Valuing goods and services from open oceans provides arguments for the ocean's protection and plays an increasingly important role in debates on the use and management of natural resources. This paper identifies and estimates the monetary value of some of the most important goods and services provided by open oceans. The list of goods and services considered includes food production, raw materials, water supply, CO2 regulation, bioremediation of waste, biomass and biodiversity conservation. Therefore, not only values associated with productive uses are quantified but also values assigned to other biological ecosystem services. This paper constitutes a first attempt in the open ocean literature at evaluating services such as water supply, biomass and biodiversity conservation. To obtain their monetary value, different techniques, some not applied before in this area, have been used depending on the ecosystem service to be evaluated. As a general criterion we use the concept of net value added (revenues obtained from the services less incurred costs). Our methodology is illustrated by estimating the monetary values of goods and services provided by the open ocean ecosystem of Spain as defined by its exclusive economic zone. The total economic value obtained measures the contribution of oceans to overall welfare and it may be an important instrument in managing open ocean ecosystems and developing environmental policies in the future.  相似文献

The production of large quantities of wastes globally has created a commercial activity involving the transfrontier shipments of hazardous wastes, intended to be managed at economically attractive waste-handling facilities located elsewhere. In fact, huge quantities of hazardous wastes apparently travel the world in search of “acceptable” waste management facilities. For instance, within the industrialized countries alone, millions of tonnes of potentially hazardous waste cross national frontiers each year on their way for recycling or to treatment, storage, and disposal facilities (TSDFs) because there is no local disposal capacity for these wastes, or because legal disposal or reuse in a foreign country may be more environmentally sound, or managing the wastes in the foreign country may be less expensive than at home. The cross-boundary traffic in hazardous wastes has lately been under close public scrutiny, however, resulting in the accession of several international agreements and laws to regulate such activities. This paper discusses and analyzes the most significant control measures and major agreements in this new commercial activity involving hazardous wastes. In particular, the discussion recognizes the difficulties with trying to implement the relevant international agreements among countries of vastly different socioeconomic backgrounds. Nonetheless, it is also noted that global environmental agreements will generally be a necessary component of ensuring adequate environmental protection for the world community—and thus a need for the careful implementation of such agreements and regulations.  相似文献

ABSTRACT: Feasibility of disposing treated sewage in wells sunk into a partially confined coastal limestone aquifer at Waimanalo in the island of Oahu was investigated using an electric analog model. Electric analog modeling was preferred over digital modeling because of ease with which tides could be generated at the ocean boundary in the form of sinusoidal waves. The results of model operation showed that high permeability, low storativity, and the presence of ocean render the Waimanalo aquifer highly suitable for the disposal of waste water in deep wells. Since the quality of water in the aquifer is already unsuitable for municipal, industrial, or agricultural use, waste water injection will not result in any loss of fresh water supply source to the island. It is also believed that the cost of waste water disposal through the aquifer will be considerably less than that through an ocean outfall. During model development it was discovered that electric analog models can help prepare certain graphs which can be useful for aquifer analysis without any further use of the model.  相似文献

The deep ocean floor represents the latest frontier of knowledge about global mineral resources. The ocean environment poses unique problems for mineral resource development - problems of resource assessment, adaptation of mining technology, and management of resources common to all of mankind. In the first of three related articles on the mineral resources of the ocean, Mr. Odunton assesses the current state of knowledge about the nature and extent of marigenous minerals. He examines the processes of formation, the composition, and the regional distribution of ferromanganese nodules, which represent the most promising of these minerals at present. Attention is also given to the considerations involved in the location, evaluation and exploitation of nodule deposits. Future articles will review ocean mining technology and the economic and policy issues involved in the development of ocean mineral resources.  相似文献

