Platanista gangetica ) are threatened in Bangladesh from the effects of dams, large embankment schemes, dredging, fisheries bycatch, directed hunting,
and water pollution. Visual surveys of the section of the Jamuna River located between the divergence of the Old Brahmaputra
River and the confluence of the Padma River and the section of the Kushiyara River located between the Bangladesh–India border
and the confluence of the Korangi River recorded a sighting rate of 0.13 sightings/km (mean group size = 1.8 dolphins) and
0.08 sightings/km (mean group size = 3.8 dolphins), respectively. These sections of river were considered to be priority areas
for investigation because several water development projects have already been constructed and more are planned for the areas.
During the surveys we examined the remains of dolphins caught accidentally in plastic gillnets and observed fishermen catching
the fish species Clupisoma garua using dolphin oil and body parts as a fish attractor. Additional studies are needed to assess the status of dolphins and
effects of water development and fisheries bycatch. Feasibility studies should be conducted on designating dolphin/fish sanctuaries
and creating artificial habitat or enhancing existing habitat in eddy countercurrent scour pools to mitigate deleterious impacts.
The environmental requirements of river dolphins reflect the needs of productive and biotically diverse tropical rivers. 相似文献

/ Rivers transport sediment from eroding uplands to depositional areas near sea level. If the continuity of sediment transport is interrupted by dams or removal of sediment from the channel by gravel mining, the flow may become sediment-starved (hungry water) and prone to erode the channel bed and banks, producing channel incision (downcutting), coarsening of bed material, and loss of spawning gravels for salmon and trout (as smaller gravels are transported without replacement from upstream). Gravel is artificially added to the River Rhine to prevent further incision and to many other rivers in attempts to restore spawning habitat. It is possible to pass incoming sediment through some small reservoirs, thereby maintaining the continuity of sediment transport through the system. Damming and mining have reduced sediment delivery from rivers to many coastal areas, leading to accelerated beach erosion. Sand and gravel are mined for construction aggregate from river channel and floodplains. In-channel mining commonly causes incision, which may propagate up- and downstream of the mine, undermining bridges, inducing channel instability, and lowering alluvial water tables. Floodplain gravel pits have the potential to become wildlife habitat upon reclamation, but may be captured by the active channel and thereby become instream pits. In 2000, the Global Water Partnership (GWP) as the main advocate of the concept of Integrated Water Resources Management (IWRM), proposed a definition that is now the reference, despite the ambiguity that persists in its interpretation. At the 2002 World Summit on Sustainable Development, the State representatives committed themselves to launch "plans for integrated water resources management and water efficiency by 2005". Some states immediately honoured this commitment by adopting new national water policies inspired by IWRM principles. Do these implementation plans respond to all the challenges of the IWRM? Or have these states simply reorganized their water resource policies to give an impression of conforming to the framework? In response to these questions, we present a history of IWRM and its conflicting interpretations followed by a case study of reforms enacted in Burkina Faso, to highlight some problems which are inherent to IWRM and how IWRM was transposed on a national scale. 相似文献

Critical review of Integrated Water Resources Management: Moving beyond polarised discourse 总被引:1,自引:0,他引:1
Integrated Water Resource Management (IWRM) emerged as a popular concept in the water sector in the 20th century. From a highly techno-centric approach in the past, it has taken a new turn embracing Habermasian communicative rationality as a place-based nexus for multiple actors to consensually and communicatively integrate decisions in a hydrological unit. The 'how to integrate' approach had remarkable appeal worldwide in promoting authentic participation of all stakeholders. However, critics argue that the domain of water resource management is a political process of contestation and negotiation; the emphasis is on complexities, contextuality, power dynamics and the importance of analysing real world situations. They demonstrate 'how integration cannot be achieved' given the power dynamics in social interactions. These apparently contradictory discourses draw on different theoretical paradigms and polarise the discourse on IWRM, without offering constructive alternatives. To this end, this paper offers an option to complement this polarised discourse by examining 'how integration actually does take place' in a strategic context thereby facilitating consensual decisions to integrate water management for a sustainable future. 相似文献

