This paper analyses the way numerical data on Municipal Solid Waste (MSW) quantities are recorded, processed and then reported for six of the most meaningful Italian Districts and shows the difficulties found during the comparison of these Districts, starting from the lack of homogeneity and the fragmentation of the data indispensable to make this critical analysis. These aspects are often ignored, but data certainty are the basis for serious MSW planning. In particular, the paper focuses on overall Source Separation Level (SSL) definition and on the influence that Special Waste (SW) assimilated to MSW has on it. An investigation was then necessary to identify new parameters in place of overall SSL. Moreover, these parameters are not only important for a waste management system performance measure, but are fundamental in order to design and check management plan and to identify possible actions to improve it.  相似文献

Municipal Solid Waste (MSW) disposal has been a controversial issue in many countries over the past years, due to disagreement among the various stakeholders on the waste management policies and technologies to be adopted. One of the ways of treating/disposing MSW is energy recovery, as waste is considered to contain a considerable amount of bio-waste and therefore can lead to renewable energy production. The overall efficiency can be very high in the cases of co-generation or tri-generation. In this paper a model is presented, aiming to support decision makers in issues relating to Municipal Solid Waste energy recovery. The idea of using more fuel sources, including MSW and agricultural residue biomass that may exist in a rural area, is explored. The model aims at optimizing the system specifications, such as the capacity of the base-load Waste-to-Energy facility, the capacity of the peak-load biomass boiler and the location of the facility. Furthermore, it defines the quantity of each potential fuel source that should be used annually, in order to maximize the financial yield of the investment. The results of an energy tri-generation case study application at a rural area of Greece, using mixed MSW and biomass, indicate positive financial yield of investment. In addition, a sensitivity analysis is performed on the effect of the most important parameters of the model on the optimum solution, pinpointing the parameters of interest rate, investment cost and heating oil price, as those requiring the attention of the decision makers. Finally, the sensitivity analysis is enhanced by a stochastic analysis to determine the effect of the volatility of parameters on the robustness of the model and the solution obtained.  相似文献

The increasing generation of municipal solid waste (MSW) is a major problem particularly for large urban areas with insufficient landfill capacities and inefficient waste management systems. Several options associated to the supply chain for implementing a MSW management system are available, however to determine the optimal solution several technical, economic, environmental and social aspects must be considered. Therefore, this paper proposes a mathematical programming model for the optimal planning of the supply chain associated to the MSW management system to maximize the economic benefit while accounting for technical and environmental issues. The optimization model simultaneously selects the processing technologies and their location, the distribution of wastes from cities as well as the distribution of products to markets. The problem was formulated as a multi-objective mixed-integer linear programing problem to maximize the profit of the supply chain and the amount of recycled wastes, where the results are showed through Pareto curves that tradeoff economic and environmental aspects. The proposed approach is applied to a case study for the west-central part of Mexico to consider the integration of MSW from several cities to yield useful products. The results show that an integrated utilization of MSW can provide economic, environmental and social benefits.  相似文献

Within the context of European Union (EU) energy policy and sustainibility in waste management, recent EU regulations demand energy efficient and environmentally sound disposal methods of Municipal Solid Waste (MSW). Currently, landfill with its many drawbacks is the preferred option in the EU and many other industrialised countries. Within the waste management hierarchy thermal disposal especially incineration is a viable and proven alternative. But, the dominating method, mass-burn grate incineration has drawbacks as well particularly hazardous emissions and harmful process residues. In recent years, pyrolysis and gasification technologies have emerged to address these issues and improve the energy output. In today’s context of waste management, landfilling of Municipal Solid Waste (MSW) is considered to be one of the standard practices worldwide. Leachate generated from municipal landfills has become a great threat to the surroundings as it contains high concentration of organics, ammonia and other toxic pollutants. Emphasis has to be placed on the removal of ammonia nitrogen in particular, derived from the nitrogen content of the MSW and it is a long term pollution problem in landfills which determines when the landfill can be considered stable. Several biological processes are available for the removal of ammonia but novel processes such as the Single Reactor System for High Activity Ammonia Removal over Nitrite (SHARON) and Anaerobic Ammonium Oxidation (ANAMMOX) process have great potential and several advantages over conventional processes. The combined SHARON–ANAMMOX process for municipal landfill leachate treatment is a new, innovative and significant approach that requires more research to identify and solve critical issues. This review addresses the operational parameters, microbiology, biochemistry and application of both the processes to remove ammonia from leachate.  相似文献

The focus of this study was the emissions from waste incineration plants using Darmstadt (Germany) waste incineration plant as an example. In the study the emissions generated by incineration of the waste were considered using three different approaches. Initially the emissions from the waste incineration plant were assessed as part of the impact of waste management systems on the environment by using a Municipal Solid Waste Management System (MSWMS) assessment tool (also called: LCA-IWM assessment tool). This was followed by a comparison between the optimal waste incineration process and the real situation. Finally a comparison was made between the emissions from the incineration plant and the emissions from a vehicle.  相似文献

