Some 60,000 people worldwide die annually in natural disasters, mostly due to the collapse of buildings in earthquakes, and primarily in the developing world. This is despite the fact that engineering solutions exist that can eliminate almost completely the risk of such deaths. Why is this? The solutions are expensive and technically demanding, so their cost–benefit ratio often is unfavourable as compared to other interventions. Nonetheless, there are various public disaster risk reduction interventions that are highly cost‐effective. That such interventions frequently remain unimplemented or ineffectively executed points to a role for issues of political economy. Building regulations in developing countries appear to have limited impact in many cases, perhaps because of inadequate capacity and corruption. Public construction often is of low quality, perhaps for similar reasons. This suggests the need for approaches that emphasise simple and limited disaster risk regulation covering only the most at‐risk structures—and that, preferably, non‐experts can monitor—as well as numerous transparency and oversight mechanisms for public construction projects.  相似文献

Previous research has shown that many vulnerable communities experience disproportional exposure to flood risk. This paper, though, is the first to look at broad ethnic/racial group differences in the United Kingdom. It contends that differences in culture and language, especially those of new immigrants, bestow vulnerabilities on such communities, resulting in a lack of knowledge that enables people to be aware, to be prepared, or to recover expediently after a flood emergency. Using UK 2011 Census data and Environment Agency flood maps, the paper demonstrates that it is the non‐white communities in Wales that confront the most disproportionate level of flood risk: 23 per cent as compared to 11.4 per cent of their white neighbours. In contrast, the difference in flood risk between white and non‐white ethnic/racial groups in regions of England is within a range of plus or minus two per cent, except for in Yorkshire and The Humber where white populations face a much greater risk of flooding.  相似文献

While the listeriosis outbreak of 2008 brought attention to food safety decision making in Canada, little of that attention was placed on public involvement and risk communication. With a primary focus on Health Canada (HC) and the Canadian Food Inspection Agency (CFIA), this article describes the state of microbial-related public involvement and risk communication undertakings and suggests ways in which improvements can be made. The findings show that public involvement and risk communication activities have been strengthened since the outbreak, but they have become neither dialogical nor highly participatory. HC engages with experts to a far greater extent than with the lay public and it has fallen short in fulfilling its stated commitment to openness and transparency. Furthermore, both HC's and the CFIA's approach to risk communication has been overly general, has failed to provide opportunities for dialogue with vulnerable and more general groups with whom it is communicating and is not rooted in foodborne surveillance data. Public involvement in food safety governance would be improved if HC provided the lay public with a seat on advisory committees and improved its public involvement reporting methods. HC and the CFIA could also make risk communication improvements by creating opportunities for dialogue between officials and the general public, and by exploring alternative risk communication vehicles, such as food labels.  相似文献

Darfur farming and pastoralist livelihoods are both adaptations to the environmental variability that characterises the region. This article describes this adaptation and the longer‐term transformation of these specialised livelihoods from the perspective of local communities. Over several decades farmers and herders have experienced a continuous stream of climate, conflict and other shocks, which, combined with wider processes of change, have transformed livelihoods and undermined livelihood institutions. Their well‐rehearsed specialist strategies are now combined with new strategies to cope. These responses help people get by in the short term but risk antagonising not only their specialist strategies but also those of others. A combination of factors has undermined the former integration between farming and pastoralism and their livelihood institutions. Efforts to build resilience in similar contexts must take a long‐term view of livelihood adaptation as a specialisation, and consider the implications of new strategies for the continuity and integration of livelihood specialisations.  相似文献

There is an assumption that with the disintegration of the Soviet Union, the Second World ceased to exist. Yet the demise of the Communist bloc as a geopolitical reality did not mean that it stopped exerting a defining influence over how people think and behave. This article examines how the postsocialist state in Kazakhstan deals with potential crises such as earthquakes and the extent to which the Soviet legacy still shapes intellectual debates, state structures, and civil society organisations in in that country. Drawing on fieldwork and interviews, this paper re-examines the Second World in its historical context and re-establishes it as a conceptual framework for considering disaster risk reduction in the former Soviet bloc. It argues that it is essential to pay attention to this legacy in Kazakhstan both in policy and practice if earthquake risk reduction is to be made more effective.  相似文献

