‘Strategic minerals’ is an ambiguous term. The objective of this article is to explore the major and competing usages of this essentially contested concept, with particular attention being paid to the relevant usages for both scholarly and policy-making purposes. The author examines two opposing definitional tendencies, which he labels ‘restrictionist’ and ‘broad-interpretationist’, and concludes that despite great merit in the arguments of those who would restrict the usage of the term strategic minerals, the concept itself will continue to be interpreted differently by minerals analysts.  相似文献

An analysis using reserves as a measure of resource abundance suggests that natural resource abundance has not been a significant structural determinant of economic growth in the seventies and eighties. The story behind the effect of natural resources on economic growth is a complex one that typical growth regressions do not capture well. Preliminary evidence suggests that natural resources may affect economic growth through both ‘positive’ and ‘negative channels.’ Potential reverse causality running from these ‘channels’ to fuel and mineral reserves further complicates the analysis. I conjecture that, as economic historians suggest, the ability of a country to exploit its resource base depends critically on the nature of the learning process involved.  相似文献

The distinction between an exploitable and a non-exploitable mineral deposit is dynamic, varying as a function of changing economic and technological factors. A conceptual framework is proposed: ‘reserves’ are restricted to known currently exploitable deposits; ‘known resources’ are reserves plus currently non-exploitable deposits; ‘total resources’ are known resources plus all deposits not yet discovered. The short-term inadequacy of some mineral reserves requites a policy of accelerated mineral exploration and rapid development of new exploration techniques. Future problems could be avoided if the nature of resources is recognized and new mineral extraction and processing techniques for lower grade and unconventional mineral deposits are developed.  相似文献

The feasibility of trebling production of essential non fuel minerals by AD 2000 is considered in relation to a rise in world population to 6 billion (109). Adequate supplies of common bulk ‘minerals’ like sand and gravel, brick clays and saline deposits, are assured, but mining will place additional strains on local environments. Ores of the metals that can be regarded as available in sufficient quantities include iron, aluminium, chromium, titanium, copper and nickel, and possibly also lead and zinc. In spite of the geological constraints imposed by complexity of geometry and genesis, reasoned resource estimates are possible for these, but they may not be feasible for rarer necessary minerals, such as those of the precious metals, mercury, niobium and flourine. The extraction of even the commonest of the non fuel minerals is conditioned by the availability of abundant energy at economic prices – this should be regarded as the critical factor.  相似文献

The quest for sustainable communities might be fostered by a new ‘place-based’ governing approach that engages civil society and other actors in local decision-making processes. In Canada, lessons can be learned from the establishment and maintenance of biosphere reserves by networks of local communities of interests and other organisations. Biosphere reserves are created to promote conservation, biodiversity and sustainable livelihoods. Municipal and public participation in these reserves can be encouraged, promoting a local sense of place as well as sustainable community and regional development. An examination of two Canadian biosphere reserves, Riding Mountain and Long Point, illustrates how local governments and these reserves might assist each other in their mutual goals of long-term sustainability while offering a worthwhile model of local collaborative, place-based governance.  相似文献

This paper examines the utility of a methodology for forecasting the lifecycle of metals obtained from non-renewable resources which are subject to high rates of growth in consumption. A rate method is used, subject to arbitrarily chosen upper limits of reserves. One general pattern which emerges is that extraction of the resource will tend to rise exponentially in face of falling rate of discovery of new reserves; a degree of ‘overshoot’ occurs. In other words, an economy might continue to be geared to a given non-renewable resource with a degree of optimism about reserve life being maintained until well after it is justifiable and there may be inadequate time for the price mechanism alone to operate to generate development of substitutes, and for the introduction of intensive recycle technology or greater selectivity and economies in the use of the original resource.It is concluded that the methodology used here could be useful to study the possible forms of lifecycles for the base metals.  相似文献

The concentration of minerals in the crust forms a continuous distribution between the higher grade reserves mined as ore and the low-grade background mineralization of waste rock. A lognormal distribution could be generated by a mineralization process compatible with the theory of plate tectonics. A computer model of this process is demonstrated. The discussion is extended to other base metals and in particular to the distribution of reduced carbon. Neither base metals nor fossil fuels are ever likely to be exhausted, but they may rise in cost and be superseded by cheaper substitutes.  相似文献