The increase of Municipal Solid Waste (MSW) generated over the last years forces waste managers pursuing more effective collection schemes, technically viable, environmentally effective and economically sustainable. The assessment of MSW services using performance indicators plays a crucial role for improving service quality. In this work, we focus on the relevance of regular system monitoring as a service assessment tool. In particular, we select and test a core-set of MSW collection performance indicators (effective collection distance, effective collection time and effective fuel consumption) that highlights collection system strengths and weaknesses and supports pro-active management decision-making and strategic planning. A statistical analysis was conducted with data collected in mixed collection system of Oporto Municipality, Portugal, during one year, a week per month. This analysis provides collection circuits’ operational assessment and supports effective short-term municipality collection strategies at the level of, e.g., collection frequency and timetables, and type of containers.  相似文献

The main aim of this study is the integrated assessment of a proposed Waste-to-Energy facility that could contribute in the Municipal Solid Waste Management system of the Region of Central Greece. In the context of this paper alternative transfer schemes for supplying the candidate facility were assessed considering local conditions and economical criteria. A mixed-integer linear programming model was applied for the determination of optimum locations of Transfer Stations for an efficient supplying chain between the waste producers and the Waste-to-Energy facility. Moreover different Regional Waste Management Scenarios were assessed against multiple criteria, via the Multi Criteria Decision Making method ELECTRE III. The chosen criteria were total cost, Biodegradable Municipal Waste diversion from landfill, energy recovery and Greenhouse Gas emissions and the analysis demonstrated that a Waste Management Scenario based on a Waste-to-Energy plant with an adjacent landfill for disposal of the residues would be the best performing option for the Region, depending however on the priorities of the decision makers. In addition the study demonstrated that efficient planning is necessary and the case of three sanitary landfills operating in parallel with the WtE plant in the study area should be avoided. Moreover alternative cases of energy recovery of the candidate Waste-to-Energy facility were evaluated against the requirements of the new European Commission Directive on waste in order for the facility to be recognized as recovery operation. The latter issue is of high significance and the decision makers in European Union countries should take it into account from now on, in order to plan and implement facilities that recover energy efficiently. Finally a sensitivity check was performed in order to evaluate the effects of increased recycling rate, on the calorific value of treated Municipal Solid Waste and the gate fee of the candidate plant and found that increased recycling efforts would not diminish the potential for incineration with energy recovery from waste and neither would have adverse impacts on the gate fee of the Waste-to-Energy plant. In general, the study highlighted the need for efficient planning in solid waste management, by taking into account multiple criteria and parameters and utilizing relevant tools and methodologies into this context.  相似文献

At international level LCA is being increasingly used to objectively evaluate the performances of different Municipal Solid Waste (MSW) management solutions. One of the more important waste management options concerns MSW incineration. LCA is usually applied to existing incineration plants.In this study LCA methodology was applied to a new Italian incineration line, to facilitate the prediction, during the design phase, of its potential environmental impacts in terms of damage to human health, ecosystem quality and consumption of resources. The aim of the study was to analyse three different design alternatives: an incineration system with dry flue gas cleaning (without- and with-energy recovery) and one with wet flue gas cleaning. The last two technological solutions both incorporating facilities for energy recovery were compared. From the results of the study, the system with energy recovery and dry flue gas cleaning revealed lower environmental impacts in relation to the ecosystem quality.As LCA results are greatly affected by uncertainties of different types, the second part of the work provides for an uncertainty analysis aimed at detecting the extent output data from life cycle analysis are influenced by uncertainty of input data, and employs both qualitative (pedigree matrix) and quantitative methods (Monte Carlo analysis).  相似文献

Methane (CH4) diffuse emissions from Municipal Solid Waste (MSW) landfills represent one of the most important anthropogenic sources of greenhouse gas. CH4 is produced by anaerobic biodegradation of organic matter in landfilled MSW and constitutes a major component of landfill gas (LFG). Gas recovery is a suitable method to effectively control CH4 emissions from landfill sites and the quantification of CH4 emissions represents a good tool to evaluate the effectiveness of a gas recovery system in reducing LFG emissions. In particular, LFG emissions can indirectly be evaluated from mass balance equations between LFG production, recovery and oxidation in the landfill, as well as by a direct approach based on LFG emission measurements from the landfill surface. However, up to now few direct measurements of landfill CH4 diffuse emissions have been reported in the technical literature. In the present study, both modeling and direct emission measuring methodologies have been applied to the case study of Bellolampo landfill located in Palermo, Italy. The main aim of the present study was to evaluate CH4 diffuse emissions, based on direct measurements carried out with the flux accumulation chamber (static, non-stationary) method, as well as to obtain the CH4 contoured flux map of the landfill. Such emissions were compared with the estimate achieved by means of CH4 mass balance equations. The results showed that the emissions obtained by applying the flux chamber method are in good agreement with the ones derived by the application of the mass balance equation, and that the evaluated contoured flux maps represent a reliable tool to locate areas with abnormal emissions in order to optimize the gas recovery system efficiency.  相似文献

