The strategies for reducing population growth include social development and improvement in the educational attainment of women. The decline in Kenya's growth rate was attributed to high female literacy and reduced infant mortality. Another strategy for enhancing fertility decline is to reduce child mortality, particularly from preventable causes such as diarrhea. The entire cost of such a strategy to reduce preventable disease would be about $1.33 per 300 million taxpayers in developed countries. Family planning services must be expanded. Prevention of maternal mortality and AIDS would bring major benefits. Strategies for environmental protection emphasized the already existing plan of action set out in the UNCED document Agenda 21 in Rio de Janeiro. The plan has suffered from inaction. The estimated cost of $625 million was considered to be several times smaller than the costs of inaction. The elimination of subsidies in tropical forests would have an immediate impact. Natural resource accounting at the national level would include the value of natural resources. Pricing would change radically for gasoline if the costs of urban smog, acid rain, low-level ozone pollution, and global warming were taken into account. Strategies for sustainable development pertained to the preceding strategies and others indicated in the Agenda 21 Action Plan. If funding were better targeted to the poorest 20% of global population with high fertility rates, the accomplishments would be heralded. 1.2 million are living in absolute poverty, and aid for nutrition, primary health care, water and sanitation, basic education, and family planning amounts to only 10% of expenditures. An increase to 20% would mean a contribution from Americans of $7.50 per person or 33% of $25 thousand million from all developed countries. Developing countries need to lower their military expenditures, privatize public enterprises, change inappropriate development policies, eliminate corruption, and improve national governance. The debt burden should be reduced.  相似文献

It raises some of the global issues in water resources development and management which are likely to confront the international community in the 1990s and beyond. Summary While considerable progress has been achieved in understanding and addressing environmental problems over the last 15 years, it is clear that much still remains to be done. Prominent among the concerns calling for further action are the dispersion of toxic substances from a large variety of sources and uses, the accumulating and widespread effects of air pollution, and inefficient management of the natural resource base needed to sustain future economic development. It is increasingly evident that work on these issues must be addressed in their global context, including the developing world.Mr Erik Lykke took up his duties as Director of Environment for the Organisation for Economic Co-operation and Development (OECD) on 5 November, 1984. He is Norwegian, and comes from the Norwegian Ministry of Environment, where he was appointed Director General when it was established in 1972. Before that appointment he held various posts in the Norwegian Ministry of Foreign Affairs and in the Norwegian Foreign Service, and worked in the Norwegian Embassies in Ottawa and London and the Delegation to NATO.Mr Lykke graduated from the University of Oslo in 1954 (MA in political science, history and sociology) and worked for a short time as a journalist. He was assistant to Mr. Trygve Lie (a former Secretary-General of the United Nations) and Foreign Minister Halvard Lange. He has worked on a number of national committees, dealing with space, nuclear research, research in science and technology, air, acid precipitation, and law of the sea and polar matters.From 1970, up to his appointment as OECD Director of Environment, he was closely involved in the development of Norwegian policy and practice on environmental protection and in international work in this field. He was actively engaged in the preparations for the 1972 UN Environment Conference and the 1972 Convention for the Prevention of Marine Pollution by Dumping from Ships and Aircraft (he was the first Chairman of the Oslo Commission). Currently popular concepts such as sustainable development and sustainability seek the integration of environment and development planning. However, there is little evidence that this integration is occurring in either mainstream development planning or environmental planning. This is a function of the history, philosophies, and evolved roles of both. A brief review of the experience and results of mainstream planning, environmental planning, and ecosystem science suggests there is much in past scientific and professional practice that is relevant to the goal of integrated planning for environment and development, but still such commonly recommended reforms as systems and multidisciplinary approaches, institutional integration, and participatory, goal-oriented processes are rarely achieved. “Ecosystem approaches,” as developed and applied in ecology, human ecology, environmental planning, anthropology, psychology, and other disciplines, may provide a more transdisciplinary route to successful integration of environment and development. Experience with ecosystem approaches is reviewed, their advantages and disadvantages are discussed, and they are compared to traditional urban and regional planning, environmental planning, and ecosystem science approaches. Ultimately a synthesis of desirable characteristics for a framework to integrate environment and development planning is presented as a guide for future work and a criterion for evaluating existing programs.  相似文献

Summary Over the past two decades, since initial establishment of Thailand's National Environment Board by the original National Environmental Quality Act of 1975 (NEQA/75), many lessons have been learned on the complex problems of establishing a meaningful national environmental program in the country. Based on these lessons, a new act was promulgated in 1992 (NEQA/92), which furnishes very substantial powers and financing for planning and implementing such a program. The result has been a marked upgrading and acceleration of the program, but with the realization that the principal problem now is scarcity of the many needed technical skills in the government's Ministry of Science, Technology and Environment, which serves as the Working Arm for the National Environment Board. One of the approaches now being explored is how to make effective use of the private sector to supplement and complement the government's resources.Thailand's goal, from the point of view of the Ministry of Science, technology and Environment, is the continuing sustainable development of Thailand. This means planning and implementing economiccum-environmental development projects, where the investment pays good dividends in both financial earnings and in environmental protection. This will not be easy, because the projects must be suited to the political, cultural, and social as well as the economic realities of Thailand. The common mistake in developing countries of trying to emulate practices developed and utilized in the affluent industrialized countries must be avoided. It is realized that pioneering studies and research, to obtain the planning and design guidelines which will fit the current national development situation, must be undertaken here in Thailand.Mr Kasem Snidvongs is Permanent Secretary to the Ministry. Agenda 21 has come to be the most significant outcome of the Rio Summit for local government in the UK and Local Agenda 21 is emerging as the main driver for the development of local policies and programmes for sustainable development. In general, the work is being undertaken by those charged with the development of environmental policy in local authorities. Sustainability is seen as a natural extension of environmental policy work, and survey results presented confirm a gradual emergence of LA21 work from an environmental focus to a strategic approach to issues of environment, economic development, social welfare and accessibility. The level of awareness of LA21 and commitment to it in general terms appear high, but survey results suggest that the full implications of the agenda, particularly those relating to new approaches to partnership, participation and democracy, have not yet been addressed by all authorities. The author suggests that problems of corporatisation of LA21 and its relationship with traditional democratic structures remain to be tackled. The potential for the consensual approach in tackling issues of 'hard sustainability' is also discussed.  相似文献

