Forests represent more than just a livelihood to many people in developing countries. In Bangladesh, for example, overwhelming poverty and socio-economic pressures have resulted in an unstable situation where intensive pressure on forest resources is having increasingly negative consequences for the population. Some studies have evaluated the benefits of people-oriented forestry activities from an investment, as well as a participant, point of view. In the study area located in the Tangail Forest Division, a total of 11,854 ha of woodlot, 2704 ha of agroforestry and 945 km of strip plantations have been raised in a benefit-sharing program that is inclusive of land encroachers and other economically disadvantaged people. Since 2000-2001, a total of 3716 ha of woodlot, 890 ha of agroforestry and 163 km of strip plantations have been harvested to the benefit of 6326 individuals. Investment analysis indicates that woodlot plantation is not financially viable but agroforestry is the most profitable. These results were somewhat unexpected since initial analysis suggested that the woodlot plantation profit would be greater than, or at least equal to, that of the agroforestry plantation if the number of planted seedlings per unit area was taken into account. The per unit area net present value (NPV) was highest in the agroforestry plantation ($1662) and negative in the woodlot plantation (-$397). The benefit cost ratio (BCR) was also highest in the agroforestry plantation (1.64) and lowest in the woodlot plantation (0.86). This study also showed that some individuals who were formally classified as encroachers have now become vital stakeholders. On average, participants received $800, $1866 and $1327 over the course of 13 years from strip, agroforestry and woodlot plantations, respectively. Average annual return per participant was $62, $144 and $102, respectively, which was in addition to each individual's yearly income. This added income is a significant contribution to monetary resources and improves socio-economic conditions at a grass roots level. Overall then this program can be considered a financial success as a plantation raising strategy. However, despite this financial progress, the program cannot be considered a true form of participatory people-oriented forestry because it shows serious deviations from the original concept or model for participatory people-oriented forestry that is outlined in the project document. These discrepancies are especially notable with regard to (i) beneficiary selection, (ii) gender equity, (iii) professional attitude and corruption, (iv) funding and (v) program approach. However, other countries faced with similar challenges of forest overuse and degradation may adopt this practice for achieving self-reliance and environmental stability.  相似文献

Environmental conditions significantly affect production, but are often ignored in studies analysing productivity and efficiency leading to biased results. In this study, we examine the influence of selected environmental factors on productivity and efficiency in wheat farming in Bangladesh. Results reveal that environmental production conditions significantly affect the parameters of the production function and technical efficiency, as well as correlates of inefficiency. Controlling for environmental production conditions improves technical efficiency by 4 points (p<0.01) from 86% to 90%. Large farms are more efficient relative to small and medium sized farms (p<0.01 and 0.05), with no variation among regions. Policy implications include soil fertility improvement through soil conservation and crop rotation, improvement in managerial practices through extension services and adoption of modern technologies, promotion of education, strengthening the research-extension link, and development of new varieties that have higher yield potential and are also suitable for marginal areas.  相似文献

This paper studies the emergence of one particular ‘new’ environmental policy instrument: disclosure of emission and pollution data. Disclosure is part of a relatively new sub‐set of regulatory measures, based on monitoring, transparency, citizen‐empowerment and accountability. It originated in the United States but has recently attracted international attention. The attractiveness of disclosure is obvious; it promises environmental improvement combined with strengthened environmental democracy and community empowerment. By analysing the experiences in the US, and the developments in the Netherlands, this paper seeks to assess the functioning and effectiveness of disclosure. The available empirical evidence suggests that disclosure has a positive impact on the environmental performance of industrial facilities as well as a democratising effect. It is argued that Dutch policy makers wrongfully assume that disclosure cannot work in the Netherlands. The consequence is that citizens are provided with little specific information that cannot be used to put pressure on polluters.  相似文献

