Conservation of representative facets of geophysical diversity may help conserve biological diversity as the climate changes. We conducted a global classification of terrestrial geophysical diversity and analyzed how land protection varies across geophysical diversity types. Geophysical diversity was classified in terms of soil type, elevation, and biogeographic realm and then compared to the global distribution of protected areas in 2012. We found that 300 (45%) of 672 broad geophysical diversity types currently meet the Convention on Biological Diversity's Aichi Target 11 of 17% terrestrial areal protection, which suggested that efforts to implement geophysical diversity conservation have a substantive basis on which to build. However, current protected areas were heavily biased toward high elevation and low fertility soils. We assessed 3 scenarios of protected area expansion and found that protection focused on threatened species, if fully implemented, would also protect an additional 29% of geophysical diversity types, ecoregional‐focused protection would protect an additional 24%, and a combined scenario would protect an additional 42%. Future efforts need to specifically target low‐elevation sites with productive soils for protection and manage for connectivity among geophysical diversity types. These efforts may be hampered by the sheer number of geophysical diversity facets that the world contains, which makes clear target setting and prioritization an important next step.  相似文献

Prioritization and ranking of objects are primary needs in various substantive fields. It might be said that ranking and comparison are the first step in every risk assessment procedure, whatever the ‘risk’ is intended as: social, environmental, political or economic. Often objects to be ranked are valued by a multi-dimensional attribute which is usually transformed into a composite numerical score. In spite of conventional solutions, the author agrees with recent recommendations of performing multiple ranking, keeping indicators separated. Different innovative methods are analyzed and compared: Hasse diagrams method, POSAC and Nonlinear PCA. The first one stems directly from partial order theory, the second one may be seen as an approximation of Hasse representation in a two dimensional space, whilst the third one belongs to the wide set of non-linear multivariate techniques and it is particularly suitable in handling data of categorical type. Among them, the first two methods compare objects on the basis only on order property of data, whilst the last one simultaneously performs an optimal scale of qualitative attributes and a ranking of objects. The case study is based on the Eurobarometer survey carried out in 2002, at the request of the European Commission, which collects Europeans opinion about various political and social issues. The analysis is focused on users’ level of satisfaction about access easiness, cost, quality, information received and contracts of various services of general interest, such as telephone services, power (gas and electricity) providers, water and postal utilities, urban and rail transports. Separate indicators are set up for each facet of each service within different European regions. Eventually, the ranking of European regions is performed on the basis of the overall performance of services of general interest, as perceived by users. Selected methods lead to almost alike results, still with some differentiations due to different approaches used. As it frequently occurs, each method has its own advantages and pitfalls which are here explored and compared.  相似文献

This paper proposes to define sustainability in terms of leaving it possible for future generations to sustain certain defined targets. It is shown that variants of genuine savings and the ecological footprint can then serve as indicators of sustainability. The link between sustainability and intergenerational welfare is examined, and it is shown how to incorporate indicators of sustainability into a social welfare measure, including risk in the analysis.  相似文献

As a result of several decades of growing environmental awareness, pressures to restrict mining activity in areas of high scenic and recreational value are great. The development of planning law, and legislation for National Parks, are outlined as a framework for current mineral policies in this country, which highlight the fact that at present, almost any area in Britain could theoretically be mined, i.e. few areas are actually banned from mineral working. This contrasts with the situation in the USA where considerable acreages, especially in the Western States, are either covered by absolute bans, or are heavily restricted from mining activity.Should some areas of Britain become similarly off-limits to mining, possible implications include increased deficits in the balance of payments, reduced reliability of mineral supplies to industry, adverse social effects on a local scale, and, on the advantageous side, more efficient use of recycled waste and other alternative sources of materials. Taking all these into account, it is concluded that a ban on mining in some areas would be a dangerously short-sighted, inflexible and irreversible step, and a more moderate approach is required, while the need to protect highly valued areas is recognised as being very important.  相似文献

