The US Soil Conservation Service has developed an agricultural land evaluation and site assessment (LESA) system. The LESA system is being used by the US Department of Agriculture and other federal agencies to implement the Farmland Protection Policy Act of 1981. Summary Atlases of cancer mortality have recently appeared in many nations. This paper cautions environmental professionals against using them to draw cause-and-effect conclusions because of limitations of the map as a conveyor of information, and limitations of the data used in cancer atlases. Appropriate uses include, finding clues for detailed epidemiological and environmental research, places with poor data, regions requiring special equipment and personnel, and as tools for persuading the public to be less fatalistic about cancer and more supportive of public health protection and education programs.Dr Michael Greenberg is both Professor of the School of Urban and Regional Policy, and Acting Director of the Graduate Program in Public Health, at the University of Medicine and Dentistry and Rutgers University.  相似文献

Summary During the last ten years environmental quality and energy have emerged as important national issues right along with the economy. The central proposition appears to be that environmental concerns are inversely related to concern about energy and the economy. The common assumptions about public perception of the trade-offs between environmental quality, economic growth, and energy production are shown to be invalid. In any event it is unlikely that public policy makers will find themselves strongly pulled by a highly polarized public.David J. Rosen is an assistant professor in the Department of Human Ecology, Cook College of Environmental and Agricultural Sciences, Rutgers University (U.S.A.) where he teaches in the interdisciplinary International Environmental Studies and Human Ecology curricula. While formally trained as a political scientist (Ph D, Rutgers University, 1975) for the past six years his research on energy and environmental matters has become increasingly interdisciplinary. The subjects of his work have ranged from the international energy system to the provision of solar energy incentives by state government. ABSTRACT: Our nation periodically reviews national water policy and considers its directions for the future. The most recent examination was directed at the western United States and the role of the federal agencies in meeting its needs. The West is no longer the frontier, but rather contains vibrant cities and booming centers of international trade, as well as tourism, mineral, and oil and gas development, agricultural, and other development. In this changing environment, federal water policies need to consider the long term sustainability of the West, provide justice to Indian tribes, protect the rivers and ecosystems on which natural systems depend, balance the needs of newcomers with those of agricultural users and communities, and meet a myriad of other demands. The Western Water Policy Review Advisory Commission has just concluded its review of these issues and issued its report. Key among the recommendations is the need to coordinate federal agencies at the basin and watershed level and make government more responsive to local needs, but within a framework that includes national mandates. The Commission's recommendations are presented here, along with some of the issues that surrounded the operations of the Commission.  相似文献

It is often unclear what the role of a local jurisdiction is with regard to land use management on nearby federal properties. Yet federal lands clearly impact nearby local communities. The US Department of Energy (DOE), with over 100 sites across the United States with varying degrees of environmental contamination, may be in a very difficult position with regard to relationships with local government about land use. Yet few, if any, studies have examined DOE land use issues. This study asks: (1) In general, how do local planners feel about federal government relationships with them? (2) Do local planners feel differently about the DOE than they do about other federal agencies? (3) What reasons explain any differences observed in answer to the second question? To answer these questions, local planners were interviewed from communities adjacent to non-DOE federal properties, and their responses compared to those of planners located near DOE facilities in the same regions. Findings showed that compared to other federal agencies that own land in the same regions, the DOE is relatively poorer at actively involving local officials in land use decisions at its sites. Primary reasons are the historic legacy of a culture of secrecy, focus on mission, and especially the lack of experience, training, or mandates in local planning cooperation. Findings also suggest that this attitude is markedly stronger in areas west of the Rocky Mountains. Recommendations for improved federal–local communications include the development of a vision for local government involvement that is supported by top levels of management and filtered effectively to the site level.  相似文献

