure regarding coastal protection and recreation. Hence, it is of high importance to know about long-term natural and anthropogenic changes and development of protected dune habitats for nature conservation, as well as for coastal management. This paper aims to identify the vegetation dynamics on the Łeba Bar/Poland over a period of 74 years by cartometric comparison using modern Geographical Information System (GIS). To quantify the rate of vegetation dynamics two aerial photographs dating from 1932 and 2006 were digitalized and analyzed with GIS to produce digital vegetation maps. Information about decrease, increase and stability of vegetation types of this area are discussed. The results show that there has been a clear reduction in the total area of bare sand and a considerable increase of woodlands and dense grass communities. Nevertheless, the remaining extensive drift sand areas and deflation hollows on the Łeba Bar offer one of the most important habitats for pioneer vegetation on bare sand of migrating dunes and dunes at the Southern Baltic coast. The present work proved the need to observe the future development of the vegetation communities and to implement management measures to maintain the dynamic of this unique dune landscape.  相似文献

Protected areas are an important part of broader landscapes that are often used to preserve biodiversity or natural features. Some argue that protected areas may also help ensure provision of ecosystem services. However, the effect of protection on ecosystem services and whether protection affects the provision of ecosystem services is known only for a few services in a few types of landscapes. We sought to fill this gap by investigating the effect of watershed protection status and land use and land cover on biodiversity and the provision of ecosystem services. We compared the ecosystem services provided in and around streams in 4 watershed types: International Union for Conservation of Nature category II protected forests, unprotected forests, unprotected forests with recent timber harvesting, and unprotected areas with agriculture. We surveyed 28 streams distributed across these watershed types in Quebec, Canada, to quantify provisioning of clean water, carbon storage, recreation, wild foods, habitat quality, and terrestrial and aquatic biodiversity richness and abundance. The quantity and quality of ecosystem services and biodiversity were generally higher in sites with intact forest—whether protected or not—relative to those embedded in production landscapes with forestry or agriculture. Clean-water provision, carbon storage, habitat quality, and tree diversity were significantly higher in and around streams surrounded by forest. Recreation, wild foods, and aquatic biodiversity did not vary among watershed types. Although some services can be provided by both protected and unprotected areas, protection status may help secure the continued supply of services sensitive to changes in land use or land cover. Our findings provide needed information about the ecosystem service and biodiversity trade-offs and synergies that result from developing a watershed or from protecting it.  相似文献

Established under the European Union (EU) Birds and Habitats Directives, Natura 2000 is one of the largest international networks of protected areas. With the spatial designation of sites by the EU member states almost finalized, the biggest challenge still lying ahead is the appropriate management of the sites. To evaluate the cross‐scale functioning of Natura 2000 implementation, we analyzed 242 questionnaires completed by conservation scientists involved in the implementation of Natura 2000 in 24 EU member states. Respondents identified 7 key drivers of the quality of Natura 2000 implementation. Ordered in decreasing evaluation score, these drivers included: network design, use of external resources, legal frame, scientific input, procedural frame, social input, and national or local policy. Overall, conservation scientists were moderately satisfied with the implementation of Natura 2000. Tree modeling revealed that poor application of results of environmental impact assessments (EIA) was considered a major constraint. The main strengths of the network included the substantial increase of scientific knowledge of the sites, the contribution of nongovernmental organizations, the adequate network design in terms of area and representativeness, and the adequacy of the EU legal frame. The main weaknesses of Natura 2000 were the lack of political will from local and national governments toward effective implementation; the negative attitude of local stakeholders; the lack of background knowledge of local stakeholders, which prevented well‐informed policy decisions; and the understaffing of Natura 2000 management authorities. Top suggestions to improve Natura 2000 implementation were increase public awareness, provide environmental education to local communities, involve high‐quality conservation experts, strengthen quality control of EIA studies, and establish a specific Natura 2000 fund. There are concerns that Reduced Emissions from Deforestation and forest Degradation (REDD+) may fail to deliver potential biodiversity cobenefits if it is focused on high carbon areas. We explored the spatial overlaps between carbon stocks, biodiversity, projected deforestation threats, and the location of REDD+ projects in Indonesia, a tropical country at the forefront of REDD+ development. For biodiversity, we assembled data on the distribution of terrestrial vertebrates (ranges of amphibians, mammals, birds, reptiles) and plants (species distribution models for 8 families). We then investigated congruence between different measures of biodiversity richness and carbon stocks at the national and subnational scales. Finally, we mapped active REDD+ projects and investigated the carbon density and potential biodiversity richness and modeled deforestation pressures within these forests relative to protected areas and unprotected forests. There was little internal overlap among the different hotspots (richest 10% of cells) of species richness. There was also no consistent spatial congruence between carbon stocks and the biodiversity measures: a weak negative correlation at the national scale masked highly variable and nonlinear relationships island by island. Current REDD+ projects were preferentially located in areas with higher total species richness and threatened species richness but lower carbon densities than protected areas and unprotected forests. Although a quarter of the total area of these REDD+ projects is under relatively high deforestation pressure, the majority of the REDD+ area is not. In Indonesia at least, first‐generation REDD+ projects are located where they are likely to deliver biodiversity benefits. However, if REDD+ is to deliver additional gains for climate and biodiversity, projects will need to focus on forests with the highest threat to deforestation, which will have cost implications for future REDD+ implementation.  相似文献
