Biosphere greenhouse gas (GHG) management consists of preserving and enhancing terrestrial carbon pools and producing biomass as a fossil fuel substitute. The discussion of this topic has focused primarily on carbon-accounting and project-level issues, particularly relating to carbon sequestration as a source of emissions credits under the Kyoto Protocol. While international consensus on these matters is needed, this paper argues that an important domestic policy agenda also deserves attention. National policies for biosphere GHG management are necessary to bring about large-scale changes in land-use, forestry, and agricultural practices and can address some of the technical and policy issues that have proven to be particularly problematic from carbon-accounting and project-level perspectives. These policies should minimize land-use and resource-management conflicts, account for collateral benefits, and ensure institutional compatibility with existing resource-management regimes. Issues relating to project permanence, leakage, and transaction costs should also be addressed. A range of policy instruments should be used and biosphere GHG management should be one component of an integrated approach to environmental and resource management. Countries promoting biosphere GHG management as an important element of their climate change strategies should be developing these domestic policies to complement international negotiations and to demonstrate that carbon sequestration and biomass production can make an effective contribution to the stabilization of atmospheric GHG concentrations.  相似文献

The potential value of Antarctic mineral resources, including petroleum, has already spurred efforts by the Antarctic Treaty powers to establish a legal and technical regime for minerals. Management and control of Antarctic minerals need not, however, be left to the countries that have staked territorial claims or otherwise been active in Antarctica. Possible mineral regimes include open access (or first-come, first-served) and a variety of multilateral and international approaches. This article suggests that a common heritage approach would be most suitable for Antarctica and, despite opposition to such an approach among the Antarctic Treaty powers, would be a practical solution to the mineral development issue. The time for international organizations to act to establish such a common heritage regime is, however, growing short.  相似文献

Consumer concerns pop up. They are relatedto the safety of agrifood products for people, foranimals, and for the environment as well as the socialand ethical implications of certain agrifoodproduction methods. At first sight, the WTO agreementand the SPS and TBT agreements appear to offersufficient legal scope to deal with these concerns andresolve trade conflicts. The events of recent years,however, have shown the limitations of theseagreements in dealing with cultural differencesbetween nations and in dealing with the social andpolitical pressure on national governments to lay downrestrictive, trade distorting measures. It is vitalthat we consider the dynamic relationship betweennational governments, civil society, and the market.In the United States, Canada, and Europe, thisrealization is growing. We propose that these issuesshould be studied by experts in several disciplines:technical experts, hygiene experts and veterinarians,public administration experts, lawyers, philosophers,ethicists, sociologists, and, of course, economists.To unite these disciplines and provide a platform fordiscussion in the light of international tradeliberalisation, the cultural identity of distinctcommunities, and the functioning of the democraticnation state an international network is needed. Wetherefore propose establishing a network to explorethe issues and dynamics described above. The networkshould be international and interdisciplinary withparticipants, initially, from science and government.The purpose of the network would be to present newperspectives to the negotiating parties in the nextWTO round. The first steps to development of thisnetwork have since been taken and an initial group hasbeen established.  相似文献

Although relations between direct investors and host countries must steadily evolve to meet continually changing circumstances, this should be within a broadly stable framework. The basic technical and economic characteristics of mining should dictate the nature of that framework. In contemplating their experiences during the past decade many international mining companies might ruefully agree with Benjamin Franklin that: ‘in this world nothing can be said to be certain except death and taxes’. The aim of this paper is to highlight some of the important factors that must be taken into account by governments, international agencies and private investors contemplating large-scale mining projects. 实现碳中和是各国应对气候变化的共同选择。碳市场作为以碳排放权交易为核心的市场机制是加速全球碳排放目标实现的重要途径之一。尽管当前全球碳市场的发展仍呈现区域性和碎片化状态,但随着能源危机的加剧,极端气候灾难的不确定性增多,未来通过碳市场领域的国际合作实现全球碳市场的协同以应对气候变化仍是大势所趋。本文试图通过对国际碳市场进行回顾和类型化总结,并就《巴黎协定》下国际碳交易模式的协同困境从技术、制度和参与程度三个维度开展分析。作者认为,如欲加快全球碳交易的协同进程,应尽快完善国际碳交易中的技术适用细节,提升碳交易相关制度的适用力度,扩大碳交易相关制度的适用范围,加强发展中国家的碳市场的基础建设,拓展发展中国家碳交易市场建设支持来源,最终建立全球碳价格统一机制。提前布局研究碳市场的跨境连接方案对于中国而言极具现实意义,本文最后对中国参与全球碳交易市场的国际合作前景作出了展望。  相似文献

