Most developing countries, particularly Indonesia, will be facing problems of sludge pressure in the next decades due to the increase in practices of legal and illegal logging as well as land and water demands. Consequently, they will also be facing the challenges of soil erosion and sludge management due to increased quantities of sludge coming from several potential sources, such as activated sludge, chemical sludge, fecal sludge and solid wastes as well as erosion and sedimentation. Although the government of Indonesia has enacted laws and policies to speed up the implementation of the programs and activities related to sludge management, the detailed practice concepts in implementing the programs need to be identified. Discussion of role-sharing amongst the related government agencies, private institutions and other stakeholders is urgent for clarifying the participation of each party in the next years to come. This paper proposes a management approach and level of responsibilities in sludge management. Implementation of zero ΔQ, zero ΔS and zero ΔP policies needs to be adopted by local and central governments. Application of sludge on the agricultural lands and other uses will promote sustainable development. 相似文献

In northern Vietnam uplands the successive policy reforms that accompanied agricultural decollectivisation triggered very rapid changes in land use in the 1990s. From a centralized system of natural resource management, a multitude of individual strategies emerged which contributed to new production interactions among farming households, changes in landscape structures, and conflicting strategies among local stakeholders. Within this context of agrarian transition, learning devices can help local communities to collectively design their own course of action towards sustainable natural resource management. This paper presents a collaborative approach combining a number of participatory methods and geovisualisation tools (e.g., spatially explicit multi-agent models and role-playing games) with the shared goal to analyse and represent the interactions between: (i) decision-making processes by individual farmers based on the resource profiles of their farms; (ii) the institutions which regulate resource access and usage; and (iii) the biophysical and socioeconomic environment. This methodological pathway is illustrated by a case study in Bac Kan Province where it successfully led to a communication platform on natural resource management. In a context of rapid socioeconomic changes, learning devices and geovisualisation tools helped embed the participatory approach within a process of community development. The combination of different tools, each with its own advantages and constraints, proved highly relevant for supporting collective natural resource management. 相似文献

Harmonizing water management and social needs: a necessary condition for sustainable development. The case of Israel's coastal aquifer 总被引:3,自引:0,他引:3
This study focuses on the problem of most efficiently fulfilling the water requirements of society for sustainable water resources management. The goal is to coordinate effectively the social needs of the resident population with operational water resources management planning. The proposed approach consists of a pyramidal hierarchy of water resource management needs, similar to that suggested by psychologist Abraham Maslow for human social needs. The two pyramidal hierarchies can be simultaneously employed to delineate guidelines to synchronize planning for sustainable water resources development with the concerns and expectations of the resident population. In both hierarchies, higher level needs remain irrelevant and difficult to attain until lower level needs of the resident population have been fulfilled.Management planning measures employed with regard to Israel's coastal aquifer have been used to illustrate this approach. Observation of Israel's experience indicates markedly reduced effectiveness where such measures have failed to be properly synchronised with societal needs. Conversely, where hydrological management measures were successfully synchronized with societal concerns, increased efficiency towards attaining sustainable groundwater management was evident. 相似文献