Resilience is a complex phenomenon whereby a multitude of social and environmental factors, including gender, combine to shape the ways that shocks affect people. Looking at two BRACED (Building Resilience and Adaptation to Climate Extremes and Disasters) projects, in Burkina Faso and in Ethiopia, this article uses a desk review and primary data from partners and people at risk to explore how a gender‐transformative approach can be an integral part of resilience‐building projects, particularly those implemented by multi‐stakeholder consortia. It also suggests ways to incorporate a stronger gender component in similar future projects. The article argues that donors and programme managers must provide clear principles and guidelines for achieving gender equity within resilience‐building efforts. However, these must allow flexibility to adapt to norms, needs and resources as determined by implementing partners. The right balance can be achieved by facilitating spaces for individual and collective goal‐setting; assessing current capacity and trajectories; and lesson‐sharing as an iterative process for institutional learning.  相似文献

On 2 April 2007 a large tsunami struck the small island of Simbo in the western Solomon Islands. It obliterated two villages, killed 10 people, and provoked communities on the northern half of the island to permanently relocate their settlements. In this article I examine how the Simbo people experienced and perceived this catastrophic event. Local discourses about the tsunami, its aftermath, and its selective lethality reveal how Simboans do not employ spiritual or naturalistic rationales to conceptualize vulnerability. Rather it is described in terms of the anxieties and novel opportunities associated with encroaching modernity and other exogenous large-scale social and economic processes. The case exemplifies the tensions and contradictions that arise when communities actively negotiate and trade-off one set of vulnerabilities for others as social and ecological contexts transform. I argue that an improved understanding of local interpretations of vulnerability is critical if our interest is to better cope with inevitable future ecological disturbances.  相似文献

In this article I examine the impact of drought on farm households in Ethiopia and their response to crisis conditions. I ask whether every household in a community is equally affected by drought and what households do to mitigate the effects of drought and associated food insecurity. Information on production, income and food consumption is disaggregated by agroecological zone (highland and lowland), and by socioeconomic strata (relatively wealthy versus poor). Such detailed analysis permits an improved understanding of why the poor are much more vulnerable than the wealthy to drought and associated famines and why they need to be more effectively targeted by relief and development interventions. In a world of limited public resources for crisis intervention, such understanding is crucial to the design of improved policies and projects for reaching people most at risk.  相似文献

Abstract

The Ganges, Brahmaputra and Meghna/Barak rivers are lifelines for millions of people in South Asia in Nepal, India, Bhutan and Bangladesh. They supply water for food and fibre production and for industrial and domestic purposes. They are also sources of disastrous floods that cause substantial damage to agriculture and infrastructure in these countries. There are claims that flood discharges, areal extent, and damage-costs are getting worse in the Ganges, Brahmaputra and Meghna/Barak basins. The validity of these claims was examined by applying four different statistical tests to the peak discharge time series and flooded areas. The results indicate that no conclusive changes have occurred over the last few decades. Reports of increased flood damage may be due to a combination of other factors, such as improved damage assessment techniques, and the expansion and intensification of settlement in flood-prone areas, but this was not tested in this paper and should be top priority for future research.  相似文献

While much work has been invested in addressing the economic and technical basis of disaster preparedness, less effort has been directed towards understanding the cultural and social obstacles to and opportunities for disaster risk reduction. This paper presents local insights from five different national settings into the cultural and social contexts of disaster preparedness. In most cases, an early warning system was in place, but it failed to alert people to diverse environmental shocks. The research findings show that despite geographical and typological differences in these locations, the limitations of the systems were fairly similar. In Kenya, people received warnings, but from contradictory systems, whereas in the Philippines and on the island of Saipan, people did not understand the messages or take them seriously. In Bangladesh and Nepal, however, a deeper cultural and religious reasoning serves to explain disasters, and how to prevent them or find safety when they strike.  相似文献

Corruption is a threat to the purpose of humanitarian assistance. Until fairly recently, humanitarian assistance has not been considered an important arena in broader efforts aimed at curbing corruption, and corruption has not always been considered a particularly important concern for humanitarian assistance despite the obviously challenging nature of the context of humanitarian emergencies. Corruption, though, is a threat to humanitarian action because it can prevent assistance from getting to the people who most need it, and because it can potentially undermine public support for such assistance. This paper examines perceptions of corruption and its affects, documents best practices, and outlines gaps in understanding. It suggests recommendations for improving the capacity of humanitarian agencies to prevent and manage the risk of corruption. Agencies have taken steps to combat corruption and improve accountability--downwards and upwards--but scope remains for improvement and for greater sharing of learning and good practice.  相似文献

