The Sloping Land Conversion Program (also known as "Grain for Green" or the Upland Conversion Program) for converting cropland to forest is one of China's most ambitious environmental initiatives, and is one of the world's largest land-conservation programs with a budget of RMB 337 billion (over US$ 40 billion). Although environmental impacts have played a vital role in the general reasoning and argumentation for forest plantations, environmental impact analyses have often received less attention than economic analyses in the planning of plantation forestry projects. The overall goal of this paper is to evaluate the program's environmental impact considering the farmer's interests and the potential social benefits due to carbon sequestration in different scenarios based on household and field survey data in Dunhua County. Our findings are that: (1) in many cases, the program did not give adequate consideration to land productivity and environmental heterogeneity when selecting plots; (2) more than half of the reforestation plots were on flat cropland (slopes of less than 5 degrees ); (3) in five of the eight townships, net incomes on reforested land were substantially above or below previous crop incomes, raising questions about the efficiency of the allocation of compensation to farmers participating in the program; (4) the potential carbon co-benefit increased the NPV of the program by 5954-7009 RMB/ha. In conclusion, we recommend that more attention should be paid to the quality of reforestation programs rather than just their scale and note that consideration of potential carbon sequestration co-benefits enhances the benefits of cropland conversion programs.  相似文献

Conventional approaches to evaluation of environmental programs have tended to limit themselves to restricted measures of program effectiveness. This paper shows how a social learning approach can be incorporated into evaluating public environmental programs. A social learning approach is particularly suited to complex environmental challenges which are inherently difficult to understand, predict, and manage, thus complicating the evaluation process. The paper presents an Australian case study of dryland salinity management where there are major knowledge barriers impeding conventional management techniques. The research presented in this paper focused on evaluating a public demonstration program to track its impact through its design, implementation, and monitoring phases. The paper shows that, by incorporating social learning principles and practices, program evaluation can promote collective action, critical reflection, and increased knowledge to underpin improved environmental management.  相似文献

We performed a quantitative assessment of the impact of impingement at power plants on the Hudson River white perch population We estimated that impingement reduces the abundance of each white perch year class by at least 10% and probably by 15–20% or more after 2–3 years of vulnerability to power plants We attempted to detect effects of impingement on average year-class abundance of white perch from a time series of abundance indices derived from impingement data We found, however, that neither impingement collection rates observed at Hudson River power plants nor beach seine data provide a reliable index of year-class strength in white perch. Even if a reliable index were developed, natural fluctuations in year-class strength are great enough that a short-term monitoring program would be inadequate for detecting even a large reduction in average year-class strength. We performed a multipopulation analysis using simple food chain and food web models The results suggest that any long-term decline in white perch abundance caused by impingement should be accompanied by an increase in the abundance of one or more competing fish species and by an increase in the biomass of adult white perch relative to young-of-the-year.We conclude that 1) at present, assessments of population-level impact of impingement should focus on short-term effects, 2) research is needed to develop a reliable index of year-class strength for use in long-term monitoring programs, 3) identification and quantification of natural environmental factors influencing year-class strength are needed to improve our ability to predict and detect changes in abundance, and 4) it would be useful in designing monitoring programs to focus on detecting patterns of change among populations and age groups rather than solely on declines in abundance of individual populationsResearch sponsored by the Office of Nuclear Regulatory Research, US Nuclear Regulatory Commission under Interagency Agreement No. 40-550-75 with the US Department of Energy under Contract W-7405-eng-26 with Union Carbide Corporation. The use of organic farming technologies has certain advantages in some situations and for certain crops such as maize; however, with other crops such as vegetables and fruits, yields under organic production may be substantially reduced compared with conventional production. In most cases, the use of organic technologies requires higher labor inputs than conventional technologies. Data validation, as prescribed in guidance documents provided by the United States Environmental Protection Agency (EPA), yields legal evidence that an analytical laboratory has performed analyses according to predetermined specifications. This validation process, because it involves only the checking of procedural documentation, provides minimal information concerning the technical validity of the data. Unfortunately, in the minds of many, the performance of such a data validation has become synonymous with technical validity. A better approach is to implement a routine program of referee analyses. That is, submit a predetermined number of samples from the project to a second laboratory. The present and potential adverse effects of the atmospheric input of acidic and acidifying substances on the environment have been of significant public and scientific concern for the past several decades. This article describes the background, design, implementation, and major accomplishments of a 6-yr integrated multidisciplinary environmental research program designed to address the issue of the regional scale consequences of acidic deposition on the environment and human health in Alberta. The research program was called the Acid Deposition Research Program (ADRP) and was a cooperative undertaking between industry, the Energy Resources Conservation Board, and the government of Alberta, Canada. The research effort was designed and guided by two external science advisory boards, biophysical and human health, to maintain objectivity and continuity from beginning to end. Public input was sought, encouraged, and ensured by a public advisory board. The major conclusions of the ADRP are presented as well as observations on the needs of future integrated multidisciplinary research programs.  相似文献

