The role of community-based plantation development in forest rehabilitation and poverty alleviation is a pressing issue for the government of Ghana. In this paper, we present an analysis of the prospects of a community-based plantation using taungya systems and indigenous trees as means to forest rehabilitation and livelihood improvement in Ghana. The project management strategies, communication process and incentive mechanism and their impact on local participation are discussed with the aim to recommending a mechanism through which local farmers can best be involved in rehabilitation of degraded sites in the future in Ghana. Data were collected through a survey using personal interviews of 431 farming households and ten key informants from ten communities living in scattered hamlets in and around forests reserves. The results show a high rate of local participation in project tree planting activities. Four years after the project’s initiation, about 250 ha of plantations had been established using twelve priority indigenous and one exotic species and farmers had indicated improvement in their farming practices and availability of food and forest products. Restoring forest quality as a timber resource and associated values, getting money, food stuff and timber and non-timber for domestic use, and having access to fertile land for farming were the top three issues prioritised by respondents as motivational factors for engaging in the project activities. Overall, this project demonstrates that reversing tropical forest degradation is possible. For this we need local involvement in tree domestication combined with activities that addresses livelihood needs and environmental concerns. This case also demonstrates the prospects of utilising indigenous tree species, not only exotic species that dominated tree planting in the past, for plantations and landscape rehabilitation in Ghana. The paper examines preliminary experiences with international scientific cooperation in fisheries, aquaculture and coastal zone issues through 90 projects in successive European Research Framework Programmes (FP4–FP6: 1994–2006). FPs had increasingly ambitious objectives in response to international commitments, such as the Convention on Biological Diversity, the Millennium Development Goals, the Johannesburg Plan of Implementation and dialogue with partner regions. Sustainable aquatic food production in the context of respect for ecosystems was a central concern. Engagement with different social actors and attention to investment in education, people and institutions enabled uptake of research results in education, innovation and some impact. The emphasis in several recent projects on more integrated analyses and knowledge products in the public domain is an encouraging response to the growing crisis of aquatic resource systems. It is suggested that significant up-scaling will be required. This might be done through institutional internalisation and better translation of research results into policy developments supportive of transitions towards sustainable production systems and ecosystem rehabilitation. Capacity building to use research in novel ways and other enabling mechanisms need to be put in place to increase societal and environmental benefits of the research.

Quality of life concerns in rural development planning and management processes at the local level need to be identified and evaluated through participatory bottom–up approaches. This paper provides an overview of the main issues related to the quality of life concept in the context of rural sustainable development and discusses the need for operational governance models in order to identify, evaluate, and incorporate in action planning quality of life concerns at the local level. This paper examines the relevance to groundwater management of Ostrom’s design principles for managing common property resources. Experience in four case studies of groundwater management in the Murray Darling Basin in Australia and the Upper Guadiana Basin in Spain suggests that while Ostrom’s design principles are relevant, sustainable groundwater management depends on the effective collaboration between government authorities and water users. A flexible and adaptive management approach is required, with collaboration between scientists, policy makers, water suppliers, and water users. Key management challenges include agreeing on a sustainable level of extraction, and establishing effective coordination and collaboration, and monitoring and control systems. Further case studies of groundwater management and their synthesis could make a useful contribution to the transition towards sustainable groundwater management regimes.  相似文献

Climate adaptation is a complex task surrounded by uncertainty. To support climate adaptation policies, a new scenario approach is pursued to explore possible discontinuous future developments of societal perspectives on climate adaptation issues. The scenario approach was tested for a case study on Dutch river management. In a series of scenario development workshops, a select group of stakeholders explored the perspectives on the management of the River Meuse in the past, present, and future. The process was supported by an analytical perspectives mapping tool to illustrate and analyze the development of perspectives over time. The process and analytical tools contributed to insight into the drivers of perspective change for the case study at hand. Moreover, the stakeholders highlighted the potential of the approach for water management policy for creating awareness about the plurality of perspectives and the dynamics of perspective change, monitoring perspectives and perspective change as part of a flexible policy approach, and anticipating on the occurrence of shock events. Further work is required to better represent the social dynamics of perspectives change, to better empirically ground the perspective change model, and to apply integrated water models in the scenario development process to assess water–society interactions.  相似文献

