Community-based disaster risk management methods routinely include capture of local knowledge which is used to inform community-level risk reduction programmes and development plans. In Jamaica, development planning at the national level has relied historically on scientific knowledge, usually to the exclusion of local knowledge. However, community disaster risk management plans reviewed for this paper show that communities have very clear ideas on the threat posed by hazards, resources at risk from the hazards and ways of reducing the risk. Communities also appreciate the value of cultural and historical sites and are willing to sacrifice development in order to protect and preserve these sites. Such knowledge is valuable for informing risk-sensitive development planning, and should be captured within the formal development approval system. A model is proposed in which community and scientific knowledge can be integrated into the formal development approval process at the national level. The model includes integrating community representatives in technical committee reviews, capturing local knowledge through community consultations and subjecting community knowledge to validation prior to its use. Successful implementation of this model should result in more accurate field assessments for risk-sensitive development planning as local knowledge provides current, site-specific information. Better risk-sensitive development planning will ultimately lead to reduced exposure to hazards and reduction in losses from the impact of hazards for Jamaica.  相似文献

The accumulated knowledge and perceptions of communities 'at risk' are key elements in managing disaster risk at the local level. This paper demonstrates that local knowledge of flood hazards can be structured systematically into geographic information system (GIS) outputs. When combined with forecasting models and risk scenarios, they strengthen the legitimacy of local knowledge of at-risk populations. This is essential for effective disaster risk reduction practices by external actors, local non-governmental organisations (NGOs) and municipal authorities. The research focused on understanding coping strategies and 'manageability' of flood hazards as defined by communities. 'Manageability' is how people experience flooding in relation to their household capacity and the coping mechanisms available. The research in the Philippines highlights the significance of localised factors, including socioeconomic resources, livelihoods, seasonality and periodicity, for understanding manageability. The manageability concept improves practice at the municipal level by legitimising local coping strategies, providing better indicators, and developing understanding of flooding as a recurrent threat.  相似文献

本文从自然致灾因子危险性和承灾体易损性2个方面选取评价指标,在南通市基础图件的基础上,通过GIS软件分析分别得到南通市自然致灾因子危险性分区图和社会经济易损性分区图.两图叠加后,生成南通市自然灾害风险区划基本单元,采用自下而上的定量区划方法,合并得到自然灾害风险区划图,最后分别论述了每个风险区的自然灾害和社会经济的特征.通过对风险区划指标和区域划分的探讨,以期为南通市防灾减灾工作提供科学依据.  相似文献

The coast has always been an area of significant hazards. In situations of community self-sufficiency, consequences of coastal hazards might be isolated to regions directly affected by the hazard. But, in the current global economy, fewer and fewer communities are isolated; damage to one location frequently has consequences around the globe and coastal community resilience can have broad-reaching benefits. Hazard responses for the built coastal environment have typically been resistance: constructing stronger buildings, enhancing natural barriers or creating artificial barriers. These approaches to hazard reduction through coastal engineering and shoreline defence efforts have been crucial to sustained coastal development. However, as coastal forces continue or magnify and resources become scarcer, resistance alone may be less effective or even unsustainable, and interest in resilience has grown. Resilience is a community's ability either to absorb destructive forces without loss of service or function, or to recover quickly from disasters. Community resilience encompasses multiple elements, ranging from governance to structural design, risk knowledge, prevention, warning systems and recovery. This paper focuses on hazards of coastal communities, and provides a review of some recent engineering efforts to improve the resilience elements of risk knowledge and disaster warnings for coastal disaster reduction.  相似文献

Linking community knowledge with modern techniques to record and analyse risk related data is one way of engaging and mobilising community capacity. This paper discusses the use of the Geographic Information System (GIS) at the local level and the need for integrating modern technology and indigenous knowledge into disaster management. It suggests a way to mobilise available human and technical resources in order to strengthen a good partnership between local communities and local and national institutions. The paper also analyses the current vulnerability of two communes by correlating hazard risk and loss/damage caused by disasters and the contribution that domestic risk maps in the community can make to reduce this risk. The disadvantages, advantages and lessons learned from the GIS flood risk mapping project are presented through the case study of the Quang Tho Commune in Thua Thien Hue province, central Viet Nam.  相似文献