Evaluation of conservation education programs can: (1) provide accountability in demonstrating a program's worth, (2) offer an opportunity for receiving feedback and improving programs, (3) further our understanding of the process of program development, and (4) promote conservation education by substantiating claims about its benefits. The Planning-Process-Product systems evaluation model provides feedback needed for making decisions about the development, implementation, and outcome of a program. Planning evaluation was useful in assessing the needs, goals, opportunities, and constraints of a number of programs in Costa Rica and Belize, such as a forestry education project and a zoo outreach program. It provided a basis for making planning decisions incorporating specific objectives, such as the reforestation of a region or a change in knowledge and attitudes in program participants. Process evaluation provided a Costa Rican sustainable development program with feedback during its implementation and enabled it to modify and improve its newsletter for local farmers and its ecology classes for school children. Product evaluation assessed project accomplishments, such as the $700,000 raised by the Children's Rainforest group and the 20 miles of riparian land under conservation management as part of the Belize Community Baboon Sanctuary project. Outcomes are compared with the programs original monetary or land management objectives to determine the success of the programs and to provide feedback for improvement.  相似文献

ABSTRACT: In the absence of detailed outlines such as those characteristic of the National Pollution Discharge Elimination System permit program, Nonpoint source pollution control is being initiated in a variety of ways in different states. In California, Regional Water Quality Control Boards play a strong enforcement role in point source control, but agricultural Nonpoint source needs are still being evaluated. Tentative approval of State Board of Forestry Forest Practice Rules by the State Water Resources Control Board has the potential of bringing Nonpoint control to all State and private forestry operations in the state. Wisconsin had developed an agricultural Nonpoint control program which emphasizes a state-wide policy of selecting priority watersheds under the administration of the state Department of Natural Resources, and developing implementation programs under the guidance of local county Land Conservation Committees. The Priority Watershed program institutes BMP's with cost-share funds authorized by the legislature. Wisconsin had not seen a problem in silvicultural activities, and has developed no statewide control program in that area. Common to effective land use control in both states is a state-level policy implemented by agencies within the state. This pattern may be the model for successful programs as development of areawide management strategies continue.  相似文献

ABSTRACT: The degree of progress achieved under the 1972 Clean Water Act is reviewed by reference to traditional measures of program implementation, and to evidence of tangible, or “real-world” progress, such as beach closures, drinking water contamination, fishing bans and advisories, species health, and habitat degradation. Significant progress has been made in reducing pollution from point sources, but large point source releases of toxic and other pollutants remain. Little progress has been made in addressing runoff pollution, and in protecting aquatic habitats. Clean Water Act reauthorization should focus on pollution prevention to reduce further the release of toxics by point sources, a new program of mandatory but flexible controls on sources of runoff, and watershed protection programs to promote habitat protection and restoration. Economic factors should be considered in Clean Water Act programs, but must be balanced against scientific and governmental factors as well.  相似文献

/ Surveys focusing on solid-waste-related issues, conducted over a period of several years, provided data from independent samples of residents of a Midwestern, USA, community. The collection of these data yielded useful information about the relationship between residents' recycling motives and their attitudes toward solid waste management in light of several changes in the solid waste infrastructure of the community over that time. The initial survey assessed baseline beliefs and attitudes, while later surveys were conducted after the implementation of a community educational program and a curbside recycling program. The findings indicated that for recyclers and nonrecyclers, different motives predicted endorsement of solid waste programs and policies. Although a similar percentage of recyclers and nonrecyclers were in support of various proposed programs and policies, concern for the environment was found to be positively related to nonrecyclers' support of proposed programs, particularly before these programs were implemented. Prior to program implementation, motives other than environmental altruism were found to be related to recyclers' support of the programs. Additional findings support the idea that educational programs and increased accessibility to recycling opportunities affect the relationship between people's attitudes toward solid waste management and their recycling motives.  相似文献

ABSTRACT: Water providers nationwide are implementing nonprice conservation measures such as education, public information, appliance retrofit and ordinances, with the expectation that these programs will reduce residential water demand. However, little empirical information exists on the effectiveness of nonprice conservation programs in reducing water demand. Previous econometric studies indicate these programs have had minimal impact. We examine the types and number of major nonprice conservation programs that have been implemented during an 11-year period in seven cities in the southwestern United States. A cross sectional, monthly time series residential water demand model, with parameters to control for variation in prices, temperature, precipitation and other factors, was used to empirically investigate the effectiveness of nonprice conservation programs in reducing water demand. We found significant reductions in use ranging between 1.1 percent and 4.0 percent per program. Because of the lack of information, we were unable to distinguish the effectiveness of individual or specific types of programs. Beyond finding that nonprice programs can be effective in reducing demand, questions regarding the efficiency and benefits to be achieved by conservation remain. As a step towards separating and evaluating the effects of individual programs, program benefits and efficiency, we recommend that utilities maintain more detailed and consistent information regarding the implementation of their nonprice programs.  相似文献