The St. Johns River Water Management District (SJRWMD) has developed a minimum flows and levels (MFLs) method that has been
applied to rivers, lakes, wetlands, and springs. The method is primarily focused on ecological protection to ensure systems
meet or exceed minimum eco-hydrologic requirements. MFLs are not calculated from past hydrology. Information from elevation
transects is typically used to determine MFLs. Multiple MFLs define a minimum hydrologic regime to ensure that high, intermediate,
and low hydrologic conditions are protected. MFLs are often expressed as statistics of long-term hydrology incorporating magnitude
(flow and/or level), duration (days), and return interval (years). Timing and rates of change, the two other critical hydrologic
components, should be sufficiently natural. The method is an event-based, non-equilibrium approach. The method is used in
a regulatory water management framework to ensure that surface and groundwater withdrawals do not cause significant harm to
the water resources and ecology of the above referenced system types. MFLs are implemented with hydrologic water budget models
that simulate long-term system hydrology. The method enables a priori hydrologic assessments that include the cumulative effects
of water withdrawals. Additionally, the method can be used to evaluate management options for systems that may be over-allocated
or for eco-hydrologic restoration projects. The method can be used outside of the SJRWMD. However, the goals, criteria, and
indicators of protection used to establish MFLs are system-dependent. Development of regionally important criteria and indicators

The development of ecologically sound water allocation strategies that account for the needs of riverine ecosystems is a pressing
issue, especially in semiarid river basins. In the Aral Sea Basin, a search for strategies to mitigate ecological and socioeconomic
deterioration has been in process since the early 1990s. The Geographic Information System–based simulation tool TUGAI has
been developed to support the policy determination process by providing a simple, problem-oriented method to assess ecological
effects of alternative water management strategies for the Amudarya River. It combines a multiobjective water allocation model
with simple, spatially explicit statistical and rule-based models of landscape dynamics. Changes in environmental conditions
are evaluated by a fuzzy habitat suitability index for Populus euphratica, which is the dominant species of the characteristic riverine Tugai forests. Water management scenarios can be developed
by altering spatiotemporal water distribution in the delta area or the amount of water inflow into the delta. Outcomes of
scenario analysis are qualitative comparisons of the ecological effects of different options for a time period of up to 28
years. The given approach utilizes different types of knowledge, from quantitative hydrological data to qualitative local
expert knowledge. The main purpose of the tool is to integrate the knowledge in a comprehensive way to make it available for
discussions on alternative policies in moderated workshops with stakeholders. In this article, the modules of the tool, their
integration, and three hypothetical scenarios are presented. Based on the experience gained when developing the TUGAI tool,
we propose that the general framework can be transferred to other areas where tradeoffs in water allocation between the environment
and other water users are of major concern. The potential for a simulation tool to structure and inform a complex resource
management situation by involving local experts and stakeholders in the development of possible future scenarios will become
increasingly valuable for transparent and participatory resource management. 相似文献

The paper gives an account of the development and implementation of a stakeholder management framework at Ream National Park, Cambodia. Firstly, the concept of stakeholder is reviewed in management and in conservation literatures. Secondly, the context in which the stakeholder framework was implemented is described. Thirdly, a five-step methodological framework is suggested: (1) stakeholder analysis, (2) stakeholder mapping, (3) development of generic strategies and workplan, (4) presentation of the workplan to stakeholders, and (5) implementation of the workplan. This framework classifies stakeholders according to their level of influence on the project and their potential for the conservation of natural resources. In a situation characterized by conflicting claims on natural resources, park authorities were able to successfully develop specific strategies for the management of stakeholders. The conclusion discusses the implications of the Ream experience and the generalization of the framework to other protected areas. 相似文献

In light of the increasing mandate for greater efficiency in conservation of natural reserves such as national parks, the
present study suggests educational approaches as a tool to achieve conservation purposes. Currently, the management of human–wildlife
interactions is dominated by regulatory strategies, but considerable potential exists for environmental education to enhance
knowledge in the short run and to prompt attitude change in the long run. A framework for conservation based on both traditional
regulatory- and behavior-oriented strategies was proposed whereby the level of knowledge that park visitors have acquired
comprises an obvious outcome and establishes a basis upon which the effectiveness of regulatory- and behavior-based regimes
could be assessed. The perceptions regarding park-related issues of two distinct visitor groups (locals and nonlocals) are
summarized from a survey undertaken in Vikos-Aoos national park. The findings suggest a superficial knowledge for certain
concepts but little profound understanding of the content of such concepts, indicating that knowledge-raising efforts should
go a long way towards establishing a positive attitude for the resource. Visitors' poor knowledge of the park's operation
regulation contest the efficiency of the presently dominant regulatory management regime. While geographical distances did
not appear to significantly differentiate knowledge between the two groups, wilderness experience (as certified by visits
to other parks) was proved to be an impetus for generating substantial learner interest in critical park issues among nonlocal
visitors. School education and media were found to be significant knowledge providers. 相似文献

