The article analyses the possibilities of developing an integrated indicator and a model of the assessment of forests naturalness using the data from the database of mountainous spruce forests situated in the Western Carpathians of Slovakia. The article presents two variants of such a model, one based on discriminant analysis, while the second one using an additive approach. The analysis of the data from mountainous spruce forests revealed significant indicators of forest naturalness degree: the arithmetic mean of the ratio between crown length and tree height, the deadwood volume, the coverage of grasses, the coverage of mosses and lichens, and the aggregation index. In addition, the coefficient of variation of tree diameters was included in the final model, since its presence in the model had a positive influence on the correctness of the classification of the forest naturalness degree. The correctness of the classification of the proposed discriminant model was 74.5%. For the additive model, the ranges of the values of the integrated indicator were defined for every degree of forest naturalness by taking into account the error ranges of the arithmetic mean values and the percentiles of the values in individual degrees of forest naturalness. The overall correctness of the classification with the additive model was 63.4%. In the second step, the scheme how to apply the classification model of the forest naturalness degree in the decision-making process of designating as a forest protected areas was proposed. In this scheme, the degree of forest naturalness is considered as a basic criterion for the determination of nature-conservation value of forest ecosystems. As further decision-making criteria we identified the possibility to restore, or the possibility to improve the naturalness of less natural forest ecosystems, which are designated as protected; the occurrence of the endangered species; and the occurrence of other natural values.  相似文献

According to the Seventh National Forest Inventory (2004–2008), China’s forests cover an area of 195.45 million ha, or 20.36% of the total land area. China has the most rapidly increasing forest resources in the world. However, China is also a country with serious forest pest problems. There are more than 8,000 species of potential forest pests in China, including insects, plant diseases, rodents and lagomorphs, and hazardous plants. Among them, 300 species are considered as economically or ecologically important, and half of these are serious pests, including 86 species of insects. Forest management and utilization have a considerable influence on the stability and sustainability of forest ecosystems. At the national level, forestry policies always play a major role in forest resource management and forest health protection. In this paper, we present a comprehensive overview of both achievements and challenges in forest management and insect pest control in China. First, we summarize the current status of forest resources and their pests in China. Second, we address the theories, policies, practices and major national actions on forestry and forest insect pest management, including the Engineering Pest Management of China, the National Key Forestry Programs, the Classified Forest Management system, and the Collective Forest Tenure Reform. We analyze and discuss three representative plantations—Eucalyptus, poplar and Masson pine plantations—with respect to their insect diversity, pest problems and pest management measures.  相似文献

Despite the critical role of government agencies in decentralizing natural resource governance, little work to date has focused on the organizational aspects of the responsible government bureaucracies. Based on a qualitative investigation of the perspectives of Forest Department employees involved in India's Joint Forest Management (JFM) program, this paper aims to provide an understanding of these internal dynamics. Elaborating on why bureaucracies with a learning orientation are essential if participatory natural resource management is to succeed, the paper underlines the constraints to transforming forest agencies' hierarchical work cultures. Foresters describe JFM as a radical departure from traditional forest governance, but suggest that corresponding transformation within the Forest Department has not occurred. Foresters cite as reasons: (1) a target-based incentive system that leaves little room for establishing the relationships with local people needed for collaborative management; (2) rigid rules and regulations that prevent the flexibility needed for adaptive, site-specific problem-solving; (3) a hierarchical, top-down style of communication that prevents the upper administration from learning what is happening on the ground and stifles initiative by field staff; (4) the need for a committed leadership to reverse this hierarchical culture. They point to the few such team-oriented leaders as the key to transforming the Forest Department and enabling participatory forest management to succeed. The article considers the impact of introducing government co-management policy in the form of Joint Forest Management (JFM) in an area with a five-decade-old self-organized community forest management system in Orissa, India. We ask a question that appears not to have been previously examined: What happens when JFM replaces an already existing community forest management arrangement? Our comparison of the JFM arrangement with the self-organized community forest management regime (pre- and post-2002 in a selected village) provides three conclusions: (1) The level of villager participation in forest management has declined, along with the erosion of the bundle of common rights held by them; (2) multiple institutional linkages between the village and outside agencies, and reciprocal relations with neighboring villages have been abandoned in favor of a close relationship with the Forestry Department; and (3) the administration of the forestry resource has become politicized. We conclude that the “one-size-fits-all” approach of the JFM, with its pre-packaged objectives and its narrow scope of forest management, is likely to limit experimentation, learning, and institutional innovation that characterizes community forest management.  相似文献

