Deficiencies in design and execution render stormwater‐runoff monitoring programs for many hazardous chemical sites inadequate for assessing the potential environmental quality and public health impacts of chemicals in the runoff. Two pervasive problems are the use of analytical methods that are inadequate for measuring certain hazardous chemicals at potentially hazardous concentrations, and the application of “criteria/standards” that are inappropriate for evaluating the environmental/public health impacts of chemicals. These concerns are most notable for carcinogens and chemicals that bioaccumulate in edible aquatic organisms, including arsenic, chromium, beryllium, mercury, dioxins, organochlorine pesticides (such as DDT), and polychlorinated biphenyls; unrecognized pollutants; and nanomaterials. In order to appropriately evaluate whether the runoff/discharge from a hazardous chemical site is a threat to human health, the analytical methods must be sufficiently sensitive in critical concentration ranges; sampling regimens need to be sufficiently rigorous to provide reliable characterization of the content of the runoff, receiving water, and, for bioaccumulatable chemicals, levels in edible organisms in receiving water. The soil and two aquifers under an active lumber mill in Libby, Montana, had been contaminated from 1946 to 1969 by uncontrolled releases of creosote and pentachlorophenol (PCP). In 1983, because the contaminated surface soil and the shallower aquifer posed immediate risks to human health and the natural environment, the U.S. Environmental Protection Agency placed the site on its National Priorities List. Feasibility studies in 1987 and 1988 determined that in situ bioremediation would help clean up this aquifer and that biological treatment would help clean up the contaminated soils. This article outlines the studies that led to a 1988 EPA record of decision and details the EPA-approved remedial plan implemented starting in 1989; EPA estimates a total cost of about $15 million (in 1988 dollars). The plan involves extensive excavation and biological treatment of shallow contaminated soils in two lined and bermed land treatment units, extraction of heavily contaminated groundwater, an aboveground bioreactor treatment system, and injection of oxygenated water to the contaminant source area, as well as to other on-site areas affected by the shallower aquifer's contaminant plume. 相似文献

Soil moisture content and temperature in a contaminated soil biopile equipped with immobilized microbe bioreactors (IMBRs) were optimized during ex situ bioremediation at a creosote‐contaminated Superfund site. Efficiency of remediation during warm summer months without soil‐temperature and moisture optimization was compared with that of cold winter months when corrective measures were applied. Significant reduction (35 percent) in total polycyclic aromatic hydrocarbons (PAHs) was observed, compared to 3.97 percent without corrective measures (p < 0.05). Kinetic rates (KRs) for total PAH removal were significantly enhanced from 3.93 to 50.95 mg/kg/day. KRs for removal of high molecular mass four‐to‐six‐ring PAHs were also significantly enhanced from 70.29 mg/kg/day to 97.45 mg/kg/day ( p < 0.05). Bioremediation of two‐ and three‐ring PAHs increased significantly from 15 percent to 40 percent. Benzo[a]pyrene toxicity equivalent mass (BaPequiv) was significantly reduced by 48 percent with KR of 0.47 mg/kg/day as compared to 22 percent with KR of 0.14 mg/kg/day (p < 0.05). This article presents a case study of an accelerated cleanup conducted by EPA at the Adams Plating Company (APC) Superfund site near Lansing, Michigan. The APC site remediation was a Superfund EPA-lead project under the remedial program in Region 5. An accelerated cleanup was possible at the APC site by consistently identifying, evaluating, and implementing opportunities to streamline the remedial investigation (RI) and remedial design (RD) process. Streamlining opportunities were discovered and implemented in both the technical and administrative aspects of the project. Streamlining components used to accelerate the remedial process included: (1) extensive use of field screening techniques during the Phase II RI; (2) a focused feasibility study (FS) that evaluated only practical alternatives; (3) maintaining project momentum by initiating the RD concurrent with the issuance of the Record of Decision (ROD); (4) a highly accelerated RD with limited predesign work; (5) elimination of the transition period between RD and remedial action (RA) project phases; (6) frequent and effective communication, coordination, and cooperation between all parties involved (EPA, Michigan Department of Natural Resources (MDNR), technical contractor, PRC Environmental Management, Inc. (PRC), and the public); (7) maintaining a consistent project team throughout project duration; and (8) the setting of aggressive project goals. 相似文献

