The beliefs of Americans about the proper relationship between humans and their environment were profoundly affected by waves of immigration from Europe. Immigrants valued ownership of land, individuality, freedom, domination of nature, and technological development. These themes remain strong today as centerpieces of the American dominant social paradigm (DSP).That DSP has been reexamined and found wanting by an increasing proportion of Americans. This departure from the old DSP has progressed further among the public than among the elite who have a greater stake in preserving the status quo. Environmentalists constitute a vanguard trying to lead the people to a new, more environmentally oriented social paradigm. The beliefs of the old DSP and the new environmental paradigm (NEP) are contrasted in Table 2. Briefly, the NEP advocates stress love of nature rather than domination of it; compassion for other peoples, future generations, and other species; planning to avoid risk; limits to growth; fundamental social change; and a new structuring of politics.These two worldviews are likely to be in vigorous conflict for several decades in the USA. This research compares environmental volunteering among students in South Korea and the US (n = 3612). Given differing environmental histories of these countries, we explore whether and to what extent volunteer proclivity and intensity varies, and potential factors that explain existing variation. Findings suggest that American students are more likely to volunteer for, and devote time to, environmental causes, while South Korean students differ on socio-economic correlates of such behaviour. In a global society, understanding determinants of environmental volunteer participation is critical to the management of environmental NGOs that are involved in broad-based and participatory planning, educating stakeholders and legitimising environmental advocacy.  相似文献

Biodiversity is a critical environmental issue. Biodiverse species as a source of unique genetic information, for example, continues to provide society with lifesaving drugs and important industrial chemicals. Since US utilities are substantial landholders and virtually every aspect of utility operations are in some way tied to environmental/biodiversity issues, it is important and essential that the utility industry step forward as a leader. Concepts of wild land have recreational, ecological and cultural dimensions, and place varying emphasis on physical landscape attributes and the perceptions of users. In Scotland, national and NGO policies show reasonable consistency in interpreting and defining ‘wild land’, emphasising the (perception of) lack of current human influence as a key criterion. This research used semi-structured interviews with key individuals and a questionnaire survey of land managers to evaluate concepts and perceptions of wild land in Scotland. Recognising that the conceptual and spatial definition of wild land is a key issue, a new typology is proposed. Weaknesses in the policy framework, as well as key potential threats to, and opportunities associated with, wild landscapes are identified. Management initiatives are fitted to the typology and divided into four management themes. Key recommendations are: (i) that national policy for wild landscapes needs to incorporate criteria, which recognise the multiple values deriving from such areas; and (ii) that future research should combine user group preferences with physical attribute information in determining what constitutes wild landscapes.  相似文献

Pesticides, regardless of their known toxic impacts to human health and environment, are widely used in the rapid growing agricultural sectors of developing countries. As an agricultural country with small lands and enormous population to feed, a developing country like Bangladesh rely heavily on the uses of pesticides to increase crop yields. Nevertheless, during the past decades, Peoples’ Republic of Bangladesh has experienced 26.46% decrease in total pesticide consumption. However, the presence of unregistered pesticides in the environmental samples and agricultural products has pointed out the weakness in the existing legal regime of the pesticide governance. This, in turn, is threatening the livelihood and health of the farmers, food safety and consumer health. This paper reviews the antiquity of the status of pesticide consumption, evolution and drawbacks of pesticide in the context of existing socio-economic position of Bangladesh. A consolidated uniform system is lacking to project pesticide management in the country. Existing legal policy, rules and regulations in the context of international agreements regarding pesticide management have been reviewed and suggested for further amendment. Moreover, role of green microfinance in sustainable management of pesticides and food safety were recommended. A framework is proposed for pesticide governance with a stronger pesticide surveillance program and coordination of ministries interlinking environmental, occupational health and food safety.  相似文献

A coalition framework is proposed to address the contentious issues facing agriculture and the environment in urbanising areas, by bringing stakeholders together in homogeneous focus groups to identify areas of common interests, and then in heterogeneous groups to validate the results of the framework. Such a framework encourages greater understanding, consensus building, the resolution of conflicts, and the establishment of coalition efforts in areas of mutual interest and agreement by allowing stakeholder groups collectively to pursue agenda-building on issues of common interests. Based on the authors' observation of the process over an 18-month period, it is encouraging that the coalition framework is an appropriate strategy for building consensus among diverse audiences.  相似文献

