The paper attempts to verify the claim that output in state owned copper mining industries is less sensitive to price changes than in private ones. This is done by comparing the price sensitivity of copper supply in countries with state and privately owned copper industries and by testing whether nationalization leads to changes in the supply behaviour of copper mining industries. It is found that low supply elasticities and nationalizations are both the result of a country's high dependence on copper and are not themselves causally related.  相似文献

Baxter Healthcare's Cardio Vascular Group (CVG) has formed a partnership with Advanced Environmental Technical Services (AETS, formerly called AETC), an 18-year-old environmental services company based in Flanders, New Jersey. With annual revenues of nearly $100 million, AETS is the largest privately owned environmental service company of its kind. Creating a partnership with providers of hazardous waste services has become necessary for many companies that find themselves downsizing and focusing their limited resources on their core businesses. More than merely waste haulers, hazardous waste management companies are being called on to train employees, develop environmental budgets, and even serve as on-site waste managers. AETS and Baxter Healthcare's CVG have created such a partnership and have successfully reduced Baxter's hazardous waste production by 56 percent since 1992. The lessons learned from this partnership are reported in this article.  相似文献

Botswana's mineral policy objective is primarily to maximize the national economic benefit from the development of mineral resources. In 1999, the government replaced the old mining code of 1977, which was out of tune with prevailing economic philosophies with a new mining code. Although, the old act had its shortcomings it served the country reasonably well for 20 years, during which time the country was transformed from being one of the poorest of the world's poor to a middle income country. One of the cornerstones of the new and old mining codes is that government does not subscribe to privately owned minerals rights. The Botswana government attempts to provide a fair balance between the various stakeholders. There are, however, areas in the mineral policy and mining codes that need to be critically reviewed as outlined in this paper.  相似文献

This article examines the relationship between increased metal mining and sustainable development in the eastern section of the Amazonian state of Pará in Brazil. Since the early 1980s, mining has grown rapidly in Pará and local mining operations have become global leaders in the production of iron, manganese, bauxite, aluminum, gold, copper and — in the near future — nickel. To stay in tune with global standards, these companies have committed themselves to the principles of sustainability and have obtained certification for both social and environmental aspects of their activities. The article looks into whether such certification is linked to sustainable development of the relatively poor regions where these companies operate. The main findings are that: (1) there is a visible association between certification and improved performance by the companies, but not with the development of nearby areas; and (2) social‐environmental certification processes place more emphasis on ecological variables than on social ones.  相似文献

The creation of mine settlements became a common practice between 1950 and 1980. These mining towns were seen as places of permanent settlement. This permanency, together with the privatisation of mine‐owned houses (mid‐1980s) increased place attachment. Mine decline thus brought with it some form of social disruption. Whereas mining companies in Australia have attempted to minimise the social disruption caused by mine closure by introducing fly‐in‐fly‐out arrangements, the post‐apartheid housing policy in South Africa has focused on asset building in mining areas. We completed 180 interviews with representatives of households. The survey formed part of a panel survey and further included a control group and 15 qualitative interviews. Our results indicate that though members of the mining community have housing units that are larger than those of the control group, incomes are lower in the mining community, real income is in decline, smaller numbers of household members are contributing to income, self‐assessments of wealth are characterised by lower ratings, household assets increase at a slower pace, and there is a stronger preference to continue to reside in the area. All of the above serves to illustrate the consequences of the asset‐based strategies embedded in South African housing policy. The social disruption associated with mine closure further tends to lock households into locations, and thus inhibits mobility.  相似文献

A major restructuring of the mining industry has been going on since the early 1980s. Using 11 important minerals this paper analyses the changing pattern of control in the mining industry for European based mining companies. In general, European mining companies have increased their control over mineral production worldwide while North American based companies have shown a decline in control of production. Economic approaches to the valuation of ecological services have several limitations. Some of these limitations can be overcome using the multiple attribute decision-making model developed in this paper. The model postulates that a private or public decision-maker selects a site/landscape management plan based on the biophysical and economic attributes of alternative management plans, the decision-maker’s preferences for attributes, and constraints on the selection of a management plan.Two cases are examined. Case A is a watershed consisting of publicly owned land that is managed at the site, management unit and landscape scales. Management is based on the philosophy of ecosystem management. Case B is a watershed composed of several privately owned units that are managed at the site scale by decision-makers whose primary motivation is economic profit. The preferred management plan in both cases is determined using a two-stage procedure. The first stage uses a stochastic programming model to identify the most efficient management plans for a site/landscape. The second stage determines which efficient management plan for a site/landscape is preferred by maximizing an expected utility function that is additive in the attributes and assumes that the decision-maker is risk neutral.Whether a land-management plan results in strongly or weakly sustainable resource conditions is evaluated. Strong sustainability requires the probability of exceeding the minimum acceptable value of an attribute to be greater than or equal to a pre-determined reliability level for each attribute. Weak sustainability requires the same condition except that it applies to a composite index of the attributes rather than each attribute. Bayes theorem is used to evaluate uncertainty about whether the state of a landscape is sustainable.  相似文献