受滇缅高压外围强对流天气影响,2004年7月5日云南德宏州的陇川、盈江、瑞丽等县(市)普降暴雨,引发大面积的滑坡、泥石流和山洪灾害,造成死亡18人、失踪24人、直接经济损失4.8亿元的区内近几十年来最严重的灾害。在分析此特大滑坡、泥石流、山洪灾害的活动特点、形成条件和激发因素的基础上,得出今后一段时间该区地质灾害将处于活跃期的评估结论。针对这一状况,提出了应急措施和防灾减灾对策。  相似文献

One way to make development pathways more resilient in the face of a changing climate has been through mainstreaming adaptation into government policies, planning and sectoral decision‐making. To date, many of the transferable lessons have taken the form of technical approaches such as risk assessments and toolkits. This article instead draws on evidence from South Asia to emphasise some of the more tacit and informal approaches used to influence adaptation policy. Despite their apparent significance in policy processes, such tactics are often neither planned for nor well reported in resilience‐building projects and programme documents. Using evidence to populate a typology of influencing strategies, this article looks particularly at the role of policy entrepreneurs who navigate the political complexity of both formal and informal governance systems to promote successful adaptation mainstreaming. It concludes with recommendations for adaptation and resilience programming that can more effectively harness the breadth of influencing strategies.  相似文献

Previous research indicates that people's perception of risk from a particular hazard positively influences their adoption of effective mitigation strategies and responses. This research investigates the risk perceptions of people living downstream from Tsho Rolpa Glacial Lake of Nepal. Field surveys revealed that people living beneath the Tsho Rolpa glacial lake possess a low risk perception despite the probability of a glacial lake outburst at their location. Further investigation reveals that many individuals have made no adjustments in response to the potential disaster. The low risk perception on the part of the riverine population is chiefly attributed to the cry-wolf effect of the 1997 evacuation that followed an inaccurate prediction of a Tsho Rolpa outburst. Previous remediation structures were kept in place, but appear to have created a false sense of security among those at risk. This overconfidence in the rudimentary efforts employed thus far is illustrated by the fact that many residents have moved their infrastructure even closer to the river channel in recent years. Partial mitigation efforts have muted people's perceptions of the environmental risk and have therefore increased the vulnerability of the communities to a probable outburst flood.  相似文献

Despite sincere efforts by concerned agencies and recent improvements in hazard warnings, thousands of at-risk people did not evacuate during Aila, a category-I tropical cyclone that struck southwestern coastal Bangladesh in 2009. This study investigated the responses of the people affected by Aila to cyclone warnings and associated evacuation orders, and unveiled behavioural aspects that explain why they did or did not comply with the evacuation orders. Utilising the primary data collected from 420 households living in the severely affected coastal sub-district Koyra, located in Khulna District, this study found that although more than 97% of the households had received cyclone warnings and evacuation orders before Aila's landfall, only around 26% had evacuated. We also examined this study's empirical findings for factors that had dissuaded people from complying with the evacuation orders. Relevant test statistics along with results from principal component analysis suggested that the significant and systematic absenteeism of households from disaster preparedness training appears to be one of the key determinants that affected their evacuation decisions, along with factors related to warning messages, the attributes of cyclone shelters, risk perception, and socioeconomic aspects. A number of recommendations are also presented in this study for people at risk to improve their evacuation rates in future emergencies, not only to save their own lives but also to save their livestock.  相似文献

Floods frequently cause substantial economic and human losses, particularly in developing countries. For the development of sound flood risk management schemes that reduce flood consequences, detailed insights into the different components of the flood risk management cycle, such as preparedness, response, flood impact analyses and recovery, are needed. However, such detailed insights are often lacking: commonly, only (aggregated) data on direct flood damage are available. Other damage categories such as losses owing to the disruption of production processes are usually not considered, resulting in incomplete risk assessments and possibly inappropriate recommendations for risk management. In this paper, data from 858 face‐to‐face interviews among flood‐prone households and small businesses in Can Tho city in the Vietnamese Mekong Delta are presented to gain better insights into the damage caused by the 2011 flood event and its management by households and businesses.  相似文献

This study describes risk factors for poor nutrition among older Rwandan refugees. The most important areas of nutritional risk for older refugees are: physical ability and mobility; income and access to land; access to appropriate food rations; meeting basic needs such as water, fuel, shelter; equal access to essential services (food distribution, health services, mills, feeding programmes); and psycho-social trauma. Women and older elderly (> 70 years) are significantly more often in disadvantaged positions, such as having poor socio-economic status, poor health, poor mobility, lower food intake, diminished social status, respect and social network. Older refugees are at higher risk than younger refugees and at higher risk than older people in stable situations. They should remain in good nutritional and general health for their own well-being and that of their dependants. In addition to an adequate diet, a support network seems to be an important preventive aspect.  相似文献