The decision-making environment in forest management (FM) has changed drastically during the last decades. Forest management planning is facing increasing complexity due to a widening portfolio of forest goods and services, a societal demand for a rational, transparent decision process and rising uncertainties concerning future environmental conditions (e.g., climate change). Methodological responses to these challenges include an intensified use of ecosystem models to provide an enriched, quantitative information base for FM planning. Furthermore, multi-criteria methods are increasingly used to amalgamate information, preferences, expert judgments and value expressions, in support of the participatory and communicative dimensions of modern forestry. Although the potential of combining these two approaches has been demonstrated in a number of studies, methodological aspects in interfacing forest ecosystem models (FEM) and multi-criteria decision analysis (MCDA) are scarcely addressed explicitly. In this contribution we review the state of the art in FEM and MCDA in the context of FM planning and highlight some of the crucial issues when combining ecosystem and preference modeling. We discuss issues and requirements in selecting approaches suitable for supporting FM planning problems from the growing body of FEM and MCDA concepts. We furthermore identify two major challenges in a harmonized application of FEM-MCDA: (i) the design and implementation of an indicator-based analysis framework capturing ecological and social aspects and their interactions relevant for the decision process, and (ii) holistic information management that supports consistent use of different information sources, provides meta-information as well as information on uncertainties throughout the planning process.  相似文献

Applications of Turbidity Monitoring to Forest Management in California   总被引:1,自引:1,他引:0  
Many California streams have been adversely affected by sedimentation caused by historic and current land uses, including timber harvesting. The impacts of timber harvesting and logging transportation systems on erosion and sediment delivery can be directly measured, modeled, or inferred from water quality measurements. California regulatory agencies, researchers, and land owners have adopted turbidity monitoring to determine effects of forest management practices on suspended sediment loads and water quality at watershed, project, and site scales. Watershed-scale trends in sediment discharge and responses to current forest practices may be estimated from data collected at automated sampling stations that measure turbidity, stream flow, suspended sediment concentrations, and other water quality parameters. Future results from these studies will provide a basis for assessing the effectiveness of modern forest practice regulations in protecting water quality. At the project scale, manual sampling of water column turbidity during high stream flow events within and downstream from active timber harvest plans can identify emerging sediment sources. Remedial actions can then be taken by managers to prevent or mitigate water quality impacts. At the site scale, manual turbidity sampling during storms or high stream flow events at sites located upstream and downstream from new, upgraded, or decommissioned stream crossings has proven to be a valuable way to determine whether measures taken to prevent post-construction erosion and sediment production are effective. Turbidity monitoring at the project and site scales is therefore an important tool for adaptive management. Uncertainty regarding the effects of current forest practices must be resolved through watershed-scale experiments. In the short term, this uncertainty will stimulate increased use of project and site-scale monitoring.  相似文献

This paper examines the impact of various social, economic and political changes on the work of the Indian Forest Service, the elite organization concerned with environmental management in India. It is noted that whilst many leading authors criticize this organization, nobody has taken the time to analyse the role of the Indian Forest Service and the way it has responded to the many challenges it has faced in the last 20 years. This paper seeks to rectify this by focusing on three key challenges: (1) due to economic liberalization the actual work that the forest officer is expected to undertake has changed beyond recognition; (2) political manipulation and correspondingly accusations of corruption have increased; (3) social changes and their impact on recruitment into the Indian Forest Service. It is concluded that, despite the many challenges which the Indian Forest Service has faced over the years, it is remarkably resilient and remains the most powerful agent in rural India.  相似文献