Floods were by far the most damaging type of natural disasters during the 1990s, in terms of both human impacts and socio-economic losses. Vulnerability to flooding disasters around the world is almost always differentiated by the socio-economic conditions of different income groups in the disaster area. In general, the poorer the income group (or the country) the more vulnerable it is likely to be to the adverse impacts of floods. The article argues that Bangladesh is the world's most flood-prone developing country in terms of the relative socio-economic impacts of floods. While conventional flood control strategies tend to be based on structural engineering approaches—such as the construction of large-scale embankments, diversion canals and dams—this article argues that more emphasis should be given to alternative, non-structural measures. The main lesson from recent flooding disasters in Bangladesh is that, in the absence of expensive structural measures, many non-structural ones can go a long way towards reducing vulnerability to and mitigating the impacts of floods.  相似文献

The rapid exhaustion of Malaysia's commercial primaeval forest base has raised questions regarding the management and economic responses in the sector. The article assesses the institutional and management structure of Malaysian forestry which, together with the social and political barriers at work, prevent an orderly programme of harvesting and reforestation. The supply is then set out in terms of an econometric model, formulated both in static and dynamic terms to measure, among other things, the responses of output to price changes. The model, which is the first of its kind to be tested for the Malaysian forestry sector, is applied on three wood-based commodities — sawlogs, sawnwood and plywood. To learn of possible regional variations, the model is also applied to data of the country's three principal components — Peninsular Malaysia, Sarawak and Sabah. The results indicate that short-run price elasticities of supply are low, and in some cases, even contrary to expectations based on economic theory. Allowing for data inconsistencies, the slow responses of output to changes in price may be attributed to the method of wood disposal, its timing as well as the social and political barriers to entry at work in the sector.  相似文献

The Kyoto Protocol provides for the involvement of developing countries in an atmospheric greenhouse gas reduction regime under its Clean Development Mechanism (CDM). Carbon credits are gained from reforestation and afforestation activities in developing countries. Bangladesh, a densely populated tropical country in South Asia, has a huge degraded forestland which can be reforested by CDM projects. To realize the potential of the forestry sector in developing countries for full-scale emission mitigation, the carbon sequestration potential of different species in different types of plantations should be integrated with the carbon trading system under the CDM of the Kyoto Protocol. This paper discusses the prospects and problems of carbon trading in Bangladesh, in relation to the CDM, in the context of global warming and the potential associated consequences. The paper analyzes the effects of reforestation projects on carbon sequestration in Bangladesh, in general, and in the hilly Chittagong region, in particular, and concludes by demonstrating the carbon trading opportunities. Results showed that tree tissue in the forests of Bangladesh stored 92tons of carbon per hectare (tC/ha), on average. The results also revealed a gross stock of 190tC/ha in the plantations of 13 tree species, ranging in age from 6 to 23 years. The paper confirms the huge atmospheric CO(2) offset by the forests if the degraded forestlands are reforested by CDM projects, indicating the potential of Bangladesh to participate in carbon trading for both its economic and environmental benefit. Within the forestry sector itself, some constraints are identified; nevertheless, the results of the study can expedite policy decisions regarding Bangladesh's participation in carbon trading through the CDM.  相似文献

As population densities have risen and settlements become increasingly crowded, wastewater effluent volumes have, not unexpectedly, also risen. The adverse impacts of effluent from housing estates (HEs) in suburban areas of Thailand, served by local wastewater management (WWM) systems, are of particular concern. Because of this problem, which reflects the poor performance of WWM systems, it has become increasingly important that the pivotal factors that hinder WWM improvements be identified and effective solutions be proposed and implemented. The goal of the research described in this paper was to determine the critical factors influencing WWM performance at HEs in suburban Bangkok, using multiple regression analysis. Three significant factors encompassing financial, social, institutional and general aspects were identified for each type of WWM system (community centralized and onsite). For the community centralized system, the key factors were house price, type of organization managing the HE, and the attitudes of the organization. For onsite systems, the three factors were total number of house units, direct experience with water pollution and percentage of occupied houses. These findings reflect the importance of having a WWM that employs an integrated approach rather than focusing on specific aspects in isolation from other factors. WWM performance could be improved if significant factors indicating high priority concerns were to be identified and properly applied. Addressing the priority concerns could, consequently, contribute to the development of appropriate environmental management measures, plans, and policies related to HE WWM.  相似文献