以人工智能为代表的第四次工业革命发展迅速,特别是能源和新材料技术的突破,极大可能改变人类现有能源格局,并对建立在化石能源思维下的传统环境治理体系带来巨大影响。为此,本文梳理了第四次工业革命代表性的科技进展,分析了其对国家环境治理体系的积极影响:(1)将改变建立在化石能源基础上的工业、农业和城市形态,打破经济发展对资源、能源和土地的高度依赖,彻底告别环境污染和生态破坏;(2)将真正实现面向现在和未来的数据精准决策,显著改善人类应对不确定性环境风险能力。另一方面,由于人工智能会极大提升公民个体对复杂科学技术和社会规则的掌握能力,会改变传统治理结构中政府—市场—社会三元力量对比,给政府在环境治理领域的政策制定和执行带来新的挑战:(1)公众的能力足以使得他们对政府做出的任何不利于自己的政策提出挑战,政府信息公开和透明决策压力空前;(2)社交媒体使得公众对政府及主流媒体信息的关注大大下降,对政府如何利用新型社交媒体进行环境保护宣传教育提出了新的挑战,同时也对社会管理部门如何培育环保社会组织,弥补政府影响力下降所产生的空白提出了新的课题;(3)个体可以同时具有律师、会计、记者等处理复杂社会问题的能力,挑战政府维护社会公平稳定的利益裁量权,对环境司法公正提出更高要求。当前,中国正在进行环境体制改革创新,追求环境治理体系和治理能力现代化,如何关注、分析并积极适应由于技术变革引起的经济基础和上层建筑变化,避免制度资源错配,对于我们这样一个正在进行工业化的后发型国家尤为重要。文章最后建议,要高度关注这个领域的研究前沿进展,在制定发展规划与改革措施过程中,以未来的技术环境为出发点;要加强治理创新,引导技术朝着有利环境保护的方向发展;要加强技术对国家治理体系和治理能力双向影响研究,推进政府改革与创新,为人民提供更好的公共产品。  相似文献

While the goal of reducing environmental impact has become an urgent imperative for Chinese leadership, the central and potentially competing objective for policy makers and planners remains economic growth and job creation. This paper systematically examines the perceived trade-offs between pollution control regulation and employment at the microeconomic and macroeconomic scale. We synthesize the theoretical literature on the employment impact of pollution control regulation at the firm, industry, and economy levels and summarize the theoretically sufficient conditions for employment-enhancing regulation. The paper examines the US experience with the impact of pollution control on job growth in the 1980s and 1990s and draws out the mechanisms through which job growth and pollution control can be congruent, examining their adaptability to the Chinese context. Specifically, this paper highlights the importance of targeting regulations toward sectors where labor costs represent a small portion of overall costs or sectors with low labor intensity. We demonstrate that in the Chinese context, a transition to an economy with a higher proportion of tertiary output is likely to facilitate a joint strategy of stringent pollution control combined with job growth.  相似文献

The use of sophisticated air pollution modeling systems to evaluate the impact of different industrial plant emissions is currently done in an extensive way. MM5-CMAQ (PSU/NCAR and EPA, USA) is one of the most applicable air quality modeling systems to evaluate those impacts. In this contribution we present the methodology and results obtained when applying the MM5-CMAQ air quality modeling system for evaluating the potential impact of an incinerator in San Sebastián (Basque Country, Spain). We have used the EMIMO (UPM, Spain) emission model to simulate the emissions from biogenic and anthropogenic sources including traffic and tertiary sector sources. The study includes the air quality impact of a highway located near the incinerator named A8 and 6 industrial plants which already exist. The impact study has been compared with the results obtained from this highway impact and the 6 industrial plants which are normally operating during the last 30 years. The system has been prepared to simulate also Cadmium, Arsenic, Nickel, Lead and Benzo(a)pyrene air quality impacts. The PCDD/F air concentrations have been determined for the 16 toxic dioxins and furans as determined in the bibliography. The criteria pollutants such as CO, NOx, SO(2), PM(10) and O(3) have also been determined according to the different EU Directives which limit the values of such a pollutants for different periods of time.  相似文献