Biodiversity planners increasingly recognise the need for delivering action on a ‘wider countryside’, rather than on a purely site‐centred, basis. Ecological processes often take place at the ‘landscape scale’ and are not sufficiently accommodated within reserves, and a failure to reflect this in biodiversity planning has been one of the contributors to species and habitat decline. However, there are generally few powers to enforce compliance with spatial rural land‐use strategies, and biodiversity plans at the landscape scale must rely heavily on incentives, advice and goodwill. Not surprisingly, this results in a substantial gap between policy and implementation. One way of analysing the causes of, and potential solutions to, implementation failure is to examine the barriers to plan uptake. This paper addresses barriers to biodiversity action in three case‐study areas in terms of ‘force fields’, depicting the nature and strength of negative and positive influences on land managers and conservation staff. It is concluded that a clearer understanding of the nature of ‘barriers’ can lead to improved targeting on potential ‘bridges’ to a better future.  相似文献

The factors which influence the size and value of mineral reserves are discussed and an example is given of a more rigorous system for measuring supplies of non-renewable resources.The extent to which reserves and resources of minerals can be used as leading indicators of future mineral production is examined and examples of the dangers of over-reliance on this factor are described.Key aspects, such as confidence limits, differences in the economic exploitability, the dynamic nature of reserves, and their variability in grade, are examined in some detail using the South African coal industry as an example.  相似文献

ABSTRACT

In the North Sea, many oil and gas fields will reach the end of their productivity and their associated structures will be decommissioned. OSPAR decision 98/3 prescribes removal of all disused offshore structures as the only acceptable decommissioning option. This policy is the legacy of the 1995 Brent Spar incident, which resulted in the current dominant discourse of ‘Hands off the Oceans,’ ruling out the conversion of oil and gas rigs into artificial reefs (Rigs-to-Reefs (RtR)). The shift from a conservation to a restoration paradigm could open up the RtR debate. In this paper, a discourse analysis is carried out to discern whether and how ideas about RtR and ecosystem restoration are articulated to challenge the dominant ‘Hands off the Oceans’ discourse and thereby bring about change in North Sea decommissioning policy. A discourse analytic framework is applied to elucidate whether an ‘RtR as Restoration’ discourse can be distinguished and how competing claims are presented in the various storylines. Our analysis shows an ‘RtR as Restoration’ discourse, consisting of four different storylines. Given the fragmented nature of this discourse, the ‘RtR as Restoration’ discourse will not overcome the dominant ‘Hands off the Oceans’ discourse.  相似文献

The author reviews recent estimates of world resources and reserves and notes that reserves tend to grow with mineral consumption. Legal and economic constraints to the extraction of minerals are at least as important as physical availability. The author also points out that there is far more investment in minerals (government induced investment, companies diversifying into mining, etc) than some commentators suggest. However, the large mining projects of the 1960s belong to the past, and supplies of minerals may well become tight if there is a concerted economic boom.  相似文献

Mineral reserves are unevenly and erratically distributed throughout the world; those countries which were intensively explored in the past — the USA, Canada, the USSR, Australia, South Africa, and a limited number of Asian, African, and Latin American countries — control a large share of many of the industrially important metallic minerals. Current attitudes towards exploration and the mining industry in both the developed and the less developed countries should clearly encourage rather than discourage new exploration. Given an increase in exploration, new reserves may well be found in previously unexplored areas, but any major increase in world mineral supplies will probably come from mining very low- grade deposits and developing new methods of mining and processing non-conventional ores. While it is vital to increase research and development in exploration techniques and mining and processing technology, it is also critical to maintain current levels of consumption and trade by reversing the trend towards trade restriction on the part of some of the less developed countries who are important mineral exporters.  相似文献

Since the Earth Summit in Rio, declining biodiversity has become a subject of general concern for many countries. To counter these negative trends, government nature policies in Europe at least are now thought out primarily in terms of networks. They concern new areas outside nature reserves, new players and new management strategies. Consequently, these policies should themselves become the subject of new public debate. Our study concerns the analysis of the forms used to collect the data required to set up the European Union's Natura 2000 network and maps drawn as part of the Council of Europe's Pan-European Ecological Network strategy. The aim of this article, which takes the perspective developed by the sociology of science, will be to show how the forms and maps used in these new nature policies produce knowledge that precedes policy discussions to search for the best possible socio-political compromises. In other words, the knowledge that is collected in and by means of these documents, forms and maps offers a cognitive way of ‘framing’ the subsequent public debates. This paper’s purpose is to predict China’s uranium resources demand from 2016 to 2030 based on experimental modeling. In addition, we discuss the future supply structure of China’s uranium resources by analyzing the domestic and foreign supply capacity of China’s uranium resources. According the forecast results, Chinese uranium resource demand will reach 21385 tU in 2030 under a medium scenario. Due to the poor endowment of uranium resources, China’s domestic uranium production will increase slowly. It can be calculated that the total demand of uranium resources in China during 2016–2030 will be 216581 tU, the cumulative production of domestic production will be 37900 tU, the overseas production will be 41950 tU, and the international market purchases will be 130574 tU. Hence, the cumulative degree of dependence on foreign resources is approximately 80%. China’s foreign dependence on uranium will be greater than for oil, and the situation will become extremely serious. Therefore, we put forward several suggestions to ensure the supply of China’s uranium resources: (1) strengthening mineral exploration and increasing domestic production, (2) actively operating the “going out” strategy, (3) enhancing the enterprise competition ability, and (4) establishing uranium resource reserves. By these means, China could efficiently guarantee the domestic uranium resource security and respond to the competition of India’s uranium resources demand increased.  相似文献