Summary In the spring of 1981, Tufts University and the International Union for the Conservation of Nature began teaching the World Conservation Strategy to environmentalists working at the local level. The fourteen-week course that they offered was the first of a series of initiatives to increase public awareness of the need for local action toward the solution of global environmental problems. The success of the first course has encouraged other groups to adapt it to their own social and ecological settings, but there is a pressing need for even more public education. While several aids to teaching the World Conservation Strategy are now being developed to give local conservation educators access to the Strategy, the initiative for bringing the World Conservation Strategy to the public should continue to come from these local leaders. Frank Thibodeau is an environmental biologist and policy analyst with MA and PhD degrees from Tufts University. He is currently a Research Associate in the Department of Urban and Environmental Policy at Tufts, preparing a book on the World Conservation Strategy as a foundation for local environmental initiative under the auspicies of IUCN and the World Wildlife Fund. In addition to his writing and teaching related to the Strategy, he maintains an active research program examining the development of national and international strategies for the preservation of genetic diversity. Hermann H. Field, an urban planner and Fellow of the American Institute of Architects, was director of the Planning Office of the Tufts-New England Medical Center in downtown Boston for 12 years. In 1972 he initiated and then directed a new graduate department of Urban and Environmental Policy at Tufts University. Since 1978 he has been Professor Emeritus in Environmental Planning there. In addition to continued involvement in his department he is active on a range of levels in conservation from the local to the international, including membership on IUCN's Commission on Environmental Planning.  相似文献

Summary In order to consider appropriate sustainable development, it is first necessary to understand the problems of developments that are inappropriate for specific population groups. Variables, such as, the culture of the group, its historical experiences, demographic and economic resources, population density, and remoteness or urban proximity should be scrutinized. This is a case study of one population group with a history of resource dependency.Inchelium is a small Native American community on the Colville Indian Reservation in Washington, USA. The construction of a large dam ended fishing in Inchelium. Changes due to the dam have led to exploitation and degradation of the community's lifestyle. Several attempts at viable alternative economic development have led to disagreements about cultural and environmental issues. Lack of sustainable development has fostered a non-viable economy. In this economy half of the employable persons are unemployed, and 80 percent are dependent upon some form of government financial and service aid.These problems are related to the effects of colonization found on all North American Indian reservations. A dependency relationship with the federal government has resulted in qualitative changes in the use of natural resources, from subsistence to extraction.Dr Pamela Elkind is Department Chairperson and Professor of Environmental Sociology at Eastern Washington University. When the cold war ended, the United States stopped developing,testing and building nuclear weapons at nearly all of its former nuclear weapon sites. The Department of Energy (DoE) began a massive environmental remediation programme, which includes engaging surrounding communities in a future land use planning process. Using the Savannah River site as an example, we show that this process faces large obstacles, especially a legacy of mistrust of the DoE and organizational limitations at the federal and local government scales. These hinder open dialogue about future land use. The authors suggest three planning principles for future land use planning and organizational issues that must be addressed before these can be fruitfully explored.  相似文献

美国为应对环境污染带来的公共健康灾难,建立了环保局与卫生部既分工又协作的体制,两个部门都关注环境污染对人类健康的危害。在职能上,环保局侧重于管制和"污染者",卫生部侧重于服务和"潜在受害者"。联邦层面,环保局与卫生部在管制方面和研究(信息共享)方面紧密合作。地方层面,环保局的主要职能是监督各州执行联邦标准,卫生部的主要职能是提供健康和医疗服务,并在具体工作中密切配合。借鉴美国的经验教训,明确建立"公众健康优先"的环境管理价值取向,针对环境与健康风险管理的特点推进生态环境统一监管机构改革,以法治思维和法治方法推进环境与健康治理体系建设;加强科学研究,加快建设环境与健康风险控制信息系统。  相似文献

