The Role of Disaggregation of Asset Values in Flood Loss Estimation: A Comparison of Different Modeling Approaches at the Mulde River,Germany 总被引:3,自引:0,他引:3

In loss estimation there is a spatial mismatch of hazard data that are commonly modeled on an explicit raster level and exposure
data that are often available only for aggregated administrative units. Usually disaggregation methods that use ancillary
information to distribute lumped exposure data in a finer spatial resolution help to bridge this gap. However, the actual
influence of different mapping techniques and ancillary data on the final loss estimation has not been analyzed yet. In this
paper three methods are applied to disaggregate residential building assets using two kinds of land use/land cover (LULC)
data. The resulting disaggregated assets are validated and compared using census data of the residential building number on
the community and constituency level. In addition, the disaggregated assets are taken to estimate residential building losses
due to the flood in August 2002 in 21 municipalities on the River Mulde in Saxony, Germany. Losses are calculated with the
help of four loss models. In general, disaggregation helps to decrease the error variance within the loss estimation. It must,
however, be stated that the application of sophisticated disaggregation methods does not lead to significant improvements
compared to the straightforward binary method. Therefore more effort should instead be put into the provision of high-resolution
LULC data. Finally, the remaining uncertainties in loss estimation are high and demand further improvements in all modeling

Water Quality Improvement Policies: Lessons Learned from the Implementation of Proposition O in Los Angeles,California 总被引:1,自引:0,他引:1
This article evaluates the implementation of Proposition O, a stormwater cleanup measure, in Los Angeles, California. The
measure was intended to create new funding to help the city comply with the Total Maximum Daily Load requirements under the
federal Clean Water Act. Funding water quality objectives through a bond measure was necessary because the city had insufficient
revenues to deploy new projects in its budget. The bond initiative required a supermajority vote (two-thirds of the voters),
hence the public had to be convinced that such funding both was necessary and would be effective. The bond act language included
project solicitation from the public, as well as multiple benefit objectives. Accordingly, nonprofit organizations mobilized
to present projects that included creating new parks, using schoolyards for flood control and groundwater recharge, and replacing
parking lots with permeable surfaces, among others. Yet few, if any, of these projects were retained for funding, as the city
itself also had a list of priorities and higher technical expertise in justifying them as delivering water quality improvements.
Our case study of the implementation of Proposition O points to the potentially different priorities for the renovation of
urban infrastructure that are held by nonprofit organizations and city agencies and the importance of structuring public processes
clearly so that there are no misimpressions about funding and implementation responsibilities that can lead to disillusionment
with government, especially under conditions of fiscal constraints. 相似文献

Multinational,Freshwater Biomonitoring Programs in the Developing World: Lessons Learned from African and Southeast Asian River Surveys 总被引:2,自引:1,他引:1

Biomonitoring programs are widely used in developed countries. They also offer many advantages in assessing ecological consequences
of perturbations in developing countries, including reducing the equipment-operation, maintenance, and training costs associated
with physicochemical monitoring. Three case histories of river biomonitoring using freshwater organisms (fish, benthic macroinvertebrates,
diatoms, zooplankton) are described that involve (1) documentation of environmental effects from long-term, large-scale applications
of insecticides to control insect-vectors of river blindness (onchocerciasis) in 11 West African countries; (2) water quality
assessments and restoration planning in and around national parks in three East African countries; and (3) evaluation of overall
ecological health of the Lower Mekong River in four Southeast Asian countries. As in developed countries, benthic macroinvertebrates
are the organisms most widely used in biomonitoring in developing countries. Conflicting opinions of system resilience and
whether expected changes are within natural variation may result in differences in underlying hypotheses proposed, study designs
implemented, and study execution; each may lead to uncorrectable bias. Direct transfers of approaches used from developed
to developing countries are often appropriate; however, techniques dependent on pollution-tolerance values are often region
specific and not transferable. Typically expressed concerns about applications of biomonitoring in developing countries include
poor coordination among agencies; lack of legislation, identification keys, and trained personnel; and incomplete information
on how tropical rivers function. Problems are real but solvable, as evident from accomplishments in several multicountry programs
in developing countries. Developed countries requiring coordinated monitoring of international rivers may benefit from examining
successful programs under way in developing countries. 相似文献

Arid zone rivers have highly variable flow rates, and flood control projects are needed to protect adjacent property from
flood damage. On the other hand, riparian corridors provide important wildlife habitat, especially for birds, and riparian
vegetation is adapted to the natural variability in flows on these rivers. While environmental and flood control goals might
appear to be at odds, we show that both goals can be accommodated in the Limitrophe Region (the shared border between the
United States and Mexico) on the Lower Colorado River. In 1999, the International Boundary and Water Commission proposed a
routine maintenance project to clear vegetation and create a pilot channel within the Limitrophe Region to improve flow capacity
and delineate the border. In 2000, however, Minute 306 to the international water treaty was adopted, which calls for consideration
of environmental effects of IBWC actions. We conducted vegetation and bird surveys within the Limitrophe and found that this
river segment is unusually rich in native cottonwood and willow trees, marsh habitat, and resident and migratory birds compared
to flow-regulated segments of river. A flood-frequency analysis showed that the existing levee system can easily contain a
100 year flood even if vegetation is not removed, and the existing braided channel system has greater carrying capacity than

The Indian Himalayan Region (IHR) is suffering from environmental degradation due to population pressure and infra-structural needs. This is coupled with a natural setting, which creates problems of accelerated soil erosion and mass wasting. In view of these environmental difficulties and the growing concern for effective restoration, there has become an urgent need for multi-disciplinary coordinated improvement schemes. The mitigation of risk arising from hazardous mass wasting processes, through a careful and systematic approach, has helped in the development of the concept of Mountain Risk Engineering (MRE). The MRE practices involve an integrated approach to solving the infra-structural engineering problems of hilly and mountainous areas through environmentally conscious cost-effective and site-specific designs. However, the role of people's participation is extremely crucial for the success of such programs. This paper analyzes the perception of the local people about the approaches adopted in MRE participatory developmental programs and throws light on the intricacies of peoples' participation. 相似文献

Implementation of the EU environmental noise directive: Lessons from the first phase of strategic noise mapping and action planning in Ireland 总被引:2,自引:0,他引:2
The first phase of noise mapping and action planning in Ireland, in accordance with EU Directive 2002/49/EC, is now complete. In total this included one agglomeration, one airport and approximately 600 km of major roads outside the agglomeration. These noise maps describe the level of noise exposure of approximately 1.25 million people. The first phase of noise mapping was dealt with by five noise mapping bodies while 26 action planning authorities were involved in the development of the associated action plans. The second phase of noise mapping, due to be completed in 2012, sees a reduction in the defined thresholds describing the required agglomerations, roads and railways that have to be mapped. This will have a significant impact on the extent of mapping required. In Ireland this will result in an increased number of local authorities being required to develop strategic noise maps for their area along with the further development of associated action plans. It is appropriate at this point to review the work process and results from the first phase of noise mapping in Ireland in order to establish areas that could be improved, throughout the noise mapping project. In this paper a review of the implementation procedures focussing on (dominant) road traffic noise is presented. It is identified that more standardisation is needed and this could be achieved by the establishment of a national expert steering group. 相似文献
