In this paper we show how ideas from a longstanding but little recognised literature on adaptive governance can be used to rethink the way science supports Australian drought policy. We compare and contrast alternative ways of using science to support policy in order to critique traditional commentary on Australian drought policy. We find that criticism from narrow disciplinary and institutional perspectives has provided few practical options for policy makers managing these complex and interacting goals. In contrast, ideas from a longstanding but little recognised literature on adaptive governance have potential to create innovative policy options for addressing the multiple interacting goals of Australian drought policy.From an adaptive governance perspective, the deep concern held by Australian society for rural communities affected by drought can be viewed as a common property resource that can be sustainably managed by governments in cooperation with rural communities. Managing drought assistance as a common property resource can be facilitated through nested and polycentric systems of governance similar to those that have already evolved in other arenas of natural resource management in Australia, such as Landcare groups and Catchment Management Authorities. Essential to delivering these options is the creation of flexible, regionally distributed scientific support for drought policy capable of integrating local knowledge and informing the livelihood outcomes of critical importance to governments and rural communities.  相似文献

Climate change is a major problem undermining agricultural production in Africa. Consequently, efforts are being made to provide farmers with adaptation technologies, but little empirical research exists on the determinants of adopting such technologies. This article addresses this research gap, using the case of drought tolerant maize (DTM) technology in Nigeria. With survey data from 200 farm households and econometric techniques, we explore the determinants of whether to invest and how much to invest in adaptation technology by smallholder farmers. Results from the study indicate that among the key determinants of adoption are access to the technology, complementary inputs, extension services, and climate change information. We also show that off-farm income and wealth status of a household play a significant role in adoption, implying capital constraints; hence, it can be difficult for resource-poor farmers to adopt the technology. Moreover, the farmers identified cost of the technology and complementary inputs, particularly fertilizer as major constraints to adoption. We conclude that while the DTM technology is suitable and important in helping smallholder maize farmers to continue to produce under a changing climate, more support is needed for them to invest in the technology and overcome adoption constraints. Necessary interventions include improving access to information about climate change and the available adaptation technology, timely access to the technology and complementary inputs, and improving access to credit, particularly for the resource-poor farm households.  相似文献

In the recent years, global environmental change research has seen increased attention to the concept of vulnerability. There have been a growing number of vulnerability assessments, but relatively little discussion on appropriate and common methods. Here we propose a method to guide vulnerability assessments of coupled human–environment systems toward a common objective: informing the decision-making of specific stakeholders about options for adapting to the effects of global change. We suggest five criteria vulnerability assessments must at least possess to achieve this objective. They should have a knowledge base from various disciplines and stakeholder participation, be place based, consider multiple interacting stresses, examine differential adaptive capacity, and be prospective as well as historical. On the basis of these criteria, we present a general methodological guideline of eight steps. To examine whether these eight steps, if attentively coordinated, do in fact achieve the criteria, and in turn satisfy the objective of the assessment, we discuss two case studies. We expect most readers to identify some of the steps as part of their well-established disciplinary practices. However, they should also identify one or more steps as uncommon to their research traditions. Thus taken together the eight steps constitute a novel methodological framework. We hypothesize that if researchers employ this framework, then the products of the research will (1) achieve the objective of preparing stakeholders for the effects of global change on a site-specific basis, and (2) further the “public good” of additional insights through cross-study comparisons of research projects designed according to common principles.  相似文献

Climate Vulnerability Index (CVI) is being proposed to assess climate change vulnerability of communities with a case study. The index consists of household parameters of all the three dimensions of vulnerability such as Exposure, Sensitivity and Adaptive Capability. Exposure is defined by ‘Natural disaster and Climate variability’, however Sensitivity by ‘Health’, Food’, and ‘Water’ and Adaptive Capability by ‘Socio-demographic profile’, ‘Livelihood strategies’, and ‘Social networks’. Respective parameters were based on the peers and literature. The CVI vulnerable status ranges from high (0) to low (1). Household questionnaire survey was undertaken from two regions namely, near to district (NDH) and away to district (ADH), in Srinagar, Uttrakhand, India. Data for desired parameters for CVI was collected from 50 randomly selected households. Data were aggregated using a composite index and differential vulnerabilities were compared. High vulnerability was observed for livelihood strategies, food and natural disaster for ADH households, and health and water for NDH households. It was found that the adaptive capability and sensitivity of ADH households was higher than NDH, however, exposure realization was similar in both the regions. The CVI was 0.69 and 0.64 for NDH and ADH, respectively, suggests high vulnerability to NDH households. This pragmatic CVI approach may be used to assess and monitor vulnerability under various stress condition, and/or evaluate potential program/ policy effectiveness in various data-scarce regions by comparing various anticipated scenarios with baseline. Further, the result obtained by index may have implications for developing adaptation or coping strategies to the region.  相似文献