Research has shown pro-environmental behaviour to be positively associated with the strength of emotional connection towards the natural environment. The present study (N=199) investigated the predictive utility of an extended model of the theory of planned behaviour (TPB) [ Ajzen, I. (1991). The theory of planned behaviour. Organizational Behaviour and Human Decision Processes, 50, 179–211] for people's intentions to engage with the natural environment. It was hypothesised that both affective connection and identification with the natural environment would contribute significantly to the prediction of people's intentions. A secondary hypothesis was that participants who had grown up in rural areas would report more positive orientations towards engaging with the natural environment than would urban participants. The research found that affective connection was a significant independent predictor of intentions to engage with the natural environment. Environmental identity was only a significant predictor in the absence of affective connection in the regression model. As predicted, rural and urban participants differed significantly along the measured variables.  相似文献

Summary Among the different impacts of coastal tourism on the environment, the effect of tourism on public health has special importance. The large increase in population during the high season results usually in an increase in the amount of waste water produced. If the necessary infrastructure for handling these wastes is not available, the sea is polluted, causing serious problems.To investigate the effects of sea pollution on the public, a health survey was conducted in Bodrum and Çesme, the two most important tourist coastal resorts of Turkey. A questionnaire about the health problems which tourists suffer, as well as their culinary habits, swimming habits,etc. was distributed. At the same time the pollution level in the sea was determined in the form of coliform concentration. As a result it is shown that those swimming in polluted waters suffer more from gastro-intestinal diseases than others. Furthermore, foreigners (usually Scandinavians) and children are proved to be more susceptible to pollution, possibly due to their lack of immunity.Dr Günay Kocasoy is presently Associate Professor in the Department of Chemical Engineering at Bogaziçi University. There has been a recent popularization of 'Smart Growth' planning in North American cities. Based upon the aim to decrease the impacts of sprawled regional development on the natural environment, a focus of Smart Growth planning is the intensification of both population and physical development in existing urban areas. Faced with the creation of a new Official Plan for the City of Toronto, municipal planners have chosen urban intensification as the vision for planning in Toronto over the next thirty years. This paper examines the nature of intensification planning in Toronto through an analysis of the language of urban intensification found in the Official Plan vision report. Within this report, emphasis is placed upon the role of intensified development and compact population growth as a solution to the environmental problems of urban sprawl. This paper argues that the environmental aspects of intensification provide a more acceptable public rationale for future intensification processes in Toronto; moreover, that the main rationale for intensification in Toronto is not to solve regional sprawl but to create compact urban districts in order to enhance the economic and physical revitalization of the city. The language of intensification in the Official Plan vision report suggests that urban intensification, particularly in Toronto's downtown core, is a strategy for the development of more 'livable' and vibrant residential and commercial areas. The emphasis on intensified development is geared towards the attraction and maintenance of private investment and skilled labour and is a central part of the City of Toronto's vision of economic growth.  相似文献

The Great East Japan Earthquake has occurred on March 11, 2011, in the Tohoku District of Japan. Due to the earthquake, big tsunamis were induced, and they rushed to the Fukushima Nuclear Power Stations, causing severe accidents. Radioactive materials including I-131, Cs-137 and so on were emitted from the plant to the environment. The Japanese government, Fukushima prefectural government and other local governments have struggled against the accidents. The restricted area and deliberate evacuation area are set by the government, and the residents are evacuated. The dose rates in and around Fukushima Prefecture have been monitored by the governments and other involved organizations. Fukushima government has started the health management survey for all residents in Fukushima Prefecture including the questions on their activities for the estimations of their external doses.  相似文献

The concern of this paper is with the spatial consequences of development in a given rural setting and the way in which physical planning fits into the revival of a dying rural area, particularly in Third World Countries. It is based on experience derived from Dekinal in Benue State, Nigeria and endeavours to define a rural area by briefly discussing its characteristics and highlighting its problems. US environmental controls for industry include numerous regulations that rely on the regulated community to self-identify, monitor, report, or complete other requirements on their own recognizance. These include state- and federal-issued general permits for stormwater discharges associated with industrial activities, effective in 1992, with known incomplete compliance by 2004. Results demonstrate highly incomplete compliance with variation in effectiveness among studied states and urbanized regions. Texas and Oklahoma, administered by US EPA during the research period, have attained higher compliance rates than California, administered by a state agency, or Florida, also administered by US EPA. Specific program designs and implementation strategies employed by states are evaluated for impacts on states' compliance effectiveness.  相似文献

