Correcting the carbon cycle representation: How important is it for the economics of climate change?

Economic analyses of the greenhouse effect are typically carried out within the framework of computable general equilibrium models which represent the climate system by simple two box proxies based upon the pioneering work of Nordhaus. Since errors in predicting the carbon budget can imply high costs, there is some need to include more sophisticated climate models into the economics of global climate change. This paper presents a non-linear pulse representation of the process-based and data-validated Bern carbon model. Compared to the Nordhaus approach this leads to different results with respect to optimal climate policy and atmospheric carbon dioxide concentration. In particular, our results suggest that economic studies which use a Nordhaus representation of the climate system are biased towards high carbon emission and low abatement levels. 相似文献

The contribution of wastewater from a tannery industry to the pollution of a stream was investigated. The main parameters studied were biochemical oxygen demand, chemical oxygen demand, chromium, dissolved oxygen, fecal and total coliforms, nitrogen, oils and greases, pH, phosphorous, sulfides, suspended solids, turbidity, and volatile solids. Three sampling points were located: (1) at the discharge point of tannery wastewater, (2) 50 m upstream, and (3) 80 m downstream of discharge point. The diatom community was studied in 110 sites within the Guadalquivir River catchment area, South Spain, in order to test the applicability of diatom biotic indices developed in other European regions to this site and to provide a useful tool for monitoring water quality in the river basin. We identified 399 taxa and calculated five diatomic indices (Specific Polluosensitivity Index (IPS), Biological Diatom Index, Trophic Diatom Index, Index of the European Economic Community, and Diatom-based Eutrophication Pollution Index (EPI-D)). Since the indices analyzed were highly correlated, their results could be compared. The indices that gave the best results were the EPI-D followed by the IPS, the latter being the most widely used index in Iberian catchments. Nevertheless, the EPI-D presented certain advantages: (1) this index correlated the best with the water chemistry in the catchment area; (2) EPI-D is not sensitive to the presence of taxa belonging to the Achnanthidium minutissimum complex frequently present in the Guadalquivir basin. Nevertheless, EPI-D retains its effectiveness and thus constitutes an easier index for application from a taxonomical standpoint. We estimated the general water quality of the entire basin on the basis of EPI-D. According to these results, 55% of the sites had either high or good water quality. The species that better characterized each water quality category in the study area were: A. minutissimum (high and good), Amphora pediculus (moderate), Nitzschia frustulum (poor), and Nitzschia capitellata (bad). 相似文献

It is argued that standard environmental economic and 'ecological economics', have the same fundamentals of valuation in terms of money, based on a demand curve derived from utilitymaximization. But this approach leads to three different measuresof value. An invariant measure of value exists only if the consumer has 'homothetic preferences'. In order to obtain a numerical estimate of value, specific functional forms are necessary, but typically these estimates do not converge. This is due to the fact that the underlying economic model is not structurally stable.According to neoclassical economics, any environmental remediation can be justified only in terms of increases in consumer satisfaction, balancing marginal gains against marginal costs. It is not surprising that the optimal policy obtained fromthis approach suggests only small reductions in greenhouse gases.We show that a unidimensional metric of consumer's utility measured in dollar terms can only trivialize the problem of global climate change. 相似文献

This study is the first to investigate the contamination of polychlorinated dibenzo-p-dioxins and polychlorinated dibenzofurans (PCDD/Fs) on surface soils in the vicinity of the first hazardous waste incinerator of Turkey. In the study, 24 soil samples were taken from a 1625-m-radius circle whose center is the stack of the incinerator. This process was repeated 1 year later. Since the acquired average PCDD/F concentrations of the two sampling campaigns (0.05 and 0.02 ng WHO-toxic equivalent (TEQ)/kg) were meaningfully low compared to the related literatures, a new sampling campaign was carried out to control this inconsistency, but this time in a foreign laboratory (0.56 ng WHO-TEQ/kg). In the same period, eight gas samples were taken from the stack under different operational conditions of the facility. According to the evaluations of the findings, the geographical-meteorological data of the study area and the specific operational conditions of the facility corroborate the concentrations of the first and the second soil samplings rather than the third one. The major underlying reason for the inconsistency of the soil concentrations may be the fact that the data analysis procedures used by the laboratories are different. The author suggests a hypothesis which argues that the soils in the vicinity of a hazardous waste incinerator may have significantly lower concentration levels than in related literatures. 相似文献

