In summary, four elements are considered to be essential for introducing a national system of agricultural disaster preparedness planning:
  • (a) the initiative should be taken by the Ministry of Agriculture (or its equivalent); within project areas, the initiative should be taken by the project authority, although preferably within a national system;
  • (b) contingency planning should form part of an annual/ seasonal agricultural production planning; appropriate budgetary allocations should be made at this stage;
  • (c) regional or district agricultural officers should be given specific responsibility to collect relevant environmental and land use information for disaster-prone areas and to prepare relevant contingency plans; and
  • (d) all agricultural officials, from the Ministry down to the lowest field level, should be trained in how to make and use disaster preparedness plans; local government representatives and officials should also be trained.
Training is regarded as the key element. This is a field where international agencies such as FAO and UNDRO could assist governments to improve their state of disaster preparedness. Voluntary agencies could also play an important role in training community leaders in the identification of disaster preparedness needs and possibilities.  相似文献

This article discusses inter and post-war works of fiction written by Polish and German-speaking authors with biographical connections to Oder River regions. The literary texts provide insights into the vulnerability to and resilience constructions of floods, which are related to such cultural factors as migrant histories and traditions, regional beliefs and religion, and the political background of changing frontiers in 1919 and 1945 that affected residents of this cross-border area.

The capacity to cope with the flooding Oder, especially after the major flood in 1997, intertwines with the problematic Polish-German relationship, including Silesia. For Polish communities, whose environmental cultures have been distorted by wars, resettlement and communism, vulnerability and resilience perceptions lack representations of the tangible river. It is culturally bounded in the stigmatising image of the Oder as the border of division, revived after 1945 and exposed by the Polish communist party in the so-called ‘Polonisation’ of the ‘Recovered Territories’. Fiction detects the problem of overworking the difficult past in response to the Oder’s hazardous nature. Writers representing an emotional attachment to the river and an aquacritical approach express the need to learn about the river’s lively nature, both in cooperating and sharing space, which is called the environmental adaptation.  相似文献

Groundwater overdraft is a resource management issue that poses a threat for the security of communities. Impacts of groundwater overdraft are influenced by the biophysical and social contexts of water management. This paper presents a method for assessing vulnerability to water scarcity in spatial terms using biophysical and social indicators. A geographic information system was used to establish areas of vulnerability based upon hydrologic variability in water resource availability within a groundwater basin, three types of water management systems, and 10 sociodemographic characteristics. Our study area is in the rapidly urbanizing Arizona Central Highlands, located 150 km north of the Phoenix metropolitan region, USA. Results indicate that the most biophysically vulnerable places do not necessarily intersect with the most vulnerable populations and that local differences in vulnerability are interrelated, rather than independent, outcomes in a process of socioenvironmental transformation. Vulnerability is influenced by laws that deny access to local surface waters and lead to dependence on fossil groundwater, and by economic reliance on urbanization. Localities attempt to reduce vulnerability through the development of community water systems and the expansion of water frontiers. While such strategies may reduce local vulnerability, they are not sustainable solutions because they transfer risks to other places, and thus contribute to vulnerability elsewhere.  相似文献

Corruption in emergency procurement reduces the resources available for life‐saving operations, lowers the quality of products and services provided, and diverts aid from those who need it most. 1 1 The paper is based on a study for a project of the Chr Michelsen Institute (CMI)'s U4 Anti‐Corruption Resource Centre entitled ‘Corruption in Emergencies’ (see http://www.u4.no ).
It also negatively influences public support for humanitarian relief, both in the affected country and abroad. This paper aims to unpack and analyse the following question in order to mitigate risk: how and where does corruption typically occur, and what can be done? Suggested strategies reflect a multi‐layered approach that stresses internal agency control mechanisms, conflict‐sensitive management, and the need for common systems among operators.  相似文献

Hurricanes and flooding have affected millions of people and generated massive economic losses over the past several decades. Geographic information system (GIS) methods are employed in this paper to analyse coastal communities' vulnerability to these two hazards along the Gulf Coast of the United States. Specifically, two types of quantitative indicators are developed: (i) exposure to hurricanes and flooding, based on information from multiple sources; and a social vulnerability index, constructed using census data. These indices are combined to depict the spatial patterns of overall community vulnerability to hurricanes and flooding along the US Gulf Coast. The results of this study can potentially inform disaster management agencies, county governments, and municipalities in areas at heightened risk. Furthermore, the demonstration of the geographic distribution of community vulnerability can assist decision-makers in prioritising to-do items and designing policies and plans for the more effective allocation of resources. The paper ends by discussing the study's limitations and its practical implications.  相似文献