Today, fire in the Braziliancerrado(savanna) is predominantly caused by farmers. They use fire during the dry season to promote fresh grass regrowth in pastures for their cattle and to clear areas of planting ready for cultivation in the wet season. This study researched fire use by farmers in thecerradoof the Distrito Federal, central Brazil, in order to investigate what influences their fire management decision-making. The results show that the two main factors limiting the choice of feasible options for farmers to meet their objectives are income and time. However, perceptions also play a major role in the decision-making process, and for many farmers this alone determines whether fire is used. Various fire practices involved with timing, frequency and size, as well as precautions taken before and during the burn, and the factors influencing these decisions are presented. Multiple criteria evaluation (MCE) is often used with GIS to identify suitable sites for multi-purpose development such as ecotourism. Typically, expert or stakeholder consultation is used to identify weights reflecting the relative importance of map layers representing different criteria. The objective of this study was to evaluate a new consultative approach to GIS-based MCE, using ecotourism development in Kurdistan, Iraq, as a case study. In an initial and follow-up consultation, stakeholders were asked not only to assess the relative importance of different map layers for ecotourism development, but also to identify specific sites suitable for ecotourism. Seventy-eight ecotourism destinations nominated by participants had significantly higher MCE scores than a set of 58 locations chosen without reference to stakeholders (t-test = 21.16; p < 0.001). The approach thus provides a straightforward means of assessing the consistency of stakeholder input into MCE and could be adapted for use in other site suitability assessments.  相似文献

Mexico City has gained an international reputation for its ground-breaking approach to sustainability as a result of policies implemented during the Marcelo Ebrard administration (2006–2012). In this paper, we examine the development and implementation of the Plan Verde de la Ciudad de México (Green Plan), the 15-year policy aimed to transform Mexico City into the most progressive and sustainable city in Latin America. Key to the plan's success, it was claimed, would be the active participation of stakeholders from all levels of society. Drawing on documentary material and interviews, we argue that whilst the plan did have a significant impact on the environmental sustainability of the megacity, it failed to include effective citizen participation mechanisms. As predicted by several members of the Green Plan Monitoring and Assessment Board, this lack of representation, alongside other failures, appears to have facilitated the premature demise of the plan under the new administration.  相似文献

Land-use planning using geographic information systems (GIS) commonly emphasizes biophysical spatial data; however planning can be improved by integrating spatial sets of socioeconomic data into the GIS. As an example, we compared a traditional GIS-aided forestry planning protocol that considered only biophysical suitability, with an integrated GIS-aided approach that incorporated both biophysical and socioeconomic suitability. The analyses were conducted for the planning of plantation investments in the Kyaukpadaung Township in the dry zone of central Myanmar. The traditional approach used three biophysical layers for suitability: land use, slope, and accessibility. In contrast, the integrated GIS approach included biophysical suitability data, perceptions and preferences of local villagers towards forestry (social suitability), and quantitative socioeconomic data. The results indicated that the integrated approach provided two principal benefits over the traditional method. First, the integrated method resulted in a more precise idea of suitable sites for plantation investment that could benefit more rural people and also lead to greater investment efficiency. Second, incorporating social preference into the GIS takes into account the crucial element of social capital (viz., social preference), which should lead to higher levels of community acceptance of plantation projects because those plantations would be established on socially suitable land. A second GIS exercise showed how conservation investment decisions could be informed using the integrated method. The results of this study support the idea that GIS-aided planning activities can be enhanced through the incorporation of social data into the analysis. When applicable, spatial data collection efforts for GIS-based planning exercises should incorporate spatial socioeconomic data.  相似文献