The issue of municipal solid waste (MSW) management has been highlighted in China due to the continually increasing MSW volumes being generated and the limited capacity of waste treatment facilities. This article presents a quantitative eco-efficiency (E/E) analysis on MSW management in terms of greenhouse gas (GHG) mitigation. A methodology for E/E analysis has been proposed, with an emphasis on the consistent integration of life cycle assessment (LCA) and life cycle costing (LCC). The environmental and economic impacts derived from LCA and LCC have been normalized and defined as a quantitative E/E indicator. The proposed method was applied in a case study of Tianjin, China. The study assessed the current MSW management system, as well as a set of alternative scenarios, to investigate trade-offs between economy and GHG emissions mitigation. Additionally, contribution analysis was conducted on both LCA and LCC to identify key issues driving environmental and economic impacts. The results show that the current Tianjin’s MSW management system emits the highest GHG and costs the least, whereas the situation reverses in the integrated scenario. The key issues identified by the contribution analysis show no linear relationship between the global warming impact and the cost impact in MSW management system. The landfill gas utilization scenario is indicated as a potential optimum scenario by the proposed E/E analysis, given the characteristics of MSW, technology levels, and chosen methodologies. The E/E analysis provides an attractive direction towards sustainable waste management, though some questions with respect to uncertainty need to be discussed further.  相似文献

The paper summarises a literature review into waste management practices across Africa as part of a study to assess methods to reduce carbon emissions. Research shows that the average organic content for urban Municipal Solid Waste in Africa is around 56% and its degradation is a major contributor to greenhouse gas emissions. The paper concludes that the most practical and economic way to manage waste in the majority of urban communities in Africa and therefore reduce carbon emissions is to separate waste at collection points to remove dry recyclables by door to door collection, compost the remaining biogenic carbon waste in windrows, using the maturated compost as a substitute fertilizer and dispose the remaining fossil carbon waste in controlled landfills.  相似文献

Gas cleaning systems of MSW (Municipal Solid Waste) incinerators are characterised by the process employed to remove acid gases. The commonly used technologies for acid gas removal are: (1) dry treatment with Ca(OH)2 or (2) with NaHCO3, (3) semi-dry process with Ca(OH)2 and (4) wet scrubbing. In some recent plants beside a wet cleaning system, a dry neutralization with Ca(OH)2 is used. The goal is to reduce the amount of acid to be removed in the wet treatment and the liquid effluents produced. The influence of these different technologies on the electrical efficiency was investigated by a detailed simulation of a WTE (Waste To Energy) plant with a capacity of about 100,000 t/y of MSW. The effects of the different gas cleaning systems on electrical efficiency were significant. The difference of efficiency between the most advantageous technology, which is dry treatment with NaHCO3, and the least advantageous technology which is semi-dry treatment, is about 0.8%. A simple economic analysis showed that the few advantages of dry technologies can often be lost if the costs of chemicals and the disposal of products are considered.  相似文献

This paper aims to calculate the energetic and environmental effects of an integrated solid waste management system in Palermo, Italy. In particular, the thermal treatment of Municipal Solid Waste (MSW) with energy recovery is assessed. The current characterization at the local scale is taken into account. Two different options of collection are taken into account: (1) unselected wastes; and (2) sorted collection, according to the current Italian regulation. Combustion process is analyzed and the following features are calculated: (1) stoichiometric content of air and air excess; and (2) temperature and enthalpy of flue gases. Energy recovery is performed in the hypothesis of Hirn cycle both with steam condensation to produce only power, and with bleeding cycle for the combined production of power and thermal energy. Total electric efficiency is assumed as representative index of the technological level of the assessed plant. Results show that the thermal treatment of selected MSW, associated with a cogenerative recovery of energy, represents a relevant sustainable strategy of waste valorization as an alternative to fossil fuels.  相似文献

This paper describes the development and application of the Stochastic Integrated Waste Management Simulator (SIWMS) model. SIWMS provides a detailed view of the environmental impacts and associated costs of municipal solid waste (MSW) management alternatives under conditions of uncertainty. The model follows a life-cycle inventory approach extended with compensatory systems to provide more equitable bases for comparing different alternatives. Economic performance is measured by the net present value. The model is verified against four publicly available models under deterministic conditions and then used to study the impact of uncertainty on Sydney’s MSW management ‘best practices’. Uncertainty has a significant effect on all impact categories. The greatest effect is observed in the global warming category where a reversal of impact direction is predicted. The reliability of the system is most sensitive to uncertainties in the waste processing and disposal. The results highlight the importance of incorporating uncertainty at all stages to better understand the behaviour of the MSW system.  相似文献