Objetivo: El objetivo de este estudio era examinar los problemas emocionales y comportamentales de niños refugiados no acompañados que fueron repatriados a Vietnam de los centros de refugiados de Hong-Kong y del Sudeste asiático. Los niños fueron comparados con una muestra emparejada de niños que nunca dejaron Vietnam.Método: La muestra estaba compuesta por un total de 455 niños vietnamitas de edades comprendidas entre los 10 y los 22 años. Un total de 238 niños habían residido previamente sin sus padres en campos de refugiados. Se recogieron datos aplicando la versión de autoinforme para jóvenes del Achenbach (Youth Self-Report), la Escala de Autoeficacia Percibida de Cowen, una escala de Soporte Social y una escala de Exposición al Trauma.Resultados: No se observaron diferencias significativas entre los grupos de niños en la puntuación total del YSR. Los niños previamente refugiados tuvieron puntuaciones más bajas que los niños del grupo control en la escala de “problemas de conducta externalizados”. Se observó una tendencia en los niños refugiados a presentar puntuaciones más altas que los niños del grupo control en la escala de “problemas de conducta internalizados”. No se observaron diferencias entre los dos grupos en la eficacia autopercibida, el número de fuentes de apoyo social y las experiencias de apoyo social. Otros análisis mostraron que una interacción significativa entre la condición de inmigrantes de los niños y su percepción subjetiva del actual nivel de vida explicó las diferencias en las puntuaciones en el YSR.Conclusión: Los resultados sugieren que la experiencia de vivir sin sus padres en un campo de refugiados no conduce a presentar más problemas emocionales y de conducta en los años posteriores inmediatos a la repatriación.

Y2K—a humanitarian disaster? Why not?

Australian bushfire agencies have a position that people in the path of a fire should either prepare, stay and defend their properties, or leave the area well before the fire front arrives. The position is based largely on observations that evacuating at the last minute is often fatal and that, generally, a key factor in house survival during a wildfire is the presence of people in the building. In practice, full implementation of the position has been difficult for a range of reasons.

As part of the Bushfire Cooperative Research Centre (CRC) research effort <www.bushfirecrc.com>, our project is examining the evidence base for this position and aims to suggest ways of improving implementation.

We have found that the available evidence, which goes back some 60 yr, strongly supports the Australian position. The position is supported on the grounds of both improved safety and reduced property loss. The evidence also shows that the most dangerous option—and the cause of most fatalities—is last minute evacuation.  相似文献

Disaster coordination preparedness of soft-target organisations

This paper introduces a network‐enabled model to examine the disaster coordination preparedness of soft‐target organisations (STOs). Little attention is devoted to this matter in recent research. This study places emphasis on such organisations and the proposed model tests hypotheses related to network relation and coordination preparedness. It analyses the data set entitled ‘Preparedness of large retail malls to prevent and respond to terrorist attack, 2004′, which contains 120 completed surveys of security directors of retail malls in the United States. 1 1 See http://www.icpsr.umich.edu/icpsrweb/TPDRC/studies/21140 .
The following questions form the basis of this study: ‘What do STOs need to be better prepared to respond to a disaster?’; ‘How does network relationship between STOs and emergency agencies affect the coordination preparedness of STOs for disaster recovery?’; and ‘Which centrality measure needs to be followed to measure network variables in order to analyse coordination preparedness?’ The results show that STOs with a high level of connectedness and strong ties to other emergency agencies are better prepared for disaster response.  相似文献

Flood disaster monitoring and evaluation in China

Abstract

China frequently experiences natural disasters, of which flooding is the most serious. How to monitor and control natural disasters, assess damage, and provide relief is the most urgent problem for the Chinese government and disaster experts. A national integrated system using remote sensing, geographic information systems, the Global Positioning System, and other technology for monitoring and evaluating flood disasters has been assembled and tried out for 3 years. The system has played an important role in flood mitigation during the trial and has become a key part of the flood management system at China's National Flood Control Headquarters. Development of a composite climate change vulnerability index for small craft harbours