Abstract: There has been a dramatic increase in the number of conservation organizations worldwide. It is now common for multiple organizations to operate in the same landscape in pursuit of different conservation goals. New objectives, such as maintenance of ecosystem services, will attract additional funding and new organizations to conservation. Systematic conservation planning helps in the design of spatially explicit management actions that optimally conserve multiple landscape features (e.g., species, ecosystems, or ecosystem services). But the methods used in its application implicitly assume that a single actor implements the optimal plan. We investigated how organizational behavior and conservation outcomes are affected by the presence of autonomous implementing organizations with different objectives. We used simulation models and game theory to explore how alternative behaviors (e.g., organizations acting independently or explicitly cooperating) affected an organization's ability to protect their feature of interest, and investigated how the distribution of features in the landscape influenced organizations’ attitudes toward cooperation. Features with highly correlated spatial distributions, although typically considered an opportunity for mutually beneficial conservation planning, can lead to organizational interactions that result in lower levels of protection. These detrimental outcomes can be avoided by organizations that cooperate when acquiring land. Nevertheless, for cooperative purchases to benefit both organizations’ objectives, each must forgo the protection of land parcels that they would consider to be of high conservation value. Transaction costs incurred during cooperation and the sources of conservation funding could facilitate or hinder cooperative behavior.  相似文献

This paper describes a process to develop and establish an environmental policy and its associated environmental targets, objectives, and management programmes. The environmental policy is defined in a statement which addresses the company expectations for programmes that are important to assure adequate environmental protection and define its future commitment towards preventing pollution and continuously improving the effectiveness of its environmental protection programmes. A set of environmental objectives, derived from the policy, define the overall goals which will ensure that the company's environmental performance will remain consistent with the commitment identified in its policy when its environmental management system (EMS) is implemented, Environmental targets reflect the requirements and standards that the company must strive to achieve each objective and minimize any harmful environmental impacts from its production and manufacturing processes or other activities. In addition to defining specific targets, environmental management programmes are also used to guide EMS implementation. These programmes, however, must provide the company with the necessary flexibility to select the most appropriate technologies to enhance its own processes and prudently allocate its available financial resources in areas that return the greatest overall environmental benefit.Though they are expected to allow some discretion in the allocation of resources targeted towards environmental protection, EMS programmes must also provide assurance that the corporation environmental policy, objectives, targets, and management programmes do not result in a facility failure to adhere to all of its certification requirements. The principle and factors described in this article should be considered to the extent that they are necessary and practical.  相似文献

The U.S. Endangered Species Act (ESA) requires that the “best available scientific and commercial data” be used to protect imperiled species from extinction and preserve biodiversity. However, it does not provide specific guidance on how to apply this mandate. Scientific data can be uncertain and controversial, particularly regarding species delineation and hybridization issues. The U.S. Fish and Wildlife Service (FWS) had an evolving hybrid policy to guide protection decisions for individuals of hybrid origin. Currently, this policy is in limbo because it resulted in several controversial conservation decisions in the past. Biologists from FWS must interpret and apply the best available science to their recommendations and likely use considerable discretion in making recommendations for what species to list, how to define those species, and how to recover them. We used semistructured interviews to collect data on FWS biologists’ use of discretion to make recommendations for listed species with hybridization issues. These biologists had a large amount of discretion to determine the best available science and how to interpret it but generally deferred to the scientific consensus on the taxonomic status of an organism. Respondents viewed hybridization primarily as a problem in the context of the ESA, although biologists who had experience with hybridization issues were more likely to describe it in more nuanced terms. Many interviewees expressed a desire to continue the current case‐by‐case approach for handling hybridization issues, but some wanted more guidance on procedures (i.e., a “flexible” hybrid policy). Field‐level information can provide critical insight into which policies are working (or not working) and why. The FWS biologists’ we interviewed had a high level of discretion, which greatly influenced ESA implementation, particularly in the context of hybridization.  相似文献

Expansion of the global protected-area network has been proposed as a strategy to address threats from accelerating climate change and species extinction. A key step in increasing the effectiveness of such expansion is understanding how novel threats to biodiversity from climate change alter concepts such as rewilding, which have underpinned many proposals for large interconnected reserves. We reviewed potential challenges that climate change poses to rewilding and found that the conservation value of large protected areas persists under climate change. Nevertheless, more attention should be given to protection of microrefugia, macrorefugia, complete environmental gradients, and areas that connect current and future suitable climates and to maintaining ecosystem processes and stabilizing feedbacks via conservation strategies that are resilient to uncertainty regarding climate trends. Because a major element of the threat from climate change stems from its novel geographic patterns, we examined, as an example, the implications for climate-adaptation planning of latitudinal, longitudinal (continental to maritime), and elevational gradients in climate-change exposure across the Yellowstone-to-Yukon region, the locus of an iconic conservation proposal initially designed to conserve wide-ranging carnivore species. In addition to a continued emphasis on conserving intact landscapes, restoration of degraded low-elevation areas within the region is needed to capture sites important for landscape-level climate resilience. Extreme climate exposure projected for boreal North America suggests the need for ambitious goals for expansion of the protected-area network there to include refugia created by topography and ecological features, such as peatlands, whose conservation can also reduce emissions from carbon stored in soil. Qualitative understanding of underlying reserve design rules and the geography of climate-change exposure can strengthen the outcomes of inclusive regional planning processes that identify specific sites for protection.  相似文献