Summary This paper presents an overview of: (1) the institutional context of the environmental pollution sector of environmental quality management; (2) accomplishments and problems in some representative subsectors; and (3) prospects. The author describes levels of government within the US federal system and lists types of organizational structures, explains the division of responsibilities for managing environmental quality among legislative bodies/executive agencies, state and federal courts, and state public utility commission, and notes the significant role of nongovernmental environmental groups. In order to assess both the past performance and present status of environmental quality management in the United States, Bower cites some specific and generic problems in such subsectors as water quality, soil erosion, air quality, and hazardous wastes. He goes on to characterize recent approaches and their results using these observations as a basis for an appraisal of future prospects in the context of intermedia impacts and multiple modes of impact on various species. Remarks prepared for presentation at theColloque International, Les Politiques de l'Environnement Face à la Crise, Paris, 10–12 January, 1984. Blair T. Bower, a Registered Civil Engineer, is a Consultant in Residence at Resources For the Future in Washington, DC. He has worked extensively in the US and abroad on environmental quality management with such international organizations as the UN, WHO, OAS, and OECD. His current involvements include consultancies with the US National Oceans and Atmospheric Administration, Strategic Assessments Branch/Oceans Assessment Division; as Leader for Utilization of Coastal Water Problem Areas/Analyzing Biospheric Change Programme, International Federation of Institutes for Advances Study; and with the Office of Policy Analysis/US Environmental Protection Agency. This case study presents the series of decision-making processes surrounding a current environmental issue—the Portsmouth oil refinery in Virginia. Crude oil must be refined before it can be used as fuel. Additionally, some oil must be desulfurized for use other than as gasoline. In 1977, the nation imported about one million barrels of oil a day. Although the US Department of Energy has emphasized the critical need for greater east coast refinery capability, the east coast is to supply only 25% of its refined oil needs. In the same year, the east coast met its demands for petroleum products from three sources: (a) refinery production, 22.7%, (b) product imports, 28.0%, and (c) products from the Gulf Coast, 49.3%.1 The energy program after the Arab oil embargo has an objective of encouraging the construction of oil refineries and petrochemical plants in the United States rather than abroad. The tariff is higher on imports of refined oil products than of crude oil, and new refineries are allowed to import a large proportion of their requirements tarifffree.The US federal government does not directly regulate the locations for oil refineries or methods of desulfurization. The oil import program, however, does influence decisions concerning location of desulfurization facilities and refineries, and air and water pollution standards affect methods of refining, besides making desulfurization necessary.The opinions expressed in this article are those of the author and do not necessarily reflect those of the United States Department of Defense.  相似文献

Public support for environmental protection in the US as a federal government priority has substantially dropped since 2001. Data for the years 1999?–?2004 show that the least support was from non-Hispanic white, middle-class, college educated and suburban residents. Poorer, black, and residents of large cities have become the strongest supporters. In addition, with the important exception of wanting the federal government to focus on job creation, the public is less interested in many other domestic program priorities, including crime prevention and regulating health care management. The results are not an ominous sign that the public has lost interest in environmental planning and management, but are interpreted here as a notice that there must be aggressive efforts to explain to the public, media and elected representatives that efforts are critically important to public health, job creation and economic development.  相似文献

Summary An earlier version of this paper was originally presented at The American Association of University Women, Michigan, State Division, USA. The paper deals with two main issues: In the first place that there is no single energy source that will solve the energy problem. The solution will come through what has been called An Energy Family Approach. Secondly, that government regulations, which were primarily written in the days when America was viewed as a country with no limits, must be relaxed.Gerald T. Westbrook works for Dow's Hydrocarbons Department as Energy Project Manager. Prior to this current assignment he had been Project Manager in Dow's Functional Products and Systems Department for Business Development concentrating on water purification technologies for the energy industries. He has had over twenty years experience in various technical and functional areas with Dow Chemical in the United States and Imperial Oil Ltd. in Canada. Summary Seven neighborhoods adjacent to hazardous waste were surveyed. The authors found that respondents did not rate their neighborhoods as highly as Americans as a whole, but, like most Americans, they did rate their present neighborhood better, or the same as, their previous one. The adjacent hazardous waste site was mentioned as distressing more often than any other neighborhood characteristic. Yet in four of the seven neighborhoods, dilapidated buildings and streets, odors and smoke from sewage treatment plants and factories, noise from trains and traffic congestion, or another neighborhood characteristic was mentioned as more stressful than the hazardous waste site. It is argued that govemment needs to be more aggressive about understanding community viewpoints before proposing multi-million dollar hazardous waste remediation plans that could be resisted by a community.Professor Michael Greenberg and Dr Dona Schneider are regular contributors to this Journal. Since Confederation in 1867, official Canadian settler government policy on the environment has sought to simultaneously preserve “wilderness” and exploit natural resources for market gain. In the 1960s, the nascent North American modern environmental movement pushed for stronger regulation on pollution and toxics – and a more institutionalised state-led response to environmental problems emerged. Throughout the last five decades, three principal “eras” of federal government reaction have emerged in response to mounting scientific evidence and public pressure to act on environmental issues. The first, from the late-1960s to mid-1980s, saw the development and implementation of early environmental policy and programmes. The second era, from the mid-1980s to mid-2000s co-occurred alongside the rise of the sustainable development paradigm, and is marked by the Canadian government’s attempt at leadership on the global stage. The third era, from the mid-2000s to 2015, demonstrates a shift from environmental regime-building and multilateral collaboration toward rollbacks and obstructionism. Under the leadership of Prime Minister Stephen Harper, the government of Canada reversed decades of progress and cooperation on the environment and sustainable development through its muzzling of government scientists, superficial co-optation of climate policy, rollbacks of environmental legislation and disparagement of environmental activists. In total, by shifting the federal government from a position of ineffective benevolence on environmental issues to one of contention and antagonism, the Harper government’s approach represents a departure from Canadian environmental governance norms and sought to remake the identity of Canada as an energy superpower inextricably tied to its oil and gas industry.  相似文献