Coastal areas around the world are threatened by an accelerated sea level rise (SLR), storm surges and coastal flooding related to climate change. These threats, together with the land use pattern of coastal areas, could create a dangerous mix for coastal communities and could result in major socio-economic and environmental consequences. Apart from human settlements, seaports are likely to be most vulnerable to climate change because they are located at areas exposed to SLR and storm surges or at mouths of rivers susceptible to flooding. To remain efficient and resilient, seaports must anticipate the impacts of climate change and proactively prepare for SLR, increased flooding, and more frequent extreme storm events. This paper presents the analytical and empirical aspects of an integrated vulnerability index (VI) for small raft harbours based on the methodology of the IPCC for coastal vulnerability assessment. Six corresponding steps are adopted to assess the fishing ports VI (VIP-F) considering geophysical and socio-economic parameters. The proposed index is applied to 47 fishing boats and small commercial harbours of Lesvos, Greece. The proposed methodology can be adapted for assessing the vulnerability of major ports.  相似文献

Permanent post-disaster housing in honduras: aspects of vulnerability to future disasters

To some degree it is unfair to evaluate a post-disaster housing program as to its effectiveness in decreasing vulnerability and preventing future disasters. As Burton states, "With rare exceptions, administrators and techniques have been trained to cope with disaster rather than to prevent it" [reference (2), p.197]. These were certainly not goals articulated by the agency responsible for constructing housing after Fifi. However, the authors feel that failure to evaluate specific projects by persons knowledgeable of the projects functioning, will only forestall the shift which Cuny calls for, "… from disaster response to disaster mitigation and prevention" [reference (4), p.123). In doing this we hope to add some specific case study data to the growing literature on disaster mitigation and prevention. Disaster vulnerability in Honduras is overwhelmingly related to flooding. More crucial than the materials and construction of housing is the issue of siting. If appropriately sited, houses made of bajarique, wood, or concrete block are able to withstand the heavy rains associated with a hurricane. Regarding the siting of the projects, the Honduras Project clearly has one positive and one negative accomplishment in the cases of Santa Rica and Flores, respectively. San Jose is less clear but is certainly a much safer site than those formerly occupied by the residents, in that there is no danger of flooding. The present site was not flooded during Fifi nor did it experience mudslides. However, the future is not so clear regarding the latter. Within the village proper a large amount of vegetation has been added which will tend to stabilise the soil on the steeper slopes. The streets, however, are seriously eroded and probably can not be maintained for vehicle usage, which does not pose a serious problem to the residents as none possess automobiles or trucks. One large gully bisects the village and receives run-off from the adjacent hills. It has been expanding, which would suggest that the slopes above the village could prove problematic in case of a Fifi-sized storm. Flores is located on a very poor site in reference to prevention and mitigation. It is located in a portion of the Sula Valley which is prone to flooding and, as mentioned before, was inundated by over 2m of water during hurricane Fifi. No prevention techniques were possible by NAEA/HEA and the houses were built on earthen mounds barely adequate to keep water out during the rainy season. The nearby dike which could possibly provide protection is non-functional due to poor maintainance. Given a storm of Fifi's magnitude, or possibly smaller, this site will again be flooded. Santa Rica is clearly well sited concerning flooding: it did not experience flooding during Fifi and is not flood prone. However, houses did experience some wall damage due to earthquakes following and associated with the Guatemalan quake of 1976. Due to the size and nature of the latter much "re-adjustment" occurred in the neighbouring fault system; however, damage to the houses was all superficial. We feel the residents were vocal about their concern due to the severity of the Guatemalan disaster and their lack of experience with concrete block houses. That the two sites (particularly Flores and partially San Jose) are vulnerable to future disasters cannot be considered solely the fault of an outside agency without local knowledge and understanding. In the engineering report issued during the construction it was explicitly stated that in Flores, "Future flooding remains a danger," [reference (6), p.49]. The future residents of Flores had gained access to the land from the National Agrarian Institute and were anxious to receive assistance in building homes. In fact, CARE, which had previously given these people tin roofing for houses, was threatening to take it back since the people had not yet started building. NAEA/HEA were responding to people in a rather desperate situation. But, on the other hand, they were responding to people who had been promised (not given) land by an agency of the Honduran national government which would be cognizant of the potential flooding at this site. Likewise, in San Jose, where mudslides and erosion remain a threat, the land was provided by a local government agency, the municipality. Although our goal in this discussion has not been to establish blame, we feel it imperative to mention the sequence of events that resulted in the questionable siting of Flores and San Jose. It is very easy and often accurate to place blame on outsiders who lack sophistication and knowledge about such matters. In this case local input did not result in post-disaster planning that is actually precautionary. This, we feel, illustrates the extreme complexity of cross-cultural aid, especially in the post-disaster period. It also points to the need for precautionary planning with reference to permanent post-disaster reconstruction.  相似文献

Flood proneness and coping strategies: the experiences of two villages in Bangladesh