A number of scholars, mainly in ecological economics, have been attracted to the concept of co-evolution for the analysis of socio-environmental change. Yet none has adopted and developed an applied analytical approach using an explicitly evolutionary framework. This paper discusses how other scholars in economics, technological studies, organization and political science have been using evolutionary explanations and draws some lessons for ecological economics. Evolutionary is a mode of explanation based on the selective retention of renewable variation. It accounts for phenomena of structural fit and change in a variety of domains. A co-evolutionary explanation, by extension, entails two or more evolving systems whose interaction affects their evolution. Socio-environmental co-evolution involves human systems (material practices and non-material ideas and values) and non-human systems (living and physical). The challenge then is how to develop case-specific, empirical applications that define and elaborate the variants that co-evolve and specify the processes of mutual selection. Applications could benefit from existing classifications and causal propositions in the natural and social sciences. Co-evolution is part of a larger analytical toolkit for looking at complex socio-environmental problems. Although distinct, there are strong synergies, complementarities and potential for combined uses between co-evolutionary, co-dynamic and complexity-based explanations.  相似文献

Abstract: Conservation efforts at local, regional, and global scales often focus on threatened species despite recent calls to adopt more equitable and potentially more economically rational approaches. Critics contend that conservation planning centered only on threatened species fails to deliver cost‐efficient conservation outcomes. We explored how planning to preserve threatened mammal species would influence the efficiency and effectiveness of conservation investments in East Kalimantan, Indonesia. We found that the explicit protection of threatened species delivered cost‐efficient outcomes in this situation, afforded adequate protection to over 90% of those species not yet considered endangered, and contributed to the partial protection of the remainder. We used Marxan, a conservation planning tool, to determine the frequency that planning units are selected in efficient reserve systems and assessed the relative risk of deforestation of each planning unit. Our methods allowed us to identify areas of the region that require the most urgent conservation action.  相似文献

Many environmental systems and infrastructure systems are monitored using a set of indicator values that assess several aspects of site condition. The values of different indicators often convey different comparative messages for the study sites. The comparability between sites is analyzed within the theory of partially-ordered sets and visualized with Hasse diagrams. This paper demonstrates that properties of partially-ordered sets and the conversion of indicator scores into a rank matrix provide a manager or decision-maker with valuable information that would be lost if the monitored indicator data were aggregated only into a single index. Stream stability assessment data from 49 bridge crossing sites in the United States are used to demonstrate these techniques in prioritization and identification of restoration and maintenance needs of stream channels at bridge crossings.  相似文献

Coordination of group actions in social organisms is often a self-organised process lacking central control. These collective behaviours are driven by mechanisms of positive feedback generated through information exchange. Understanding how different methods of communication generate positive feedback is an essential step in comprehending the functional mechanisms underlying complex systems. The Japanese small-colony ant, Myrmecina nipponica uses both pheromone trails and an apparent quorum response during consensus decisions over a new home. Both of these mechanisms have been shown to generate positive feedback and are effective means of selecting among mutually exclusive courses of action. In this study, I investigate how pheromone trails and quorum thresholds contribute to consensus decisions during house-hunting in this species through experimental manipulations of pheromone trails, colony size and environmental context. Results demonstrate that (1) providing colonies with pre-established pheromone trails increased the number of ants finding the new site and led to higher quorum thresholds and more rapid relocations, (2) experimentally halving colony size resulted in a proportional decrease in quorum thresholds and (3) colonies relocating long distances had higher quorums than those relocating short distances. Taken together, these data indicate that pheromone trails are important for recruitment and navigation during nest site selection, but that decision making is contingent on a quorum response. Such synergy between mechanisms of positive feedback may be a common means of optimising collective behaviours.  相似文献