Landscapes fulfil a multitude of ecological and social functions. Due to the fact that both traditional and everyday landscapes today face many different threats, regulatory measures have been undertaken in many countries to protect and further sustainable landscape development. They include legislation as well as economic incentives. In recent years, however, it has become clear that just to have a few laws and to spend money on subsidies is not enough. Factors other than legislation are also essential to further the sustainable development of landscapes. One of the basic factors affecting the success or failure of landscape conservation measures is public acceptance of these measures. Our project took this as its starting point. The objective was to determine which conditions and factors influence acceptance positively or negatively. To this end 22 Swiss who are directly affected by nature conservation measures, in particular by mire landscape and dry meadow conservation measures, were interviewed using qualitative interview techniques. It is shown that perception, communication, and possibilities to participate are the most decisive driving factors influencing the formation of a long-lasting acceptance. Furthermore, acceptance may be based mainly on economic criteria, on usefulness, on ecological or even aesthetic aspects. It can be shown that not all of these motivations lead to a long-lasting acceptance. Ecologically based acceptance seems the most promising because it is founded on general convictions. Economic incentives--though important--seem to generate only superficial acceptance and do not seem to be as important as is usually assumed.  相似文献

Community forestry initiatives have been shown to reduce rural poverty while promoting the conservation and sustainable use of forests. However, a number of challenges face communities wanting to initiate or maintain formal, community-based forest management. Through a grounded theory approach, this paper uses three case studies of community forest management models in the eastern Amazon to create a framework showing challenges faced by communities at different phases of formal management. The framework shows that, in the development phase, four root problems (land ownership, knowledge acquisition, community organization, and adequate capital) need to be addressed to obtain legal management permission. With this permission in hand, further challenges to operationalization are presented (deterring illegal loggers, maintaining infrastructure, obtaining necessary managerial skills and accessing markets). The interrelatedness of these challenges emphasizes that all challenges need to be addressed in a holistic manner for communities to maintain a profitable and self-sufficient operation. This contradicts current development approaches that only address part of this framework. The framework proposed here can be used as a starting point for community forestry initiatives in other regions.  相似文献

Biomass and productivity were compared in two plantations and in one stand of natural regeneration on similar sites in a premontane moist forest region of Puerto Rico. While initial growth rates of plantation species were higher, after four decades productivity of the natural regeneration plots was equal to or greater than productivity of the plantations. For the first 44 years, aboveground biomass of natural regeneration increased at an average annual rate of 3.8t·ha–1·yr–1, but the last year of the study it was 14.7t·ha–1. Biomass increment of a pine plantation averaged between 8 and 10.5t·ha–1·yr–1 except for one year when the rate was much lower, possibly because of hurricane damage. A tropical hardwood plantation averaged close to 4t·ha–1·yr–1 for 41 years. It is suggested that in countries where funds for land reclamation are limited, intensive plantations may not always be the best strategy. Natural regeneration or shelterbelt plantations may be suitable alternatives.  相似文献

River managers are aware that river restoration entails addressing and effectively solving wicked social-ecological problems. Contemporary river corridor management is characterized by a variety of actors with different perspectives and interests, and by complex institutional settings and legal landscapes. Additionally, at the intersection between litho-, hydro-, and biological fields, new research suggests that river restoration should reactivate matter and energy fluxes, re-establish spatial connections with the floodplains, and enhance aquatic and terrestrial habitats without exacerbating flood risk. First, we outline a general structure of participatory river corridor management that addresses the following key requirements: (1) unambiguous, participatory spatial delineation of the river corridor; (2) comprehensive assessment of the river corridor's hydro-geomorphological, ecological, socio-economic and cultural processes; (3) transparency and consistency of the decision-making process; as well as (4) a coherent envisioning process. Subsequently, we present an overview of two river corridor management processes, conducted in South Tyrol, Italy. Specifically, we analysed the Etsch/Adige River corridor between Laas/Lasa and Glurns/Glorenza in the Upper Vinschgau/Venosta valley characterized by intense agricultural land use and the densely populated Eisack/Isarco River corridor in Brixen/Bressanone. Based on structured interviews with project managers, we highlight strengths and shortcomings of the proposed participatory management and envisage procedural improvements.  相似文献