Two kinds of disparities pervade China and threaten its well-being. The first, regional disparities focus on levels of economic development, which vary considerably across China. The second is largely a corollary of the first, referring to mismatch in energy supply and demand, with some places suffering severe shortages while others are blessed with significant surpluses. Western China enjoys the dubious distinction of recording the country's lowest levels of economic development while, paradoxically, being blessed with plentiful reserves of energy and non-energy minerals. Turning those surplus resources to good account through transferring them to minerals and energy-hungry Eastern China is seen by policy-makers as something of a panacea. Not only will such a strategy significantly boost Western China's economic prospects, but it will eliminate the resource shortages currently constraining the East's vibrant growth. The issues of regional disparities, energy mismatches and transfers of these resources are discussed, with attention given to both spatial and time perspectives. The paper concludes with a cautious endorsement of the policy initiatives that promote the strategy of mineral transfers.  相似文献

Two models of escape behaviour are contrasted in an analysis of flight from a fire by 128 people in a public building. The ‘panic’ model assumes that escape involves a homogeneous population of individuals concerned with self-preservation, competing with each other for limited exits. The ‘affiliative’ model2 predicts individuals with close psychological ties will attempt to escape in groups of two or more; flight is assumed to involve escape to familiar persons and places. Causal loglinear analysis was used to model the inter-relationships between four variables in a 2 × 2 × 3 × 2 cross-classified categorical table: (A) Group Membership (family/mixed); (B) Group Attachment at Cue (attached/separated); (C) Cue (ambiguous/verbal/unambiguous); (D) Group Affiliation at Exit (affiliated/separated). Associations were found between [BC] and [ABD] indicating strong support for model. In a situation of potential danger ‘separated’ individuals responded more often to ‘ambiguous’ cues. ‘Family’ members who were attached at cue were most likely to be together and ‘mixed’ group members apart when exiting from the building. Family members tried to adopt an optimal strategy for group rather than individual survival.  相似文献

我国正逐步完善以国家公园为主体的自然保护地体系的顶层设计,将国家公园定义为具有国家代表性的"陆域或海域"。但与国外相比,我国现有海洋类自然保护地单个及总体面积都不大,管理上也存在碎块化的问题,没有地域广阔、覆盖更完整生物链的国家海洋公园,离实现海洋生态系统性保护的目标尚有距离。而事实上,我国已经具备相关制度供给,既拥有国际规范支撑,也积累了本国海洋类自然保护地建设的法治成果,只是仍存在一些制度障碍需要克服,需进一步优化、整合原有的海洋类自然保护地体系以匹配新体制。建议明确国家海洋公园的国家公园属性,调整国家公园的监管主体,统筹陆海不同的功能分区,构建中国特色的国家海洋公园管理体制。  相似文献

In small populations the lack of mating individuals may cause a reduction in reproductive potential which can restrict population expansion or cause further population declines. This is especially true in outcrossing monoecious and self-incompatible dioecious plant species. Principles of pollen dispersal suggest that many small to medium size population reserves of round shape will maximize the pollen interaction within and between island reserves. Diverse and low-density ecosystems require more total area in reserves than low-diversity and high-density ecosystems.  相似文献

The natural environment benefits greatly from the work of volunteers. However, little is known as to why people are willing to volunteer their time to such programs. The study participants were 401 volunteers from six natural resource organizations. The study identified and assessed motivations of volunteers within the conservation and natural resources arena. The results suggest that there are many volunteer motivations, although ‘helping the environment’ clearly emerged as most important. Second-tier motivations included ‘improving areas that volunteers use for their own recreation’, ‘expressing their values’, ‘learning about the natural environment’ and ‘socializing with people with similar interests’. Managers need to consider these motivations, developing programs in order to provide volunteers with an experience that meets their motivations. By developing programs with volunteer motivations in mind, managers will better be able to recruit and retain volunteers within their organizations.  相似文献