A Water Quality Index Applied to an International Shared River Basin: The Case of the Douro River 总被引:2,自引:0,他引:2
A Water Quality Index (WQI) is a numeric expression used to evaluate the quality of a given water body and to be easily understood
by managers. In this study, a modified nine-parameter Scottish WQI was used to assess the monthly water quality of the Douro
River during a 10-year period (1992–2001), scaled from zero (lowest) to 100% (highest). The 98,000 km2 of the Douro River international watershed is the largest in the Iberian Peninsula, split between upstream Spain (80%) and
downstream Portugal (20%). Three locations were surveyed: at the Portuguese–Spanish border, 350 km from the river mouth; 180
km from the mouth, where the river becomes exclusively Portuguese; and 21 km from the mouth. The water received by Portugal
from Spain showed the poorest quality (WQI 47.3 ± 0.7%); quality increased steadily downstream, up to 61.7 ± 0.7%. In general,
the water quality at all three sites was medium to poor. Seasonally, water quality decreased from winter to summer, but no
statistical relationship between quality and discharge rate could be established. Depending on the location, different parameters
were responsible for the episodic decline of quality: high conductivity and low oxygen content in the uppermost reservoir,
and fecal coliform contamination downstream. This study shows the need to enforce the existing international bilateral agreements
and to implement the European Water Quality Directive in order to improve the water quantity and quality received by the downstream
country of a shared watershed, especially because two million inhabitants use the water from the last river location as their

/ Many of the aquatic and terrestrial ecosystems of the Pacific Northwest United States have been simplified and degraded in part through past land-management activities. Recent listings of fishes under the Endangered Species Act and major new initiatives for the restoration of forest health have precipitated contentious debate among managers and conservation interests in the region. Because aggressive management activities proposed for forest restoration may directly affect watershed processes and functions, the goals of aquatic and terrestrial conservation and restoration are generally viewed as in conflict. The inextricable links in ecological processes and functions, however, suggest the two perspectives should really represent elements of the same problem; that of conserving and restoring more functional landscapes. We used recent information on the status and distribution of forest and fish communities to classify river subbasins across the region and explore the potential conflict and opportunity for a more integrated view of management. Our classification indicated that there are often common trends in terrestrial and aquatic communities that highlight areas of potential convergence in management goals. Regions where patterns diverge may emphasize the need for particular care and investment in detailed risk analyses. Our spatially explicit classification of subbasin conditions provides a mechanism for progress in three areas that we think is necessary for a more integrated approach to management: (1) communication among disciplines; (2) effective prioritization of limited conservation and restoration resources; and (3) a framework for experimentation and demonstration of commitment and untested restoration techniques. 相似文献

Water is scarce in many regions of the world, clean water is difficult to find in most developing countries, there are conflicts
between irrigation needs and urban demands, and there is wide debate over appropriate means of resolving these problems. Similarly,
in China, there is limited understanding of the ways in which people, groups, and institutions contribute to, are affected
by, and respond to changes in water quantity and quality. We use the example of the Yellow River basin to argue that these
social, managerial, and policy dimensions of the present water problems are significant and overshadow the physical ones.
Despite this, they receive relatively little attention in the research agenda, particularly of the lead agencies in the management
of the Yellow River basin. To this end, we ask ten research questions needed to address the policy needs of water management
in the basin, split into two groups of five. The first five relate to the importance of water in this basin and the changes
that have affected water problems and will continue to do so. The second five questions represent an attempt to explore possible