This paper discusses why estimates of the benefits of reduced air pollution differ in accordance with the approach used. Estimates based on bottom-up studies of the damage costs related to air pollution usually turn out much lower than estimates based on assessments of the utility of reduced air pollution, obtained for instance by willingness to pay assessments. This is usually explained by the fact that the willingness to pay approach includes the utility aspect of non-market values, and for this reason, it is often preferred to the damage cost approach. This is, however, not the whole story. The paper shows why alternative approaches should not be considered as being in conflict, but rather as means to get supplementary information necessary to put a value on environmental quality. Information from bottom-up assessments of damage costs and from studies of the willingness to pay is used in a macroeconomic model to carry out an evaluation of the social costs of energy saving measures in Hungary. 相似文献

Sampling design and three sample treatments prior the application of the seedling emergence method were tested in order to find the best method for seed bank quantification in arid Nama Karoo rangelands. I analyzed species composition and seed densities by contrasting undercanopy and open-matrix samples from two soil depths and by comparing the effects of cold-, heat-, and no stratification on germination rates of species in a greenhouse setting. The soil seed bank showed minimal similarity to the standing vegetation, with only 20 plant species germinated. Spatial distribution of seeds was highly heterogeneous. Nearly 90% of germinated seeds were located in 0- to 4-cm compared to >4- to 8-cm soil depth. Undercanopy seed banks contained significantly more species and seeds than open-matrix seed banks. Neither the number nor the diversity of seeds germinated differed significantly among the three treatments. Cold stratification tended to detect more species and seeds only at >4- to 8-cm soil depth. The results highlight the importance of spatial heterogeneity in the accurate evaluation of soil seed banks in the arid Nama Karoo and the importance of considering seasonal variability in the availability of readily germinable seeds. Data also suggest that sample pretreatment in germination trials may give little return for cost and effort, which emphasizes that it is more important to choose the sampling design most likely to give a representative number of seed bank species. Further studies are needed to analyze seed bank dynamics and species-specific germination requirements to promote recruitment of plant taxa underrepresented in the seed bank. 相似文献

A model is developed to predict annual and total above-ground carbon storage within a hybrid poplar stream buffer. The regression model predicts tree wet weight based upon circumference at breast-height (137 cm) with an r-square value of 0.9922. Carbon storage in above-ground biomass is estimated to be 3.57 to 3.71 metric tons per hectare, with a measured annual increment of 0.92 to 1.37 metric ton per hectare per year. The variability of carbon storage within this biological system, including soil organic matter, is explored, and the number of samples required to achieve a desired level of statistical certainty are predicted. As has been investigated previously for other biological systems (Garten and Wullschleger, 1999), the study shows that a prohibitively large number of samples must be taken in order to achieve high degrees of certainty about mean carbon storage values. The study also shows, however, that mean values with somewhat greater uncertainties can easily be achieved with much smaller sample sizes. Thus carbon sequestration verification might be accomplished cost-effectively if the degree of certainty required is not unrealistically high for highly variable natural systems. 相似文献