As the demand for water in cities increases, the quantity of wastewater being produced is growing at a phenomenal rate. If resources are to be managed effectively, a new paradigm is required for urban wastewater management. This paper reviews the initial findings of a participatory action planning process for managing wastewater for agricultural use. It finds that such processes need considerable facilitation, capacity building and knowledge sharing, but that if a plan can be devised that meets the needs of the stakeholders, even if some compromise is required, then certain stakeholders are likely to take responsibility for specific aspects. This may not meet the entire integrated water resources management (IWRM) vision of the plan but provided the plan is developed in such a way that incremental implementation will be beneficial then this will produce some success and may stimulate further cooperation.  相似文献

Prioritisation methods have been adopted for >20 years to inform resource allocation in species conservation. The academic literature on prioritisation focuses on technical matters, with little attention to the socio-political factors affecting the uptake of priorities. We investigated the policy instruments employed to promote uptake, and the structural factors affecting the uptake of priorities, using as our case study a species prioritisation method adopted by the Queensland Government (Australia). We interviewed 79 key informants and analysed policy documents and plans. The Queensland Government relied on ‘information delivery’ as a policy instrument to foster uptake. We identified communication channels to assist ‘information delivery’ between Government and intended users, but also found that several structural factors limited their use: fragmentation of policies, the relative strength of alternative priorities and centralisation of power in decision-making. We discuss the results in relation to other conservation planning initiatives and suggest how structural barriers can be addressed.  相似文献

This paper describes the experiences and lessons learned in applying a multi-agent systems (MAS) model to study the dynamics and complex interactions among stakeholders in the management of community-based forests. The MAS model is developed using the companion modelling (ComMod) approach, which allows for a collaborative development of the model between the stakeholders and researchers. This approach involves the development and application of role-playing games (RPGs) and computer simulation as learning tools and to validate the model. Inferences are drawn from the learning and negotiation processes that the stakeholders and researchers underwent in the collaborative development of the MAS model. These processes ultimately led to the development of a collaborative resource management plan. The approach and the MAS model were applied to a case study involving a community-based forest managed by three villages in the island of Palawan, Philippines.  相似文献

Upland forests of the southern Lake Superior region are diverse and contain a shifting mosaic of eastern hemlock [Tsuga canadensis (L.) Carr.] and northern hardwood forests dominated by sugar maple (Acer saccharum Marsh.). In this study, we survey the relative effects of management practice (old growth vs. managed), forest cover type (hemlock vs. northern hardwood), and soil great group (Entic Haplorthod vs. Alfic Oxyaquic Fragiorthod) on ion cycling as a precursor to a longer-term, more detailed study. Bulk precipitation, throughfall, and soil leachates at three depths were collected for two growing seasons in eight stands on the Ottawa National Forest in the Upper Peninsula of Michigan. A total of 1210 solutions were analyzed for pH, Na, K, Mg, Ca, Cl, NO3, and SO4. Losses of base cations (Ca, Mg, K) and SO4 from the bottom of the rooting zone generally were greater in old-growth than in managed northern hardwoods on both fragic and nonfragic soils. Leaching losses of base cations and NO3 usually were greater beneath old-growth northern hardwoods than beneath old-growth hemlock on both soil types and for both forest cover types and management practices on fragic than nonfragic soils. Management practice, forest cover type, and soil type all appear to affect ion cycling within these forests. All of the stands featured striking losses of base cations that probably are influenced strongly by NO3 and SO4 in atmospheric deposition.  相似文献