In various countries, actors try to reconcile climate science and policy through joint knowledge production (JNP). While many conceptual analyses of JNP exist, empirical studies that actually try to assess JNP processes are rare. This paper aims to fill this gap through an empirical analysis of the ‘Hotspot Zuidplaspolder’ project in which scientists, policymakers and other actors collaboratively looked for ways to ‘climate proof’ existing plans for urban development in one of the deepest polders of the Netherlands. The analysis is done by identifying and explaining the credibility and salience of the knowledge produced as well as the perceived legitimacy of the JNP process. Seven success factors derived from existing literature were used in the analysis. Stakeholders appeared to evaluate this project as positive, but the analysis shows that criteria and thresholds regarding success differ between the actors involved. We found three underlying design principles that should be followed to enhance the success of future JNP projects. First, it is necessary to organize several instances for reflection on the project processes. Second, new reward structures are needed to stimulate actors to take new initiatives and come up with creative ideas. Third, projects and programs should provide room to make mistakes and learn from them. This first set of empirical design principles for JNP is useful but should be further refined and nuanced in order to better deal with the social complexity of climate change and other wicked problems.  相似文献

This article discusses the experience of the map of conflicts related to environmental injustices and health in Brazil and its potential contribution to international movements for environmental justice. Inventories and maps of environmental injustices are important instruments of struggle against injustice and racism, since they increase the visibility of populations, whose lives are threatened. The Brazilian map is published online since 2010 and was an initiative of FIOCRUZ, a public health and academic institution, and the NGO FASE, in cooperation with the Brazilian Network of Environmental Injustice (RBJA), created in 2001. Environmental justice arised in Brazil as a field of reflection and mobilization, and as a rallying point to identify the struggle of several groups and entities, such as rural and urban grassroots movements, indigenous peoples, traditional populations, and peasants affected by different hazards and risks, as well as environmentalists, trade unions, and scientists. Currently, the map has 570 emblematic environmental conflicts in all regions of Brazil. Many economic activities are causing the conflicts such as mining expansion, oil and gas extractions, infrastructure (roads, mega-dams), agribusiness, and pesticide pollution, often with the support of governmental institutions.  相似文献

Climate change increases the vulnerability of low-lying coastal areas. Careful spatial planning can reduce this vulnerability, provided that decision-makers have insight into the costs and benefits of adaptation options. This paper addresses the question which adaptation options are suitable, from an economic perspective, to adapt spatial planning to climate change at a regional scale. We apply social cost–benefit analysis to assess the net benefits of adaptation options that deal with the impacts of climate change-induced extreme events. From the methods applied and results obtained, we also aim at learning lessons for assessing climate adaptation options. The case study area, the Zuidplaspolder, is a large-scale urban development project in the Netherlands. The costs as well as the primary and secondary benefits of adaptation options relating to spatial planning (e.g. flood-proof housing and adjusted infrastructure) are identified and where possible quantified. Our results show that three adaptation options are not efficient investments, as the investment costs exceed the benefits of avoided damages. When we focus on ‘climate proofing’ the total area of the Zuidplaspolder, when the costs and benefits of all the presented adaptation options are considered together, the total package has a positive net present value. The study shows that it is possible to anticipate climate change impacts and assess the costs and benefits of adjusting spatial planning. We have learned that scenario studies provide a useful tool but that decision-making under climate change uncertainty also requires insight into the probabilities of occurrence of weather extremes in the future.  相似文献

Government intervention in green infant industries may be justified as a strategy to increase the provision of public goods. How should government policies be designed to promote such industries? One way to analyse this question is to compare government intervention in green infant industries in which it has been successful with green infant industries in which it has been less successful. The Danish government has intervened intensively in the wind turbine industry and organic farming sector mainly for environmental reasons since 1992 and 1987, respectively, but with very different impacts. While the electricity market share of wind energy reached 20% in 2007, organic food consumption lags behind with a food market share of approximately 8.5% in 2007. This paper compares the packages of policy instruments applied in the two industrial sectors and assesses whether differences in instrument choice may explain the significant differences in market shares. It is demonstrated that government intervention in the wind turbine industry has emphasized the use of policy instruments designed to increase demand for wind energy, whereas organic farming policy has put more emphasis on instruments motivating farmers to increase supply. This may be an important factor explaining variance in growth. Finally, the paper analyses whether the lessons from government policy aimed at promoting the wind turbine industry can be transferred to organic farming policy.  相似文献