Regional-scale restoration is a tool of growing importance in environmental management, and the number, scope, and complexity of restoration programs is increasing. Although the importance of natural science to the success of such projects generally is recognized, the actual use of natural science in these programs rarely has been evaluated. We used techniques of program evaluation to examine the use of natural science in six American and three Western European regional-scale restoration programs. Our results suggest that ensuring the technical rigor and directed application of the science is important to program development and delivery. However, the influence of science may be constrained if strategies for its integration into the broader program are lacking. Consequently, the influence of natural science in restoration programs is greatest when formal mechanisms exist for incorporating science into programs, for example, via a framework for integration of science and policy. Our evaluation proposes a model that can be used to enhance the influence of natural science in regional-scale restoration programs in the United States and elsewhere.  相似文献

Abstract: Many municipalities have implemented demand management of outdoor water use. Measures such as restrictions on lawn watering and promotion of xeriscaping are effective in reducing water demand during summer months, especially during dry spells. However, little research examines a key factor shaping the success of these programs: residents’ perceptions of and satisfaction with such conservation measures. This article describes an urban outdoor water conservation program in Guelph, Ontario, assesses that program from the perspective of residents, and explores socio‐economic, attitudinal and other factors associated with residents’ assessment of the program. A survey of Guelph residents revealed broad support for the program, which includes restrictions on various outdoor water uses and, under certain circumstances, a ban on lawn watering. However, there was much uncertainty among residents about the effectiveness of the program in reducing water use and the effectiveness of program enforcement. Key factors influencing residents’ assessment of the program were neighborhood, gender and environmental attitude. Implications for the design and implementation of outdoor water conservation programs are discussed, including the importance of better communication of information on program effectiveness and enforcement.  相似文献

Implementing Municipal Tree Planting: Los Angeles Million-Tree Initiative   总被引:2,自引:0,他引:2  
Urban forests are increasingly being seen as an important infrastructure that can help cities remediate their environmental impacts. This work reports on the first steps in implementing a million tree program in Los Angeles and the ways such a biogenic—living—infrastructure has been approached. Numbers of studies have been done to quantify the benefits of urban forests, but little has been written on the process of implementing urban tree planting programs. The investigative methods were primarily qualitative, involving interviews, attending meetings and conducting literature reviews. Results indicate that multiple nonprofit and city agency programs are involved in planting and maintaining trees and this has required coordination among groups that here-to-fore were unaccustomed to having to collaborate. The main finding that emerge from this research is that the implementation of such a program in Los Angeles is more complicated than it may seem due to several interacting factors: the need to rely on multiple public and private organizations to put trees into the ground and to maintain them; coordination of these multiple efforts must be centralized, but requires a great deal of time and effort and maybe resisted by some of the partners; funding for planting and long term maintenance must be pieced together from multiple sources; acceptance of trees by residents varies by neighborhood as does tree canopy cover; appropriate nursery supply can be limited; the location of the program within the city administration is determined by who initiates the program.  相似文献

An empirical model of landowners' conservation incentive program choice is developed in which information about landowners' socio-economic and property characteristics and their attitudes, is combined with incentive program attributes. In a Choice survey landowners were presented with the choice of two incentive programs modelled as 'bundles of attributes' mimicking a voluntary choice scenario. Landowner behaviour and decision and the type of conditions and regulations they preferred were analyzed. Based on choice survey data, landowner heterogeneity was accounted for using a latent class approach to estimate the preference parameters. Three latent classes of landowners with different attitudes to the role and outcome of establishing conservation reserves on private land were identified: multi-objective owners; environment owners; and production owners. Only a small proportion of landowners, mostly environment owners, would voluntarily join a program. Although compensation funding contributed to voluntary program choice for multi-objective owners and environment owners, welfare losses were around 4000 AUD per hectare, which is less than the average agricultural land value in Tasmania. Landowners for whom compensation funding contributed to voluntary program choice were also most likely to set aside land for conservation without payment. This raises the possibility that the government's compensation expenditure could potentially be either reduced or re-allocated to landowners who will not voluntarily take conservation action. Increasing participation in conservation incentive programs and minimizing the welfare losses associated with meeting conservation targets may be best achieved by offering programs that allow flexibility in terms of legal arrangements and other program attributes.  相似文献