New high-throughput technologies continue to emerge for studying complex microbial communities. In particular, massively parallel pyrosequencing enables very high numbers of sequences, providing a more complete view of community structures and a more accurate inference of the functions than has been possible just a few years ago. In parallel, quantitative real-time polymerase chain reaction (QPCR) allows quantitative monitoring of specific community members over time, space, or different environmental conditions. In this review, the principles of these two methods and their complementary applications in studying microbial ecology in bioenvironmental systems are discussed. The parallel sequencing of amplicon libraries and using barcodes to differentiate multiple samples in a pyrosequencing run are explained. The best procedures and chemistries for QPCR amplifications are also described and advantages of applying automation to increase accuracy are addressed. Three examples in which pyrosequencing and QPCR were used together to define and quantify members of microbial communities are provided: in the human large intestine, in a methanogenic digester whose sludge was made more bioavailable by a high-voltage pretreatment, and on the biofilm anode of a microbial electrolytic cell. The key findings in these systems and how both methods were used in concert to achieve those findings are highlighted.  相似文献

The impacts of climate change, drought and desertification are closely interlinked, and most acutely experienced by populations whose livelihoods depend principally on natural resources. Given the increases in extreme weather events projected to affect the Southern Africa region, it is essential to assess how household and community-level adaptations have been helped or hindered by institutional structures and national policy instruments. In particular, there is a need to reflect on efforts related to the United Nations’ environmental conventions to ensure that policies support the maintenance of local adaptations and help retain the resilience of socio-economic and environmental systems. This paper examines three interlinked drivers of adaptation: climate change, desertification and drought, assessing the extent to which international and national policy supports local adaptive strategies in three countries in southern Africa. We show that while common ground exists between desertification and climate change adaptations at the policy level, they are insufficiently mainstreamed within broader development approaches. Similarly, there are some overlaps between policy-driven and autonomous local adaptations, but the mutually supportive links between them are poorly developed. Further efforts to integrate local adaptation strategies within policy could increase local resilience to environmental change, while also contributing to wider development goals.  相似文献

This paper focuses on the determination of the most effective set of mitigation and adaptation strategies applied to combat land degradation and drought in a latitudinal gradient. This study was carried out in Chile, in a latitude gradient between 17° 30′S and 36° 33′S. The northern regions are mostly formed by desert and dry land, which can be considered as marginal areas for agriculture. On the other hand, the area formed by the southern regions has an industrialized agriculture where an increased use of technology takes place and where the climate and water availability are optimal for the development of agriculture. The period considered in this study was between 2000 and 2007. We calculated an Investment Effectiveness Index. Afterwards, and in order to assess the effectiveness of the financial support, we performed multiple regressions (P?≤?0.05), where the Index was considered as the independent variable, and the annual difference of the area affected by a high risk of desertification was considered as the dependent variable. Our findings suggest that the effectiveness of the different set of the strategies applied to fight against desertification and drought varies in a latitudinal gradient. Thus, in arid and hyper arid areas the promotion of modern irrigation systems seems to be effective in combating desertification, while in Mediterranean climates the reforestation strategies seem to play an important role. Our results suggest that in areas heavily degraded by overgrazing, the most effective strategies are those oriented to obtain a permanent vegetation cover on degraded soils.  相似文献