由小天体与地球相撞而造成的撞击灾害是发生在太阳系尺度上的特大自然灾害:所谓小天体,是指那些可能与地球相撞的近地小行星、短周期彗星和长周期彗星,撞击灾害比洪水、地震和其他自然灾害更少发生,可是撞击灾害的后果却严重得多,甚至严重到可以引起地球生物大规模绝来的程度,并非所有撞击地球的小天体都能造成撞击灾害,能量低于10Mt的小天体就不能形成撞击灾害,而能量接近全球撞击灾害阈值(10^5-10^6Mt)的撞击灾害风险最大,全球撞击灾害是目前我们唯一知道能够造成世界上当大部分死亡的自然灾害,并且它的风险水平与我们熟悉的许多自然灾害相当。  相似文献

海冰灾害是中国海洋灾害的主要灾种之一。渤海和黄海北部地区由于受冬季风带来的寒潮天气影响成为中国最主要的结冰海域。基于灾害风险理论,将研究区海岸带上17个地级市的71个县区作为评价单元,对海冰灾害风险进行评估。选取冰期天数和最大冰厚2个指标,计算致灾因子危险度指数;选取涉海人口密度、海洋经济密度、海洋一产比重等3个指标,计算承灾体脆弱性指数;综合危险度指数与脆弱性指数计算各县区的海冰灾害风险指数,并绘制风险等级图。该风险等级图揭示了海冰灾害风险在渤海和黄海北部地区海岸带上的分布状况,为中国制定海冰灾害风险防范策略提供参考。  相似文献

ABSTRACT

Destructive earthquakes in urban or rural areas around the world have caused severe damage to local societies. Pre-disaster prevention and post-disaster reconstruction can significantly reduce the impact of earthquakes on communities. To explore the popular research topics and trends in this area, CiteSpace was used to develop a knowledge map visualization. It was found that the main research into earthquake disaster prevention and reconstruction has been focused on disaster risk reduction planning, disaster mitigation knowledge, participatory disaster governance, and community resilience building. In this Special Issue, there were six distinctive earthquake disaster research papers that covered scientific, social, and institutional aspects. It was concluded that to reduce the effects of earthquake disasters, an interdisciplinary research approach and systems thinking is needed. The investigation also revealed that there has been a paradigm shift from post-disaster reconstruction to pre-disaster prevention to build community and urban resilience.  相似文献

Resilience is widely seen as a desirable system property in environmental management. This paper explores the concept of resilience to natural hazards, using weather-related hazards in coastal megacities as an example. The paper draws on the wide literature on megacities, coastal hazards, hazard risk reduction strategies, and resilience within environmental management. Some analysts define resilience as a system attribute, whilst others use it as an umbrella concept for a range of system attributes deemed desirable. These umbrella concepts have not been made operational to support planning or management. It is recommended that resilience only be used in a restricted sense to describe specific system attributes concerning (i) the amount of disturbance a system can absorb and still remain within the same state or domain of attraction and (ii) the degree to which the system is capable of self-organisation. The concept of adaptive capacity, which has emerged in the context of climate change, can then be adopted as the umbrella concept, where resilience will be one factor influencing adaptive capacity. This improvement to conceptual clarity would foster much-needed communication between the natural hazards and the climate change communities and, more importantly, offers greater potential in application, especially when attempting to move away from disaster recovery to hazard prediction, disaster prevention, and preparedness.  相似文献