DOI: 10.1111/j.1752‐1688.2012.00688.x Abstract: Clean Water State Revolving Fund (CWSRF) loan programs for water quality have traditionally funded infrastructure projects at the community, municipality, or state level. They are increasingly being used to support individual landowner adoption of agricultural best management practices (BMPs) for nonpoint source pollution abatement. In 2005, the Iowa CWSRF initiated the Local Water Protection Program (LWPP) to increase the scope, scale, and rate of agricultural BMP establishment. This research examines the effectiveness of that program through a comparison of survey data from LWPP participants and state cost‐share recipients who were eligible for loans, but did not take them. Loan recipients’ assessments of the program were overwhelmingly positive, with near‐universal satisfaction with both the loan product and process. Results of statistical analyses indicate that loan recipients invested substantially more in conservation than nonrecipients. Evidence suggests that by helping program participants to overcome financial constraints, loans are facilitating larger and accelerated investments in conservation. Although findings indicate that conservation loans can play an important role in funding conservation, loan recipients also still depend on cost‐share. Loans are not necessarily a substitute for traditional forms of conservation funding, but rather another tool that landowners and conservation professionals can employ to facilitate investments in BMPs.  相似文献

A major weapon in Canada's CO2-emissions reduction arsenal is reliance on moral suasion and voluntary action. In this regard, the Voluntary Challenge and Registry (VCR) program constitutes a major effort to encourage industrial firms to reduce their greenhouse gas emissions. In this paper, we begin by providing a critical review of Canadian climate change policy and Canada's international commitments. We then investigate the effectiveness of Canadian policies by analyzing a survey of industrial firms, examining factors that determine firms' familiarity with, participation in and commitment to the VCR program, and their stated potential to reduce emissions by 2008-2012 (Kyoto's commitment period). Results indicate that voluntary programs are unlikely to make a significant contribution to emissions reduction, with industrial firms indicating that, on average, they plan to reduce emissions by some 1-2% below their 1990 level under the current policy approach, much lower than Canada's 6% reduction target.  相似文献

The long-term ecological recovery of an impaired stream in response to an industrial facility’s pollution abatement actions and the implications of the biological monitoring effort to environmental management is the subject of this special issue of Environmental Management. This final article focuses on the synthesis of the biological monitoring program’s components and methods, the efficacy of various biological monitoring techniques to environmental management, and the lessons learned from the program that might be applicable to the design and application of other programs. The focus of the 25-year program has been on East Fork Poplar Creek, an ecologically impaired stream in Oak Ridge, Tennessee with varied and complex stressors from a Department of Energy facility in its headwaters. Major components of the long-term program included testing and monitoring of invertebrate and fish toxicity, bioindicators of fish health, fish contaminant accumulation, and instream communities (including periphyton, benthic macroinvertebrate, and fish). Key parallel components of the program include water chemistry sampling and data management. Multiple lines of evidence suggested positive ecological responses during three major pollution abatement periods. Based on this case study and the related literature, effective environmental management of impaired streams starts with program design that is consistent across space and time, but also adaptable to changing conditions. The biological monitoring approaches used for the program provided a strong basis for assessments of recovery from remedial actions, and the likely causes of impairment. This case study provides a unique application of multidisciplinary and quantitative techniques to address multiple and complex regulatory and programmatic goals, environmental stressors, and remedial actions.  相似文献

Attaining recycling goals of 25 to 50% over the next few years will require substantial recycling of residential wastes. A combined program of curbside recycling of conventional post-consumer materials and collection and composting of both leaves and grass will yield a composite diversion rate of 12 to 21% by weight. But in many communities, particularly in the west central and south central states of the American heartland, implementation of such programs will result in a net increase in solid waste management costs. Case studies of four communities in Oklahoma are used to estimate the potential increase in first-year net costs that would result from implementing a combined recycling and yard waste composting program. The results are compared to survey data from Oklahoma and Florida that define the amount residents are likely to be willing to pay for the benefits of recycling. The potential to close the apparent willingness-to-pay gap through state subsidies is then assessed. Where state capital grants programs are insufficient to bridge the gap, and local officials are reluctant to impose costs that are not publicly supported, public education efforts will be needed to increase the value residents ascribe to the nonexclusive positive externalities and local nonmarket benefits of recycling.  相似文献

Several types of watershed program areas, principally but not solely those operated under authority of the Watershed Protection and Flood Prevention Act, are greatly altering the American landscape for good. While structural measures tend to be the most spectacular feature of these watersheds, land treatment measures (soil, water, woodland, and wildlife conservation practices) actually are basic to the long term stability and maximum contributions of these watershed programs.  相似文献