Climate scenarios for the Amazon region (Brazil) indicate an increase in temperature and a precipitation decrease, affecting society and economic activities, particularly small-scale rural communities. The research aims to identify, describe and evaluate factors present in sustainable development projects for small rural communities (Type- A Demonstration Projects - PDA and Alternatives to Deforestation and Burnt Projects - PADEQ), already implemented, for recognizing its potential use as strategies for adaptation to climate change for small rural communities in the Amazon region. The researches, concerning fifteen projects in Rondonia, Para and Mato Grosso States, were developed through document analysis, technical visits, and interviews with stakeholders of three projects about the community perception, vulnerability and adaptation capacity. The analysis of documents regarding the potential success of the projects highlights their short history, important in the local context, prospects for continuity, and community participation in decision making. Few activities developed in projects could be associated with climate change adaptation practices. Two strategies and practices are the most important: the social organization and the process of awareness and training of the community, and the diversification of the types and forms of agricultural production. The interviews indicate that adaptation is implemented in projects, but without considering the pressures of climate variability and change. While these projects were not planned in the context of climate change, the greatest role of the projects relates to the strengthening of the already existing adaptation capacity, creating good conditions for incorporation of new strategies and adaptation measures, now clearly associated to the objective to reduce the vulnerability to climate change and variability impacts.  相似文献

Sugarcane, a glycophyte grown in the tropical and subtropical regions, is frequently subjected to soil salinity, affecting the yield and quality of the harvest. The ameliorative efficiency of salt priming on emergence and plantlet growth was examined in sugarcane cultivars which are known to vary in salt tolerance under field conditions. Salt priming with NaCl (100 mM) improved both the percent and rate of germination of the sets of the tolerant (Co 62175) and moderately tolerant (CoM 265) varieties compared to sensitive (CoC 671) and test variety (Co 86032). Salt priming during germination also improved the growth performance of two-month-old sugarcane plants in terms of shoot length, shoot and root fresh weight when subjected to 15 day iso-osmotic (−0.7 MPa) NaCl (150 mM) or polyethylene glycol (PEG 8000; 20%, w/v) stress. The primed plants exhibited lower salt- and dehydration-induced leaf senescence. The results suggest salt priming as an efficient approach for imparting abiotic stress tolerance in sugarcane.  相似文献

This paper critically examines how public policy makers limit policy and other institutional design choices by a failure to appreciate (i) how situations may be characterised or framed; (ii) how practices that generate neologisms (invented terms or concepts) or reify (make into a thing) abstract concepts can displace understandings, and (iii) the epistemological bases of governance mechanism choices. An inquiry into the coining of the neologisms ‘wicked’ and ‘tame’ problems is reported and the implications for research and policy practice explored. As practices, neologising, reifying, categorising and typologising have unintended consequences – they remove us from the primary experiences and underlying emotions that provided the motivation for formulating these concepts in the first place. The failure to institutionalise the understandings and experiences that sit behind the invention of the terms ‘wicked’ and ‘tame’ problems (or similar framing choices such as ‘problematique’, ‘messes’, ‘lowland real-life swamps’, ‘resource dilemmas’ or ‘complex adaptive systems’) present systemic constraints to institutionalising social learning as an alternative yet complementary governance mechanism within an overall systemic and adaptive governance framework. Ultimately situations usefully framed as ‘wicked’,’ such as water managing and climate change are problems of relationship – of human beings with the biosphere. Re-framings, such as institutions as social technologies and other research and praxis traditions concerned with the breakdown of relationships may offer ways forward in the purposeful designing and crafting of more effective institutions.  相似文献

Accelerating rate of species loss has prompted researchers to study the role of species diversity in processes that control ecosystem functioning. Although negative impact of species loss has been documented, the evidence concerning its impact on ecosystem stability is still limited. Here, we studied the effects of declining species and functional diversity on plant community responses to drought in the field (open to weed colonization) and greenhouse conditions. Both species and functional diversity positively affected the average yields of field communities. However, this pattern was similar in both drought-stressed and control plots. No effect of diversity on community resistance, biomass recovery after drought and resilience was found because drought reduced biomass production similarly at each level of diversity by approximately 30?%. The use of dissimilarity (characterized by Euclidean distance) revealed higher variation under changing environments (drought-stressed vs. control) in more diverse communities compared to less species-rich assemblages. In the greenhouse experiment, the effect of species diversity affected community resistance, indicating that more diverse communities suffered more from drought than species-poor ones. We conclude that our study did not support the insurance hypothesis (stability properties of a community should increase with species richness) because species diversity had an equivocal effect on ecosystem resistance and resilience in an environment held under non-weeded practice, regardless of the positive relationship between sown species diversity and community biomass production. More species-rich communities were less resistant against drought-stressed conditions than species-poor ones grown in greenhouse conditions.  相似文献