In response to increasingly frequent and severe flooding events, tracking the explanatory elements of integrative planning effort can provide useful assessment of initiatives that foster improved community disaster resiliency. In this research, we address the effect of local hazard mitigation plan quality on mitigating disaster risk with an emphasis on the relationship between plan quality and community resilience. Using content analysis and principles of plan quality metrics, we evaluate local hazard mitigation plans to determine how well they support disaster risk reduction. Analytically, these metrics and relevant controls were incorporated into both a log-linear two-stage least squares model and a quantile regression model to explain flood loss at the county level for the US Mississippi River Basin. Findings suggest that better plan quality and high levels of community resilience result in reducing disaster losses.  相似文献

The benefits of indigenous knowledge within disaster risk reduction are gradually being acknowledged and identified. However, despite this acknowledgement there continues to be a gap in reaching the right people with the correct strategies for disaster risk reduction.

This paper identifies the need for a specific framework identifying how indigenous and western knowledge may be combined to mitigate against the intrinsic effects of environmental processes and therefore reduce the vulnerability of rural indigenous communities in small island developing states (SIDS) to environmental hazards. This involves a review of the impacts of environmental processes and their intrinsic effects upon rural indigenous communities in SIDS and how indigenous knowledge has contributed to their coping capacity. The paper concludes that the vulnerability of indigenous communities in SIDS to environmental hazards can only be addressed through the utilisation of both indigenous and Western knowledge in a culturally compatible and sustainable manner.  相似文献

The development-disaster risk management agenda has been shaped over the last 25 years by development policies and practices that have isolated lesser developed countries' development agenda from dealing with risk to natural hazards, by intentional actions to create a theory and practice of disaster risk management alongside other cross-cutting issues, by attempting to nurture emergency management in the context of disaster risk management and by fostering competition for resources. Sovereign states, multilateral development banks and the international development community should collaborate in shifting paradigms to: consider all development actions as initiatives to reduce risk; separate emergency management policy and practice from disaster risk management; fold disaster risk management and climate change adaptation into development planning and lending processes so as to address risk to natural hazards; promote hazard, vulnerability and risk information as a public good; and insist on accountability and responsibility to natural hazard risk all along the development continuum.  相似文献

Worldwide, recognition of the growing risk faced by communities in many countries from natural hazard events has stimulated interest in promoting people's capacity to co-exist with often beneficial, but occasionally hazardous, natural processes by encouraging the adoption of preparedness measures. Starting from recognition that levels of hazard preparedness are generally low, this paper examines how people's decisions about hazard mitigation derive from how they interpret the hazards, their relationship with the hazards and the sources of information about hazards. It describes how interpretive processes at the person (outcome expectancy), community (community participation and collective efficacy) and societal (empowerment and trust) level interact to predict levels of hazard preparedness. The data support the argument that the effectiveness of public hazard education strategies community preparedness can be increased by integrating risk management activities with community development strategies. The cross-cultural validity of the model is discussed using data from communities in New Zealand, Indonesia and Japan. Testing the model across countries and hazards (e.g. earthquakes, volcanic hazards) supports its all-hazards and cross-cultural applicability. The theoretical (e.g. identifying the degree to which the processes that underpin how people respond to hazard threats are culturally equivalent) and practical (e.g. providing a common basis for collaborative learning and research between countries and providing risk management agencies in different cultures with access to a wider range of risk management options) implications of the cross-cultural equivalence of the model are discussed.  相似文献

The role of religious factors in the disaster experience has been under‐investigated. This is despite evidence of their influence throughout the disaster cycle, including: the way in which the event is interpreted; how the community recovers; and the strategies implemented to reduce future risk. This qualitative study examined the role of faith in the disaster experience of four faith communities in the Hawaiian Islands of the United States. Twenty‐six individuals from the Bahá'í, Buddhist, Church of Jesus Christ of Latter‐day Saints (LDS), and United Methodist Church communities participated, including 10 faith leaders and 16 laypersons. The results suggest that religious narratives provide a framework for interpretation of, preparedness for, and responses to disasters. Preparedness varied widely across faith communities, with the LDS community reporting greater levels of preparedness than other communities. Recommendations include the development of collaborative efforts between disaster managers and faith leaders to increase preparedness within faith communities, which may facilitate community‐wide disaster risk reduction.  相似文献

