In his recent article, Cairncross identified problems with legislation relevant to the conservation of national geological heritage. This permits us to pose some more general questions, which are not addressed in the noted contribution. The example given by Cairncross indicates some pitfalls linked with the “all-inclusive” nature of legislation in which geological heritage is mixed with cultural heritage. Are such laws really helpful? Even if they are inevitable, they should be prepared with great caution. Moreover, it appears sensible to discuss whether particular geological objects or geodiversity as a whole should be legally conserved. Cairncross also proposes the interesting idea of a special fund/agency for purchasing rare mineral specimens for museums. This raises a set of questions about selection criteria for minerals to be purchased, types of market to be dealt with, number of fund/agency staff, necessary financial resources, and the administration of such purchasing schemes. Broad multi-stakeholder debates are necessary in order to establish the proposed fund/agency and to facilitate its efficient work.  相似文献

The international minerals industry continues to have a substantial investment shortfall. The widening exploration and mineral development gaps, not only in the lesser developed countries but also in the developed nations, are sowing the seeds for future mineral supply disruptions and conflicts. Mutuality of interests demands concerted initiatives, individual as well as collective, to reverse the investment trends established by international mineral finance and the multinational corporations in order to pave the way for secure mineral supplies in the future at acceptable prices.  相似文献

The USSR has long been regarded as a resource-rich country with no need for external sources of non-fuel mineral resources. Increasingly, however, it is beginning to appear that such an assessment of the Soviet non-fuel mineral resource picture is overly optimistic. The Soviet mineral industry is beset by a variety of problems which complicate the extraction and utilization of needed minerals. The USSR remains a resource-rich country, but the difficulties it encounters exploiting its resources are multiplying. This article examines the Soviet aluminium, chromium, cobalt, copper, gold, iron, lead, manganese, platinum, titanium and zinc industries, and offers views of the Soviet resource future in each area.  相似文献

Continental Antarctic terrestrial and freshwater environments currently have few established non-native species compared to the sub-Antarctic islands and other terrestrial ecosystems on Earth. This is due to a unique combination of factors including Antarctica's remoteness, harsh climate, physical geography and brief history of human activity. However, recent increases in national operator and tourism activities increase the risk of non-native propagules reaching Antarctica, while climate change may make successful establishment more likely. The frequency and probability of human-assisted transfer mechanisms appear to far outweigh those of natural propagule introductions by wind, water, birds and marine mammals. A dilemma for scientists and environmental managers, which is exacerbated by a poor baseline knowledge of Antarctic biodiversity, is how to determine the native/non-native status of a newly discovered species which could be (a) a previously undiscovered long-term native species, (b) a recent natural colonist or (c) a human-mediated introduction. A correct diagnosis is crucial as the Protocol on Environmental Protection to the Antarctic Treaty dictates dramatically different management responses depending on native/non-native status: native species and recent natural colonists should be protected and conserved, while non-native introductions should be eradicated or controlled. We review current knowledge on how available evidence should be used to differentiate between native and non-native species, and discuss and recommend issues that should be considered by scientists and managers upon discovery of a species apparently new to the Antarctic region.  相似文献

The USA is becoming increasingly dependent on key strategic metals (such as chrome, cobalt, manganese and platinum-group metals) from politically unstable regions of the world. This dependence is the result of an inconsistent and fragmented US non-fuel minerals policy. Neglect of the US minerals industry has led to a decline in US mineral production and processing capabilities. Options for a comprehensive US non-fuel minerals policy include increased domestic production; increased substitution and recycling; a domestic stockpiling programme; and diversification of, and ensured access to, foreign sources of supply. These four options are examined and recommendations are made for increased mineral surveys of public lands, a regulatory review, domestic production of strategic minerals, tax incentives, conservation, stockpiling, and a foreign policy that will ensure security of supply.  相似文献

The concept of value is central to mineral economics as it is all branches of economics. In the minerals sphere particular problems are posed for a theory of value by, firstly, the non- renewability of mineral resources, secondly the substantial effort that must be made to convert a mineral into a useful product, and finally the perception of minerals, both economically and symbolically, as peculiarly national forms of wealth. Some thoughts are offered on different approaches to mineral resource valuation and on the frequently conflicting principles of exploitation to which these various approaches give rise.  相似文献

With the entry into force of the Protocol on Environmental Protection to the Antarctic Treaty (the Protocol) in January 1998, key operational aspects of the newly established Committee for Environmental Protection (CEP), such as its advisory capacity to Antarctic Treaty Consultative Meetings (ATCMs) need to be urgently addressed. This paper advocates the use of a geographic information system (GIS) environmental database to reinforce the advisory capacity of the CEP. The demonstrated links between the provisions of the Protocol and GIS capabilities illustrate the potential this has to assist the CEP in delivering informed advice to ATCMs. The range of GIS applications that could be utilized by the CEP in fulfilling its functions are examined by reference to precedents in Europe (CORINE) and Australia (ARIS).  相似文献