Criteria for equitable allocations: the heart of international water conflict   总被引:16,自引:0,他引:16  
At the heart of most international water conflicts is the question of 'equitable' allocations, criteria for which are vague and often contradictory. However, application of an equitable water-sharing agreement along the volatile waterways of the globe is a prerequisite to hydropolitical stability. This article explores the question of equity measures for water-sharing agreements in the context of global hydropolitics and is divided into three parts. The Introduction provides a brief summary of the general principles of equitable allocations. The second part of the paper describes the practice of water resources allocations as exemplified in the Transboundary Freshwater Dispute Database - a computerized database of 149 treaties relating to international water resources compiled at Oregon State University; 49 of these treaties delineate specific water allocations. The third and fourth parts of the article contrast the principles and practice of water equity. It is noticeable how rarely the general principles are explicitly invoked, particularly the extreme principles of absolute sovereignty or absolute riverain integrity. Most treaties favor existing uses, and/or guarantees to downstream riparians. It is interesting that, while many international water negotiations begin with differing legal interpretations of rights, they often shift to a needs-based criteria for water allocations. Mostly, one is struck by the creativity of the negotiators in addressing specific language to each very specific local setting and concerns.  相似文献

Self-sufficiency in agriculture has been the principal development target in Africa for the past decade. It is now generally appreciated that that target can only be reached if population growth can be controlled and farmers are paid to make it worth while to grow a surplus. Responsibility for the next phase of development – wealth generation – will depend largely by default on the rapid growth of mining, particularly smaller mines. This paper sets out the country requirements for a successful mining sector in Africa. Experience in Zimbabwe and elsewhere suggests that there are three essential components: (i) simple, transparent mining legislation that gives title to the discoverer of a mineral resource in the form of a freely tradeable property right; (ii) the availability of local and/or international sources of risk finance; and (iii) a workforce that includes numbers of persons who have been trained in the technical and financial aspects of practical mining.  相似文献

Attitudes in developing countries with respect to private investment in natural resources have changed substantially in recent years. Countries must now compete for such investment by ensuring that policies pertaining to state participation, financing, marketing and taxation of mining ventures provide the investor with returns that are commensurate with the risks taken. Governments must also be prepared to help the investor compete on world markets through lower capital and operating costs. This entails granting exemptions of customs, excise and value added taxes as well as providing for policies on taxation, government participation, industrial relations, safety and environment, and procurement and personnel that are in line with international mining industry standards. Efforts to promote mining sector investment through the strengthening of technical ministries, preparation of basic geological and project information, investment symposia and an international mining council can be helpful in bringing opportunities to the attention of the investment community. But, these efforts can only succeed if the policy changes now being put into place continue to evolve and contribute to an atmosphere in which entrepreneurship and private investment can flourish.  相似文献

Multiple ecological tactics, like the ones described here, can be imitated to strongly affect these two components in the construction sector. This article provides an in-depth examination of the literature on biomimicry-based strategies intended to enhance building designs. This analysis is motivated by the rising need for energy legislation to achieve future local goals and provide a framework for use in Panama. These biomimicry-based methods have undergone more review and evaluation, and the incorporation of organism-based design for three of Panama's climate types has been proposed. Therefore, a SWOT analysis assisted in realizing the full potential that biomimicry-based techniques might have in raising the likelihood of satisfying local and international regulatory standards. In order to design constructions using biomimicry, multidisciplinary collaboration is required. This gives a competitive edge for better-trained human resources and expands horizons in the conventional construction industry. Finally, the analysis provided here might act as the preliminary step for the additional technical assessment using numerical and experimental procedures.  相似文献

The Sydney Showground was the scene for a major international exhibition of mining and exploration equipment - AIMEX '79. In conjunction with this was held the Australian Mining Symposium, organized by Thomson Publications (Aust) Pty Ltd, and sponsored by the Australian Mining Industry Council. The symposium, entitled ‘Projections for the future in mining and exploration— political, economic and global’, included a number of papers of wide interest, with two or three papers of much narrower technical appeal. As one of the three major carbon capture technologies associated with carbon capture and storage (CCS), oxy-fuel technology is currently undergoing rapid development with a number of international demonstration projects of scale 10–30 MWe having commenced and units with a scale of 250–300 MWe emerging in the progression towards commercialisation. Industrial scale testing of coal combustion and burners is also being conducted by technology vendors.The paper details the current international status of the technology; the contributions of current demonstrations; and a roadmap for commercial deployment.At its current state of maturity oxy-fuel technology may be considered semi-commercial, in that even if a unit was economically viable and could be provided by a vendor, the generator and vendor would need to share the technical risk. This is because guarantees could not at present be provided for operating characteristics associated with mature technologies such as reliability, emissions, ramp rate and spray control. This is due to the maturity of the technology associated with the capability of vendors and associated design and operational uncertainties, associated with a lack of plant experience at scale.The projected development of oxy-fuel technology for first-generation plant is provided, using an ASU for oxygen supply, standard furnace designs with externally recirculated flue gas, and limited thermal integration of the ASU and compression plant with the power plant. Potential features of second generation technology are listed.Listed issues delaying deployment indicate that market, economic, legal and issues of public acceptance are more significant than technical barriers.  相似文献