The Ethiopian Constitution of 1928 vests in the state ownership of all mineral resources. However, the mining code of 1944 recognized the right of individuals and private companies to explore for and develop those resources. The results were quite impressive; Ethiopia became a producer of gold, platinum, copper and other minerals. A revised mining code in 1971 further extended the rights of individuals and companies to develop the mineral resources of the country. In 1974, the newly established revolutionary government eliminated private ownership of mines and established instead state-owned mining companies to develop the mineral resources of the country. In time, the demand for government funding by other sectors of the economy left little for the mining sector and it went into decline. To correct that problem, the Government of Ethiopia in 1989 decided to again make private ownership in the mining sector legal. This paper describes some of the recent initiatives to open the mining sector to private enterprise.  相似文献

Generally speaking, there is a greater amount of quantitative data available to measure and model the cumulative environmental or economic impacts of mining than the social impacts. In part, this is because social impacts are often inherently more difficult to quantify, but historically there have also been fewer regulatory drivers for companies or state agencies to invest in collecting such data. Regulators in some jurisdictions are now starting to require resource companies to report on aspects of their social performance, but companies and regulators are still struggling to identify appropriate metrics, particularly in regards to cumulative impacts. This paper describes an innovative quantitative approach to tracking how communities experience and respond to increased mining activity, using data from the complaints registers maintained by mines located in the Upper Hunter Valley in New South Wales, Australia. In this study, complaints lodged with five separate mines adjacent to the township of Muswellbrook over several years were aggregated and trends analysed. The aggregated set showed that complaint frequency increased with the increase in mining activity but then decreased as individual complaints were addressed. However, when complaints from near-neighbours were removed, it emerged that the proportion of complaints that came from the town itself steadily increased over time. Further analysis indicated that this increase was closely associated with the amount of mine-disturbed land that could be seen from the town over time, as measured using a combination of remotely sensed data and a digital elevation model. This is persuasive evidence of a cumulative social impact that is more than just the sum of the local impacts of individual mines.  相似文献

The increasing cost of municipal solid waste (MSW) management has led local governments in numerous countries to examine if this service is best provided by the public sector or can better be provided by the private sector. Public–private partnerships have emerged as a promising alternative to improve MSW management performance with privately owned enterprises often outperforming publicly owned ones. In Lebanon, several municipalities are transforming waste management services from a public service publicly provided into a public service privately contracted. In this context, a regulated private market for MSW management services is essential. The present study examines a recent experience of the private sector participation in MSW management in the Greater Beirut Area. The results of a field survey concerning public perception of solid waste management are presented. Analysis of alternatives for private sector involvement in waste management is considered and management approaches are outlined.  相似文献

Investment in increased capacity of the major metal producers is examined in the light of changing metal prices and the business cycle. Historically, as metal prices rise, the producers have invested in new mine capacity. This process results in increased production which often comes on stream just as the business cycle is beginning to wane. During the present business cycle the investment pattern of the major mining companies appears to have broken with this historical pattern in that investment strategies are less directed toward increasing capacity.  相似文献

In recent years, as part of its neoliberal development paradigm, the Government of the Philippines has engaged in efforts to encourage extraction of the nation's mineral resources. The Philippines is also a country where decentralization has devolved substantial powers to local governments. Concern over potentially adverse environmental effects has led to opposition to mining by some local governments in the Philippines. This opposition has led to the withholding of consent to mining projects by local governments and, in some cases, the implementation of moratoriums banning mining. Central to this opposition have been the activities of civil society groups, and their collaboration with local governments. This collaboration has involved the drafting of legislation prohibiting mining and support of candidates for office who are opposed to mining. Collectively, Filipino local governments and civil society groups are examples of the concept of governance, a dispersed process wherein society manages itself for the betterment of all its members. For mining companies seeking to implement projects, it is no longer sufficient to have the consent of the national Government — that of local governance forces must also be considered.  相似文献

The fundamental nature of the mining industry with respect to innovation is often questioned. Is it the conservative, stodgy industry commonly depicted by its critics or is it instead a sophisticated, high-tech industry as championed by many of proponents? Using productivity statistics, it can be shown that the innovation rate of metal mining companies directly compares with the rates associated with general manufacturing. This relationship has held true for the last 50 years. A significant difference lies in the high-tech manufacturing sector, which for the last approximately dozen years has held productivity increases of 9.5% per year, in contrast to general manufacturing and metal mining rates of 2.5% and 2.3% per year, respectively.  相似文献