Fluorescent lamps rely on mercury as the source of ultraviolet radiation for the production of visible light. Partitioning of mercury among vapor phase, loose phosphor powders produced during breaking and washing steps, glass matrices, phosphor powders attached on the glass and aluminum end caps was examined from simulated laboratory lamp recycling tests for different types of spent and new fluorescent lamps. Mercury concentrations in lamp glasses taken from commercial lamp recyclers were also analyzed for comparison with the simulated results of spent and new lamps of different types. The mercury content of the glass from spent lamps was highly variable depending on the lamp type and manufacturer; the median values of the mercury concentration in glasses for spent 26- (T8) and 38-mm (T12) diameter fluorescent lamps were approximately 30 and 45 microg/g, respectively. The average mercury concentration of samples taken from recycler A was 29.6 microg/g, which was about 64% of median value measured from the spent T12 lamps. Over 94% of total mercury in lamps remained either as a component of phosphor powders attached inside the lamp or in glass matrices. New T12 lamps had a higher partitioning percentage of elemental mercury in the vapor phase (0.17%) than spent T12 lamps (0.04%), while spent lamps had higher partitioning percentages of mercury resided on end-caps and phosphor powders detached from the breaking and washing steps. The TCLP values of simulated all lamp-glasses and samples obtained from recyclers were higher than the limit of LDR standard (0.025 mg/L). After investigating acid treatment and high temperature treatment as mercury reclamation techniques, it was found that heating provided the most effective mercury capture. Although the initial mercury concentrations of individual sample were different, the mercury concentrations after 1 h exposure at 100 degrees C were below 4 mug/g for all samples (i.e., <1% remaining). The continuous dependence on electronic equipment at home and in the workplace has given rise to a new environmental challenge:
electronic waste. Electronic waste, or e-waste, refers to electronic products that no longer satisfy the needs of the initial
purchaser. These can include a wide variety of goods, such as computers, cellular phones, TVs, refrigerators, air conditioners,
washing machines, and video cameras. These pieces of equipment contain hazardous materials such as lead, beryllium, mercury,
cadmium, and chromium that pose both an occupational and environmental health threat. Although electronic equipment is considered
safe during use, the potential for release of the toxic constituents increases during storage or disposal. Because of the
growing number of discarded electronic devices resulting from rapid product obsolescence, this type of waste is an emerging
concern among developing countries. This study estimates the current and future quantity of e-waste in the Philippines, with
a focus on televisions, refrigerators, air conditioners, washing machines, and radios. Data from the National Statistics Office
(NSO) serve as the input to a simple end-of-life model for each type of electronic device. Mathematical equations are derived
incorporating other factors, such as the number of electronic devices in use, current end-of-life management practices, serviceable
years of the product, and disposal behavior of consumers. An accurate estimation of e-waste generation would be useful in
policy making as well as in designing an effective management scheme to avoid the potential threats of health impacts or environmental
pollution. Preliminary estimates show that at the end of 2005, approximately 2.7 million units became obsolete and about 1.8
million units required landfilling. Over a 10-year period from 1995 to 2005, approximately 25 million units became obsolete.
An additional 14 million units are projected to become obsolete in the next 5 years. 相似文献