A growing number of programs seek to facilitate species conservation using incentive-based mechanisms. Recently, a market-based incentive program for the federally endangered Golden-cheeked Warbler (Dendroica chrysoparia) was implemented on a trial basis at Fort Hood, an Army training post in Texas, USA. Under this program, recovery credits accumulated by Fort Hood through contracts with private landowners are used to offset unintentional loss of breeding habitat of Golden-cheeked Warblers within the installation. Critical to successful implementation of such programs is the ability to value, in terms of changes to overall species viability, both habitat loss and habitat restoration or protection. In this study, we sought to answer two fundamental questions: Given the same amount of change in breeding habitat, does the change in some patches have a greater effect on metapopulation persistence than others? And if so, can characteristics of a patch (e.g., size or spatial location) be used to predict how the metapopulation will respond to these changes? To answer these questions, we describe an approach for using sensitivity analysis of a metapopulation projection model to predict how changes to specific habitat patches would affect species viability. We used a stochastic, discrete-time projection model based on stage-specific estimates of survival and fecundity, as well as various assumptions about dispersal among populations. To assess a particular patch's leverage, we quantified how much metapopulation viability was expected to change in response to changing the size of that patch. We then related original patch size and distance from the largest patch to each patch's leverage to determine if general patch characteristics could be used to develop guidelines for valuing changes to patches within a metapopulation. We found that both the characteristic that best predicted patch leverage and the magnitude of the relationship changed under different model scenarios. Thus, we were unable to find a consistent set of relationships, and therefore we emphasize the dangers in relying on general guidelines to assess patch value. Instead, we provide an approach that can be used to quantitatively evaluate patch value and identify critical needs for future research.  相似文献

The hope for creating widespread change in social values has endured among conservation professionals since early calls by Aldo Leopold for a “land ethic.” However, there has been little serious attention in conservation to the fields of investigation that address values, how they are formed, and how they change. We introduce a social–ecological systems conceptual approach in which values are seen not only as motivational goals people hold but also as ideas that are deeply embedded in society's material culture, collective behaviors, traditions, and institutions. Values define and bind groups, organizations, and societies; serve an adaptive role; and are typically stable across generations. When abrupt value changes occur, they are in response to substantial alterations in the social–ecological context. Such changes build on prior value structures and do not result in complete replacement. Given this understanding of values, we conclude that deliberate efforts to orchestrate value shifts for conservation are unlikely to be effective. Instead, there is an urgent need for research on values with a multilevel and dynamic view that can inform innovative conservation strategies for working within existing value structures. New directions facilitated by a systems approach will enhance understanding of the role values play in shaping conservation challenges and improve management of the human component of conservation.  相似文献

Abstract:  Genetic information is becoming an influential factor in determining whether species, subspecies, and distinct population segments qualify for protection under the U.S. Endangered Species Act. Nevertheless, there are currently no standards or guidelines that define how genetic information should be used by the federal agencies that administer the act. I examined listing decisions made over a 10-year period (February 1996–February 2006) that relied on genetic information. There was wide variation in the genetic data used to inform listing decisions in terms of which genomes (mitochondrial vs. nuclear) were sampled and the number of markers (or genetic techniques) and loci evaluated. In general, whether the federal agencies identified genetic distinctions between putative taxonomic units or populations depended on the type and amount of genetic data. Studies that relied on multiple genetic markers were more likely to detect distinctions, and those organisms were more likely to receive protection than studies that relied on a single genetic marker. Although the results may, in part, reflect the corresponding availability of genetic techniques over the given time frame, the variable use of genetic information for listing decisions has the potential to misguide conservation actions. Future management policy would benefit from guidelines for the critical evaluation of genetic information to list or delist organisms under the Endangered Species Act.  相似文献

Initial values and windows of competence together with a biological test system are introduced to identify soil contaminations. Theinitial values are defined as the amount of extract equivalent to a defined amount of soil (gramm soil equivalent) and the same amount of test medium. This is equivalent to a complete replacement of the test medium with the soil being tested. Theeffect limits should be at least the double standard deviation of the blank values. Based on the values found when testing uncontaminated soils, a higher threshold value has to be established for some test systems. Should no relationship be found to a standard test medium (e.g. agar as a matrix in the Ames assay), the so-calledwindow of competence is defined. Within this window no natural response is found when ex amining uncontaminated soil. For mutagenicity tests, the double spontaneous reversion rate (reversion coefficient of 2) as related o the blank sample is evaluated as the effect limit.  相似文献