Traditional approaches to soil quality evaluation were based on the use of physical, chemical and microbiological indicators. Recently, new methods, based on soil microarthropods have been proposed for soil quality evaluation. Soil microarthropods have been shown to respond sensitively to land management practices and to be correlated with beneficial soil functions. In Italy, a new approach (called QBS index) based on the types of edaphic microarthropods has been proposed to assess soil biological quality. The QBS index is based on microarthropod groups present in a soil sample. Each type found in the sample receives a score from 1 to 20 (eco-morphological index, EMI), according to its adaptation to soil environment. The QBS index sums up these scores, thereby characterizing the microarthropod community of the sample being studied. QBS has been applied on a range of soil types and land uses in Italy, its validity evaluated for assessing biological quality of soil in different situations. This paper describes the QBS methods and presents three applications of the proposed methodology.  相似文献

In this paper, we investigate the ways in which climate stressors and economic changes related to liberalisation alter the local vulnerability context. Household and key informant data from two villages in Mozambique are analysed. First, we explore how changes such as increased market integration, altered systems of agricultural support, land tenure change and privatisation of agro-industries may affect factors important for response capacity, including access to local natural resources, employment opportunities, and household labour and capital. Next, we investigate how people related to the market while coping with the 2002–2003 drought. The study reveals that there had been an increase in informal trade and casual employment opportunities; however, market relations were very unfavourable and as the drought intensified, smallholders were locked into activities that barely secured economic survival and which sometimes endangered long-term response capacity. Only a few large-scale farmers had the capital and skills necessary to negotiate a good market position in urban markets, thus securing future incomes. Inequality, social sustainability, vulnerability and natural resource use are all closely linked in the savannas. Hence, both climate change adaptation policies and sustainability measures need to target vulnerability context and the social and environmental stressors shaping it.  相似文献

Agricultural production in the Canadian Prairies is expected to be negatively affected as climate change projections for the region indicate warmer temperatures, greater incidence and severity of extreme weather events, and reduced water availability and soil moisture. To understand climate change adaption, it is important to explore the learning process that underlies farmer’s adaptation practices in the region. Prairie farmers’ learning was analyzed using Transformative Learning Theory whereby learning is categorized into three types: instrumental, communicative, and transformative. All producers learned instrumentally to some degree, but farmers who placed less emphasis on maximizing economic returns generally showed secondary learning outcomes correlating economic and environmental benefits. Communicative learning was mainly limited to producer-producer dialogue to the exclusion of other organizational and institutional players in the agricultural system. Critical reflection was explored as an important precursor to transformative learning. Strong evidence of transformative learning was rare (observed in 11% of farmers), but indicators of transformative learning were diverse and was observed in 43% of farmers. Transformative learning is believed to be important for flexible decision-making and autonomous thinking, making it advantageous for responding to changing environmental conditions. The analysis shows that a large number of information sources, and communication of information in an experiential and observable way, is conducive to transformative learning. Adaptation to environmental uncertainty, resulting from changing climatic conditions, may be most effectively dealt with when individual farmers undergo transformative learning whereby underlying assumptions that govern actions, values, and claims to knowledge are questioned.  相似文献

This study aims at understanding flood risks and their impact on a community, in order to enhance communities’ resilience and adaptive capacity to these threats. It also investigates the possibility of looking at and handling risk from a resilience point of view. Therefore, while a conventional risk management process is employed in this study, social, physical, economic, and institutional dimensions of resilience are also included in order to grasp the extent of risks and the ways in which communities face, cope with, and recover from flooding. Findings showed that there was no significant difference in the perception of flood risk among household heads educated up to secondary school level, suggesting that they believe floods are purely natural events. Those with a higher level of education (high school and above) (82.7 % of respondents) were aware that flood disasters are the result of hazard and vulnerability combined. In addition, social dynamics were apparently strengthened by such disasters, which resulted in cohesion and mutual help following floods in some wards. Also, households with more sources of income and more savings appear to recover faster than others after a flooding event. With regard to governance and networks, greater efforts have to be made by local institutions to ensure basic functioning during and after disaster events and to invest more into risk reduction activities. However, further studies need to be conducted to clarify the understanding of the impact flood disasters have on the environment and community lives and livelihoods in general, as traditional coping strategies, although still practical, no longer suffice in the face of changes in climate and environment.  相似文献