Mercury occurs naturally in the environment and can be found in elemental (metallic), inorganic, and organic forms. Modern uses for mercury include chemical manufacturing, thermometers, and lighting (mercury vapor and fluorescent lamps). The chemical and allied products industry group is responsible for the largest quantity of mercury used in the United States. Mercury, particularly the organic methylmercury form, is a potent neurotoxin capable of impairing neurological development in fetuses and young children and of damaging the central nervous system of adults. Mercury regulations span multiple federal and state environmental statutes, as well as multiple agency jurisdictions. In August 2007, the U.S. Environmental Protection Agency's (US EPA's) Office of Superfund Remediation and Technology Innovation (OSRTI) published a report titled “Treatment Technologies for Mercury in Soil, Waste, and Water.“ The report identifies eight treatment technologies and 57 projects, 50 of which provide performance data. This information can help managers at sites with mercury‐contaminated media and generators of mercury‐contaminated waste and wastewater to identify proven and effective mercury treatment technologies; screen technologies based on application‐specific goals, characteristics, and costs; and apply experiences from sites with similar treatment challenges. The objective of this work was to provide updated information on the development of the potential impact of heavy metal containing batteries on municipal waste and battery recycling processes following transposition of the new EU Batteries Directive 2006/66/EC. A representative sample of 146 different types of commercially available dry and button cells as well as lithium-ion accumulators for mobile phones were analysed for their mercury (Hg)-, cadmium (Cd)- and lead (Pb)-contents. The methods used for preparing the cells and analysing the heavy metals Hg, Cd, and Pb were either developed during a former study or newly developed. Several batteries contained higher mass fractions of mercury or cadmium than the EU limits. Only half of the batteries with mercury and/or lead fractions above the marking thresholds were labelled. Alkaline–manganese mono-cells and Li-ion accumulators, on average, contained the lowest heavy metal concentrations, while zinc–carbon batteries, on average, contained the highest levels. 相似文献

Rapid economic growth in Asia and the increasing transboundary movement of secondary resources will increasingly require both
3R endeavors (reduce, reuse, recycle) in each country and appropriate control of international material cycles. Recently,
managing electrical and electronic waste (E-waste) has become an important target for domestic and international material
cycles from the viewpoints of environmental preservation and resource utilization efficiency. To understand the current status
of E-waste issues in the context of international material cycles and to discuss the future tasks related to achieving 3R
in the region, we organized the National Institute for Environmental Studies (NIES) E-waste Workshop in December 2004. This
article reviews past studies on E-waste and briefly describes the topics presented and discussions held at the workshop. The
topics at the workshop included E-waste generation, recycling systems, international trade, and environmental impacts. In
addition, we discussed various issues such as terminology, current environmental concerns, and possible solutions. Transboundary
shipments of E-waste should be conducted taking into consideration the concept of sustainable development. The direction of

The overall goal of WHO is to co-operate with its Member States, and provide them with assistance on demand or as needed. Towards this end, the WHO Regional Office for Europe has implemented, over many years, programme activities related to the management of municipal and industrial solid waste, sewage sludge, hazardous waste, waste from hospitals and other health care facilities, and radioactive waste. The published results of the various activities include conclusions and recommendations addressed to national public and environmental health authorities and to the scientific and professional community, as a whole.In more specific terms, work has been completed in recent years on the impact on health from microbes and chemicals in sewage sludge applied to land, and from emissions of dioxin, furan, PAH and heavy metal compounds from municipal waste incinerators. Policy guidelines and a code of practice for the management of hazardous waste, prepared together with the United Nations Environment Programme UNEP, were published in six languages, including Chinese. At present, the emphasis is shifting to hazardous waste, and a study is under way on the health impact of hazardous waste containing certain identified “priority chemicals”. A code of practice is currently being used in work for the site selection for hazardous waste facilities, including landfills. There is also a plan for the training of national trainees in the sound management of hazardous waste. WHO/HQ, together with UNEP and the World Bank, are completing a text on the management of hazardous waste in developing countries. The first two volumes are expected to be published in 1988. A third volume with a number of national case studies is also being prepared. To assist WHO in its tasks, increase the effectiveness of results, and avoid duplication of activities, co-operation is being maintained with various individual experts, national institutes and authorities, and other international governmental and non-governmental organizations. Co-ordination of work and exchange of information is a matter of routine by means of periodic interagency consultations, participation in meetings of other organizations and country visits. 相似文献