This paper explores peoples' indigenous survival strategies and assesses variations in people's ability to cope with floods in two flood‐prone villages in Bangladesh. It reveals that people continuously battle against flood vulnerability in accordance with their level of exposure and abilities, with varied strategies employed at different geophysical locations. The paper reports that people in an area with low flooding and with better socioeconomic circumstances are more likely to cope with impacts compared to people in areas with high and sudden flooding. Similarly, households' ability to cope varies depending on people's socioeconomic conditions, such as education, income and occupation. Although floods in Bangladesh generate socioeconomic misery and cause damage to the environment, health and infrastructure, people's indigenous coping strategies have helped them to reduce significantly their vulnerability. Such flood‐mitigating strategies should be well recognised and emphasised further via proper dissemination of information through an early‐warning system and subsequently external assistance.  相似文献

We created a measure to help comprehend population vulnerability to potential flooding and excessive heat events using health, built environment and social factors. Through principal component analysis (PCA), we created non‐weighted sum index scores of literature‐reviewed social and built environment characteristics. We created baseline poor health measures using 1999–2005 age‐adjusted cardiovascular and combined diabetes and hypertension mortality rates to correspond with social–built environment indices. We mapped US Census block groups by linked age‐adjusted mortality and a PCA‐created social–built environment index. The goal was to measure flooding and excessive heat event vulnerability as proxies for population vulnerability to climate change for Travis County, Texas. This assessment identified communities where baseline poor health, social marginalisation and built environmental impediments intersected. Such assessments may assist targeted interventions and improve emergency preparedness in identified vulnerable communities, while fostering resilience through the focus of climate change adaptation policies at the local level.  相似文献

Mortality rates are among the main indicators of the human impact of armed conflict and many surveys have assessed this impact both for targeting and evaluating humanitarian aid programmes. Almost no epidemiological analysis such as calculating relative risk was performed nor were reference values clearly described. Here the aim is to review published mortality rates for a better understanding of age-specific mortality in armed conflict. Published mortality rates from conflict situations were collected and pre-conflict reference rates composed. We calculated the relative risk of dying in conflict compared to pre-conflict for children under 5 and people older than five years old. Although limited by reporting inadequacies, the results confirm the high vulnerability of children < 5 but identify a higher relative risk of dying among the > or = 5 year olds. Although not entirely new, this observation is not fully understood. Further systematic epidemiological research is needed to estimate and understand the impact of armed conflict on mortality.  相似文献

Modeling flooding extent from Hurricane Floyd in the coastal plains of North Carolina

Abstract

In this article two modeling approaches were developed based on the use of US Geological Survey digital elevation model (DEM) data. These models were utilized to delineate the extent of flooding induced by precipitation from Hurricane Floyd in a portion of Pitt County, North Carolina. The patterns of flood extent derived from the two models were compared to the extent of flooding indicated on a digital aerial photograph taken two days after peak flood levels had been reached. In addition, floodplain boundaries based on Federal Emergency Management Agency Q3 maps were compared to the extent of flooding on the aerial photo. Actual emergency response operations undertaken through the Pitt County Emergency Operations Center during the flood event are described, and are used to provide a context for evaluating the potential utility of these models. The flood extents produced by the modeling methods performed well at representing the actual extent of the flooding.  相似文献

Vulnerability of schools to floods in Nyando River catchment,Kenya

This paper assesses the vulnerability of schools to floods in the Nyando River catchment (3,600 km2) in western Kenya and identifies measures needed to reduce this vulnerability. It surveys 130 schools in the lower reaches, where flooding is a recurrent phenomenon. Of the primary schools assessed, 40% were vulnerable, 48% were marginally vulnerable and 12% were not vulnerable. Of the secondary schools, 8% were vulnerable, 73% were marginally vulnerable and 19% were not vulnerable. Vulnerability to floods is due to a lack of funds, poor building standards, local topography, soil types and inadequate drainage. The Constituencies Development Fund (CDF), established in 2003, provides financial support to cover school construction and reconstruction costs; CDF Committees are expected to adopt school building standards. In an effort to promote safe and resilient construction and retrofitting to withstand floods, this paper presents vulnerability reduction strategies and recommendations for incorporating minimum standards in the on‐going Primary School Infrastructure Programme Design.  相似文献