Monitoring an ecosystem at risk: What is the degree of grassland fragmentation in the Canadian Prairies? 总被引:1,自引:0,他引:1
Increasing fragmentation of grassland habitats by human activities is a major threat to biodiversity and landscape quality. Monitoring their degree of fragmentation has been identified as an urgent need. This study quantifies for the first time the current degree of grassland fragmentation in the Canadian Prairies using four fragmentation geometries (FGs) of increasing specificity (i.e. more restrictive grassland classification) and five types of reporting units (7 ecoregions, 50 census divisions, 1,166 municipalities, 17 sub-basins, and 108 watersheds). We evaluated the suitability of 11 datasets based on 8 suitability criteria and applied the effective mesh size (m eff) method to quantify fragmentation. We recommend the combination of the Crop Inventory Mapping of the Prairies and the CanVec datasets as the most suitable for monitoring grassland fragmentation. The grassland area remaining amounts to 87,570.45 km2 in FG4 (strict grassland definition) and 183,242.042 km2 in FG1 (broad grassland definition), out of 461,503.97 km2 (entire Prairie Ecozone area). The very low values of m eff of 14.23 km2 in FG4 and 25.44 km2 in FG1 indicate an extremely high level of grassland fragmentation. The m eff method is supported in this study as highly suitable and recommended for long-term monitoring of grasslands in the Canadian Prairies; it can help set measurable targets and/or limits for regions to guide management efforts and as a tool for performance review of protection efforts, for increasing awareness, and for guiding efforts to minimize grassland fragmentation. In this paper, we surveyed the concentration of nine trace elements (As, Cd, Cu, Fe, Mn, Ni, Pb, Tl and Zn) in bermudagrass (Cynodon dactylon) 3 years after the mine spill in Aznalcóllar (south Spain). The results were compared with those that had been obtained for the same species in a previous study, 18 months after the accident. Three types of soil condition were determined: i) unaffected soils (UN, control); ii) cleaned up and amended soils (A, amended); and (iii) non-amended soils, inaccessible to the clean-up and remediation operations (NA, non-amended). The trace element concentrations in the plants were lower than those reported in the first sampling for both washed (plant tissues) and unwashed plants (as consumed by herbivores). Apart from Cd, trace elements concentrations (plant tissues) were similar in the A and the UN soils. In the NA soils, the Cd, Fe, Mn, Zn and Pb levels in unwashed plants were excessive for animal consumption. This wild grass seems to be suitable as a soil stabilizer for spill affected soils and as a biomonitor for soil pollution by some trace elements (As, Cu and Zn); however, its potential for phytoextraction is negligible. 相似文献

Wind energy is growing worldwide as a source of power generation. Bat assemblages may be negatively affected by wind farms due to the fatality of a significant number of individuals after colliding with the moving turbines or experiencing barotrauma. The implementation of wind farms should follow standard procedures to prevent such negative impacts: avoid, reduce and offset, in what is known as the mitigation hierarchy. According to this approach avoiding impacts is the priority, followed by the minimisation of the identified impacts, and finally, when residual negative impacts still remain, those must be offset or at least compensated. This paper presents a review on conservation measures for bats and presents some guidelines within the compensation scenario, focusing on negative impacts that remain after avoidance and minimisation measures. The conservation strategies presented aim at the improvement of the ecological conditions for the bat assemblage as a whole. While developed under the European context, the proposed measures are potentially applicable elsewhere, taking into consideration the specificity of each region in terms of bat assemblages present, landscape features and policy context regarding nature and biodiversity conservation and management. An analysis of potential opportunities and constraints arising from the implementation of offset/compensation programmes and gaps in the current knowledge is also considered. 相似文献

In 1997, the Canadian Wildlife Service (CWS) approved bismuth shotshell as an alternative to lead. We assessed whether there is a need to re-examine the toxicity of bismuth issue using the initial CWS toxicity guideline criteria. In this study, an integrated solid waste management system based on inexact fuzzy-stochastic mixed integer linear programming (IFSMILP) has been applied to the long-term planning of waste management activities in the City of Regina. The model can effectively reflect dynamic, interactive, and uncertain characteristics of the solid waste management system in the city. The results have provided useful answers for the following questions: “What waste reduction goals are desired if the existing landfill's life is prolonged for 15 years?”, “What should be the waste flow allocation pattern in the city?”, “What should be done if the waste generation rate increases rapidly, while the relevant handling capacity is limited?”, and “What level of reliability will we have given the suggested waste management plan?” 相似文献