This article looks at some of the barriers that have distorted the global flow of capital in the mining industry. The perceived threat of nationalization is discussed and Chile's expropriation of US copper mining companies in 1971 is examined. Political instability, leading not only expropriation but to loss of title, altered tax laws, and voided contracts, is also cited as a factor affecting investor confidence. Finally, inadequate infrastructure is regarded as a further barrier to development of Third World mineral industries.  相似文献

The objective of this article is to understand how the promotion of clusters of small economic agents in the gem sector has brought some improvements in the economic, social and environmental conditions in the mining sector and activities related to it. The research provides policy and theoretical contributions to the field of gem production, as well as enhances understanding of the under researched opal production in Brazil. It argues that government funding and technical support dedicated to the development of mining clusters, i.e. working with small economic agents as a whole and not individually, could promote not only more economic development, but also effectively incorporate social and environmental issues, such as workers safety, water management and tailings recycling. The argument is based on an evaluation of environmental, economic, social and institutional aspects of the opal mining cluster in Pedro II municipality, Piauí state. The results suggest that some formalisation of existing practices and adequate policies have triggered innovation with some positive effects on the performance of artisanal mining. Nevertheless, there are indications that if decision-makers plan to make this cluster more sustainable, they will have to include other issues in the debate including developing substituting economic activities.  相似文献

The international price for metals is pivotal in the profitability equation for mining companies. If producer prices rise, assuming production levels and costs remain the same, profits are expected to increase. Accordingly, producers welcome any means by which price instability and unpredictability can be reduced. The paper analyses the ability of two user-friendly time series forecasting techniques to predict future lead and zinc prices. The conclusion is that price forecasting is difficult. It should, however, be acknowledged that whilst neither of the two models are definitive, they are useful for the mining company vis-à-vis its planning process. In particular, the results from the analysis in this paper suggest that ARIMA modelling provides marginally better forecast results than lagged forward price modelling. The methodologies employed in this paper have a broad based application to base metal forecasting by mining companies in general, that is, the applications are transferable.  相似文献

In recent years, elk have begun recolonizing areas east of the Rocky Mountains that are largely agro-forested ecosystems composed of privately owned land where management of elk is an increasing concern due to crop and forage depredation and interspecific disease transmission. We used a Geographic Information System, elk use locations (n = 5013), random locations (n = 25,065), discrete-choice models, and information-theoretic methods to test hypotheses about elk resource selection in an agro-forested landscape located in the Pine Ridge region of northwestern Nebraska, USA. Our objectives were to determine landscape characteristics selected by female elk and identify publicly owned land within the Pine Ridge for potential redistribution of elk. We found distance to edge of cover influenced selection of resources by female elk most and that in areas with light hunting pressure, such as ours, this selection was not driven by an avoidance of roads. Female elk selected resources positioned near ponderosa pine cover types during all seasons, exhibited a slight avoidance of roads during spring and fall, selected areas with increased slope during winter and spring, and selected north- and east-facing aspects over flat areas and areas with south-facing slopes during winter months. We used our models to identified a potential elk redistribution area that had a higher proportion of landcover with characteristics selected by elk in our study area than the current herd areas and more landcover that was publicly owned. With appropriate management plans, we believe elk within the Potential Elk Redistribution Area would predominantly occupy publicly owned land, which would help minimize crop and forage damage on privately owned lands.  相似文献

This paper examines the evolution of the control by the state of mining and smelting from 1975 to 1989. In 1950, there was little state-owned mining capacity outside the centrally planned economies. A wave of nationalizations of mine assets swept over the developing countries in the late 1960s and early 1970s. State control continued to rise, in developing countries as well as in the developed market economy countries, until the mid-1980s, when the trend reversed. At present some 20% of Western world mineral production is state controlled. The level of control is highest for those minerals mined mainly in the developing countries, and lowest for those minerals mined mainly in the developed market economy countries. The current trend is toward privatization of state-owned mining enterprises in developed countries and it is expected that as the 1990s progress, privatization of such enterprises will also begin to take place in developing countries.  相似文献

The ‘restructuring’ of production and marketing is now an important part of less developed countries' (LDCs) policies to increase their gains from primary commodity exporting. Analysis of structural change in the tin industry shows that considerable increases in real income have been achieved by taxation and by equity restructuring. Specialist foreign tin companies have been replaced in part by major mining multinationals, however, whose bargaining power is stronger. Investment appraisals suggest that foreign companies in Asia have not been taxed excessively, but that more could be done to aid local, labour-intensive mining.  相似文献