Land use change, particularly in forested ecosystems, has a direct impact on the global carbon cycle. Consequently, the regional assessment of biomass and the understanding of its current spatial controls are research priorities for regional ecology and land use. Field data and satellite imagery were combined here to map woodlands and estimate their above-ground biomass (AGB) in the Dry Chaco ecoregion of northern Argentina. Allometric equations were used to derive AGB from diameter at breast height data collected at 50 samples during 2007. In order to generate the AGB regional map, this information was later associated with MODIS-Terra spectral data (NDVI) using the Random Forest (RF) method. Finally, AGB spatial patterns were associated with potential biophysical and human controlling factors through correlation and regression analyses. Results indicate that the use of RF and NDVI of the dry season derived from MODIS-Terra was suitable to map regional AGB, what makes this methodology applicable to other dry woodlands. The RF model used to map AGB showed a mean deviation of 2.9 % and a precision of 15 % for one prediction. At this regional scale of analysis, biophysical rather than human factors controlled AGB spatial patterns, in part because the region includes a wide range of environmental situations. Warmer conditions showed a higher biomass, suggesting an energetic limitation for AGB accumulation. However, human controls (distance to towns, cultivation, and roads) also conditioned AGB patterns, suggesting lower AGB values near cultivated areas. The relation between AGB and water availability was surprisingly weak, but partially obscured by the land use history and degradation due to extensive cattle ranching. We propose that a combination of environmental factor and land use affects the AGB regional patterns and promotes unexpected relationships with environmental factors. This work represents the first spatially explicit AGB (patterns and controls) analysis for an extensive subtropical dry woodland area (113,000 km2) and shows how biophysical and human factors co-control regional patterns.  相似文献

Following the request of local stakeholders, a multidisciplinary group of experts was formed to implement a foresight analysis of the cash crop sector in the Midi-Pyrénées region. The group developed a four-step multidisciplinary and participatory methodology that defined the objectives, established a shared diagnosis of the issue raised in the regional cash crop sector, implemented a foresight analysis, and then created a graphical summary. Three types of working groups (steering, restricted, and expanded) were involved with well-assigned tasks. The dynamic interactions between the different groups of stakeholders and scientists and the use of graphics and maps as a medium to identify critical areas, such as zones in which production or environmental issues, are declining or evolving, enabled a shared view of regional problems. The main contribution of this paper is the presentation of a participative methodology that enabled co-construction of three shared scenarios based on the combination of five major uncertainties: (i) change in agricultural markets and international trade; (ii) urbanization and regional planning; (iii) changing patterns of consumption and product processing; (iv) environmental issues in public policies; and (v) ability of farmers to implement innovative tools and methods.  相似文献

Inclusion of Perfluorooctane Sulfonate (PFOS) in the Stockholm Convention because of its exemptions, has resulted in increased annual production of PFOS-containing chemicals in China to accommodate domestic and overseas demands. Accordingly, concern about environmental contamination with perfluorinated compounds (PFCs), such as PFOS, has arisen. However, little information is available on the status and trends in the distribution, sources or risk of PFCs in aquatic environments of China. In the present study, forty two surface water samples collected from five regions with different levels of industrialization were monitored for concentrations of PFCs by use of solid phase extraction and LC/MS/MS. Mean concentrations (maximum concentration) of PFOA and PFOS, which were the dominant PFCs, were 1.2 (2.3) and 0.16 (0.52) ng/l for Guanting, 1.2 (1.8) and 0.32 (1.1) ng/l for Hohhot, 2.7 (15) and 0.93 (5.7) ng/l for Shanxi, 6.8 (12) and 2.6 (11) ng/l for Tianjin, 27 (82) and 4.7 (31) ng/l for Liaoning, respectively. The greatest concentrations of PFCs (121 ng/l), PFOA (82 ng/l) and PFOS (31 ng/l) were observed in Liaoning, which might originate from tributaries of the Liaohe River, the most polluted watershed in Northeast China. While, concentrations of PFCs in the Guanting and Hohhot regions were 3 to 20 fold less than those from Tianjin and Liaoning. This result is consistent with little contribution of PFCs being released from agricultural and non-industrial activities. The magnitudes of mass flow for PFOA and PFOS in decreasing order were: Guanting < Hohhot < Tianjin < Liaoning < Shanxi and Guanting < Hohhot < Shanxi < Tianjin < Liaoning. The larger mass flows of PFOS were accompanied by relatively larger magnitudes of PFOA. Concentrations of both PFOA and PFOS in waters from all regions were less than suggested allowable concentrations. However, the relatively greater concentrations of PFCs in Tianjin and Liaoning suggest that further studies characterizing their sources and potential risk to both humans and wildlife are needed.  相似文献