虽然针对美国《清洁空气法》(CAA)的研究众多,然而诸多研究并未发掘至其之所以先进的核心。CAA之所以先进的关键在于重新分配法律(EPA是其代表)与州政府之间权力与义务的环境质量达标制度。CAA要求在联邦层面构建一个约束美国各州的大气环境质量标准体系,并且以各州的客观环境与发展程度为前提,赋予各州政府一系列的大气环境质量目标。各州政府需要在自身的权限范围内采取行动,从而为这一系列目标向联邦负责。CAA将自身的法律设置分为两大内容(或称两大原则):国家空气质量标准原则与州政府独立实施原则,并将两大原则转化为具体的程序:NAAQS与SIP。代表国家法律的环保署与代表实际环境义务承担者的州政府之间,是互相依赖又互相独立的关系。  相似文献

Summary A country which truly wishes to preserve the full range of genetic diversity with which it has been endowed must look beyond large biosphere reserves. It must inventory and protect individual species and habitat types in smaller preserves as well. The United States provides an example of a country which has a legacy of preserves. Much of the land that would be necessary for an effective preserve system has already been acquired, but basic information and coordination among agencies is lacking.Dr Francis Roy Thibodeau graduated in Environmental Sciences from Boston College. He later took his Masters in Urban, Social and Environmental Policy, and his Doctorate in Ecology and Environmental Policy, both degrees from Tufts University. The Supreme Court's interpretation of the commerce clause controls the balance of power between state and federal governments in the United States. An understanding of the relationship between the different government levels is essential for resource managers concerned with resource and environmental issues. This study examines selected Supreme Court decisions between 1976 and 1988 to answer three questions raised by the commerce clause: (1) Is the regulated item an article of commerce? (2) Do state laws burden interstate commerce? (3) Is federal commerce regulation limited? The balance of power among the justices and the commerce clause theories affecting the federal role in resource management are also examined. Since ratification of the Constitution, the Supreme Court has continuously increased federal power, but states have power to act independently as long as contradictory federal laws do not exist and state law does not impermissively affect commerce. If Congress regulates an individual's use of resources, their power is unquestioned. Future Court decisions will not significantly reduce the federal role in resource management even if the Court's membership changes. Even the supporters of states' rights on the Court realize increased federal power is a necessary part of the country's evolution. The purpose of the commerce clause is to create a national economic unit with free location principles. The Court supports this purpose today and will in the future.  相似文献

National surveys and a survey conducted by the authors in March and April 2004 revealed that the public’s concerns about air, water and land pollution have declined during the last four years in the United States and more specifically in the State of New Jersey. In New Jersey pollution remains a major concern of most residents, even during a period of a war, anxiety about terrorism and the economy. Those most anxious about pollution do not believe that government is doing enough to protect the environment, want to maintain current environmental laws, and are worried about the future. Disproportionately they are African and White Americans, middle income, and college graduates, in other words, part of the American mainstream. Direct attempts to weaken environmental protection are likely to be resisted by this core of the population, which does not trust current federal, state and local governments to protect the environment. We expect concerns for the environment to continue and yet change as production processes in the United States continue a trend toward pollution prevention, and we wait for the public’s mental models to catch up with this evolving reality.  相似文献

Summary Does educational achievement affect people's health-related behaviors? Differences in behavioral risk were found among 9,000 18 to 34 year old Americans surveyed for smoking, alcohol abuse, seat-belt-use, obesity, high blood pressure and physical activity. After controlling for sex, race/ethnicity and age, educational achievement was strongly associated with smoking and seat-belt use, and also with hypertension and obesity. New environmental health education programs in the USA are expected to reach the more educated, leading to enhanced health for most Americans, but not the less educated, resulting in a widening gap in American society.Dr Michael R.