We estimate the Marginal Cost of Public Funds (MCPF) for Peru using a detailed computable general equilibrium (CGE) model. Revenues from all major sources (including taxes on factors of production, natural resources such as energy and minerals, consumption, and imports) are examined. Our focus is on the efficiency implications of mineral and energy taxes, given their importance to Peruvian public finance. The primary data are from the Global Trade Analysis Project (GTAP) as modified to include detailed tax information from the Peruvian Ministry of Economy and Finance and the Peruvian Internal Revenue Service. Consistent with the theories of public finance, we find that the MCPF is greater for activities that face high or widely varying tax rates. The taxes on energy and mineral activities represent a clear illustration of this relationship. The results presented in this paper indicate opportunities to improved efficiency in the current tax mix, and also indicate the financing costs of proposed expenditures that would be funded with taxes on energy and natural resources.  相似文献

Minerals that are sold to collectors are often produced by artisanal and small scale miners in many developing countries. The market for collector minerals is not well understood by most government agencies or NGOs but has a large impact on the artisanal and small miners that have the opportunity to produce these minerals because of the high prices that can be realized. This paper describes the collector mineral market that is held annually in Tucson, Arizona, that analyzes the competitive forces that affect the profitability of the mineral dealers at the show and describes potential methods for artisanal and small scale miners to participate successfully in the show. Most collector minerals produced by artisanal and small-scale miners are valued for their aesthetic qualities instead of mineral content. The 43 shows that operate during the first two weeks in February make up the largest gem and mineral show in the world, the Tucson Show. The Tucson Mineral Show is a subgroup of six shows that specialize primarily in collector minerals.There are several competitive forces at the Tucson Mineral Show that can affect the profit potential of dealers that participate in the show. These forces include potential entrants, suppliers, buyers, substitutes, and rivalry among existing competitors. New entrants face several barriers to entering the market place including the supply side economies of scale, demand side benefits of scale, and capital requirements. Because of these barriers, the cost of doing business and the way that promoters organize and manage the shows, it is difficult for artisanal and small scale miners to enter the show and compete with established dealers. However, with support from entities such as local governments, non-profit organizations, and international organizations the artisanal and small scale miners have the potential to have their minerals sold at the Tucson Shows for prices that would be greater than what can be achieved in the local market. Methods to help the artisanal and small scale miners compete include direct sales or consignments to retail dealers, tailgating, development of sales co-operatives, and the creation of an artisanal/small scale mineral show.  相似文献

World Bank studies predict little or no change in mineral demand in the 1990s, and also an extended period, in real terms, of low mineral prices. In such a climate the fiscal strategy of government needs to be one which emphasizes revenue sources which are independent of mineral prices. In the 1970s, rising prices made fiscal regimes which capture economic rents attractive. In the 1990s, royalties and other duties which are dependent on the level of production and would also take advantage of any short boom in mineral prices would seem to be the best fiscal regime for a government to follow.  相似文献

There are a number of factors which are likely to limit the proportion of potentially recoverable resources that will actually be recovered. The most important of these concern the way minerals are distributed within the crust and trends in energy costs associated with mineral production. This article offers a pessimistic view of the prospects for mineral supplies early in the 21st century. The resource situation is even less hopeful when the possibility of extending the material living standards of the developed countries to everyone likely to be living on earth late next century is considered.  相似文献

Mining generates risk of environmental and social harm for Indigenous peoples but can also generate substantial revenues for them, creating opportunities for community development in a context where economic and social disadvantage is the norm. Especially as mining revenues should, in part, compensate for mining’s negative social and environmental impacts, it is vital that mineral taxation on Indigenous lands reflect a careful assessment of appropriate tax mechanisms and a matching of these with community priorities. Yet little has been written that could serve as a guide for Indigenous decision makers. This article contributes to an understanding of the issues and choices facing Indigenous communities in designing mineral taxation regimes, by focusing on the question of economic risk. Risk arises as a key variable in choosing or designing a mineral taxation regime in three ways. Different approaches to mineral taxation are inherently more or less risky, in the sense that they are more or less certain to generate tax revenues. A second aspect of risk involves the degree of economic certainty or predictability associated with different types of commodities and projects. Third, the risk tolerance of Indigenous peoples and communities can vary significantly. We show how Indigenous groups can integrate and address these different dimensions of risk, by recognising the ‘risk consequences’ associated with different approaches to mineral taxation and choosing an approach that reflects, as fully as possible, the group’s risk tolerance.  相似文献