This paper presents the important findings of a study undertaken in two selected tsunami-affected coastal cities in Sri Lanka (Batticaloa and Galle) to measure the revealed and emergent vulnerability of coastal communities. International risk studies have failed to demonstrate the high vulnerability of coastal communities to tsunami in Sri Lanka. Therefore, indirect assessment tools to measure pre-event vulnerability have to be complemented by assessment tools that analyse revealed and emergent vulnerability in looking at the aftermath and impact patterns of a real scenario, as well as in examining the dynamics of disaster recovery in which different vulnerabilities can be identified. The paper first presents a conceptual framework for capturing vulnerability within a process-oriented approach linked to sustainable development. Next, it highlights selected indicators and methods to measure revealed and emergent vulnerability at the local level using the examples of Batticaloa and Galle. Finally, it discusses the usefulness and application of vulnerability indicators within the framework of reconstruction.  相似文献

Changes in transport accessibility as a result of flooding: a case study of the Mazovia Province (Eastern Poland)

This paper presents the results of research investigating the impact of flooding on the temporal aspect of transport accessibility at national, regional and local levels in the Mazovia Province – an administrative region in Poland. For the purposes of this study the authors measured the theoretical journey times by private transport between settlement units for two variants: journeys made under normal circumstances, that is, without a flood; and journeys made during a flood event, which would necessitate diversions to avoid flooded road sections. This allowed the theoretical journey time differences to be calculated. It was assumed that vehicles move at the highest permissible speed along routes allowing the shortest travel times. The methods of accessibility assessment employed in this paper are based on distance measurements and use isochrones and a cumulative approach. Analysis carried out by the authors has shown that for interregional, intraregional and local journeys, the flooding of a part of the Mazovia region results in changes in travel times, but their absolute and relative magnitudes vary widely. It was found that in the case of national scale journeys the majority of relative journey time increases were no greater than three times the normal duration, while on a local scale they do not exceed 75%. For areas with a high risk of flooding there should be obligatory analyses of changes in transport accessibility; this would facilitate effective flood risk management. Appropriate traffic management in crisis situations would facilitate emergency and rescue services and help inhabitants and any other persons in flooded areas.  相似文献

A multi-scale coastal vulnerability index: A tool for coastal managers?

Coastal hazard management involves the assessment of vulnerability in natural and human environments. Indices incorporating a diversity of indicators have therefore been used extensively to provide spatial analyses of the degree of vulnerability. Such indices are typically applied at global and national scales, and they involve varying degrees of simplification and aggregation of information. The degree of simplification that is desirable depends on the management scale, and higher resolution is required at the local compared to the global scale. To investigate the implications of spatial scale in depicting coastal hazard risk, coastal vulnerability indices were developed at national (Northern Ireland), local authority and site levels. Variables were separated into three sub-indices: a coastal characteristics sub-index concerned with the resilience and susceptibility of the coast to erosion, a coastal forcing sub-index to characterize the forcing variables contributing to wave-induced erosion and a socio-economic sub-index to assess the infrastructure potentially at risk. The three sub-indices were merged to calculate the overall index, which is portrayed in the form of colour-coded vulnerability maps. While a common tripartite index could be employed at national, regional and local scales, the nature of the data used to quantify many of the variables varies according to the scale of management. Some important local variations in vulnerability are masked by simplifications at the national scale. For some variables more detailed information is available as the spatial resolution of the study increases, while others become obsolete as data are of insufficient resolution to differentiate real variability at more detailed scales. The results highlight the importance of spatial scale in developing indices of vulnerability: while a common index architecture can be applied, the selection of variables must take account of the scale at which the hazard is to be assessed. It is likely that limits on index development will also be imposed by data availability at various scales.  相似文献

Understanding the causes of vulnerabilities for enhancing social-physical resilience: lessons from the Wenchuan earthquake

ABSTRACT

In an effort to understand the social-physical vulnerabilities from the 2008 Wenchuan earthquake, this research established and validated a conceptual model for natural disaster analysis. The earthquake severely impacted the built environment, with many buildings being destroyed in the earthquake and from secondary impacts. This vulnerable environment exacerbated the poverty in the local residents because of the lack of flat land and the inaccessibility of the mountainous areas. Therefore, there was an interactive relationship between the built environment vulnerability and the social vulnerability. Due to general poverty and low education levels, social vulnerability in rural areas is often the result of poor quality building construction; in the event of an earthquake, therefore, most economic losses and casualties are the result of building destruction. To enhance social-physical resilience, measures should be adopted to mitigate the vulnerability of the built environment and society through actions such as land use planning, the use of seismic-resistant technologies, and investment in infrastructure, education, industrial development, and environmental protection. This research extracts the reasons for the vulnerabilities through an examination of the interactions between the natural environment, the built environment, and the local society. The insights gained have significant theoretical and practical implications in assisting vulnerable communities resist and adapt to natural hazards to achieve sustainable development.  相似文献
