Based on a survey of some popularintroductory anthologies and texts, I arguefrom my experience as a philosopher oftechnology that environmental philosophy mightbe conceived by some researchers in the fieldin terms of an overly narrow theoreticalfoundation. Many of the key figures in thefield take as a basic assumption that theenvironmental crisis is fundamentally bestexplained in terms of some failing in themetaphysical outlooks of most people. However,philosophers of technology typically present atleast two additional types of generalexplanation of the crisis. Environmentalethicists might benefit from consideration ofthese alternative ways of explaining the rootcauses of the ecological crisis.  相似文献

Opponents of biotechnology ofteninvoke the Precautionary Principle to advancetheir cause, whereas biotech enthusiasts preferto appeal to ``sound science.' Publicauthorities are still groping for a usefuldefinition. A crucial issue in this debate isthe distribution of the burden of proof amongthe parties favoring and opposing certaintechnological developments. Indeed, the debateon the significance and scope of thePrecautionary Principle can be fruitfullyre-framed as a debate on the proper division ofburdens of proof. In this article, we attemptto arrive at a more refined way of thinkingabout this problem in order to escape from theexisting polarization of views between ``guiltyuntil proven innocent' and ``innocent untilproven guilty.' This way of thinking alsoenables a critical review of currentdemarcations between risk assessment and riskmanagement, or science and politics, and of themorally laden controversy on the relativeimportance of type-I and type-II errors instatistical testing.  相似文献

Abstract: This paper provides an overview and summary of United States and Canadian federal, state, and provincial laws that offer some form of legal protection for environmental flows. Special attention is given to the new “second generation” law established in Texas and to ways western states are beginning to encourage transactions that help restore dewatered streams. Progress in the eastern states and some Canadian provinces to provide environmental flow protection is addressed. Based on this review, this paper presents recommended elements of a “model” environmental flow policy.  相似文献

The growing assumption thattransnational corporations (TNCs) will apply``best practice' and ``international standards'in their operations in developing countries hasseldom been checked against close observationof corporate behavior. In this article, Ipresent a case study, based on field research,of one voluntary initiative to useinternational standards and best practice forenvironmental protection in the AmazonRainforest, by a US-based oil company,Occidental Petroleum (Oxy) in Ecuador. The moststriking finding is that the company refuses todisclose the precise standards that apply toits operations. This, and the refusal todisclose other important environmentalinformation, make it impossible to verifyindependently Oxy's claims of environmentalexcellence, or assess the effectiveness of theinitiative. At the same time, Oxy uses theinvocation of international standards to wrapitself in a veneer of corporate responsibility;reassure government officials and localresidents; cultivate confusion about standardsand practices that apply to the operations;deflect meaningful oversight and transparency;and arbitrarily legitimize norms that have beendefined by special interests. In short,international standards offer great promise forneeded environmental improvements; but can alsobe used to impede, rather than advance,corporate responsibility and the development ofeffective environmental law at the nationallevel. These findings suggest that for theapplication of international standards to bemeaningful, the international community needsto move beyond statements of principle anddevelop mechanisms that can be used toevaluate, verify, and monitor independentlyenvironmental claims by TNCs.  相似文献

Some countries, including Taiwan, have adopted strategic environmental assessment (SEA) to assess and modify proposed policies, plans, and programs (PPPs) in the planning phase for pursuing sustainable development. However, there were only some sketchy steps focusing on policy assessment in the system of Taiwan. This study aims to develop a methodology for SEA in Taiwan to enhance the effectiveness associated with PPPs. The proposed methodology comprises an SEA procedure involving PPP management and assessment in various phases, a sustainable assessment framework, and an SEA management system. The SEA procedure is devised based on the theoretical considerations by systems thinking and the regulative requirements in Taiwan. The positive and negative impacts on ecology, society, and economy are simultaneously considered in the planning (including policy generation and evaluation), implementation, and control phases of the procedure. This study used the analytic hierarchy process, Delphi technique, and systems analysis to develop a sustainable assessment framework. An SEA management system was built based on geographic information system software to process spatial, attribute, and satellite image data during the assessment procedure. The proposed methodology was applied in the SEA of golf course installation policy in 2001 as a case study, which was the first SEA in Taiwan. Most of the 82 existing golf courses in 2001 were installed on slope lands and caused a serious ecological impact. Assessment results indicated that 15 future golf courses installed on marginal lands (including buffer zones, remedied lands, and wastelands) were acceptable because the comprehensive environmental (ecological, social, and economic) assessment value was better based on environmental characteristics and management regulations of Taiwan. The SEA procedure in the planning phase for this policy was completed but the implementation phase of this policy was not begun because the related legislation procedure could not be arranged due to a few senators’ resistance. A self-review of the control phase was carried out in 2006 using this methodology. Installation permits for 12 courses on slope lands were terminated after 2001 and then 27 future courses could be installed on marginal lands. The assessment value of this policy using the data on ecological, social, and economic conditions from 2006 was higher than that using the data from 2001. The analytical results illustrate that the proposed methodology can be used to effectively and efficiently assist the related authorities for SEA.  相似文献