In partnership with the US Department of Energy’s Office of Industrial Technology, Whyco Technologies, Inc., has developed an innovative perforated plating barrel used in the plating of metal parts. This new technology employs a thin-walled construction, differing from the traditional thick-wall design required to provide adequate structural integrity. The thicker walls lowered the efficiency of transferring plating solution into and out of the barrel and diminished the electrical current pushed through the holes and onto the parts being plated. By machining pockets out of the traditional thick-walled perforated structure, Whyco produced a ‘honeycomb’ of staggered cells, allowing for the greatest number of holes per open area while maintaining structural integrity. Hydrodynamic pumping occurs during barrel rotation to create greater solution transfer than in traditional barrels. The Whyco barrel has higher current density plating, which leads to faster plating cycles, reduced bath concentration, and better plating of difficult chemistries such as in alloys. This new technology has helped the company reduce energy use by 16%, eliminate more than 480 tons/year of solid waste, and reduce wastewater by more than 17 000 gallons/day. The resulting cost savings total more than $500 000 annually. The company has manufactured and sold more than 275 of these barrels to other electroplating companies that are reporting up to a 40% increase in plating productivity and similar energy and environmental impacts.  相似文献

The European Environment Agency (EEA) is the European Union body dedicated to providing sound, independent information on the environment. It is a major information source for those involved in developing, adopting, implementing and evaluating environmental policy in Europe, and also for the general public. In line with its mandate, the EEA has developed — focused around a set of policy relevant questions — a set of indicators to assess progress in Europe in integrating environmental considerations into the energy sector. Each question is answered through one or more indicators describing the development of the sector in Europe, implications for the environment and links to policy actions. The indicators cover not only the current situation, but also trends and prospects and, most importantly, point to the conditions for change that are needed for progress towards a more sustainable energy policy that benefits the environment. The results of the most recent assessment are presented in this article and show that in many areas of environmental integration there have been some successes, but overall progress to date has been insufficient. Substantial additional action will therefore be required in the future if the European Union is going to move towards a more environmentally sustainable energy system.  相似文献

Summary Over the past two decades, since initial establishment of Thailand's National Environment Board by the original National Environmental Quality Act of 1975 (NEQA/75), many lessons have been learned on the complex problems of establishing a meaningful national environmental program in the country. Based on these lessons, a new act was promulgated in 1992 (NEQA/92), which furnishes very substantial powers and financing for planning and implementing such a program. The result has been a marked upgrading and acceleration of the program, but with the realization that the principal problem now is scarcity of the many needed technical skills in the government's Ministry of Science, Technology and Environment, which serves as the Working Arm for the National Environment Board. One of the approaches now being explored is how to make effective use of the private sector to supplement and complement the government's resources.Thailand's goal, from the point of view of the Ministry of Science, technology and Environment, is the continuing sustainable development of Thailand. This means planning and implementing economiccum-environmental development projects, where the investment pays good dividends in both financial earnings and in environmental protection. This will not be easy, because the projects must be suited to the political, cultural, and social as well as the economic realities of Thailand. The common mistake in developing countries of trying to emulate practices developed and utilized in the affluent industrialized countries must be avoided. It is realized that pioneering studies and research, to obtain the planning and design guidelines which will fit the current national development situation, must be undertaken here in Thailand.Mr Kasem Snidvongs is Permanent Secretary to the Ministry. This paper studies local institutions established for better co-ordination of environmental and transport policies. The empirical case is an institution called the Land-use and Transport forum (ATP) in the city area of Kristiansand in Norway, where municipal, county and state organisations have been brought together in decision making and implementation processes. ATP's relationship with private business organisations is also analysed. It is argued that the case is an example of how groups of actors and partnerships can shape new discourses. The paper shows that urban governance relations are changing from a sectorally focused mode of governance to a more open and inclusive style in Kristiansand.  相似文献

While US climate change mitigation policy has stalled at the national level, local and regional actors are increasingly taking progressive steps to reduce their greenhouse gas emissions. Universities are poised to play a key role in this grassroots effort by targeting their own emissions and by working with other local actors to develop climate change mitigation programmes. Researchers at the Pennsylvania State University have collaborated with university administrators and personnel to inventory campus emissions and develop mitigation strategies. In addition, they have facilitated a stakeholder-driven climate change mitigation project in one Pennsylvania county and started an ongoing service-learning project aimed at reducing emissions in another county. These campus and community outreach initiatives demonstrate that university-based mitigation action may simultaneously achieve tangible local benefits and develop solutions to broader challenges facing local climate change mitigation efforts. Outcomes include improved tools and protocols for measuring and reducing local emissions, lessons learned about service-learning approaches to climate change mitigation, and methods for creating climate change governance networks involving universities, local governments and community stakeholders.  相似文献