Geographic factors make mountain communities around the world vulnerable to the direct effects of climate change, and reliance on recreation and tourism can increase vulnerability to the secondary economic impacts.The goal of this research was to investigate the current state of community adaptation planning in the Southern Rocky Mountain region of North America. Using original survey data this paper discusses the challenges that community and county officials currently face, the perceived effects of future climate change in this region, and the perceived barriers to adaptation planning and hurdles to adaptation implementation. Results show lack of resources, information and political will are the most commonly reported barriers to adaptation. This paper also examines the connectivity between mountain communities and the surrounding federal public lands. Fifty one percent of respondents report that decisions made on nearby public lands frequently or always affect planning and decision making in their community. Collaborative efforts between these entities are proposed as a way to reduce the resource burden of adaptation planning for both entities. Finally, this paper discusses how attitudes and beliefs about climate change affect responses to questions about adaptation planning. On average, respondents who report higher levels of concern about and belief in climate change and those who are better informed about climate change report higher levels of adaptation planning. Elected officials in this sample have, on average, lower concern about and belief in climate change than bureaucratic respondents. Thus changes in elected official composition or improved leadership on climate change planning by incumbent officials could facilitate progress on adaptation  相似文献

Rhizosphere bacteria influence plant growth through several mechanisms. Beneficial interactions are often difficult to identify and isolate for study, and therefore favorable effects on plant productivity are not easily described in quantitative terms. Major beneficial activities of soil bacteria include solubilization of minerals, fixation of nitrogen, production of growth-promoting hormones and competitive suppression of pathogens. Most recent research to improve crop responses has emphasized the study of nitrogen-fixing bacteria indigenous to rhizospheres of cereal crops and other grasses. The amount of nitrogen available to crops from fixation by these organisms is significant under some circumstances, but efforts to control and increase fixation activity have not been consistently successful. Despite considerable research, inoculation experiments frequently fail to improve rates of nitrogen fixation. However, substantial progress has been achieved in understanding mechanisms involved in plant—bacterial interactions, and in defining conditions which control them. Also, recent studies show clearly that bacterial inoculation can be highly beneficial even when nitrogen fixation is not affected. Further research is needed to develop new and effective methods for suppressing growth of competing microorganisms, and promoting dominance of those most useful to plants. Environmental manipulation may not be sufficient to achieve this objective. Genetic development of both plant and bacterial lines which enhance desired interactions is likely to be the most productive research effort for the future.  相似文献

South Africa faces several development challenges including those linked to climate change. Energy usage in South Africa, for example, is already constrained because of a range of development challenges (the dependence on cheap coal as a heating source; energy availability; access; affordability of alternative energy sources; and a range of health impacts, including air pollution). Notwithstanding calls for a transition to a low carbon economy, there have been few, recent assessments in South Africa of the costs associated with such a transition, particularly the social and economic costs for the poor who use energy in a variety of ways. In this paper we focus on trying to unravel some of the complex energy-use behaviour including understanding what drives consumers in resource-poor areas to choose and use persistently risky energy options. Analysis of qualitative data in two township areas, Doornkop and Kwaguqa, shows that township households, whether electrified or not, continue to burn coal. In both study areas, an estimated 80% of electrified households burn coal for space heating and cooking and also make use of multiple fuel sources for a range of activities. Although the major obstacles preventing people from discontinuing domestic coal combustion are poverty, the ready availability and social acceptability of coal together with other social customs cannot be underrated. This paper therefore highlights some of the persistent challenges associated with sustainable energy transitions in South Africa including implications for improved mitigation and adaptation for the energy sector in wider climate change efforts.  相似文献