In ecological network theory, network efficiency and resilience are two essential but complementary attributes of the network structure, and a balance between these factors is critical for an ecosystem's long-term sustainability. Our paper introduces this method and related concepts into water use systems to provide a new angle for sustainability quantification. In this paper, we investigate the meanings of network efficiency and resilience in the context of sustainable development of water use systems, and define sustainable systems based on the optimal balance between network efficiency and resilience. With the consideration of complex artificial characteristics of water use, we propose an optimal water use network and quantify its flows. By ascendency calculation, the balanced network structure can be determined. We then use the four sub-basins of China's Haihe River as a case study to illustrate how the optimal network can be constructed and how the optimal balance for each scenario can be calculated. The results show that the optimal balance for the sub-basins has ascendency values ranging from 0.5970 to 0.7161. By analyzing the contribution of each water use activity to network's balance structure, the location of the optimal balance in water use systems can be better understood. This research represents the first attempt to explore the balance between a network structure's efficiency and resilience as a way to quantify the sustainability of water use systems, and builds a foundation for future studies on the assessment, regulation, and management of water resources.  相似文献

Species that participate in mixed-species groups (MSG) may have complementary roles in antipredator strategies. We studied vigilance in mustached tamarins (Saguinus mystax), small arboreal primates that form stable mixed-species groups with saddleback tamarins (Saguinus fuscicollis), in order to examine how the direction of vigilance changes with different species group compositions and whether the division of labor between the two species can be confirmed. We did so by comparing quantitative and qualitative differences in vigilance behavior between same individuals in and out of association (case A); MSG and single-species groups of the same total group size from two different populations (case B); and MSG of the same group size but with a different ratio of conspecifics to heterospecifics (case C). We predicted that individuals would increase downward scanning when heterospecifics are absent or their percentage is low, but total vigilance would increase only in case A due to the group size effect. However, mustached tamarins increased total vigilance due to horizontal scanning in cases A and C, and the predictions were confirmed only in small-sized groups in case B. Thus, we found indications that associating tamarin species in MSG might complement each other in the direction of vigilance, but the division of labor alone does not satisfactorily explain all the findings. There appear to be other mechanisms at work that define how direction of vigilance changes with group size and species composition. Complementarity of species probably occurs due to species vertical stratification rather than differences in the direction of vigilance.  相似文献

Biodiversity conservation decisions are difficult, especially when they involve differing values, complex multidimensional objectives, scarce resources, urgency, and considerable uncertainty. Decision science embodies a theory about how to make difficult decisions and an extensive array of frameworks and tools that make that theory practical. We sought to improve conceptual clarity and practical application of decision science to help decision makers apply decision science to conservation problems. We addressed barriers to the uptake of decision science, including a lack of training and awareness of decision science; confusion over common terminology and which tools and frameworks to apply; and the mistaken impression that applying decision science must be time consuming, expensive, and complex. To aid in navigating the extensive and disparate decision science literature, we clarify meaning of common terms: decision science, decision theory, decision analysis, structured decision-making, and decision-support tools. Applying decision science does not have to be complex or time consuming; rather, it begins with knowing how to think through the components of a decision utilizing decision analysis (i.e., define the problem, elicit objectives, develop alternatives, estimate consequences, and perform trade-offs). This is best achieved by applying a rapid-prototyping approach. At each step, decision-support tools can provide additional insight and clarity, whereas decision-support frameworks (e.g., priority threat management and systematic conservation planning) can aid navigation of multiple steps of a decision analysis for particular contexts. We summarize key decision-support frameworks and tools and describe to which step of a decision analysis, and to which contexts, each is most useful to apply. Our introduction to decision science will aid in contextualizing current approaches and new developments, and help decision makers begin to apply decision science to conservation problems.  相似文献

Abstract:  Central America is exceptionally rich in biodiversity, but varies widely in the attention its countries devote to conservation. Protected areas, widely considered the cornerstone of conservation, were not always created with the intent of conserving that biodiversity. We assessed how well the protected-area system of Central America includes the region's mammal diversity. This first required a refinement of existing range maps to reduce their extensive errors of commission (i.e., predicted presences in places where species do not occur). For this refinement, we used the ecological limits of each species to identify and remove unsuitable areas from the range. We then compared these maps with the locations of protected areas to measure the habitat protected for each of the region's 250 endemic mammals. The species most vulnerable to extinction—those with small ranges—were largely outside protected areas. Nevertheless, the most strictly protected areas tended toward areas with many small-ranged species. To improve the protection coverage of mammal diversity in the region, we identified a set of priority sites that would best complement the existing protected areas. Protecting these new sites would require a relatively small increase in the total area protected, but could greatly enhance mammal conservation.  相似文献