Summary This article outlines the historical background of the Forest of Dean in Gloucestershire and the Acts of Parliament which have affected its landscape character. Problems relating to the present situation are discussed. These include rights of access, common rights, sales of public land, intrusion of industry, open cast mining and tourism. The suggestion is put forward that there should be a new Act of Parliament establishing a Dean Forest Authority which would be an autonomous estate management body with an executive committee drawn from the many interests in the district. The Forestry Commission, which is at present responsible for management, with its main concern that of commercial tree growing, is not considered to be sufficiently sympathetic to local needs. The author originally intended reading for a Forestry degree at Oxford, but eventually took a degree in Botany at that University (1957). For some time he was Biology teacher at King Edward VI's School, Norwich, and Head of Science at the Blyth School, Norwich. Since establishing the Centre for Environmental Studies for the Gloucestershire Education Authority in the Forest of Dean in 1969 he has become closely involved with a number of conservation organisations in Gloucestershire. He was for a time chairman of the Dean branch of the Council for the Protection of Rural England and the North Dean Reserves Committee of the Gloucestershire Trust for Nature Conservation. Besides writing the occasional paper on field studies and local history he writes a ‘Conservation Piece’ monthly for the local papers. He has been an outspoken critic on a number of local issues on radio, television and in local inquiries.  相似文献

Summary The author reviews the trade in frogs from India, conducted to provide a culinary delicacy in frogs' legs for the West. Excessive harvesting of frogs upsets the ecological balance in their natural habitats and increases the need for extensive use of insecticides, with consequent additions to both pollution and costs.Dr G.M. Summary The bacteriological quality of untreated spring waters in Bahrain were evaluated. Samples were collected from 12 natural springs and analysed for total plate count, total coliform, total faecal coliform, total faecal streptococci and occurrence ofShigella andSalmonella. The total bacterial counts ranged from 2.4×101 to 1.6×104 CFU mL–1 with an average of 2.8×103.The coliform organisms were present in all springs. Faecal coliforms were present in 11 out of 12 springs studied, and three springs were heavily contaminated. Based on criteria which used the ratio of faecal coliform to faecal streptococci, all springs studied may be contaminated with human wastes, except one spring which may be contaminated with animal wastes. NeitherSalmonella norShigella were detected in any of the spring waters. It is concluded that the spring waters studied are unsuitable for human consumption unless disinfected.Dr Abdulrahman O. This study investigated the hospital waste management practices used by eight randomly selected hospitals located in Damanhour City of El-Beheira Governorate and determined the total daily generation rate of their wastes. Physico-chemical characteristics of hospital wastes were determined according to standard methods. A survey was conducted using a questionnaire to collect information about the practices related to waste segregation, collection procedures, the type of temporary storage containers, on-site transport and central storage area, treatment of wastes, off-site transport, and final disposal options. This study indicated that the quantity of medical waste generated by these hospitals was 1.249 tons/day. Almost two-thirds was waste similar to domestic waste. The remainder (38.9%) was considered to be hazardous waste. The survey results showed that segregation of all wastes was not conducted according to consistent rules and standards where some quantity of medical waste was disposed of with domestic wastes. The most frequently used treatment method for solid medical waste was incineration which is not accepted at the current time due to the risks associated with it. Only one of the hospitals was equipped with an incinerator which is devoid of any air pollution control system. Autoclaving was also used in only one of the selected hospitals. As for the liquid medical waste, the survey results indicated that nearly all of the surveyed hospitals were discharging it in the municipal sewerage system without any treatment. It was concluded that the inadequacies in the current hospital waste management practices in Damanhour City were mainly related to ineffective segregation at the source, inappropriate collection methods, unsafe storage of waste, insufficient financial and human resources for proper management, and poor control of waste disposal. The other issues that need to be considered are a lack of appropriate protective equipment and lack of training and clear lines of responsibilities between the departments involved in hospital waste management. Effective medical waste management programs are multisectoral and require cooperation between all levels of implementation, from national and local governments to hospital staff and private businesses.  相似文献