State regulatory activities can involvemany agencies implementing numerous regulatory laws, a single forestry agencyadministering a comprehensive regulatory program, or a combination of thetwo. Regulatory programs are designed to protect resources such as soils,water, wildlife, and scenic beauty. Since the term was coined in the Brundtland report in 1987, the issue of sustainable development has been challenged in terms of quantification. Different policy options may lend themselves more or less to the underlying principles of sustainability, but no analytical tools are available for a more in-depth assessment of the degree of sustainability. Overall, there are two major schools of thought employing the sustainability concept in managerial decisions: those of measuring and those of monitoring. Measurement of relative sustainability is the key issue in bridging the gap between theory and practice of sustainability of water resources systems. The objective of this study is to develop a practical tool for quantifying and assessing the degree of relative sustainability of water quality systems based on risk-based indicators, including reliability, resilience, and vulnerability. Current work on the Karoun River, the largest river in Iran, has included the development of an integrated model consisting of two main parts: a water quality simulation subroutine to evaluate Dissolved Oxygen Biological Oxygen Demand (DO-BOD) response, and an estimation of risk-based indicators subroutine via the First Order Reliability Method (FORM) and Monte Carlo Simulation (MCS). We also developed a simple waste load allocation model via Least Cost and Uniform Treatment approaches in order to consider the optimal point of pollutants control costs given a desired reliability value which addresses DO in two different targets. The Risk-based approach developed herein, particularly via the FORM technique, appears to be an appropriately efficient tool for estimating the relative sustainability. Moreover, our results in the Karoun system indicate that significant changes in sustainability values are possible through dedicating money for treatment and strict pollution controls while simultaneously requiring a technical advance along change in current attitudes for environment protection.  相似文献

随着时间的推移,塔河流域生态环境恶化的现实已被越来越多的人们所认识。造成塔河中下游森林退化,生态环境恶化的主要原因除自然因素外,主要是人为不合理的社会经济活动的影响。目前塔河流域森林生态建设存在的主要问题有:第一水资源不合理的利用成为沙漠化和次生盐渍化的主要原因;第二传统的生活方式和掠夺式的生产方式使生态环境遭到破坏;第三耕地的增加,满足不了人口发展的需求,大面积的无序开荒,导致生态环境进一步恶化。为塔河中下游林地植被恢复、建设及防止退化的策略有:塔河中下游生态工程治理的原则;塔河中下游生态环境治理的基本思路;塔河流域生态环境治理的主要对策,合理利用水资源,坚持生产、生态建设并重,确保生态用水;要积极调整农村产业结构,正确处理林业和农业、林业和牧业以及林业和工业发展的关系;大力发展农村能源建设,从根本上解决农村薪材和生态保护之间矛盾;大力保护、恢复、发展荒漠林草植被,大力发展绿洲林业,建立荒漠生态环境和绿洲共同支撑的稳定的生态体系;积极实施林业生态工程和林果工程,建立较为完备和发达的生态和产业体系。  相似文献

Many African countries have adopted community-based forest management (CBFM) to prevent deforestation. However, empirical studies have not reached a consensus on the effectiveness of CBFM. The purpose of this study is to examine the impact of the establishment of participatory forest management associations in Ethiopia. We used remote sensing data to gauge the change in forest area and employed a two-stage least squares model to correct for possible biases. The results indicate that the forest area managed by forest associations declines more in the year of establishment than forest areas with no association. This finding suggests that villagers may engage in "last-minute" logging. However, 1 year after the establishment of the forest associations, the forest area of the associations increased substantially, most likely because the associations monitor illegal logging, enabling the regeneration of open areas within the registered forest area. On average, the forest area of the forest associations increased by 1.5?% in the first 2 years, whereas forest areas not managed as part of an association declined by 3.3?%. The cumulative impact over 2 years yields a net increase in the rate of change of 4.8?%. These results demonstrate that it is important to improve the monitoring of forest areas during the initial establishment of participatory forest management associations to maximize the effects of association establishment.  相似文献