The resources of the seabed and ocean floor beyond the limits of national jurisdiction were declared the ‘common heritage of mankind’ by the United Nations General Assembly. This article discusses the mineral resources located in this area and how the commercial availability of such resources was perceived to affect national interests. Although the exploitation of these resources would have benefited all states, some more than others, such exploitation was seen to have conflicting consequences on national interests in the light of the North-South dialogue in which trade and access to raw materials played a central role. The factual basis for these different national interests is examined by a discussion of the possible impact of mineral production from the deep-seabed on world markets and the policies implemented in the Convention on the Law of the Sea to ensure these interests are evaluated.  相似文献

South Africa has developed niche competencies around the extraction and processing of mineral resources. Firms involved in the manufacture and supply of inputs to mining and mineral processing represent a key source of competitive advantage upon which future growth and development in the country can be planned. Drawing on a qualitative and quantitative study of 678 supplier firms conducted in 2004, this paper presents an assessment of the state of the South African minerals inputs cluster. The various demand and supply relationships, dynamics, and growth opportunities within the cluster are highlighted and the threats affecting the cluster's future competitiveness reviewed. 南极内陆地区以其特殊的地理位置和特有的生态环境在研究全球变化尤其是气候变化中发挥不可替代的作用.随着越来越多的科考站在南极内陆地区建立,人类活动对南极环境的不利影响的程度和性质正在发生范围的扩散和层次的转移.本研究以中国昆仑站为例,依据不同类型活动的发生概率、范围、持续时间,严重程度的不同,对在南极内陆地区建立科考站所产生的环境影响进行了综合分析,结果表明,科考站的建设和运行对南极内陆环境及其附属的生态系统带来了不可避免的负效应,提出相关减缓措施以期尽可能减缓不良的环境影响,这不仅为日后南极科考活动提供规范化指导,还为南极内陆地区环境污染的控制及管理和可持续发展提供参考.  相似文献

The author reviews recent estimates of world resources and reserves and notes that reserves tend to grow with mineral consumption. Legal and economic constraints to the extraction of minerals are at least as important as physical availability. The author also points out that there is far more investment in minerals (government induced investment, companies diversifying into mining, etc) than some commentators suggest. However, the large mining projects of the 1960s belong to the past, and supplies of minerals may well become tight if there is a concerted economic boom.  相似文献

This article analyses the lifetimes of reserves of three dozen important minerals. Despite the high rate of their extraction in the past 30 years, the recorded reserves of these non-renewable materials were higher in 1981 than in 1950 and they seem to meet foreseeable demand for a long time to come, as indicated by the estimated static lifetime for each of the minerals covered. The dynamic nature of ‘reserves’ is emphasized: further exploration and scientific and technological advance will add to the present proven reserves, and at a higher price further resources will be ‘upgraded’ into commercially exploitable reserves. Apparent long-term security can be disturbed by natural disasters, political events or other factors, especially in the case of minerals whose reserves and production are highly concentrated in one country. However, any such interruption in the continuity of supply is likely to be short-lived.  相似文献

The USSR ranks as a major producer of virtually all energy and non-fuel minerals. Soviet minerals policy, a key component of national economic development, is based primarily on an unprecedented level of self-sufficiency. The author explains how recent changes in historical export-import patterns, decreasing ore grades, rising consumption, limitations imposed by the Soviet economic system, and depletion of easily accessible deposits could signify a future inability to sustain its supply independence. The apparent existence of vast, remote mineralized areas in Asia suggests self-sufficiency could remain an option available to Soviet leaders, but it would be even more expensive to maintain.  相似文献

The cumulative availability curve shows the quantities of a mineral commodity that can be recovered under current conditions from existing resources at various prices. The future availability of a mineral commodity depends on the shape of its cumulative availability curve (determined by geologic considerations, such as the nature and incidence of the available mineral deposits), the speed at which society moves up the curve (determined by future demand and the extent to which this demand is satisfied by recycling), and shifts in the curve (determined by cost-reducing technological change and other factors). While the shape of the curve for any given mineral commodity may or may not be known, it is knowable since the geologic processes responsible for the curve's shape took place many years ago. In contrast, the factors governing how fast society moves up the curve and how the curve shifts over time are not only unknown but also unknowable.Using lithium as an example, this article shows that knowledge about the shape of the cumulative availability curve can by itself provide useful insights for some mineral commodities regarding the potential future threat of shortages due to depletion. Despite the inherent uncertainties surrounding the future growth in lithium demand as well as the uncertainties regarding the future cost-reducing effects of new production technologies, the shape of the lithium cumulative availability curve indicates that depletion is not likely to pose a serious problem over the rest of this century and well beyond.  相似文献