If the objective of the United Nations Framework Convention on Climate Change (UNFCCC) is to be achieved, Parties must commit themselves to meeting meaningful long‐term targets that, based on current knowledge, would minimize the possibility of irreversible climate change. Current indications are that a global mean temperature rise in excess of 2–3 °C would enhance the risk of destabilizing the climate system as we know it, and possibly lead to catastrophic change such as a shutdown of the deep ocean circulation, and the disintegration of the West Arctic Ice Sheet. Observations have shown that for many small island developing States (SIDS), life‐sustaining ecosystems such as coral reefs, already living near the limit of thermal tolerance, are highly climate‐sensitive, and can suffer severe damage from exposure to sea temperatures as low as 1 °C above the seasonal maximum. Other natural systems (e.g., mangroves) are similarly susceptible to relatively low temperature increases, coupled with small increments of sea level rise. Economic and social sectors, including agriculture and human health, face similar challenges from the likely impacts of projected climate change. In light of known thresholds, this paper presents the view that SIDS should seek support for a temperature cap not exceeding 1.5–2.0 °C above the pre‐industrial mean. It is argued that a less stringent post‐Kyoto target would frustrate achievement of the UNFCCC objective. The view is expressed that all countries which emit significant amounts of greenhouse gases should commit to binding reduction targets in the second commitment period, but that targets for developing countries should be less stringent than those agreed for developed countries. Such an arrangement would be faithful to the principles of equity and would ensure that the right of Parties to attain developed country status would not be abrogated.  相似文献

The current status of the treatment and disposal of hazardous wastes in China is summarized on the basis of the results of the Declaring and Registration Project initiated nationally in 1995. A principle framework for the sound management of hazardous wastes is proposed, which includes three levels of technical solutions. Large-scale enterprises are encouraged to recycle, to treat, and to dispose of wastes by means of constructing facilities, and to have their extra capacities available to the public for a reasonable fee. Municipal governments, provincial governments, and the Central Government are to plan and construct centralized facilities to recycle, treat, and dispose of wastes. For a solution at the manufacturing level, recycling is identified as the main approach. Centralized facilities at the municipal level will mainly focus on special wastes that are unsuitable to transport and store, such as hospital waste, and for the technical solution at this level, incineration and recycling are identified as the main approaches. For the technical solution at the provincial and national levels, landfill and incineration are identified as the main approaches. Based on this principle and the current available data on hazardous wastes, a preliminary plan for the spatial distribution of cross-provincial centralized treatment and disposal facilities of hazardous wastes is presented. The construction of approximately nine cross-provincial comprehensive facilities is proposed. A priority list for the construction of these planned facilities is also presented.  相似文献

A 90-day study conducted to explore the potential of epigeic earthworms Eisenia foetida and Eisenia andrei to transform the different types of agricultural wastes and spent mushroom compost into value-added product, i.e., vermicompost. Vermicomposting resulted in significant reduction in C:N ratio, pH, electrical conductivity, total organic carbon, TK; and increase in total Kajeldahl nitrogen, TP, and various micro and macronutrients compared to those in the worm feed. Our trials demonstrated that the vermicomposting could be considered as an alternate technology for recycling and environmentally safe disposal/management of the mushroom cultivation complexes’ residues mixed with different types of agricultural waste using epigeic earthworms E. foetida and E. andrei.  相似文献

Since the publication of Rachel Carson's Silent Spring in 1962 there has been a rapidly growing public concern over widespread contamination of the environment with hazardous wastes. In recent years scientific findings on the ecological effects of various hazardous substances have posed several important questions. What exactly are hazardous wastes? Can these substances be disposed of in a technically feasible, economical, and safe way with assurance that they have been permanently eliminated from the ecosystem? What compositional alterations or movements of the hazardous wastes occur in water, soil, or air systems? What effect will these wastes have on the water, soil, or air systems? What effect will these wastes have on the water, soil, or air properties? Consequently, a University of Louisville study has developed a relevant definition of hazardous wastes for the Environmental Engineering profession together with priority of concern rating systems to delineate the degree of environmental impact imposed on a total ecosystem by a hazardous waste and the feasibility of disposing of hazardous substances at specific landfill sites. It is felt that refinements of the priority of concern rating systems offered here may provide a sound basis from which procedural decisions may be structured to establish future national hazardous waste disposal sites.  相似文献

