This paper presents the results from a post-auditing study-a comparison of the predictions of environmental impacts of projects made in environmental statements prior to developmentwith those that actually occurred upon or after development. The purpose of post-auditing is to provide an analysis of prediction performance in environmental impact assessment and thus to improve future practice by learning from experience. By means of a combination of site visits, interviews and document scrutiny, 865 predictions from 28 UK projects granted planning permission were examined. Of these, 488 (56%) were auditable, of which 383 (79%) were deemed 'accurate' or 'nearly accurate' and 105 (21%) 'inaccurate'. The remaining 377 (44%) predictions were not auditable, the main reasons being lack of data, vague or ambiguous predictions and time dependency.There were only six unpredicted impacts. The study reveals some encouraging findings, but also a number of discouraging ones, which indicate the need to increase both enthusiasm for, and implementationof, post-auditing activities. Several suggestions are made to help achieve these objectives.  相似文献

ABSTRACT: Institutional innovation is central to many water resource problems. (In this context “institutions” refers to the laws and regulations governing water allocation and use.) Yet, typically, economic analyses treat institutions as exogenous and fixed. Unfortunately, this conventional assumption does not allow economists to address many modern problems. This paper develops an economic framework in which institutions are treated as endogenous. The model accounts for (1) factors that stimulate calls for formal institutional change, (2) the role of interest groups in policymaking, and (3) actual institutional change as it impacts choice domains and thus economic performance. The model is compared to a specific case of change in Colorado's water institutions, namely, instream water rights legislation in the 1970's. The empirical evidence is generally consistent with model hypotheses. The model promises to be useful to scholars and policymakers interested in institutional innovation.  相似文献

This study explored the public perceptions of mobile telecommunications development – new landscape elements installed to deliver new technology – in a protected area. It examined: (1) the perceived landscape impacts of such development; (2) the importance attached to the socio-economic value of mobile telecommunications; and (3) the factors underlying the perceived landscape impacts of mobile telecommunications development. A postal questionnaire survey was conducted in the Peak District National Park, England with 420 respondents drawn from National Park residents and visitors, urban dwellers and members of environmental organisations. The study suggests that: (1) there was a prevailing antipathy towards the landscape impacts of mobile telecommunications development in the National Park; (2) apart from emergency uses, the other socio-economic benefits of mobile telecommunications technology were thought to be relatively unimportant in the National Park; and (3) rather than socio-demographic characteristics, it was respondents' understandings of protected areas' needs for the technology and potential health risks that had significant effects on the perceived landscape impacts. Overall, this study suggests that the significance of National Park landscapes is respected by the public, even when setalongside the convenience of modern technology, which has substantial implications for landscape planning and management in protected areas.  相似文献

The main reason for promoting the concept of ecosystem services lies in its potential to contribute to environmental conservation. Highlighting the benefits derived from ecosystems fosters an understanding of humans’ dependence on nature, as users of ecosystem services. However, the act of using ecosystem services may not be environmentally neutral. As with the use of products and services generated within an economy, the use of ecosystem services may lead to unintended environmental consequences throughout the ‘ecosystem services supply chain.’ This article puts forward a framework for analyzing environmental impacts related to the use of ecosystem services, indicating five categories of impact: (1) direct impacts (directly limiting the service’s future availability); and four categories of indirect impacts, i.e., on broader ecosystem structures and processes, which can ultimately also affect the initial service: (2) impacts related to managing ecosystems to maximize the delivery of selected services (affecting ecosystems’ capacity to provide other services); (3) impacts associated with accessing ecosystems to use their services (affecting other ecosystem components); (4) additional consumption of products, infrastructure or services required to use a selected ecosystem service, and their life-cycle environmental impacts; and (5) broader impacts on the society as a whole (environmental awareness of ecosystem service users and other stakeholders). To test the usefulness of this framework, the article uses the case study of birdwatching, which demonstrates all of the above categories of impacts. The article justifies the need for a broader consideration of environmental impacts related to the use of ecosystem services.  相似文献

This paper reports the results of a comparative analysis of the psychosocial impacts of municipal solid waste disposal facilities (both landfills and incinerators) in six communities in the provinces of Ontario and British Columbia, Canada. Telephone surveys were administered to random samples of residents living around each facility between 1990 and 1995 (total n=1203). The results of logistic regression analyses show that type of facility was the strongest predictor of residents' awareness, concern, and actions taken in response to site concerns. Essentially, residents living in close proximity to a landfill had a higher probability of reporting awareness, concern or actions than residents living around an incinerator site. There was little evidence of differences in reactions between Ontario and British Columbia (BC) residents, despite variations in provincial policies on waste disposal. The effects of other predictors, with the exception of involvement in the local community, were not consistent, supporting previous findings that the determinants of facility impacts are outcome‐specific. It is essential that environmental managers take this constellation of factors into account in the operation of existing, or siting of new, facilities.  相似文献