This article analyses growth of an economy where the substitutability between non-renewable and renewable resource inputs changes over time. We allow for exogenous technical change in the elasticity of substitution (EoS) between these two types of resources as well as for biased factor-augmenting technical change. Our main results are: (1) sustained technical change in the EoS is enough to overcome resource constraints; (2) productivity-enhancing technical change is most beneficial when directed to the resource which is currently most important for production; (3) the speed of productivity-enhancing technical change is crucial for its usefulness to overcome resource constraints; (4) sustainability depends critically on the type of technical change.  相似文献

Reforestation Strategies Amid Social Instability: Lessons from Afghanistan   总被引:1,自引:0,他引:1  
Foreign and domestic government agencies and other international organizations pursue reforestation programs in rural upper watershed areas of Afghanistan over the past decade to alleviate poverty, combat the insurgency and rehabilitate a depleted forest resource base. Popular programs incorporate cash-for-work to conduct hillside terracing, check dam construction and tree-planting for nut production, fuel wood, timber, dune stabilization, and erosion abatement. Programmatic approaches have varied as a function of accessibility, security and local objectives. Uncertain land tenure and use rights, weak local environmental management capacity, and a focus on agricultural production to meet immediate needs limit interest, nationally and locally. Unreliable security, a lack of high quality tree planting stock, limited technical knowledge and coordination among government agencies, and poor security hamper program expansion. Reforestation success would be most likely where these issues are least acute. The Afghan government should focus on supporting community based natural resource management, developing and disseminating improved conservation tree nursery strategies, and promoting watershed management schemes that incorporate forestry, range management and agronomic production. Reforestation practitioners could benefit from the human and material resources now present as part of the international war effort. Successes and failures encountered in Afghanistan should be considered in order to address similar problems in insecure regions elsewhere when reforestation may help reverse environmental degradation and contribute to broader social stabilization efforts.  相似文献

Three forms of governance beyond the nation state and appropriate case studies are presented here: (1) the Helsinki Convention as an international regime; (2) Baltic 21, the world's first regional Agenda 21, as an international policy network; (3) the Union of the Baltic Cities (UBC) as a transnational network. The achievement of sustainable development in the BSR undoubtedly requires a fruitful combination of national governance and these forms of international and transnational governance. In this respect, international policy networks, such as Baltic 21, and transnational networks, such as the UBC, promise to provide new approaches that can complement international and intergovernmental cooperation between nation states. Furthermore, it must also be taken into account that governance in the BSR will soon become embedded in European governance and lead to the Europeanisation of the Baltic Sea Area.  相似文献

Tourism is one of the largest and fastest growing industries in the world. It is an increasingly important source of income, employment and wealth in many countries. Its rapid expansion has, however, had detrimental environmental (and socio-cultural) impacts in many regions. In this article, I examine the main economic benefits and environmental impacts of tourism, and review the development of the international sustainable tourism agenda. While much of international tourism activity takes place within the developed world, this article will focus on the (economic) development of the industry in developing countries I conclude that new approaches to sustainable tourism development in these countries should not only seek to minimize local environmental impact, but also give greater priority to community participation and poverty alleviation. I argue, in particular, that more emphasis should be given to a 'pro-poor tourism' approach at both national and international levels.  相似文献

The dominant discourse in 20th century UK food and agricultural policies of a liberal, free trade agenda was modified at the turn of the 21st to embrace ecological sustainability and “food security.” The latter term has a long international history; the relationship between issues of technical production and equality of distributional access are also much debated. The paper examines shifts in UK policy discourse in the context of international research, policy, and initiatives to promote food security, and highlights the implications for social justice in and through the food system.  相似文献

This article examines the problems and prospects of manganese nodule mining. The technological requirements for the exploitation of nodule deposits are considered, superimposed on an interdisciplinary policy-oriented approach. The technological dimension is emphasized because its crucial importance is often underrated when deep ocean mining is assessed. This dimension cannot be divorced from the interactions between economics, international law and oceanography. The technological problems and opportunities of nodule mining are diverse. Provided delays at the UN and economic uncertainties do not channel some of the interest into land-based alternatives, this could be an important area of future technical development.  相似文献

A key characteristic of global organic agriculture governance through standards is the coexistence of regulatory fragmentation and regional integration. To reduce barriers to organic trade, especially for market participants from developing countries, international and transnational entrepreneurs increasingly promote the setting of organic agriculture standards (OAS) in different world regions, for example, in East Africa, the Pacific, or Asia. Although scholars from different disciplines have done a lot of research on the role of standards in global governance, we still know little about why and how regional standard-setting processes evolve. Applying findings from regime analysis, entrepreneurship, and political authority, the article introduces the concept of authority pooling. It argues that legal, moral, and technical authority sources interact in a blurred functional division of labour between the public and the private sector in standard-setting. The article presents results from a within-case study of the development of the East African Organic Products Standard using the process-tracing method. It detects the underlying causal mechanism by which international and transnational entrepreneurs pooled different authority sources and, thus, significantly influenced political actors in East Africa to set the first regional OAS in the developing world.  相似文献