This paper describes a systematic method for comparing options for the long-term management of surplus elemental mercury in the US, using the analytic hierarchy process as embodied in commercially available Expert Choice software. A limited scope multi-criteria decision analysis was performed. Two (2) general types of treatment technologies were evaluated (stabilization/amalgamation and selenide), combined with four (4) disposal options: (a) hazardous waste landfill; (b) hazardous waste monofill; (c) engineered below-ground structure; and (d) mined cavity. In addition, three storage options for elemental mercury were considered: (a) aboveground structure; (b) hardened structure; and (c) mined cavity. Alternatives were evaluated against criteria that included costs, environmental performance, compliance with current regulations, implementation considerations, technology maturity, potential risks to the public and workers, and public perception. Considering non-cost criteria only, the three storage options rank most favorably. If both cost and other criteria are considered, then landfill options are preferred, because they are the least expensive ones. Storage options ranked unfavorably on cost because: (a) even relatively small per annum costs will add up over time; and (b) storage is a temporary solution and, sooner or later, a treatment and disposal technology will be adopted, which adds to the cost. However, the analysis supports continued storage for a short period (up to a few decades) followed by permanent retirement when treatment technologies have matured. Suggestions for future work include: (a) involving additional stakeholders in the process, (b) evaluating alternatives for mercury-containing wastes rather than for elemental mercury only, (c) revisiting the analysis periodically to determine if changes are required, (d) conducting uncertainty analyses utilizing Monte Carlo-based techniques.  相似文献

Industrial and medical wastes constitute a larger part on what is known as ‘hazardous wastes’. The production of these wastes is and will continue to be an on going phenomenon as long as human civilization persists. The health impacts of direct and indirect exposure to hazardous wastes include carcinogenic effects, reproductive system damage, respiratory effects, central nervous system effects, and many others. Today, many developed countries have legal provisions with regard to proper management of hazardous wastes. Tanzania, like many developing countries, has little emphasis on the proper handling and disposal of hazardous wastes. There is a serious inadequacy in handling industrial and medical solid wastes in the Dar es Salaam City. Improper waste deposition is increasingly becoming a potential public health risk and an environmental burden. Due to poor control of waste, industrialists and hospital owners are not well checked on how they handle and dispose of the wastes they produce with the result that many hazardous wastes reach the Vingunguti dumpsite without notice. Data on waste generation in Dar es Salaam is also inadequate, making it difficult to plan an efficient solid waste system. Promotion of public awareness, legislation and regulations enforcement and establishment of a proper sanitary landfill are considered to be principal remedial measures to ensure sound environmental maintenance. This paper summarizes the findings of the study on the practices of industrial and medical waste management in Dar es Salaam. The author aims to express the inadequacy in hazardous waste management and suggests possible measures to be applied in order to rectify the situation.  相似文献

Summary The purpose of the paper is to examine the feasibility of used oil drums as a lining material for shallow rural wells. The discussion focuses upon the comparison of the water quality in the oil drum-lined holes with other local water sources. The response to the innovation, from a range of guinea worm prone rural environments in Ibarapa district, Oyo State, Nigeria, was encouraging. The study noted substantial reductions in cyclop population (potential for guinea worm infection) and improved water quality in the sanitary wells as compared to rural ponds. Investigations also reveal substantial saving in costs in using oil drum-lining as opposed to concrete. Findings point to the need for this kind of water scheme as opposed to sophisticated boreholes, and deep well programmes, especially in situations of limited funds and technical skills necessary to install and maintain water supply systems.Dr Abimbola Y. Construction and demolition wastes (CDW) have increasingly serious problems in environmental, social, and economic realms. There is no coherent framework for utilization of these wastes which are disposed both legally and illegally. This harms the environment, contributes to the increase of energy consumption, and depletes finite landfills resources. The aim of this paper is to evaluate the impacts of two alternatives for the management of CDW, recycling and disposing. The evaluation is carried out through developing a dynamic model with aid STELLA software by conducting the following steps: (1) quantifying the total cost incurred to mitigate the impacts of CDW landfills and uncollected waste on the environment and human health; (2) quantifying the total avoided emissions and saved energy by recycling waste; (3) estimating total external cost saved by recycling waste and; (4) providing a decision support tool that helps in re-thinking about waste disposal. The proposed evaluation methodology allows activating the stringent regulations that restrict waste disposal and developing incentives to encourage constructors to recycle their wastes. The research findings show that recycling CDW leads to significant reductions in emissions, energy use, global warming potential (GWP), and conserves landfills space when compared to disposal of wastes in landfills. Furthermore, the cost of mitigating the impact of disposal is extremely high. Therefore, it is necessary to recycle construction and demolition wastes.  相似文献