The extraction of construction material in Addis Ababa has been a source of public conflict for many years, especially in terms of quarry operation, displacement of people, rehabilitation of quarry sites, and land after‐use. One of the main reasons for the conflict has been the extraction sector's inability to adjust to the existing laws. This paper reports the findings of a study undertaken to assess the environmental and socioeconomic impacts of quarry mining in Addis Ababa, Ethiopia, and it prescribes interventions that can assist in mitigating the negative impacts of mining. Marked operational, environmental, and socioeconomic impacts have occurred as a result of cobblestone quarrying in Addis Ababa. Improvements in the mitigation of these impacts can be achieved if quarrying operations are planned prior to commencement; resource‐efficient and sustainable mining techniques are employed; stakeholder participation is enhanced; the government provides institutional, organizational, and technical support to the operators; regulations are improved and regulatory implementations receive strict follow‐up; and the provision of the Ethiopian constitution's regarding “rights to development” is respected.  相似文献

This paper discusses the treatment of social and economic impacts within UK environmental impact assessment (EIA). Socio-economic effects have an uncertain status in EIA, guidance on their assessment is limited and their treatment is often partial and of poor quality. This has led some commentators to view socio-economic impacts as the 'poor relations' in EIA. The paper presents the results of a recent review of the socio-economic component of UK environmental statements (ESs), which provides information on the extent, scope, balance and quality of socio-economic impact treatment. The review reveals that, although most ESs include some information on socio-economic issues, coverage tends to be narrowly focused on a small number of--primarily beneficial economic--impact types. Quantification of socio-economic impacts is also rarely attempted. The review findings are compared with those of similar studies undertaken in the mid-1990s, and the paper concludes with some recommendations for EIA practitioners relating to the treatment of socio-economic impacts.  相似文献

ABSTRACT: It has been well established that the greenhouse gas loading of the atmosphere has been increasing since the mid 19th century. Consequently, shifts in the earth's radiative balance are expected with accompanying alterations to the earth's climate. With these anticipated, and perhaps already observable, changes in both global and regional climate, managers of regional water resources seek insight to the possible impacts climate change may have on their present and future water supplies. The types and degrees of impacts that climate change may have on New York City's water supply system were assessed in a study of a watershed at Allaben, New York. Hypothetical scenarios of future climate and climate change projections from three General Circulation Models (GCMs) were used in conjunction with the WatBal hydrological model and the Palmer Drought Severity Index (PDSI) to ascertain how runoff and soil moisture from this watershed may change in a warmer climate. For the worst case predictions, the results indicate that within the century of the 2000s, the watershed's air temperature may increase up to about 11°F, while its precipitation and runoff may decrease by about 13 and 30 percent, respectively. If this watershed is typical of the others within the New York City water supply system, the system's managers should consider implementing mitigation and adaptation strategies in preparation for the worst of these possible future conditions.  相似文献

ABSTRACT: Foundation theory and experiences are provided that support the need and value of utilizing a results-oriented approach in developing and evaluating water education programs. This approach includes the ability to determine actual learning outcomes, monitoring learning through time, and discovering attitude and behavior changes that result from program participation. The paper also includes a case study of such an evaluation project in connection with the Groundwater Foundation's annual Children's Groundwater Festival. A challenge is also made to water educators to begin assessing actual impacts of education programs on water quality. Plans for such a study relating to the Foundation's Ground-water Guardian program are outlined.  相似文献

The use of biodiversity offsets to compensate for residual impacts on biodiversity resulting from a development or land-use change, is becoming more prevalent. While much has been published on this topic, there has been little published on the theoretical foundation on which biodiversity offsets are based. This paper seeks to unpack the theoretical and practical tenets of biodiversity offsets in relation to the public trust doctrine, responsibilities of the developer and the State, and significant unmitigable impacts on biodiversity. It was reasoned that the responsibility of the developer and the life of a biodiversity offset are finite, and that the concept of ‘in perpetuity’ may not exist practically and in law. It was further discovered that a sound understanding of the public trust doctrine is critical for consistent offset-based decision-making, particularly in those circumstances where an impasse between the potential significant loss to biodiversity and an indispensable need for a development or land-use change arises.  相似文献

This paper examines the nature of community concerns about a landfill in Hanoi, Vietnam and compares these concerns to those found in studies of North American landfills. Based on a survey of 174 households living near Hanoi's landfill, it was found that concerns were uniformly high within the study area. Although the community initially believed the proponent's claims that the landfill would not pollute the environment, their faith in those claims disappeared once the landfill opened and began to produce numerous negative impacts on the community. Residents called for a variety of technical, management and economic measures to mitigate these impacts.  相似文献