Economic sustainability or intergenerational equity entails maintaining social well-being by decisions about investments in different types of assets. Under certain conditions, consumption can be sustained by depleting resources, or various kinds of natural capital, while building up other kinds of capital. Theoretically, the choices involve the use of a set of accounting prices. The question becomes one of finding and implementing accounting prices that express the roles of the various capital goods in achieving the objective of the economy.Hartwick's rule holds that an economy can be sustained if the value of the total, net investment in the economy, evaluated at those accounting prices, is zero. The rule applies to a special, abstract economic model which expresses a social objective different from the discounted-utilitarian objective on which national accounting is based. Different objectives give rise to different accounting prices. Because the prices may not be right, the zero net-investment rule using available national-accounting prices cannot generate a condition for sustaining an economy.Still, environmental accounting is a tool which, used prudently, can make an important contribution to social decision-making. This paper expands upon these ideas by discussing the incorporation of natural resource and intangible environmental costs and benefits into green accounting at the firm as well as the economy level. Common techniques of mine valuation and standard corporate accounting are the bases for this extension to the valuation of and accounting for decisions concerning the environment.  相似文献

This study investigated user wayfinding navigational performance in terms of two navigational support designs (guide sign and you-are-here map, i.e., YAH), wayfinding strategies (egocentric/route and allocentric/survey), task difficulty (terrestrial/2D or weightless/3D), and gender differences. Eighty participants (40 males and 40 females) were recruited for the wayfinding experiment. The experimental results and statistical analysis indicated that, in the weightless VR scene, navigation time for the terrestrial/2D task type was significantly shorter than for the weightless/3D task type. The guide sign support was significantly more effective than YAH map support. Moreover, the interactions between support style and gender difference indicated that males exhibit better wayfinding performance than females, but that appropriate support can improve navigational performance and eliminate gender differences. In addition, the Way-Finding Strategy Scale result showed that the females were more likely to adopt the egocentric strategy while males were more likely to adopt the allocentric strategy, and that their scores were negatively correlated with navigational performance. Our results can be used to evaluate the interface designs of navigational support systems taking into consideration gender differences with respect to 3D VR games, including VR diving or flying navigational systems.  相似文献

Previous studies have shown in noncalcareous soils that acid deposition may have increased soil leaching of basic cations above the input rate from soil weathering and atmospheric depositions. This phenomenon may have increased soil acidity levels, and, as a consequence, may have reduced the availability of these essential nutrients for forest growth. Fourteen plots of the Forest Ecosystem Research and Monitoring Network in Québec were used to examine the relation between post-industrial growth trends of sugar maple (Acer saccharum Marsh.) and acid deposition (N and S), stand decline rate, and soil exchangeable nutrient concentrations. Atmospheric N and S deposition and soil exchangeable acidity were positively associated with stand decline rate, and negatively with the average tree basal area increment trend. The growth rate reduction reached on average 17% in declining stands compared with healthy ones. The results showed a significant sugar maple growth rate reduction since 1960 on acid soils. The appearance of the forest decline phenomenon in Québec can be attributed, at least partially, to soil acidification and acid deposition levels.  相似文献

Studies of irrigation drainage in the Western United States have documented some of the effects of irrigating land without first understanding and then considering implications from the interdependent relationships of hydrology, geology, geochemistry, biology, climatology, land use and socio-economic issues. In studies completed in 26 areas, selenium is the trace element found most often at elevated concentrations in water, bottom material and biota. Boron, arsenic, mercury and pesticide residues have also been found at elevated levels in some areas. Bioaccumulation of constituents associated with irrigation drainage is common. As the world experiences an explosive population growth, particularly in poorer countries, demands for food production from marginal, submarginal and newly irrigated soils are likely to cause severe adverse environmental impacts from allocation of limited water resources and contamination from irrigation drainwater. Cultivated marginal land is highly susceptible to degradation from soil erosion, salinization and waterlogging, not withstanding release of contaminants from application of irrigation water.  相似文献

Airborne particulate matter (PM) collected from two sampling stations in Islamabad, Pakistan, was analyzed for lead content and size gradation. A high volume air sampler was used to trap particulates on glass fiber filters for 8-12 h on a daily basis. Lead was estimated using a nitric acid digestion based AAS method on 44 samples from station 1 and 61 samples from station 2. Particle size fractions were categorized as <2.5, 2.5-10, 10-100 and >100 microm. The correlation between lead concentration and particle size was investigated. The results from two stations indicated average airborne lead concentrations of 0.505 and 0.185 microg/m3. Enhanced levels of lead were measured at a maximum of 4.075 microg/m3 at station 1 and 4.000 microg/m3 at station 2. PM < 2.5 and PM > 100 were found to constitute the local atmosphere in comparable proportions. A comparison of the lead levels is made with the existing permissible levels of this element laid down by different international agencies.  相似文献