The Soil and Water Assessment Tool (SWAT) is widely used in the United States (U.S.) to simulate hydrology and water quality simulation. Process‐based models like SWAT require a great deal of data to accurately represent the natural world, including topography, land use, soils, weather, and management. With the exception of management, all these data are available nationally from multiple sources. To date, credible SWAT studies in the U.S. have assembled suitable management data (operation scheduling, fertilization application rates, and plant growth parameterization). In this research, we develop a national management database for SWAT using existing U.S. Department of Agriculture data sources. These data are compatible with existing SWAT interfaces and are relatively easy to use. Although management data from local sources is preferred, these data are not always available. This work is intended to fill this void with more reasonable management data than the existing defaults. This national database covers all major cultivated crops and should facilitate improved SWAT applications in the U.S. These data were tested in two case studies and found to produce satisfactory SWAT predictions. Participatory Forest Management in Ethiopia: Learning from Pilot Projects   总被引:2,自引:0,他引:2  
Different arrangements of decentralized forest management have been promoted as alternatives to centralized and top down approaches to halt tropical deforestation and forest degradation. Ethiopia is one of the countries piloting one of these approaches. To inform future programs and projects it is essential to learn from existing pilots and experiences. This paper analyses five of the pilot participatory forest management (PFM) programs undertaken in Ethiopia. The study is based on the Forest User Group (FUG) members’ analyses of the programs using selected outcome variables: forest income, change in forest conditions, forest ownership feelings and effectiveness of FUGs as forest managing institutions. These variables were assessed at three points in time—before the introduction of PFM, during the project implementation and after the projects ended. Data were collected using group discussions, key informant interviews and transect walks through the PFM forests. The results show that in all of the five cases the state of the forest is perceived to have improved with the introduction of PFM, and in four of the cases the improvement was maintained after projects ended. Regulated access to the forests following introduction of PFM was not perceived to have affected forest income negatively. There are, however, serious concerns about the institutional effectiveness of the FUGs after projects ended, and this may affect the success of the PFM approach in the longer term.  相似文献

Although good general principles for climate change adaptation in conservation have been developed, it is proving a challenge to translate them into more detailed recommendations for action. To improve our understanding of what adaptation might involve in practice, we investigated how the managers of conservation areas in eastern England are considering climate change. We used a written questionnaire and semi-structured interviews to collect information from managers of a range of different conservation areas. Topics investigated include the impacts of climate change perceived to be of the greatest importance; adaptation goals being set; management actions being carried out to achieve these goals; sources of information used; and perceived barriers to taking action. We identified major themes and issues that were apparent across the sites studied. Specifically, we found ways in which adaptation had been informed by past experience; different strategies relating to whether to accept or resist change; approaches for coping with more variable conditions; ways of taking a large-scale approach and managing sites as networks; some practical examples of aspects of adaptive management; and examples of the role that other sectors can play in both constraining and increasing a conservation area’s capacity to adapt. We discuss the relevance of these findings to the growing discussion in conservation about identifying adaptation pathways for different conservation areas and a potential progression from a focus on resilience and incremental change to embracing “transformation.” Though adaptation will be place-specific, we believe these findings provide useful lessons for future action in both England and other countries.  相似文献

/ Regional resource use planning relies on key regional stakeholder groups using and having equitable access to appropriate social, economic, and environmental information and assessment tools. Decision support systems (DSS) can improve stakeholder access to such information and analysis tools. Regional resource use planning, however, is a complex process involving multiple issues, multiple assessment criteria, multiple stakeholders, and multiple values. There is a need for an approach to DSS development that can assist in understanding and modeling complex problem situations in regional resource use so that areas where DSSs could provide effective support can be identified, and the user requirements can be well established. This paper presents an approach based on the soft systems methodology for identifying DSS opportunities for regional resource use planning, taking the Central Highlands Region of Queensland, Australia, as a case study.  相似文献