Faced with the task of communicating their combined social, environmental and economic impact, water service providers are seeking to report overall performance in an aggregated way. Such a methodology must be scientifically robust, easily communicated and allow benchmarking of performance while reflecting a transition towards sustainability. In this paper the ecological footprint (EF) is calculated for Sydney Water Corporation (SWC), using input-output analysis and land disturbance in an innovative approach that overcomes problems identified in the original EF concept. This pilot study has allowed SWC to gain some valuable insights into its impacts: SWC's annual EF is about 73 100 ha in terms of land disturbance. Of this, 54 000 ha are projected to become disturbed as a consequence of climate change, with the remainder of 19 100 ha being disturbed on SWC's premises (2400 ha) and on those of upstream suppliers (16 700 ha). Total on-site impacts equal 9300 ha, while indirect land disturb ance contributes 63 600 ha. The EF appears promising as an educational and communi cation tool and may have potential as a decision support tool. However, further research is needed to incorporate downstream impacts into the EF, which would have significant benefits to SWC in terms of assessing and communicating the organization's overall progress towards sustainability.  相似文献

An adaptation of the Drivers-Pressure-State-Impact-Response methodology is presented in this work. The differential DPSIR (ΔDPSIR) was developed to evaluate impacts on the coastal environment and as a tool for integrated ecosystem management. The aim of the ΔDPSIR is to provide scientifically-based information required by managers and decision-makers to evaluate previously adopted policies, as well as future response scenarios. The innovation of the present approach is to provide an explicit link between ecological and economic information related to the use and management of a coastal ecosystem within a specific timeframe. The application of ΔDPSIR is illustrated through an analysis of developments in a Southwest European coastal lagoon between 1985 and 1995. The value of economic activities dependent on the lagoon suffered a significant reduction (ca. −60%) over that period, mainly due to a decrease in bivalve production. During that decade the pressures from the catchment area were managed (ca. 176 million Euros), mainly through the building of waste water treatment plants. Notwithstanding this, the ecosystem state worsened with respect to abnormal clam mortalities due to a parasite infection and to benthic eutrophication symptoms in specific problematic areas. The negative economic impacts during the decade were estimated between −565 and −315 million Euros, of which 9–49% represent the cost of environmental externalities. Evaluation of these past events indicates that future management actions should focus on reducing the limitation on local clam seeds, which should result in positive impacts to both the local socio-economy and biodiversity.  相似文献

ABSTRACT: The major objective is to report the way the Delphi methodology was employed in an environmental study aimed at identifying and ranking goals and social impacts of Cooper Dam and Reservoir Project located in the East Texas area. The Delphi procedures were modified to accommodate the nature of social field under study. Data were collected through personal interviews from twenty-seven respondents representing the government agency responsible for planning the Project and three communities geographically contiguous to the project. The respondents were provided an initial list of the Project's goals and social impacts and were asked to rank them in terms of degree of importance and to add to the list other goals and impacts that they would consider necessary. Respondents were interviewed in two successive rounds. Data show that on the whole the Delphi procedures were helpful in action analysis of the Project by identifying and ranking its goals and social impacts in terms of selected criteria.  相似文献

ABSTRACT

Public schools are more than educational institutions; they are essential to creating liveable neighbourhoods. Despite their importance, public schools are being permanently closed across North America, and particularly in the Canadian province of Ontario. In 2015, one of Ontario's public school boards made the decision to permanently close the province's oldest public high school, located in the urban core of the historic midsized city of Kingston. While the school is not scheduled to close until late 2019, the established fate of this prominent public asset has important consequences for the liveability of Kingston's urban core. Accordingly, the objective of this study was to document residents’ perceived impacts of the decision to close to Kingston Collegiate Vocational Institute (KCVI) on liveability in the school's catchment area. We observed widespread dissatisfaction with the decision to close KCVI (85%), with large proportions of respondents (above 40%) anticipating KCVI's closure to negatively impact neighbourhood liveability in various ways in the future. Approximately one-quarter of respondents indicated that they have considered moving as a result of the decision, and among these, concerns about negative impacts to household-level well-being were particularly acute. Given the socio-demographic profile of respondents who have considered moving, these findings suggest that the closure of KCVI could have a destabilising effect on the neighbourhoods within the KCVI catchment area by driving families out of the city's urban core. Our findings suggest that policies to address concerns of under-enrolment are short-sighted and undermine efforts of other sectors to promote liveable communities.  相似文献