This paper reviews climate change impacts and the existing disaster risk management system in Japan and offers the results of a structured questionnaire survey of the community leaders and disaster risk management personnel of Saijo city of Japan that assesses their perceptions about dealing with the extreme disasters by the existing disaster risk management systems. This study was inspired by the record number of typhoon landfall that has surprised the local government and communities in 2004. While unearthing the hidden vulnerabilities in cities like Saijo, this event has loosened the confidence of local communities on the disaster risk management systems. From the study, we conclude that the existing disaster risk management systems need further fillip and that the proactive community involvement in disaster risk management is still in nascent stages. Associating with the scientific community, involving the local communities (including the elderly), enhancing the redundancy in disaster risk management systems, inculcating strategic thinking and micro-level planning, conducting vulnerability assessments by considering the special circumstances including resource constraints of small cities and better policy coordination across the administrative hierarchy are some important considerations for dealing with the uncertainty brought by the extreme events.  相似文献

This paper explores the circumstances in which communities may effectively reduce risks. It draws on the example of two ‘Risk and Resilience Committees’ (RRCs) that were established in Nepal as part of an action research project: one in Panchkhal in the central region, operating as a community‐based organisation (CBO); and the other in Dhankuta in the eastern region, embedded in municipal government. In‐depth interviews were conducted with RRC members. Wider community preferences for risk reduction were examined through a questionnaire survey. In Dhankuta, the RRC obtained further funding, developed strong upward and downward institutional links, and applied a ‘disaster risk reduction lens’ to existing local government responsibilities. In Panchkhal, RRC activities have been limited by funding and have focused on the strengthening of livelihoods. It may be concluded tentatively that community‐based disaster risk reduction activities are more successful when they are institutionally embedded in local government structures.  相似文献

It is generally recognised by the disaster risk management and development communities that disasters have a negative impact on development, and indeed can set back development by years. This realisation led to a new paradigm for the management of hazards and their impacts, namely an integrated approach which emphasises disaster risk reduction being incorporated into national development planning. Awareness, however, does not necessarily translate into implementation. ‘Reduce the underlying risk factors’, Priority for Action 4 of The Hyogo Framework for Action 2005–2015, reported the lowest average score for progress of the five priority areas. Challenges to progress, as reported by Governments included inappropriate development practices, high levels of poverty and other factors which increase vulnerability. Various authors have recognised the difficulty of consistently and successfully integrating disaster risk reduction into development planning. This integration is particularly challenging for Small Island Developing States (SIDS) which face high exposure to hazards, vulnerable populations and limited resources, often both human and financial. The efforts of Jamaica, a Caribbean SIDS, at integrating disaster risk reduction into national development, and some factors which proved to be important in making progress are presented here. This retrospective paper is written from the perspective of a participant observer and traces developments in disaster risk management over three decades, 1980–2010. Integration and inclusiveness, use of quantitative methods and application of risk assessments are identified as being important in gaining acceptance for disaster risk reduction.  相似文献

Although the development community has long recognised that securing land tenure and improving housing design can benefit significantly informal settlement residents, there is little research on these issues in communities exposed to natural disasters and hazards. Informal settlements often are located on land left vacant because of inherent risks, such as floodplains, and there is a long history worldwide of disasters affecting informal settlements. This research tackles the following questions: how can informal settlement vulnerabilities be reduced in a post‐disaster setting?; and what are the key issues to address in post‐disaster reconstruction? The main purpose of the paper is to develop a set of initial guidelines for post‐disaster risk reduction in informal settlements, stressing connections to tenure and housing/community design in the reconstruction process. The paper examines disaster and reconstruction responses in two disaster‐affected regions—Jimani, Dominican Republic, and Vargas State, Venezuela—where informal settlements have been hit particularly hard.  相似文献