Since the Earth Summit in Rio, declining biodiversity has become a subject of general concern for many countries. To counter these negative trends, government nature policies in Europe at least are now thought out primarily in terms of networks. They concern new areas outside nature reserves, new players and new management strategies. Consequently, these policies should themselves become the subject of new public debate. Our study concerns the analysis of the forms used to collect the data required to set up the European Union's Natura 2000 network and maps drawn as part of the Council of Europe's Pan-European Ecological Network strategy. The aim of this article, which takes the perspective developed by the sociology of science, will be to show how the forms and maps used in these new nature policies produce knowledge that precedes policy discussions to search for the best possible socio-political compromises. In other words, the knowledge that is collected in and by means of these documents, forms and maps offers a cognitive way of ‘framing’ the subsequent public debates. In the U.K., the Countryside Act of 1968 represented the first “updating” of the pioneering National Parks and Access to the Countryside Act of 1949. Through the archival material that survives for the Ministry of Agriculture and Nature Conservancy, the paper commemorates that first quarter-century of post-war adjustment to the needs of farming and wildlife conservation. It does so through a case study of the documented discussion, both inter-agency and within separate counsels, of whether agricultural improvement grants should be paid for land scheduled as Sites of Special Scientific Interest (SSSIs). The post-war assumptions of both parties were shattered by clashes over the SSSIs of Cavenham Heath (Suffolk) and Waddingham Common (Lincolnshire). Characterized as a “cold” war, there was a point beyond which antipathy served no one's interests. Fully aware of the options available to policy-makers, both parties recognized the Countryside Bill as an opportunity to obtain greater protection for SSSIs without prejudicing the larger notions of guardianship of the rural resource and the importance that continued to be given to the countryside as the farmer's “workshop”.  相似文献

Agricultural expansion and deforestation are spatial processes of land transformation that impact on landscape pattern. In peninsular Malaysia, the conversion of forested areas into two major cash crops—rubber and oil palm plantations—has been identified as driving significant environmental change. To date, there has been insufficient literature studying the link between changes in landscape patterns and land-related development policies. Therefore, this paper examines: (i) the links between development policies and changes in land use/land cover and landscape pattern and (ii) the significance and implications of these links for future development policies. The objective is to generate insights on the changing process of land use/land cover and landscape pattern as a functional response to development policies and their consequences for environmental conditions. Over the last century, the development of cash crops has changed the country from one dominated by natural landscapes to one dominated by agricultural landscapes. But the last decade of the century saw urbanization beginning to impact significantly. This process aligned with the establishment of various development policies, from land development for agriculture between the mid 1950s and the 1970s to an emphasis on manufacturing from the 1980s onward. Based on a case study in Selangor, peninsular Malaysia, a model of landscape pattern change is presented. It contains three stages according to the relative importance of rubber (first stage: 1900–1950s), oil palm (second stage: 1960s–1970s), and urban (third stage: 1980s–1990s) development that influenced landscape fragmentation and heterogeneity. The environmental consequences of this change have been depicted through loss of biodiversity, geohazard incidences, and the spread of vector-borne diseases. The spatial ecological information can be useful to development policy formulation, allowing diagnosis of the country’s “health” and sustainability. The final section outlines the usefulness of landscape analysis in the policy-making process to prevent further fragmentation of the landscape and forest loss in Malaysia in the face of rapid economic development.

In this issue of Environmental Management, Glenn and others posit that a previous study had analytical and interpretive errors in analysis of shrimp fishing in the Upper Gulf of California, Mexico. Unfortunately, much of their evidence is too indirect and of insufficient scale to address the central question of salinity in the Upper Gulf. Also, many of their suppositions did not include direct interviews with local officials or a robust understanding of remote sensing literature. This response to their rebuttal presents a set of figures and analysis demonstrating that the Colorado River flows into a closed evaporative basin known as the Laguna Salada and thus cannot flow into the Gulf of California. Readers are asked to examine the images and interpret their meaning for themselves.  相似文献