Parks and protected areas are a global ecological, social and health resource visited by over 8 billion people annually. Their use can yield substantial benefits, but only if a balance between ecological integrity and sustainable visitation is struck. This research explores the potential influence of climate-driven environmental change on visitation to North America's most popular glacier, the Athabasca Glacier in Jasper National Park, Canada. Photorealistic environmental visualizations were used to gauge visitors’ perceptions of environmental change and potential impacts on consumer behaviour. Results suggest that impacts could substantially diminish the site's pull as a tourism destination. Rather than improving visitation prospects, expert-proposed adaptations underestimated the importance of perceived naturalness and contributed to further potential decline. Findings are relevant to protected areas planning and management. They suggest that a natural path to climate change adaptation is the best way to support both ecological integrity and the long-term tourism pull of protected areas.  相似文献

ABSTRACT: The effects of energy development on the water resources of the Colorado River and Great Basin regions is expected to be substantial. Complex physical, economic and institutional interactions may be expected. Most research on these impacts appears single purpose, fragmented, uncoordinated, and often inaccessible to potential users - particularly those with responsibility for energy/water policy and program decisions. A comprehensive, integrative framework for assessing alternative water allocation decisions is outlined, taking a heuristic decision making model for evaluating impacts on maximization of gross (or net) regional product, and regional social welfare, and for assessing the region's contribution to national objectives. The suggested model provides a structure for application and integration of data of various kinds to a range of situations arising from possible impacts from energy proposals. The focus is on water and energy relationships but the model may provide a framework for comprehensive analysis of a variety of environmental actions and resulting system perturbations and effects.  相似文献

Climate change-related impacts have the capacity to substantially influence Small Island Developing States (SIDS) in the Caribbean. Currently, many SIDS are engaged in large-scale vulnerability assessments that aim to identify, analyse, and inform solutions to mitigate climate change-related impacts. Many of these assessments, while useful, place little emphasis on the local stakeholders' perceptions of climate change. One such Caribbean community impacted by climate-related change is Providence Island in Colombia. Using a vulnerability assessment framework (Marshall, P.A. et al. 2010. A framework for social adaptation to climate change: sustaining tropical coastal communities and industries. Gland: IUCN Publication Services), researchers interviewed island residents (N = 23) about their perceptions of climate change, impacts on the local environment, and how the island community may adapt. All interviews were transcribed and analysed using a priori and open coding to identify patterns of and relationships between stakeholders' responses. Results indicate that local perceptions of climate change are linked to (1) environmental knowledge, (2) environmental awareness, attitudes, and beliefs, and (3) perceptions of risk. Implications for local adaptive strategies, education, communication, and suggestions for engagement at the local level are discussed.  相似文献

Green infrastructure (GI) is quickly gaining ground as a less costly, greener alternative to traditional methods of stormwater management. One popular form of GI is the use of rain gardens to capture and treat stormwater. We used life cycle assessment (LCA) to compare environmental impacts of residential rain gardens constructed in the Shepherd's Creek watershed of Cincinnati, Ohio to those from a typical detain and treat system. LCA is an internationally standardized framework for analyzing the potential environmental performance of a product or service by including all stages in its life cycle, including material extraction, manufacturing, use, and disposal. Complementary to the life cycle environmental impact assessment, the life cycle costing approach was adopted to compare the equivalent annual costs of each of these systems. These analyses were supplemented by modeling alternative scenarios to capture the variability in implementing a GI strategy. Our LCA models suggest rain garden costs and impacts are determined by labor requirement; the traditional alternative's impacts are determined largely by the efficiency of wastewater treatment, while costs are determined by the expense of tunnel construction. Gardens were found to be the favorable option, both financially (~42% cost reduction) and environmentally (62‐98% impact reduction). Wastewater utilities may find significant life cycle cost and environmental impact reductions in implementing a rain garden plan.  相似文献

Material selection in manufacturing may be characterized as a series of trade-offs between characteristics, properties, environmental impacts, sustainability, availability, and economics. Societal concerns about the environmental impacts of construction practices and materials have been expressed through an increase in the demand, production and use of “green” building products. This, combined with a desire to integrate more bioproducts and natural and renewable resources into the construction industry, has extended to the production and promotion of insulation made from sheep's wool.Although substantial literature exists on the insulation properties and other benefits of wool, less is known about the economics and manufacturing processes of sheep's wool insulation at varying scales of production. This paper contributes to this field of enquiry through presentation of the preliminary results of a wool insulation manufacturing pilot project, in which the scale and economics of the production of sheep's wool insulation were considered. Processing techniques, the impact of sheep breed, yield, energy use, and manufacturing costs were also examined. The results of the pilot project indicate that, while sheep's wool insulation produced at a smaller, or artisanal scale shows some potential, scale of operation and volume of production need to be carefully considered in order to ensure long-term sustainability of the operation. Using the least expensive sheep's wool available for the manufacture of wool batt insulation (and thereby reducing production costs) did not, in this pilot study, have a negative impact on productivity or product performance. Diversion of this waste stream of currently less marketable, and consequently less valuable wool, into the production of a green building material may offer small but significant benefit to sheep producers and the broader agricultural community, as well as consumers.  相似文献