This study characterizes the impact of climate change in two basins in Idaho, the Spokane River and the Boise River basins. We simulated the basin‐scale hydrology by coupling the downscaled precipitation and temperature outputs from a suite of global climate models and the Soil and Water Assessment Tool (SWAT), between 2010 and 2060 and assess the impacts of climate change on water resources in the region. For the Boise River basin, changes in precipitation ranged from ?3.8 to 36%. Changes in temperature were expected to be between 0.02 and 3.9°C. In the Spokane River region, changes in precipitation were expected to be between ?6.7 and 17.9%. Changes in temperature appeared between 0.1 and 3.5°C over a period of the next five decades between 2010 and 2060. Without bias‐correcting the simulated streamflow, in the Boise River basin, change in peak flows (March through June) was projected to range from ?58 to +106 m3/s and, for the Spokane River basin, the range was expected to be from ?198 to +88 m3/s. Both the basins exhibited substantial variability in precipitation, evapotranspiration, and recharge estimates, and this knowledge of possible hydrologic impacts at the watershed scale can help the stakeholders with possible options in their decision‐making process. 相似文献

Located on the northeast Brazilian coast, Olinda is one of UNESCO’s World Heritage Sites, which is economically dependent
on tourism, commerce, industry, and the informal economy. Despite its environmental and socioeconomic importance, the city
of Olinda (understanding the coast as part of it) has suffered several environmental and human disturbances over the last
decades. This work describes the environmental and social status of Olinda’s beaches and makes recommendations concerning
the development of an Integrated Coastal Management Plan for this coastal zone of the Brazilian littoral. The methodology
adopted in this study is based on field campaigns (social, physical, chemical, and biological data collection), local observations,
and the collection of sea contention building project data from city hall. The results showed that along the seven studied
beaches, the main problems were related to the: (i) building of coastal protections, (ii) inefficient sewage disposal systems,
(iii) inefficient urban management, and (iv) natural events (equinoctial spring tides and precipitation/evaporation rates).
Casa Caiada beach showed the best hydrologic conditions as a consequence of its morphology and it presents facilities that
attract housing and recreation investments (by private and public sectors) valuing and improving local use conditions. The
obtained data showed that the studied beaches need an urgent action plan to minimize the environmental degradation of Olinda’s
littoral and to promote sustainable development of the local coastal environments. 相似文献

Sedimentary Causes and Management of Two Principal Environmental Problems in the Lower Yellow River 总被引:3,自引:0,他引:3
Flood and water shortage are two of the leading environmental problems around the world, and among the causes of the problems
is sedimentation. The Yellow River brought disastrous floods in its lower reaches in Chinese history. Today, although floods
caused by the river are still a formidable hazard hanging over China, it cannot provide the lower reaches with enough usable
water. The ineradicable flood hazard and newly emerged water shortage problems of the river are proved to be closely associated
with its immense sediment load. The over loaded flow of the river can quickly fill the reservoirs and unceasingly raise the
riverbed, attenuating the capacity of reservoirs to suppress floods and provide more water for dry seasons and of river channels
to convey floods. Also, the high sediment content pollutes the water and reduces the volume of usable water. In virtue of
the intimate linkage between these problems and the formidable sediment load in the river, the solution to these problems
should be based on sedimentation management. After reviewing the defects and merits of management measures implemented and
proposed, a management scenario composed of multiple measures are recommended. Beside of persistent soil conservation to reduce
the huge sediment load, more reservoirs to check sediment and regulate river flows, approaches to alleviating riverbed accretion,
interbasin water transfer to mitigate water deficiency, and so on, an emphasis should be laid on use of muddy flows in order
to scatter the sediment in a vast area, which was a natural process but has been interrupted by construction of embankments. 相似文献

is capable of rehabilitating itself. The watershed supplies the river with 50,000 m3/yr of material and part of this load (30,000 m3/yr) is extracted. Although it is theoretically possible to reverse this phenomenon, it is unacceptable for the local economy

/ This study evaluates the institutional capacity and performance of the Taipei Water Management Commission. The commission, which manages the Taipei Water Special Area-one of 95 such areas in Taiwan and the only one managed by a supervisory agency-has established a record of water conservation that suggests its utility as a model for managing other protected water resources areas in Taiwan. However, its present institutional structure limits its ability deliver on its mandate.
